ABOUT US Since 1984, the Hispanic Chamber of Commerce of Louisiana has been committed to creating and facilitating a business climate within the Hispanic community to promote economic development and progression in Louisiana. Included within its focus is a dedication to the expansion of trade relations between the State of Louisiana and Latin America. The HCCL is a non-profit organization created as the result of a merger in 1999 of two chambers: The Louisiana Hispanic Chamber of Commerce (incorporated in 1984) and The Gulf Coast International Chamber of Commerce (incorporated in 1990). Just as HCCL works to build capacity in the Hispanic business community, so too does it work with traditional American businesses to help them approach this fastest growing minority population in the United States. LETTER FROM THE PRESIDENT Dear members, partners and friends, As I reflect on the past year, it is inevitable to think about the challenges and difficult times our business community has endured. We are all still recovering from the impact of COVID-19 and natural disasters like Hurricane Ida in so many ways. However, I am once again reminded of the incredible resiliency, entrepreneurial spirit, solidarity and great work ethic that characterizes our Hispanic community. This is what fuels our passion at the Hispanic Chamber of Commerce of Louisiana: to continue to work on enhancing our programs, building capacity, connecting to opportunities and advocating for the needs of the community. The Hispanic community continues to grow exponentially in the state, currently ranking as the seventh fastest-growing Hispanic community in the nation. This represents a vibrant pool of entrepreneurs, professionals, an important pipeline for workforce and a significant economic contribution to the economy of the State of Louisiana. This growth also highlights the need for more services and the opportunity to leverage the increased focus on Diversity, Equity and Inclusion to lift our businesses. The mission of HCCL is critically important as we serve to erase barriers that prevent growth and the creation of generational wealth. Our staff is working diligently to remain at the forefront of the rapidly changing business climate to meet demands that will better position our small business owners to scale. Our focus continues to be centered around digital and financial literacy, management skills and best practices, supplier diversity and procurement, and workforce training and job placement. PARTNERS IN PROFITABILITY Corporate partnerships positively impact the lives of Hispanic professionals in Louisiana. By Misty Milioto

T

he Hispanic Chamber of Commerce of Louisiana (HCCL) has long-standing relationships with corporate partners. Two major partners—JPMorgan Chase and Entergy Corporation— recently doubled down on their commitment to diversifying the area’s economic landscape. Both companies have an ethos that supports local communities, therefore supporting the community at large. JPMorgan Chase’s main objective is to advance communities of color through financial literacy and access to funding, while Entergy Corporation is committed to building equitable communities through business, technology and financial resources. Financial Literacy for Economic Health “Our involvement with the [HCCL] goes back many years, and our Chase Business Relationship Manager, Ilsi Duncan, is a proud chamber member,” says JPMorgan Chase Division Director South, George Acevedo. “After our company made a commitment to do more to close the racial wealth gap in our country, we increased our focus on and support for chambers that have the greatest impact on minority-owned businesses.”

In April 2021, JPMorgan Chase announced a gift of $25,000 to the HCCL to provide programming to members and local Hispanic businesses. This programming includes one-on-one mentoring for business owners with a JPMorgan Chase senior business consultant. It also includes Financial Fit Fridays—virtual workshops delivered to HCCL members every month—that feature a panel discussion with a chamber member, a JPMorgan Chase representative and a community partner. According to Acevedo, financial literacy is important for a number of reasons. “We know that financial education is a key driver in closing the racial wealth gap,” he says. “However, being financially healthy is what we’re driving toward. True economic health means eliminating barriers and providing equitable access to opportunity. We’ve made a $30 billion commitment to advance racial equity and bring more opportunity to diverse and underserved communities. This is a longterm, firm-wide commitment to drive an inclusive economic recovery and break down barriers for all. We are committed to helping more Hispanic and Latino businesses prosper—and more households achieve affordable, sustainable homeownership.” JPMorgan Chase also has hired community managers—a new position

