renovated for the convenience and comfort of our customers. Along with these improvements, the airport received a new name: Port of South Louisiana Executive Regional Airport. On the marine operations side, a new emergency response vessel was added to its fleet, the MV Nathan Folse. A new item on the to-do list is the Globalplex Intermodal Terminal building #19 expansion project, approved by the commission in October, which will add 70,000 square feet of storage.
I
n last year’s director’s log, I predicted that 2014 would be a record-breaking year for the Port of South Louisiana insofar as the total tonnage handled by the facilities within our district. And that it was! Last year, we handled over 291 million short tons of cargo, surpassing our highest tonnage handled to date by 13 million tons. I am hopeful that 2015’s totals are aligned to follow suit. Though the oil and gas industry has taken a hit this year due to low oil prices, I would expect our tonnage to increase by at least 2% in 2015. Once again, this has been a busy year. We attended and participated in key events: discussions regarding methanol production at the Maritime Economic Development Energy Products Seminar in Pensacola, Florida; the Cuba Hoy Conference to re-establish Louisiana’s trade ties with Cuba; the North American Strategic Infrastructure Leadership Forum in Washington D.C. as part of the Louisiana Energy and Logistics panel moderated by Congressman Charles Boustany; the U.S. Transportation and Infrastructure Committee Roundtable panel in New Orleans on the importance of port, waterway, flood control, and ecosystem restoration improvements to the nation’s economy; and the White House Business Council and Business Forward Briefing, where the topic of discussion was Trans-Pacific Partnership (TPP) and the President’s overall trade agenda. And for the first time, the Port of South Louisiana hosted the Louisiana Airport Managers and Associates (LAMA) Conference.
We are honored and proud of the recognition the Port of South Louisiana and the River Region received this year. The U.S. Department of Commerce recognized the Mississippi River industrial corridor between New Orleans and Baton Rouge as one the nation’s leading manufacturing zones, wherein the Louisiana Chemical Corridor was selected as one of the 12 manufacturing communities nationwide; Port of South Louisiana’s Foreign Trade Zone #124 was ranked as the most active by the Foreign Trade Zone Board; and our quarterly publication, the PortLog, received a Bronze Excellence in Economic Development award from the International Economic Development Council at this year’s conference in Anchorage, Alaska. Of all that took place in 2015, we are most pleased about the economic development boom that continues to bless the Port of South Louisiana and the River Region. Both Eurochem and First Bauxite selected the River Region as the location for their new ventures, Monsanto announced a $1 billion expansion at its St. Charles Parish facility, and both Yuhuang Chemical and Pin Oak Terminals broke ground for their corresponding $1.85 billion and $750 million projects. Formosa Petrochemical Corporation announced the launch of a feasibility study for a potential $9.4 billion industrial complex in St. James Parish and the Port of South Louisiana received an Economic Development Administration (EDA) award of $250,000 for a container terminal strategic planning and marketing study.

New investment in the Port district, to date, is over $23 billion with at least 4,000 direct jobs and 8,000 indirect jobs slated to become available for area residents. We welcome any and all new projects that come our way. However, at this juncture, we as a nation must recognize the nexus between water resources development and economic prosperity. Federal investment in maritime infrastructure improvements, like maintenance of our navigation channels, is essential if we are to continue to accommodate new ventures into the region Infrastructure health is key to economic growth. The port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.
The port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility and the new SoLaPort facility.
Within the port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and drybulk terminals, the Globalplex Intermodal Terminal and the St. John Airport.
governance The port is under the jurisdiction of the state of Louisiana and authorized by the state constitution. A seven-member board of commissioners directs the port; all of them are unsalaried. Four members are appointed by the governor, with one member representing each of the associated parishes and one at-large member; the remaining members are appointed by the presidents of each parish.
world ’ s largest port district The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving onefifth of all U.S. foreign waterborne commerce.

L
ike most Creole or Cajun food, Andouille sounds French but is influenced by various immigrant groups. Yes, the French and Acadians had a powerful hand in its current form, but the Germans of the German Coast brought the strong tradition of making sausage and Native Americans, Spanish and Africans all brought their own spices and flavors to the Louisiana staple. Andouille is as representative of the state and country’s diversity as the melting pots it’s often thrown in. That original American experimentation is the biggest change Andouille has undergone. The French first made the sausage by stuffing chitterlings and tripe inside of an intestinal casing, or intestine inside more intestines, but the redundancy of the French immigrants’ Andouille got to the clientele of the New World of Southern Louisiana. “[The French immigrants] were trying to figure out some way to make a staple they could sell, so they started putting everything from pork meat to beef meat to chicken meat to anything they could inside of the casing and started smoking it,” said Aaron Lion, the fourth generation owner of Jacob’s World Famous Andouille and Sausage in LaPlace, Louisiana that opened in 1928. 6

