These are known as ‘Mirror Wills’. Sounds reassuring enough doesn’t it? But your children could in fact end up with very little or even nothing at all. The main reason for this is your surviving spouse requiring residential care when you are no longer here to look after them. Although the possibility of care may seem a long way off, there are steps you should take now to protect your home. Care costs: If your surviving spouse has to go into care, they will have to use all their assets to pay for their care until they get down to their last £14,250. It is therefore not a good idea to leave your half share of the home in your Will to your surviving partner. The answer is to make a new Property Trust Will. You may be unaware that legislation is already in place for you to take advantage of these types of Will. BRADFIELD PARISH COUNCIL’S ANNUAL REPORT IN ASSOCIATION WITH SIXER 2014-2015

REPORT BY THE CHAIRMAN have loved every moment as Chairman of Bradfield Parish Council. I've been very lucky to be chair in a year when so much has happened. In May last year we were honoured to be the first leg in Sheffield for the Queen's Commonwealth Baton, which was launched in High Bradfield by myself and the then Lord Mayor of Sheffield (and fellow Parish councillor) Vickie Priestley. The streets of High and Low Bradfield were lined with children waving flags and it was a fabulous day. This was quickly followed in June by the Tour De France. I was on Oughtibridge Lane with my children to watch the cyclists come through and it was breathtaking. I've never seen anything like it before in my life and probably won't again. I was so proud of the welcome that our Parish and all of the villages gave to the event. From Midhopestones, through High Bradfield and Worrall and then up through Oughtibridge – it was fabulous. I've since watched videos of the cyclists coming through our villages on YouTube and when I saw the massive crowds cheering it gave me goosebumps. As Chairman of the Parish I attended a lot of events before and during the race including the opening of the cycling monument in Worrall, and a reception at The Admiralty in London hosted by the former Deputy Prime Minister, Nick Clegg. The main spectator hub was also situated in the Parish Council's Coronation Park in Oughtibridge. I attended a lot of carnivals and galas representing the Council. I opened the Worrall Festival, gave away prizes to runners at the

Broomhead Show, judged the classic car competition at Stannington Carnival and was very proud to wear the chains at my home gala in Oughtibridge. Over the years the Parish Council has supported many of these events because they bring the community together and help raise money for great local causes. For example, the Parish Council awarded Oughtibridge gala £1,000, which helped them raise nearly £6,000 for local groups. We also awarded Stannington Carnival a £1,000 this year and they turned that into nearly £7,000 to distribute to good causes in their village. The Parish Council supports a lot of other groups and events across the Parish throughout the year and I have really enjoyed visiting them to see exactly how they use the funding – including the Bradfield Festival of Music, Stannington Handbell Ringers, Wharncliffe Side Older People's Association, Midhope Well Blessings and many more. As Chairman I have also represented the Parish at some very poignant moments this year too. I was invited to Sheffield Cathedral last August with all of the other local mayors and civic leaders in South Yorkshire to commemorate the beginning of World War One and remember all of the fallen. We also held a candlelit service in our own Council chambers in association with the Stannington Royal British Legion. These groups and events throughout our Parish only exist because of the time and effort put in my volunteers. Having crammed visiting so many groups into this year I have seen that our Parish is blessed with lots of people who give up their time to improve the lives of others. Continued on the next page...

