Library adapts to new protocols
Plainville Community Schools students will receive breakfast and lunch at no cost each school day through the end of 2020, according to district Food Services Director Ashley Onion.
The Plainville Public Library fully reopened July 27 after implementing many changes to maintain the building’s health, but patron visits are still far fewer than pre-pandemic times.
“During this challenging time, Food and Nutrition Services is delighted USDA temporarily extended breakfast and lunch at no charge to all students until Dec. 31. It is extremely important for students to have access to healthy and nutritious meals on a daily basis,” said Onion, who came to Plainville this year after serving as Food Services Director in Watertown. Through the free meal program, Plainville students – both those attending school onsite and those participating in remote learning –receive one breakfast

When one’s stomach is growling, it is difficult to focus on other things, such as learning. For the state football community, the news came swiftly last Wednesday. A day earlier than they had originally scheduled to meet, the Connecticut Interscholastic Athletic Conference Board of Control came together and decided for the second time to cancel 11on-11 high school football this fall. “My son texted me that he saw the news on Twitter,”
said Platt coach Jason Bruenn. “It is frustrating. You can probably run the whole gamut of emotions at this point.” The decision ended an extensive back-and-forth process between the CIAC and state agencies. In July, the CIAC came up with a gradual plan of playing football amid the coronavirus pandemic, but the Connecticut Department of Public Health and Governor Ned Lamont both recommended that the
sport be moved to next year when more medical information would be available. The CIAC originally canceled tackle football on Sept. 3, but after players staged a statewide rally on Sept. 9 in Hartford, Lamont asked the organization to meet with DPH and state officials two days later at the state capitol. Anthony Charlton, 22, 15 Apple St., Wallingford, was arrested Tuesday, Sept. 15 and charged with carrying a dangerous weapon and weapon in a motor vehicle. Police responded to Norton Park around 7:12 p.m. for a report of a man sleeping in a car, according to police reports. Officers at the scene

Woman’s club gets new moniker
The Town of Plainville has an on-demand policy for the collection of bulk refuse. Residents who currently have curbside rubbish and recycling collection from the town can request one bulk pick-up per calendar year, free of charge. The current bulk collection will take place Mondays through Oct. 26. Eligible property owners must call CWPM at 860-7936721 to schedule a pick-up. When calling, you will need to leave the following information: your name, address, phone number and a complete description of the items to be collected. Calls placed by 3 p.m. Friday can be scheduled for collection on Monday. Bulk items should be placed curbside no more than 24 hours before your scheduled pick-up. Bulk items must not block or create a safety concern for sidewalks or walkways. Keep weekly trash separate and miscellaneous iron/steel separate from bulk. The longevity of a small business depends on a well-thought-out succession plan. For a family business, you want to evaluate who else can run the business and whether you have to look beyond family members as the business grows. An experienced attorney can help the key stakeholders create a succession plan or review your existing plan. If you want to choose a successor, here is a basic how-to-guide to help you get started: 1) Think about who your successor should be. This is an important decision that should not be taken lightly, and should be on your radar at least 15 years before you expect to retire. Consider who within the business is most qualified to lead going forward. Get some professional guidance, especially if you have a family business, where emotions run high in transitions. 2) Create a timeline. Decide well in advance when the control of the business will shift to your successor. Be flexible and open to your successor’s suggestions and ideas for the business during the transition. 3) Set up a training plan. Define the main areas of the company, and give your successor time to work in all of them, from the highest executive level parts of the business to the most basic tasks. Work with your successor to strengthen his or her understanding in any areas of difficulty. 4) Lay out your own plans for retiring. Having a plan for your retirement will make succession much easier and give both your successor and other members of the team clarity about what is next and when. 5) Execute the plan and exit. When the time comes, step aside to allow the next leader to take over. Other choices for succession planning Handing over company leadership to a successor is only one option. Here are some other ways to go about planning for the long-term success of your business after you exit: Find a buyer. Sell your interest in the company in exchange for cash or other assets. Bear in mind that you might have to pay capital gains tax. Transfer your interest by agreement. Consult with an attorney to draft a Buy-Sell Agreement that plans for the sale of your interest in the business at a certain time. The buyer agrees to purchase your business interest at fair market value if and when the indicated event occurs, such as at death, when you retire, if you become disabled, or if you get divorced. Create a Family Limited Partnership for the business. It can be beneficial to create a Family Limited Partnership (FLP) and transfer a family business to it. An FLP is an entity owned by two or more family members that allows each member to buy shares of the business and to transfer assets between family members tax-free. It includes both general and limited partners. General partners bear 100 percent of the liability and control all management and investment decisions, while limited partners do not have full voting power and don’t share liability. When one family member is ready to leave the business, it is easy to transfer it to another. Set up a private annuity. A private annuity allows you to transfer your business interest to a family member or another buyer in exchange for his or her agreement to make periodic payments to you for the rest of your life, or through the lifetime of a surviving spouse. A private annuity can have the benefit of avoiding gift and estate taxes. Transfer your business interest to an irrevocable trust. If you create an irrevocable trust, such as a Grantor Retained Annuity Trust (GRAT) or a Grantor Retained Unitrust (GRUT), you can transfer your business interest into the trust while continuing to receive income for a defined period. When the time period elapses or you die, your interest in the business goes to the beneficiary of the trust. Transfer your interest using a self-canceling installment note (SCIN). An SCIN is used to transfer value out of an estate with no gift tax cost. Through an SCIN, you can transfer your business to a buyer in exchange for a promissory note with a “selfcancellation” provision. The promissory note requires the buyer to make a series of payments to you until you die, at which point the note and the outstanding balance are both canceled. At that time, the remaining balance is transferred to the buyer tax-free, with no additional payment owed.

Back on Aug. 23, CIAC officials said they wouldn’t move sports because they didn’t know what the health situation would be early next year.

Berlin, state officials break ground on Steele Center By Michael Gagne Record-Journal staff
BERLIN — Town and state officials, along with the local developers behind the proposed mixed-use Steele Center at Farmington Avenue project, broke ground on the more than $18 million development last week. The entire project will be completed in phases. When finished, the development, which would consist of five mixed-use buildings, aspires to make the Kensington area of Berlin a destination for day trips and an attractive living space for millennials. As town economic development director Christopher Edge envisions, visitors would be able to park their cars at the parking lot by the train train station for an afternoon or evening. Then they could walk to various restaurants, coffee shops and other businesses during their time in the area. New residents, in their mid20s to mid-30s, could poten-
tially live in the one-bedroom and two-bedroom apartments on the second level of those new buildings. Such a development would increase the residential options for that age group, Edge said. The new apartments would be the first non-age restricted market rate units constructed in the area. Berlin Mayor Mark Kaczynski said the way the Kensington area is being developed will make it the closest thing Berlin has to a walkable Main Street type of area.

While unable to engage in contact, teams can use equipment such as bags and sleds. “We are going to continue to develop our team and explore opportunities for our guys,” said Southington coach Mike Drury. “Our kids are competitors and they want to compete.” “Throughout all of the uncertainty, we have said that we wouldn’t let this (situation) break us,” added Ferrazzi. Independent leagues, some of which are pay-toplay, are also being set up. “Private leagues offer up a whole new can of worms,” stated Ferrazzi. “I’m weary of that for the safety of our sport going forward.”
