Latin teacher had busy year — and she loved it By Nicole Zappone Town Times
This school year, veteran educator Katy Reddick took on a new challenge — teaching Latin at both Strong Middle School and Coginchaug Regional High School. Also, she managed to resurrect the Latin Club which had faded away.
Aidan Higgins is valedictorian of the Xavier High School Class of 2022.
“Katy is an extremely talented and versatile Latin teacher,” Superintendent of Schools Doug Schuch said, pointing out that Reddick “has allowed us to continue to offer multiple levels of Latin programming on both campuses.”
Also, Higgins founded KeepUp News, a website he runs, and he started Xavier’s chapter of the Surfrider Club, a national organization that fights for coastal preservation, clean water, and plastic-free marine environments.
Reddick, who has taught in the district since 2008, enjoyed pulling double-duty this year. “All of the high school students had taken Latin in middle school, so I al-

Long-time Town Clerk Golub resigns Donna M. Golub has resigned as Middlefield/Rockfall’s Town Clerk. In a letter emailed to the Town Times, Golub states, “It is with sadness that I have resigned my position as Town Clerk as of
May 13th. I have served the residents of this community for over 23 years and have enjoyed every moment.” Golub’s assistant, Tonya Hogan, has taken over as Town Clerk. “I will be staying on as Tonya’s assistant
until the end of this November at which time I will retire,” Golub wrote. “I leave the Town Clerk’s office in very capable hands,” she said, pointing out that Hogan is a “Certified Connecticut Town Clerk.”

The bear is out of her cave
I like to think I am a gowith-the-flow kind of person, but maybe not so much. Eventually, but not at first. I so easily settle into a comfortable routine, and then become a bit flummoxed when I must make adjustments. Take the change of seasons, for instance. One might think I would easily sail through them, taking the changes in stride. One would be wrong. In the winter I am as snug as a bug (after the shock of summer having left the building). I am a bear in her cave. Flannel nightie. Herbal tea. Sparkly Christmas lights. Rock salt lamps. Kitties curled up on my lap. Parked in front of my beloved Samsung by 5:00, looking forward to an evening of entertainment. All is right with the world. I am truly happy on those winter nights.

I revel in the long days and the barefootin’ and the birds serenading me and swimming and sitting (more like crouching) in my doggie pool. (I don’t have a doggie. I just sit in a doggie pool for cooling-off purposes.)
And then the wheel turns, and I must go the other way. I must adjust to shorter, colder days and longer nights. Again, the big decisions — When is nightie

Life, in all its forms, seems so much easier, so much sweeter. I have a wonderful attitude, nearly every day. What used to bother me on those desolate winter days, no longer has a hold on me. Life is good.
And then the days start inching forward, pushing the night back further and further. I am grateful for the extra time spent with the sun. Truly I am. But now my schedule must be adjusted.
Okay, I used to get into my nightie and then have supper. Well, no nightie at 5:00 now! That would be silly. Because after supper I want to go out and play, and I should probably have clothes on for that. (Speaking of clothes, this is always a time of reckoning, hoping
time? When is supper time? Do I have any winter clothes? I know I did last year, but they like to hide in my drawers, and shrink, so that putting them on for the first time is always a roll of the dice. Do I have a winter jacket that is not tattered and torn?

For many veterans, every day is Memorial Day By Joseph Reagan
On Memorial Day, 1945, Lt. Gen. Lucian Truscott voiced remarks at the Sicily-Rome American Cemetery at Nettuno, Italy. Turning his back on the assembled VIP’s he faced the rows upon rows of headstones and apologized to the 20,000 fallen Americans who had been laid to rest far from home. He was quoted as saying, “All over the world our soldiers sleep beneath the
crosses. It is a challenge to us — all allied nations — to ensure that they do not and have not died in vain.” Fast forward to Memorial Day 2022. The familiar voices of brothers in arms begin to call one another on the phone. People usually think of reconnecting with former military buddies as a joyous happening. Conversation topics are not always pleasant, however, as suicides continue to silence the voice of our brothers.
The Greatest Generation understood war. At home they experienced rationing, schoolchildren collected scrap, and women took up factory jobs, while overseas troops endured combat and were witness to some of the most brutal atrocities in the modern age. When the war was over, the shared sacrifice of a generation united them and helped them solve tough problems.

DEEP: Bear sightings expected to increase SOUTHINGTON — A recent bear sighting on the road leading to Strong Elementary School prompted a warning call to parents. Staff spotted a lone male bear on the entrance road to Strong Elementary School off Marion Avenue the morning of May 13, Superintendent Steve Madancy said. The town’s Animal Control
Officer responded and confirmed the bear had moved along, Madancy said. The bear was gone before students arrived, but Principal Melissa Barbuto kept the children inside for morning recess as a precaution, Madancy said. The Department of Energy and Environmental Protection noted that black bear sightings have been on the rise and are expected to in-
crease. Breeding season is in late June or early July, and male bears will travel to find a mate. They are attracted by the smell of food and are rarely aggressive toward humans, DEEP states. “In most cases, if left alone, the bear will make its way to a more natural habitat,” DEEP states in an information sheet about black bears in Connecticut. “Removing food attractants, such as bird feeders, reduces the chance
that bears will go near homes. The DEEP seldom relocates bears. An exception may be made to remove a bear in an urban location when there is little likelihood that it can leave safely on its own and when the bear is in a position where it can be safely immobilized.”

