Superintendent of Schools Tim Connellan will retire this summer according to an email he sent Monday. Connellan said he’d considered retiring at the end of the previ-
“It has been a privilege to work for the children and families in my own community for the past six plus years,” Connellan wrote. He lives in town. “The Southing-

Resolution From A1
Victoria Triano, a Republican and council chairwoman, said it was an important first step and helped acknowledge friends in the gay and transgender community. “It can be added to at a future time,” she said Monday. “What we have in front of us is a great foundational thing.” “The intent and the common ground of this resolution is very strong,” said Tom Lombardi, a Republican and council vice chairman. “Anyone who reads this is going to get a clear message
Connellan From A1
Connellan has lived in town for more than four decades. His two sons attended the North Center School which now houses school board and town offices, including Connellan’s.
Councilors and residents advocated adding language to the resolution. Val DePaolo, a Democratic councilor, suggested adding gender identity and expression the resolution in addition to including intersex and asexual. The changes would include more people, she said. “The whole purpose of this resolution is to talk about pride week, to establish pride week,” DePaolo said. Alicia Novi, a founder of the Southington pride committee, said without the expanded list the resolution wasn’t “as inclusive as it can be.” She described herself as a member of the LGBTQIA+ community. Other speakers Monday night said the acronym is understood and accepted by their community to encompass a host of non-heterosexual preferences and non-binary gender expressions.
David Derynoski, a board member since 1990, said Connellan had “put his time in.” “Tim’s done a great job. He’s got some real strong points, especially special education,” Derynoski said. “We’re in a far better place with our special education requirements and how we do things than before he came on.”
WE BUY HOUSES!
While Republican council leaders did expand the list and make some other changes to the resolution, the section on sexual orientation was left unammended. Republicans said Democrats were nitpicking the resolution, Democrats said Republicans were rushing it through unnecessarily. The three Democratic councilors unsuccessfully tried to table the resolution but were outvoted by the six Republican councilors. Both parties voted for the resolution in a subsequent vote.

LongHorn Steakhouse to open on West St. By Devin Leith-Yessian Record-Journal staff
A long-anticipated LongHorn Steakhouse is slated to open on West Street later this month. “LongHorn Steakhouse will
soon open a new restaurant in Southington on Tuesday, Feb. 23,” Communications Manager Brittany Baron said in an announcement of the opening. Located at 1020 West St., the
newly constructed restaurant can seat up to 274 patrons, though it is currently limited to 137 under pandemic containment rules.
spring of 2020, but construction was delayed by the pandemic, according to property owner Joseph Moruzzi. The restaurant also needed more time to find employees and wanted to wait for better economic conditions.
The steakhouse was originally set to open in the
“(The pandemic) put a damper on everything in terms of getting it finished, people available to do the job and finish the work,” Moruzzi said. “ … during the terrible times why would you even try to open a restaurant … they were having problems getting the help and training the help.”

NOW OPEN! ALL 3 LEAGUES
As the pandemic subsides and workers return to the adjacent office buildings, Moruzzi believes the restaurant is well positioned. Nes-
tled between Interstate 84, hotels, offices and residential neighborhoods, he said the restaurant will benefit from being in a high traffic area. Moruzzi also owns one of the three nearby office building, 200 Executive Blvd. South, and worked with the town to carve out a portion of the property for a restaurant with frontage on West Street so that his tenants’ employees have a nearby lunch option. Baron’s announcement said the restaurant will bring an estimated 60 jobs and will participate in the company’s Harvest program, which donates surplus food to local food banks. See LongHorn, A9

Southington’s Grand List totals and increases
From A1
the town’s rolls last year would give town government more than $1.5 million in additional revenue. The new grand list contains a total of $4.4 billion in real estate, motor vehicles and personal property. Town Manager Mark Sciota said it takes effort on the part of town boards and the school district to make Southington attractive to people and businesses. “Based upon our growth over this past year, we are certainly that community,” he wrote in a letter to the Town Council.
Revaluation Every five years, the town updates its estimates for the fair market value of residential and commercial property. Town officials use those valuations to determine the mill rate, which in turn is based on how much money needs to be raised to fund the municipal budget.
Top Southington taxpayers, 2020
n 2020:
$4.4 billion, 6.72 percent $4.2 billion, 2.18 percent n 2018: $4.07 billion, 1.49 percent n 2017: $4 billion, 1.6 percent n 2019:
The mill rate is the number of tax dollars due on every $1,000 of assessed property value. Properties are assessed at 70 percent of market value.
If increased housing prices weren’t factored in, the grand list grew by 1.2 percent.
In late 2019, assessors hired by the town conducted valuations of real estate. While not every property had gained in value from the previous assessment, Town Assessor Theresa Babon said overall the trend was that real estate was worth more. Those higher valuations were reflected on the 2020 grand list and will be factored into tax bills going out in July.
Unlike previous years, Babon said there were few commercial or industrial additions to the town’s grand list in 2020. “The increase in the real estate grand list this year is due primarily to residential development, and that residential development continues in areas such as North Ridge, Hillcrest, Kings Ridge, Woodland Heights, Balmoral Estates, Applegate, Mariani Drive and 45 Pacer Lane,” she said. “The inevitable completion of those subdivisions will add an additional 131 homes to the real estate grand list.”
“Southington is a great place to live. Everyone wants to move to Southington,” Babon said.

While the growth is driven by new houses, the top local taxpayers include utility companies, Yarde Metals, Webster Bank, Connecticut On-Line Computer Center, Lake Compounce and ESPN. Babon said the list of top taxpayers in Southington changes little from year to year. Overall, top taxpayers include vehicle leasing and real estate companies based in New York, Massachusetts, Texas and California.
Valuations and taxes Just because a house may have gained 10 percent in value over the last five years doesn’t mean a homeowner will pay 10 percent more in taxes, according to finance board chairman John Leary.
didn’t expect it to rise as much as valuations. The mill rate could even drop as property values rise. Leary said homeowners fear their taxes will rise with their property’s value. “They’re right in a way that their taxes will likely go up, but they won’t go up in a direct correlation to the increase in the revaluation,” he said. Leary said he and other town officials are cognizant of the pandemic’s impact as they develop a budget for the upcoming fiscal year. He was glad to see growth in taxable property as a way to offset increases in town spending without raising taxes.
“There’s no way to predict it, really. We always look forward with anticipating to After town leaders deterhow the final number comes mine a budget, they’ll then out,” Leary said of the grand set a mill rate to fund that list. “It’s a great thing given budget.
