In the event of delinquency in the payment of said fees, the Dearborn County Regional Sewer District shall certify to the County Auditor a list of the delinquent owner or owners of each and every parcel of real estate or building involved, and a de scription of the premises, and the Auditor will record the same in the office of the County Recorder.
