is not too rosy when considering the number of residential units in the country that remained unsold at the end of 2012 (see Page 7). The nationwide survey reveals that Chonburi province is tops of an unofficial league table of these units.
Dave Buckley looks at research which uncovers differences between provinces
While, on the face of it, this is not a table that any area wants to be top of ... as with most statistics there is a tendancy for one to end up with an incomplete story. For example, in terms of straight numbers Chonburi is some way ahead of other provinces for unsold units with 31,340. The next nearest is Phuket with 7,430. However, what I couldn’t glean from the article I read (and this might be my failing) is what percentage of the overall numbers being built do these figures represent? I think that’s an important stat! In pursuit of easy maths if 313,400 units were being built in Chonburi the unsold element would represent 10 per cent which, while not being great, sounds more acceptable.
I’ve posed the question, but I just don’t know the answer. But what I do know is that several of the “big guns” of Thai property development have been showing an increased interest in Pattaya and its surrounding area in recent times. These unsold unit figures are not putting them off. Of course, it’s true that even if 90 per cent of units can’t be sold in any given area a company can still be successful if it has its numbers and its marketing right. That said, if Stock Exchange-listed big companies have faith in the future of Pattaya that’s good enough for me. What the survey also highlighted was how the types of unit being built varies widely from province to province. Of course one would expected greater concentrations of condominiums as you near the sea. But a few figures really stood out for me. A couple of them say one of two things – either very few condos are built in Chiang Mai and Ayutthaya or they sell very well there given only 950 remained unclaimed in Chiang Mai and just 20 in Ayutthaya. My money’s on very few condos being built in these provinces. The other interesting stat was that when it comes to unsold low-rises – by this they mean houses and townhouses – Chiang Mai leaps into second place behind Chonburi with 6,450 compared to 12,330. I guess you can put whatever spin on these stats suits you. The director-general of REIC (Real Estate Information Centre), who carried out the survey, says property firms should consider the demand in different provinces when considering new investments. Sounds like a note of caution to me and is probably good advice.

Chonburi is tops for unsold units A survey carried out by Real Estate Information Centre (REIC) at the end of last year claims that 71,770 units, worth Bt229.26bn, remained unsold at the end of 2012, according to a report in The Nation newspaper. The units are expected to take about two years to sell completely, the research said. Heading the list is Chonburi followed by Chiang Mai, Phuket, Petchaburi and Ayutthaya. That said, these provinces remain popular locations for the top 10 property firms listed on the Stock Exchange of Thailand. All have expanded their investment since 2010.

