Slopes open for the season
By Christian Metzger Record-Journal staff
SOUTHINGTON Skiing and snowboarding returned to the Mount Southington slopes for the winter season on Saturday.
New this year, Mount Southington has partnered with SNOW Operating who have worked to
shape the snow on the beginner hill to make it conducive to new skiers, allowing them to get a hands on experience without having to worry as much about falling and giving instructors new ways to teach.
“We shape the snow in an area of our beginner learning area that just allows people to learn how
to slide on snow a lot faster than a typical lesson,” said Brian McCloskey, marketing manager at Mount Southington. “Instead of just listening and watching for long periods of time, they’re actually going to be able to get moving on snow a lot faster. So we’re excited for that new piece.”

Construction progresses on Queen Street
By Jesse Buchanan Record-Journal staff
SOUTHINGTON The first of three office buildings is under construction on a long-vacant Queen Street property. While the plan for development at the site was reapproved with new owners in 2020, construction began this year.
Savino and Mirka Melluzzo own the property at 36 Queen St. Located across from Oak Hill
Cemetery, the property consists of 3.3 acres between Queen Street and the Quinnipiac River.
Carmine Fortino, a real estate agent representing the property’s owners, said he’s received inquiries but no signed leases yet.
Each of the three identical, single-story buildings will have more than 2,800 square feet and be available for a variety of business uses such as medical offices.
“We had a music school that might be interested,” Fortino said. “We’re getting inquires, but no tentative leases.”
Owners hope to complete the development, called Riverstone Square, by the fall of 2023.
Decades ago the site was a diner, according to Southington Economic Development Coordinator Lou Perillo. It’s been unused since the diner closed.
Plainville choral finds new leader
Press Release
Plainville Choral Society is excited to welcome Beth Malvezzi as its new musical director.
A Bristol native, Malvezzi states that she is thrilled to work with musicians from the area. “I am excited to be able to direct this group, which I have always known to be a very welcoming community,” she said.
Malvezzi indicated that she understands “how therapeutic performing and sharing music can be to one’s social and emotional well-being, especially given the stress and isolation that the COVID pandemic has wrought.”
Former PCS director Peter Peluso and his wife, former PCS accompanist Maryjane Peluso, recommended Malvezzi for the role.
Malvezzi first met the Pelusos when she was in eighth grade working on the stage crew for a Plainville Choral Society Youth Theatre production.
Crews work on the roof of a new building under construction for the Riverstone Square at 36 Queen St. in Southington last week.

Palmieri’s path to person of the year
A long-time member of the Southington Police Department has been named the Southington-Cheshire Community YMCA’s person of the year. The brand of community service represented by Deputy Police Chief William Palmieri is rare and perhaps growing rarer and one that makes this pick by the Y a winner.
A recent Record-Journal story on the Y’s choice included the headline “Tireless efforts,” a phrase that perfectly sums up a personality, with a dedication to the community, that has stood the test of time. Surely it’s not an easy task to accomplish while balancing the duties and responsibilities of a police officer. But Palmieri has found a way to meld professional and community interests that’s resulted in a big impact around town.
“I don’t know there’s many individuals in the community that give from the heart like Bill does with his time and resources,” said Mark Pooler, YMCA chief executive, announcing the award. “Pick an initiative in Southington and he’s involved somehow, some way.”
The YMCA will honor Palmieri at its annual dinner on Feb. 15 at the Aqua Turf Club. A 37-year veteran of the police department, Palmieri is a well-known and vital part of a host of local projects. A life-long Southington resident, his motivation to improve the town was instilled in him by his parents who volunteered locally and emphasized the importance of service to others.
Palmieri serves as president of Southington’s Town-Wide Effort to Promote Success. He helped revamp the DARE curriculum with STEPS and said, “kids need to be seen, they need to be heard, they need to be listened to.” He’s also been involved with the Dementia Friendly South-
ington initiative and other safety programs.
Described by Pooler as “ a tremendous gentleman,” Palmieri resisted taking credit for his contributions.
“Any success that I’ve had is a result of great people around me. It’s parents that support me, it’s the community that’s supported us. It’s not anything about Billy Palmieri,” he said.
R-J reporter Jesse Buchanan wrote about police Chief
Jack Daly’s comments on Palmieri’s award.
The chief noted that police work isn’t a normal 9-to-5 job. “When you care about the community, you’re doing over and above your normal day.”
A gentleman, a legacy of community service, a tireless worker great words to describe Palmieri and well earned.
But he revealed another part
of his life experience that brings into focus a factor that makes this award all the more impressive.
With a humbleness that we have to appreciate, Palmieri reminds us that we have to keep striving to help people reach their potential.
He openly disclosed that he’d had his share of troubles growing up and that caring adults kept him on a good path.
“I could have had a very different outcome if there weren’t people who cared,” Palmieri said.
This recognition of Palmieri’s community service represents more than a list of good works, it shows that helping others succeed, especially our young people, can result in quite amazing dividends.

