ort of South Louisiana’s data thus far seems to suggest that we are on target to record an increase in our vessel and barge count over that of 2015’s count (57,224 barges and 4,443 vessels). I am optimistic that tonnage handled by the facilities within our port district will reach the 300 million short ton mark in 2016. If we do surpass last year’s numbers, it will be, yet again, a record-breaking year. To support and encourage tonnage growth, the Port of South Louisiana continues to make capital investments into its infrastructure. We have secured $56.8 million for the maintenance of Port infrastructure, enhancements that are crucial in remaining competitive in the global market. Some improvements will commence in the near future, like the strengthening of Globalplex Intermodal Terminal’s general cargo dock, an $8.4 million project. Other upgrades are currently underway. For instance, the expansion of Globalplex Building 19, a $12.2 million project funded by the Port Priority Program, will be complete by the end of 2016. In addition, interest in a Port of South Louisiana container terminal continues to grow. We have met with several companies interested in participating in the project. By the time this Director’s Log is in print, the first of two phases of a strategic planning and market study will be complete, paid for in part by a $250,000 grant received from the U.S. Economic Development Administration. The Port of South Louisiana currently operates out of four office locations, which slows communication and decreases efficiency. We are one step closer to the construction of an all-inclusive administration/business development center. This year, the Louisiana Legislature approved the reallocation of $5.4 million from another Capital Outlay project to this project, which is approximately half the funds needed to make this project possible. At the Executive Regional Airport, the construction of the self-funded 10,000 square foot hangar is underway. The $700,000 structure should be completed by the first quarter of 2017. Also, the Louisiana Department of Transportation and Development is funding two generators for the airport: one for the terminal building; the other for the airport taxiway. They will also provide monies for reflectors that will extend the length of the taxiway. Tonnage will definitely see an increase as announced economic development projects come online. In January, Pin Oak Terminals hit the ground running as they began construction of a petroleum liquids storage terminal (and supporting docks), which is scheduled to be operational in mid-2017. The $750 million project will create 80 to 100 local jobs. Syngas Energy is also in the early construction stages of a methanol plant on the west bank of the Mississippi River, co-located with NuStar in St. James, Louisiana. Slated to be completed by the end of 2018, the company’s $360 million facility will create 86 local jobs. In the spotlight for the Port of South Louisiana this year were two key issues:

Louisiana’s trade initiative with Cuba and dredging of the Mississippi River. As home to five of the top 15 ports in the U.S., Louisiana wants to be ready and first in line to expand commerce with one of its closest neighbors and historical trading partners. We have been very involved this year advocating free trade with Cuba. In January, I joined the advisory council of Engage Cuba, a coalition of leaders dedicated to advancing legislation to lift the antiquated trade embargo. In July, we participated in a Louisiana Trade Mission to Cuba, where we met with government and trade leaders to explore trade opportunities for both Louisiana and Cuba. In October, we returned with Louisiana Governor John Bel Edwards to sign a Memorandum of Understanding with the National Port Administration of Cuba, a ceremonious partnership between our state and the island nation. It’s a worthy endeavor and we are grateful for all the media coverage this effort received this year. Because of the Port of South Louisiana’s status as a leading energy transfer port in the nation, the Port of South Louisiana received $542,000 in federal funding for dredging as a result of the Water Resources Reform and Development Act of 2014. Though appreciated, more funding is needed to deepen our navigation channels to the required draft. We are taking every opportunity to address the issue of dredging, especially at the Southwest Pass of the Mississippi River, and continue to build a strong case for Congress to allow the Harbor Maintenance Trust Fund to be fully disbursed as it was intended. In July, Real Clear Policy, an influential online publication that targets Washington insiders including members of Congress, posted “The Most Critical Infrastructure Project in America,” an opinion editorial aimed to educate policymakers about the importance of the Port of South Louisiana on the economic well-being of the nation and the consequences from failure to dredge the mouth of the Mississippi River to 50 feet. We were fortunate that the op-ed was circulated by other publications (e.g., Dredging Today). I recently traveled to Washington D.C. for a daylong series of meetings with key journalists, transportation influencers and a member of the President-elect Donald Trump’s transition team about issues impacting the Port, including securing federal assistance to dredge the Mississippi River. We are proud of our efforts and grateful for our achievements; however, for all the efforts expended to encourage capital investment and increase trade, the nation’s economy is at risk due to insufficient maintenance of our navigation channels. Economic growth depends on the unrestricted and reliable movement of goods to and from the global marketplace. We will continue to be a voice for dredging and economic growth!

