I have been laid a little low this month and sympathy has been in pretty short supply, but this is only what I have come to expect. I went to the hospital, wheezed a bit as the doctor told me to take deep breaths and before I knew it I had five different lots of

tablets to cover just about every disease known to mankind and probably one or two we’re still not certain about. And my wallet was lighter by more than Bt3,000. Silly me for going to the hospital in the first place, I guess. I’ve been here long enough to know better. But don’t worry. I don’t intend to spoil your cornflakes, coffee or whatever else you have to hand while you read this by going into too much detail about my symptoms. I think I caught flu. Though quite where a cold leaves off and flu takes over remains a mystery to me. I started to feel unwell at the party to launch Heights Holdings’ new showroom complex on Jomtien Second Road.
I mention this not because I feel I picked up the bug there but because I left a very good party early which probably came as quite a shock to the friends I met while there. “Buckley going missing when there’s free food and booze to be had? He must be unwell,” was probably their reaction – and how right they would have been! Since no sooner do I mention this ailment to someone than they immediately insist on listing all the other folk they know who have been beset by the same problem. I know misery likes company but somehow being aware that several other friends and acquaintances are similarly blighted does little to lift my spirits. This might sound a little perverse to say this but having a cold or flu always seems worse when experienced in a hot country. Give me a cold in the UK and I can retire to bed, down copious hot drinks, turn up the central heating and sweat it out. Here I scurry from one air-conditioned environment to another trying to stay cool. A runny nose and a nice hot, sunny day just don’t go together. Why am I wittering on about this? Is nothing happening in the world of property more worthy of comment? Well, the answer, probably is “yes”, but I just haven’t felt fit enough to get out and about and discover what’s new. So if you feel that the magazine could – and should – be saying more about a particular subject please let me know what juicy bits of gossip I’ve missed and I’ll try to include them in the March issue. I should be over this “needs five lots of tablets” ailment by then, shouldn’t I?

Heights Holdings open giant new showroom in Jomtien Heights Holdings have opened a new showroom and sales office at the junction of Soi 17 at Jomtien Second Road for three of their best-selling projects under the Laguna Beach Resort brand. The opening day was attended by many local companies and individuals who saw the various showrooms and styles available. Laguna Beach Resort Jomtien comprises three buildings surrounding a 1,300 sqm tropical lagoon pool. A spokesman said: “It is one of the hottestselling developments that Pattaya has ever seen. Situated just 600 metres from Jomtien Beach, the project now stands at more than 90 per cent sold since launching in July 2011 and construction is now well underway.” Laguna Beach Resort 2 followed the winning formula of Laguna Beach Resort Jomtien but on a larger scale. Raimon Land make start on Unixx Raimon Land have awarded the piling contract for Unixx South Pattaya to Pylon PLC, one of the country’s top names in the field of foundation engineering. This marks the second project between Raimon Land and Pylon, following their collaboration on 185 Rajadamri in the heart of Bangkok. Piling works began on the Pattaya site in December and will be completed in the first quarter of this year. The Sky is not the limit– in fact it’s just the start

