bound to impact on the local property market (see Page 7). How big the impact will be and how long it will last remains to be seen. At first glance this will almost certainly be viewed as a negative, but there are some silver linings to this

particular “cloud”. If cloud it be. For example, if a “bubble” has been developing in the property market here – and some believe it has – then this bold move by Tulip is likely to take some air out of it. Also it should be borne in mind that Tulip are changing direction, but that new direction does not involve leaving Pattaya. The group still has confidence in Pattaya as a popular tourist destination. Why else would it want to build hotels here? In the short term Tulip will continue to build the condohotel combinations they have already officially announced and, as such, their mid-May announcement will not take immediate effect. I suppose it might have been possible for Tulip to decide
internally on this switch of emphasis and not make any public pronouncements about it. Indeed, some of their competitors might have preferred this approach, I suspect. But the cat is out of the bag now and there’s no putting it back. So how will other developers react? Some might be pleased that a worthy competitor is stepping away and leaving the path clearer for those who wish to continue to tread it. Others, as I said earlier, might not be so pleased and see Tulip’s move as destabilising the market. Few will ignore it. I believe some developers will – and should – view the Tulip news as a prompt for them to reflect on where the market is heading. Of course, as the publisher of this magazine, I hope their reflections result in renewed vigor in their marketing. There will be many a phone call exchanged between interested parties to discuss the Tulip move. I can’t help but feel that at times like these it’s a pity that developers have not seen fit to (or wish to) get together and form an association to exchange views on matters like this and where the market is heading. The brokers have an association in REBA-ES and its members seem to relish the chance to get together and chat about topics of mutual interest. But back to Tulip ... when this news was released to me I asked if the group was avoiding one potential oversupply and instead helping to create too many hotel rooms in Pattaya. They pointed to rising tourist numbers to suggest that would not be the case and added: “At least with a hotel we retain the asset.” Makes sense!

Hotels only for Tulip in future Tulip have announced that in future the group’s prime focus will centre on expanding their hotel portfolio. Over the past three years Tulip have been bringing branded residences to the Pattaya real estate sector – these properties include Centara Avenue Residence & Suites, Waterfront Suites & Residences and Centara Grand Residence Pattaya. These projects are mixed-use developments consisting of both hotel and residential components and have proved very successful. However, Tulip Group will now be developing only stand-alone hotels. As the company’s vice-president, Jason Payne, explained: “Hotel development has always been a priority for us and we have seen this as our core business. Branded residences were an ideal opportunity to bring something different to the market, with the focus being on building only in prime locations whether this be in central locations or direct beachfront. Growing concerns “However for the past 12 months we have had our concerns that the Pattaya property market is becoming overcrowded and congested. So we sought advice from our bankers and financial advisors which led us to
decide that developing only hotels for the immediate future was a more sensible business model.” Tulip Group will open a super luxury five-star Centara Grand hotel in the prestigious Pratumnak Hill area this August. The group are currently in talks with three international operators with a view to bringing a further three-five luxury hotels to Pattaya. An announcement confirming these agreements expected to be made early next month (July). Jason added: “Construction of our current projects will continue as planned and we are fully committed to delivering to our buyers true world class properties. We remain very positive about these condominiums as well as the on-site hotels. However, all projects that were in planning stages, or not officially launched will now be put on hold so we can fully focus on expanding our hotel portfolio.” Tulip Group currently has four condominiums and five hotels under construction, and the group say they expect their hotel portfolio to grow to around 15 properties over next threefive years. l The issue of Pattaya Gold which accompanies this edition was sent to press before this news emerged.