One year on ... and CGR is hitting all its targets
I
t’s a year since Tulip Group officially launched Centara Grand Residence Pattaya (CGR). It was an especially grand affair with close to 1,500 people joining the party on the project’s private beach. In my opinion it was one of the best launch parties I have attended – certainly a stand out for the year as a whole. The stunning project on a beautiful stretch of beach in Na-Jomtien occupies almost 27,000sqm of land and will house two luxurious high-rise condominiums plus a five-star Centara Grand hotel, a branded high quality residence. Tulip claim that this project will be the most exclusive project 14•REm•Issue 142•03/2013
ever to be built in city, and it’s hard to disagree. Tulip say that buyers at CGR “will enjoy a huge array of common facilities, but, in addition, they can enjoy all the facilities provided by the hotel”. This means that condo owners will have the opportunity to use five swimming pools, a water park, tennis courts, a stateof-the-art gymnasium and spa, not forgetting the restaurants and bars in the hotel. Opposite direction With a project this “grand” you might expect a developer to try to squeeze as many rooms as possible, but this where Tulip have been smart, and have gone
in the opposite direction, so there will be only 331 rooms in the two towers combined. The project will also offer 100 per cent car parking – again something not normally seen in Pattaya. Usually developers only offer around 100 car parking spaces for a 300-room condo, but CGR will have 345 car parking spaces. So all of this must come at a price, and it does! This project is not cheap, almost Bt6m for a studio. If you seek a nice twobedroom unit, this will set you back a tidy Bt18m. Prices per sqm are at a mindblowing Bt130,000-200,000. This is Bangkok pricing I hear you say,
and you would be right. At these prices, one might expect that CGR would be a hard sell. But the developer says that it is meeting its sales schedule and the project was 50 per cent sold. Bangkok Thais Interestingly the majority of buyers are wealthy Thai nationals from Bangkok. Pattaya really has grown. Who would have imagined just five years ago, that the city could sustain projects fetching such high numbers, and that the area would become the preferred destination for Thai investors, looking for a holiday home/weekend retreat? uyers like dealing with people who know what they are doing and what they are talking about – that’s indisputable. So the team appointed by the Golden View developers to provide full project management on The Masters in Pratumnak should prove popular. Golden View have asked the recently launched company New Developments to handle things and, although the company itself might be relatively new to the city, the people behind it are not. New Developments are headed by marketing guru Julian Stanley and construction ace Thomas Schobesberger, two men with many years of property experience both globally and, most recently, locally. “Thomas has been in Thailand for 25 years and I have been coming here regularly for the past 17 years and decided to live here permanently about eight years ago,” said Julian.
I spoke to the pair at the new offices for The Masters in Third Road, not far from the start of flyover to Bali Hai pier. At the time the finishing touches were being put to a showroom for the project. It will show a prototype of a one-bedroom unit measuring 43sqm. Why use the word “prototype” I asked? Julian replied: “Because when prospective buyers ask ‘is this what we will get?’ our reply will be ‘no, it will be better’.” Work in progress The pair view the showroom as a testing ground for the innovations they will be bringing to the development. “The showroom is likely to be complete by the time readers see this magazine, but we will still view it as a work in progress,” said Julian. Owners at The Masters will enjoy quiet and quality in a top residential location on Soi Regent 2 off Pratumnak Soi 6.
A mixture of 118 studios, oneand two-bedroom properties is on offer and in the first three weeks following launch already 34 of them have been snapped up. The rooftop with have an elegant pool finished in black mosaic tiles and there will be a sauna there. There is no plan for an on-site restaurant or gym. “The size of the development is such that we doubt if a restaurant or cafe could be profitable. Anyway it’s Pratumnak so there is no shortage of eateries nearby,” said Julian. And no gym? “Again, our experience tells us that you could have a situation in which 100 of the units will be paying for an amenity which just a handful of others will use.” Julian continued: “The aim is to make the development as eco-friendly as we possibly can within the budget. Hot water will be supplied from a central point which means that owners will not have to install numerous
water heaters for kitchens and bathrooms. “We will have LED lighting throughout which will consume less electricity. Confident of the fit “Walls will be supplied pre-cast with insulation in between ready to erect. And the nice thing about pre-cast is we can order window frames and be confident they will fit. On many projects the skeleton of the building is erected then the fine-tuning of all the windows and doors has to take place. Our windows will come with a 10-year guarantee on the frames.” Units in The Masters range from xx sqm to xx sqm and prices range from Bt980,000 up to Bt5m. All are sold fully furnished and electrical appliances will be top brands such as Teka from Germany and Samsung (Japan). “The average per sqm price is Bt35,000,” said Julian, “which is more than reasonable for the socalled ‘Beverly Hills of Pattaya’.” 03/2013•Issue 142•REm•25

It’s my Bond Well it took us a while to get around to it but we have finally picked the winners of the two prizes offered to those who took part in our on-line Pattaya Living James Bond survey which was conducted to coincide with the 50th anniversary of the 007 films. Top prize of a box-set of all Bond films (with the exception of Skyfall which was released after the anniversary) went to Nova Group’s head of sales Keith Storey, who is pictured receiving the set from REm publisher Dave Buckley.
Keith is a big fan of Bond films and named his favourite as Die Another Day as much for the cars in the film – the Aston Martin Vanquish and the Jaguar XKR – as for Halle Berry playing a Bond girl. The runner-up prize of a double CD collection of all the main music from the 007 movies was due to be handed to Steve Towler when he returned to Pattaya from Dubai late last month. Steve is the owner of the Naam Kao restaurant which can be found out of town facing Lake Mabprachan.
City scores major golfing coup On the back of being voted winners of the Golf Destination of the Year 2012 for Asia and Australasia, Pattaya has won the right to host the 2nd Asia Golf Tourism Convention (AGTC) from 29 April to 2 May. Organised by the International Association of Golf Tour Operators (IAGTO), this three-day convention will bring together leading golf tour operators, all selling Asia Pacific golf destinations, to meet local golf clubs, hotels, in-bound operators and tourist boards. This represents a massive coup for the Eastern Seaboard Golf Management Association (EGA) whose 20 member golf courses cover the region. It should also result in a boost for local businesses as increased tourism interest is likely to result. Mike Mesommonta, EGA president said: “Pattaya is a well-known golfing

