ISTEP+ scores up statewide across the board

The Indiana Department of Education released statewide and local 2014 ISTEP+ scores Monday, Aug. 4. The data show increased scores throughout subject areas at the statewide level. Specifically, 80.7 percent of Indiana students passed the English/Language Arts portion of the test, up from 79.5 percent in 2013. In Math, 83.5 percent passed, up from 83.0 percent in 2013. Finally, 74.7 percent of Indiana students passed both English/ Language Arts and Math, up from 73.7 percent last year. In response to these results, Indiana Superintendent of Public Instruction Glenda Ritz issued the following statement: “This year, we saw yet another increase in student performance indicated through ISTEP. These increased scores are just one sign of the great learning that is happening in Indiana Schools.”

Street work underway in Moores Hill

Work on repaving Manchester and Moore streets in Moores Hill was to start Monday, Aug. 4, after the town council and Globe Asphalt Paving Inc. reached an agreement in writing, said Moores Hill Clerk-treasurer Guinevere Emery. Globe Asphalt agreed to reapply the Seal Master Liquid Road product to the two streets pursuant to Seal Master manufacture specifications, including equipment used and temperature, she said. The agreement resulted from a special town council meeting Thursday, July 31, with Globe Asphalt representatives. Maps provided to the town outline five phases for the project. Emery said the work will start at the Moores Hill Elementary School on Main St and head toward the Moores Hill Post Office. The second phase will include Manchester Street between Main Street and Ind. 350; and the third phase will continue along Main Street from the Main and Manchester streets intersection toward Ind. 350. Only portions of each street will be done at a time, with concrete barriers to prevent traffic on the treated sections for a full 24 hours. Globe Asphalt is to provide both barriers and safety signage, said Emery. The areas to receive two applications due to severely worn or bare pavement were to be identified by town officials, with the other areas to receive just one coat, said Emery. OBITUARIES Reuben Smith

Reuben John Smith, 71, of Rising Sun, Ind., passed away at 2:21 p.m. Wednesday, July 30, 2014, at Dearborn County Hospital in Lawrenceburg, Ind. John was born in Cincinnati, Ohio, Oct. 1, 1942, a son of the late Ina Alma (Buster) and John A. Smith. John was married to Mary Ellen Brewington and was blessed with four children. Mary Ellen passed Reuben away Feb. Smith 23, 1979. On Jan. 22, 1982, he married Rebecca “Becky” Lane and his family grew with the addition of two stepchildren. He retired from Cincinnati Milacron where he worked as a tool designer. John was also a farmer. He loved working outside and enjoyed trips to Lake Cumberland. John was a Kentucky Colonel and a former member of the Ohio County Soil & Water Conservation Board. He was also a member of the Rising Sun Church of Christ. John was a loving husband, dad, grandpa, brother and friend and will be deeply missed. In addition to his loving wife Becky, John is also survived by two daughters, Kristin Noelle Kinnett, of Florence, Ky., and Holly Elizabeth Smith, of Ft. Mitchell, Ky.; two sons, John David Smith, of Rising Sun, Ind., and Jeffrey Todd Smith, of Rising Sun, Ind.; two stepsons Troy Shawn Edwards, of Rising Sun, Ind., and Terrance Anthony Edwards, of Cincinnati, Ohio; a brother, Fred R. Smith, of Rising Sun, Ind.; by grandchildren, Emily Ellen Thomas, Jeffrey Reuben Smith, Elijah Harold Smith, Brooke Elizabeth Smith, Cody Allen Smith, and Matthew Oliver Kinnett. He is also survived by extended family, Maki Harrison, James Morgan, Doug Brown and Ginger Love, and by many other cherished family members and friends. Funeral services were Monday, Aug, 4, at the Markland Funeral Home in Rising Sun, Ind., with Br. Greg Matthew officiating. Friends were invited to call Sunday, Aug. 3, at Markland Funeral Home. Burial was at Forest Hill Cemetery in Moores Hill, Ind. Memorial donations may

Delmar Andrews Delmar Lee Andrews, 88, of Wisconsin formerly of Mount Pleasant, Ind., passed Wednesday, July 30, 2014. He is survived by his brother, Bill Andrews, and sister, Nadine Fondong, both of Mt. Pleasant. He was preceded in death by his sibl i n g s , L o u i s Andrews, Louella Dixon, Helen Davis, Elma Deck, Marie Clark, Eldon Andrews, and his close friend, Wilma Moses. Delmar Lee was a member of the U.S. Marine Corps and fought in World War II. He was present at the battle of Iwo Jima. Bruce Metzler