Report by the Chairman continued... When I was elected as Chairman last year I wanted to do things a little bit differently. One of my ideas was pop-up meetings, where we met to discuss issues out in the villages rather than in our chambers, so we could involve more of the general public. The first pop-up meeting was held in the Ye Olde Mustard Pot pub in Midhopestones. Over 50 people turned out on a cold December evening to discuss the cuts to gritting services that had been introduced by Sheffield City Council. Following the meeting a group was formed to campaign, which I was delighted to be part of. It was actually the second gritting campaign that year. The first was held in the summer. After the Council announced their proposals to cut gritting services I called a public meeting at our Council chambers in July and demanded the attendance of Sheffield City Council highways officers to come and explain their proposals. It was standing room only in our Council chambers as lots of villagers came along to grill the officers and the cabinet member responsible at the time. It was quite a difficult meeting to chair, as there was obviously a lot of anger towards Sheffield City Council, but everyone got their points across well. Following this meeting a Bradfield Gritting Action Group was formed and we delivered a petition with over 1,300 signatures to Sheffield City Council. This resulted in many roads being reinstated onto the gritting routes including Long Lane in Worrall and Oughtibridge Lane. But the best was yet to come. Following the second public meeting in Midhopestones we conducted a superb media campaign helped by BBC Radio Sheffield. As the first frosts and icy nights hit our Parish there were 19 accidents on untreated roads in less than a fortnight. I spent quite a bit of time on television and radio drumming up support and several phone calls with the leader of Sheffield City Council who supported us and all of the roads were then re-instated. I released a joint statement with the leader of Sheffield City Council to confirm this. I want to say a big thank you to all of the folk who were involved in the initial Bradfield gritting campaign and everyone who got involved after the second meeting in Midhopestones. Without their hard work the campaign would not have worked and the
lives and livelihoods of our parishioners would have been at risk. Every single person who helped should be extremely proud of themselves. Another event I wanted to introduce when I was elected as Chairman was a Christmas card competition. We asked all of the primary schools in our Parish to submit designs to be considered. The ten finalists and their parents were invited to a tea party hosted by myself at our chambers. The winning entry was designed by Connie Brocklesby from Nook Lane school. We had lots of superb entries but Connie's encapsulated our year – with a picture of Santa on a yellow Tour De France bicycle. Connie won the chance to turn on the Parish Christmas lights with our magic plunger. This illuminated all 13 Christmas trees across the Parish simultaneously. Connie's design was made into a card, which was sent to community groups across the Parish, civic leaders, and also the prime minister. It has been an honour to be Chairman in this historic year for the Parish. I have put my heart and soul into the job and have had the time of my life. But there was one last thing I wanted to do as Chairman. Parish councillors are not paid, but the Chairman receives an allowance of £600 a year to cover expenses incurred undertaking the job. I have not used this allowance for myself this year. Instead, I used £100 to pay for the children's Christmas card party and donated the remaining £500 to be split evenly between the scout and guide groups in our Parish. I was a cub, scout and venture scout. Both of my children are in cubs too. The groups depend on volunteers and parents to exist and it is not easy to find additional funding these days. The groups are also very good at supporting kids from families who may not be able to afford to join and take part in the activities. That is why I wanted to help with this small token. Thank you to all of the staff and councillors who have helped me this year. It was a real team effort and I could not have done the things I have without them. Cllr. Matt Dixon
LAND & PREMISES COMMITTEE Cllr. V. Priestley, Chair of Land and Premises: During the year the Council agreed to continue with the maintenance of Low Bradfield toilets with a review annually when we set the budget for the forthcoming year. 2014/2015 saw the completion of the new toilet block in Coronation Park, enabling easy access for disabled people and parents with prams, this facility also includes a baby-changing unit. Unfortunately a spate of burglaries during the year from Parish Council property resulted in loss of equipment and has meant that we have had to tighten our security systems. We also installed a youth shelter in Coronation Park, which has proved very successful. Finally, I would like to thank my Vice Chair, Cllr. Condliffe and our staff, for their hard work and dedication throughout the year.

