Long-discussed bridge project moves forward Among the new business discussed at the Nov. 15 Town Council meeting was an old topic in the community – the replacement of the Tomlinson Avenue bridge. Town staff recommended the long-talked-about project be awarded to the low bidder – Dayton Construction – and the council voted 7-0 to authorize the Town Manager to execute a Project Authorization Letter with the Department of Transportation. Dayton Construction’s proposal was for $1,296,849.50, which is more than $100,000 less than the engineer’s estimate for the project. Also, it was pointed out that the Watertown company completed the replacement of another Plainville bridge – on Stillwell Drive – several years ago. The Tomlinson Avenue bridge project involves the installation of a twin pre-cast concrete box culvert. According to the meeting minutes from Nov. 15, “Over 10 years ago the town secured a federal grant to pay for 80 percent of the cost of the replacement. Due to many factors, including bridge re-design and additional analysis required by the Corps of Engineers, the project was delayed.” But things began moving this fall. On Oct. 21, nine bid proposals were received for the project. The minutes from the Nov. 15 council meeting state the remaining cost of the bridge replacement – the town’s share, 20 percent – to be $308,156. The current balance of the Tomlinson Avenue Bridge Fund is said to be $157,000. As stated in the meeting minutes, the remaining $151,158 needed for the project will be paid from the Town Aid Road account. See Bridge, A11

Fallen police officer remembered at Nov. 21 graveside vigil As they do each Nov. 21, members of the Plainville Police Department and VFW gathered at St Joseph Cemetery to remember Plainville Police Officer Robert Holcomb. Holcomb was killed in the line of duty Nov. 21, 1977. He was just 28 years old. The Officer Down Memorial Page website states, "Patrolman Holcomb was on a residential burglary call at a home in Plainville when two men ran out of the house. Patrolman Holcomb chased one man, who was waiting for him in the woods across the street. The burglar shot him once in the arm and then stood over him and fired four more shots into his chest.” Holcomb left behind his wife and 3-year-old son. Gerald Castonguay was convicted and sentenced to life in prison for Holcomb’s murder. He was granted parole in 2015 which was quickly revoked after the community expressed disappointment in the decision. — Citizen report

CIAC to expand football playoffs for 2022 Record-Journal staff

CHESHIRE — Starting next fall, more Connecticut high school football teams will make the postseason. A dozen more, in fact. Last week, the CIAC Board of Control approved a Connecticut High School Coaches As-

sociation proposal to expand from four classes to six beginning with the 2022 season. With eight teams qualifying in each enrollment-based division, the total number of qualifying teams will jump from 32 to 48. The plan was first proposed by the CHSCA to the CIAC Football Committee at the

April 22 meeting. “I think it’s a good thing; we’ve had too many years where deserving teams didn’t get into the playoffs,” Platt coach Jason Bruenn said. “The coaches want it. Most people want more teams in the playoffs. We have 7-3 teams that aren’t going to get in. “I know critics will say this will be watered down,” Bruenn added. “This is a small state and there are too many champions. But what’s the difference? It’s a good thing to get more kids playing champion-style football.” Under the six-division format, small Class L’s will slot into Class MM with the larger Class M schools.

Ditto for the small M’s and large S’s. They’ll segue into Class SS. Southington, one of the largest schools in the state, won’t be affected at all. The Blue Knights are Class LL and that won’t change. Still, Southington coach Mike Drury supported the change. "It's good for the bubble teams,” he said. “Teams that are smaller M's or the smallest LL or L, they'll be in the lower division, so that's good for them. "We knew it was coming,” Drury added. “There was a push for it this year, but they decided to do it next year." The CIAC has toggled back

and forth between four and six divisions for decades, increasing the number of qualifying teams with each change. The number of rounds has also expanded over the years from one to three. Class LL, L, M and S have been the cornerstone divisions since the state football championships started in 1976. There have been two interludes for Class MM and Class SS. In terms of the number of teams qualifying, for the first 19 years of the championships, only the top two teams in each division saw the postseason. Like pre1969 Major League Baseball, there were no “playoffs,” just a championship. Between 1976 and 1980, there were just the four core classes, thus eight qualifiers. Health officials suggest tips for safe holiday gatherings

With the pandemic still going on, health professionals urge people to travel and gather safely to keep COVID cases down and people healthy this holiday season. “We just really want people to stop and think and ask themselves how they feel,” said Kathryn Glendon, public health specialist at Chesprocott Health District. “If they are not feeling well, really think about is this a good time for me to go to a family gathering, can you go get a rapid test?” The Centers for Disease Control and Protection is encouraging eligible Americans to get vaccinated so they can protect others at public gatherings. The

CDC says masks should be worn by all, vaccinated and unvaccinated, when in large indoor gatherings where social distancing cannot take place. “Wear your mask,” Glendon said. “Wear your mask for yourself, wear your mask for others. If you’re not sure about what people’s vaccination status is and say you’re going to a holiday gathering, be confident in your choice to wear that.” The CDC recommends delaying airplane trips until travelers are fully vaccinated. Chief sanitarians Bencivenga-Lonczak was formerly a chef, experience that’s helped in working with restaurants looking to meet health codes. When she left Chesprocott, she was chief sanitarian and acting health director. Maura Esposito, Chesprocott health director, described Bencivenga-Lonczak as organized, personable and capable. “She’s always been my rock, my second hand,” Esposito said. Bencivenga-Lonczak has filled in for Esposito when she’s been away. The two have worked together on getting grants for the health district and Esposito said Southington will benefit from her leadership. John Barry said much of a health director’s work involves restaurant health standards, septic systems, mosquitoes and other nonpandemic related duties. Bencivenga-Lonczak impressed health board members with her knowledge of those areas. “She has a lot of experience that’s going to work throughout the health district,” Barry said. The Plainville-Southington regional health district was formed nearly a decade ago. Lockwood was hired as the first director for the district. NOTICE IS HEREBY GIVEN that the following action was taken by the Town Council of the Town of Plainville in meeting duly assembled on November 15, 2021:

REVENUE COLLECTOR’S NOTICE

Adoption of the following: Amendment to Tax Stabilization for Elderly Homeowners Ordinance: § 355-43. Eligibility. To qualify for the tax relief, a taxpayer shall meet all the following requirements: A.

On December 31 of the calendar year preceding the year in which a claim is filed, be:

(1)

Sixty-five years of age or over;

(2) The spouse of a person 65 years of age or over, provided such spouse is domiciled with such person; or (3) Sixty-two years of age or over and the surviving spouse of a taxpayer who at the time of such taxpayer’s death had qualified and was entitled to the relief under this article. B.

Occupy such real property as his or her home.

C. Either spouse shall have resided within the Town of Plainville for at least one year before filing the claim under this article. D. The taxable and nontaxable income of such taxpayer, the total of which shall hereinafter be called “qualifying income,” in the tax year of such homeowner ending immediately preceding the date of application for benefits was not in excess of limits set forth in § 12-170aa of the Connecticut General Statutes, as adjusted annually, evidence of which income shall be submitted to the Assessor in such form and manner as the Assessor prescribes. The amount of any Medicaid payments made on behalf of such homeowner or spouse of the homeowner shall not constitute income. The income of the spouse of the homeowner shall not be included in the qualifying income of such homeowner for purposes of determining eligibility for tax relief, if such spouse is a resident of a health care or nursing facility in Connecticut, and such facility receives payment related to such spouse under Title XIX.[1] [1] Editor’s Note: Reference is to Title XIX of the Social Security Act (Medicaid).