“That’s basically how it started on our side of the family.” Jacob’s is one of three butcher shops famous for Andouille in LaPlace, the ground zero of the Louisiana sausage. Bailey’s sits in the busiest strip mall in the town next door to Jacob’s, and Wayne Jacob’s, unaffiliated to Lion’s store, rests two miles away near the river. Of the three Jacob’s is known as the smokiest, Wayne Jacob’s claims the spice and girth, and Bailey’s finds a happy medium. All offer sausage as thick as a wrist, brown as tobacco, and steeped in pecan wood smoke. Their Andouille plumps and sputters loudly in a skillet. The best accords to your preferences, though you might not be aware of what you like just yet. Most folks, even Louisianans, know Andouille as it’s sold in grocery stores: filled with phosphates that retain water instead of the meat for which you expected to pay. Good quality Andouille keeps it clean, it’s casing is thicker and more chewy at first than a regular sausage casing and offers only meat, spices, garlic and a good long sit in the smoker. Though it took some tweaking to get to that recipe from the original French version, it has stayed pretty consistent. Nevertheless, every chef likes to leave a bit of a signature.
“The basic ingredients in our Andouille is pork, salt, red pepper, black pepper and garlic,” said Lion who is a bit more of a purist than others. “There’re people who do different type of smoking. There are some people who smoke with sugar cane, which gives it a little bit of a sweeter flavor. Paul Prudhomme, who died recently and was a famous chef, actually put potatoes inside of his Andouille as a filler. Everybody has a little bit of a different twist to it.” This continues the tradition of the early years of Andouille creation, as the different smoking techniques, types of meat used and grinds were beloved secrets that were rarely shared. But all of this play with the recipe circles around a customer expectation born out of early Cajun boucheries, where Cajuns’ butchered their hogs every year and prepared their sausage. Messing around too much back then would quickly earn a butcher or chef the ire of his community, and it still will today. Meeting that customer expectation is what has kept these sausage institutions alive, because in this area shirking tradition is akin to blasphemy. “Consistency is one of the things that has kept us in business so long,” Lion said. “I tell people if you like my product today, you’ll like my product tomorrow. If you don’t like it today, the only thing I can do is make something special for you. If you want more pepper and less salt, we’ll modify a special order for you. But as far as our everyday product goes, it’ll be the same every time.” Locals, almost sommeliers of Cajun sausage, know their preferences. Adding too much fat, smoke or cooking with sugar cane can disrupt the trust that this one food has created within the community of LaPlace and Southern Louisiana. Lion said people drive from all over the country to pick up his family’s sausage, because to them it’s a taste of home and the comfort of the familiar. In that spirit, now is the season for the French-German and fully Louisianan sausage — time of hunting camps, late-season football games and simmering pots and fired skillets calling for the flavorful Andouille sausage that never shirks its sense of tradition. “As far as our everyday product goes, it’ll be the same every time,” Lion said. “That’s why if you go in this general area here, to LaPlace, we’re considered the Andouille capital of the world.” •

MAKING HIS OWN WAY Motiva Enterprises Convent Refinery’s Odeh Khoury focuses on helping people succeed B y W illiam Kalec
F
or Odeh Khoury, the distance from there to here — from a humble but loving home in East Jerusalem to overseeing day-to-day operations at a key south Louisiana refinery — isn’t best calculated in miles, years or any other standard unit of measure. No, to fully appreciate his nontraditional path to energy sector success, it’s critical to know those who’ve been there every step of the way. “People have been central to my journey,” Khoury says. “So my motivation now is to really give back to those who work around me and help them succeed. Over my 25 years with the company they have invested in me. Now, I want to spend my energy investing in those who work for the company.” “Honesty, integrity and respect — those are key, and they are values I see day-in and day-out with this company.” As general manager of Motiva Enterprises’ Convent Refinery — a 250,000 barrel-a-day facility with access to the Mississippi River via the Port of South Louisiana — Khoury has already left a positive impression in a short time period using teachings from his past and progressive philosophies he picked up throughout his professional career. Khoury was appointed as GM in August 2013 and since then he and his Refinery Leadership Team have steered the ship in a positive direction by aligning the refinery’s “Vision” and “Ways of Working” to Motiva’s strategic purpose of being the safest and most profitable downstream company in the United States. “If you spend any time at Convent you would see the kind of culture that encompasses these four “Ways of Working” says Khoury - “Excellence in Everything We Do,” “Honoring our Commitments,” “Collaborate For The Best Outcome” and “Caring for Each Other.” And with that culture Khoury and his team are taking on the next strategic challenge by integrating the Convent refinery with its sister refinery at Norco. This multi-phased project will connect the two refineries through a series of pipelines and modify its operations to take advantage of each refinery’s strengths. “The pipelines will enable us to connect to crude sources as well as exchange products with the Norco refinery,” said Khoury. The integration will also serve the local fuel demands and provide jobs opportunities to South Louisiana. “Over the course of time, my style of leadership and direction has adapted to the position and circumstances,” Khoury says. “I tend to favor