Treetops take chance to say ‘thanks’ In the middle of last month the developers of Treetops invited everyone to their on-site sales office and showroom which is open seven days a week on Thappraya Road. Purpose of the gathering was to say a big “thank you” to the local agents for their continued support with sales now reaching 60 per cent. hen developer Winston Gale told me that The Palm had been nominated in this year’s Thailand Property Awards my initial reaction was: Why hasn’t it happened before? In my estimation the project is among the best I’ve seen in Pattaya in terms of both location and quality so the question seemed relevant, writes Dave Buckley. “It’s a timing thing,” explained Winston. “You have to be within a certain period of the anticipated completion date before a development can even be considered.” Early stage That made sense. It should be made clear that being nominated is just an early stage in the awards process. Nothing has been won yet and no shortlists have been drawn up. But if gambling were legal in Thailand I wouldn’t mind putting a small wager on The Palm being among the final contenders when the awards are handed out at the end of the year. So how is the project coming along? Just eight per cent (42 apartments) are left to be sold. They are all two-bedroom units 12•REm•Issue 145•06/2013

ranging in size from 62-72sqm. Availability is in either Thai or company name. We were talking in Winston’s office at the extensive beachside showroom which is due to be demolished around the end of the year or early next year when
replacement show suites within Tower A should be available. This will allow building of the clubhouse to begin. “We’re sitting right in the middle of what will be the pool right now,” he joked. “By the end of the year the skeleton of both
buildings should be complete. As we speak we are halfway up Tower A (23rd floor of 46) and on the 18th floor (of 26) in Tower B.” But such is the extent of the fit-out work that will still need to be performed that the prediction remains that The Palm will complete in mid-2015. “We are making good progress in many areas,” added Winston. “Windows are being installed on lower floors as we go and the contracts for both the lift shafts and air conditioning are complete and underway. Also we have sought mock-ups for the kitchens from four different companies.” The Palm’s sole agents are CB Richard Ellis (CBRE) who are in their third term of sales. Siam Commercial Bank has agreed a Bt800m loan to the project. Another launch? I told Winston I had heard a rumour that he might be about to launch another major project in the Wong-Amat area. Was there any truth in it? “I have been working on something on a similar scale to The Palm located very close by,” he said. Are you doing it with Nova again? I asked. “No, just myself and an investing partner this time, but that’s all I can say at this stage.” Ω

Treetops sales pass
T
he developers of Treetops Condominium are delighted to announce that they have already sold 60 per cent of the 252 units available, with building not scheduled to start until the third quarter of 2013. The condominium, which will be located next to the Pattaya Courthouse on Thappraya Road is being built by the Boutique Group of Companies, based in Thailand. Boutique are responsible for major projects in Bangkok such as the four Citadines Apart Hotels, two Oakwood branded residences and the Rain Hill retail development which received a winners award in last year’s Thailand Property awards. The Boutique Group and its related organisation, Thakral Land Limited was formed in 2004 by managing director and major 18•REm•Issue 145•06/2013
shareholder, Prab Thakral (seen far right). Mr Thakral promoted the rapid development of a series of mid-market but high quality hospitality properties both in the residential and retail sectors. The success of the projects has attracted increased investment from world renowned financial and corporate institutions, further strengthening the position of the company. Diversification is key The group has seen diversification as key to its success and after the Rain Hill project, Boutique launched the first outlet for Marugame Seimen, the No 1 Japanese Udon quick service restaurant in Thailand, with a further three opening which has obviously continued the growth of the company. The restaurant will continue
to increase its presence within the growing market for Japanese cuisine in Thailand. This diversification can give investors confidence that the company in financial sound with many income streams. The launch of the Treetops Condominium has been extremely successful. Boutique commissioned the services of Silvermover for branding and marketing and Compass Real Estate as managing sales agents. The condominium itself will be built on 13 floors and is aiming to have a split of 55 per cent Thai buyers and 45 per cent foreign ownership and it projects an image of being a stylish, value for money for money project with lots of available space and common area for residents to appreciate. Fully furnished The units available are superbly finished studios and one bedrooms, with several one

