Five things you need to know about the Care Fees Funding Cap. n April 2015, the law relating to the provision of social care had its most significant changes in a generation, with the introduction of the Care Act 2014*. Here’s five things you need to know:

I

1. The Personal Expense Allowance – when an individual requires care and is means tested, the first thing to be taken to fund their care is their income. All an individual’s means testable income will be taken to fund their care, with just £24.40 per week, the Personal Expense Allowance, being left untouched (unless of course your income is such that you have surplus after covering the cost of care, but at £30k-£50k+ per annum, that’s not everyone). 2. The means test – this will be conducted by the relevant Local Authority when an individual needs to access care. The means test is an assessment of an individual’s assets (income, property, savings etc) to ascertain whether they should be funding their care themselves. The means test thresholds for capital assets were due to change in April 2016 but have now been “delayed” until 2020 so remain as follows: i) Assets less than £14,250 = your care will be funded in full by your Local Authority ii) Assets more than £23,250 = you will have to cover the cost of your care in full iii) Assets between £14,250 and £23,250 = you will have to make a contribution towards the cost of your care, which could be a very significant sum 3. The funding cap was also due to be introduced in April 2016. It was intended to limit the amount an individual will be required to pay towards their care at £72,000, but again that has been delayed to 2020 so there is currently still no cap in place. 4. Deferred Payment Agreements don’t mean you no longer have to sell your home to fund your care. Initial statements by Government ministers suggested there would be no need for anyone to sell their home to fund their care. However, the legislation actually introduces a nationwide scheme, called Deferred Payment Agreements, which could mean your home doesn’t need to be sold during your lifetime (but still could be sold after your death). There is a big difference.

You need to take advice if… • You or your spouse/partner don’t yet have a Will. • You have a Will but it leaves everything to your spouse/partner. • You don’t have both kinds of Lasting Powers of Attorney set up. • You or your spouse/partner don’t have a pre-paid Funeral Plan. • You are divorced or widowed. • You have children. • You are concerned about what will happen and covering the costs if you need long term residential care.

5. Plan ahead – perhaps of most significance, you can opt to plan ahead and protect what you’ve worked hard for. Using a Trust, created under the terms of your Will or during your lifetime, can help protect your home and savings for future generations. However, for this planning to be effective, it must be done at a time when you are fit and healthy. Using the right Trust for your personal circumstances and objectives is vital, so taking advice from a specialist is an important first step. ure white waves break on golden sands, palm trees provide shade from the blazing sun, you gaze into your partner’s eyes and utter those precious words... if this sounds like your dream wedding then going abroad is definitely for you. On the other hand, language barriers and the fear of coming home to find that your marriage isn’t legally binding are probably things you would much rather avoid. Nevertheless, over 850,000 couples are expected to shun rainy England for nuptials in the sun this year. The main reasons for this trend seem to be lower costs, fewer guests (though you do run the risk of alienating distant cousins) and being able to combine your wedding with your hen/stag do as well as your honeymoon. So how easy is it to plan your big day compared to closer to home?

Getting married abroad The best place to start if you’re organising a wedding abroad is to contact a travel agent. Winter, beach and luxury weddings are just a few choices, making this a slightly more challenging decision than simply choosing the local village church. Once you’ve decided what sort of wedding you’d like and where, a good travel agency should do the leg work for you, making it almost as easy as saying ‘I do’. A wedding coordinator is usually included in the holiday wedding package price and, being based in your chosen hotel or resort, they come fully equipped with expert local knowledge and information about the legalities of getting married abroad. You’ll be safe in the knowledge that you won’t come home to discover you’re still officially single. Some guests may not be able to afford flights, but it may well be that a smaller wedding of 15-20 close family and friends is preferable. By marrying abroad you may even choose to be generous, partially funding some or all of your guest’s flights. So just how much will a wedding abroad set you back? Packages differ in cost depending on where you go, how long you go for and what is included, but the following two examples show how inexpensive they can be. A wedding package available in Mexico including flowers, wine for 40 people, dinner for two, couple massages, a minister and the marriage certificate in the local language starts from £769. A wedding package for Disneyland Florida including a six-hour limousine service, organist for the ceremony, violinist for the reception, a two-tiered cake, champagne, photographer and flowers, starts from £3,500. Of course, there will probably be additional costs, but with reports of the average UK wedding totalling £20,000, it’s easy to see why weddings abroad are proving so popular.