collaborative decision-making, where views and opinions of others matter. I want to hear them. I want to incorporate them. But at the end of the day, I’m willing to make a call.” Khoury, who says to this day is still “grounded by his roots,” fell in love with chemistry while a high school student in Jerusalem. A subscriber to his father’s tireless work ethic, Khoury turned his chemical engineering degree from the University of Maryland into an energy sector job with Shell Oil in Wilmington, California in 1990. The large chunk of Khoury’s professional progression occurred during his 14 years at Shell’s Deer Park (Texas) Refinery, where the still-young engineer took on multiple assignments of increasing skills and responsibilities in technical, business planning, and operations management. While working, Khoury furthered his education and diversified his skillset by earning an Executive MBA from Rice University — a degree that shepherded his transfer from Shell to Motiva. After the move, Khoury headed Motiva Distribution’s Business Development Group, specifically managing all third-party terminalling while at the same time handling the company’s strategic etha-
nol infrastructure growth plans. In 2011, Khoury moved to Louisiana, serving as the Production Manager for the nearby Norco Manufacturing Complex where he led overall operations of the Norco Motiva Refinery, Shell Chemical Olefins Plants and the Shell Bitumen Refinery in St. Rose. If his daily work duties weren’t enough, Khoury holds key positions in local energy sector organizations. He’s a board member of the Louisiana MidContinent Oil and Gas Association, the Greater Baton Rouge Industry Alliance and serves as a Director of a Shell Retail Joint Venture in Florida. Khoury is married to his wife Brandi who also works for Shell IT as an HR Manager. They have two children, Natalie and Jirius. The family enjoys traveling to diverse places and experiencing different cultures. “To me, it’s vital to have a learning mind because through that comes growth and development both in your personal and your professional life,” Khoury says. “Then, you can’t be afraid to be challenged. Don’t shy away from them, because challenges bring opportunity.” •

LEAD GUARD IN CHARGE
Capt. Philip Schifflin spreads praise to overseers on world’s busiest waterway By WILLIAM KALEC
C
apt. Philip Schifflin is living, breathing and certainly decorated proof that you can in fact be cool, calm and in complete command. A lifer in the Coast Guard ever since he met an admiral as a junior in high school, Capt. Schifflin was promoted to New Orleans Sector Commander in June 2014 after serving two years as Deputy Sector Commander. Throughout his brief tenure in this director’s role, Capt. Schifflin readily admits he hasn’t let the added responsibility alter his decision-making and style of leadership. Instead, Capt. Schifflin has been quick to lean on his experienced and tested officers while tackling the diverse demands of monitoring the mouth of the Mississippi River. “I was and am blessed with a very intelligent, capable, dedicated staff,” Capt. Schifflin says.
“They make my job easier and make sure our duties are not only performed, but performed the best they can be. “I depend on them and for us to work collectively with state, federal and industry officials to help fulfill these responsibilities,” he continues. “Their familiarity with the region and experience with all sorts of matters plays a significant role in the decisions we make every day.” Prior to his current assignment, Capt. Schifflin was stationed at two other sectors and also spent time on a patrol boat in Norfolk, Virginia. From 2008 to 2011, Schifflin oversaw search and rescue and law enforcement and pollution response as Response Department Head at Sector Mobile in Alabama — a stint that included handling incident command after the Deepwater Horizon explosion.
Before that, Schifflin supervised three patrol boats, a construction tender, three multi-mission stations and three aids to navigations teams at Group/Air Station Corpus Christi. Schifflin was also assigned to lead the Prevention Law Division at Coast Guard Headquarters for four years. “It’s been a vast array of missions, each with their own demands and particulars, and all those experiences mentored me and prepared me for the challenges we face here at Sector New Orleans,” Capt. Schifflin says. “This is probably one of the most demanding and challenging waterways to manage issues. For starters, you have the Mississippi River… It’s really the gateway to the heart of the United States.” In addition to the assortment of domestic ships that traverse the river and its tributaries that reach 32 states and a couple Canadian provinces, the Mississippi River also welcomes more than 5,000 foreign-flagged vessels annually. South Louisiana is also home to a very active shallow-water fleet — tug and tow boats mostly — that shares the same narrow space as deepdraft operators. Beyond the river, the New Orleans Coast Guard Sector also includes portions of the Gulf of Mexico, the International Waterway and five ports: New Orleans, Baton Rouge, St. Bernard, Plaquemines and of course the Port of South Louisiana. “When you talk about our role, it’s hard to peg down one answer,” Capt. Schifflin says. “We’re the authority responsible for the safety and security of the waterways, and that includes regulating domestic and foreign vessels. We’re also responsible for overseeing all pollution and HAZMAT responses … Another responsibility is to process search and rescue cases which is what most people think of when they think of the Coast Guard.” When issues arise, Capt. Schifflin prides himself in acting and responding quickly while considering all options to arrive at the resolution. “The best decisions are made when they are tested by information from various sources,” Capt. Schifflin says. “I welcome informed input — whether it be from federal partners, state partners, members of industry — and if after going through that extensive vetting process, the decision is altered or changed, that’s OK. Because it’s a better decision.” •