rom the launch party to the showroom itself; from the size of the plot to the number of units planned – everything about Heights Holdings newest project is, well, there’s no other word for it ... huge, writes Dave Buckley. The project is called Laguna Beach Resort 3 – The Maldives and, as the name suggests, it is the third project HH have launched under their LBR brand. So, let’s examine those “huge” claims made in the opening paragraph of this article... The showrooms’ launch party in mid-January welcomed more than 500 guests, the majority of them agents keen to discover what all the fuss was about. That’s a very big number of people for a launch party. Four show apartments What they saw was impressive. Most project showrooms display one, maybe two rooms to give prospective buyers and idea of what they can expect. The Maldives showroom displays no fewer than four – two studios, a one-bedroom and a two-bedroom, covering many of the options available. perhaps in the whole of Thailand – offering potential buyers all the information they require to make an educated buying decision.” I can think of one other large showroom down close to the beach at Na-Jomtien but I can’t think of any that tops the HH one in size. Movie theatre-style comfort Within the showroom there is a large-scale model of the project which visitors can inspect before moving on to a 15-seater screening room where they can watch a promotional video about the Maldives in movie theatrestyle comfort. The Maldives is ear-marked to be built on a vast plot of more than 15 rai close to Jomtien Second Road, just 300m east of the showrooms and 750m from the beach. It will feature more than 1,750 apartments. Buyers are offered an wide variety of facilities, including a massive 5,000 sqm lagoon pool in the plus unusual facilities such as a putting green and there will even be a go-kart track. Multi-lingual representatives On-site visitors will be welcomed by half a dozen multi-lingual sales representatives who between them are fluent in English, Russian and Thai plus a variety of other languages. You may get your deposit back in other parts of the world if you decide not to proceed with a rental or purchase but that doesn’t mean the same will happen here as our undercover agent explains...
Changing your mind can make everyone look bad
O
ne of the most frustrating things that many of us experience within the real estate industry is people failing to do what they agree to do. This can range from failing to turn up for an appointment, not carrying out work on a property or trying to renegotiate a previously agreed deal. All of which usually proves to be quite embarrassing for the agent involved as they are usually stuck somewhere in the middle taking all the blame! Failing to turn up for an appointment, usually a viewing, may seem like a small issue. However, often agents have made a number of appointments to view properties and on many occasions owners have stayed in especially or changed their plans to accommodate your visit. Viewing cancellations Understandably, when we call to cancel these appointments, the owners are usually quite annoyed and in some cases request that we

Obviously, this gives our company and others a bad reputation when we fail to bring customers for viewings. Another problem is people trying to renegotiate deals once they have been signed. This is becoming an increasingly common problem and seems to be perfectly acceptable within certain cultures. I had a customer recently rent a condo in Naklua for three months. They got a very reasonable price and the condo was rented ‘as seen’. The lady checked in and seemed happy until I had got to my car when I received a phone call. She required new bedding ‘as this had been used by someone else’. I assumed she meant the laundry had not been done but she actually meant that she want brand new bedding! Again, I returned to my car and got another call. This time she was not happy with the quality of the furniture

as ‘it was not as good as the place she had stayed previously’ – well her previous condo was more than double the price so I am not sure what she expected! Deal breaking Anyway, after all the initial complaints she demanded that we rewrite the contract with a 25 per cent discount for all the upset that she had experienced (in her first 20 minutes in her new condo!). Needless to say, we refused, offered her money back but she chose to stay and now seems perfectly happy! There is nothing more frustrating for an agent than a customer making an offer for a property and then not continuing with the deal. A few times recently I have negotiated a deal as the buyer wished only for them to pull out at the last minute – in some cases where lawyers had already become involved. This is not only disappointing after putting in quite a lot of work, but is very embarrassing when you have to explain the circumstances

to the owner. It seems to be an increasingly common practice that people will negotiate terms before they have actually made a decision on whether they want to buy the property or not. This again can be damaging to the brokerage’s reputation as well as to the individual agent involved as it appears they have not carried out sufficient checks on the customer. In most instances this is not the case. Another issue we can experience is when customers pay a deposit and then pull out. The majority of the time they are actually amazed that they cannot have their deposit back. This is fairly common with rental properties in the high season. Deposit withdrawals Customers are aware that quality properties that are available are few and far between. They will pay a deposit on one condo, for example, but will continue looking with other agents. If they find something that they prefer they will go back to the original agent and ask for the deposit back. In most cases owners will refuse as they may have potentially lost other tenants or have started getting the property ready for occupancy. On a similar note, I am also aware of a customer who paid a deposit on a condo he was looking to buy. He tried initially negotiating the deal direct with the owner and, when the owner refused, he went back to the agent. To make matters worse he then 60•REm•Issue 142•03/2013