Case Study 2: Kelly recently married Jonathan Mann at Halifax Hall, Sheffield Did you ever consider getting married abroad? I would have considered it but Jonathan wanted to marry in Sheffield so we could have a big wedding and all our family and friends could come. What do you think are the benefits of having a British wedding? We were able to plan everything ourselves and could view venues easily. It also meant we could use companies that we knew were reliable. The flowers were arranged by the same people that my sister used for her wedding. Did you have any concerns about getting married in Britain? I suppose the weather is something you can never guarantee here, but it couldn’t have ruined our day. When we were having our photographs taken it drizzled a bit, but we really didn’t mind; it’s all just part of it. We had some gorgeous weather on our honeymoon in Florida – as well as some tropical storms – and had a fantastic time.

Case Study 1: Lucy recently married husband Damian Read in Marmari, Greece Why did you decide to marry abroad? A lot of our friends had already got married in Sheffield and there are only so many available venues in the area. We’d always discussed getting married abroad and just wanted something a bit different. How did friends and family react? My mum was a bit concerned at first because it’s a big ask for people to come away for a week when the wedding is only a one-day event, but it was nice because it ended up just being pretty-much all family. Was there anything you had to consider? We had to think about dresses and outfits, because of the weather, and I was a bit nervous about not being able to view things beforehand like you would in England. You also don’t arrange a lot – like booking flowers, hair and makeup – until you’re there. But we’d been in touch with the wedding coordinator by email beforehand, and they do weddings every day, so we had faith everything would go to plan.

Getting married at home So what are the advantages of having a wedding closer to home? The obvious bonus is that you can have a larger wedding in which the majority of your family and friends can attend. Often when a couple marries abroad, they feel obliged to host an at-home reception too, to include those that weren’t able to make it. This adds a big cost onto what might have started as a cheap wedding – pointless when you could have held the wedding at home in the first place. For those who choose to stay at home but still want an alternative to the traditional church or registry office, there are many options. Grand stately homes are particularly popular, as are more relaxed outdoor weddings, but if you want to go for something a bit more unusual, how about a shark aquarium or a whisky vault? Unsurprisingly, these offbeat options come with a hefty price tag; a Yorkshire castle costs over £5,000 to hire, and a woodland wedding over £4,000 depending on the add-ons. Wedding planners in the UK cost around £1,500-2,000 depending on the size of your wedding. Though they do come with a lot of expert knowledge and can guide you through every step of the process, ten to 15 per cent of your wedding budget is a lot to spend on one person.

Over 15 successful years, the Hillsborough Chiropractic Clinic has gone from strength to strength. n September 2000 the Hillsborough Chiropractic Clinic opened its doors to the public. In fact, during the preceding two weeks while the final pieces of building work were being carried out patients were knocking on the door desperate to start receiving treatment as soon as possible - such was the need for a chiropractor in the area. Initially it started with just one chiropractor, owner Sonja Low, who set up in Hillsborough following five years of working on Ecclesall Road. The clinic quickly grew and within a year, due to high demand, it had expanded to include a second chiropractor. Gradually over the years the clinic has included other health practitioners including acupuncturists,