Breaking Ground Governor Jindal And Pin Oak Terminals’ Ceo Mike Reed Announce $600 Million Petroleum Liquids Storage Terminal In St. John The Baptist Parish B y gar y perilloux

overnor Bobby Jindal and CEO Mike Reed of Pin Oak Terminals announced the company plans to make a $600 million capital investment in St. John the Baptist Parish, Louisiana, where the company will build a petroleum liquids storage terminal. The facility will be located along the east bank of the Mississippi River at Mount Airy, near the St. John/St James parish line. The terminal project will create 70 new on-site jobs encompassing full-time company and contractor jobs. Those new jobs will have an average annual salary of more than $60,000, plus benefits. Louisiana Economic Development estimates the project will result in an additional 81 new indirect jobs, for a total of more than 150 jobs in the Southeast Region and surrounding areas. The company estimates the project will generate 250 additional construction jobs. Governor Jindal said, “All across Louisiana, opportunities continue to arise for those willing to invest in a brighter economic future. Pin Oak Terminals will be a welcome addition to our energy corridor, offering storage, delivery and other services to industrial customers throughout the region. This $600 million project will bring quality jobs to the River Parishes and Southeast Louisi-

ana. We are happy to see developments here that create meaningful employment opportunities for our citizens and demonstrate yet again that Louisiana is great place to live and work.” Facility services planned by Pin Oak include offloading, storage, heating, blending and transfer of petroleum liquids. The company is permitted to construct up to 10 million barrels of storage and unit train loops on its 431-acre site, which is situated for convenient shipping of products by rail, pipeline, barge, ship and truck. “We were very excited to start Pin Oak Terminals in Louisiana and look forward to expanding our footprint with this new storage terminal facility in St. John the Baptist Parish,” Reed said. “The terminal will bring new jobs and economic activity to the community and we are enthusiastic about being a longstanding partner with the Port of South Louisiana, the State of Louisiana, and St. John the Baptist Parish. We plan to grow the facility over time and work with our partners to continue on past successes. The community is vital to us and we intend to remain a mainstay for many years to come. Our focus on growth is centered on superior customer service, safetyfirst work habits, and uncompromising environmental awareness.”
LED began discussing a potential project with the company in October 2012. In conjunction with the terminal project, the company is expected to utilize Louisiana’s Quality Jobs Program. The company considered sites elsewhere in the Gulf South before choosing to build its facility in Louisiana. Construction is expected to begin this year, and operations are expected to begin in late 2016. “The commitment today by Pin Oak Terminals to construct a tank facility for receiving, blending and storing of various liquid products will be a tremendous asset to the Port of South Louisiana,” port Executive Director Paul Aucoin said. “The company has plans to significantly expand Phase 1 of its operations over the next five years into a world-class facility at the Mount Airy location. We couldn’t be more pleased today to welcome Pin Oak Terminals to the Port of South Louisiana and we will remain committed to work in tandem to see this project realized.” “This project is coming to fruition and today’s groundbreaking symbolizes the beginning of a long-term relationship between Pin Oak Terminals and the parish,” St. John the Baptist Parish President Natalie Robottom said. “Through persistence and commitment to this project, company representatives have worked closely with parish officials and community members on the Community Action Panel. Life of the Carnival King Cruise ship CEO Arnold W. Donald hasn’t lost touch with home B y W illiam Kalec
T
o dub Arnold W. Donald’s story a real-life example of the American dream wouldn’t be entirely inaccurate, though that might be a bit too broad-brushed. Rather, to fully appreciate Donald’s impressive corporate climb — an ascent punctuated in October when the Carnival Corporation CEO was named the 2015 Maritime Person of the Year by the Propeller Club of New Orleans — it’s best to drop a pin right on the underdog neighborhood that represents the first rung: the 9th Ward. Raised in a tiny and therefore full house in the Desire section of the city, Donald was nurtured by love more than anything since money and modernday luxuries weren’t always available. His parents didn’t finish high school. His father made a carpenter’s salary. Still, that didn’t stop the Donalds from giving back and giving of themselves. While providing for four kids of their own, Arnold’s parents also cared for 27 foster kids over the years. That same philanthropic spirit and just general sense of doing the right thing stuck with Arnold, even as his professional resume read more and more accomplished and impressive. “As a native of New Orleans, contributing to both the city and the port is not only near and dear to my heart, but extremely important to Carnival