atrix are changing direction by opting to build a 30-storey high-rise 500 yards inland from the beach in Jomtien, called The Sky. The company were trailblazers with their low cost, lowrise resort-style condominiums in the Jomtien area. The groundbreaking Bt1m a unit Park Lane project was built before the section of the new Jomtien Second Road between Hanuman Statue and Soi Chaiyapruk had even been completed. “Now that part of the road is ready the whole area is buzzing and there is no shortage of other developers keen to follow our lead,” said Matrix sales manager Patrick Shinnors. “We felt we needed to move away from resort-style and do something different there to stay one step ahead of the rest.” 14•REm•Issue 141•02/2013
As you will note on the facing page and front cover The Sky will have a distinctive design motif which the company describes as “bionic”. Certainly the design will stand out on the skyline in an area where high rises look to be in the ascendancy, pun intended! Not the first The Sky project in Soi Wat Boon is not Matrix’s first high rise – on Pratumnak The View is virtually complete and piling at The Vision is also done. But it does represent a change of strategy in relation to the Jomtien area where the company also has two other low rises ... Paradise Park and the Amazon in addition to Park Lane. “We can’t stand still,” said Patrick. “We believe we are heading in the right direction with The Sky and it will match our big successes in the area.”
Buyers in The Sky will have no shortage of options with 10 different types of unit within the 293 total. These range from studios to three-bedrooms with sizes from 24.2 to 96.2 sqm. All units are offered fully furnished. There will be three levels of car parking and things start to get more interesting on the next floor up where there will be a children’s area plus a cinema theatre showing kids films during the day and blockbusters and classics for parents in the evening. Higher up on the 24th floor owners will have a pool, a gym and a restaurant. Soft launch The Sky is in soft launch mode at present; not fully released – even so more than 30 units have already been sold. Prices average around Bt65,000 per sqm with Bt100,000 for a high floor.
Currently a studio can be bought for Bt1.09m. A 42 sqm one-bedroom unit is available for Bt1.9m and a three-bedroom 84 sqm apartment on a high floor has an asking price of Bt8.39m. “In term of room designs they are similar in concept to what we are doing at City Center Residence,” said Patrick. “Each unit is fully furnished to the highest standard, featuring Euro-style kitchens fitted with quality appliances, superb entertainment systems and builtin closets, shelving and beds. Open layouts and floor-to-ceiling windows allow for an abundance of natural light and air, ensuring maximum comfort. “The building will be in an L-shape and most of the outside units will enjoy uninterrupted sea views. “Security features include a 24-hour concierge, reception,
manned entry booths and onground guard service, CCTV and hi-tech keycard entry system.” In addition the project will have on-demand maid and laundry services and a secure car park. Matrix feel that The Sky will appeal to everyone from singles, to families and retirees. Dramatic changes “The area has changed dramatically since Second Road opened. Shops, restaurants and other amenities are springing up in direct relation to the numbers of condominium projects planned for the area. Get in early to gain reasonable prices as these will certainly go up when the project is fully launched.” Construction is earmarked to start in the second quarter of next year and is expected to take two years to complete. Early radio reports suggested extensive damage but Savill’s chief executive in Thailand Robert Collins reported: “Fortunately the damage was very minimal and no critical equipment was lost in the fire. For us it is very much the case of business as normal.”
Atlantis progress is drawing much attention in Jomtien City residents are commenting on the speed of the construction at the Atlantis Condo Resort Jomtien. Since the project was awarded Environmental Impact Assessment certification (EIA) the construction process has been firmly positioned in top gear and the developers say it will remain that way until completion.
At the time of writing, all five buildings are at level four. Progress has reignited sales of the last units with an anticipated completion date of April next year. A spokesman said: “Now is the time to pick up a beautiful furnished condo in this impressive resort with foreign name purchases still available to those who act fast.”

Three condo towers coming to Jomtien Universal Group Thailand have announced the forthcoming launch of their second project in the country, Savanna Sands. Good value and great features is winning mixture
I
know that this might sound very simplistic but, for me, the secret of producing a successful housing project is that the people who live there actually feel very much “at home”, writes Dave Buckley. If that consideration rates high on your list of “must haves” you should visit The Ville project at the junction of Chaiyapruk II and the railway track. When I went to see The Ville I felt very much at home. This, I admit, could have something to do with the fact that I actually did live there! How would that be possible with a new project? Well the Ville is very new – and doing nicely on sales, thank you – but it has merged with an existing village to form an exciting new venture. Orange roof tiles If you are not familiar with The Ville drive up Chaiyapruk II from the Sukhumvit and look right immediately after crossing the rail track. You will see houses with very distinctive orange roof tiles – that’s The Ville. The new developers have opted to retain many of the exterior features of the existing houses to ensure consistency of look, but the similarities end there. “We brought in an awardwinning designer from Singapore to produce our interiors,” explained Habitat-5 managing director Chanin Vanijwongse (aka Chane, pronounced Shane). “Also we added water features to all the new properties, either a Jacuzzi or a private pool.” 44•REm•Issue 141• 02/2013
The interiors are very pleasing on the eye, it should be said. Even in the smallest of the new offerings the attention to detail is worthy of praise. The Ville offers three main house types and prices differ based on land plot sizes. There’s the Resort Villa is a two-bedroom semi-detached bungalow, the Pool Villa, a three-bedroom bungalow and the Grand Villa – a fourbedroom house. Bigger bedroom/kitchen Essentially the Grand Villa occupies the same space as two Resort Villas but it is not a simple case of leaving out the wall in between the two. Many interior design adjustments are made including making the master bedroom and kitchen areas appreciably bigger. The Ville currently has two showhouses available to view and, as you would expect, the developers have put in several features to show the homes at their very best. A fully fitted furniture package is available at additional cost. I cannot list all that’s included here so if you like a particular aspect of what you see be sure to ask what’s included. The Ville is just far enough out of town to allow residents to live peacefully but the beach and city centre are within just a few minutes’ drive. I always found it a very pleasant place to live and my visit there only served to remind me what a good location it is. Go see it for yourself. Ω