The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.
The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility and the new SoLaPort facility.
Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and drybulk terminals, the Globalplex Intermodal Terminal and the Port of South Louisiana’s Executive Regional Airport

A nine-member board of commissioners directs the port; all of them are unsalaried. Four members are appointed by the governor, with one member representing each of the associated parishes and one at-large member; the remaining members are appointed by the presidents of each parish.

The Port covers a 54-mile stretch of the lower Mississippi River between New Orleans and Baton Rouge. The Port begins at river mile 114.9AHP near the Louis Armstrong New Orleans International Airport and winds through St. Charles, St. John the Baptist and St. James parishes. It continues north to river mile 168.5AHP just north of the Sunshine Bridge.

A Story All Its Own
Every year on Christmas Eve, thousands of people from around the globe attend the lighting of the bonfires in St. James Parish.
St. James Parish boasts storied past, bright future B y F ra n k E theridge
L
ong established in a state with a vibrant history, St. James Parish’s history stands out among the most dynamic in Louisiana lore. The founding of the Parish as one of Louisiana’s original 19 by the state’s governing body, the Legislative Council of the Territory of Orleans, set up following the Louisiana Purchase in 1803 in the period post-European colony and pre-American statehood, was on March 31, 1807. St. James Parish’s present-day boundaries mirror the ecclesiastical lines drawn during 18th-century Spanish control. Its 249 square miles rank second smallest in total land size among Louisiana’s 64 parishes. However, what truly distinguishes St. James Parish is its intersection of storied traditions, diverse settlement patterns, and unique ecology that sustains strong agricultural and industrial ventures. “I’d say other than sugarcane and the plantations,” area historian Charlie Douet explained by phone recently, “the biggest influence in shaping the history of St. James Parish was in 1892 when Lutcher & Moore Cypress Lumber Company came in. It was the largest cypress mill in the country for about 30 years.” Indeed, Douet’s estimation of the period from 18951920 as defining toward St. James’ modern-day development is backed up by U.S. Census Bureau figures. Following the Civil War, abolishment of slavery and Reconstruction effectively forced the collapse of sugarcane plantations so emblematic of Queen Silver’s massive profits, which peaked in the 1850s. The arrival of Henry J. Lutcher, already wealthy from sawmills that single-handedly shaped Orange, Texas into a thriving town, came a few years after he purchased 400 hundred acres of land bountiful in centuries-old, swamp-borne cypress trees near the East Bank town 42 miles upriver from New Orleans that now bears his name. Census data for St. James Parish shows its population grew by roughly 40 percent from 1890 to 1910, increasing from approximately 15,000 to 23,000 citizens. “The company treated this town like a plantation,” explained Douet, who serves on the board of directors for the St. James Parish Historical Society as well as the German-Acadian Coast Historical and Genealogical Society. “They set up 200 company houses and all the employees lived in company houses. “In those days, you had so many people — young men, in particular — who’d just jump on a train somewhere, and get off when they saw an opportunity,” added 10

Douet, who worked for Shell Oil Company for 30 years. After retirement, Douet’s self-described “hobby” led to his research and writing several articles related to the import and impact of Lutcher & Moore Cypress Lumber Company in St. James Parish. “They were immigrants and wanted to be in the United States. You could tell that by how hard they worked.” Native Americans scantly populated what would become St. James Parish as counted in the first French colonial census taken in 1769. Tribes indigenous to South Louisiana selected for more
permanent settlement land further north and upriver, regarding the region too flood-prone. While some Chitimachas and Houmas fished and hunted here, it was the local Choctaws that cultivated the fruity tobacco they dried in tree stumps. That process has changed little over the last three centuries in growing Perique tobacco, which is a sought-after flavor found only in St. James Parish. The flavor took its name from the nickname of Pierre Chenet, an exiled Acadian and farmer who introduced it to eager colonial and European markets with a profitable commercial production process started in 1824.
Douet is among area historians who point to Lillian C. Bourgeois’ book “Cabacocey: The History, Customs and Folklore of St. James Parish” (Pelican Publishing, 1999) as the definitive resource for learning its colonial and antebellum cultural development. The colorful, well-crafted book takes its title from the Cabacocey Plantation, granted to French settler Jacques Cantrelle, who amassed a fortune growing indigo in the 1760s. St. James Parish remained a relative wilderness compared to growth in neighboring St. John the Baptist and Ascension parishes, although, Bourgeois points out the Parish’s role before the Civil War as
being the educational center of Louisiana. The elegant Jefferson College, founded in 1830, was the first important place for higher education, while the Convent of the Sacred Heart formed in 1835 and was famed for housing and educating daughters of prominent families from Louisiana, Mexico and Central America. Today, St. James Parish’s unique past has created cherished customs such as the annual Christmas Eve bonfires on the levee, burning to light the path for Papa Noel. It continues to grow in both population and economic numbers; consider recent capital investments in the Port of South Louisiana, and in-
clusion starting in 2015 as part of the New Orleans Metropolitan Statistical Area for data crunched by the U.S. Bureau of Economic Analysis. Even given the present-day boom, St. James Parish will continue to be defined by its small boundaries and terrain. “It’s still growing,” Douet explains. “But you get these little towns like Lutcher and Gramercy — their boundaries are set with the river on one side, swamp on the other side. So it’s always been of little growth, and I think 100 years from now we’ll still see the same scale of growth.” •

