Numbers tell the story, and Port of South Louisiana is telling a tale of resurgence.

The Port of South Louisiana has experienced a remarkable upturn, evident in the Fourth Quarter 2023 data, which reveals an impressive surge of nearly 10 million short tons of cargo. This substantial increase follows the port’s outstanding performance in 2022 when it moved 239,257,758 short tons. In 2023, the momentum continued, with the port handling 248,130,992 short tons, marking back to back years of net increases in tonnage. The reversal of a longstanding trend characterized by annual net decreases is a significant accomplishment for the port. This positive shift underscores the port’s adaptability and resilience in responding to evolving market dynamics.

We recently welcomed Life for Tyres Group’s transformative initiative at the Port of South Louisiana, which symbolizes more than a significant investment. This investment underscores our port’s global appeal and versatility. The $46 million commitment to establish L4T Louisiana LLC on our grounds not only positions us as a hub for sustainable practices but also heralds a new era of economic growth. That’s not all! St. Charles Clean Fuels plans to build a $4.6 billion blue ammonia production facility in St. Charles Parish at the Port of South Louisiana. These ventures, creating jobs and contributing to environmental responsibility, resonates with our vision for a dynamic and responsible port. As the second largest energy transfer port, we know that we have the strategic geography, abundant natural resources, and skilled workforce to lead the way in the renewable energy space.

As the preeminent grain exporter in the nation and the secondlargest tonnage port in the Western Hemisphere, the Port of South Louisiana shoulders a significant role as a key economic driver and a vital contributor to global food supply. In this issue of Port Log, you will read about our longstanding partnership with the United Soybean Board. USB works on behalf of U.S. farmers to help them prosper in an ever-competitive global marketplace. The Mississippi River connects our port to farmers in 31 states. This partnership with USB ensures that through our 7 grain elevators, we can export over 100 million tons of grain to over 90 countries.

PHILOSOPHY

The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility SoLaPort, and the St. James Westbank property.

WORLD’S LARGEST PORT DISTRICT

The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving one-fifth of all U.S. foreign waterborne commerce.

Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.

PLANTING SEEDS FOR FUTURE GROWTH AND PROSPERITY

Self-sustaining from an economic standpoint, leadership at the United Soybean Board works on behalf of U.S. farmers to help them prosper in an ever-competitive global marketplace.

Though its formation required an act of Congress, the United Soybean Board has consisted of farmers, worked for the betterment of farmers, and been entirely funded by farmers (free of taxpayer subsidies) since the advocacy group’s inception more than three decades ago.

Following the near-universal hardship suffered during “The Farm Crisis” of the 1980s, soybean growers collectively came together and urged federal legislators to pass a provision in the Food, Agriculture, Conservation, and Trade Act of 1990 that permitted a national soybean “checkoff” system — a minuscule 0.5% “due” or assessment taken from the net market price per bushel of soybeans sold by each individual farmer.

What’s done with the economic sacrifice of every U.S. soybean farmer is ultimately determined by a representative sample of their peers — the 77 volunteer-farmer leaders of the United Soybean Board who are nominated by their state-level checkoff organizations and then appointed by the Secretary of the U.S. Department of Agriculture.

“We focus our investments from the soybean checkoff on education, promotion and research,” said Northeast Louisiana soybean farmer Garrett Marsh, a director for the United Soybean Board. “It’s a strategic effort to foster demand for U.S. soy. That’s always at the front of our minds: increasing demand for U.S. soy. In a way, through the checkoff, farmers are investing in their own future. It’s a program created by farmers, run by farmers, and exists to serve farmers.”

A portion of funds collected and allocated by the United Soybean Board goes to nurture and promote advancements in the planting, growing, and harvesting processes. But beyond that, volunteer leaders have had the foresight over the years to invest in peripheral areas of the soybean economy that will ultimately prop up farmers’ annual revenue and profits.

For example, the United Soybean Board has worked tirelessly in expanding and developing international markets — ensuring an increased global demand for their product. Additionally, checkoff funds have aided in research and development of nonedible applications for soybeans in products like rubber, industrial adhesives and lubricants, and plastics. Continued diversification of soybean uses serves as a form of protection for U.S. farmers against volatile and unpredictable trends in the global food supply economy.