created to provide financial education and assistance—in New Orleans, Baton Rouge, Lafayette and Lake Charles. In addition to conducting programs that support financial health, along with educational and enrichment workshops, the role also supports entrepreneurs who are starting or expanding their small business. In this way, the partnership between HCCL and JPMorgan Chase is mutually beneficial. “This is a win for HCCL, as members gain access to information that can help them be even more successful,” Acevedo says. “As for JPMorgan Chase, we get the opportunity to reach more business owners whether they are a bank client or not. Our racial equity commitment is to lift up minority-owned businesses. This wonderful partnership helps us achieve that important goal.” Overall, JPMorgan Chase has committed $15 million in philanthropic dollars to Louisiana in the past two years, all with the goal of advancing communities of color. “In February, we announced a $5 million investment in New Orleans to increase availability of quality childcare to working families and to make childcare a family-sustaining career,” Acevedo says. “Led by Beloved Community, the organizations funded by Chase will work together to foster Black and Hispanic women-led childcare businesses that value Black and Hispanic women as caregivers, entrepreneurs, employees and mothers.” In 2020, JPMorgan Chase also awarded $5 million to a collaborative led by NOLA Business Alliance to provide career pathways for people of color in the blue-green infrastructure industry (which focuses on natural approaches to water management). That same year, JPMorgan Chase awarded $5 million to Build Baton Rouge to drive inclusive growth and greater economic opportunity in Louisiana’s capital city.

Financial Equity for Increased Opportunity While keeping the lights on is Entergy Corporation’s main objective, the company’s corporate vision is “We Power Life.” That simple slogan carries a lot of weight, as it includes other ways of powering life in the communities in which the company operates. “I am honored to lead the 12,500 men and women of Entergy in giving back to the communities we serve and helping them thrive,” says Patty Riddlebarger, vice president of corporate social responsibility at Entergy Corporation. Riddlebarger was selected in 2003 to lead what was then called the Corporate Contributions department. Since that time, her role has expanded to include the Entergy Charitable Foundation, volunteerism and community engagement, advocacy and operational responsibility for programs that support low-income customers. While Entergy Corporation has had a partnership with HCCL for many years, the partnership deepened when Riddlebarger joined the chamber’s Board of Directors in 2019. “Our partnership includes philanthropic support, volunteer support and board service,” she says. “[It] has been successful because both Entergy and the Chamber have a mutual commitment to helping Hispanic businesses and the community grow and prosper.” The partnership also is beneficial in many other ways. “As a company, we can only be as successful as the communities we serve,” Riddlebarger says, “Hispanic businesses and professionals are critically important to the future of Louisiana. Not only are Hispanics the state’s fastest growing demographic group, but they are also significantly more likely to start businesses than other demographic groups. Hispanics are an economic driver in Louisiana, and the more that Entergy can do to support Hispanic businesses, the stronger we will be as a state.” Since 2006, Entergy Corporation has awarded the HCCL with grants totaling more than $250,000 to support workforce development and training for individuals and small business owners. In 2020, Entergy Corporation teamed up with the chamber to educate the Hispanic community about the importance of participation in the Census. “Most recently, we helped create a $150,000 fund that is providing Hispanic business owners with assistance in Hurricane Ida recovery,” Riddlebarger says.

Through these types of programs, Entergy Corporation is helping to ensure that every individual in the community has equal opportunity and the necessary resources to realize their full potential. “When any segment of society experiences disadvantage or discrimination, our entire society is diminished and individuals are robbed of the opportunity to be all that they can be,” Riddlebarger says. “To the extent that we are able to empower and equip individuals with the tools for success, the stronger we will be as a community. I think Martin Luther King, Jr., put it best when he said, ‘Whatever affects one directly affects all indirectly. I can never be everything that I ought to be until you are what you ought to be. This is the interrelated structure of reality.’” Riddlebarger also notes that diversity within the company is one of its greatest strengths. Therefore, Entergy Corporation has a commitment to support Hispanic professionals who work at the company. “A diverse, skilled and ready workforce is a competitive advantage for our company and our state,” she says. Together, these partnerships between the HCCL and corporate and community partners allow for an educated workforce and overall economic growth. And together, that makes us stronger as a region and a state.