Meet the Manager Enrique Wehlen, Monsanto B y F ra n k E theridge
“T
o get to where I am in my career, I’ve focused on two main things,” said Monsanto Plant Manager Enrique Wehlen. “One is that I’ve always taken ownership of my development in my career. Asking myself, ‘Where do I want to go?’ You must have a clear understanding of that — even as it changes and morphs over the years.” The work philosophy Wehlen developed to foster his own career now translates into his approach to management; overseeing 700 employees and 300 contractors at Monsanto’s Luling facility. Earning a Mechanical and Electrical engineering degree and an MBA, he began working for ExxonMobil prior to his current 14-year tenure with Monsanto, the global agricultural company headquartered in St. Louis, Missouri. “The second thing,” Wehlen said, “I’ve always tried to play on my strengths while watching my weaknesses, but really focusing on my strengths. So when I looked at my career and my strengths, I figured that probably one of my biggest strengths was working with people. I think what managers need to understand early in their careers that it’s not about what you can do, but what your people can do. What you can do on your own is almost worthless. Also, you have to be humble, adjust and continue to evolve, recognizing that each person is different when trying to motivate them.” Wehlen worked on the chemical side of Monsanto’s business when first hired but was soon exposed to the seed side of the company’s operations. He describes the seeds and traits division of Monsanto as its largest. “I found the whole production of seeds and seed planting as interesting, so I followed that,” he remembered. Later, when moving on to the vegetables division “Learning how to produce vegetable seed was a huge learning curve for me, but that’s what I wanted. I like to experience new things, to learn about new things.” Wehlen worked in Mexico, where Monsanto’s Latin American North seeds and traits division is based and then in California working in the vegetables division, before returning for his second stint in Louisiana (first working at the Luling plant in another role in 2007-08). “It’s wonderful living here,” he said about New Orleans after relocation from California. “The plant has a family atmosphere. The culture in this area is very warm and has a lot of charac-

ter and personality. I love the food, of course. I have a wife and three children, and we’re all very happy living here.” First used by Lion Oil Company (a division under the Rockefeller umbrella), the plant was constructed in 1951 on the 1,500-acre site of a former plantation; the production of agricultural goods started in 1956-57. Today, the facility manufactures 80 percent to 85 percent of Monsanto’s global production of glyphosate (Roundup active ingredient), the number one used herbicide in the world, primarily shipping containers to Europe and South America. Soon, a $1 billion expansion will begin production of Dicamba (similar to glyphosate, which will provide farmers with new technology to better control weeds in their fields. Wehlen describes an organizational structure of nine people directly reporting to him with close to 50 managers below them. “It varies” he answered when asked if there’s a typical day at the office for him. “I usually work with my direct team on strategy, medium- and long-term planning, projects and initiatives within the plant, and working on the day-to-day type of
issues. I try to take every opportunity to visit every unit, talking to people, understanding their different issues. I have meetings that go from human resources, environmental, capital investment, safety to corporate manners. A lot of work is directed towards streamlining the internal operations of the plant” he said, ”but I also work with the corporate offices on strategy and global initiatives that later I have to bring to the operation.” To achieve all this, Wehlen plays to his strengths: people. “We are currently working to ensure that our way of operations doesn’t operate from a top-down, but rather a bottomsup approach,” he said. “This means employees have a more active role in decision-making and in identifying opportunities.” “I like the people side of things,” Wehlen added. “I enjoy helping people be successful, developing themselves and developing their career. That’s the aspect of my work I enjoy the most.” •