Corporation as well,” Donald said upon receiving the distinction from the Propeller Club. “This award is positive recognition that as a company we are on the right track to provide great vacations that exceed guest expectations to make sure our guests have memorable experiences while we promote the value of New Orleans and its port.” At the award ceremony, Donald was greeted by music from the St. Augustine High School Marching 100, the famous band of his alma mater. Civic and business leaders, including New Orleans Convention and Visitors’ Bureau President Stephen Perry, spoke not only of Donald, but also of Carnival’s multiple contributions to the entire Gulf South region. For example, in 2005 after Hurricane Katrina, Carnival chartered two ships to FEMA that were used to house first responders. The cruise line was a major piston in accelerating the area’s vital tourism industry. In fact, just 10 years after Katrina’s landfall, Carnival welcomes more patrons aboard than they ever did previously in New Orleans. As Carnival CEO — a position he’s held for more than two years — Donald heads the world’s largest travel and leisure company. Besides the namesake cruise line, the Carnival Corporation also operates Seabourn, Cunard, AIDA Cruises, Costa Cruises, P&O Cruises (both in the United
Kingdom and Australia), Fathom, Princess Cruises and Holland America Line. As Donald told Fox 8 New Orleans in February 2015, “We visit over 700 ports a year with our 101 ships and our 80 million passenger cruise days.” Not only was Donald part of the first generation of his family to go to college, he actually earned three degrees during his academic career, the last an MBA from the prestigious University of Chicago Graduate School of Business. Donald has applied what he learned in various arenas both charitable and commercial. Prior to joining Carnival Corporation, he was the CEO of the Executive Leadership Council, a professional network/forum for African-American executives of Fortune 500 companies. Donald also directed the Juvenile Diabetes Research Foundation International, the largest non-profit funder of diabetes research in the world. Both Presidents Bill Clinton and George W. Bush both appointed Donald to the Export Council for International Trade. The honor was presented at an awards ceremony on Tuesday, October 6, during the 2015 IEDC Annual Conference, which was held October 4-7, in Anchorage, Alaska. “From localized community projects, to large scale endeavors, economic development efforts have played a vital role in the global economy,” said JoAnn Crary, CEcD, Chair of the International Economic Development Council and President of Saginaw Future Inc. “As we address new and longstanding challenges, these efforts continue to take on even greater importance. he newest member of the Port of South Louisiana family fits right in, mainly because like the rest of the Port family, it’s reliable, durable and willing to work hard. Just don’t expect this newest member at any office functions or holiday parties. Why, you ask? Well, this latest addition to the Port of South Louisiana weighs several tons. In August, Mitch Smith, Paul Aucoin and several other prominent Port officials formally took possession of the “Nathan Folse,” a 75-foot custom configured, endurance-model, multi-purpose catamaran. Stocked with a bunch of fancy (and technical) bells and whistles, the vessel was purposely designed to handle multiple duties such as (but not limited to) fire rescue missions, general rescue missions, “Command and Control” operations, and 24-7 port security missions — a vital necessity con16

sidering the traffic that goes in and out of the largest tonnage port in the Western Hemisphere. “We try to keep this type of equipment up-todate because it plays such a vital role in what we do.” says Aucoin, the executive director of the Port of South Louisiana. “So having a state-of-the-art boat, a boat that travels a little bit faster, has the latest equipment and can carry more people was an upgrade all-around. “The boat is just beautiful,” Aucoin continued later. “It’s just very impressive — latest design, latest everything. It’s like getting a new car, just so much better than the old one.” Because time is of the essence in fire and rescue situations, the Nathan Folse is powered by Twin Cat C-18 diesel engines placed in a conventional straight-shaft inboard configuration. At top speeds, the catamaran can reach cruising speeds of
25 knots over a nominal operating range of 500 miles. Capacity-wise, the ship’s below-deck lodging can comfortably handle six crew members and can carry enough supplies for extended stays if necessary. The “pilothouse” provides 360-degree visibility and the command and control suite is designed to facilitate multi-agency coordination during emergency response events, and is suited with a positive-pressure chemical, biological, radiological, nuclear and high-yield explosive ventilation system (or CBRNE for those in the know), which provides peace of mind and protection for crews in disaster response scenarios. When called on for firefighting incidents, the new vessel has two dedicated drives engines able to disperse 6,000 gallons of water per minute through an oversized water main. Rescue officials can divert water to certain valves through three ra-