PLANNING COMMITTEE FINANCE COMMITTEE Cllr. S. Cole, Chair of Finance and Staffing: Bradfield Parish Council has once again managed to maintain its service to the community within the budget it set itself for the year. I would like to thank the Clerk and all the staff for their excellent work during the past year. I would also like to take the opportunity of thanking Malcolm Glover, the Vice Chair of the committee for his support over the last 12 months. Bradfield Parish Council covers its running costs through a precept passed over by Sheffield City Council raised through Council tax. In addition an amount of central government money has historically been passed on to Bradfield Parish by the city Council. This central money is being reduced over a five-year period until eventually no funds will be passed to us. For this reason the Parish Council felt it necessary to increase the precept by around 2% for the coming year. However in terms of the cost of maintaining and running the three parks, cemetery and various buildings in the Parish, the Council has set itself a budget, which is slightly less than the previous year. Bradfield Parish Council maintains a budget for grants, which local community groups are welcome to apply for and continues its working partnerships with Action for Stannington and Steel Valley Project. Details of how to apply for grants can be found on our website. In terms of staffing the Parish Council employee numbers reduced by one in 2014/2015 as our apprentice administrator left and was not replaced. I would like to thank him for his hard work over the past two years and wish him every success in his future career. 2014/2015 was a fantastic year for the Parish with the Tour de France being the highlight. I would like to congratulate all the staff for their work in ensuring our parks â&#x20AC;&#x201C; especially Coronation Park in Oughtibridge, which was used a hub by the tour organisers â&#x20AC;&#x201C; were looking their best for the thousands of visitors from around the country and from outside the UK. The year ahead will present challenges for the Parish Council, but I am confident that the people and structures are in place to ensure that we will continue to supply an excellent service to our parishioners.

As the planning committee, we look at all the plans within the Parish boundary, which have been sent to Sheffield City Council for approval, and give our opinion on them. We also listen to parishioners who wish to make their comments on the plans. We are able to give advice on which comments are appropriate as planning issues, and which are not (for example the fact that a new build may devalue your house, will not be considered by Sheffield planning officers). If requested, we may do a site visit, if we feel we need more information.

FINANCIAL REPORT 2014/15 The Parish Council approved expenditure for the financial year 2014/15 was £242,470. Council’s expenditure relates to services carried out in the area enhancing the work of Sheffield City Council and local community groups; maintenance of its assets, which include Council offices, Coronation Park, Birtin Cemetery, Low Bradfield public toilets, several stone-built bus shelters, vehicles and equipment and numerous wayside seats and notice boards and provision of illuminated Christmas trees throughout the Parish. An amount is also set aside each year for grants to local organisations. A full list of successful grant applications can be obtained from the Parish Council offices or from Dungworth Pavilion the Council website. The precept collected from local taxpayers amounted to £228,223. The balance was met from reserves, income from Birtin Cemetery, rental income and other miscellaneous income. The Council’s accounts are subject to internal and external audit, which will take place in June 2015. The accounts will be made available to the public during June 2015. The final audit report will be displayed after completion of the external audit. For the current year 2015/16 budgeted expenditure amounts to £248,950 with a precept of £228,892.