Meet the Commissioner Whitney Hickerson By WILLIAM KALEC
I
t should come as little surprise that Whitney Hickerson’s 37 years worth of experience as a cost accountant for DuPont has inspired the role he plans to play as part of his recent appointment to the Board of Commissioners for the Port of South Louisiana. “The biggest thing I experienced while working at DuPont,” Hickerson recalls during a recent phone interview, “is that you must always be very frugal in the way you handle money. We had to balance the books every month—production, inventory, cost, and everything that’s involved in cost accounting.” In addition to the duties as a Cost Accountant at DuPont, Hickerson also assumed responsibilities as the Community Relations Manager for the company. In that role he fostered supportive relationships with the St. John Parish School District and the St. John Parish Council as well as the various state elected officals in the area. “As Community Relation Manager, my job was to make sure that the people in the community was satisfied with the plant’s operations,” Hickerson, retired from DuPont in 2004. His experiences at Dupont, will help him in his new role on the Board of Commissioners. Hick-

erson explains: “I am a team player, and my mission is to work with all the other Commissioners and the Director. I see the Port’s biggest priorities are increasing barging operations, truck traffic, exports, making the airport viable, and boosting local employment.” “I envision my role [on the Board of Commissioners] as studying the finances,” he explains. “I’d like to make sure that we’re getting top notch advice from our consulting and service agreements. I also appreciate the opportunity to take advantage of the Executive Director’s open door policy so I can share with him my input into these matters.” When it comes to fiscal matters, “I consider myself a conservative,” he says. Born and raised in Vacherie, Hickerson served on the St. James Parish Council from 1975-91. Nominated to the Board of Commissioners by District 2 Louisiana State Sen. Troy E. Brown (D), Hickerson was appointed to the post on August 1 by Gov. John Bel Edwards. A graduate of Southern University in Baton Rouge with a degree in Business Management, Hickerson was already working for DuPont when he began pursuing an advanced degree in accounting from Nicholls State University in Thibodaux.
He left graduate school after a year of night courses to focus on his career full-time. Since his 2004 retirement from Dupont, Hickerson is a licensed residential builder in the River Parishes. He enjoys building custom homes. He is also a licensed commercial electrician. Giving this interview just a week after his mother’s funeral, Hickerson saves his final words to talk about his family. Married to retired St. James Parish School District teacher Stephanie Jones Hickerson, the couple has three children: two daughters and one son: Ladasha, a RN at LaPlace Elementary, Lydrika Horton, a Pharmacist at Parkland Hospital in Dallas Texas and Whitney J, a Civil Engineer who works for U.S. Army Corps of Engineers in New Orleans. “Yes, I’m very proud,” Hickerson says of his offspring, moments before his wife make sure he mentions the fact that they now have seven grandchildren. And when asked for any concluding statement, Hickerson states, in a strong, yet measured, voice that reflects his well-known traits of wisdom and humility, “I pray for and wish my family health and happiness.” •

Propeller Club’s 2016 Maritime Person of the Year
T
urn Services’ Director Frank Morton, Sr. received the 58th “Maritime Person of the Year” award from the Propeller Club of the United States Port of New Orleans during its 83rd annual Maritime Person of the Year Gala held on Friday, Oct. 7, at the New Orleans Marriott Convention Center. Propeller Club President Sean Duffy emceed the event honoring Morton. Chairman of Associated Terminals and Turn Services David Fennelly had the honor of introducing Morton. Turn Services was founded by Morton in 1990 and is headquartered in New Orleans. Turn Services is one of the largest independent fleeting and shifting companies in the U.S. They are a full-service provider for inland marine companies offering top quality services including inspection,

cleaning, repair, fleeting, pumping, cover handling, shifting, towing and crew transport. Their mission statement is to “expeditiously meet their customers’ waterborne transportation needs while continuously striving to be a leader in safety and environmental stewardship.” Morton said he was honored to be among the accomplished past recipients of the prestigious award recognizing the individual’s contributions to the maritime industry of Greater New Orleans. Morton accepted the award on behalf of the men and women of Turn Services, Associated Terminals and those throughout the marine towing industry who work day and night to keep commerce moving. He expressed heartfelt thanks to the Propeller Club for the honor. He also thanked his family as well as Turn Services and Associated Terminals