The project is sold fully furnished with prices starting at just Bt1.6m. Treetops Condominium offers excellent facilities including a rooftop, infinity swimming pool along with a shallow children’s pool, gymnasium, tropical roof garden, barbeque area, stunning views and professionally landscaped gardens. At the recent press conference marking the sale of half the units, company owner, Prab Thakral said he is confident Pattaya has a bright future and is planning other local projects. Mr Thakral was keen stress the important role that City Hall plays in promoting the
city through proactive PR and continual improvements to the city’s infrastructure. Mr Thakral also pointed out the importance of the industrial estates on the Eastern Seaboard that are attracting an increasing number of investors to the area with more an more coming from Japan, China and India. He also said that, although the strength of the Baht is having some affect on investors, real estate prices in Thailand are still far cheaper than those in other places such as Hong Kong and he felt that once Thailand has fully developed, prices may be more comparable. Mr Thakral intimated that other projects in the area are soon to be announced but at this stage are confidential. Award win delight for Matrix and Nova in KL
Many of Asia’s finest developers, architects, interior designers and real estate agents gathered at the Shangri-la Hotel in Kuala Lumpur early in May to hear the long-anticipated results of the Asia Pacific Property Awards. And it proved to be a successful night for two of Pattaya’s most prominent developers with both Matrix Developments and Nova Group gaining top honours. Matrix Developments accepted an award for “Five Star Best Development Multiple Units Thailand” for their The Vision project in Pratumnak. While the Nova Group received a Highly Commended award for “Residential High-rise Development, Thailand” for The Cliff Residences. With 429 awards bestowed upon 260 companies from 23 countries in the region, it was the biggest International Property Awards regional event in the awards programme’s 19-year history. For those unfamiliar with Matrix Developments they are a fully integrated developer of luxury condominiums in one of Thailand’s most sought after locales. Early start at Seven Seas When EIA (Environmental Impact Assessment) approval was given ahead of schedule, Universal Group decided to take the opportunity and start construction early. Rob Rowcett, the managing director of Compass Real Estate and managing agent of Seven Seas said: “Early construction start dates are rarely heard of, but in this instance it has come about thanks to the early sales success achieved with the help of our Compass sales staff who man the showroom every day. Atlantis Resort continues to rise It’s almost impossible for visitors to Jomtien not to notice the rapid construction progress of Atlantis Condo Resort on Second Road. The front building (closest to Second Road) was the last of the four condo blocks to be started and is taking shape with progress up to the fourth floor at the time of writing. The long-standing showroom which was one of Jomtien Second Road’s first structures is scheduled to be demolished and those show units will be replaced by actual units within the resort building. All four condo blocks are now out of the ground with buildings Apollo, Jupiter, Poseidon and Venus each up to the eighth and final floors with all exterior and interior walls completed. Top politicians officially open the Del Mare development

el Mare, the billion baht new project in Bang Saray from the developers combination of Porch Land and Apus, enlisted the help of Government ministers past and present for its official launch. And what an opening day it was with 40 per cent of the available units being snapped up immediately which left the developer duo predicting it would be sold out within six months. Present for the tape cutting ceremony were the husband and wife team of Sonthaya and Sukumol Kunplume. Khun Sonthaya is the minister of culture in Yingluck Shinawatra’s cabinet. He is also a former minister of both Science and Technology (2001-2) and Tourism and Sports (2002-5). His wife, Sukumol, held the culture post before him.
There were several brokers in attendance for the launch and among the special guests were senior executives from the Matrix group who use the same firm of builders. The developers say that Del Mare will be the first luxury condominium on Bang Saray beach. Positive progress at Kingdom’s Southpoint site

ith the Southpoint showroom now ready and piling for the main structure due to complete any time soon you sense that developers Kingdom Property are determined to make a real impact on the market. Such steps are important for any project. But, when the development is the company’s first, as is the case with Southpoint, this is especially true. At the time of the press conference overall sales stood at 42 per cent but Nigel said that they were in negotiations which might accelerate that figure to 70 per cent in the near future. I asked Nigel if they really needed show suites as sales were progressing well without them? “Certainly,” he said. “I believe they will aid sales – and future re-sales for that matter. It’s important that people see right from the start what they will be getting.” The Southpoint showroom is a permanent structure that will stay on-site to form the clubhouse once the whole project is complete. This month sees the start of our man at large writing about general topics that crop up any (and some times every) time living here in Pattaya. He feels has exhausted most of the topics facing real estate brokers in the city so it’s time to turn his attentions to a wider brief.

