VICTORIA PROPOSES NEW RENTAL LAWS
As a First Home Buyer, you might be closer to affording a home than you thought.
Although property prices seem impossibly high, there’s more state and federal government assistance now than ever before.

First Home Guarantee
(formerly first home loan deposit scheme) – VIC 5% min deposit. Purchase price capped at $800,000 (Capital City/Regional Centre) and $650,000 (Rest of State)
First Home Super Saver Scheme – VIC
Salary sacrifice up to $15,000 per financial year up to a total of $50,000 across all years.
First Home Owners Grant – VIC
$10,000 when you buy or build a new home valued up to $750,000
Stamp Duty Concessions, Waivers and Other Initiatives – VIC
First Home Buyer Duty Exemption/Reduction
Dutiable value must not exceed $600,000 for exemption. Concession on homes between $600,000 and $750,000.
Off The Plan Concession First Home Buyers receive a duty concession. Dutiable value is the contract price minus the construction/refurbishment costs on or after the contract date.
Principal Place of Residence Duty Concession
The dutiable value must be more than $130,000 but not exceed $550,000.
Homebuyer Fund If you have a 5% deposit, the Victorian Government could contribute up to 25% of the purchase price in exchange for an equivalent share in the property.

In the past few months, the Victorian state government began consultation on expanding rental standards. The proposed changes were open for consultation until July 1, with a decision set to be made by October 2024.
In addition to the current 14 Minimum Standards, the proposed changes will obligate rental providers to meet minimum requirements for ceiling insulation, draught sealing and replace hot water and heating systems with energy-efficient electric appliances. Furthermore, there is a focus on minimum heating and cooling standards. The aim here is to further improve the quality of renter’s safety and comfort and lower energy bills.
The Victorian Governments proposal is to introduce these minimum rental standards from 30 October 2025.
There is a question as to whether the new minimum standards could prompt rental providers to withdraw properties from the market,
further limiting supply in the current housing crisis and impacting affordability.
Under the proposed changes, rental providers, will need to:
• Ensure their property meets a minimum requirement for ceiling insulation where there is no ceiling insulation already installed
• Have draught sealing, including weather seals on all external doors
• Replace hot water and heating systems with energy-efficient electric appliances when their current appliance reaches the end of life
• Introduce a 3-star cooling rating for systems in the main living area
• Introduce 4-star shower heads in all showers
• Ensure blind cord anchors are fitted
New standards will be phased in, with compliance commencing from 30 October 2025.