families, and his colleagues for attending the event. Also in attendance were U.S. Coast Guard Sector Commander New Orleans Captain Wayne Arguin and Executive Director for the Port of South Louisiana Paul Aucoin. The Propeller Club aggressively promotes the maritime industry through many of its programs and partnering with other similar organizations. Their goal is to educate legislators and the public as to the importance and necessity of all waterborne commerce. Today, the International Propeller Club of the United States is an international business network dedicated to the promotion of the maritime industry, commerce and global trade. There are more than 80 ports in maritime locations around the world, including almost 30 in foreign cities. •

anos can do a lot. One of the most trusted integrated service solutions companies within the energy sector, Danos’ menu for oil and gas clientele is extensive. For decades, they’ve supplied innovative and effective solutions on automation projects and control systems for independent and major oil companies; they’ve constructed large deepwater hook-ups and large-scale spool 18

piping projects both on land and offshore; they’ve handled waste monitoring, industrial cleaning and environmental surveys; they’ve offered shorebased management and logistics; and they’ve done all this (and more) from 11 offices in states like Louisiana, Texas, Pennsylvania and even Africa while employing roughly 1,800 workers. And to think, all of this literally sprung from operations conducted at a kitchen table. Founded in 1947 as a small tugboat company by Allen Danos, Sr., and Syriaque Curole, headquartered at Curole’s house, the company today maintains much of its intangible roots despite blossoming into a corporate power house three generations later. “Really, the family has been integrated with the business, and the business integrated with the family for my whole life,” said Eric Danos, the company’s executive vice president. “And I, and everybody I think, feel fortunate to build onto the legacy that’s gone on for 70 years. The blood, sweat and tears were really shed by my grandfather, a true entrepreneur. So we’re building on his legacy and the hard work of those who worked here before us, so I consider myself very fortunate to do that. that’s felt within a company that employs nearly 2,000 people. “And the company was really founded on a set of values,” Danos continued. “Back then, they were just understood. Today, they’re on a website. But the values haven’t changed: ‘Taking care of people, serving the customer and operating with a sense of integrity.’” In that spirit specifically the tenet of “Serving the Customer”, Danos has applied via the Port of South Louisiana to the Foreign Trade Zones board for subzone status in FTZ 124 — where clients can defer or eliminate duties. In Danos’ case, the extra time will allow customers to import foreign-sourced materials for Danos to sort, store or construct/assemble, thus pushing Customs payments back until the equipment or goods are taken out of the FTZ for use or consumption. The overall intent of the FTZ program is to stimulate economic growth domestically. “The minute we stop evolving our business to meet our customers’ needs, we’ll fall behind… We’re competing across the U.S., and the ability to have a Foreign Trade Zone allows us to attract projects,” Danos said. “These projects are going to happen somewhere in the country, so they might as well happen in our facility in the Port.”

And when they do happen, Danos believes its workforce is best at handling the long-list of customer needs and wants. or the seventh year in a row, Site Selection named Louisiana to its list of top 10 best states for business in November. The publication ranked Louisiana seventh in the magazine’s “2016 Top U.S. Business Climates” report. This consecutive year in the annual Site Selection top 10 reinforces the state’s reputation as a premier location for business investment and job creation. “Site Selection’s ranking confirms what businesses around the globe have come to appreciate how Louisiana’s highly skilled workforce, unrivaled geography and infrastructure provide the ideal climate for business growth and investment,” said Governor John Bel Edwards. “We are proud to once again rank among the top 10 best states for business in the country, and we remain committed to ensuring that businesses can thrive in Louisiana.”

Site Selection bases its business climate ranking on a variety of factors. Half of the score results from a survey of corporate site selectors who are asked to rank the states based on their recent experience of locating facilities in them. The other 50 percent is based on an index that includes total new projects year-to-date, both overall and per capita; state tax burdens on new and established companies; and performance in Site Selection’s annual “Prosperity Cup” — formerly “Top Competitive States” — ranking. Since 2012, more than $135 billion in new capital investment projects have been announced in Louisiana, with the potential for over 100,000 newly created jobs associated with these projects alone. Already, $65 billion in projects are under construction, in the engineering or permitting phases in Louisiana, with the remainder preparing for those formal project phases.
Earlier this year, Site Selection ranked Louisiana number six in its annual Governor’s Cup, which ranks states for the volume of significant economic development projects. Additionally, Southern Business & Development ranked Louisiana number one for the number of major business projects per capita, and Area Development magazine placed Louisiana number five in its “Top States for Doing Business” ranking, the sixth consecutive top 10 ranking for Louisiana in that annual report. In August, Business Facilities ranked Louisiana in the top 10 for multiple categories in its 2016 rankings report, including best infrastructure, lowest industrial electricity rates and foreign direct investment leadership, as well as ranking LED FastStart® as the nation’s No. 1 state workforce program for the seventh year in a row. •

