Southington Class of 2023 described as resilient, kind

SOUTHINGTON – Resilient and kind were how speakers described Southington High School’s graduating class.
Graduating seniors were freshman when the pandemic struck. In addition to the lock-down disruptions, the class also navigated national upheaval over race and now face a souring economy.
“Being here is proof that you overcame, ” said Noah Richert, the 2023 class valedictorian. “Let’s continue to be unifiers not dividers as we go out into the world.”
The 523 graduates got their diplomas at the high school’s Fontana Field on Thursday, June 15. Graduation took place a day later than planned due to rain on Wednesday. While unable to control circumstances, Richert said everyone is able to take charge of their own attitude and direction towards their purpose. “In the end, you are responsible for who you want to be,” he said.
Ethan Giordano, the class salutatorian, said he learned important lessons about motivation and positive thinking during his running career at Southington High School.
Giordano achieved and saw others achieve things he didn’t think possible. With work or college looming, he urged his fellow graduates to find peace through a hobby, a sport, or volunteering.
Plainville grads, superintendent say farewell

PLAINVILLE - Thanks to a rain storm passing through, they had to wait a bit longer than expected to receive their diplomas, but eventually, the 161 members of the Plainville High School Class of 2023 were able to toss their caps into the air together on Alumni Field, Monday, June 12.
In his commencement address, class valedictorian Spencer Michalek said
high school and middle school were a time for selfdiscovery, when he and his classmates blazed their own path through the classes they took and activities they pursued. While their individual paths brought them to graduation day, Michalek indicated that their journey of self-discovery should continue. “The book hasn’t ended,” he said.

Town gets funding for trail extension

SOUTHINGTON Construction on the next section of the Farmington Canal Heritage Trail could start this year, completing the recreational pathway from Lazy Lane to Aircraft Road.
Town officials are still working on an agreement with a factory’s owners to bring the trail to completion and reach the Plainville town line.

YMCA Camp Sloper secures funding to finish pond dredging

SOUTHINGTON YMCA
Camp Sloper secured $500,000 in additional funding this past legislative session, giving the East Street outdoor center the remaining money needed to dredge Sloper Pond.
The bill was a bipartisan effort, first introduced by State Rep. Donna Veach, R-Berlin, with State Rep. Chris Poulos, D-Southington, spearheading conversations with Democratic majority leaders to secure the funding authorization in the House of Representatives, convincing his fellow lawmakers of the environmental value and necessity of preserving the pond.
The funding will be allocated through a Department of Energy and Environmental Protection grant and was adopted as part of the state’s two-year budget by a 139-12 vote on June 6.
Sloper Pond has been naturally filling up with silt, and
eventually would have turned into a shallow marsh making it unusable for swimmers at Camp Sloper. The $500,000 gives the YMCA, which owns the pond, the final push it needs to complete the project. Dredging is expected to be completed sometime in the summer of 2024.
For Poulos, the project's necessity was not only environmental but for the good of the community as well. Having attended the camp when he was a child, he understood the value of preserving it for the benefit of future generations and their families, he said.
“We went there because they had a camp and it was something to do in the summer. We got physical activity out of it, we got social and emotional growth and development out of it, interacting with kids. It was a really positive experience,” he said.
“Now the fact that this facility brings in over 4,500 kids a year to help maintain that type of experience, I think is critical in our day and age. It

keeps kids active, interacting socially with other kids, doing physical activity in a lot of cases, and just being kids. It's truly an asset for our community. It's a Southington gem, it's a community gem. ”
Veach also echoed similar sentiments for her reasons for backing the project. “ All three of my daughters have utilized Camp Sloper over the years, so I knew firsthand the incredible value it brings to our community. It is a wonderful space for our children, not only those who live in the Southington community but Berlin and beyond. It truly is a local gem, and we are extremely fortunate that it is in our backyard,” Veach said, “I know these funds will go a long way in assisting them with their pond dredging project."
The Y identified the dredging project as a priority almost 20 years ago as part of a master plan of development and conservation in 2003.