bought another condo, demanded his deposit back and then tried suing the agent concerned saying that the deposit should not have been paid to the owner! Luckily the judge ruled in the agent’s favour. Sadly, when things do go wrong and arbitration is needed, many people do not realise the cost involved. They perhaps think they are doing something they feel is morally right. However, the costs can soon mount up, wiping out any potential gain. Something that I have come to realise through experience is that the legal system in Thailand is quite different to that in many parts of the West. What is perceived to be fair and reasonable in Thailand may not be the same as we are used to in our home countries and vice versa. I have heard a number of people say: “That wouldn’t have happen in…” It’s a stance that will lead nowhere. We are in Thailand and have to abide by its laws regardless of whether we believe them to be fair or not. I am sure you would not expect the laws of your home country to be changed to simply accommodate the wishes of a visitor! A few months ago a customer was looking to buy a condo. Initially he put in a low offer that, surprisingly to me, was accepted. The potential buyer then retracted his offer and put in a lower offer – which again was accepted. Even more surprise! He then tried the same ploy again, putting in an even lower offer, but
he was told politely that this was not acceptable behaviour and really he was lucky to have the second offer accepted. He then decided to pull out of the deal claiming that he had not been allowed to properly negotiate and felt pressurised – which was simply not the case! Price increase A fairly common practice in Thailand is for owners to increase the rental prices in the low season! As their property hasn’t been rented for a few months (usually because it is too expensive!) the owners feel they need to chase the rent that they have already missed out on. The only way they can do this is by raising the price for any potential new tenant! However, this practice rarely works and tends to make the property unrentable. Any explanation or reasoned logic tends to fall on deaf ears and sees the property remain vacant for long periods much to everyone’s frustration. The owners even think that their agent is not doing his or her job properly. I often am left thinking: “I you don’t want to listen to our advice, how can we serve you properly?” As always, space is running short. I hope that some of the points made have maybe raised an eyebrow or even a smile and given you an insight into what we in the real estate industry experience on a daily basis. Pardon me for being a skeptic, but when I hear about the ASEAN Economic Community (AEC) coming in 2015 and this big old love-fest between its members … well it’s just hard to swallow. As a longtime resident of Thailand, I just can’t imagine the Thai people actually embracing their neighbours, easing immigration laws, lowering trade barriers and sacrificing anything for the greater good. It’s just not their nature. If I were a Thai citizen, this whole “open borders” thing wouldn’t sit all that well with me. Cheap goods from lesser nations flooding “our” markets;

During her weekly radio address in late January, the Prime Minister said: “Thailand’s infrastructure must be expanded and modernised to support future growth, reduce logistics costs and strengthen transport links with neighbouring countries as regional trade and investment is expected to increase over the next several years.” It is clear from the PM’s comments, she sees Thailand’s inadequate infrastructure as a barrier to AEC success here. “New infrastructure investment is a key pillar of the government’s broader medium-term development strategy … which aims to address current social, economic and political inequities as well as strengthen connectivity between provinces and within neighbouring countries,” she added.