ravelling around the town I see that the area is still thriving and as popular now, if not more so, than it has ever been. The strength of the Thai baht had many people concerned but we are yet to see the any negative effects, although, as I am constantly reminded, it is early days! Tourists are coming from far and wide with this city becoming more diversified than ever. Condos are being built throughout the town and many high quality housing estates are being built in East Pattaya down to Bang Saray. Why the concern? So why are some people concerned about how the city is progressing? Talking to a bar owner friend in Central Pattaya I regularly hear from him “Pattaya has changed; it’s not what it used to be”. While trying to be

Okay, some of the cheaper beer bars are quieter these days but more and more upmarket restaurants and bars are opening and proving to be successful. I am a regular patron of a well known Irish bar in town. The place is far from cheap but it maintains an excellent, friendly atmosphere and is busy more often than not. Surely this is a reflection on the way Pattaya is going? Perhaps those who have been hardest hit are the ones looking to live on a budget, forgetting that Thailand is an up and coming place, let alone paying attention to the strength of the baht. Pattaya is often described as being seedy and this is perhaps one of the reasons why people are concerned. I think while this used to be the case, every effort is now being made to change this image. The city needs to move with the times and

certainly seems to be doing that. So I thought that it might be interesting to look at the different options available in and around the city that further reinforces this change of image. Perfect hub The excellent road links around Pattaya mean most places are easy to get to. Pattaya is perfect hub to stay if you are working in Bangkok or some of the industrial estates in the nearby Rayong province. The road links also make Pattaya an ideal destination with many residents of Bangkok having weekend holiday homes here so this, again, helps to change the image of Pattaya. The area has a number of championship standard golf courses, many within an hour’s drive of the city. These courses encourage visitors from and wide to come and appreciate the other delights Pattaya has to offer. The visitors add a
welcome boost to the local economy in the low season when green fees are lower but the standard of the courses is maintained. If eating out is something you really enjoy then Pattaya is an excellent place to do this. We have an abundance of high class, restaurants throughout the city. You can literally eat food from a different area of the world everyday of the week if you wish to. The choice of restaurants is certainly far better than in many cities around the world and definitely far better than in my UK home town! Water parks If you travel out of the city a little towards Bang Saray there is the Cartoon Network Water Park that will be opening soon. This is intended to be a themed water park aimed at families and claiming to be one of the best in Asia. Close to the Water Park is the famous Nong Nooch Gardens that has frequently picked up awards at London’s Chelsea Flower Show. The gardens are quite spectacular and have a number of different themes. There are also elephants should you want to go for an elephant ride around the gardens! The Mimosa City complex that has recently opened is also another excellent place to visit. Mimosa comprises of a wide array of shops, restaurants and even a theatre. It 52•REm•Issue 145•06/2013

Around an hour away, travelling north is the Khao Kheow Open Zoo. Again this is aimed more at families and couples. This is another great alternative to get you out of your house, condo or hotel for the day. You can drive there yourself or trips can be organised from a number of venues around the town. If beaches and islands are what you are looking for and perhaps a short break then Koh Samet may be the answer. Located just over an hour from Pattaya, Koh Samet is very picturesque with a well maintained national park. I have been to the island a few times and I am always impressed by the long, sandy beaches. The hotels vary in price but are generally all of a good standard so it should be easy to find something to suit your needs. My advice would be to book early as I have frequently had problems with the hotels being full, especially when there are the monthly full moon parties. These are certainly to be experienced and enjoyed, but are perhaps not for the faint hearted! Koh Chang is perhaps another alternative for those looking for a short get away. The island is about four hours away from Pattaya and is
slightly livelier than Samet. It has a number of hotels with good quality beaches as well as having a small bar scene. Other islands that are more tranquil such as Koh Kood are easily accessible by boat from Koh Chang. Excellent break Of course Bangkok is less than two hours away from Pattaya so if the bright lights and big city are your style then this would be another excellent break. Bangkok as we all know has many things to offer, so if you appreciate the tourist attractions or perhaps just want to take in some shopping, Bangkok is the place for you! The nearby U-Tapao airport makes even more locations easily accessible. Regular flights go to Phuket and Koh Samui as well as a number of destinations further afield. As I stated before, Pattaya is an excellent base for many places both within Thailand and even other nearby countries. I hope that this has given you a brief insight into the other side of Pattaya. There really is far more to do here than many would have you believe. I could go on and talk about many other attractions around the area but sadly space dictates that this is not an option. If you are here for the short term or the long term, I would encourage you to get out and see all that the area has to offer. Until next time keep enjoying the Land of Smiles!