Orion – new star for
B
aikaljilstroi, the development company behind the new Orion project, have proclaimed: “We come to light a new star!” The company originates in Buryatia in Eastern Siberia on the shores of Baikal, the world’s deepest lake. Many people think of snowdrifts and permafrost when they think of Siberia, but the capital, Ulan-Ude, is modern, advanced and not bleak. Today Baikaljilstroi leads the Buryatia property market and they have decided to expand into Pattaya with their first project in Thailand – Orion. We spoke to Mikhail Bugdaev, Victor Abusheev and Yuri Riabov, the men behind the project, about their plans. REm: Tell us a little about your company. Mikhail Bugdaev: We began 10 years ago with the production of building materials and bricks.

Three or four years later we went into construction. Today we have 10 divisions employing more than 200 people. Victor Abusheev: We have been in Butyatia market for more than 10 years and are now the largest company in the region. Almost all new high-rise buildings and public buildings have been built by our company. The company has close links with both regional authorities and the central government. We are recognised at all levels. With such capabilities, we naturally thought about expansion and the first country we chose was Thailand. REm: Why did you decide to enter the Thai market? Yuri Riabov: Our founders looked at countries in Europe and Asia and saw that Thailand’s main competitor was Singapore. We saw the same reasons to be in Thailand as everyone else – political and economic stability, great climate, great growth
potential for the economy and property market, warm attitude towards foreigners, easy visa policies, and the combination of a unique culture with modern technology. All these factors make the country truly unique. We have big ambitions and plan to look at the Singapore market as well. REm: Why Pattaya and not Bangkok or Phuket? Yuri Riabov: Pattaya, in our opinion, is the tourist hub of Thailand. Bangkok is still primarily geared towards Thais and Phuket lacks scale. Pattaya is developing rapidly and its capabilities are impressive. We saw an interesting location with infrastructure and lots of potential. REm: What are your best qualities in developing new markets? Mikhail Bugdaev: Our company has 10 years of experience in building projects. We will use that experience in Pattaya and all our resources to ensure success.
REm: Who will be your partners in Thailand? Mikhail Bugdaev: At the moment we are considering several options. We want to select a company with a good reputation and portfolio. Our exclusive agent is Colliers International, one of the largest agencies worldwide with an excellent reputation. They will work on Orion. Colliers International have a global presence in 62 countries with a network of 522 offices and 15,000 professionals. There are other world class agencies in Thailand, but not all have had such success in Pattaya as Colliers. That is why we paid close attention to the market and chose the best partner in our view. REm: We know that the image of Ulan-Ude is much influenced by your company. How will you use that experience in Pattaya? Mikhail Bugdaev: Our new Orion is an “urban retreat”. We want our customers to take a refuge from urban life there.
city Our home city of Ulan-Ude is very beautiful. We have Lake Baikal, mountains and beautiful natural surroundings. With Orion, we try to bring the same idea, the same atmosphere. Victor Abusheev: We chose the project and its location so people feel part of nature. On the one hand we have a high-rise building with 21 floors since Pattaya has many high-rise buildings and shopping malls. But, on the other hand, we want to create our own style. The building will use many natural fixtures and finishes. We do not want to build from ordinary iron, concrete and glass. We want to make the maximum use of natural materials, finishes in natural colours with a general natural feel. Mikhail Bugdaev: Our inspiration was the mountains, plains, the sea and the city at night. The building project simulates a tree with a green top, while remaining light, spacious and airy. Surrounding trees create the perfect mood for the rest. Art nouveau is successfully combined with environmental considerations. The vertical and horizontal lines create a space of the building, allowing the air to pass through it. Colors and textures create a sense of harmony with nature. This is the main idea behind “green eco-building”. REm: Where did the name of the project come from? Yuri Riabov: As you are aware, Orion is one of the best known 02/2013•Issue 141•REm•51