Police: Man seen breaking into vehicles arrested

SOUTHINGTON A Hartford man was charged with several vehicle burglaries and leading officers on a wild pursuit Sunday.
At around 11:15 a.m., po-
lice were called to Blackstone Irish Pub, 1678 Meriden-Waterbury Turnpike, for a report of a smashed car window in the parking lot.
The caller witnessed a man, later identified as Jimmie Collins, 56, of
55 Bartholomew Ave. in Hartford, jump into a UHaul truck and leave the area.
Officers determined that four unoccupied vehicles had been broken into in the parking lot.
Shortly after the initial call, officers spotted a UHaul box truck behind Tops Supermarket, 887 Southington Meriden-Waterbury Turnpike, and saw Collins leaning into the smashed window of a vehicle.
Collins spotted police and fled in the U-Haul, speeding up Meriden-Waterbury Turnpike and onto Meriden Avenue, according to police.
He drove directly at an officer responding in a cruiser from the opposite direction who had to swerve to avoid a collision, police said.
As Collins continued to flee from officers, police say he crashed into two vehicles near the intersection of Meriden Avenue and Main Street and then on North Main Street.
He left the U-Haul, later determined to be stolen, at
72 Queen St. and continued on foot.
Witnesses reported seeing him running toward Lazy Lane.
Officers then spotted him riding a stolen bicycle toward Queen Street.
He fell off the bike and threatened officers with a screwdriver before being taken into custody through use of a Taser in the Southington Auto Wash parking lot, according to police.
Collins faces numerous charges, including first-degree larceny, reckless endangerment and attempted assault on a police officer.
He was being held on a total of $400,000 and was scheduled to appear in New Britain Superior Court Tuesday.

Providing critical habitats for pollinators

June 19-25 is National Pollinator Week and the Connecticut Department of Transportation is highlighting ongoing efforts to help pollinators thrive.
The CTDOT Pollinator Program was implemented in 2017 and has grown to 123 conservation areas comprised of approximately 205 acres of state right of way.
The goal of the Pollinator Program is to provide critical habitats for pollinating insects, such as bees and monarch butterflies, through strategic plantings and vegetation management.
“Pollinators are important to our food supply and health of the environment, and we are proud to join the national effort to increase pollinator habitats on properties throughout Connecticut. We’re reclaiming these areas along the highways with
wildflowers and vegetation to help protect pollinators that are at risk,” said Connecticut Department of Transportation Commissioner Garrett Eucalitto. “Each year we’re identifying additional conservation areas that we can add to this program as part of our broader goals to create a more sustainable environment. However, our rights of way cannot provide the pollinators with everything they need. I encourage the public
to join our efforts to help pollinators flourish in Connecticut.”
The CTDOT pollinator corridors are marked with conservation area signage and consist of warm season grasses, native wildflowers and low-growing vegetation.
They bloom in late June and continue through the summer months.
Some examples of plants found in conservation areas
include milkweed, goldenrod, joe pye weed and aster. Varying species with staggered bloom time promotes biodiversity, healthy habitats, and increases the survival rate of pollinators in the area. These corridors along the highways provide an extensive network for pollinators.
Motorists traveling throughout Connecticut can see these corridors near highway ramps, medians, and along
roadside shoulders.
While the blooms are beautiful to see, motorists are asked not to stop on the highway to take photos or videos of the conservation areas.