ike many expatriates living in Thailand, I fled the kingdom during the weeklong drunken, wet traffic jam known as Songkran. Since most neighbouring countries celebrate this lunar New Year ritual, the sanctuary of choice for us “Thailanders” is the Philippines. Just a three-hour jump from Bangkok. And now with flights to Clark Airbase directly; the infamous little outlaw town known as Angeles City welcomes Songkran refugees with open arms. Angeles City is located in Central Luzon, the big island on the north end of the Philippine archipelago. Until the early 1990s, Angeles City lived in the service of Clark Air Base, the largest US military installation located outside the States. The Americans left, Mount Pinatubo erupted and Angeles City was nearly wiped off the map. But Angeles City survived again and again. AC is particularly infamous for its resilient nightlife and entertainment industry. Fields

By bart walters Avenue is the Angeles City version of Walking Street, with clusters of go-go bars, night clubs and all the ancillary industries that traditionally thrive on a pleasure-seeking crowd. Angeles City was a holdover from the old military days when troops searching out a little R&R during the Vietnam War made their way here. The cottage industry of “entertaining the troops” kind of took on a life of its own.
Sisters born of the same father The “entertainment zone” of Angeles City has survived volcano eruptions, US military pullout, an Asian currency meltdown and a handful of government regimes. No matter how many manmade or natural disasters occur; Angeles City’s Fields Avenue stays lit up and crowded with many a merry reveler. There is no denying the connection between Angeles City and Pattaya; sisters born of the same father for sure. the years the number of Songkran refugees has increased exponentially. I see friends from Bangkok, Chiang Mai and Phuket that I don’t see all year. Bars, hotels and restaurants in Angeles City have taken notice of our migration and offer discounts for Songkran refugees all week. Normally I find myself halfimmersed at the swim-up bar in the Lagoon Wing of the Wild Orchid Resort, reading that book I’ve been meaning to and sipping on a mango shake. In the evening I meet up with other refugees, shoot pool, drink cold San Miguel beers and solve the problems of the world one barstool at a time. (See, this Songkran thing’s not so bad, after all.) But this year was a little different. This year I travelled to Angeles City during Songkran with a purpose other than escape. This year I was accompanied by a motley crew of property agents, investors and other businessmen from Pattaya to tour Angeles City and see what opportunities lay outside the 300 metre strip of neon. Some of them regaled me

with stories of declining property sales in Pattaya. Others were obsessively concerned with some economic pundits predicting a property/currency bubble in Thailand. I complained about liquidity on the second-hand market. The group was a mixed bag of characters, but one sentiment was common in most discussions; a move to spread out the distribution of our nesteggs into other baskets. Whether we were bound together by unwarranted paranoia or shrewd analysis of the situation remains to be seen. So, exactly what is it about Angeles City that attracts guys who live in Pattaya? It doesn’t even have a beach. The obvious answer is the similar nature of our nightlife, but that is only a symbol of the similarities between the two cities. Both were old Vietnam War era R&R spots. Both have been maligned in the press as sex-tourist destinations. It is true that both share a pretty seedy reputation that is at least partially deserved. However, there are many other comparisons only a property investor and development junky would think about. Both of these old watering holes were gifted B-52 runways by the American military … basically an “airport starter kit”. Both are 90 minutes away from their country’s capital; Manila and Bangkok with more than 10 million people each. Both are an hour away from deepwater container shipping ports. Both are home to large expatriate populations. Both are home to ever-expanding industrial parks, employing thousands of people. The similarities go on and on.

