Southington PD receives high marks from public

Police presented results from a local survey that show residents are largely pleased with law enforcement but have concerns about auto crimes and personal safety.

Southington’s police department put out the survey in July and August, gathering more than 1,000 completed or nearly completed responses.

Strong finish to first weekend of Southington Apple Harvest Festival

It was a strong finish to the first weekend of the Apple Harvest Festival, with sunny skies and warm temperatures drawing thousands downtown for the annual YMCA road race in the morning, followed by the festival parade in the afternoon, among other festivities and entertainment throughout the day.

The 54th annual Apple Harvest Festival was closed on Friday, Sept. 29, due to steady, soaking rain, but bounced back on Saturday, capped off by a fireworks show.

There was even more excitement in the air on Sunday, Oct. 1, due to near perfect early fall conditions.

Over 700 runners participated in the YMCA road race, with Logan Miceli, 18, finishing first overall in

the 5K, while Kelly Koba, 23, finished first overall for females in the 5K. Christopher Yalanis, 43, was first overall for non-binary contestants in the 5K.

The race included a 5K run, a 5mile race, a 2-mile walk, Little Fritter Fun Runs, and a Color Fun Run/Walk.

PLANNING & ZONING

Police Chief Jack Daly presented the findings to the Town Council on Sept. 25. Ninety-seven percent of those with a recent police interaction said they were treated with professionalism and respect. Ninetyone percent rated their interaction with police as good.

“I think that’s pretty impressive,” Daly said.

Over the past few years as the public’s relations with police have deteriorated in parts of the country, Southington police officials have said town residents have maintained trust in local law enforcement.

Survey respondents were mostly

• Partnered with Plainville on 50 acres open space and preservation Protecting Cresent Lake.

• Resisting state Democrat Controlled Legislators that want small towns like Southington to change zoning regulations to expand low income housing.

Planning ahead: What do you want to leave

•the intended purpose,

•named beneficiaries and trustees,

Talking with clients about the legacy they wish to leave behind is an essential part of my job as a financial advisor. How do they want to share their wealth with loved ones and charities that matter to them? What values do they want to pass down and what financial goals do they want to support for their children and grandchildren? How can they transfer their assets in a tax-efficient and planful manner? These are some of the many questions we cover in the course of these conversations.

If you find yourself asking similar questions about your own legacy, it may be time to think about whether a trust would make sense for your situation. Read on for a primer on how trusts work and their key benefits.

What is a trust?

In the simplest terms, trusts are legal entities that hold assets for the benefit of another. Trusts have three core components. A grantor is someone who creates and typically funds the trust. A beneficiary is someone who receives benefits from the trust assets, such as income, principal, or the right to use property (like a home). A trustee is someone who holds the legal title and manages the trust assets according to its terms. The trustee can be the grantor, another person considered qualified to handle trust administration, or an institution, such as a bank.

When the grantor sets up a trust, they specify:

•provisions about when and what benefits/distributions each beneficiary will receive,

•the trustee’s duties, and

•when the trust will end.

Key trust attributes

Trusts might take effect while you’re living or upon your death. Here is a brief overview of the most common types of trusts:

Living trusts vs. testamentary trusts

Living trusts, as the name implies, are established and funded during the grantor’s lifetime. The assets in a living trust can remain available for the grantor’s use and benefit during their lifetime, and usually pass to beneficiaries only after the grantor’s passing. Similar to a will, a living trust provides the grantor broad discretion to specify how assets are distributed to the named beneficiaries. For example, a beneficiary may need to reach a specified age before receiving assets from the trust. Because assets held within a living trust typically avoid probate upon the grantor’s passing, they may be transferred with less delay and expense. The trust’s assets and terms typically remain confidential among beneficiaries, as compared to the public disclosure usually involved with probate.

A testamentary trust is established at your death based on instructions laid out in your will. A trustee is identified who will manage assets on behalf of the trust’s beneficiaries. After the will

goes through probate, designated assets are shifted into the trust. The grantor can specify in advance how trust assets should be managed and how they are to be distributed to beneficiaries.