It is one of the largest, most visible and recognisable of the constellations. In ancient Egypt this constellation was considered the “king of the stars”. We want Orion to be as known in Pattaya as the constellation is in the sky. REm: The market is extremely competitive. What makes your project stand out from the rest? Mikhail Bugdaev: Competition here is truly remarkable. However, we have a number of trump cards and are not afraid to use them. We believe competition is healthy and drives us as developers to get better. First, we spent a lot of time on project development to create something unique. Second, we are building much better quality than the competition at a much lower price. We are offering a unique product – luxury apartments at budget prices. Our prices start at Bt1.5m. For the quality, that is a great price. Third, our project is on a green hill with a beautiful view. It has panoramic views and the sea is on three sides. The project combines modern style and natural motifs ensuring maximum comfort and privacy. Our apartments offer the feeling of living in the lap of luxury with the convenience of an urban lifestyle and the functionality of a modern apartment. Mikhail Bugdaev: We try to keep pace with the times and use eco-friendly and energy efficient materials that meet the requirements for heat, moisture and sound insulation. Victor Abusheev: In Ulan-Ude when you look at the city, you see that the homes which stand out were built by Baykalzhilstroi. We want to build the same quality in Pattaya and we will use the most modern construction technology to do this. We pay close attention to the infrastructure of the project. We will have the pool with seawater, smart lighting in each apartment and an advanced key card. There will be many new features that we want to be a pleasant surprise for our clients. REm: What do you plan for the project? Victor Abusheev: Our studies suggest that studios are no longer in demand. Before the market aimed at European bachelors and single travellers coming to Pattaya. Back then, a studio was good enough. Pattaya is now increasingly becoming a family resort and people need a comfortable home with more room. Our apartments start at 33sqms for one bedroom. Right now penthouses built by competitors are just large apartments – not really penthouses. Our penthouses will have large terraces and balconies with fantastic views.
REm: Who do you see as being your customers? Mikhail Bugdaev: Although our company is Russian, we abandoned the idea of doing a purely “Russian project”. We want Orion to appeal to both the domestic and the international buyers – from Thais in Bangkok to western Europeans and, of course, the Russians. REm: What else will Orion have? Victor Abusheev: There will be two swimming pools. One on the second floor and another on the 22nd. Two fitness centres with panoramic views plus saunas and an exclusive rooftop Jacuzzi. One pool will be filled with seawater and there will be a pool bar serving food and drinks. We will have security guards and video surveillance and ample parking. Mikhail Bugdaev: We will provide a large green area. Our project is on Pratumnak which is probably the greenest area in the city. REm: When will the showroom be finished? Victor Abusheev: It is almost ready. We have furniture and windows being delivered and it is almost finished. We will have three apartments on display – 33, 42 and 68sqm. REm: Will the apartments come equipped with furniture? Victor Abusheev: For the early buyers the furniture will be the same as in the showroom and will
be included free. Later, buyers will have to pay extra. So hurry! REm: You’ve built a lot of projects in Buryatia, both residential and commercial, what first guided you in the construction of the project? Mikhail Bugdaev: Our main focus has and will always be residential construction. We want our clients to live comfortably. Our business is built on referrals. Here in Pattaya, we plan to build many houses, so the first project is very important for us. It will serve as an example to future buyers and our customers will be recommending our future project to friends and associates. REm: That is your mission – to focus on individuals and their needs? Mikhail Bugdaev: Yes we are building for our customers and their needs. With Orion we create the image of our company. We have to give customers the best service and great quality of life. I’m not talking about just construction, but also the management of the property after completion. At the moment we are considering several management companies with a worldwide reputation. Changing seasons ... and reasons to be optimistic
W
ith the Christmas and New Year period firmly behind us now we look to what other events are coming up and taking place over the next 12 months potentially affecting the property market, but more a case of affecting Pattaya as a whole. Pattaya now has events throughout the year and we look at some of the major ones coming up that will affect the city. The last high season was one that was very busy in our office, not only with rentals – which you would expect but with sales as well. Hopefully, the market has now turned the corner and is far more buoyant than it has been in recent years – which would be good for all concerned in the region. With this upturn noted, and something that we will all look to build upon, we look to what other periods of the year we may see a larger than average influx of visitors into Pattaya.