chiropodists and massage therapists. Currently they have four chiropractors and also offer acupuncture and massage. Not only is the clinic celebrating 15 years in business, but Andrea, the receptionist, has been with the business since it opened; Christine (receptionist) has been with the clinic for 10 years and Toby Gunnee (chiropractor) has been working at the clinic for nine years. Sonja would like to thank the staff for their loyalty, hard work and dedication to the clinic. REPORT BY THE CHAIRMAN ince I took over as chairman just a few months ago, I have relished being involved with, and invited to several local events. I attended Worrall Gala to help serve on the burger and sausage barbecue and I also baked and donated lots of cakes towards the funds for the hall. I then took off my apron and put on my chains to officially open the gala. It was a fantastic day with great weather and lots of people attended. Nick Clegg came later in the afternoon and drew the raffle too. During the evening there was a music festival, which

proved to be a success for the second year running. The following week it was the Stannington Gala, which was attended by many people from all over Sheffield and once again we were fortunate with the weather. It is always a pleasure to open and attend Stannington Gala. I look forward to many other local events that will be taking place throughout the coming months. Councillor Vickie Priestley

CORONATION PARK SUMMER 2015

ery early on a beautiful summer morning, I stand for a moment in the gateway of Coronation Park to enjoy the silence and admire the peace and tranquillity of the view. I have looked on this scene for more years than I care to admit. It never disappoints. Over those years the park has undergone some changes. The acreage is the same but somehow it looks more cherished, more loved. Throughout the day a team from Activity Sheffield will be here with all sorts of sports equipment and games to entertain children and young people. Everything is free and has been arranged by Friends of Coronation Park, who have secured Lottery Funding for the purpose. The day goes on and the mood in the park changes. Parents bring children and picnics, and families enjoy the fresh air and fun with the supervised equipment provided. Friends spend quality time out together and take advantage of all the activities on offer. The climbing wall has a queue and games of football are in progress. The zorb balls and grass sledges have proved popular and scooters are awaiting active clients. This programme has continued throughout the summer holidays and will hopefully be repeated in future years.

The light is fading as the sun sets in the west. The park is emptying gradually, leaving it free for the night creatures until another bright day dawns. Many years ago I brought my daughter here to play and now I am lucky enough to bring my grandson. Long may we all admire and enjoy these precious acres. An emerald jewel of an island in an urban sea. STEEL VALLEY PROJECT IN BRADFIELD PARISH he Steel Valley Project (SVP) volunteers have been hard at work keeping many of the footpaths and bridleways of Bradfield parish clear of overgrown vegetation. This is the time of year when most plants are at their largest and most vigorous, with bracken, brambles, grasses, trees and shrubs quickly making rights of way impassable for walkers, cyclists and horse riders. SVP trains and supervises volunteers from a range of backgrounds in practical countryside management tasks, including the use of machinery, such as strimmers, enabling the team to keep the paths open through the spring and summer months. Project manager Tom Newman said: “We work with some fantastic volunteers who really enjoy the work they carry out with us. People volunteer with SVP for many reasons: to gain experience and training for employment, to have a positive impact on their local area or simply to socialise with likeminded people.� SVP is a charity that began with a tree

planting project in Stocksbridge next to the steelworks. Fast forward 27 years and they are still planting trees, as well as a whole host of other countryside management tasks, partnering with local organisations, including Bradfield Parish Council, Stocksbridge Town Council, Tata Steel and Sheffield City Council, as well as a range of community organisations and schools. SVP have also helped to improve Sensicall Park in Oughtibridge over recent years, having developed a management plan for the site, taking into account the needs of local people and the fantastic mix of wildlife on the site. Sensicall Park is located just off Church Street and is open to the public offering a network of paths to explore in beautiful woodland surroundings. FINANCIAL REPORT 2014/15 he Parish Council approved expenditure for the financial year 2014/15 of £242,470. The Council’s expenditure relates to services carried out in the area enhancing the work of Sheffield City Council and local community groups; maintenance of its assets, which include Council Offices, Coronation Park, Birtin Cemetery, Low Bradfield public toilets, several stone built bus shelters, vehicles and equipment and numerous wayside seats and noticeboards and provision of illuminated Christmas trees throughout the Parish. An amount is also set aside each year for grants to local organisations. A full list of successful grant applications can be obtained from the Parish Council offices or from the Council website. The precept collected from the local taxpayers amounted to £228,223. The balance was met from reserves, income from Birtin Cemetery, rental income and other miscellaneous income. The Council’s accounts are subject to internal and external audit. The internal and external audit being undertaken in June 2015. The accounts will be made available to the public during June 2015. The final audit report will be displayed after completion of the external audit.