Revocable trusts vs. Irrevocable trusts

Trusts can be revocable or irrevocable. Only trusts that are established during the grantor’s lifetime might remain fully revocable. This allows the grantor to alter the trust or even cancel it altogether if desired. While that flexibility can be beneficial, there are no immediate tax advantages and no creditor protection for assets held in the trust.

An irrevocable trust typically limits the grantor from making any meaningful changes to the trust. When established, the grantor often gives up ownership and control of the assets contributed to the trust. While this might involve making a taxable gift, this type of trust can be potentially advantageous from a tax 2 perspective and for

Restaurant owner expanding his ‘Craft’

The owner of Craft Kitchen in Plantsville is looking to open a restaurant and bar in downtown Southington.

Zoning officials approved liquor sales in September at the request of Mike Truss, the founder of Craft Kitchen. He’s looking to start another location at 25 Center St., the former Sherman’s Taphouse location.

Truss started Craft Kitchen at 1244 Meriden Ave., moving to 42 W. Main St. in Plantsville earlier this year.

He also had a Plainville location which closed last month. According to a post on the restaurant’s Facebook page, a disagreement with the landlord led to the closure.

Bar, dining area, lounge

Truss presented his plans to the Zoning Board of Appeals on Sept. 12. He also submitted a sketch of the proposed restaurant which was mostly similar to the Sherman’s Taphouse layout. The new restaurant

will have a large common table across from the main bar and a lounge area as well.

The food menu will include small plates, tapas, some entrees and desserts Truss told town officials.

Hopeful for the new venture

Cheryl Moran, an owner of Anthony Jack’s Wood Fired Grill, said she was glad to have Truss moving into the space and expected him to do well there.

“Our motto is anything that brings people downtown is good for everybody. I hate to see empty storefronts on Center Street. That doesn’t help anybody,” she said. Truss “is well-respected and has a great reputation in town. We definitely look forward to having him as a neighbor across the street.”

Moran and her partner Barry DePaolo have run Anthony Jack’s for more than two decades in downtown Southington.

Moran said Truss has done well in other locations and knows how to succeed in the restaurant industry.

Lou Perillo, the town’s economic development coordinator, said Truss has a “wonderful product and great service,” at his other location.

“He’s a great operator,” Perillo said. “I think he’ll have no problem being successful” on Center Street.

Runner Kate St. Marie of Southington participated in the race for the third year in a row. She attended the fair with her children, which included a six-month-old.

“This is our third year participating in the race,” St. Marie said. “I did good for me, but I did the five-mile run with my friend, and we finished in under 50 minutes.”

St. Marie said she enjoys

competing in the race.

“My neighbor and I run it each year,” St. Marie said.

St. Marie said her favorite part of the festival is bringing her kids to the parade, and she always enjoys the apple fritters. This year, she decided to try the fudge and enjoyed it with her daughter.

Lorissa Heath of Southington attends the festival yearly as a family tradition.

“My favorite part about the festival is the food and the fireworks,” Heath said. “I enjoy the Polish food and tried a Frito pie. The apple crisp is also a favorite.”

Heath said she would meet up with friends to watch the parade.

At 2 p.m., the parade kicked off with the Southington Police color guard and K-9 officers and was followed by Southington firefighters.

years.

The parade also featured Southington High School’s Blue Knights Marching Band, Miss Connecticut Gina Carloto, Miss Connecticut’s Teen Emily Anastasio,

and St. Luke Catholic School students who rode on a float decorated with fall leaves.

Other activities that took place on Sunday at the festival included an apple pie eating contest, music from

the Kyle Niles Band, and several street vendors of items to purchase and food. This year, there were over 80 food vendors, including the apple fritters, pumpkin spice fritters, Frito cakes, and

more.

white at 89 percent and largely female at around 70 percent.

Crime prevention

Areas that residents felt needed improvement were crime prevention and neighborhood patrols. The top concern was auto crimes which have skyrocketed in recent years.

Daly said there’s a host of measures to combat criminals who are breaking into cars and stealing items or the vehicle itself. The town will be adding automated license plate readers to areas of town to identify stolen cars, often used by perpetrators. Local police also work with regional auto crimes task forces and met with hotel owners recently to address auto crimes in hotel parking lots.