Lazy observation As a long-time Pattayan, I feel a kinship with Angeles City. But, when I hear people say “Angeles City is Pattaya 20 years ago” I think it is a lazy observation. It would be more accurate to say they are on similar paths with different vehicles moving at variable speeds. Pattaya and Angeles City are sisters. The first thing I noticed this trip was a number of nice big hotels being built and existing hotels expanding. The casual visitor to Angeles City mistakenly thinks these hotels are to support the entertainment district. 58•REm•Issue 145•06/2013

The fact is, a rapidly expanded business base is also driving heads to beds in Angeles City. The hotel I choose is the Wild Orchid Resort. A well designed and run resort centered around two big swimming pools. It’s always buzzing with activity housing everything from Songkran refugees to air maintenance crews working for Singapore Airlines. American military officers, mostly in-country to assist training with the Philippine Air Force, also favour this spot. This hotel is in the heart of the entertainment district yet books more than half its rooms to people in Angeles City for work, not play. (Of course in the Philippines, the line between “work” and “play” can become blurry). Over the past couple of years, several four- and five-star hotels have opened in the area. Some international chains have invested franchises like Holiday Inn, Air Asia’s Tune Hotel and most recently Best Western. Still I can’t help thinking, “If there’s one thing this place needs is more nice hotels”. I consider the demand for rooms a good sign of economic growth and an interesting prospect for someone who might consider opening a business in or around Angeles City. Most well-run hotels I see there are full and making money. On the first day of the Angeles City tour, our host showed us a variety of real estate projects. Some were good, some were bad, and more than one was downright ugly. Yet, I was impressed by the sophistication of a
few projects. Here in the scorching hot property market of Pattaya, we tend to think we’ve got the market cornered on resort-like condo development. But I saw several projects in Angeles City that rival any in Pattaya or Bangkok. Horizon Tower One from Projexasia is a nine-storey midrise perfectly located for getting anywhere in Angeles City, the Clark Free Port Zone or on the expressway connecting to Manila and Subic Bay. The project reminded me a whole lot of the low and mid-rise units built at Thonglor in Bangkok. A third less The design of this building is very forward thinking, with a rooftop infinity pool, rooftop viewing decks and three sizes of condo to choose from – 32 sqm studio, 64 sqm onebedroom and 100 sqm two-bedroom units. I would estimate the price per sqm for a comparable unit in Pattaya to be 30 per cent more. This is a theme that played out over and over again when comparing to Pattaya; everything was about a third less than we would have priced it on our home turf. The project I was most impressed by was Balmoral Condominium/ Townhomes. This is a low-rise development with only 12 units available. Located about 15 minutes or so out of the main entertainment zone in Friendship Plaza #3, the community is quiet and low-key. The design is reminiscent of what I’ve seen in Singapore. They are basically split-level duplexes

with a townhouse feel. The interiors are well done with designer flair. There’s parking garages with automatic doors; tons of big storage and very generous balconies. Quality materials are used and some nice touches like cooktops that offer both gas and electric power. All units share a nice infinityedge swimming pool complete with a waterfall and barbeque area. One of the partners of the development company hosted a small party for us. After a long day of propertyhounding, those cold beers out by the pool at sunset were just what the doctor ordered. I could easily see myself living in a place like that. This particular configuration could be a nice format to try in Pattaya. The next day our morning discussion centered on the projects we had seen. While we were all surprised and slightly impressed by what we saw, one property agent from Pattaya commented, “Yeah, but there are more quality projects on Jomtien Second Road than all of Angeles City”. And he’s right; compared to Pattaya, AC is very small. Pattaya’s property boom has come in waves over a period of years. Angeles City only really got started about two years ago. In fact, on this morning, the idea that someone would compare Pattaya to Angeles City seemed preposterous. Nostalgic taste Then our host took us to the Clark Freeport Zone. Driving through the military security onto the old base gave me a sense of deja vu. For seven years, my life revolved around a US Air Force Base. It gave me a nostalgic taste in my mouth. We drove through what used to be housing for military personnel turned into stylish duplexes and bungalows. Most of these are rentals for the throngs of Korean visitors that come to play golf and get warm. I see casinos, I see duty free stores, I see English pubs and golf courses all over the place. And I see a whole lot more wide-open space. What is now called The Clark Freeport Zone looks like a medium sized American town. Ancient acacia trees line wide 60•REm•Issue 145•06/2013

