Attorney: Too many Republicans on building committee

Howie hits the big 5-0-0 Southington win in West Hartford nets veteran coach milestone
By Jesse Buchanan Record-Journal staff
SOUTHINGTON — Changes are under consideration for the library building committee to bring it into compliance with charterrequired minority representation rules.
By Ron Buck Special to the Record-Journal
WEST HARTFORD — Prior to winning his 500th game Monday night, Southington girls basketball coach Howie Hewitt was at the scorer’s table, keeping the book for the junior varsity team. “Someone has to do it,” joked Hewitt, prior to the Lady Knights’ 5637 Central Connecticut Conference win over Northwest Catholic.
The 10-member committee has seven Republicans, too many according to town statutes. No more than two-thirds of such a committee can be from one party. Republicans hold a majority on the Town Council and appointed the building committee’s members. Most have backgrounds in the trades. Jim Morelli, a Republican council member, is chairman of the committee. Two members of the committee are Democrats and one is unaffiliated.

Plainville wrestler Jaxsen Bailey, left, is heading to Estonia next month to compete in the Tallinn Open, a tournament featuring young grapplers from 30 countries. Bailey, who is 11, will be one of just 50 wrestlers representing the United States at the competition, which will take place March 24 to 26. Bailey is pictured with younger brother Logan after the siblings collected first-place medals at a recent tournament.
Alex Ricciardone, the town attorney, said the arrangement needs to change to meet town statutes. The committee could expand and include a non-Republican or a Republican could be removed from the group. See Library, A2

Victoria Triano, council chairwoman and a Republican, said Ricciardone brought the issue to her attention.
“We’re still working on it,” she said Thursday. “I was really happy that we found that out. We need to make sure that’s a balanced committee.”
Democratic calls for representation When the committee was formed, Democrat councilors wanted to have a member of their caucus on the committee along with Morelli. Jack Perry, a Democratic councilor, said he’d be willing to serve on the library building committee. He was on the library planning committee and has overseen building projects as part of his business. “I would love to be on that building committee,” Perry said. “I think of everybody on the council, between being on the planning committee and my background, this is my expertise.”

Perry said the project was too important to the community not to have all possible input. He said it was disheartening that Republicans had rejected calls to put a Democratic councilor in the group.
Triano said she didn’t want to return to the previous system for committees where they were filled with political appointees without relevant experience. “It’s not political and we want to keep it that way,” she said.
“This is a big purchase for our town,” Perry said. “I don’t think this is a committee where politics should be played.”

Val DePaolo, a Democratic council member, said she’s served on the library board and was part of the library advocacy group. Any of the three council Democrats would be happy to serve on the building committee but DePaolo said Republicans had little interest in involving Democrats.

500th win From A1
ing Hewitt keeping score of a JV girls game. Just as appropriate, a few hours later, Hewitt was celebrating another varsity win. And when win No. 500 was over, amid the fanfare than came with the milestone, Hewitt made sure to give credit to the girls (and boys) who he’s coached since 1985. The Southington Blue Knights celebrate with coach Howie Hewitt after beating Northwest Catholic in West Hartford on Monday night. The victory was No. 500 for Hewitt, who won 457 games in 33 seasons with the Maloney boys and 43 (and counting) in three seasons with the Southington girls. Ron Buck, Special to the Record-Journal
“Blessed really doesn’t cover how I feel,” the 69-year-old Hewitt said. “Never in a million years would I have thought 500 was possible; 500 is a number that’s so far out there.”
Hewitt, who spent 33 years on the Maloney sideline coaching the varsity boys, won 457 games in his traditional green sweater vest. On Monday night, he wore a blue Southington jacket for win No. 43 in his third season coaching the Lady Knights. Hewitt, who has now coached two SHS girls teams to 16 wins in three seasons, owns a 43-13 mark at the school. His career winning percentage, Maloney and Southington combined, is .626 (500-298). “It’s been a long time, but it came quick (here at Southington) because of the run we’ve had,” Hewitt said.

Never one to take credit for his team’s success, Hewitt stood behind his Lady Knights for a celebratory postgame photo. Above him were three silver balloons that signaled “500” and a homemade “Congratulations Coach Hewitt” sign. Then, prompted to get in front of the team and cameras, Hewitt felt comfortable enough to lay out on the court in front of his girls to celebrate a career that has spanned four decades. With the victory, Southington capped off a perfect CCC West season, winning the division with a 7-0 mark. The Lady Knights (16-3) were to host a first-round CCC Tournament game Thursday night. “We knew it was a big night to get Coach his 500th win,” said sophomore Bethany Borges, who led SHS against Northwest Catholic with 13 points. “Coach is obviously an amazing coach, and I’m glad we got to share his 500th win with him. Hopefully, we can get a lot more with him.” Hewitt was hired as Southington girls basketball coach in the fall of 2019. He was 16-7 in that first season at SHS, losing to Glastonbury in the second round of Class LL state tournament. A year ago, Hewitt’s Lady Knights were 11-3 in an abbreviated season. Without a state tournament to play in, Southington’s season ended with a second-round loss at Newington in the CCC Tournament. At Maloney, Hewitt was 457285. He won the boys basketball program’s only state title in 2008. While the bulk of his wins came coaching boys, there is a certain amount of satisfaction that comes with his girls getting him No. 500. “When I got the (Southington) job — and I’ll say it forever — ‘The girls want just as much for themselves and teammates as the boys, if not more,” said Hewitt, who vividly remembers his first varsity win at New Britain in 1985. “I had no idea about the landscape (at Southington). I used to look from afar. They had See 500th win, A9