“Southington’s all in in this fight,” Daly said. The survey asked residents about how safe they felt around town as well. Daly said women reported feeling far more unsafe than men. A third of women felt unsafe alone at night, while 14 percent said they felt unsafe on the Farmington Canal Heritage Trail.

SOUTHINGTON - Gilbert N. Wade, age 66, Of Southington, passed away unexpectedly at home on September 29th. He was born in Queens, New York, on October 30th, 1956, to the late Charles Neil Wade, and Virginia (Gilbert) Wade. Gil moved to Southington with his mother and stepfather, Lester Harris, and graduated from Southington High School in 1974. He pursued a career in the automotive industry until the late 1990s when he achieved his dream of opening a brick and mortar Locksmith Shop - Southington Security Services. The joy that he received from the time he spent with so many customers at the front counter, made up for the long hours and late nights he dedicated to the business he built. He loved spending time at Lake Winnepesaukee in New Hampshire every year with his sister. As long as he was near the water, he was happy. He is survived by his beloved wife of 24 years, Diane, daughters Jennifer (Rich) Vauter and Stephanie Wade Granger (Chuck) as well as his son, Wesley Wade (Nina). His beloved sister Pattie Wade (John) also survives him. He was a proud Grampa to his five

SOUTHINGTON - Peter Benjamin Doerfler, 79, of Southington, passed away peacefully surrounded by his family, after a brief illness on Tuesday, September 26, 2023 at HOCC at New Britain.

Peter was the loving husband of Gail (Hopkins) Doerfler for 55 years. Born on February 2, 1944 in Philadelphia, PA, to Shirley (Andres) Doerfler and the late Benjamin Doerfler, he had been a longtime Southington resident. Peter proudly served his country in the U.S. Army during the Vietnam War. He graduated from Southington High School, Class of 1961 and earned his B.A. from North Carolina Wesleyan University. Peter was the Vice President of the former Orion Group, managed corporate services for Capital Cleaning and worked as a school teacher. He was a proud 50-year member of the American Legion, Kiltonic Post 72 in Southington and a lifelong member of First United Methodist Church in Meriden.

Peter loved boating with his grandchildren and traveling, especially crosscountry road trips. In addition to his wife Gail and his mother Shirley, Peter is survived by two sons, Benjamin Doerfler and wife Catherine of Ivoryton, CT and Scott Peter Doerfler and his wife Kimberly of Southington, as well as 6 grandchildren: Jacob Benjamin (Rose), Elizabeth, Myles, Shelby, Thomas

For those who had interactions with police, the survey asked whether residents felt they were treated with professionalism and respect.

A majority of people from all races said they were. Of the 519 white respondents, 16 said they weren’t which totaled 3.1 percent. One of the five total Black respondents to that question said no.

“The number of car thefts are directly related to these policies that have changed the way our local law enforcement are allowed to interact with criminals, how our courts operate,” Sampson said. “What needs to happen is a change in those policies on a state level.”

Chris Palmieri, a Democratic councilor, objected to Sampson’s framing of the issue and his criticism of state Democrats.

“Right now we’re hearing a very one-sided presentation,” he said.

In his statement, Poulos outlined the efforts and laws he’s supported that could help combat crime. Those include bills making it harder to sell catalytic converters as well as an increase in penalties for street racing and street “take-overs.” Poulos said he’s opposed softening consequences for juveniles and opposed broadening eligibility for paroles and commutations.

Daly said the 18 to 34 age range was the most dissatisfied with police. As with all the data gathered in the survey, he said police leaders would consider how to improve the department based on the responses.

Victoria Triano, council chairwoman and a Republican, had praise for both the department and Daly as chief. She said it was a brave thing to open the department up to public opinion through the survey.

Daly said the department is supported by the town which helps them hire selectively.

“We can take the best of the best. We don’t settle for just putting a body in the seat,” he said.

In our efforts to update the existing WWII, Korea and Vietnam Era monument located on the Town Green, we are asking for assistance from the community. Plainville Community Schools’ volunteer mentors gather for a kick off breakfast to start the 2023-24 school year. Plainville Community Schools’ Volunteer Coordinator Sue Bradley hosted a “Welcome Back” breakfast for the school district’s volunteer mentors on September 20th. Volunteer mentors, who serve as positive adult role models, are matched one to one with Plainville students at all grade levels.