COME AND JOIN THE FUN Oughtibridge is getting ready for its biggest day of the year and the organisers want everybody to get into the community spirit. ughtibridge Gala is a traditional British fair with a modern twist, which supports local charities, projects and businesses. Over the past five years, Oughtibridge Gala has donated approximately £16,500 to groups including the Oughtibridge Brownies, Guides, Luncheon Club, Sports Club and the Oughtibridge Brass Band Club. Oughtibridge Gala has been going for 35 years, but it is believed the tradition started much earlier with a hospital fundraiser festival nearly a hundred years ago. Run by a group of volunteers including co-chairs Jo Brook and Tim O’Connell, the committee wants to inspire young people to take part in activities and support their community. “It’s a fun village day out. It’s the one day you get to see everyone from the area,” says Jo. “I love Oughtibridge and I’ve grown up here. There’s a great sense of community spirit and I want the next generation to enjoy it too.” This year’s gala takes place on 27 June and the committee are very excited to be celebrating the Oughtibridge Brass Band Club’s 125th anniversary as its theme. followed into the park by members of the Oughtibridge Rainbows, Brownies and Guides, as well as the Worrell Cubs and Beavers and the Wharncliffe Side Brownies, all of which will be in musicalthemed fancy dress. The parade will also include local dancing group, Branching Out and other children from the area. This year the organisers are also keen to promote the event as a ‘have a go’ gala, where visitors can try new activities. While many of us have experienced the highs of fairground rides and the satisfaction of winning prizes on hook-a-duck, children wanting an adrenaline-fuelled activity will be happy to hear about the Adventures Are Us Hydra Assault and Ladder Extreme attraction. The Hydra Assault (for ages seven and up) will involve a ropeway over the River Don, approximately 10 feet above the water and 60 feet across to the other side. The adventure mission, should they choose to accept it, is to traverse over the hand and foot lines over the river. For younger children (five and up), there’s the Ladder Extreme which consists of a caving ladder swinging from a tree. Once they reach the top, they blow a horn, before abseiling down fast for a thrill. “It will test their nerves, bravery and all their motor skills,” says operations manager Darren Thomas. “They’ll receive personal team-building certificates, which list the key skills they have learnt.” This is the first year Sheffield company Adventures Are Us have got involved in the gala and they are looking forward to introducing something beneficial. “We are hoping to ‘It’s a fun village day help kids get more active out. The band has been involved with the gala for a number of years and their presence has had a positive outcome in the past. “It’s interesting to see how some people take to it easier than others,” says the band’s chair Margaret Morlan. “We’ve even managed to recruit new members into our Training Band as a result of meeting people at the gala, so all these projects feed into each other.” The gala donates more than £1,000 a year to the Oughtibridge Brass Band Club, which goes towards the running of their practice space. The gala also lend tents and chairs to the band when they do other gigs in the area. As well as leading the parade, there will be performances from the Brass Band and Training band throughout the day. “There will be something for everyone,” says Margaret who performs in the Training Band. “There will be traditional, World War One and Two-era music, as well as pop songs by The Beatles.” Fans of The Great British Bake-Off will get to show off their culinary skills in the Victoria sponge baking competition, while the Green Fingers and Floral Arrangement competitions will keep those young gardeners busy. There’s also plenty of food available throughout the day, including burger stands, fairground snacks such as candy floss and local caterer Chef on a Bike. Keep boredom at bay this summer – get down to Coronation Park and join in the fun and games! inding activities to keep the kids occupied during the summer months, which would not only tear them away from the television or iPad, but also wouldn’t cost the earth, may have seemed like an impossible task. Until now. Thanks to a £9,952 grant from the Big Lottery Fund, Friends of Coronation Park (FOCP) in Oughtibridge have been able to team up with Activity Sheffield (the health and wellbeing service within Sheffield City Council) to provide a programme of fun and free events until the end of August. The events are already proving popular and more than 200 people have taken part in the four activities that have taken place so far this year. “The park has been full of people,” says FOCP chair Jenny Morton, who helped to establish the group in November 2013. “Our aim as a group is to promote the heath and wellbeing of local residents and encourage children, young people and families to use the park as much as possible. These events are a great way to do this.” From an inflatable football pitch to zorb balls to a climbing tower – and many more exciting activities – there is something for everyone to get involved in. With trained Activity Sheffield staff on hand at every event, visitors are assured of a safe and well-managed environment.

As well as advertising the events in Sixer, Activity Sheffield has been drumming up support in local schools. After visiting Oughtibridge and Wharncliffe Side schools with the Activity Sheffield mascot, Robbie the rhino, their information leaflets were so popular they had to be reprinted as everyone wanted to find out more about what was happening. “We’ve had a great response so far and it’s a pleasure working with local people who really care about the area they live in,” says Lee Smith, team leader at Activity Sheffield. “We held a few events in the park last year and they were so well received that we were able to secure the grant and put on a full programme for everyone to come and enjoy this summer.” The park is kept in tip top condition by Bradfield Parish Council and the on-site park keeper, and even when Activity Sheffield are not hosting an event there is plenty to see and do. The tennis courts, basketball courts and playground are used by young and old alike and its proximity to the River Don attracts plenty of wildlife, including kingfishers. People come from miles around to fish or canoe on the river and the beautiful flower beds and pleasure gardens make a gentle stroll or picnic in the park even more pleasant. “We like to think of the park as the jewel in Bradfield Parish Council’s crown,” says Jenny proudly. “There are seven of us – all Oughtibridge residents – in the group now. ALL THE FUN OF THE FAIR Parades and princesses, brass bands and bouncy castles… carnival time is coming to Stannington and there’s fun for everyone.