Councilors approve fair rent commission
By Jesse Buchanan Record-Journal staff
SOUTHINGTON Town leaders unanimously approved the creation of a fair rent commission that could be formed early next year.
The commission, required by Connecticut’s General Assembly for towns of Southington’s size, has the power to hear complaints of excessive rents, change rental rates and subpoena people and documents. It’ll include one tenant, one landlord and three homeowners.
“Hopefully we’ve put a balanced ordinance together. Now it’ll be in the hands of the committee to do their job,” said Paul Chaplinsky, Town Council vice chairman and a Republican. He and Democratic Councilor Val DePaolo, an attorney, spearheaded the effort to draft an ordinance agreeable to both
parties. The ordinance was voted upon on Monday, Dec. 12.
“It is important for our town,” DePaolo said. “I think the ordinance is fair and it’s really going to work well.”
While Republicans had concerns about the broad nature of the fair rent commission’s powers and the involvement of a government body in private rental contracts, they supported the ordinance.
Southington had until the summer to create a fair rent commission according to state statute.

Electricity prices are spiking this winter
© The Connecticut Mirror
On Nov. 17, both Eversource and United Illuminating Connecticut’s two investorowned electric utilities notified state regulators that the price their customers pay for power generation will jump by roughly 50% early next year.
The announcement comes in the wake of two years of uncertainty after Eversource and UI suspended controversial rate hikes in the summer of 2020.
That incident led to an investigation by state regulators, a call from U.S. Sen. Richard Blumenthal to consider breaking up the monopoly and, ultimately, a new rate-setting process at the end of 2020.
A small rate decrease followed in 2021, but rates are now on the rise.
The state offers financial assistance to households struggling to pay their ener gy bills, but only to those be low a certain income thresh old.
Here know.
Connecticut homes are expensive to heat.
According to data from the Energy Information Administration, Connecticut had the second-highest residential electric bills on average in 2021, only behind Hawaii.
to pay an additional $84 per month due to the rising cost of natural gas and the price of power production in the Northeastern United States.
Eversource, UI don’t control the price of the energy supply.
other words, rather than spread out profits to provide bill assistance over the next year, the funds would be focused primarily to mitigate bills for needy households during the winter months.
That’s because United Illuminating and Eversource are two of the most expensive investor-owned utilities in the country based on a price per kilowatt-hour basis.
Many of the investor-owned utilities in New England have some of the highest residential electricity prices in the country.
Energy costs are spiking this winter.
United Illuminating, which powers homes and businesses in Bridgeport, New Haven and 15 surrounding towns, said its average power customer would soon need to pay roughly $79 more per month for electricity.
And Eversource, which supplies electricity to customers in Hartford, Stamford, Danbury, New London and 145 other towns, said its average customer would likely need
The prices are set by the owners of regional power generators, which submit offers to sell power. The utilities pass those costs on to consumers without making any profit.
The utilities do make a profit from rates they charge for maintaining their power lines and distribution system in Connecticut.
The companies are taking steps to help this winter.
Eversource and United Illuminating already dedicate a portion of their revenue from service contracts to help provide relief to lowand low-to-moderate-income households.
The companies filed a motion recently with state utility regulators to allow them to front-load that relief. In