Over the past two years, Higgins has coordinated numerous shoreline pick-ups, resulting in hundreds of pounds of trash being removed. “Aidan has been something of an ‘everyman’ during his time at Xavier,” Principal Brendan Donohue said. “Outstanding intellect is just one of his many gifts. Our school newspaper has been blessed with his writing and editing ability and he leaves Xavier a lasting legacy of the Surfrider Club, which he was instrumental in starting. I
know he will impact Harvard University in many positive ways for the next four years.” At Harvard, Higgins will major in English Literature. Asked to write a piece for the 2021-2022 Xavier Alumni Magazine, the XHS valedictorian stated in one part of the story: “Xavier gives students a supportive environment, passionate and encouraging teachers, and diverse and curious peers.” Curious about all aspects of life certainly would be one of many ways to describe Higgins.

Education funding bill fails, advocates vow to bring it back By Keith M. Phaneuf and Ginny Monk The Connecticut Mirror
A bill that would have enhanced state funding for all
types of public elementary and secondary schools bogged down this spring amid fears that it would force primary education and early childhood develop-
ment programs to compete for the same dollars. But leaders of the General Assembly’s Education and Appropriations Committee said the measure will be reconsidered in 2023, as it is crucial to correct funding inequities facing magnet, charter and vocational-agricultural schools. “There were a lot of huge, big-ticket items that had to be negotiated” in the regular 2022 session that adjourned May 4, said Sen. Doug McCrory, D-Hartford, the education panel’s co-chair. “I think there’s a lot of interest in approaching this again.” At issue was a bill that would accelerate a 10-year plan crafted in 2017 to bolster the Education Cost Sharing program, the state’s major operating grant for local school districts. It also redistributed aid gradually, shifting resources from wealthier communities to poorer ones. But while that 2017 effort was focused more on aid for traditional schools, this bill — some education advocates say — was fixing an oversight, updating formulas for all types of public schools. And many magnets and charters serve students in some of the state’s poorest communities. An original version of this bill would have increased education funding by $237 million starting in the 202425 fiscal year. An amendment would have bumped the increase to $277 million. The bill died on the House calendar because it was uncertain whether either had support to pass in the Senate, sources said.

And while many in the Democratic-controlled legislature said the state could afford this investment and more in traditional legislation, given the unprecedented $4.8 billion surplus the state amassed this fiscal year, Gov. Ned Lamont urged caution. The state is relying on about $3 billion in emergency pandemic federal relief to help prop up its finances through the 202425 fiscal year and must be ready to function without it after that, he said. The legislature’s Finance, Revenue and Bonding Committee had recommended scrapping one of two programs designed to help produce large budget surpluses so the funds could be repurposed to support child care in a few years when the federal aid has been exhausted. But Lamont opposed that move, arguing the state
would be better served holding off for now, and reassessing its finances when the regular 2023 legislative session starts in January. “We look forward to a robust discussion during next year’s legislative session to make the right investments in our students and schools,” said Chris Collibee, spokesman for the governor’s budget office. Collibee also noted that in addition to the extra funding for child care, the new budget also includes almost $47 million for school desegregation initiatives, special education, charter schools and bilingual education programs. And another $97 million in federal pandemic relief was committed to expand free school meal programs, $30 million to provide additional free meals in schools, magnet schools and mental health services for students. Education funding Still, education advocates say one year’s investments alone cannot correct longstanding obstacles facing many schools, and sustained, long-term funding is needed to fix that. That means adjusting aid formulas and then adhering to them. “Time and time again, research has shown that additional education funding is an investment that improves student outcomes, results in higher graduation rates, increases access to higher education, reduces poverty, increases earnings for life, and improves the state’s economy,” said Lisa Hammersley, executive director of the School and State Finance Project, a Hartford-based education policy think-tank. “It’s time we invest in Connecticut’s future, and that starts by fully funding our students and providing our schools and communities with the resources, stability and predictability they need to thrive.” “Connecticut has the largest opportunity gap in the country, and a lot of that has to do with how we fund education,” said Subira Gordon,
executive director at ConnCAN, a nonprofit that advocates for education access in Connecticut. “When are we going to say to kids in Hartford, kids in Bridgeport, kids in New Haven that we believe in you?” Gordon added. “Stop short-changing Black and brown children who have been asked to wait for their turn that never comes,” said Jamiliah Prince-Stewart, executive director of FaithActs for Education, a Bridgeport-based coalition of churches seeking education reform. Sen. Cathy Osten, DSprague, co-chairwoman of the Appropriations Committee and a strong advocate for the education funding bill, said she believes the state

Officials review requests for funds

MERIDEN — The city has so far received more than $36.58 million in requests to fund projects with COVID-19 relief funds made available through the American Rescue Plan Act. That total already surpasses the close to $36.36 million in funding the city is scheduled to receive through the federal program. The more than three dozen funding applications that have been submitted to date include several requests from city departments for infrastructure repair and upgrades.