dio frequency-controlled monitors. Additionally, the vessel has four more hydrant connections and a 400-gallon foam reservoir, providing extra help and flexibility for any firefighting situation that might arise on the river. The Nathan Folse — which came with a $3.2 million price tag — was purchased using funds from the Port-Security Grant Program administered by FEMA. The boat, which was delivered to the port in August 2015, was built in-state by Metal Shark out of Franklin. The Acadiana-based manufacturer supplies custom vessels used for defense, law enforcement and general commercial needs. Their well-known clients include four branches of the military — Coast Guard, Army, Navy and Air Force — foreign militaries, various fire departments and port operators. “Our 75 Endurance (Nathan Folse) is the most advanced fireboat boat design on the market, incorporating crew-friendly features and advanced systems throughout,” says Metal Shark president Chris Allard. “Metal Shark is honored to have been selected by the Port of South Louisiana to deliver this new vessel. We trust that this new Metal Shark will meet the port’s needs, help keep their port secure, and potentially save many lives for years to come.” The purchase and now implementation of the Nathan Folse rescue and firefighting vessel is just another example of the Port of South Louisiana’s proactive response to upgrade facilities and services to meet the wide-ranging needs of current tenants and future business clients — a campaign that stretches from the end of Joel Chaisson’s tenure and the entirety of Aucoin’s. For example, the Port has massively upgraded its regional airport — specifically lengthening its runway and sprucing up its terminal — so CEOs and other heads of business can check operations without having to fly into New Orleans or Baton Rouge. The Port has also built new warehouses, redesigned existing facilities, now operates three docks instead of two and a couple years ago built a new finger pier allowing vessels on both the barge side and the shipside. “Stakeholders and the industries up and down the river rely upon us for this rescue and fireprevention equipment — all these boats with the crews — it’s important for clients within our jurisdiction,” Aucoin says. “So this is really, when you think about it, another upgrade to the port and progress like this is necessary to stay competitive and be a desirable location for business.” • w w w . p o r t s l . c o m | w i n t e r 2 0 15

efore he starts, Lester Millet III wants to make one thing perfectly clear. This isn’t a club. This isn’t an excuse to hold meetings. This isn’t a game. No, Louisiana InfraGard — a public and private alignment between the Federal Bureau of Investigation and vital business and civic leaders — deals with national security, preserving the industrial backbone of the country from threats. It is serious business. “This is just me talking, but I’m not really interested in numbers, “Millet says. “I’m not looking for everybody. As a chapter, we’re looking for somebody who can get through the dual vetting process — through the local office and headquarters— and you can be an asset, and those are people tied to the 16 sectors. It can be transportation, aviation, pipeline, shipping, chemical, etc. “And then beyond that, we’re looking for somebody with some subject matter expertise to share information. We’re looking for people who aren’t just looking to put something on their resume.” Founded in Cleveland, Ohio, in 1996 when federal investigators needed assistance from computer programmers to combat what were then new cybercrimes, FBI InfraGard chapters now work independently and focus on the development, management and protection of critical infrastructure. Of those chapters, InfraGard Louisiana serves as a shining example of what these organizations