asphalt roads. Most of the electrical work buried and the telltale sign of American infrastructure is everywhere. The Clark Freeport Zone is a city within a city. And we really didn’t understand how important that is until we met with the principal players in the project known as Sabahal – Ahmad Global Gateway Logistics City (GGLC). GGLC exists within the Clark Freeport Zone managed by Peregrine Management (a US Based company) and funded by a Kuwaiti Prince. Basically this project will be a 177 hectare master planned mixed use logistics and business center. According to the guys at Peregrine, the city will house between 100,000 to 200,000 residents. The philosophy employed here is to create a transport hub to anchor this city. Just as in ancient times, centers of commerce and cities spring up around ports. GGLC’s vision is to create an “Aerotropolis”. GGLC’s unique selling proposition it’s attachment to an airport with nearly limitless expansion capability. Two B-52 runways now service Diosdado Macapagal International Airport at Clark. A third is planned within the year; Aerotropolis indeed. The airport in Manila is a logistical nightmare. Clark will surely be a more attractive option for businesses that depend on the movement of product and people. The high flat land is ideally located between Manila and the sea port, with brand new motorways connecting it all. Close proximity to the deep-water
port at Subic Bay makes this place logistically idyllic. Companies already operating out of Clark Freeport, like Yokohama Tires, have even built facilities for their suppliers to operate from. With an output of 70,000 tires per day, they are a great example of why companies choose this location. From the factory to the ship in a matter of hours … I get it. Hot rumour Singapore Airlines has built a maintenance facility at Clark and now service their entire fleet of A380, A320 and B777 aircraft there. Emirates Airline is the newest major airline to fly out of Diosdado Macapagal International Airport (Clark). The hot rumour is that Fed-Ex will relocate its Asian hub to Clark Freeport Zone. GGLC is divided into four parts. A Logistics Park placed on 72 hectares provides aviation support facilities, distribution centers, warehousing and light manufacturing. A Business Park on 58 hectares features airport support services, aviation and airline offices, corporate centers, mixed use office space and, of course, a staple of the Philippine economy, call centres. An Aero Park built on 27 hectares is dedicated to research and development, flight and air crew training, animation and IT-based activities, a vocational university, and healthcare complexes. The town centre constructed on 21 hectares will house a commercial centre, hotel and convention centre, restaurants, retail shops, residential areas and condominiums. We saw a huge crew of men and

machines erecting buildings at the Medical City, located inside the Aero Park. This is the US$40m hospital anchor for a planned medical complex. “Infrastructure isn’t just roads and airports,” one GGLC official told me, “hospitals, schools and recreation are all necessary components to building a community.” The whole tour reminded me of a trip to Epcot Center at DisneyWorld. A perfectly planned community under a big glass bubble. It is a grand plan and it will be interesting to watch develop. For sure, this project combined with the heavy flow of foreign capital coming from Korea is the engine driving the expansion and development in Central Luzon. Angeles City will be showing its family colours when it becomes a major logistics hub. It’s on the way to everywhere with the ability to handle high traffic. Pattaya is similarly charmed with a relatively new and expanding airport facility just over an hour away near Bangkok; a deep water commerce centre at Laem Chabang, another industrial port complex at Maptaphut near Rayong, a brand new motorway to connect everything, a second endlessly expandable international airport at Utapao , and now they’re talking about high-speed trains. ‘Grown up’ cities Like Angeles City, Pattaya’s future will not depend on tourism, but the continued growth of the native middle class and flowing foreign investment. Industrial parks bristling with business and expansion; more commerce, more jobs, more everything. Both these places are destined to be “real” cities, with a multitude of industries providing support. These will be “grown up” cities, thriving on logistical significance; leaving their old reputations behind. At a farewell refugee breakfast, we all agreed; Angeles City and Pattaya’s futures will depend on the success or failure of their infrastructure projects. Both are ideally located, with Pattaya having 62•REm•Issue 145•06/2013

