I

would like to start by expressing how deeply honored and appreciative I am for receiving the World Trade Center of New Orleans’ Eugene J. Schreiber award last month. To my surprise, I was also bestowed the honor of receiving The Order of the Plimsoll Mark. I must say that any success I have enjoyed from promoting trade for Louisiana is due, in large part, to the hard work of my supporting team — the commissioners and employees of the Port of South Louisiana. That hard work has paid off this year as the Port of South Louisiana celebrated several grand openings and expansions. In May, we held a ribbon-cutting ceremony that marked the official opening of the expansion to Warehouse #19 at Globalplex Intermodal Terminal. The $9.6 million expansion was funded in part (approximately 90 percent) by LA DOTD’s Port Construction and Development Priority Program. The Port of South Louisiana planned this extension based on the needs of BARTON International, Globalplex’s long-time tenant. Associated Terminals will continue to provide the bulk logistics services (vessel unloading, storage of raw product, product processing, finished product storage, and finished product loading and distribution) as they have done in the past. This ribbon-cutting event was held at the heels of Globalplex Intermodal Terminal marking its 25th year in operation! In August, nearly two years after its groundbreaking, Pin Oak Terminals held a ribbon-cutting ceremony to signal the beginning of operations in the new multi-product liquid marine terminal. Announced in October 2015, the project entails a $600 million capital investment in storage terminals, docks and related infrastructure along the east bank of the Mississippi River at Mt. Airy, near the St. John the Baptist-St. James parish line. Projects that are underway in St. James Parish: Yuhuang Chemical, Inc. is in the construction phase of its $1.85 billion facility and South Louisiana Methanol continues their due diligence to establish their $3.3 billion facility. In late October, the Port of South Louisiana Executive Regional Airport commemorated the official opening of its first transient hangar. The selffunded $739,000 project began construction in the summer of 2016. The Port of South Louisiana Executive Regional Airport’s newest addition will allow the airport to better serve the needs of general aviation and corporate aircraft. The Port of South Louisiana Executive Regional Airport has been full of activity this year, hosting an array of fly-ins and community events through-

out 2017, including a community breakfast celebrating St. John the Baptist Parish IEDC’s National Economic Development Week (May); a Pilots N Paws fly-in during which pilots volunteered to provide transportation of homeless animals to potential forever homes across the country (June); the Andouille Festival fly-in in conjunction with an FAA safety seminar [Note: the Andouille festival fly-in also attracted local television news program WGNO’s News with a Twist which filmed a segment about the local fair and the Port of South Louisiana Executive Regional Airport] (October); plus the First Annual St. John the Baptist Parish Aviation Awareness Day (May), an educational outing for children in the community to learn about flying and aviation; an Aviation Appreciation Day (August); and the Pilots for Patients flyin (November), which provided air transportation to people with medical conditions to out-of-town medical facilities at no cost. Since mid-2016, the Port of South Louisiana has teamed up with Sean Duffy of Big River Coalition and Caitlin Cain and Jerry Hingle of the World Trade Center of New Orleans to release op-eds aimed to educate policymakers about the importance of the Port of South Louisiana to the economic well-being of the nation and the consequences from failing to dredge the mouth of the Mississippi River. With the assistance of Meltz Communications, based out of Washington D.C., the Port has co-authored and published five op-eds in influential online publications that target Washington insiders, including Forbes, Bloomberg, Real Clear Policy, Cedar Rapids Gazette, The Hagstrom Report, and Washington Examiner. Year-to-date, facilities within Port of South Louisiana’s district handled over 228 million short tons of cargo. Tonnage data thus far seems to suggest that, once again, it is on course to surpass last year’s total throughput. If so, 2017 will be another record-breaking year. The Port of South Louisiana consistently ranks above the ports of Houston, New York/New Jersey, New Orleans, Beaumont, Corpus Christi, Long Beach, Greater Baton Rouge and Mobile, making us the largest tonnage port in the Western Hemisphere. In addition, according to a new report by international shipping magazine Fairplay, the Port of South Louisiana was ranked 16 in the world. Of the nearly 5,000 ports, the Port of South Louisiana is the only U.S. port that ranks in the top 20 ports in the world! •

T R A N S P O R TAT I O N CENTER OF THE AMERICAS The state legislature established the Port of South Louisiana in 1960 to promote commerce and industrial development along the 54-mile stretch of the Mississippi River that runs through the St. Charles, St. John and St. James tri-parish regions.