should strive to become. Within the past five years, Louisiana InfraGard has been nominated for two national awards, hosted two successful FBI/WMD Conferences in 2012, conducted one of the largest full scale exercises in 2010 with its Gulf South Crisis Area Access Control program and hosted the FBI INLETS (Intel and Law Enforcement Training Seminar) in October. Last but not least, Louisiana InfraGard FBI coordinator Corey Harris was recently nationally recognized, and in 2014 Millet won the “Governor’s Technology Award/Growth Organization of the Year” from the Louisiana Technology Council because of the work done with InfraGard. “InfraGard Louisiana is regarded as one of the best chapters in the country, if not the best,” Millet says. “And what this is, when you boil it down, is a partnership. The FBI gathers intelligence via the public and private sector. Everything is not just technology; you have to have a human element to garnish intelligence — people. “One thing I like to say about it, and it’s a bit of a cliché, but InfraGard is a Force Multiplier. It allows the FBI to receive intel from vetted members that they can trust. “ Millet, who is also chairman of one of the largest Facility Security Officers (FSO) groups in the country, has spearheaded several progressive and
ambitious projects via InfraGard: namely the Louisiana School Safety Initiative Multi-Hazard Toolkit and the InfraGard and Louisiana State Police Next-Gen Re-Entry Protocol. InfraGard also hosts regular advanced cyber workshops as part of its “Tiger Trap” initiative. By the end of the year, Louisiana InfraGard will have more than 900 active members divided into four regions (North Louisiana, Acadiana, Baton Rouge and New Orleans). “One thing we do, that’s a little different than other chapters, is having access to the membership, establish a distribution list and hold regular meetings throughout the state where we exchange information. Basically, we do FBI Threat Briefing, which is a one-day event where the FBI comes and will look through adjudicated cases — bomb threats, counter-terrorism, weapons of mass destruction — and then a portion of the day will be on cybercrimes. It’s a full day of training.” “At the end of the day, this is public, private partnering to secure our nation’s infrastructure,” Millet continues. “It’s a two-way street. It’s a bi-lateral sharing of information. The FBI not only receives information, but they also share; and I actually share intel and situational awareness with two distribution lists — the FSOs and InfraGard.” •

SWIM FOR SERVICE U.S. Navy veteran Chris Ring traverses the length of the Mississippi River B y W illiam Kalec
T
he longest journey started with a single stroke. Over the course of six months, 28-year-old Chris Ring, a Tennessee native and Navy combat veteran, swam the length of the Mississippi —2,350 miles — becoming the first American to successfully complete the daunting feat. Ring’s source of inspiration hit close to home. The former soldier partnered with the nonprofit Legacies Alive, challenging himself to swim the river to raise awareness and charity for Gold Star families — families who’ve had a child or parent die during active duty. The mission of Legacies Alive, which was founded by combat veterans, is to provide support to the families of the fallen by adhering to its core values of “family, service, commitment,” thus ensuring the legacies of fallen heroes live forever. “No gold star family wants to be a gold star family, so people should know and respect and really appreciate the sacrifice that was paid,” Ring told CBS News. “Really the goal was that you could walk up to anybody in the street and ask what a gold [star] family is, and they’re going to know what it is.” 22

During the grueling challenge, Ring personally met more than 200 Gold Star families, many of them coming to banks of the Mississippi to greet him. Starting in northern Minnesota, Ring covered about 15 miles daily, closely monitored the entire trip by a support kayak. By the end of the trip, the kayak was covered in Sharpie-drawn names — the names of fallen soldiers scribbled by the families Ring encountered as he traveled south. “The toughest part of the swim is honestly the mental aspect,” Ring told SpinTV. “It’s a much more mental and emotional endeavor than anything else. I’m in the water for maybe nine hours, but then I get out and meet with these families who have lost everything, and I have to be sharp. I can’t be tired and grumpy. It’s hard because it’s an emotional rollercoaster, when I’m sitting with the families and seeing the tears and seeing how much they are hurting. “The best part of the trip has been meeting all the families for the first time, and having them come up and hug me and tell me a story about the loved ones they’ve lost.” Ring continued. “Ultimately the stories are what they cherish the most.
They’re afraid people will forget their stories.” Ring was inspired to take on this Herculean task after reading about Army veteran Mike Viti’s cross-country hike last year. Viti traveled the entire border of the United States — more than 6,843 kilometers — to honor the 6,843 military personnel who died in Afghanistan and Iraq during the War on Terror. Ring, who never swam competitively, trained for four months before entering the Mississippi, working out for close to 10 hours in the pool on the most intense days. The 157-day pilgrimage began in June. In late November, Ring swam through the Port of South Louisiana and a few days later on Dec. 4, concluded the journey at the last mile marker of the river, which is located south of Venice. “Doing this challenge was very humbling,” Ring said to CBS. “I feel lucky and privileged to be able to take it on and just meet these awesome families, just to hear the story of their loved ones ... and to just raise awareness for who they were as a person has been amazing ... and it’s going to be with me for the rest of my life.” •