Of course, to reap the financial rewards of yearly harvests, soybean farmers must have efficient and cost-effective methods of distributing their crop domestically and exporting it to the rest of the world. Knowing that, the United Soybean Board has developed strong relationships and forged partnerships with inland waterway transit hubs along the Mississippi River — midwestern farmers’ main commerce artery to the global marketplace.

At the top of that partnership list lies the Port of South Louisiana — the epicenter of grain maritime transport.

“We’re obviously known as an agriculture port,” Port of South Louisiana Director of Communications Micah Cormier said. “Sixty percent of the nation’s grain comes out of our port, so it is our top commodity. Therefore, the relationship we have with farmers, like soybean farmers, across America is to promise to do what we can to get that grain out to feed the world.”

Cormier said that through the Mississippi River, the Port is connected to 31 states where grain is produced, and all of that product has to make it down to lower Mississippi River to be exported from there, where seven of the nine grain elevators in the state are located.

“That’s what we do, which enables soybean farmers to do what they do,” Cormier said. “So, there’s a real connectivity and dependence on one another — the ports and farmers — in our relationship.”

In recent years, the United Soybean Board — along with contemporary organizations like the Soybean Expert Council, the Soy Transportation Coalition, and the American Soybean Association — allocated checkoff funding toward research, planning and design of various domestic maritime infrastructure improvements and additions. Most notably, in 2019 the USB put $2 million toward the proposed dredging of the lower Mississippi River from 45 feet to 50 feet — a financial contribution that spoke volumes to the importance of the project and set the stage for the Army Corps of Engineers and Louisiana Department of Transportation and Development to fully fund and commence dredging operations a year later.

“Our transportation infrastructure is one of the best in the world,” Marsh said. “But to keep it that way, it needs to be attended to and modernized to keep our farmers and growers competitive. It can’t just sit and stay the same. It must evolve and keep improving to maintain the competitive advantage U.S. soybean farmers currently enjoy.”

To put the lower Mississippi dredging issue into context, the five-foot depth increase enables shippers to navigate larger vessels through the mouth of the river capable of handling 500,000 bushels of soybeans — roughly 2.5 million bushels to 3 million bushels per ship. In turn, that leads to lower shipping costs, less environmental impact, and larger volumes of soybeans at a more affordable prices for consumers but competitive prices for farmers.

“A project that large in scope — dredging the Mississippi River — has direct and indirect benefits for U.S. soybean farmers and grain producers, in general,” Cormier said. “There are layers of benefits for farmers, and the United Soybean Board recognizes that and has, in a sense, put their ‘money where their mouth is’ when it comes to the importance of improving and maintaining maritime infrastructure.”

Echoing that same spirit of synergy, officials at the Port of South Louisiana have recognized and backed USB’s influence in raising awareness and ultimately addressing infrastructure issues along

other portions of the Mississippi River necessary to maintain an economically-efficient supply chain.

For instance, a few years ago the USB supplied initial research funding for the improvement and enhancement of Lock and Dam 25 of the Mississippi River, located along the Illinois and Missouri board, much like it did to kickstart the south Louisiana dredging project. Sure enough, that initial funding emphasized the need to get this project started and ultimately resulted in a ceremonial groundbreaking held in May 2023. Once construction is complete, the lock chamber will have doubled in size, from 600 feet to 1,200 feet, which will substantially reduce delays and increase safety.

“You look at a map, and essentially every midwestern state contains a river that connects to the Mississippi River,” Marsh said. “I believe it’s 89 percent of U.S. soy is shipped out of the Gulf region, so it’s one of our most critical infrastructure major maritime highways — and even that might be an understatement. That river is what keeps us competitive compared to the rest of the world, so an investment in the river is an investment in U.S. soy farmers.”

A UNIFIED VOICE FOR THE PORTS

more than a century ago, the American Association of Port Authorities continues to advocate for the best interests of the entire maritime industry.

There’s a popular and somewhat humorous saying in the maritime industry, said Shawn Balcomb of the American Association of Port Authorities:

“If you’ve seen one port, you’ve seen one port.”

Different cargo. Different industries served. Different operational methods. Different topographical and geographical benefits. Different infrastructure. Different intermodal capabilities. The list goes on and on.

And yet, in spite of the many unique facets found in North American seaports, the end-goal mission of all of them has forever remained the same: to

transport goods safely and efficiently. Since its founding in 1912, the American Association of Port Authorities – a membership group of 130 public seaports in the United States, Canada, the Caribbean, and sections of central America – has fought to ensure that vital mission gets accomplished.