ABOVE THE BOARD The New Orleans Board of Trade provides for the maritime industry for more than a century B y William Kalec

he history of the New Orleans Board of Trade — one of the oldest, most influential and well-respected economic advocacy groups in the Southeast — dates back to 1880, when a local businessman required a suitable place to sell some pork. Needless to say, roughly a century-and-a-half later, the organization has come a long way. Once a brick and mortar building on Magazine Street where commodities were bought and sold, today’s New Orleans Board of Trade is a non-profit flag waver and trumpet sounder for the South Louisiana maritime industry. The non-profit features a diverse membership united by a common interest — for waterborne commerce to run smoothly and thrive along the Gulf Coast. Board of Trade members — at last count approximately 175 of them — include entities such as ship agents, port authorities, shipyards, maritime attorneys, terminal operators and others that collectively represent a wide cross-section of the maritime industry. Perhaps the most beneficial

perk to being a member (and certainly the mostused perk) are the daily updates the Board of Trade provides that give snapshots of the goings-on on the Mississippi River. These updates are complete with operational guidelines, pilot draft recommendations, direct locations, Corps of Engineers river predictions, Coast Guard notices and a complete listing of the vessels due to arrive and depart within a 24-hour period. To enhance those benefits (and make the information available at the touch of a finger), the Board of Trade launched its very own phone App this summer. “Whenever we are notified of a draft change, an accident on the river, or something that needs immediate notification, we send it out and it uses the push-technology. And so, it pops up immediately, and you know something has happened,” said New Orleans Board of Trade Executive Director Brett M. Bourgeois. “You know, in many ways, what we provide hasn’t changed all that much, especially from a
maritime exchange standpoint, but the way we gather and deliver the information is very different now,” Bourgeois say. “There was a time where we had an employee waiting for ships to come in and talk to the pilots. Then, we didn’t have to wait because we had a direct line to the pilots and the dispatch office. Now, we utilize AIS technology, in conjunction with the data provided by the pilots to keep track of ships in and out of the river, meaning we know where any ship is at any time between the mouth of the river and Baton Rouge.” In addition to those reports, the Board of Trade also stages several events for its membership each year. This past fall, the Board welcomed the Federal Reserve Bank’s Economic Outlook Panel to speak and prognosticate about what market trends and indicators might mean for the stability and health of maritime commerce. The Board of Trade also acts as an advocacy group on behalf of its members, addressing with a single voice and working with local, state and federal government agencies on important topics like regulation. “The key is, anything we do, any issue we address or issues we advocate benefit the whole (maritime) community, the entire membership,” Bourgeois said. “Yes, some members are in the same line of business, but it is not difficult at the end of the day to get those owners to see that what we’re doing will benefit them and those around them.” •