The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.

The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility and the new SoLaPort facility.

Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.

A seven-member board of commissioners directs the Port; all of them are unsalaried. Four members are appointed by the governor, with one member representing each of the associated parishes and one at-large member; the remaining members are appointed by the presidents of each parish.

S

ome people are familiar with sugarcane as the exotic treat sold at road stands for tourists to chew on, but if you’re from the heart of Louisiana, you know sugarcane as a crop that has created rivalries amongst parishes and has created livelihoods for those within them. Sugarcane is one of the most important crops grown in Louisiana and just about defines us as Louisianians. “Sugarcane has vast significance to Louisiana,” said Louisiana’s Commissioner of Agriculture and Forestry, Dr. Mike Strain, “not only as a source of revenue but as part of many parishes’ identities.” All across the river parishes and into central Louisiana, communities have timeworn rivalries hinged upon who grows better sugarcane. The common identity has allowed our communities to easily amalgamate, “and for great reason,” says Dr. Strain, “we’ve been growing sugarcane for over 200 years. “Sugarcane was first brought here by the Jesuits in the 1700s,” Dr. Strain continues. “They first started growing it to make rum in what is now Jackson Square in New Orleans.” And it’s true. In 1751, Jesuit missionaries

brought the Creole strain of sugarcane to New Orleans and began to mass produce Tafia, a rum-like drink, which at the time had a great impact on the meager New Orleans economy. However, the Creole strain was susceptible to the New Orleans frosts and put a damper on creating a sustainable market. It was not for another hundred years when cold tolerant strains were introduced to Louisiana that sugarcane flourished. “Sugarcane puts more than two billion dollars into Louisiana’s economy,” Dr. Strain stated. “Louisiana’s production of sugarcane covers more than 431,000 acres and is produced by more than 450 farmers.” Its production really sprawls across the state because of Louisiana’s rainy seasons and semitropical climate. “Sugarcane thrives in alluvial soil,” Dr. Strain said, referring to the finegrained silt formed by the running waters of the Mississippi River that make up the Louisiana coast. “That is why we grow sugarcane from Alexandria down to Plaquemines Parish and all the way to the Texas line.” The low-lying areas surrounding rivers as

well as warm autumn temperatures and late winters all play a role in Louisiana’s prolific sugarcane harvest. “We’re actually about halfway through the harvest season right now,” added Strain. “Sugarcane is always harvested from late fall to early winter. From late September until right around New Year’s, we’re harvesting every single day. When the weather starts turning cooler, the sugar content rises, and that’s when we fire up the mills.” Halfway through the harvest this year, sugarcane farmers have big shoes to fill after setting a sugar recovery record in 2016, according to the LSU Agricultural Center. Last year, producers harvested an average of 31.5 tons of cane per acre of farmland (over 13.5 million tons of sugarcane). This was a modest amount of cane produced, but after it was “grinded,” refineries were able to extract a record breaking 246 pounds of sugar for every ton of cane, resulting in more than 1.6 million tons of refined sugar. “Grinding is the process where the liquid is extracted from the sugarcane,” Dr. Strain explains. “Directly after sugarcane is harvested

it is loaded up and sent to mills where refiners extract the cane’s liquid and then process it into raw sugar.” Raw sugar is light brown in color due to the presence of molasses within its crystals. “Raw sugar is then loaded by barge or truck and sent to a ‘white sugar’ refinery where they purify the sugar into white sugar and isolate the molasses which are both bagged and shipped out by tanker and sent directly to market, or remixed into brown sugar.” There are now 11 sugar mills that grind sugarcane and two sugar refineries in Louisiana working from sunrise to sundown creating this season’s product. A lot of that product is shipped out of Louisiana. In fact, refined sugar makes up “about 10 percent of all of our exports,” added Strain, “but still a lot of it is put into our own economy.” Louisiana loves its sugar — and we have the infrastructure to share it with the entire nation. The Louisiana Sugar Refining, located in Gramercy, is a $190 million white sugar refinery capable of refining two billion pounds of white sugar. We have all seen Domino Sugar in local coffee shops, on shelves at grocery stores and

in bakeries, but we do not always remember that Domino Sugar is Louisiana sugarcane grinded and refined into white sugar at the Domino Sugar Refinery in Chalmette. Sugarcane plays a critical role in our state’s identity, from our state’s economic fortitude from exports to our international appeal toward tourists coming here for sugar smothered beignets or brown sugar melted pralines. Sugar, in a way, defines us. And just like Louisianians, the sugarcane in Louisiana is becoming

more and more resilient and tenacious. “Sugarcane is a five year crop, so it takes a strong variety of the plant and a lot of patience,” said Strain. “The outcome is a product that we all love. Agriculture as a natural resource-based industry is the foundation of our economy and sugar is a vital part of that overall foundation. If managed properly, agriculture and sugar is infinitely sustainable and will only continue to grow to provide more income, more jobs and more delicious foods in Louisiana.” •

