Vogel Deputy Commissioner Office of Health Care Access Department of Public Health 410 Capitol Avenue MS #13HCA Hartford, cr 06134-0308 Dear Deputy Commissioner Vogcl: I am writing to express support for the proposed affiliation between the Central Connecticut Health Alliance and Hartford Health Care Corporation. As a Town Manager representing the Town of Southington I have an obligation to ensure that my constituents continue to have access to the health care services they need, both in the near tenn and on into the future. It is also important that access to these services on a local level be ensured as much as possible. To put it succinctly, that is why the proposed affiliation is necessary. It has become increasingly difficult for small and even midsize hospitals and healthcare systems to access the resources necessary to meet the growing needs of our communities. These needs include the recruitment of physicians (both primary care doctors and specialists) as well as access to the capital resources needed to purchase complex equipment/technology and replace aging infrastructure. The people who live and work in Soutbington count on The Hospital of Central Connecticut for their care; routine, acute, and emergent. In addition, many rely on it for their livelihood since the hospital is one of the largest employers in the area. 'lo one can precisely predict the specific impact of upcoming bealthcare reform. However, it seems certain that hospitals and other providers will face diminishing reimbursements at the same time that our community's healthcare necds are growing. To survive in this new era, it is apparent to us that Central Connecticut Health Alliance must become part of a hospital system which can contain costs without sacrificing quality. We believe this affiliation will create such a system. I strongly encourage you to approve the proposed affiliation.