LIFE IS A MARINE HIGHWAY U.S. Maritime Administration heads initiatives aimed at improving infrastructure and education B y William Kalec
T
hough it initially sounds a bit strange, the best solution to unclogging road commerce congestion caused by massive trucks and shipping vehicles is to encourage businesses to take cargo to the highway. The marine highway, that is. In 2007, the U.S. Department of Transportation’s Maritime Administration established the America’s Marine Highway Program as part of the “Energy Independence and Security Act.” In the near-decade since the initiative passed, the program has promoted increased maritime commerce and improved the infrastructure along the country’s more than 25,000 nautical miles of navigable waterways – everything from the Mississippi River to bays, channels, the Great Lakes and the Saint Lawrence Seaway System. In many instances, commercial marine transportation is the most efficient, effective and envi-
ronmentally sustainable shipping option for companies — the reason why the Maritime Administration continues to push for its increased integration into the U.S. surface transportation system. In that spirit, the Maritime Administration announced $4.85 million in grants in October 2016 spread across six Marine Highway projects, including the vital stretch of the Mississippi River in South Louisiana between Baton Rouge and New Orleans. The Louisiana-based project – which offers a waterway alternative to collect and move shipping containers from Memphis, Tennessee to Baton Rouge and ultimately to New Orleans, that would normally go back and forth via rail or road – received more than one-third of the total grant’s funding. “It is essential that we invest in integrated, multi-modal transportation systems that support the efficient movement of freight and people
throughout this country,” said Maritime Administrator Paul “Chip” Jaenichen. “Our nation’s extensive network of waterways and domestic seaports provide an opportunity to help stimulate economic growth while reducing congestion on our national freight transportation system.” Beyond updating marine highway operations in the six designated parts of the country, funding was also provided to spark a demonstration project between St. Louis and Chicago, as well as support a feasibility study of commuter ferry services between Northern Virginia and Washington, D.C., plus a Container-on-Barge service that basically runs the entire length of the Mississippi River – from Minnesota to Louisiana. “These grants will help us take advantage of the economic and environmental benefits of one of America’s most crucial transportation assets — our coastal and inland waterways,” said Transportation Secretary Anthony Foxx. In addition to securing and advancing the country’s waterborne infrastructure, the Maritime Administration also outfits many companies and agencies with the manpower to operate these vessels and shipping stations, thanks to its maritime education program. The Maritime Administration operates the U.S. Merchant Marine Academy, one of five federal service academies — U.S. Military Academy at West Point, U.S. Naval Academy at Annapolis — at which midshipmen learn various phases of efficient merchant fleet operation in times of both peace and war. During the global unrest, the U.S. Merchant Marines serve as the “fourth arm of defense,” saddled with delivering troops, military equipment and supplies overseas. The Maritime Administration also partially funds six state educational facilities that don’t require years of service after graduation (unlike the Merchant Marine Academy) to ensure mariners receive the latest training and safety measures available. More specifically, the Maritime Administration provides the training vessels to these academies (located in California, Maine, Massachusetts, Michigan, New York and Texas) so that officers-to-be can get hands-on experience in both at-sea training and shore-side labs. To make this state academy training more economically feasible for at-need candidates, the Maritime Administration’s Student Incentive Payment Program awards funding for tuition, academic incidentals like uniforms and books, plus cost-of-living expenses in exchange for a military service commitment upon completion. • w w w . p o r t s l . c o m | w i n t e r 2 0 16

River Region Chamber of Commerce Supporting sustainable businesses in the tri-parish region B y Ke v i n O ’ S u lli v a n

wning a business can be isolating and downright exhausting, but there are resources in the tri-parish area to help support new and expanding businesses. A local resource for economic and professional prosperity, the River Region Chamber of Commerce exists to grow, strengthen and unify small businesses so as to develop a community where they can thrive together. Since 2004 the River Region Chamber of Commerce has been serving St. James, St. John and St. Charles Parish businesses. In fact, they are currently 333 members strong and just received their second Louisiana mid-size chamber of the year award. “It’s very humbling to know that even though we’re not [among the] largest chambers,” said Executive Director Chassity McComack,“we’re still noted as having a positive impact on our region’s business climate. You don’t have to be considered large to do good things or make a positive impact.” The River Region Chamber of Commerce has a threefold plan to make this positive impact for their members: work force development, small business sustainability and small business engagement. “In the old days,” said Board Chair Annette Wray, “if your business was sustained for five years, you were in the clear. It’s not like that anymore, and since 66 percent of our membership is small business, it’s vital that we provide whatever tools we can so that we can help them grow and 24

succeed in this harsh economic climate.” To do this, the River Region Chamber of Commerce has partners like The Goldman Sachs Program and the Louisiana Small Business Development Center that brings their members tools, seminars and one-on-one sessions to ensure they can increase profit and succeed. “A lot of small business owners also work in the business, so they don’t have much opportunity to actually work on the business,” Wray said. “You need to take a 1000 foot look down at your business; looking at the industries around it, looking at some projections moving forward and finding a better way to market the company, to better align the business with the economic environment. Through our initiatives, we offer this viewpoint to our members so they can continue to sustain.” It’s this viewpoint and the tools like it that allow business owners the advantage of foresight. Like standing on the shoulder of a giant, these businesses start off with the boost of an organization that’s been through the ropes. Sometimes, though, the adversity of business owning is only exacerbated by policies that arise in local and state issues. In times like these, when public policy issues are working their way through government, the River Region Chamber of Commerce’s Public Policy Committee goes straight to the senators to “allow their businesses an opportunity to tell their story,” said McComack. Last year, this member-constructed committee flew to

Washington, D.C. and met face-to-face with each Louisiana legislator. “We call it the Washington, D.C. Fly In.” Wray explains, “We want to represent all of our members and share with the legislators what we are looking for, what our members are looking for and what kind of support we need in the tri-parish region. When we offer this support, our members have more of a voice and that’s what it takes to make sure that our region is fostering growth for all types of business.” With so much success in 2016, the chamber is planning, keeping strong their mission to grow, strengthen and unify businesses in the tri-parish region. Wray expresses that, “It’s now time to expand this chamber and really make sure we are giving our members what they are looking for. We are continuing to offer a voice for these businesses and gain the resources they need to grow their networking, be sustainable and to be relevant in the region. This is what we are about — relationships, regionalism and relevance.” •