the advantage of a dynamic tourism trade and beaches. Angeles City holds the advantage of an English-speaking workforce and connection to big American companies. None of us got off the plane and ran to pull our money out of Pattaya and dump it into the Philippine dream. For a reason I can’t quite put my finger on, none of us are completely comfortable with doing business in the Philippines; perhaps because we are jaded old Thailanders. But, it certainly made us reassess our risk aversion. How many people sit on the barstool and dream of getting in on a place like Pattaya in early stages? To be in the first wave of investors who sign on early enough to see phenomenal capital growth could be quite satisfying. If you can stand a little risk, and are looking for a dynamic market, Angeles City may be worth a look. A major concern for me is the attitude towards ASEAN and the upcoming ASEAN Economic Community (AEC) in 2015. Thailand is fully embracing the concept and making moves to be the natural leader. Businessmen I met in the Philippines aren’t so enamoured with the idea. They shrugged it off like “just another trade agreement”. Other than opening the door for more overseas workers to send money home to the Philippines, nobody sees the advantage. And, there is certainly a different approach regarding government participation. In Thailand, the lion’s share of infrastructure projects are all
government-driven with a Bt2.2 trillion programme on the table now. In the Philippines, big projects like GGLC’s “Aerotropolis” are totally driven by private money. Besides some very attractive tax incentives, this type of project seems to proceed regardless of government participation. I’m not sure what this difference makes to my risk assessment in The Philippines. It’s a different game for sure. Safe and predictable For now, Thailand and Pattaya are looking pretty safe and predictable. It may be a case of “better the devil you know than the one you don’t”. I can envision a day when the Philippines give me a warmer and fuzzier feeling than Thailand; but it’s not today. So, my earlier observation stands. Both Angeles City and Pattaya are ramping up to gain maximum advantage of their location and facilities; hence, they are on similar paths. Both are building infrastructure as tools, although Angeles City is certainly in a more dynamic phase of their development; so, let’s agree they are in different vehicles. Pattaya’s recent rise has been quite steady, even during some tough times. Angeles City just started to find the accelerator and are now standing on it. So, Angeles City and Pattaya are moving in the same direction but at varying speeds. They are similar but not the same. They are friendly, but not friends. They are both competitor and compatriot. Quality not quantity is the Bishop RE way About six months ago well known figure within the Pattaya property industry Mrs Rajneeporn Bishop (Maem) decided it was time for a high-end real estate agency in Pattaya City. Dave Buckley discovers that she has no regrets.
W
ith only a few exceptions it is not many people who can set up in business under their own name when they open a real estate agency in Pattaya. For Mrs Rajneeporn Bishop (Maem) it made perfect sense. When you have a good name, use it, is her philosophy. Khun Maem has more than 23 years’ experience in the international and domestic property industry, the past nine of them in Pattaya City. For most of that time she had been working for Raimon Land under the former CEO Nigel Cornick who now heads Kingdom Property. She then spent a brief period in the local office of an internationally-known Agency before deciding that the time was right to set up Bishop Real Estate 64•REm•Issue 145•06/2013
in an office located off Second Road in the Moonlight Complex between sois 5 and 6 a little more than six months ago. She also bought a house in South Pattaya, bringing to an end years of commuting from Bangkok. “I decided I can have a home here, so I can work and live here and have a better life,” she said. “One day everyone should be their own boss and make their own decisions. Good connections “I felt I had enough good connections and the time was right for Bishop Real Estate.” One of those connections is, of course, Nigel Cornick. Maem and I were speaking at the press launch of Kingdom’s Southpoint Pattaya development showrooms at the Royal Varuna Yacht Club.
“I think I’m probably top for sales for Kingdom’s Southpoint development,” said Khun Maem reflecting on her progress. “It’s been a very good start, better than I ever expected. I’ve also had a lot of support from friends and colleagues from within the property industry.” Most of her company’s work is in the field of residential project sales. Rentals, although very important, are not “the core” of her business. Her company has selected only a few projects to work with, the reason being they want to be confident that what they sell will deliver on the promises. “What we sell now is our future,” said Maem explaining that “if we promote projects that don’t deliver it will adversely impact on the reputation Bishop Real Estate.
“At present we only recommend three projects to our clients,” Khun Maem added. “It’s not my style to take clients all around the city. “Nor do I take a client to a showroom and just simply hand them over to the project’s own in-house sales team.