ACCESS AND OPPORTUNITIES Several regional businesses, such as Ochsner Health System and the New Orleans Ernest N. Morial Convention Center, have made concerted efforts to diversify supply chain providers By William Kalec

F

or decades, Hispanic-owned businesses in South Louisiana – as well as businesses owned by other people of color – have operated and survived despite competing on an uneven economic playing field. Fully capable of providing goods, materials and services to a variety of regional corporations, these marginalized and disadvantaged businesses have faced systemic roadblocks that have prevented them from tapping into new opportunities, professional networks and revenue streams. To address this disparity, two large and local business entities – Ochsner Health System and the Ernest N. Morial Convention Center (NOENMCC) – have recently created their own diversity and inclusion supply chain programs. These programs, combined with the outreach and support of the Hispanic Chamber of Commerce of Louisiana, aim to target and eliminate long-standing economic inequities and to create a more diversified local supply chain. In 2020, Ochsner created a new position, System Director of Supplier Inclusion, and hired Jean-Marc Villain, a man with 20 years of small business economic development experience, to navigate the regional health giant’s efforts to add new, minority-owned businesses to Ochsner’s expansive roster of suppliers. “This whole supply diversity initiative is one of the pillars of Ochsner’s overall diversity and inclusion strategy,” Villain says. “The other pillars focus primarily on workforce issues, to make the organization more diverse and inclusive internally. The supply chain pillar does the same thing, increasing diversity and inclusion, but it’s obviously done externally – to make sure that communities that in the past haven’t had

opportunities to do business with us have such an opportunity now.” To get a firm grasp on what minority-owned businesses could complement Ochsner’s supply chain, Villain first had to comprehend the complexity and enormity of the health provider’s vast regional footprint. During the initial months of the program’s existence, Villain collaborated with division/department leaders at Ochsner to identify areas where diverse business communities could fill specific needs and form a connection that would lead to contract opportunities at Ochsner. In essence, Villain views his new role as a conduit – an economic matchmaker, if you will – between his employer and external suppliers of color who could never get their foot in the door. “The future of the community is completely aligned with the future of Ochsner, as well,” Villain says. “Therefore, it’s imperative to have initiatives like this that strengthen the community as a whole. And as the national conversation has focused on social justice and economic justice for historically marginalized groups, we viewed this as a chance to expand upon Ochsner’s pre-existing diversity and inclusion efforts that have been paramount for years.” Thus far, Ochsner has contracted Hispanicowned businesses to handle the construction of new capital projects, expansion of current facilities or renovations to Ochsner’s existing infrastructure in Louisiana and Mississippi. Additionally, Ochsner has formed partnerships with minority-owned firms that provide the health system with facilities maintenance, staffing and marketing. As the program continues to grow, Villain hopes to expand the number of “Med-Surg” suppliers (makers of medical and surgical instruments) that

are run by People of Color. “Even though this program is still in its infancy, about a year and change at this point, we’ve had successes and established connections with minority-owned businesses capable of meeting Ochsner’s supply demands,” Villain says. “Even at this stage, we’ve begun to find balance and closed the disparity gap and will continue to shrink it even more with the assistance of local advocacy groups – Certification Organizations, Chambers of Commerce like the Hispanic Chamber of Commerce of Louisiana – that can connect us to external businesses capable of filling a variety of needs. “It would be impossible for us to be an effective Supplier Diversity department without those partnerships.” In addition to assisting Ochsner by sharing messaging and opportunities to both English and Spanish-speaking communities, HCCL is a partner and supporter of similar initiatives run by the Morial Convention Center, captained by Small Business Program Director Rocsean Spencer. Spencer says she was specifically hired into the role to address “a lack of inclusion for