Bruce C. “Rooster” Metzler Sr., age 60 of Harrison, Ohio, passed away Wednesday, July 30, 2014, at his home. He was born on April 15, 1954, in Batesville, Ind., and was the son of Raymond C. and Dorothy Edith (Kaiser) Metzler. The 1972 graduate of Elder High School and member of St. John the Baptist church, and worked for the City of Harrison Water Works for 30+ years. Multiple crashes result in hospital trips G’dale: County needs Submitted A Interstate 74 crash Friday, Aug. 1, resulted in the driver being ejected. According to Trooper Travis Cook, just after 4:30 p.m. a 1999 Chevrolet 1500 pickup truck driven by 21-year-old Jacob H. Easterbrook of Indianapolis was westbound on I-74 near the 147.5 mile marker. Easterbrook told Cook he was behind a semi as he started to pass the semi, the semi started a lane change. Easterbrook locked his brakes and skidded off the roadway where he struck a guardrail face. Easterbrook, who wasn’t restrained, was ejected after impact. Easterbrook was flown to University Hospital in Cincinnati as a precautionary measure where he was treated for a fractured tibia and later released. The debris that resulted from Easterbrook’s crash led to a secondary crash when an eastbound 2003 Infinity driven by Mohamad Saleh (age and address unknown) when debris stuck his vehicle. Saleh was not injured and his vehicle suffered only minor damage. Cook believes speed and possible use of illegal drugs contributed to the crash. Blood test results are pending. Cook was assisted at the scene by Tpr. Jamey Sperle, Batesville Police Department, Batesville Fire Department, and Batesville EMS.

ly after 11 a.m. a 2007 Chevrolet Malibu driven by Robert L. Brown, 53, of Indianapolis had just exited eastbound I-74 at Ind. 101 (Exit 156). At the top of the ramp he failed to yield to a southbound 2003 Chevrolet Silverado pickup truck driven by Johnny R. Norman, 71, of Batesville. As the Malibu pulled out onto Ind. 101 it was struck broadside by the Silverado. After impact the Malibu skidded down the embankment on the southeast side of the interchange. The passenger in the Malibu, Angela D. Brown, 46, also of Indianapolis had to be extricated from the vehicle and was airlifted to University Hospital in Cincinnati with what is believed to be non-life threatening injuries. Robert Brown and Johnny Norman suffered minor abrasions. Brown was cited for Failure to Yield at a Through Roadway. Bullock was assisted at the scene by Ripley County Sheriff’s Department, Sunman Fire Department, Sunman EMS, U.C. Air Care.

By Chris McHenry Contributor Homeowners at the northeast portion of Georgetown Ridge, whose septic systems are failing, will have to wait for action by the Dearborn County Regional Sewer District for service. Greendale Board of Works has denied permission for Valley Rural Utilities Company to expand into that area. VRUC is under contract with Greendale to send its effluent through Greendale facilities to the South Dearborn Regional Sewer District, and has a set limit to the area it is permitted to service. Only homes within 300 feet of the boundary will be allowed to hook onto the existing sewer. Greendale City Manager Steve Lampert recommended that permission be denied to serve additional areas, since ultimately the cost for treatment would fall on Greendale residents. “Greendale residents have paid their fair share (of treatment),” he said. “I don’t want to put it on their backs to supply the county with service. The cost needs to be borne by county residents.” Problems with some septic

LEON- The Indiana Department of Transportation plans to close Ind. 46 at its bridge over Interstate 74 on or after Monday, Aug. 11. A detour utilizing I-74, Ind. 1 and Ind. 101 will route traffic around the Ind. 46 closure, located west of St. Leon, until bridge demolition and reconstruction are completed in approximately three and a half months. Duncan Robertson, Inc., of Franklin is the state’s contractor for a $2.1 million Seymour District bridge project which includes replacing the Ind. 46 bridge’s aging superstructure. Steel beams will be used in place of existing concrete beams. Piers will be repaired. New bridge approaches will be built. Every school year the Indiana State Police receives numerous complaints about school bus stop arm violations from school corporations around the state. The Indiana Department of Education surveys school corporations annually for stop arm violations on one given day, and reports those numbers to the National Association of State Directors for Pupil Transportation Services. In 1999, there were 932 stop arm violations on one day in September. This year, on April 29, there were 2,577 stop arm violations reported in the state. There are just over 16,000 school buses on the road in Indiana, and according to the yearly statistics, as the number of school buses on the road has increased, so has the number of school bus stop arm violations. Remember, when approaching a school bus, from any direction, which is stopped with its flashing red lights activated and its stop arm extended, motorists are required to STOP, even on multiple lane highways. Motorists who are on a highway that is divided by a barri-