NEW COUNCILLOR: KEVEN HABESHAW, WORRALL WARD I was born in Sheffield and moved to live in Wadsley Park Village some 11 years ago with my wife Annie and step children Becci, Elliott and Livi. Some of my earliest memories stem from drives along narrow lanes, where every signpost seemed to point you towards Bradfield. Perhaps this influence is one reason why I now find myself as the newest member of the Bradfield Parish Council. I am looking forward to working with my fellow councillors and parishioners in maintaining and developing this special place, which we can all cherish for many years to come.

This gives some indication as to the level of dedication required to achieve what many people view as the pinnacle of achievement in any martial art. Tetsudo has its roots in Tibet and its essence lies in the cornerstone that mind and body are inextricably linked; changes in one cause changes in the other and only when both are working harmoniously together can anything be done efficiently and effectively. Training in this unique Art Form consists of making the body physically fit, strong, agile and healthy and training the mind to become more aware, perceptive and focused. The creator of the Tetsudo concept was Maha Ustad (supreme teacher) Masu Tetsura. After his death in 1966, his sole student Guru Ustad (venerable teacher) B.S. Dhaliwal formulated the syllabus that is practised today. We are incredibly fortunate to have not one but several black belt instructors in Sheffield. I was invited along to the St Mary Community Hall in Walkley to see why so many people are and have dedicated so much of their lives to this Art Form. I was privileged to be joined by third degree black belt Arun, the son of Guru Ustad B.S. Dhaliwal who, along with his older brother Dev, runs classes in Sheffield. He talked me though every

step of the class, explaining how and why the students were practising this complete form of self defence. The session began with a collective bow; an opportunity for students and teachers to focus their minds and leave behind the stresses of their everyday lives. As the late evening sunlight streamed through the hall’s stained-glass window, they performed a fascinating series of techniques, sparring or freestyle as it is termed, stick work and something known as a kedh – a range of

techniques that are performed together in a set pattern. Each member of the class was at a different level; students with just a few weeks’ experience stood beside others such as the blackbelts Jon and Lee, who have been practising for years and have the techniques down to a tee. The strength, power and control they demonstrated was inspiring. But while each student is continually aiming to improve his or her abilities, Arun insisted that the Art Form is not simply about achieving grades.“It’s about the journey and improving self confidence by understanding our body and learning how to control it,” he explained. “We never stop learning and one of the key components of our teaching is to keep calm, be positive and to reduce stress in our everyday life.” Tetsudo can offer profound benefits to everyone, regardless of age, gender or fitness level. harity starts at home and nothing supports this belief better than the Sheffield Wednesday Community Programme. Set up in 1986, the programme raises money for many local causes and projects, as well as a few other national charities. Whilst you can’t always see where your money goes when you donate to big-name national and overseas charities, it’s clear to see how the money raised by the programme benefits the local community. The Sheffield and South Yorkshire charities the programme supports include St Luke’s Hospice, Bluebell Wood Children’s Hospice and Weston Park hospital, whilst their numerous social projects aim to give deprived young people living in the S5 and