The Pheu Thai-led government and the Prime Minister back a Bt2 trillion scheme to make Thailand a regional Southeast Asian transportation hub. “The government’s Bt2 trillion infrastructure investment programme is crucial for improving Thailand’s economic outlook and competitiveness over the medium term,” the PM said. The plan Ms Shinawatra refers to is to be implemented over the next seven years. Some 93.14 per cent is earmarked for transportation and infrastructure with 78 per cent going to four main rail projects. The programme is directed by the Ministry of Transportation. The goal is to transfer the transport burden from roads to rail, reducing logistics costs by 13.2 per cent. Currently Thailand’s logistics costs make up 15.2 per cent of gross domestic product (GDP), compared to the US at 8.3 per cent. Four proposed high-speed train routes will link Bangkok to ... Pattaya, Phitsanulok, Nakhon Ratchasima and Hua Hin. In the second stage of these projects, slated for completion by 2022, the high-speed lines will be further extended to Bangkok-Rayong, BangkokChiang Mai, Bangkok-Nong Khai, and Bangkok-Hat Yai, thus covering all the major regions. The Bangkok-Nong Khai route is planned to link with high-speed trains from Laos and southern China. AEC is key driver According to Pansak Vinyarat, chairman of the PM’s advisory board: “The Asean Economic Community (AEC) is a key driver in the government’s bid to revive the four high-speed train routes, as Thailand has the potential to be a hub in the mainland AEC for both cargo and tourist traffic.” Khun Pansak went on to point out: “These projects will also lead to a better link with Myanmar’s proposed Dawei deep-sea port and industrial estate development schemes close to the Thai province of Kanchanaburi. For instance, the distance between the planned Dawei deep-sea port and Thailand’s Laem Chabang deep-sea port on the Eastern Seaboard is only 450-500 kilometres.” The Dawei special economic zone is an ambitious project. If all goes as planned, this deep-sea port 66•REm•Issue 142•03/2013
in Myanmar will link India, Africa and Europe with China, Southeast Asia and other East Asian countries through Thailand. Dawei has had some trouble getting off the ground, but recently Japan has stepped in to partner and the plan has new life. Dawei aside, Laem Chabang is running at near capacity as it handles 54 per cent of Thailand’s imports and exports already. With increased pressure from imminent rail lines coming in from all over Asia, the Thai government will need to move quickly to implement Phase III of development at Laem Chabang deep sea port if it wants to avoid bottlenecks. The vision of Khun Pansak is: “For the ASEAN north-south economic corridor, the route starts in southern China and connects through Myanmar, Laos and Thailand to Cambodia and Vietnam and then all the way down to Malaysia and Singapore.” Covering the whole region Khun Pansak hopes the transport infrastructure will eventually cover the entire 10 country regional grouping with a combined population of 600 million. So it appears the fine folks now running Thailand have figured out the answer to the ASEAN question, “What’s in it for us?” Jobs, mobility, access to more global markets; imagine trainloads

of money streaming across the country every minute of every day. The next level of prosperity awaits strategically blessed Thailand. Thailand can be to ASEAN what Germany is to the EU. Yeah, yeah … everybody’s equal … but they all know who the boss is. A political party that brings that kind of growth and influence will surely fortify their position both at home and in the region. No one should be surprised to see the prevailing parties in Thailand attempt to establish Bangkok as the seat of regional power. Besides building transportation lanes within the country and the ASEAN region, a big chunk of the funds will be concentrated in the nation’s capital. Shortening travel times Bangkok will receive nine more electric rail lines added to subway and Skytrain services. Currently, Bangkok has about 80 kilometres of track. By 2019, the city will boast 464 kilometres. High speed inter-provincial train networks will shorten travel times between Bangkok and other parts of the country. The goal of the new system will be to reach any location within 300 kilometres of Bangkok in 90 minutes or less. Again, familiarity breeds skepticism and I have a hard time envisioning something of this scale getting done here in lovably

regularcolumnist imperfect Thailand. But, one doesn’t need a long memory to find examples of past infrastructure dreams that made a real impact. I remember first coming to Thailand in 1999 and riding the Skytrain in Bangkok. If I am not mistaken, I think I actually rode it for free on the first week it opened. It reminded me of Walt Disney World’s monorail that takes passengers from the Contemporary Hotel through “Tomorrowland”. What a great way to get around. I saw the opportunity right away and gobbled up some really affordable condos near Asoke BTS Station. Over the next five years or so, they were easily the best income properties I’ve ever had. Currency appreciation and a rising market gave me a nice capital gain as well. Besides being my main mode of transport for five years, the BTS Skytrain paid off by instantly making my property more desirable. I was lucky to catch that wave. Neighbourhoods revived So, when I hear about 300+ more kilometres of rail, I think of all the neighbourhoods being revived or created. The BTS Skytrain and MRT Subway changed how people in a city of more than 10 million people live. Social change for the good of that magnitude doesn’t happen every day. Bangkok has already been awarded “most livable city in Asia” status. Over the next seven years it should put a fair amount of distance between itself and whichever city is number two. Does anyone remember Don Muang Airport? We have made a lot of jokes about Suvarnabhumi International Airport. The fact that it took nearly 40 years to get it done … the fact that it was built with a significant shortage of public toilets … the fact that it was easily stormed and taken over by the yellow shirts … it has been big drama for sure. But, some of us remember Don Muang and deplaning on the runway. We’ve certainly come a long way since then. Since opening Suvarnabhumi has managed to become one of the busiest hubs in Asia. For people who travel a lot, the Bangkok airport is 68•REm•Issue 142•03/2013