Dear Valued Patrons and friends,
It is with a heavy heart and a deep sense of nostalgia that I write this letter to bid you farewell. After an incredible journey of over half a century, between 4 restaurants, it is with great sadness that I must announce the closure of FRIENDS CAFÉ on July 2nd.
Words cannot express the gratitude and joy I have experienced in serving you over these many years. You, our loyal customers, have been the lifeblood of our establishments, and it is your unwavering support that has kept us going all this time. From the bottom of my hearts, I thank you for the countless memories, laughter, and friendships that have been forged throughout these years.
As I reflect on the past 51 years, I am filled with a deep sense of pride and satisfaction. I have had the honor of witnessing generations of families gather around our tables, celebrating birthdays, anniversaries, and special milestones. The joy of seeing your familiar faces, hearing your stories, and sharing in your happiness has been a privilege that I will forever cherish.
Over the years, we have built more than just a restaurant; we have created a community. Our establishments has been a meeting place where strangers became friends, and friends became family. The bonds and friendships that have been formed within are irreplaceable, and the laughter and conversations that filled the air will forever echo in our hearts.
It is not easy to say goodbye to something that has been such an integral part of my life for so long. I will miss the buzz of the dining room, the clinking of glasses, and the aroma of delicious food filling the air. But most of all, I will miss you, our loyal patrons, my friends. Your smiles, your kind words, and your continued patronage have given me purpose and meaning.
Please know that this decision was not made lightly. My standards for running a restaurants were always to serve good food and drinks at a reasonable price, a good atmosphere where people could relax, and above all, good service. Circumstances have evolved, and the challenges we face today have proven insurmountable. I cannot staff the front of the house satisfactorily to my standards, and to what you should expect. We explored every avenue to keep our doors open, but sadly, it is time for us to turn the page on this chapter.
We want to express our deepest gratitude for your unwavering support, your loyalty, and your friendship. It is because of you that we were able to create something truly special. The memories we have shared will forever hold a special place in our hearts.
Although our restaurant may be closing, we hope that the memories we've made together will endure. We encourage you to reminisce about the laughter, the conversations, and the joyous occasions that were celebrated here. We hope that the spirit of our restaurant will live on within you, reminding you of the good times we shared.

Police: Man arrested for brandishing firearm in bar

SOUTHINGTON A West Haven man out on bond for murder charges out of Meriden was arrested June 15 after police say he brandished a firearm at a bar and attempted to flee the scene.
Brandon Anthony Ramos, 24, of West Haven was charged with first-degree threatening, interfering with an officer, reckless endangerment, and engaging in a pursuit. He is being held on a court-set $250,000 bond.
Shortly after midnight on Thursday, June 15 officers responded to the area of 75 Center St. after receiving reports of a man said to be brandishing a firearm at staff in a local bar. Two suspects reportedly fled the scene in a black BMW sedan, according to police. Witnesses told police an argument broke out between patrons at the bar and the two male suspects. One of the two men in question brandished a handgun and pointed it at the in-
dividuals they were arguing with, police said.
Later that morning, officers located the suspects’ vehicle, attempted to conduct a traffic stop and deployed stop sticks in an effort to detain the suspects, including Ramos. The vehicle sustained tire damage, but managed to escape the scene, according to police.
Officers later obtained a search warrant for Ramos’ vehicle and home and an arrest warrant for Ramos, which was served later that day. Ramos was detained without incident in a joint operation involving West Haven and New Haven officers and the Central Region Emergency Response Team (CR-ERT), according to police. Ramos is currently out on a $1 million bond for murder charges related to the August 2021 killing in Meriden of Jyineez Cruz. Ramos was scheduled to appear in New Britain Superior Court on June 20 for the Southington charges.

Last week, the Town Council chose the Schultz Corporation of Terryville to build the trail after soliciting bids for the work. Bids were evaluated by the council’s public works committee, which recommended Schultz Corporation.
The bid totaled more than $2.2 million to build about nine-tenths of a mile of trail. Schultz’s bid includes a 10 percent contingency for unexpected cost overruns.
Southington’s section of the Farmington Canal trail is
complete from the Cheshire town line until Lazy Lane.
Town Manager Mark Sciota said the third and final section bringing it from Lazy Lane to the Plainville town line has been broken into two parts.
The trail, built along a rail line, requires an easement to pass through Yarde Metals property on Newell Street.
Company leaders have concerns about safety and security by having the trail pass through the factory site.
Sciota said federal money will pay for 80 percent of the trail construction between Lazy Lane and Aircraft Road,
with state money completing the 20 percent remainder. The town will administer the work.
“It’s good to see we’re actually going north. Hopefully we’ll see all the way to the Plainville line in the not too distant future,” Sciota said. He expects construction to begin this season.
Challenges farther north
Michael DelSanto, a Town Councilor and public works committee chairman, was also glad to see the trail progressing. Final completion though, would mean clearing some hurdles.
The site of the trail runs between Yarde Metals and the street. DelSanto said the company is worried about its truck traffic having to cross the trail that’s heavily used by walkers, runners and bikers. DelSanto described it as a liability for the company and understood their concerns.
“Yarde Metals is a great neighbor,” he said. “It’s understandable their frustration and their reason for not forging ahead.”
The company is in negotiations with state officials. DelSanto said there’s been no progress in reaching a solution, though.
In addition to truck traffic, a portion of the rail line north of Aircraft Road is still used. That means the walking trail would have to divert from the rail line and then rejoin it.
DelSanto said some options had the trail going as much as a mile out of the way, or cutting across residents’ front yards.
It’s been tricky to find a solution that everyone is happy with, leading to the current “holding pattern” according to DelSanto.
“We have to make sure residents are happy, we have to make sure important businesses are happy,” he said.