By undercover AGENT The Pattaya International Music Festival which takes place from the 1st of March is perhaps the next major event when we will see a relatively large influx of visitors coming to Pattaya. The music festival has a number of bands coming from the West but the majority come from Asia, particularly Thailand, Japan and South Korea. More demand The majority of the visitors coming to the festival are Thai. Many coming from Bangkok and beyond but many are often looking at the potential of a second property here in Pattaya – something that has been in more demand since the flooding of 2011. It has been noted by a number of companies that the Thai market is growing at a rapid rate as there are now more and more affluent Thais looking to invest their money. This is beneficial to foreign investors as the Thai allocation within a building is

becoming more attractive potentially meaning that the Thai and Foreign ownership prices will be the same or closer than we currently expect in some projects. The Thai New Year known as Songkran that runs in mid-April is another period that sees a large influx of visitors to Pattaya. In most other parts of the country the festival lasts for one or two days but in Pattaya it usually lasts around a week. Many Thai nationals come to Pattaya from all around Thailand to join in the celebrations. We usually expect a larger than normal number of visitors at this time with many expats seeing it as an excellent time to get away from Pattaya. Although real estate offices can be quite busy during the week of Songkran (however those venturing out can expect to arrive soaked through to the skin, so precautions should be taken!) it is usually the two weeks prior when people are looking
for short term rentals and the few days after some visitors have enjoyed themselves so much they feel that they want to make it a regular event! The low season if always a time that sees a greater availability as well as more selection for, well pretty much everything! The hotels are quieter as are condos and restaurants. One thing that does tend to do well at this time is the golf courses. Many of the course charge lower rates (green fees) and as well as more tee off time being available and this makes it very attractive to these visitors. We often get many of the condos in Central Pattaya (close to the golf bars!) getting booked up quite early in advance. General pattern I have also noticed in the last couple of years, many of these golfer areas actually considering purchasing properties as they are such frequent visitors. The general pattern is that they require a reasonable standard studio in Central Pattaya catering more for the bachelor! At the very least, they are repeat, long term renters that we always welcome! With world travel becoming easier these days, the attraction of Thailand as a holiday destination is rapidly increasing. The school and university holidays in Europe are a time where I have noticed a few more visitors. I think that it is fair to say that this suggests that Pattaya is winning

the battle to change its image into a more family orientated resort. This again can only be of benefit as these notoriously quiet periods have been hard financially on many businesses, not least the real estate companies. At present, many of these visitors stay primarily in the hotels but as I have mentioned before, many developers are building projects that are aimed more at short term visitors and rivaling the hotels. Obviously, from our point of view this is something that we would like to encourage as we get little or no benefit from the hotels! Winter in Europe and North America is another time where Pattaya remains popular. The cold winters that are experienced in these countries are something that many people wish to avoid and I was certainly one of these! The winter time in these places coincides with the relatively pleasant conditions here in Thailand. We generally experience temperatures in the high 20s or low 30s at this time.

