THE STRATEGIC PLANNING PROCESS The project development partners within the strategic development process established joint transfrontier strategic planning committee by inviting 30 community leaders - representatives of local authorities, businesses and community counterparts. The activity on strategy elaboration included joint strategic planning committee meetings, work of sub-committees, expert work, business attitude survey, public presentations and discussions

The strategic development plan was elaborated in August 2012 - June 2014 within the project ‘Local Development and Preconditions for Border Pass Opening and Motorway Construction across the Ukrainian-Romanian State Border in Shybene, Verkhovyna District, Ivano-Frankivsk region of Ukraine and Poienile-de-Sub- Munte, Maramures county of Romania’, implemented by the Agency for Private Initiative Development in partnership with IvanoFrankivsk Regional State Administration, Verkhovyna District Council and Tourist Association of IvanoFrankivsk Region (Ukraine) and Poienile-de-Sub-Munte Local Council and Ivan Krevan Local Development Association (Romania).

The Verkhovyna District and the Ruscova Valley – is highly developed sport, tourism and recreation centres of the Eastern Europe with unique nature and culture: mountain landscapes, biodiversity, traditional agricultural and artisan practices, Hutsul culture that generate income and create a sense of pride and dignity for local residents The Verkhovyna District and the Ruscova Valley are the regions with the unique past and joint way to the future

CHILDREN AND YOUTH IN THE TRADITIONAL CULTURAL ENVIRONMENT
Both transfrontier territories are geographically isolated, located far from transport corridors, international and national highways, as well as railways. Therefore it is of strategic importance to the territories development to improve their transport accessibility that should be combined with the development of information technologies that in this case will compensate geographic isolation and lagging behind local infrastructure.
Priority sectors for local economic development are tourism, artisan and local traditional activities, agriculture, pharmacy and balneology, based on natural ingredients.
The Strategic Development Plan envisions shaping of opportunities for quality pre-school, general secondary, extra-curricular, vocational and higher education, which will sustain further fulfilment of youth in the targeted territories. Defined objectives within this strategic direction focus on delivering appropriate personnel and logistical support for education. Another component is to promote young families and personal fulfilment of young people by establishing social networks.
Local infrastructure development should encompass nature conservation, taking into account the crucial importance of preserving the ecological balance for sustainable development of the targeted territories.
Tourism is one of the distinguished economic sectors of the target territories on which the local overall economy and welfare depend. Significant potential for tourism development on the target territories is stipulated by natural resources, numerous opportunities for exciting and learning holiday vacations with relatively insignificant impact of human activities on the environment. Under these conditions, tourism can become a sector that supports the development of other economic sectors. Activities of Strategic Development Plan are aimed at consolidating existing and creating new reasons (attractions) for tourists to come, stay (accommodation) and thus spend in the targeted territories.

The traditional handicrafts and agriculture are other important economic sectors which favourably position the target areas on domestic and foreign markets. The development of these sectors is associated with technology preservation, training of artisans and markets’ expansion. The potential for pharmaceutical and balneological sectors taking into account the resource base is significant. Considering the density of the targeted territories and limited sectoral focus of the local economy, Strategic Development Plan anticipates the development and implementation of a single brand for transfrontier area to promote various products and services produced and provided by local businesses.

The upbringing linked to local traditions is a critical factor for children and youth fulfilment. The Strategic Development Plan anticipates the establishment of necessary preconditions for healthy and quality lifestyle as an integral component of the fulfilled life of children and young people.

The Strategic Development Plan was approved by Verkhovyna District Council on 19.06.2014 and by Agreement on transfrontier cooperation between Verkhovyna District Council and Ruscova Valley communities signed on 23.06.2014. The Strategic Development Plan implementation will be managed by the Committee established by local authorities of the targeted territories as a joint transfrontier advisory body. The Committee will be composed of two sub-committees of Verkhovyna District and Ruscova Valley each consisting of representatives of local state authorities, civic society and businesses.

The Committee will prepare and submit annual analytical report on the implementation progress of the Strategic Development Plan to the local authorities, as well as conduct its public presentation and public hearings. The Committee will monitor the relevance of the Strategic Development Plan. If the need for update, modification or clarification of the Plan’s goals and objectives is identified, the Committee will submit corresponding changes.