er or unimproved median are required to stop only if they are traveling the same direction as the school bus. If there is no unimproved median or barrier, then all lanes in all directions must stop. The Board of Works approved supplying sewer service to a new Dearborn County Hospital Clinic to be built on State Line Road in Hidden Valley because the terrain makes it prohibitive for it to be attached to VRUC. It is located directly across State Line Road from an existing Greendale sewer line. Lampert reported that Bucher Excavating has completed an 80-foot section of work at the former landfill, and is expected to finish a second 200-foot installation this week. The work, mandated by the Indiana Department of Environmental Management, involves wind vanes, piping and plastic barriers to ameliorate methane gas still percolating from under ground. Lampert said once the work is complete, IDEM will conduct three monthly tests of the area and if there is no further methane the landfill can be officially closed and used for other purposes. The city has been trying to get permission for official closure for about 20 years.

Scott Williams, 27, Miamitown has been indicted by a Hamilton County Court of Common Pleas grand jury for charges associated with the death of Jena Nicole Higgins. On Thursday, July 24, Williams was indicted for two counts of aggravated vehicular homicide and one count of failure to stop after an accident. More than a month ago, on June 16, Higgins, the 29-year-old mother of four, was found abandoned in the wreckage of Williams’ car on Kilby Road. The night before, Willams had been drinking and was driving with a blood alcohol content of 0.121, said police. Hitting at least 90 in a 35 mile per hour speed zone,

Williams lost control of his car and crashed into two trees and then a utility pole, police charged. T h e c r a s h killed Higgins who was in the passenger seat. SOS for Aurora: sinking casino cash and white elephants To the tax paying citizens of Aurora: The subject of the pool closing permanently has recently come up at the council meeting. I would like to comment about this and a couple of the other “white elephants” we taxpayers support. The pool, after school starts, should be open on weekends and closed permanently after Labor Day weekend. The cost of repairs have, and will, be expensive and probably never repairs completely. These repairs will only increase as the pool ages. I doubt if this pool has ever broke even and loses money every year. This year’s threemonth loss was $39,000. We need to

“bite the bullet” and close the pool and stay out of the business entirely. The next “white elephant” is the ARC, its history is like this: It was Aurora High School (city owned). Taken by SD school corporation. Given back to Aurora after new school was built. Given to the Cincinnati YMCA for $1. Then “bought” back for $100,000 plus some restrictions and now loses $80,000 a year. What a history. Close it or sell it. The next “white elephant” is a big one. The Aurora soccer field was bought with “found money.” It was found by the mayor and his clerktreasurer after telling the utility workers that Aurora was broke and had no money. There has been a lot of money spent

on this project, with a lot of grants and gifts. We were so poor, we could not pay $500 for the sign and got a grant from Lawrenceburg for this and a watering system. There are a lot of other expenses that are unknown. I think it would be a real “jolt” to know how much it is used versus the monthly downtime. Please, Mr. Mayor, don’t find anymore money as I don’t think our economy could handle it, also, don’t lose Lawrenceburg’s phone number. I was first against the hiring of a city manager, but after reading the last Journal-Press (7-29), I thought anything is worth a try, maybe he or she can penetrate the spend, spend mindset of this administration. Both were approved unanimously and sent to the Bureau of Motor Vehicles (BMV) for further consideration. Since the committee is part of the legislative branch, and the BMV is part of the executive branch, the BMV is not required to approve the applications that the committee recommends to ensure separation of power remains strong. However, the BMV cannot grant a plate to an organization that has not first been heard by the committee. Most committees will conclude their work by the end of October, and throughout the coming months, we will continue to review more plate applications as well as take on other topics. The work that is completed during the interim is just as vital as the legislative session, and I look forward to seeing what we are able to accomplish as we continue to work for a better Indiana. But there’s another reason incumbents keep getting re-elected that’s also worth considering: voters — that’s you and me. Most Americans don’t vote, which means that a U.S. senator or representative might be elected by only 20 percent of the eligible voters. And those who do vote often cast their ballots for narrow or unusual reasons. They like the way they got treated by the incumbent’s staff, or they shook his or her hand at a county fair, or they like his or her stand on a particular social or economic issue, or perhaps they just recognize the name. Whatever the case, they don’t look at an incumbent’s entire record: votes on a cross-section of vital issues; willingness to work with members of different ideologies and backgrounds; ability to explain Washington back home and represent home in Washington; skill at forging consensus on tough policy challenges. It’s really no mystery that incumbent members get re-elected. Their advantages are baked into the system. Lee Hamilton is Director of the Center on Congress at Indiana University. Aurora Lions scholarship golf Aug. 16 AURORA – The fourth annual Aurora Lions/South Dearborn Dollars for Scholars Scholarship Golf Outing is Saturday, Aug. 16, at Dearborn Country Club. About 200 golfers are expected to participate in the event, which features separate morning and afternoon shotgun starts. The 18-hole, four-person scramble tournament features a closest to the pin and longest drive contest. The event is split into morning and afternoon rounds with three divisions: men, women and mixed. Door prizes, raffle prizes and silent auction items will be included in the program. Sponsorship opportunities are available, including: hole sponsors ($50, $100 or $200) and tournament sponsors ($500). Entry fees are $200 (women & mixed) or $240 (men) and cover cart, bag drop, goodie bags, food and non-alcoholic beverages. The golf course will have a beer cart available, Entry fee discounts are available for hole sponsors. Aurora Lions Club was founded in 1947 and is part of the largest service club in the world. Since 2002, it has donated over $585,000 to local projects. South Dearborn Dollars for Scholars is an all-volunteer local chapter of a national organization, Scholarship America. Stuarts challenge runners in three weekend races