Disposable incomes This is again a time when many of the real estate offices are busy as many of these visitors are retired and often have reasonable disposable incomes. Most are looking for medium term rentals although some are looking to purchase after no doubt countless visits staying in hotels or other people’s condos! Often they have
decided that as the property market in Pattaya seems to be on the upturn, now would be a good time to buy. All this naturally leads us back to the high season (starting in October/ November and running through until February) and as I said in my last article, there was certainly a noticeable increase in the number of visitors from previous years with most condos and hotels fully booked with very few houses also available. Changing attitudes The high season is obviously the time when most businesses, not just real estate agents look to do most of their business. The condos, restaurants and bar that are being built reflect the changing attitudes of Pattaya and now cater for more for families and visitors staying for around a month. I can only see this being a pattern that continues but in fairness, it is certainly a much needed boost to the local economy and hopefully one that we can all reap the benefits of. I am sure we will agree that the more visitors we get, the better it will be for everyone. As I always say, any increase in visitors is of course a massive boost to our city and should be welcome. With these increases in people everyone benefits, be that the bars, restaurants, hotels or of course the real estate offices! Pattaya Rising Our little city is growing ‘up’ in more ways than one

n late summer 1999, I came to Pattaya for the first time. It was awful. First of all, it took five hours to get here from Bangkok. The motorway was just a bunch of guys driving big yellow machines and flashing barricades. If you’ve never suffered the trip in full-on traffic all the way down via Sukhumvit Road, I highly recommend taking it just one time to gain some perspective. For several years I lived in Bangkok and when someone would ask, “how long does it take to get to Pattaya” my response was always “five hours”. It didn’t always take that long, but it always could. When I wanted to see the beach, I’d fly to Phuket. The elapsed time between leaving my condo in Bangkok and actually putting my toes in the sand was about the same. Some friends and I were told

By bart walters Pattaya used to be a sleepy little fishing village that turned into Thailand’s much celebrated brothelby-the-sea. Part sleaze-mecca, part beach resort … for a bunch of overworked, over-paid and over-sexed mongrels like us, it seemed like the perfect destination. We stayed at Siam Bayshore way on the south end of Pattaya Beach because someone had recommended it. It wasn’t bad, but it was three-star at best. And, there wasn’t much better in our price range that we saw. Other than the Marriott and Dusit on Beach Road, all accommodations were three stars or less. Royal Garden Plaza, Mike’s and Big C Festival on north Second Road were the only shopping venues. The water on Pattaya Beach was repulsive. I remember not seeing one person in the water. Pattaya seemed to be soapy body massage and beer bars. Walking Street was, however, at its surreal best. But, compared to now, it was quite folksy. No side-shows with juvenile contortion artists … no people painted silver … no Russian go-go dancers … no families with children in strollers; just punters and bar girls playing their respective parts. It still resembled a Vietnam War era R&R retreat; not the tourist attraction it has turned into now. In some ways, it was a “kinder/gentler” Walking Street. Different tourists Tourists were a different flavour back then. Visitors from the US, Canada, UK, Germany, France and Scandinavian countries were the bulk of what we experienced. Since it was late July, we were informed that this was “low season”, and everyone seemed to be ramping up for “high season”. The adherence to this ancient cycle of annual tourist migration was almost militant. I have no idea what condominiums in Pattaya cost at that time because I never considered living there. There were quite a few projects being built, but more were stalled skeletons; their bones bleaching under the relentless sun in the wake of the currency collapse of 1997. I do not wallow in the misery of hindsight about Pattaya. No one could have predicted the property development explosion that has come to pass. If someone were to walk up to you in a bar back then and start talking about mega-high rise condo