recent meetings. He was glad the council was supporting the commission’s creation.
“I’m very pleased with the compromises that were made. I think we’re going to come up with a fair rent commission,” Delohery said.
Sun Communities Inc., a publicly traded real estate company, owns mobile home parks in town. Delohery is concerned that with rising inflation and other costs, Sun Communities will pass down large rent increases to park residents. He got a four percent increase in November, which he said wasn’t too bad, but is concerned for other residents in the future.
Mobile home residents started asking for the town to speed up the creation of a fair rent commission earlier this year.
During the Dec. 12 meeting, Sun Communities resident
Bill Magac talked about his concern for a neighbor whose lot rent was going from $522 a month to $560.
“Someone’s who retired, on a fixed income, with a mortgage, that’s a lot of money,” Magac said. “I’m thankful that you’ve done all this work to get everything in place for a fair rent commission.”
State statute lays out a host of criteria for a commission to determine if rents are “unconscionable.” Magac was glad there was a commission that would give his neighbor recourse.
Council appointments next year
Victoria Triano, Town Council chairwoman and a Republican, expects to appoint members to the commission at the second council meeting in January. Republicans hold a majority on the council and are able to appoint a majority of their party members on other boards and commissions.

From A1
The ski area will also be offering different race programs, ski and snowboarding lessons across the season, as well as food, drink, and live music in the Mountain Room at the bottom of the slopes on Friday and Saturday.
Another local ski slope, Powder Ridge in Middlefield, was scheduled to open Wednesday, Dec. 21, with the snow tubing slope opening to the public later on Monday, Dec. 26.
Powder Ridge has also expanded offerings from the previous year, opening more snowy trails with lights as well as extending the hours of the tubing hill for both day and night visitors. A remote bar will also be on-location at the tubing hill.
Powder Ridge also will have snow bikes for those who aren’t as inclined to ski, but still want the thrills of going down the mountain.
Beyond the slopes, Powder Ridge will also have its beer and wine garden open on Friday and Saturday, with igloo dining also available at the base area.
Both slopes are anticipating a busy season, with the pair having season pass purchases exceeding the year prior.
Season pass sales for Powder Ridge are 35% higher than last year.
“I think everyone’s excited. Even our season pass sales are up our season pass holders are anxious to get out on the snow again,” said Sean Hayes, owner of Powder Ridge.
“We had a pretty strong preseason for sales. So we’re anticipating another busy

year. We just hope that Mother Nature cooperates,” McCloskey said. “Our guests have been very excited about getting out on skis. We’ve had a lot of traffic on the phone calling to ask questions about lessons and all that stuff. So it seems like everybody’s very excited for the ski season.”
Both parks worked to pour snow on the slopes in preparation for guests to arrive, running the snow-makers through the night and pouring over a million gallons worth of snow out to give the hills a distinctly festive look and making them fun for skiers to experience.
“Right now we’re pushing out 1.4 million gallons of
Mount Southington will still be using its older ski instruction building this season, in spite of plans to begin to replace it back in 2020. The project has been delayed by the pandemic and the rising cost of construction materials.
The 32-year-old building has been a long standing fixture on the property, but the popularity of the ski school has made the building inadequate. Owners are hopeful to retire the building after this season and work to build a new structure during next spring.
Regardless, the parks are both eagerly anticipating this season, which aims to be exceptionally busy with the height of the pandemic having passed and more people looking to get out to seasonal events they’ve missed over the past couple years.
“We’re excited to have everybody back here. Winter has always been our busy season. We’ve kind of expanded out for the other seasons. We’re doing a lot more yearround now, and so we’re busy all the time, but definitely put in a lot of work and a lot of effort to make sure that this place is running top-notch for the winter,” McCloskey said.
Hayes echoed that sentiment. “You know, we’re looking forward to another great year and getting people back outside enjoying outdoor winter sports,” he said.
Details on prices and a full itinerary of events is available at mountsouthington.com and powderridgepark.com.