AURORA – Stuart Road Racing LLC, official timer of the Southeast Indiana Racing Circuit summer 5K series – as well a numerous road racing, cross country and track and field events throughout the year – has issued a challenge. The Stuart family's electronic chip-timing service is scheduled to work three races this coming weekend, Aug. 8 and 9. There's the You Can Run But You Can't Hide 7K Run (or 4K Walk) cross country night race in Madison this Friday, Aug. 8, starting at 9 p.m. at Sunrise Municipal Golf Course. Andi resets record in Knight Flight 5K 187 finishers in 12th Aurora SIRC-it event

Staff Report AURORA – Records fell for a third consecutive year in another fast Knight Flight 5K Run/Walk Saturday morning in downtown Aurora. The fourth leg of the 2014 Southeast Indiana Racing Circuit series, the 12th annual Knight Flight drew a strong turnout of 154 runners – split equally, with 77 male and 77 female finishers – and 33 race walkers, with perfect cool, partly cloudy conditions for its 8:30 a.m. start at the corner of Third and Main Streets. West Harrison's Lisa Andi, 32, shattered her own women's course record of a year ago (19:03) by a full 26 seconds. Andi completed the 3.1mile downtown/riverfront course in a time of 18:37. The repeat women's overall champion's effort was good for fifth place overall. With a win in next weekend's Bulldog Chase 5K at Batesville, the fifth and final SIRC-it event, Andi could match her 2013 SIRCit series performance with a fourth win this year. Aurora's own Joe Rector, 18, could do the same with a win at Batesville. Leary wins 2nd in row in BOSS sprint feature Staff Report LAWRENCEBURG – Defending Lawrenceburg Speedway sprint car points champion CJ Leary picked up his second-straight win in Saturday night’s combined Lawrenceburg Chevrolet and Buckeye Outlaw Sprint Series feature. A total of 35 BOSS Series cars were on hand to compete in the first annual Jason Soudrette Memorial feature. The 25-lap A-main paid tribute to Soudrette, a former sprint car driver who competed regularly at both Lawrenceburg and in the BOSS Series. Greenfield’s Leary, driving the No. 30 car, started on the pole and jumped out to the early lead, with BOSS regular Brandon Spithaler, of Pennsylvania, securing second spot. Columbus, Ind., veteran Joss Moffatt and Indy’s Jarret Andretti raced hard at the front, along with current track points leader Shawn Westerfeld, driver of the No. 89 car from Guilford. Moffatt, in the No. 5J machine, eventually ran down Spithaler to take over second position and, for a few laps, appeared to be running faster than Leary’s No. 30. Caution flags that followed seemed to sap Moffatt’s momentum, however. Leary never did surrender the lead for all 25 laps. Taking advantage of several restarts along the way, Andrew Corbin of Independence, Ky., tried to make moves underneath Schornick’s No. 23 car, but couldn’t make it work. Batavia’s Adam Stricker ran a strong third in the No. 68 car. He was followed to the finish by Covington’s Pete Holt. Cincinnati driver Ryan Bross rebounded from a firstlap wreck all the way back to finish fifth. Mods heat race winners Saturday were Schornick, Aurora’s Kris Williamson and Andrew Corbin. Gordon's appeal of transfer ruling set for Aug. 19 Staff Report INDIANAPOLIS – Appeal of Indianapolis high school basketball star Eron Gordon's ineligibility for the upcoming season is set for Tuesday, Aug. 19. The Indiana High School Athletic Association ruled Cathedral's Eron Gordon ineligible after his transfer from North Central to Indianapolis Cathedral. Despite approval by administrators at both schools, IHSAA commissioner Bobby Cox said the situation demanded further investigation. Cox added that principals and athletic directors aren't actually “signing off” on a transfer, but are making a recommendation to the IHSAA.