othing sums up a classic English summer’s day quite like a traditional local fair, and at Stannington Carnival, you’ll find a great occasion for all the family which not only celebrates fair heritage, it supports charities, projects and businesses in the area too. In its current form, the carnival has been going for 24 years, but it is believed the tradition of a local fair was started some decades before by a local factory. Since its revival, the event has gone from strength to strength and is back this year on 11 July. Last year, Stannington Carnival raised more than £5,000 to share between Action for Stannington, Stannington Brass Band, the Stannington Players amateur dramatic group, Stannington and District Library Group and many more causes. Not only does it help many social groups, the carnival also gives children a rare chance to get involved in their community. This year, the parade’s theme is nursery rhymes and will feature classes from Shooter’s Grove, Forest School and Stannington Infant School in fancy dress. A few of these children will later be performing in the arena, including the Stannington Infant School’s singing group. “It’s great because it gives them a chance to perform to a wider, outside audience,” says head teacher Sarah Binns, “It’s become a tradition for the schools and the children look forward to it every year.” The parade will include music from Stannington Brass Band and

will be led by two massive puppets known as The Sheffield Giants. There’ll be plenty of craft stalls, a variety of food vendors and competitions to keep visitors busy throughout the day including a raffle for local charities and services in the area. Prizes include a £250 voucher for PA Jewellery and a family ticket to Chatsworth House. Stannington Carnival has also become renowned for its classic car show which features some of the most impressive vintage automobiles you’ll ever see. As well as running the coconut shy stall, the Stannington Scouts will be rustling up some tasty hot and cold sandwiches in the Lomas Hall kitchen, whilst We Luv Brownies will be serving up some indulgent desserts. The event is about making people aware of local businesses including ice-cream sellers Our Cow Molly. The dairy farm has been delivering milk to Stannington households since 1947 and farmer Eddie Andrew hopes to educate his customers on the importance of supporting local farms. “It’s a great chance to speak directly to our customers and promote local produce,” he says. “We’re the last dairy farm in Sheffield that produces and bottles its own milk and I think it’s in everyone’s interest to help our local economy.” Need another reason to come along? “Stannington Carnival is a fun, friendly, fundraiser,” says organiser Penny Simpson. “It’s a unique event. It has a great community feel, it’s a celebration of Stannington village life and it’s an opportunity to meet other families in the area. Lomas Hall – the venue with something for everybody – marks sixty years at the heart of Stannington’s community. he Lomas Hall in Stannington has played host to countless weddings, playgroups and parties. But as this year marks exactly 60 years since it was first built, the hall is throwing its very own celebration with a special back-to-thefifties night on Friday 10 July, which will include tributes to stars from that era and a full live band. Some of Stannington’s more senior members may remember a time before the hall existed – and if it wasn’t for Flora Lomas (after whom the building is named) and other members of the community who battled tirelessly for many years to gain planning permission, the building may have never materialised. Nevertheless, their efforts paid off and on 10 December 1955 the facility opened. Flora gifted the hall to the village and it has been at the heart of the local community ever since. Of course, a hall doesn’t run itself and it has been the continuous hard work of volunteer committee members that has kept the The Lomas Hall running over the years. Steve Flewitt has been on the committee for six years and remembers the hall being built. His sister’s wedding was the first to be held in the building in 1956 and long-standing committee member Brenda Daniel was a bridesmaid. Brenda said: “It’s great that, despite how times have changed, the hall has remained as a focal point for events and functions in Stannington.” Amateur dramatic society the Stannington Players have performed at the hall since it opened and they still entertain locals with three plays each year. Carols at Christmas are unfailingly popular and, while many elements remain the same, the committee understands how important it is to provide fresh ideas to ensure enough funds are raised to keep the hall open and in good condition. Members recently decided to manage the hall’s bar themselves to bring as much money as possible into the hall’s kitty. The fully stocked bar will include beer from Bradfield Brewery, which will cost just £3 a pint. The hall hosts weekly meetings of the Stannington village preschool group, The Miss Beverly Dance School and the Women’s Fellowship and at weekends it is a popular venue to hire for parties and functions. There are two rooms available – the main hall can seat up to 300 people and is big enough to host a bouncy