While deep blue, state is too cautious for progressives

Connecticut, a small blue state that reliably fueled national campaigns on the minimum wage, paid sick days and family leave in the previous decade, was barren ground on cutting-edge labor issues in the just-completed legislative session.
In style and substance, the Democratic governor and General Assembly most often operated from the political center, exhibiting caution on major progressive issues ranging from labor to climate change to affordable housing.
The question inevitably arises: When it comes to policy, what is the political identity of Connecticut, one of the 17 trifecta states where Democrats control the office of the governor and both chambers of the state legislature?
“For good and bad, we are a bit more moderate state than I think you’d want to recognize. And for me, sometimes it’s painful,” said House Majority Leader Jason Rojas, D-East Hartford. “But I think, overall, it’s a good thing.”
Working from the center reflects the preferences of Gov. Ned Lamont, especially on fiscal issues, and the unwillingness of House Speaker Matt Ritter, D-Hartford, and Rojas to force difficult votes on their ideologically diverse majority caucus.
Winning a 98-53 House majority last year was both a boon and challenge to Ritter and Rojas: The Democratic base now includes the wealthiest corners of Fairfield County, urban poor, and swing voters in more rural communities. It has a core of perhaps two dozen moderates.
To make it work, Ritter has preached against brinkmanship and for flexibility.
“We’ve talked about it,” Ritter said. “We’ve tried to create a culture in the House
whereby people have to learn to compromise not only with Republicans but
with each other in our caucus. ”

At a time of stark polarization in Washington and many state capitals, Republicans in the Connecticut General Assembly have engaged with Democrats, most notably on a budget that includes some GOP ideas.
“This document does reflect collaboration and input from the Republican Party. And I want to thank the governor for bringing us into the room and listening to what we had to say,” Candelora said.

lies Party, has complained the budget falls woefully short, failing to adequately reimburse nonprofits that provide vital social services.
None of the top three bills pushed by labor and its allies won passage.
A more favorable notice came on the editorial page of the Wall Street Journal, which bemoaned that other Democratic trifecta states are wedded to a predictable formula of more spending followed by more taxes.
“The exception has been Connecticut under Gov. Ned Lamont, who is trying to break from the progressive pack with a tax cut if his Democratic Legislature will let him,” the Journal wrote on June 4, two days before the budget’s overwhelming passage.
The Journal overlooked that the budget debate was
framed on Lamont’s terms when the General Assembly voted unanimously in February for emergencycertified legislation that bypassed committee review and extended fiscal guardrails adopted in 2017. When tax revenues are booming, the guardrails cap how much can be spent and direct a certain amount of surplus funds to the rainy day fund and then to paying down pension and bonding debt.
“The e-cert of the guardrails was very detrimental to progressives this session,” said Tom Swan, executive director of the Connecticut Citizen Action Group. “And it showed that legislative leadership and the governor were more interested in making bond holders happy than in dealing with the real problems of Connecticut.”
Lawmakers counter that the compromise yielded a more progressive tax rate and more spending for nonprofits and education
than the governor initially proposed, but they did so with negotiation. Rumored revolts at Lamont’s centrist fiscal policies never took shape.
House Democrats have gained 19 seats over three two-year election cycles that made the caucus more diverse. Getting bigger and broader did not make them bolder.
Reelecting an ideologically and geographically diverse caucus tends to require compromise, consensus and incremental change.
Sarah Ganong, the state director of the Working Families, complained that legislatures in states with thinner Democratic majorities accomplished more.
“Connecticut Democrats instead allowed their most conservative members to take control of the agenda along with the minority Republican Party all to the detriment of Connecticut residents,” she said.