success and they always had good players and teams. I know the guys before me did a great job.” Win No. 500 was never seriously in doubt Monday night. Southington took a 6-4 lead and stretched its advantage throughout the game. The Lady Knights led 18-10 after one quarter and 29-18 at the break, then broke it open with a 10-2 run to start the second half. Borges scored eight points during the run as the Lady Knights took a 42-24 lead. Southington led 44-27 heading into the fourth quarter. “I would love to tell you (I sensed a difference in the team), but these kids play like this all the time,” Hewitt said. “We’ve had a couple of games where we’ve been lackadaisical, but they’ve learned from it. “There is no reason we can’t do well in the CCC Tournament or state tournament,”
Friday, February 18, 2022
Hewitt added. “It’s remarkable, really. The kids have defined roles and they know their roles. That’s been a big difference.”

Additionally, Veach said she would like to readdress the police accountability bill to restore officers’ qualified immunity, ability to request a consent search during a motor vehicle stop when reasonable suspicion exists, and provide protections to officers who receive a mental health assessment. Also, Veach said she will focus on limiting the tax burden on residents and businesses. Another local lawmaker, William Petit (R-Plainville, New Britain), also listed tax relief, public safety and improving the police accountability bill among his legislative priorites. And Petit hopes to pass a comprehensive mental health bill which would increase access, licensing reciprocity and school-based health centers, while providing adequate funding and resources to the Office of Victim Advocate.

Implications of proposed car tax cap considered By Devin Leith-Yessian Record-Journal staff
The centerpiece of Gov. Ned Lamont’s tax cut proposal could mean considerable savings for automobile owners, but local tax officials are worried promised reimbursements will prove temporary. Nearly half of the approximately $336 million Lamont estimates his plan could save residents would come from reducing the maximum mill rate municipalities can use to calculate car owners’ taxes. That cap is currently set at 45 mills, while Lamont would like it lowered to 29 mills, the lowest figure since the cap was established in 2015. One mill equals $1 for every $1,000 of assessed value. The impact would be greatest in municipalities with high-

Meriden’s 40.86 mill rate for vehicles is the 14th highest in the state. For a Meriden resident with a vehicle assessed at $12,850 — the average in the area based on figures from local assessors’ offices — the taxes would be $372.64 under Lamont’s proposal, versus $525.03 under the current mill rate.

For municipalities with mill rates closer to 29 mills the impact would be more minor. Assuming they’re also driving a vehicle assessed at $12,850, a taxpayer in Southington — where the mill rate is 29.03 — would save 39 cents, and the

tax cut for residents in Cheshire — where the mill rate is 33.72 — would be $60.65 for the same vehicle. Wallingford’s current mill rate, 28.52, is below the cap. In his Feb. 7 announcement of the tax break request, Lamont said the state is projecting a $1.48 billion surplus, giving it the fiscal health to give money back to residents.

“I asked our budget analysts to run some numbers to determine how we can cut taxes in a realistic way that won’t negatively impact the strong fiscal standing we’ve created, while targeting those cuts for those who can benefit most,” Lamont said in the announcement. “I’m hopeful that the legislature will agree that these cuts can provide relief, and this package can be the first in a series in the coming years as we continue bringing Connecticut’s fiscal stability on more and more solid ground.”
Thursday, Feb 24, 2022
A new legislative session started last week. Since motor vehicle taxes are collected by municipalities, Lamont’s tax cut proposal includes a $160.4 million allocation to municipalities to reimburse them for the difference between their current mill rate and the 29 mill cap.

Southington Town Manager Mark Sciota said the way the measure is currently proposed, residents would save on municipal taxes without costing local governments revenue.

“Assuming the way that it was explained to us … the taxpayers themselves get the break and the town is held harmless by the state,” he said.