castle while the Knowle Top room, so called because it overlooks Stannington Park towards Knowle Top, can hold 60 people and has disabled access. The room lends itself to many different functions, with kitchen facilities at one end and the bar at the other, and can be hired separately or with the main hall. I’ve been a chef for eight years and love good food. The most enjoyable part of my job is seeing the happy faces of the customers I’ve served. At The Royal Oak we offer traditional home-cooked, wholesome food including steaks, mixed grills and lamb shanks and will soon be launching a lunchtime menu. We like to think our Sunday lunches (12-4pm £5.95) are the best in the valley and our meat and potato pies are to die for. Chefs have to work hard but it’s all worthwhile. Vito Ciaraolo of Vito’s, Walkley I began my restaurant career as a waiter. When they were short of staff one day, I volunteered to work in the kitchen and I never came out again. I also like discovering new wines. If I find a brilliant one, I will do everything I can to bring it to the restaurant. I’ve been at The Nag’s Head for about fourand-a-half years. Clare Higgins has worked at The Wadsley Jack since she was 15 and considers many of the customers as friends. “Some of the locals have been coming here for longer than I’ve been here,” she says. When Clare took over as landlady in 2008 she transformed the pub, making it a real home from home. Nestled on Rural Lane, the bar has become a popular hub for the local community. Everyone is welcome, including families, children and dogs. Clare says: “We have a lovely team who are happy to help with anything.” All functions held here are catered for and the pub is a regular spot for weddings, birthdays and wakes. There’s also a free room available for children’s parties. Food plays a huge part at the pub and is available seven days a week. Their homemade dishes are created from locally sourced, fresh produce from Crawshaws and Talbots and a fresh fruit and veg supplier. There are many great deals available, including two meals for £7 Monday-Saturday lunchtime, two meals for £10 Monday-Saturday evenings and kids eat free on Mondays. Tuesdays are steak and grill night, Wednesdays include a curry and a pint from £6.99, Thursdays are buy one main meal and get another for half price and fish Fridays include cod, chips and peas for just £5.99. Sunday lunches are served from 12pm-6pm and offer a traditional delicious beef, lamb or turkey, homemade Yorkshire puds, roasties and delicious desserts. And on a weekend customers can now enjoy two meals and a bottle of wine of choice for £24.99. To keep things fresh The Wadsley Jack holds various themed nights, like the upcoming Italian night on 1 August, which offers five courses for £15.95. They recently held a charity event to raise money for Issabelle’s appeal. Clare says: “Thank you to everyone who contributed to our charity day. Sheffield blitz book launch Resident historian Paul Clarke launched his new book Bombed But Unbowed (let) at the Hillsborough Tabernacle Congregational Church this month as part of the Hillsborough Hope Festival. The book is about the bombing of the Tabernacle building during the World War II Sheffield Blitz and the struggle to rebuild it. The launch marked the 75th anniversary of the destruction of the original building. Guests had a chance to meet the author, enjoy some light refreshments and take a look around the present church which was rebuilt in May 1955. The next event to take part at the church as part of the Hillsborough Hope Festival is Afternoon Tea Meet the Artist with Shaeron Caton-Rose on Saturday 18 July 2pm- 4pm. Oughtibridge Brass Band will be performing a penny concert at Bradfield Village Hall to raise money for them to compete in the Brass Band National Finals. Blues Brothers get Bradfest off to a rocking good start Friday 10 July Bradflix Film Club will be kicking off BRADFEST 2015 with a Charity Blues film, food and music.