Peggy was born on March 23, 1950, daughter of the late John and Margaret (Arnold) Sugrue, formerly of Meriden, CT. After graduating O.H. Platt High School in 1968, Peggy started her career at New Haven Terminal for several years before taking a lab position at Meriden-Wallingford Hospital. This resulted in a 30-year career, and several different positions within MidState Medical Center until her retirement in 2012. After retirement she spent her time with family and friends, traveled and took on a part-time position at the Quinnipiac Polling Center. Peggy’s life revolved around her family and friends, citing her greatest accomplishments as her three daughters. She will be remembered for her kindness, positivity, and spirited enthusiasm. Peggy is survived by her sister, Kathleen England and husband William,
her children, Sandy Minkiewicz and husband Vito, Savannah Boch, and Margaret Dandrea and husband Mitchell, along with her cherished grandchildren, Chris and Sarah Minkiewicz. Ann Fuhrman of Bluefield, VA and previous long time resident of Southington, CT, passed on peacefully at her home surrounded by family on June 15, 2023.
Born Dec. 12, 1931 in Indianapolis, Indiana, she was a daughter to the late Marie Curtiss Holmes. She grew up in Delavan, IL, on her mother’s farm.
She graduated nursing school as an RN in Peoria, IL. Marge worked at Bradley Memorial Hospital for 40 years.
She was a loving wife to Frederick Fuhrman. He preceded her in passing.
Marge was an active member of protestant churches all her life.

Labor’s bills addressing paid sick days, predictable scheduling for service employees and a higher minimum wage for tipped workers all failed, as did long shots that would have provided jobless benefits for strikers and set stringent standards for workers at Amazon fulfillment centers.
A reluctance by advocates to compromise doomed what was widely seen as labor’s best hope for a victory in
2023: a significant update to Connecticut’s first-in-thenation paid sick days law that passed in 2011.
The original law applied only to employers with at least 50 workers, and it exempted manufacturers and certain non-profits.
The Senate passed a bill that would have expanded sick day coverage to virtually all employers. It was too much of an expansion for a significant number of House Democrats, and Ritter refused to pressure them by calling a vote.
“They’re legislators. They got elected. They didn’t get here to get bullied by me and Jason for the next two years,” Ritter said.
Lamont had proposed his own expansion, dropping the coverage threshold from 50 to 11 employees. But after the Senate passed its version on a 20-12 party-line vote, the administration indicated the governor would sign it. In the House, a few compromises were floated. One would have expanded coverage in phases over several years, bringing down the employee threshold from 50
to 25 immediately, then 20 next year, 15 the year after that and so on.
“It’s really frustrating to me the more and more I see how labor and the left is very often unwilling to take wins, to get to that next thing to fight for. And you just get logjams because it can only be perfect,” said Rep. Josh Elliott, D-Hamden, a liberal who worked on passage.
The Connecticut Women’s Education and Legal Fund took the lead on paid sick days and insisted on centering its efforts on workers who had the greatest need for coverage. “Ultimately, you can put up what might be perceived as a win,” said Janée Woods Weber, the group’s director. “But if we’re still leaving behind people who need to be centered, who have been histor-
ically left behind, then is it really the kind of win that we’re looking for?”
Ed Hawthorne, the president of the Connecticut AFL-CIO, said there are times when defeat is better than compromise.
“They shouldn’t always be looking to find the middle ground,” Hawthorne said of lawmakers. “There’s things where the middle ground eats away at what the core of the bill is trying to do.”
Hawthorne said they will back the same bills in February, the start of the next session and another opportunity to assess Connecticut’s political identity.