a breath of fresh air and one of the more efficient in the region. Don Muang Airport has been reopened to take pressure off Suvarnabhumi by handling the bulk of domestic flights. Combined with the completion of the Chonburi-Bangkok motorway, the location of Suvarnabhumi Airport changed the relationship between Pattaya and Bangkok. When I get on the motorway in Bangkok and I see the big sign with the figure of an airplane and a giant arrow, it seems like it should also say, “growth and development this way”. Many people consider the airport to be halfway between Bangkok and Pattaya. The two cities seem to get closer every time I make the trip. I can envision a day when the whole region is considered a “megapolis” with the airport in the middle. No road rage A few months back, I had three important appointments in different parts of Bangkok during rush-hour (as if there is any other time there). I drove from Pattaya to the Suvarnabhumi in less than an hour, parked my car and took the BTS Skytrain Airport Link into town. Between the BTS, the MRT and about Bt50 of taxi time, I got where I needed to go, zipped back to the airport on the BTS, and got in my car and drove home to Pattaya. No hassle, no traffic jam and no road rage. Thailand’s recent infrastructure plans have been very beneficial to yours truly. That’s why I get excited
when I hear the government is dropping a big bag of money into the infrastructure pool and there will be a new wave coming soon. Imagine a high-speed train directly from Bangkok to Pattaya. Better yet, imagine it will go all the way to Rayong. Think what it will mean for those of us living on the Eastern Seaboard. Fast tourist access Many people perceive tourism to be the primary business of Pattaya, so let’s start there. Arriving visitors at the airport in Bangkok could come directly to our beaches and resorts on a high-speed train in about half an hour. Just as important is their ability to get on a high-speed train and reach the rest of the country. Utapao International Airport just south of Pattaya is undergoing a massive expansion project. Transport Minister Chadchat Sittipunt has ordered the Department of Civil Aviation to conduct a feasibility study into the construction of a second runway at Utapao It will be developed into the latest fully operational commercial airport along with Bangkok’s Suvarnabhumi and Don Mueang airports. Utapao is undergoing a Bt200m development project to increase its capacity to accommodate three million passengers annually. It currently handles 600,000 per year. The minister expects the expanded airport to serve tourists heading to the eastern provinces.

Fast trains also transport people going to work in Pattaya. If you talk to any number of tourismrelated businesses in town, most of them will bemoan the difficulty of recruiting and retaining qualified staff. Well now the talent pool will get bigger. Someone could conceivably live in Bangkok or Rayong and work in Pattaya. But, efficient transportation isn’t just for tourism. Think what this infrastructure programme will mean to working-class and middleclass Thai people. If they live in Bangkok, reaching more remote parts of the city for work without getting in a car will certainly enhance their economic opportunity and make lives easier. More viable options What’s more, the sprawling industrial estates between Bangkok and Pattaya will become much more viable options. The middle-class that has been the driving force behind Thailand’s global success will continue to grow in size and buying power. Thai people … building houses … buying new cars … raising families … stoking Thailand’s economic furnace. With the onset of AEC, big multi-national companies will make adjustments to their operations 70•REm•Issue 142•03/2013