S6 area opportunities they might not otherwise get. This includes everything from helping post-year-11 students find a career path through their BTEC and Foundation courses, to educating local young people about sexual health and tackling obesity. The football club's charitable arm has been established to support the development of cohesive communities around South Yorkshire. They have a strong ethos and the four key aims they continually work towards are participation, social inclusion, health and wellbeing, and education. Former Sheffield Wednesday player John Pearson is the Charity Events Co-ordinator for the programme. John has a life-long

commitment to the club, having signed for Wednesday when we was 15, starting an apprenticeship when he was 17 and going on to a successful professional career at Wednesday and other clubs. His various roles at Hillsborough since he retired from playing have included first getting involved in charity events six years ago. Nowadays John has a packed schedule, having returned to events in October 2014, as well as regularly doing radio commentary for away games, working at the ground for home match days and running the over-50s Walking Football club every Tuesday afternoon. The five-a-side club, which takes place at the Concord Sports Centre, is proving very popular and is another project that would not be possible without the support of the programme. Despite joking that seven days isn’t enough to pack anything into his week, John says his job now is a very rewarding experience, “Every day is different. I work with some fantastic people for some great causes so its win-win. We have held many successful events and the support I’ve had from everyone has been unbelievable.” Past sold-out charity events include a Glitz and Glamour evening in conjunction with Unity Law held in February, which included a three-course meal and live music from Paul Pashley (who Wayne Rooney booked to perform at his wedding) and a Class of ’05 reunion event in March in Hillsborough’s 1867 Lounge, which celebrated the year the SWFC team were promoted with a two-course meal, a casino and a Q&A with the players. The Glitz and Glamour evening raised over £5,000 and was such a success that John is currently organising a similar event in October. The Night’s Bond, James Bond will be taking place on Saturday 10 October at the 1867 Lounge and will be raising funds for the Sheffield Wednesday Disability Programme supported by Unity Law and Centerplate UK.

Knock-out effort for St Luke’s Staff at Sheffield bakery Fletchers raised more than £2,000 for St Luke’s Hospice when they took part in an It’s a Knockout contest at the Cleethorpes Meridian Park. A team of ten from the Wadsley Bridge bakery completed the day’s crazy challenges, as well as holding a raffle and receiving sponsorship from a host of other companies. Businesses who supported the team included Mach Recruitment, Eriks Industrial Services, Sewards Refrigeration, Lilleker Bros, Appro Construction and Dorlec. Church holds open day St Nicholas’ Church in High Bradfield is opening its doors for an English Heritage Open Day on Saturday 12 September from 10.30 am until 4pm. Chianna to compete for Miss Teen Britain title

Congratulations to Chianna Tilly-Anna Coogan who will be competing in the Miss Teen Great Britain 2015 beauty pageant next month. Chianna, 17 from Loxley bagged the title of Miss Teen Sheffield earlier this year and is thrilled to be representing the city in the grand final taking place in Blackpool on 26 and 27 October. The winner of Miss Teen Great Britain will receive an impressive prize including £1,000 cash and £500 to spend at The Dress Studio. "I'd just like to say thank you to all the people who have supported me,” she said. “I am going to do as much as possible to use my title for good by raising money for charities and helping out my local community. Hopefully I will become a role model for younger girls." Chianna's charity work includes volunteering at Loxley Pavilion Child Care, bagpacking at supermarkets with her brother and his football team Wisewood Juniors FC, and helping a local mum with a child who suffers from a number of illnesses including cerebral palsy, brain damage, chronic lung disease, West syndrome epilepsy and learning difficulties. She is also currently fundraising for charity Together for Short Lives. Chianna Tilly-Anna is also a member of Stage Coach Performing Theatre & Arts and has aided children during performances, as well as performing in many charity shows at the Lyceum and Her Majesty's Theatre in London. Joe appeals for pub’s history

Local historian Joe Castle is currently compiling a short history of The Plough in Low Bradfield and is appealing to the public for information. The Plough, which was originally a farm, can be traced back as far as the early-19th century. Regulars at the pub have been an excellent source of information, but Joe is still trying to gather information about the pub’s early years. Joe, 90, from Crosspool has already published a pamphlet on The Plough’s sister pub, The Old Horns in High Bradfield, as well as A Look at Life in Bradfield Dale and the Surrounding Area (which has just been reprinted for the fifth time), and Roads to Worrall. All proceeds from the pamphlets go to charities that work towards cures for leukaemia and heart-related illnesses.