“We are the chief advocacy group for America’s seaports in Washington D.C., and our job is to make sure policymakers, their staff, and folks in the executive branch understand how important and how critical ports are to the nation from both an economic standpoint and a national security standpoint,” said Balcomb, AAPA’s Public Affairs Manager. “The fact that our association has stood the test of time for

more than 100 years proves that maritime commerce — shipping items and raw materials by water — isn’t going away. It’s environmentally friendly and cost effective.”

Balcomb said the reason they’re still relevant today is to make certain that the support needed for the country to continue having a flourishing maritime industry is understood and ultimately addressed. That includes infrastructure improvement, equipment advancements, berths, rail connectivity, to name a few.

To maintain connectivity between members, AAPA hosts or sponsors several in-person and remote seminars and expos per year. At these meetings, leadership from different ports discuss and formulate strategies to address hot-button issues affecting maritime industries, as well as exchange beneficial concepts and problemsolving methods amongst each other.

For example, executives from member ports who faced unexpected, destructive weather occurrences have reached out to their AAPA brethren at the Port of South Louisiana to borrow gameplans used in the recent past on how to best reboot operations safely and quickly following natural disasters like hurricanes and tropical storms.

“AAPA has created an atmosphere in which ports can collaborate and share best practices, which is invaluable,” said Micah Cormier, the Port of South Louisiana’s Director of Communications. “If something works, we’re quick to share with our member ports and vice versa.”

Cormier said that while there are practices specific to our own ports, the commonalities in what they do and what these ports are responsible for accomplishing lead to opportunities to further professional development amongst the membership.

AAPA also advocates for professional advancement within the maritime industry through a series of educational initiatives, such as the association’s “Port Professional Management Program” (PPM). Typically, accepted applicants in this certification program are mid-level port staff on track to develop into future leaders and port executives. Program “students” go through a series of educational courses with hourly requirements to learn about aspects of the maritime industry outside of their professional focus or specialty.

For instance, a port staffer who focuses day-to-day on community relations or government affairs will be exposed to the nuances of different operational matters such as facilities & engineering. Conversely, a manager enrolled in the PPM who oversees

manufacturing or industrial operations will become well-versed in the business negotiations and pressing matters involving federal and state agencies.

Currently, AAPA and its members have pinpointed permitting inefficiencies as a must-address crisis in need of immediate reform. While recent federal funding for infrastructure projects has and will benefit this country’s seaports, the sluggish and burdensome permitting process required before beginning these vital projects has unnecessarily slowed progress.

As it stands now, the U.S. Department of Transportation is not allowed to use environmental reviews conducted by other agencies — like the EPA or Department of Energy — when granting a permit, which can bog down the green-light process. To rectify that procedural inefficiency, AAPA has lobbied lawmakers to introduce new legislation to fix the issue or grant a “categorical exclusion” for maritime infrastructure projects so that valid and recent environmental reviews from other government agencies can fulfill the permitting requirements.

“Common sense tells you that it shouldn’t take longer for an infrastructure project to be permitted that it does for that same project to be built or constructed,” Balcomb said. “But unfortunately, under the current permitting construct, that does happen. And to keep our ports competitive in the global marketplace, that process needs to be thorough, yes, but expedited, as well.”

On a local level, leaders from the Port of South Louisiana and neighboring AAPA member ports continue to address the importance of dredging the lower Mississippi River from 45 to 50 feet – a depth that enables larger Panamax vessels safe passage when transporting dry bulk and liquid bulk to and from the Gulf of Mexico. This cost-efficiency measure not only affects Louisiana industries but also farmers from America’s Heartland that ship grain from the Midwest down through lower Mississippi River cargo channels like the Port of South Louisiana.

“If you take the five [Louisiana] ports located on the lower Mississippi River which are in close proximity of one another, it accounts for the largest port complex in the world,” Cormier said. “So when we’re able to come together as one as we do through the Ports Association of Louisiana at the state level, and then from there to the national level through AAPA, it allows us to share our story, share why what we do is so important for the overall health of maritime commerce throughout the world, and why addressing the needs of our ports on the lower Mississippi River is so essential.”

ROLLING ON THE RIVER

Life For Tyres choosing Globalplex as the site for its first U.S. facility aligns with the Port of South Louisiana’s mission to increase job opportunities in environmentally sustainable industries.