small businesses in procurements and purchases at the Convention Center,” and she has worked diligently to level the playing field for businesses of all sizes and backgrounds. Through its Small and Emerging Business Opportunity Program, Morial Convention Center has promoted contractor, subcontractor and vendor and supplier opportunities for Hudson-certified small and emerging businesses or disadvantaged business enterprises (a certification issued by the Department of Louisiana Economic Development). Already, Morial Convention Center’s focus on providing purchasing and contract opportunities for local vendors of color has yielded quantifiable results. For instance, from 2020 to 2021, the ratio of contracts awarded to Small and Emerging Businesses/Disadvantaged Entities rose from 34 percent to 56 percent. In 2021, 24 percent of contract money spent by the center went to businesses that qualify as either Small and Emerging Businesses or Disadvantaged Business Enterprises. Payments to minority-owned vendors more than doubled from 2020 compared to 2021, rising from $5,462,888 to $11,760,274. Finally, of new vendors that worked with Morial Convention Center last year – supplying everything from food and beverage kiosks to procuring banquet tables to designing capital improvement renovations – 56 percent were Small and Emerging Businesses or Disadvantaged Business Entities. “I am so proud of the team’s work at the Convention Center; there has been substantial improvement of the program over the last three years,” Spencer says. “I am most proud of awarding the largest contract to a SEB firm in the Convention Center’s history. That’s the real reward,

when you can see a small business grow before your eyes.” Spencer says even more initiatives are in the works and upcoming to further connect small businesses and disadvantaged entities to growth and procurement opportunities. “Next for the Small Business program is PILOT, a mentor protégé program, and quarterly “WIN with NOENMCC” procurement events,” she says. “These two initiatives will bring small businesses in direct contact with more prominent companies, and will identify opportunities to build the capacity of the small businesses.” “It’s about access and opportunity,” says HCCL CEO and President Mayra Pineda. “It’s not that our businesses are now suddenly capable of fulfilling the supply needs of large corporations. No; it’s that they were never given the chance to fulfill those needs. We’ve always known that businesses within our community could do the job if given the job, but it’s impossible to do the job when there’s been no pathway to get the job.” With efforts and initiatives like the ones helmed by Ochsner and Morial Convention Center, those pathways are not only opening, but stand to grow even wider. Pineda hopes the visibility and influence of those organizations will enlighten other businesses who require the services of local vendors and suppliers—and that they’ll be inspired to diversify their own supply chains. “I hope anyone who wants to ensure parity and prosperity for disadvantaged business owners will reach out to the Hispanic Chamber,” Pineda says, “because we would be honored to help them make a difference in our community.”

CLOSING THE RACIAL WEALTH GAP HCCL joins the Urban League of New Orleans’ SEE CHANGE Collective, a data-driven initiative addressing economic disparities that have held back underrepresented communities for generations. By William Kalec

I

n order to solve a decades-old problem, a systemic obstacle that’s made “The American Dream” more difficult than it should ever be for educated, talented and hard-working families from traditionally marginalized racial groups, The Urban League of Louisiana felt it necessary to hear the plight of the people firsthand. Therefore, in 2019, leaders with The Urban League – an organization founded in 1938 that develops programs and does policy/ advocacy work that promotes economic self-reliance for People of Color, along with equity, power, and parity – conducted a statewide ‘Listen & Learn’ Tour so that communities of color could voice the most prominent issues facing their day-to-day lives. “What we heard, very clearly, from communities was that the opportunity to create generational wealth was a priority,” says Judy Reese Morse, CEO and President of The Urban League of Louisiana. “One generation should be able to leave resources to the next generation to ensure future generations have the chance to live better, be better and to have stronger communities than the generation before them.” From those face-to-face interactions came The Urban League’s SEE CHANGE initiative, a collective impact effort with civic and private entities designed to shrink the racial wealth gap in the greater New Orleans area, and Louisiana as a whole. Phase 1 of the SEE CHANGE collective began in January 2021 and was powered by quantitative and qualitative statistics and analytics generated by The Data Center, an independent resource agency that examines trends and shifts in local demographics and economics, among other factors. The Hispanic Chamber of Commerce of Louisiana is one of several SEE CHANGE partner organizations “that recognize the promise and the power of strengthening the local economy by directly addressing disparities in communities of color,” Morse says. “What this project has done is pinpoint the many hurdles that have made it difficult for our community, and other marginalized communities in our region, to achieve prosperity,” HCCL CEO and President Mayra Pineda says. “In order to properly outline a road map for change, you have to understand how you got to