resorts and high speed trains from the airport, you’d have laughed in their face. Pattaya was a low-rent, wannabe city oozing with cheap booze, girls and lodging. As my friend from New Jersey called it, “one big festering neon distraction”. Fast forward to the here and now and get whiplashed. Now it takes less than 90 minutes to get to Pattaya from the fat part of Bangkok even if you drive like a granny. The airport is only just over an hour away. What’s more, half of Pattaya doesn’t even need to go through Pattaya to get to the airport. Infrastructure is a wonderful thing. More exciting and closer During the floods of 2011 Bangkokians rediscovered Pattaya and have been using that gorgeous stretch of asphalt called the Bangkok-Chonburi Motorway as often as possible. Why go to boring old Hua Hin when Pattaya is much more exciting and closer? For Bangkok, Pattaya has become that weekend getaway … a place citydwellers can let down their hair. In the US we call this a “bedroom” community. If you don’t believe me take a look at the seafood restaurants in south Jomtien Beach Friday through Sunday, or check out the coffee shops in Naklua and North Pattaya Saturday and Sunday morning. You’ll see young professional weekenders and day-trippers from Bangkok. Pattaya is suddenly “hip”. The Bangkok re-connection 60•REm•Issue 141•02/2013
cannot be denied. The floods forced thousands of Bangkokians to realise three things about Pattaya. It’s a lot nicer than it used to be … it’s a lot closer than it used to be … and it’s a lot drier than Bangkok. Long is the list of large companies that took big losses during the flooding and have moved operations closer to Pattaya. In many ways Bangkok’s sinking has aided Pattaya’s rising. A new tourism model has emerged. New five star hotels and resorts linked to world class shopping centres have sprung up. And, the tourists that fill them are from completely different parts of the world than in 1999. Russians, Indians, Arabs and Chinese keep coming in such waves that it seems there is no longer such a thing as “high season” and “low season” … there is only “high season” and “really high season”. And, while Pattaya’s infamous nightlife is still a centrepiece for many a tourist’s agenda, no longer is Pattaya considered a one-trick resort town. Now people actually come here for sun, fun, seafood, golf, diving, wind surfing, kite surfing; the list gets longer every day. More couples … more families … more things to do. Believe it or not, the water is even cleaner. Don’t get me wrong … I’m an unrepentant beach snob and you won’t catch me in the water along Pattaya’s beaches. But, I’ve witnessed real improvement in water quality and actually see people in the water,

on the water and throngs of visitors learning to go under the water. But, if you want to see the most dramatic changes in Pattaya, look up. Without a doubt, Pattaya has one of the most dynamic skylines in the world. When I first came to Pattaya, I thought anything over 15 floors was a skyscraper. There were a few big buildings in town, but most were square, boring boxes with functionality taking precedence over design. “Amenities” meant a swimming pool and half-ass fitness room. A few years ago developers looked to the skies and started planning a series of impressive high rise luxury condos and resorts. Now, no part of the Pattaya corridor is immune from the highrise phenomenon. Wong-Amat and Naklua in the north boast several new projects. Pratumnak Hill is positively clustered with new buildings. Jomtien Beach created a new road that is now filling up with high rise projects. And now even Na-jomtien and Bang Saray are getting in on the act. Safety in numbers As an investor, I like that the maintenance fees are usually more reasonable because of the sheer number of owners. And, newer condos are generally using professional management to run things above board and smoothly. there are some unique advantages to owning and living in a well-run high-rise building. I owned and lived in such a building in Bangkok. The security of a properly managed high-rise is superior to a housing estate or other such accommodation. The amenities are another big plus. Show me a swimming pool I don’t have to keep clean and I’m a happy man. Other conveniences like laundry and maid service certainly make life easier. Even though I prefer to live on lower to mid-range floors (13th is my favourite), I find high-rise living very comfortable. It’s not about being up high … it’s about living in a secured and selfcontained community.