Life For Tyres, a revolutionary, state-of-the-art European eco-friendly upcycling industry leader, researched, cultivated, and ultimately patented a complex answer for a tricky but elementary question: What do you do with old tires?

For the company, the answer is simple. Give them a second life by turning them into something else through environmentally-friendly methods.

Subscribing to a “circular economic business model,” Life For Tyres transforms discarded rubber from vehicle tires into top-of-the-line high-alloy steel, advanced biofuels, and black recovered carbon through environmentally-sustainable methods.

After proving its alternative manufacturing processes and second-generation commodities could meet the needs of various industries in Europe, Life For Tyres recently announced it will expand operations and open its first U.S. facility at the Port of South Louisiana’s Globalplex facility. Once operational, the 10-acre Life For Tyres plant will create 46 direct jobs in the River Parishes and 151 indirect jobs throughout the region, according to Louisiana Economic Development.

Life For Tyres announced it will invest $46 million toward the construction of its U.S. facility.

“They looked at Louisiana and ultimately chose Louisiana because of the proximity to the offtake where the end commodity would go — the refineries and chemical companies along the (Mississippi) River,” said Danny Ford, a local consultant for Life For Tyres. “Location was a positive working in the Port’s favor. Also, Louisiana has a bit of a tire problem. You can ride around any road and take a look. And if you’re running a company reliant on waste tires for feedstock, it’s advantageous to establish operations in a place that’s equal distance from

the major population centers of the state: New Orleans, Baton Rouge, the Northshore, Terrebonne/Lafourche.

Ford said the Port fit all the criteria of what the company was looking for.

In that same spirit, attracting a young (Life For Tyres was founded in 2017), innovative, non-traditional manufacturer to establish its initial North American footprint at Globalplex fits perfectly with the Port of South Louisiana’s proactive and strategic approach toward diversifying its catalog of tenants while serving the needs of its long-established partners.

Seeking to stay several steps ahead of industry trends and a rapidly evolving global maritime marketplace, PSLA CEO Paul Matthews has positioned the Port to be a cutting-edge leader when it comes to the looming “Energy Transition Process,” establishing the framework so that existing companies within the Port District can reap the financial and environmental benefits of alternative fuel sources and “remade” raw materials produced by manufacturers — like Life For Tyres.

“At the Port of South Louisiana, we have made environmental sustainability a pillar in our mission as we seek private investments that not only create jobs for River Region families, but

are also safe for our community,” Matthews said in an LED press release. “The first of

its kind in the nation, Life For Tyres Louisiana will be a world-class, carbon positive facility where Louisiana’s workers will produce high-quality totally sustainable commodities. This project will be a welcome addition to Globalplex, making it a greener and more efficient facility with room to grow.”

Like many great innovations, Life For Tyres’ patented process for converting waste tires into an array of second-generation industrial products arose from a dire necessity. It was a solution to a problem.

Prior to Life For Tyres’ formation, less than 15 percent of discarded car and truck tires in Europe were recycled and reused, an alarming ratio. After 10 years of research and trial phases, Life For Tyres finalized its unique depolymerization process — a system that made converting waste tires profitable while simultaneously reducing up to 90 percent of greenhouse gas impact compared to outdated forms of tire recycling.

And Life For Tyres’ environmental consciousness applies to all phases of its operation, not just the manufacturing process. With that top of mind, the Port of South Louisiana’s vast intermodal infrastructure — specifically rail and barge — offered Life For Tyres economical and green ways to receive discarded tires and send out reimaged, upcycled commodities, which was a major selling point when deciding where to establish its initial U.S. operation.

According to statistics from the American Association of Railroads, despite rail accounting for 40 percent of long-distance freight volume, it’s only responsible for 1.9 percent of U.S. transportation-related greenhouse gas emissions. Similarly, maritime cargo transit leaves a minimal carbon footprint and requires substantially less energy to move product per ton-mile than trucks or rail.

Port and state officials also presented Life For Tyres leadership a competitive incentives package if the company chose to establish operations in the River Parishes. Inside that package was inclusion in Louisiana’s Industrial Tax Exemption, “Quality Jobs Rebate” program, and

a $1 million reimbursement grant for site improvements. Additionally, Life For Tyres will be able to lean upon the Louisiana Economic Development’s “LED FastStart” program — a multi-layered employee development initiative that trains people based on the specific workforce needs of the employer — once the staffing process begins.