this point in time, and what barriers must be removed, which is what SEE CHANGE and The Urban League have done so well in this initiative.” In its recently-released SEE CHANGE Landscape Scan – which can be found on The Urban League’s website and will be the foundation of several public presentations The Urban League will conduct in the summer of 2022 – the strategists behind this data-driven, community-oriented and outcomes-focused effort diagramed a three-pronged approach toward evening the playing field for People of Color: 1. Increasing Wages & Income 2. Facilitating and Increasing Business Ownership 3. Facilitating and Increasing Home Ownership To make those goals a reality, SEE CHANGE plans to deploy five strategies in Phase 2 of the initiative, including strategic partnerships, targeted educational programs and community engagement. Additionally, SEE CHANGE seeks to promote policies that will aid in this endeavor, as well as identify and eliminate existing practices that have hindered the economic advancement of residents of color. “The reason those three areas were chosen was a direct result of data,” Morse says. “This has been a data-driven effort from the beginning – starting with data collection and analysis. Our well-respected partner in this effort, The Data Center, has identified the levers that we can pull to most quickly close the racial wealth gap. The data speaks very clearly that those are the most effective and efficient areas to address, and also illustrates historically why these disparities in these three areas have persisted over time and how they’ve evolved, if at all.” Data research printed in the SEE CHANGE Landscape Scan outlines various “system-level barriers” to wealth accumulation within Hispanic communities. For instance, generational wealth: From 2010-2019, the average inheritance of a White household with a head of household near retirement age (55-64) was nearly 10 times greater than the average inheritance of a Black household. Data also showed that a large disparity exists in non-financial

assets that are inherited as well, such as vehicles, residences and business equity. Historical obstacles that have made homeownership difficult for Hispanic people include discriminatory housing policies like urban renewal, the exclusion of non-White families from V.A. benefits for homebuyers, and the inability to enforce the Fair Housing Act of 1968. Finally, the Landscape Scan highlighted the disparities that still exist to this day regarding the percentage of non-White vs. White low-income workers (63% to 36%), barriers to advancements and promotions in the workplace (white workers are 2.4 times more likely to be promoted than Hispanic workers), and access to higher education. The SEE CHANGE Landscape Plan also researched similar equity initiatives formed in other cities across the United States, as well as made it perfectly clear through forecasting and projection that closing the racial wealth gap would not simply shift assets from one community to another, but would rather grow and strengthen the entire local economy substantially.

“It’s important for people to understand that if we are able to close the racial wealth gap, the entire region can benefit to the tune of $43 billion in additional economic impact, which is an extraordinary amount,” Morse says. “That impact would strengthen the economy for everyone. Yes, it will address the gaps and shrink the disparities for AfricanAmericans, for Hispanics and Latinos, but the benefit of closing that gap will actually strengthen the economy for us all. “We strongly believe that that is information all people need to be aware of so that there is a greater understanding as a region that working together and working collectively to address these long-standing issues will give us an economy that works better for everyone.”

ROOTED IN FOOD Chef Melissa Araujo creates community connections through modern Honduran cuisine. By Misty Milioto

L

ong before she founded Alma Café, Chef Melissa Araujo spent the summers of her youth on her grandmother’s farm in La Ceiba, Atlántida, Honduras, where she was born. It was during this time that she developed her love of food and her understanding of hard work and family. “This time in my life is one of my most cherished memories, allowing me to discover a deeper understanding of my heritage and further cultivate my love for cooking,” Araujo says. “The time I spent in my grandmother’s kitchen is the base of my culinary journey. From a young age, the women of my family drilled into me that dishes should always be locally sourced and that cooking farm-to-table is imperative.” When not on her grandmother’s farm in Honduras, Araujo spent her time in Providence, Rhode Island. While the Northeast had a vastly different atmosphere, it also contributed to her culinary style and personal development. She relocated to New Orleans with her family when she turned 16. Araujo eventually started Saveur Catering in New Orleans, and she quickly began developing a concept for Alma Café as a pop-up. “I am a Honduran-American who has a deep sense of heritage and pride in my culture,” she says. “I started Alma as a concept that paid homage to my grandmother’s kitchen. I wanted to share that sense of belonging, culture, heritage, love and what it feels like to feed your soul.” Indeed, even the name Alma speaks to the essence of Araujo’s food. The word means “soul” in Spanish. “Alma is everything that has led me to open this restaurant,” she says. “I’m baring my soul to the people who come here and sharing my story and my journey. This restaurant, Alma, is a part of me. It’s who I am.” Araujo further explains that she sees food as a memory—one that she recreates for her patrons with every dish. “Every time you eat something, in the back of your head, automatically, you memorize that feeling; you memorize that taste,” she says. “Every meal and every part of my Hispanic background is tied together. Without my background and my heritage, I wouldn’t be the chef I am.” Another reason that Araujo decided to start her pop-up was to serve the Honduran population in New Orleans. “I saw there was a need for my community to be reminded of their grandmothers’ tables or for my neighbor to explore a combination of flavors they