“We believe it's as blatant of an athletic transfer as there's ever been,” Cox said. “I don't know the motivation behind the schools recommending what they did. But it's not what we discovered in making this ruling.” Cox said that the circumstances that led to the IHSAA's ruling are extremely rare, but not unprecedented. Principals from both schools submitted paperwork to the IHSAA, recommending full waiver eligibility under IHSAA Rule 17-8.5, which covers a transfer without corresponding address change. The transfer form reads, in part, that “there is no athletic related motive surrounding the transfer.” Of the 4,254 transfers pro-

cessed by the IHSAA for the 2013-14 school year, 3,612 athletes (84.9 percent) were granted full eligibility. Another 326 (7.66 percent) were granted limited eligibility, meaning they were unable to participate in varsity sports for a 365-day period from their most recent game at their previous school. Gordon's family has appealed the decision. Eron is the youngest brother of Eric Jr., the 2007 Mr. Basketball and current NBA player. Another brother, Evan Gordon, is a former Arizona State and Indiana guard. Eron Gordon has received scholarship offers from IU, Purdue, Arizona State and Nebraska. He averaged 14.7 points and 4.4 rebounds as a sophomore.

But the town withheld the remaining $59,495 because the product cracked and wore in many areas, possibly due to low temperatures when it was applied. Globe also agreed to provide Moores Hill with a commercial certificate of general liability naming the town as an additional insured, said Emery. The liquid road will have a two-year warranty from the date of completion. The agreement calls for the work to end no later than Monday, Aug. 25. Meanwhile, town officials are asking residents to remove all vehicles within the designated phase area for 24 hours following notice, said Emery. Next phase of U.S. 50 ramp work begins in Greendale

Phase II of Indiana Department of Transportation’s project to repair and resurface the on/off ramps connecting U.S. Highway 50 with Interstate 275 east of Lawrenceburg will get underway

this week. Traffic will be shifted from one side of the ramps to the other on Monday or Tuesday—weather permitting. Eleven foot width restrictions will continue to be

enforced. Duncan Robertson Inc., the state’s contractor, is making needed concrete repairs to the U.S. 50 Connector ramps located 1.27 miles north of the Indiana-

Oxbow Inc. and Oxbow of Indiana, Inc. (”Oxbow”) are the owners of property located in the area com monly known as Horse shoe Bottoms, Lawrenceburg Township, Dearborn County, Indiana. Most of Oxbowʼs land is located between I-275 to US 50 exit ramp, the CSX tracks, and the levee along US 50 and the Argosy entrance road. Oxbow also owns land immediately west of I-275 between the CSX tracks and the Ohio River, as well as land east of I-275 between the CSX tracks, the Ohio River, and the state line. Maps of Oxbowʼs properties are available on our website at www.oxbowinc.org. Oxbow,Ind. land is a wildlife sanctuary. Hunting, trapping, discharge of firearms, and the shooting of arrows is prohibited except in certain designated areas and only with the written permission of Oxbow. ATVʼs may not be operated on Oxbow property at any time. Operating other motorized vehicles (except for the purpose of ap proved farming and land management operations) off clearly established roads or on a road in any manner contributing to the need to repair the road is prohibited. Those who operate a motor vehicle on Oxbow property do so at their own risk, and are advised that the dirt roads may be impassable when wet. Under no circum stances will Oxbow be responsible for damage to a vehicle or injury to its occupants. Bank fishing only with appropriate license is al lowed and is monitored by conservation officers. Camping, bonfires, and overnight parking are prohibited. Swimming in streams, lakes and other watercourses is strictly prohibited, as are motorized watercraft of any sort. Removing, destroying or disturbing wildlife and plants, or farm crops with out express written consent of Oxbow is prohibited. Oxbow property is regularly patrolled by law enforcement officers who have been instructed to prosecute all violators. Activities such as bird watching, hiking and the activities not expressly prohibited by these rules or state law may be done at ones own risk. Oxbow is not responsible for any injuries occurring on the property for those wishing to visit.