Site Selection Ranks Louisiana No. 4 In National Business Climate Ranking Louisiana earns sixth consecutive Top 10 spot in publication’s rating of best states for business

n November, Site Selection ranked Louisiana No. 4 in the magazine’s 2015 Top State Business Climate Rankings. It is the sixth consecutive Top 10 ranking for Louisiana in the annual Site Selection report and reinforces the state’s reputation as a top location for business investment and job creation. Just six years ago, Louisiana ranked No. 25. Gov. Bobby Jindal said, “Economic development has been a top priority for this administration, and recognition such as this from a respected source like Site Selection magazine is a welcome validation of our efforts. From the outset, we have stressed important changes to the way we do business in Louisiana – cutting taxes, revamping workforce training and reforming our governmental ethics laws. The other 50 percent is based on an index that includes total new projects year-to-date, both overall and per capita; state tax burdens on new and established companies; and performance in Site Selection’s annual Top Competitive States ranking. Louisiana ranked No. 2 in 2014 and No. 6 in 2013 for Top Business Climate. Since 2008, Louisiana has secured economic development wins that are resulting in more than 91,000 new jobs, more than $62 billion in new capital investment and hundreds of millions of dollars in new sales for small businesses across the state.

One Good Turn Deserves Another David Fennelly earns two awards for exemplary leadership in Philanthropy B y S h elb y S imon

avid Fennelly thinks one good turn deserves another. “Love thy neighbor wasn’t invented yesterday,” he says. “I believe that people want to do good things and just need the opportunity to feel part of a team, a community.” As the chairman of Associated Terminals and Turn Services, prolific providers of marine services and cargo transport on the Lower Mississippi River and Gulf South Region, Fennelly leads the effort to serve the South Louisiana community on a daily basis. But it is his dedication to civic service in the philanthropic realm that led Fennelly to receive two honors in November 2015. On November 12th, Fennelly received honors as the 2015 Outstanding Philanthropist from the Greater New Orleans Chapter of the Association of Fundraising Professionals. The next week, the United Way of Southeast Louisiana presented Fennelly with its highest honor, the Alexis de Tocqueville Award for exemplary leadership in volunteerism and philanthropy. “I know these award names me as an individual,” says Fennelly, “But, this way of charitable thinking is the philosophy of our companies, Associated Terminals and Turn Services, to give back to the community in which our people live.” With years of active involvement with United Way under his belt, Fennelly has pledged to contribute $1 million to United Way over the next five years to make way for a better future in Louisiana. One project close to his heart is Club Connect, a partnership between the National Association of Elementary School Principals (NAESP) and United Way to improve literacy for kindergarten through third grade students and to bolster high school

graduation rates. As the chair of Club Connect in its inaugural year, Fennelly donated his time and financial contributions to this crucially important program to provide seven schools with reading rooms, more books and resources to promote reading to children and parent engagement. An eye-opening moment for Fennelly was when he heard an elementary school teacher speak about the impact on her students. She was amazed at how engaged the children are in reading instead of watching videos during leisure time. Seeing the reading room filled with children reading, discussing their books and even older students reading to younger students has been rewarding not only for parents and educators, but also because it provides hope for future educated generations in Louisiana. Fennelly also sponsors the New Heights Therapy Center in Folsom, Louisiana. This facility for therapeutic horseback riding provides hope and healing for people with physical, cognitive, emotional and mental disabilities. In addition to donating the property and facility, Fennelly actively fundraises, including an annual event for more than 500 guests on his Covington farm. Over the facility’s 17-year history, these four-legged therapists have helped children with brain injuries to gain independence and veterans with PTSD to find peace, among many others. True happiness is seen in the eyes of the receiver. When they are giving you gratitude back, you know that that you’re making a difference and it is so fulfilling,” he says. It is this philosophy that sets apart the employees at Associated Terminals and Turn Services. Through philanthropic initiatives Associated Ef-
forts and One Good Turn, established under Fennelly’ s guidance, the companies are committed to initiatives that bolster education, serve the disadvantaged and improve the communities in which their employees live and work. One of the biggest annual projects is the Digging for Kids bicycle drive that, over 15 years, has provided more than 4,500 bikes to disadvantaged youth during holiday time. Employees load the bikes into trucks and personally deliver them into the community to experience the joy firsthand. “They absolutely love it,” says Fennelly. “Whenever they see a need in the community, they are encouraged to come together and make a difference.” In addition, both Associated Terminals and Turn Services designate days to donate their proceeds to philanthropies. Employees are also able to designate hours of their wages to support a non-profit during this time. Fennelly stands apart for his active involvement in numerous other charitable organizations focused on the well-being of children and the disadvantaged in Southern Louisiana communities. He and the companies also contribute to numerous community programs and charities including Arc of Louisiana chapters, the Greater New Orleans Therapeutic Riding Center, Volunteers of America and Children’s Hospital. Despite the many places Fennelly has called home — two countries and four states, to be exact — it was the community in South Louisiana that drew Fennelly to stay and give back. “Ultimately, it’s the kindness of people here,” he says. “I love being part of creating the opportunity for that to be nourished and encouraged.”