“Louisiana’s skilled and diverse workforce, advanced manufacturing expertise and interconnected industrial infrastructure make for a compelling value proposition for companies seeking to reduce risk and maximize return on investment when entering a new market,” said Patricia Murret, LED’s Deputy Press Secretary. “By locating this plant in Louisiana, Life for Tyres is allowing the state to take another step forward in creating new opportunities in its existing energy and manufacturing sectors by serving the growing market for sustainable energy.”

Currently, assuming the various phases of environmental assessments aren’t delayed, representatives at Life For Tyres predict the new plant along the Mississippi River could be finished, staffed, and operational by the beginning of 2026. By the end of that same year, Life For Tyres plans to have eight total tire upcycling plants in operation throughout the world.

“Life For Tyres has developed technology capable of producing sustainable commodities that our industries need, especially with the changes in the global market as it pertains to carbon regulations,” Ford said. “I think it’s a perfect fit in proximity to the Port and I think (Life For Tyres) is a good example of a company that will an ideal long-term partner with the Port of South Louisiana and the entire region.”

CONSTRUCTION TO BEGIN IN 2024 ON NEW BLUE AMMONIA FACILITY

Diversifying and growing the Port’s economy

St. Charles Clean Fuels plans to build a $4.6 billion blue ammonia production facility in St. Charles Parish at the Port of South Louisiana.

Micah Cormier, director of communications for the Port of South Louisiana, said the new project aligns with three of the port’s top priorities: agriculture, infrastructure, and energy diversity.

Blue ammonia is ammonia produced using carbon capture, where almost all of the carbon emitted during the production is collected and buried deep underground. This makes for a more environmentally-friendly way to produce ammonia, a common fertilizer ingredient that plays a critical role in global food production.

“For every one ton of ammonia made the old way, there’s two tons of carbon dioxide,” said Ramesh Raman, project director of St. Charles Clean Fuels. “Blue ammonia captures 99 percent of the carbon dioxide.”

The environmental benefits of blue ammonia appealed to Port of South Louisiana officials. “We are always looking for ways to reduce our carbon footprint as the global shipping industry is becoming more sustainable,” Cormier said.

St. Charles Clean Fuels is co-owned by Copenhagen Infrastructure Partners and Sustainable Fuels Group.

The facility should help Louisiana meet goals set in the Louisiana Climate Action Plan, which was announced in 2022 and aims to reduce net greenhouse gas emissions to zero by 2050. When the project was initially announced in early 2023, then-Louisiana Governor John Bel Edwards voiced his support for the project in a press release on the Louisiana Economic Development website.

“Louisiana continues to attract the interest of new and established companies exploring major investments in the energy transition,” Gov. Edwards said. “St. Charles Clean Fuels’ commitment to lowering global levels of greenhouse gas emissions aligns with the state’s goal for net zero emissions by 2050. We look forward to seeing

this project progress as part of an all-of-the-above energy strategy that is growing and diversifying our economy.”

Local business leaders also expressed support for the project. “Not only does [the blue ammonia project] represent hundreds of jobs and billions in investment, it marks a major step towards Louisiana becoming the leading clean energy state of the future for America,” Michael Hecht, president and CEO of GNO Inc., said in a press release.

Raman said the Port of South Louisiana was an attractive collaborator for their project for many reasons. “The port is instrumental to our business going forward,” Raman said. “They provide expertise and the ability to expand. It’s one of the busiest ports in the United States. It’s a natural fit for us.”

Port of South Louisiana officials also expressed excitement about the collaboration. “As the second largest energy transfer port, we know that we have the strategic geography, abundant natural resources, and skilled workforce to lead the way in the renewable energy space,” Cormier said.

Construction will likely begin in the third or fourth quarter of 2024. Raman said once construction begins, the project should take 3.5-4 years to complete. There will be an average of 800 construction workers employed each day during the building phase. Once the facility is completed, there will be about 220 full-time jobs on site. Raman said the average pay for these jobs will be $80-90,000 a year.

But the project should also have economic effects on the region beyond the on-site jobs. More full-time workers at the port means more needs for restaurants, hotels, and other businesses. “These projects have a knock-on effect for local service and support industries,” Raman said.

Cormier also expected the facility will be beneficial for area residents. “St. Charles Clean Fuels is a winwin for everyone as we look to create clean, safe and sustainable new jobs for Louisiana families,” Cormier said.