Though he takes the governor and state at its word, Sciota said there is precedent for state reimbursements to dwindle over time. “There have been programs in the past in the state where they reduced the funding over the years,” he said. See Taxes, A17

Future funding?
Friday, February 18, 2022
Certified Public Accountant Saas Kirwan, with Saas Kirwan Associates in Wallingford, said the change would homogenize the tax rate car owners pay across the state. Currently someone who owns a vehicle in Wallingford, for example, would see a big tax increase just by moving to Meriden or Hartford.
Meriden Assessor Melinda Fonda said she’s concerned that the municipal payments could go the same way that state reimbursements for manufacturing property taxes went. In 2009, the state exThat said, he noted that Lamempted manufacturing ont’s proposal is still only less equipment from local property taxes, with a reimbursement from the state to municipalities for the lost revenue. Within a few years however, that reimbursement was no longer being funded.
than a week old and has yet to face possible changes from the legislature — if it’s adopted at all. “Now also what I've learned over the years … it’s not a good idea to speculate on too much of this until the proposed regulations become law,” he said.
More tax relief Another portion of Lamont’s proposal that could have an impact for lower income
families is an expansion of property tax credit eligibility to all adults within income limits — set at $109,500 for single filers and $130,500 for joint filers. It would also increase the maximum credit from $200 to $300, with an overall estimated impact of $123 million. “The theory is let’s give a few dollars in tax savings to lower income folks,” he said.
A17
The surpluses behind the tax cuts are in part due to federal relief dollars the state has received over the past year, which Kirwan said have put many states in a position to explore reducing tax rates. “I think we can say many of the states are considering tax cuts now,” he said, “because they received so much federal assistance.” dleithyessian@ record-journal.com

If that came to pass, the city would likely make up the difference by raising personal property and real estate taxes, including levies on homes and businesses. “When you start exempting properties … that burden shifts to the real property owners,” she said.

Chiropractic care is a great non-medicinal way to improve digestive health because many medications are only temporary fixes and can have unwanted side effects; in the end, many do more harm than good. With gentle chiropractic adjustments and spinal realignment, the body will be able to return to normal functioning.

Discord leads to resignations from disabilities panel By Jesse Buchanan Record-Journal staff
SOUTHINGTON — Three members of the town’s disabilities commission re-
signed this month citing conflicts with remaining members and concern that the board is not effectively advocating for disabled residents.
There are nine seats on the commission, four of which are listed as vacant on the town website.
Feb. 8 was canceled. Earlier that day, Bill Weber, commission vice chairman, said he didn’t believe the commission would have a quorum due to the resignations, an illness and the chairman being in Florida.

Town leaders have been discussing the possibility of a bus line on Queen Street which would expand para transit as well. State transportation officials had raised the idea of rerouting an underused Bristol line to Route 10 several years ago. While a state project, the disabilities commission was divided on whether or not to advocate for such a plan. Chairman Brian Callahan, a Republican, said supporters of the bus line haven’t brought forward any information showing demand in town for such a service or how Southington’s existing transportation services aren’t meeting the need. Callahan said the bus line issue was a “Democratic ploy.”

CHANCE DECRESCENZO
VIANNA ALCANTARA
Chance DeCresenzo truly was Lyman Hall’s last chance at Thursday’s Class M state championship meet. If DeCrescenzo could win the pole vault, the last field event of the night, the Trojans would capture the team title. The senior delivered. One of three vaulters still in the hunt after 11 feet — teammate A.J. Cricco was another — DeCrescenzo cleared 11-6 on his second attempt to earn gold for himself and for LH.
Who can fathom the emotions the Platt girls experienced last week? The incident at Lewis Mills; the passing of coach Tina Gonyea’s former college teammate. Then, on Monday, Platt trailed Maloney 35-21 midway through the fourth quarter. In the ensuing 4:29, redemption. Platt fired off 16 straight points to score a 37-35 upset. Senior Vianna Alcantara fueled the rally with a pair of 3-pointers and finished with 11 points.
JACK MARKARIAN
AMANDA CASTALDI
There are a select number of players on the area basketball block who have been the picture of consistency this season. One of them is Cheshire’s Jack Markarian. Heading into the week, the junior had been in double figures in all but three games for the Rams. Markarian enjoyed his season-highs to date last week with 23 points against Shelton and 25 against Bunnell, and is now averaging 12.8 ppg. for the season.
Here’s a cornerstone of Sheehan’s SCC and Class M track championships: Amanda Castaldi. The senior runs on the 4x200 relay, which finished first at both meets and will challenge for the State Open crown this weekend. Individually, Castaldi is a contender in the 55 hurdles (SCC champ; Class M runner-up) and 55 meters (SCC & Class M runner-up). Her best times so far: 7.40 seconds in the 55, 8.62 in the hurdles.
MICHAEL REDDICK
BROOKE DENNIS
The CIAC class wrestling tournaments are this weekend and among the leading area contenders for a state title is Maloney 220-pounder Michael Reddick. The senior goes into the postseason with a record of 17-1, having capped the regular season with a pin, in 59 seconds, in last Wednesday’s match against Platt. Reddick was also an AllState player on Maloney’s state championship football team.
The arc of Brooke Dennis’s basketball career completely changed on January 26. A freshman, Dennis wasn’t just called up to varsity that night, she responded with 14 points against East Haven. And then kept it coming. Last week, Dennis hit for double figures again vs. East Haven (10) and tallied 13 Friday vs. Wilbur Cross. She averaged 6.3 points over 10 games and connected 13 times from 3-point range.

The visit would have cost $7,500 and included a pitch for people to buy the devices demonstrated.