have never experienced before,” she says. “Having a great tasting menu and beautiful presentation has allowed me to garner the success I have.” Her modern Honduran cuisine at Alma Café includes popular dishes like the Alma breakfast, The Campechano, baleadas, crawfish, eggs Benedict, huevos rancheros and seafood paella. The menu also offers more traditional breakfast cuisine, such as blueberry lemon ricotta pancakes (named the best pancakes in Louisiana by Eat This, Not That!). Araujo opened a permanent location in the Bywater during the pandemic and has since added dinner service to her offerings. The restaurant also features a full bar and handcrafted cocktails. Araujo credits the Hispanic Chamber of Commerce of Louisiana with allowing her to connect with members of her community. “[I have] created relationships that allow myself and my businesses to help propel our Hispanic community in the right direction,” she says. “Just recently, I had the opportunity to welcome Hispanic students into my restaurant and show them that our community is successful and thriving. That is what the Hispanic Chamber of Commerce of Louisiana is all about—helping to facilitate success, while providing a sense of community.” Araujo has plans to open more concepts in the next 10 years under her Araujo Restaurant Group umbrella. Currently, she is working on finalizing Comedor Soto, a Latin American food truck.

RISING TO THE TOP Deanna Rodriguez proves that our differences are our superpowers. By Misty Milioto

O

riginally from the Rio Grande Valley in south Texas, Deanna Rodriguez has lived between Austin, Texas and New Orleans most of her adult life. In 1999, she moved to New Orleans to lead the corporate philanthropy program for Entergy, where she has held multiple positions that have each shaped and prepared her for her current role as CEO of Entergy New Orleans. “My most recent position as Vice President of Regulatory and Public Affairs both in New Orleans and in Texas exposed me to the regulatory process and the importance of having strong partnerships with our regulators,” she says. “My role as Vice President of Corporate Contributions exposed me to the value of our community partners and how critical it is for companies like Entergy to help local communities grow and thrive. I also served as Director of External Affairs for Entergy Corporation, where I coordinated post-Hurricane Katrina funding efforts, which resulted in more than $200 million in community development block grant funding for Entergy’s Louisiana, Mississippi and New Orleans operating companies.” As CEO, a position she accepted in May 2021, Rodriguez now oversees the company’s electric distribution system, safety, financial performance, customer service, resource planning, economic development, charitable contributions, employee development, and regulatory and governmental affairs. As a Hispanic woman, Rodriguez hopes to bring a different point of view to her role, while setting an example for her peers by being a great leader. Rodriguez credits her cultural background for guiding her journey to becoming CEO of such a large corporation. “I take enormous pride in my Hispanic background,” she says. “I think it is one of my super-powers. I also take great pride in having grown up along the Texas-Mexico border in a bi-cultural and bi-lingual community. I appreciate the fact that my experience and culture are translatable to others, because, at the base, we are all the same. We all love our families, take pride in our children and love this country.” She also encourages young Hispanic women to reach for the stars. “The sky is the limit,” Rodriguez says. “If I can be a CEO, then they can achieve whatever goal they set for themselves. I would also suggest that they dream big. I was so fortunate to have many teachers, mentors and champions that said that I could do anything that I set my mind to doing. Hard work and tenacity pay off.”