units. Some buildings have a formally managed arrangement and others outsource this task to some enterprising individuals, or professionals. But for most condo owners I know it is a combination of all these factors expressed in one commonly uttered phrase: “I just want to lock the door, go away and not worry.” Most people love the idea of a second home, but don’t want any hassle. Investors who buy-to-let want “passive” income, not problems. The convenience of living and investing in a well-run high rise is its unique selling proposition. Above is a list of several new projects. In no way does this list represent all of the high rise projects launched in Pattaya. There are simply too many to mention. I’m sure I’ve left some out, but these were all I could remember. Perhaps this could be a new bar game played by Pattaya property junkies … “how many projects can you name in 30 seconds?” Pratumnak Hill, with its convenient position, stands out as high-rise heaven. Developers are keen to take advantage of the highest point around as well as its strategic location between Pattaya proper and Jomtien Beach. Well established resorts
like The Sheraton, Royal Cliff and Cabbages and Condoms help anchor this expanding little community. The development of the Bali Hai Pier area with rumours of a new marina and the majestic 50-storey Waterfront project imminent, have Pratumnak Hill looking like “uptown” Pattaya. My pick of the litter on Pratumnak Hill is The Cliff by the Nova Group. The building went up pretty much on schedule and is slated for occupation very soon. It is really the first of this current wave of high-rise condos to finish. The Cliff hogs up a really nice position in the middle of Pratumnak Hill and the views are spectacular. Students field survey A couple of weeks ago, I interviewed some Thai students from Chulalongkorn University in Bangkok. They were down on a field survey for their study course in real estate development. They had a shortlist of projects that were their favourites and The Cliff was one of them. Not to be outdone, however, is the Naklua/Wong-Amat Beach area. The northern end of Pattaya actually had some of the top vintage highrise buildings, many of which are still quite well maintained. several seriously up-scale projects are on the cards for this area. The Chulalongkorn students also favoured The Palm in WongAmat Beach. Besides the chic design of the building, they just prefer that beach. “The water is much more clean,” one student told me. “When I get the money, I’ll invest here”. Stratospheric land prices To be sure, Wong-Amat Beach has a very different vibe … quiet and relaxed – even in high season. There isn’t much room left on and near Wong-Amat, and the land prices there are pretty stratospheric. It only stands to reason that future projects in this area will tend to be more high-rises. Jomtien Beach is experiencing a spurt of high-rise growth on two fronts. The new Jomtien Beach Second Road has paved the way for a myriad of new projects including the Dusit Grand Tower View and A.D The Grand. guarantees we’ll no doubt see more high-rise projects there. The 49-storey Cetus building will become a new landmark on Jomtien Beach Road as will the twin towers of Reflection. Thai visitors from Bangkok have always preferred the southern end of Jomtien Beach, so it is no wonder that when Thai developers arrived on the scene, they chose this area. There isn’t much beach, but there is plenty of great food. And now the farther south beaches are revived again. Back in 1997, Najomtien and Ban Amphur were the new darling of real estate developers. Remnants of projects still crippled by the currency collapse dot the landscape there. All are experiencing a wave of rebirth in different measures. Gorgeous buildings like Ocean Marina and Ocean Portofino have been around for a while and continue to flourish. New projects on the rise are evident. The Mövenpick White Sands Beach is a grand example. Centara Grand Residence from The Tulip Group is another rising star. If the luxury and service promised in Centara’s brochures are accurate,
it represents a whole new level of tourism and property business for Pattaya. Developers continue to raise the bar and, apparently, a rising tide does lift all boats. Prices are rising, buildings are rising, tourist arrivals are rising, and expectations are rising. It has been a surreal transformation to watch. Telltale sign My particular perch to observe the skyline morphing into shape is Ban Amphur. Hardly a month goes by that I don’t see new construction cranes being erected or observe the telltale sign of bright green safety webbing adorning the sides of a new building being born. I realise every morning that my days of saying “I live in a fishing village” are numbered. Yes, it seems that Pattaya is rising in more ways than one. Our rapidly changing skyline is testament to and an expression of this fact. From skanky old beach town to chic resort destination and burgeoning coastal city; and apparently the sky is not the limit. Bart Walters

Blue Lagoon is giving value with double delights
A
new condominium located just off Soi Chaiyapruk in Jomtien is offering pretty much two of everything in a bid to give clients double satisfaction. The Blue Lagoon will be built near Beach Mountain Condominium. There will be two eight-storey buildings served by two 50-metre pools and the theme of “two” continues with windows that boast doubleglazing and walls which will be double-skinned to help keep the cool in and the noise out.