One Big, Happy Family of Companies CRC Global founder discusses the keys to his success and the expansion of the company’s reach B y F ra n k E theridge

e do a lot of stuff that people don’t know we do,” said CRC Global Solutions Founder
Ronnie Mains. The “stuff” Mains is specifically referring to are his company’s many entities under his, “Family of Companies” slogan. With business holdings now in numerous U.S., France, Germany, and, coming soon, the United Kingdom, CRC Global Solutions has strong roots in logistics and supply-chain operations. However, the Family of Companies includes various operations in other industries. “I was pushing buggies for $4 an hour at age 17,” he said of his first job at Sam’s Club in Kenner, where the Crescent City Christian School graduate began working shortly after graduation. “There were no Sam’s Club stores in the Northeast states when I began. So I jumped all over an opportunity to head up to Redding, Pennsylvania to help start up Clubs. Being a young man and leaving my hometown and family with just my car and a cot to sleep on, I learned a lot quick including how to eat chicken noodle soup from a can for three months straight.” Quickly into this endeavor, Mains rose to
a promotion as “one of the youngest general managers ever for Sam’s Club at the time.” Fifteen years ago, he returned to his native Louisiana and founded the business operations, which were originally Cross Road Centers or “CRC” and have grown to become CRC Global Solutions. Now at age 47, what’s Mains’ secret for success? “Hire the right people that fit your company’s core values,” Mains said. “Never give up. Stay focused on your core values and keep falling forward.” Using the term “family” reflects both the wide variety of numerous businesses and also reflects Mains involving these core values across all divisions, which have a total of almost 900 employees. “I set up the CRC family culture,” Mains explains, “with the belief that if you always take care of your CRC family, then the CRC family will always care for the customer.” The acronym HEATKTE (pronounced “het-katee”) is held dear by all CRC employees, and Mains said it stands for something that instills a deep core company value: High expectations are the key to everything. “We really drive that home with all our employees in everything we do and in all of our entities,
across all our operations,” he explains. “Everybody here knows exactly what HEATKTE means.” Mains reveals his keen eye for excellence in supply-chain logistics when he describes the Port of South Louisiana’s scope of operations. “The Port of South Louisiana is located in one of the best locations in the United States,” he said. “Good, hardworking people. Warehouse locations. Land to expand. Two railroads: the Kansas City Southern and the Canadian National. The Mississippi River, of course, and its docking facilities access to I-10, I-12, I-55 and Highway 61. It’s a Foreign Trade Zone [FTZ]. And the Port of South Louisiana is very pro-business.” Last month, CRC opened up CRC Milwaukee ,a business holding in Wisconsin. The new center became part of the “Family of companies” along with numerous distinct operations, to include CRC Warehousing, CRC Trucking, CRC Packaging, CRC Brokerage CRC Consulting, CRC Construction, Cross Road Centers Realty, CRC Technology, CRC Brand Development, CRC Merchandising, CRC Distributing, CRC Promo Staffing, NOLA Brand and CRC We Care We Share. NOLA Brand products reflect Mains’ love for Louisiana as many of these products are lined up along his office wall behind his desk at his corporate headquarters on Airline Highway in Kenner. Local entrepreneurs have come to Mains with good ideas—but with no idea how to implement it. “They’ll come up and ask, ‘How do I get my product into retail stores?” he said. “We help with stuff like that, and we can also help them with their packaging designs, packaging materials, and their overall production efficiencies, and we have in some instances helped companies cut their costs by 50 percent. Our increased focus on local-brand merchandising has led CRC to help place Louisiana favorites on store shelves all over the country. Such familiar local flavors include such companies as Sno-Ball To Go, King Cakes, CoolBrew Coffee, Aunt Sally’s Pralines, Jambalaya Girl and New Orleans Ice Cream. “It’s great for us,” Mains said of these local launch ventures from a business perspective, “but it’s also fun for us to introduce New Orleans products across the country.” This type of family fun is what makes CRC Global Solutions A Family of Companies (and the man who founded them) unique — and profitable. “Everybody always talks about CRC logistics,” Mains explains. “The reason we’ve been so successful is that we have a great group of people. I can’t take credit for it; I just hired the right people, the people that have the passion for it that I do.”