Her goal for Entergy New Orleans is to lead the company through the numerous challenges facing customers and the industry. “We want Entergy New Orleans to be one of the most resilient companies in the nation, while directly combating climate change and its impact on our region,” she says. “Naturally, we also want to provide reliable and affordable service to all our customers in New Orleans.” To that end, Entergy New Orleans supports numerous nonprofit organizations that serve the local Hispanic community, such as Cervantes Fundacion Hispanoamerican De Arte and, of course, the Hispanic Chamber of Commerce of Louisiana. The relationship between HCCL and Entergy is long-standing and mutually beneficial: together, the organizations ensured the Hispanic community was represented in the 2020 Census through critical funding and outreach, and Entergy has helped HCCL to foster a more inclusive and diverse supply chain in Greater New Orleans (see page XX for more on this initiative). Most recently, Entergy awarded the HCCL with $150,000 in shareholder-funded grants to help Latino-owned small business owners cover uninsured losses and impacts from Hurricane Ida. Personally, Rodriguez feels honored to be involved with the mission to ensure parity and prosperity for all New Orleanians. “I love this city,” she says, “and feel so lucky to be here.”

SMALL HISPANIC BUSINESS GRANT The Hispanic Chamber of Commerce of Louisiana (HCCL) and Hispanic Chamber of Commerce Foundation (HCCF) in partnership with Entergy are thrilled to announce a dedicated fund to award Hispanic Owned Businesses disproportionately impacted by the COVID-19 pandemic and natural disasters with grants that will assist them to offset the losses and move forward. LAW FOR ALL Cesar Burgos bridges the communication gap to provide legal services in the local Hispanic community. By Misty Milioto

C

esar Burgos, a Hispanic immigrant from San Pedro Sula, Honduras, moved to New Orleans with his family when he was teenager. They’d tried New York but found the winters too cold and the opportunities too scarce, and they hoped to achieve prosperity in the south. Since then, Burgos has certainly made a name for himself—and his bilingual law practice, Burgos & Associates, which he opened in New Orleans in 1996. Burgos & Associates, now expanded into Kenner and Baton Rouge, serves clients through personal injury law, commercial litigation, immigration cases and criminal defense. “I love practicing law because it allows me to make a positive change in my client’s [lives],” Burgos says. “I like the intellectual challenge; I like the fact that you can prove your case, and your [client] will approve your case at the same time. It’s also been a way for me to provide for my family. It can be a noble profession when you practice it under the rules.” Since 1996, Burgos & Associates has been steadily growing in terms of quality of service. “As the years have gone by, I have become a better lawyer in all aspects of the practice,” Burgos says. “In doing so, all the folks that work with me have grown equally.” Burgos & Associates consists of a team of lawyers who have worked together for many years. “On the one hand, we have lawyers that have over 20 years of experience,” Burgos says. “We also have other lawyers that have less experience but have a lot of energy. We are also unique in the sense that we are ready, willing and able to go to trial against anyone in any jurisdiction. We feel that we have the competence and the professionalism to undertake any case, bring it from A to Z and seek great verdicts for our clients.” In addition to integrity, professionalism, competence and transparency, Burgos believes communication is key in his practice. In fact, he even credits communication as being a big reason that so much of his business is done through referrals. “I think an informed client is a lethal weapon in any case,” Burgos says. “It’s very important for the Hispanic community

to have access to a bilingual law firm. There are so many things that can get lost in translation. Legal words are complex. When you create a notion of distance because there is a language barrier or cultural differences, then it becomes more complex. We not only serve the legal needs of Hispanic clients, but, in addition, we can serve as a bridge to the American legal system.” Burgos also is involved in the local community through philanthropy (including financial contributions, sponsoring local soccer teams and donating bicycles to Hispanic children

during Christmas), taking on pro bono cases (or reducing fees) and making himself available to aspiring lawyers seeking guidance. It is this idea of community also within the Hispanic Chamber of Commerce of Louisiana that also appeals to Burgos. “The Chamber shows a lot of unity, so, over the years, I have taken the opportunity to participate in different types of events. Building a Stronger Foundation The Hispanic Chamber of Commerce of Louisiana Foundation gives individuals and business owners the tools they need to grow and thrive. By Misty Milioto