“Work hard, find balance, have fun and all of you will achieve your goals,” Giordano said.
Class president Eli Culotta recounted the class’ high school experience, from the lock-down in March of 2020 to the masks and one-way arrows of sophomore year to the normalcy of senior year. He said it was often waiting for something to end, with just one more minute of class or practice. Now that he’s done with high school, Culotta reflected on the good times they had.
“We never realize how much we want just one more minute,” he said. “If you spend too much time waiting for something to end, you’ll never really enjoy it.”
Teacher of the year Kevin Curtiss said he was reflecting on the similarities between this graduating class and the Greatest Generation who came of age during a global outbreak of influenza following World War I and during the depression of the 1930s. Curtiss, a history teacher, said that generation went on to do great things and had high hopes for Thursday’s graduates.
“The world you’ve seen so far has been one of constant disruption,” he said. “I have observed you to be a tolerant generation. You create a space for everyone You’re going to invent amazing
things, you’re going to right wrongs, you’re going to make the world a kinder place.”
Frank Pepe, the school district’s assistant superintendent and former high school principal, told graduates that only they had the power to define themselves.
“Don’t let others define who you are or what you are,” Pepe said. “You know your journey, you know your truth.”
Local veterans acknowledged the 10 graduates who’d be joining the armed forces. Veterans and active members of the military in the audience were asked to stand and salute high school seniors who’d chosen to serve.

Currently, the Southington Linear Trail is 4.6 miles in length. It runs from the Cheshire/Southington town line north to Lazy Lane in Southington. The Southington “Rails to Trails” pathway
is part of the Farmington Canal Heritage Trail. When completed, the trail will span more than 80 continuous miles from the campus of Yale University in New Haven, CT up to Northampton, MA.

The Chamber Corporate Cup returns to the Y’s AHF Road Races this year. The team with the lowest time average of three runners will win the prestigious Chamber Corporate Cup Trophy (one trophy each for males and females) which can be prominently displayed for the upcoming year.
A plaque will also be given to the company/agency that wins to keep permanently. Top three

Outgoing superintendent Steven LePage looked back on his time in Plainville in his commencement speech.
“Thirteen years ago, we embarked on our Plainville journey together," he told the graduates. "You were adorable kindergartners, and I was a novice in school leadership."
LePage said he learned and grew right along with the Class of 2023.
LePage starts his new job as superintendent of Northwestern Regional School District No. 7 on July 1.
PHS principal Carl Johnson is moving on, as well. After seven years with the district, Johnson will be joining the
New England Association of Secondary Schools and Colleges, an accreditation organization.
LePage thanked Johnson for his "commitment and care as a high school leader in Plainville."
"I consider you a close friend," LePage added, "and wish you the best in your future endeavors.”
In 2018, the Y managed to secure $3 million in grant funding for the project, but price increases made completing the project difficult. In some cases, estimates for the work came in as high as $12 million.
Eventually the Y secured a contract with a company that would dredge the pond for $3.6 million. Last summer Southington-Cheshire
Community YMCA CEO Mark Pooler began to reach out to representatives to secure funding from the state and brought Veach out to tour the property. Following their conversation, she would introduce the motion to provide funds before the House.
“I first met with Representative Donna Veach last summer, we toured the camp together to get a better feel for some of the challenges. She was extremely helpful and introduced the application to the General Assembly for additional funding,” Pooler said.
Following his election last November, Pooler reached out to Poulos, also bringing him out to the camp to discuss the possibility of securing the last $500,000 needed for the project.
“Once he got elected, he was one of my first calls,” Pooler said. “I’ve known Chris for a long time, and he has always been a really great supporter of the YMCA and the Southington community.”
By the end of the project, over 125,000 yards of silt will have been removed from the bottom of the pond, not only deepening it but improving its overall health.
An important part of the project is ensuring the longevity of the pond, to prevent the buildup of mud and grasses at the bottom so that it won’t have to be dredged for years to come.
The solution being implemented is a drawdown valve, so the water level of the pond can be lowered in the winter, which controls vegetation growing in shallow areas.
The second method is the installation of culverts along the four tributaries that feed into the pond, each with drainage areas so the silt can be filtered away and not allow as much to enter as it would naturally.
Other improvements are being made to the property, in addition to the dredging, including a new pavilion, improved sewer lines, bathrooms, and a splash pad.
Pooler was thankful for the bipartisan effort to save the pond, seeing the preservation of the pond as important for everyone. “We would like to thank both Representative Donna Veach and Representative Poulous for their hard work and leadership on this particular project,” said Pooler, “It’s great to know both sides can work together to help the youth in our community.”
Over 10,000 people, many of whom aren’t members of the YMCA, also use the pond and the trails around it aside from the campers who attend each year.