Raoul “Roy” J. Rodriques
SOUTHINGTON - At the age of 98, Roy passed in his sleep in Dunedin, FL. In 1950 Dad married Pilar Molina, a beautiful woman with a Coloratura soprano voice, from San Juan, Puerto Rico. They had seven children and at her passing from COVID 19 in March of 2020, they had been married for 75 years. We used to joke that dad had at least 15 lives. He overcame many tragedies, health crisis, and the serious injury of his son Norman. Dad worked hard at everything he did, be it fitness, teaching shop at Amity High School, achieving his Masters’ Degree in his thirties, owning, and operating the first taxicab business in town, being the Director of Southington Adult Education, collecting the tithes at St. Aloysius Church, raising seven children, and helping with his beloved grand and great-grandchildren. Dad was a dreamer, an innovator, and a “doer.” He was an exercise maniac, running and stretching right up to two months before his passing. He was often seen on the Walking Trail or jogging up West Center Street behind his brake- assisted walker in Southington. He was a prolific storyteller and could easily pull a story out of his hat in about two seconds. He could regale you with stories from his childhood, living and working on the family farm, and the life altering injury to his tibia while fighting the Nazi soldiers in the U.S. Army during WWII. As a decorated US Army Captain, Dad was part of The Greatest Generation and was awarded both the Purple
Heart and the Bronze Star for Valor. He would often say “The greatest achievement of my life was the two liters of blood I gave for my country.” He was an inspiration to many people, old and young due to his persistence, compassion, and generosity. He did not like to witness people suffering. Dad was an avid learner and reader. Keeping track of the UCONN Huskies was the highlight of his week, as well as playing pickleball with his friend Mary, and going to Sunday dinners at Norman and Nancy’s home.Dad was a nationally acclaimed high school Track and Field coach, especially for his expertise in the discus and the Pole Vault. His athletes held numerous State of Connecticut Track and Field records, especially in the Pole Vault. In 1974 Roy was selected as one of eight U.S. coaches to train a group of future track and field Olympians. They competed against the Russians at a time when there was still a Cold War.When Dad was in his seventies, he decided to take up competitive running. He soon became a Gold Medalist (winning over 130 medals in running, jumping, and throwing events) in the
Obituaries
Senior Olympics/Nutmeg Games. He competed across the country in the long jump, low jump, and running in all three sprint events. Pop was resilient. He just kept on running, moving, and jumping even after suffering from a stroke and a heart attack. After his heart attack in church, as he sat in the Church pew, the priest was about to administer “Last Rites”. He suddenly opened his eyes, popped two aspirins that he carried with him, and the heart attack subsided. When the paramedics arrived at the church he asked if he could walk to the ambulance and sit in the front seat. Can’t make this up!Often, he just plain old shocked the people he encountered on his path with his tenacity, spunk, and infectious laugh. Dad was fortunate to travel to Clearwater, FL to escape the cold CT winters and live with his daughter Dee for four months. Last year at the age of 97 he was still riding a women’s mountain bike around the neighborhood in Clearwater. This, of course, was in the late afternoons after his morning jogs. Pop just rolled with things, kept a positive attitude, hopeful outlook, and belief in the power of love and friendship. He loved playing the daily lotto games which he spent time daily to meticulously calculate his “scientific” formula of the numbers he would play. When he won, he gave the money away. Pop made a huge impact on our lives. He had the strength of a mountain, the majesty of a tree, the generous soul of nature, the wisdom of the ages, and the power of the Eagles flight. We will cherish you and your legacy for all the years
to come. Your love and legacy will always be in our hearts. We are forever grateful for the kind and compassionate care he received in his final years by his caregivers, Dominique and Sara. We often said that these two women deserved “combat pay.”Leaving to mourn him with heavy hearts are his daughter Pilar Hughes and her son Robert), Roy Rodriques (Patty), Roberto Rodriques (Jacqueline), Norman Rodriques (Nancy) and his children, Alyssa, Evan (Chrissy), Jake Rodriques, Dee Rodriques (Grand dog Brian), Antonio Rodriques (Dawn) and his children Kaitlyn, Jesse (Victoria) and Alex, Virginia and her children Delana, Keegan, and Ethan, as well as several greatgrandchildren and one great-great grandchild. He was predeceased by his parents Fortunato and Josephine, siblings Luisa, Babes, Sunny, and Francis. In lieu of flowers, donations may be made in Roy’s memory to the Wounded Warrior Project, 4899 Belfort Road Suite 300Jacksonville, FL 32256 (Wounded Warrior Project - Donate). Friends and family may visit on Thursday, December 29th from 4:00-7:00 P.M. at the Plantsville Memorial Funeral Home, 975 South Main Street, Plantsville, CT. Funeral services will begin at 9:00 a.m. on Friday, December 30th from the Plantsville Memorial Funeral Home with a homegoing Mass at St. Aloysius Church at 10:00 a.m. Burial with Military Honors will follow in the State Veteran’s Cemetery in Middletown. WHAT CHIROPRACTORS DON’T TREAT
The DellaVecchia Funeral Home, 211 N. Main St., Southington, has been entrusted with the arrangements. For online condolences please visit, www. dellavecchiasouthington. com
Regular chiropractic care can be a great way to help manage a person’s health. It is just as important to understand what chiropractic care can treat as it is to know what it isn’t appropriate for. Certain types of chiropractic adjustments should be avoided by those who suffer from severe osteoporosis, severe arthritis, cancer in the spine, numbness and tingling in the extremities, and those at an increased risk of stroke or who have already had a stroke. Upon the initial consultation, patients must be upfront with their chiropractor regarding all aspects of their medical history, keeping in mind that no detail is too small; everything factors into the big picture of ensuring that the proper treatment is given.
The Raya Clinic is a total health and wellness center with all holistic fields under one roof, truly a one stop shop. The practice has a unique approach of comprehensive care and is based on the premise of The Triad of Health, a combination of chiropractic, acupuncture and nutrition. What makes us different is the use of the most technically advanced diagnostic testing procedures to determine the needs of each patient. Please call 860-621-2225 to schedule an appointment. We are located at 200 Queen St., Southington.