T

he services and impact of the Hispanic Chamber of Commerce of Louisiana don’t just extend to the established business community. To ensure equity and opportunity for all, a separate branch within the Chamber provides education, training and networking opportunities to Spanish-speaking individuals who are looking for pathways into new careers. The Hispanic Chamber of Commerce of Louisiana Foundation (HCCLF) has its own unique function and mission, with a focus

on more personalized, Spanish-language programming. HCCLF aims to foster the continued economic growth, development and promotion of education within the Hispanic community, and it does so by building capacity and connecting qualified talent with employment opportunities. “The foundation is open to help those who are actively seeking jobs and want to learn how to improve their skill set,” says Paula Belanger, director of HCCLF. “HCCL, as the organization umbrella

for the Foundation, makes all the connections with organizations that can sponsor the cause of the Foundation and bring procurement opportunities for all the Hispanic businesses.” Simply put, the Foundation exists to assist the local community, whether that assistance takes the form of general services like training and education or critical services such as translation. “We want to close the gaps of disparity and inequity and offer more opportunities for the Hispanic and Latino community,” Belanger says. “The Hispanic community is always in need of resources that can contribute to the development of skills, with content in their language and training for small business owners that contribute to improve their chances to become more efficient, productive and successful.” In addition to free workforce and training services, HCCLF also offers a series of business development seminars. The series includes topics like Fundamentals in Accounting, QuickBooks Cloud, Quickbooks Desktop, Digital Marketing and Social Media, Human Resources, Sales, Understanding Contracts with the Government and more. Other services include career counseling, web-based employment training, resume and cover letter assistance, interview preparation and job placement. At present, the Hispanic community in Louisiana surpasses four million people (per the 2020 Census), and the population is expected to change substantially in the next 10 years. According to unidosus. org, which shows the growth and impact of the Hispanic community on the United States as a whole, nearly 80 percent of Latinos are U.S. Citizens; 21 percent of the 16.6 million students enrolled in

undergraduate programs are Latino; and an average of 1 million Hispanics turn 18 each year (thereby becoming eligible to vote). After looking at these numbers, it’s easy to see why it’s important to foster economic growth, and the development and promotion of education within the Hispanic community. “We want to level the field of opportunities to help the Hispanic and Latino workforce to be better prepared for the job market,” Belanger says. “We also want to help the small business owners stay informed, up-to-date, well-trained and ready to create jobs, improve their businesses and the overall economy of the state.” One of HCCLF’s main initiatives is its digital literacy program (supported by sponsors Cox Communications, Verizon and AT&T), which provides basic computer training. The program recently launched its third cohort of classes. “The digital literacy program is the integration of nine modules— skills, personal formation, use of technology, financial literacy, job readiness, interview training and cultural competence—with the purpose to help participants gain a competitive profile for the job market and/or to be ready for continued education,” Belanger says. “Each module lasts three days; each cohort lasts nine weeks.” The next cohort of students starts in November, and HCCLF expects no less than 50 participants per round. Aside from digital literacy, HCCLF has several other projects in the works, including the development of content related to IT and project management. “We see there is a need for it with the construction industry

booming, and we could help many young adults and people in general to gain knowledge and open great job opportunities,” Belanger says. “We also are really excited to bring back our peer-to-peer roundtables, because this is an environment where colleagues from different corners of the local industries learn and share experiences about how each one of them approach their challenges within the culture, the economy and technology.” HCCLF also provides Spanish-English translation services, which were critical for individuals and businesses applying for aid during the pandemic. The Foundation is currently focusing its efforts on creating classes with practical content for business owners, as well as for adults and young adults who are looking to improve their skills to go back to work, transition industries or continue adult education. HCCLF also plans to expand its bilingual programming in the near future—in partnership with other organizations—to include STEM education for youth. “After the pandemic and the recent natural disasters, the need to fulfill the work capacity in the economy is a must,” Belanger says. “We also want to create alliances that benefit the community’s needs in education for job placement and job creation.” Anyone wishing to benefit from HCCLF’s services, including digital literacy and workforce training, is encouraged to reach out to the Foundation. he Hispanic Chamber of Louisiana Young Professionals (HCCLYP) fosters growth, development, and resources for the up-and-coming Hispanic business leaders. Most recently, HCCLYP hosted a Facebook Live where four panelists discussed the importance of mental health and provided valuable resources and information on seeking treatment and handling mental health challenges.