and supply chains in the region. There is no doubt most will choose to run things from Bangkok and/or the Eastern Seaboard. For companies that have to transport products, parts or raw materials to or from Asia, the Bangkok-Rayong corridor is the most natural choice to base operations. With three airports, two deepsea ports, an intricate high-speed rail system and the massive capacity of our industrial estates, it is hard to imagine any competitor. The Eastern Seaboard of Thailand will be the major logistics hub in Southeast Asia. It is difficult to get my head around how big a wave that is to surf. But, I’m not a big developer or shipping magnate. What do I care about all this growth and development? Other than the fact I’ll be able to get around a lot faster and cheaper, and there will be a lot more tourists in town, how will it affect me? More importantly, how can I take advantage of the rising tide? First of all, I’m a property owner here; and that is a good start. If my property was for tourist rental, I’d certainly be happy about more ways for tourists to come give me money. I’m smiling even wider because my property is long-term resident rental. Late last year one unit for rent was shown to three families that all had the same story. Each household was headed by someone recently transferred to companies at industrial estates between Pattaya and Sri Racha. It appears the migration has already begun.
Rising rents means rising values. I can imagine several types of property plays that would be smart ways to surf this wave. Strategic land-banking is something I’d consider. By that I mean grabbing vacant land you consider potentially desirable and holding it. There are some developers in town that employed this strategy right after the currency crash of ’97 and now they’re laughing all the way to the bank. The Thai government has yet to enforce any kind of land tax, so there is really no penalty for buying land and not developing it. Some nice returns Since I’m partial to long-term rental income, East Pattaya is interesting to me. New access to the motorway and the industrial estates makes it a desirable place to live. Those company renters pay premium rents. With so many reasonably priced houses on the market, a person could put together some nice returns. The areas to the far south of Pattaya like Bang Saray and Ban Amphur are also interesting as they are easily accessible to Utapao Airport. There are dozens of real estate plays both large and small that would provide nice returns for a long time. It doesn’t matter if you decide to get your hair wet and surf this monster wave of development, or just sit back and enjoy watching others catch a ride. Be advised, you are on the beach … and the prosperity wave is coming. Bart Walters

By Royal assent One Tower gets permission from the Grand Palace to build close to the Princess’s home
I
have met quite a few real estate developers who were enthusiastic about their project, but none more so than Meechai Thaocharoen, or Khun Neung as he is known by those around him. Neung is Thai for the number one, and he is the “one” in One Tower on Pratumnak Hill. Why is he so excited? It’s not like he hasn’t launched new projects before. His company is responsible for several communities in Bangkok including Baan Anda, Happy Place, Paradise Villa, Paradise Residence and Baan Malika. And, here in Pattaya he’s brought us Montrari Jomtien Beach View and Beachfront Jomtien. No stranger The Montrari project was awarded the title of “highly commended” at the Thailand Property Awards in 2010. So Khun Neung is no stranger to the property game. 80•REm•Issue 142•03/2013
What has Khun Neung in such a euphoric state of enthusiasm is his incredible good fortune. Luck both good and bad is known to come in threes and it’s no different here. First (and most importantly), Khun Neung had to obtain special permission from the Thai government and Grand Palace to build anything so close to the royal residence of Princess Soamsawali Kitiyakara. Khun Neung explained to me that “Pratumnak” has long been a name synonymous with royalty. The area we know as Pratumnak Hill is land owned by Thailand’s royal family and is sometimes referred to as “royal hill”. Over time the land was handed down from generation to generation until ultimately King Rama IX subdivided the land and gifted parcels to loyal servants and associates of the throne. The Princess and other royal family members frequently visit and reside in the royal residence that remains. So, when it came time to plan
the building, most developers would only have been sweating the Environmental Impact Assessment (EIA) approval. Khun Neung had to impress centuries of royal neighbours before he could commence. The site of One Tower is less than 250 metres from the royal residence. Legal decree “To be honest,” Khun Neung confided, “not many people gave me a chance of getting the royal family and government approval.” But, get it he did and he even made me take a picture of the legal decree to prove it. Then came stroke of good fortune No 2 … Siam Commercial Bank signed up as the financial partner on this building, granting a Bt400 million loan. Khun Neung parlayed his good fortune into his first high rise project, One Tower. Now I understand why he is so excited. The building design itself is modern, yet understated. There isn’t a lot of flash and glamour. One Tower has 20 floors with 218 units including studios, a few configurations of one bedroom and some really nice family-sized units. The swimming pool and fitness facility are on the 13th floor with incredible sea views. Other features to make life convenient include three lifts and key card entry. The design team and architects have focused on quality construction, variety of floor plans and just let the location do the talking. Khun Neung kept telling me this place is 100 metres to Dongtan Beach, but I beg to differ … it actually seems closer. Sharing the beach with One Tower is Cabbages and Condoms Resort, one of my
favourite places to eat in all of Thailand. Khun Neung pointed out that residents of One Tower will get free delivery … what a salesman! According to One Tower’s sales manager Danijela Suwandee, sales have been brisk; in fact all of the studios are sold. She expects about a 50/50 mixture of foreigners and Thais to ultimately inhabit the building when it finishes in two years. With this location, in this building, backed by a major bank … and with royal blessing … the price seems very reasonable. The price range of units I saw was Bt75,000 - 80,000 per sqm. I don’t need a comparison chart to know that’s a good deal. I would not expect any of these units to last long. They simply appeal to so many segments of the property buying market.