Peter Peluso said he and Maryjane “were thrilled when Beth was interested
in taking over PCS. She is a wonderful, down to earth person, which is what a community group needs for a leader.”
Bristol resident Kyle Brazauski, organist at
Colebrook Congregational Church, has joined Malvezzi as the PCS accompanist.
Malvezzi has more than 25 years of experience as a choral director, vocalist and pianist and has served as music director for several adult and children’s choirs. She holds a Bachelor of Music Degree in Voice Performance from Ithaca College and a Master of Science De-
gree in Music Education from Central Connecticut State University.
Malvezzi is a music educator in the Old Saybrook Public School system. Also, she serves as the cantorial soloist/accompanist for Gishrei Shalom Jewish Congregation of Southington and as music director of St. Maximilian Kolbe RC Church of Thomaston/Terryville.
A solo jazz recording artist and founding member of Lady Luck, a local Andrews Sisters-style vocal swing trio, Malvezzi found it fitting to share her love of the swing and jazz genre with the Plainville Choral Society.
For its spring concert, the group will perform standards from the Great American Songbook.
PCS will begin rehearsals Monday, Jan. 9 at Gloria Dei Lutheran Church in Bristol. Potential new members should arrive at 6:30 p.m. No audition is required.

Activity on the site, which includes foundation work and framing for one of the buildings, is attracting attention from the many commuters that pass by on Queen Street.
“Everybody’s wondering what’s going in, who the doctors are,” Perillo said.
“I think that completes the last part of Queen Street,” he said of the site’s development. “It’s one of the last remaining parcels that were under utilized.”
The property was owned by Dennis Repoli for decades until he sold it in 2020. The Melluzzos bought the land that year for $135,000.
Perillo said while there are developments underway in town, some business owners are concerned about starting a project and experiencing delays due to supply chain problems. “The duration of the construction is a key factor,” he said. “They’re afraid to start and not get the supplies they need.”
Those concerns, along with rising interest rates and high construction costs, are putting a damper on building.
Perillo is more optimistic about early next year, however, and he continues to get inquiries from interested developers.
“I think you’re going to see activity pick up in the spring,” he said.