The Harbor Services and Marine Ops Divisions of the Port of South Louisiana put out literal and figurative fires throughout the 54-mile stretch of the Mississippi River, ensuring commerce continues without interruption.

W

hen it comes to the daily industrial ballet of moving massive quantities of cargo along the Father of Waters, the unexpected is, well, expected. So that’s why the Port of South Louisiana developed its Marine Ops Division decades ago, and continues to outfit it with more disaster-prevention vessels and equipment, enabling members to efficiently and thoroughly combat accidents and injuries that occur along

the Mississippi River. Because river traffic never sleeps, the Marine Ops Division is able to respond 24 hours a day and is responsible for calls between Miles 114 and 168 — the Port District — of the river. Incidents that fall under the Marine Ops’ jurisdiction include: fires, explosions, search and rescue, vessel malfunctions, crew injuries, security and surveillance, assisting Coast Guard operations, basic river patrols and just about any possible disaster scenario imaginable.

“The Coast Guard doesn’t have any vessels staged in the Mississippi River, so we basically are the first line of defense, or the first responders, if you will,” said Brian Cox, Director of Operations for the Port of South Louisiana. “We will report back to the Coast Guard, and they’ll make decisions on what they want to send — whether it’s a helicopter, or maybe send some personnel out to jump on our boat to take a look.” Because of the lengthy stretch of river Marine Ops is assigned to patrol, the Port

has upped its Fire-Tugboat roster from one vessel in 2002 to four vessels today. The third of those vessels — the PSL Responder — was chosen as one of the “10 Significant Boats of 2007” by WorkBoat Magazine. But that was then, and this is now. And today, the vessel that’s the jewel of the Port is the newly-acquired Nathan Folse — a 75-foot custom configured, Endurancemodel, multi-purpose catamaran. This ship has everything: Twin Cat C-18 diesel engines producing a top speed of 25 knots, a pilothouse with 360-degree visibility and can be pressurized and ventilated against chemical, biological, radiological, nuclear or explosive dangers, providing peace of mind knowing crews can do their jobs in disaster response scenarios. Best of all, the $3.2 million Nathan Folse can disperse 6,000 gallons of water in a minute during a fire. “I mean, it’s top of the line in every capacity,” Cox said. “It’s a vessel that is filled with state-of-the-art firefighting equipment, state-of-the-art controls, radar, global positioning. Everything on that vessel is as new as you can get. It’s really the Cadillac of the fleet.” The four fire-tugboats are stationed at Mile 138 of the Mississippi River. They patrol the river two or three days a week, although crew is on duty at all times. Same goes for the Maritime Security Operations Center (MSOC) at the Globalplex Intermodal Terminal in Reserve, which is also manned 24 hours a day. Opened in 2013, the MSOC is essentially the command and control center for the Marine Ops Division, and operators monitor local, state and federal marine radio traffic and direct the Marine Ops ships during times of emergency. The MSOC is housed in a unit that can withstand hurricane-force winds, and is situated with modern communications and surveillance instruments. “The main thing is, because of the serious nature of the calls our crew goes on, we have to equip them with anything and everything from a technology standpoint to do their jobs as best they can,” Cox said. “So we’re always looking, ‘How can we improve navigation for Marine Ops?’ ‘How can we improve training and make things safer?’ You’re always assessing how you do things and looking for ways to make it better.” •

F

or Dow St. Charles, figuring out how to keep up with soaring input-output product volumes is, as one company official called it, “a great problem to have.” For the Port of South Louisiana, partnering with one of their valued stakeholders and helping to find mutually beneficial ways to facilitate regional economic growth are the kind of “great problems” it likes to solve. So, together, they did. In late October 2017, Dow and the Port of South Louisiana formally announced the inception of a project years in the making — a $9.5 million railyard to be built on Port property adjacent to Dow’s massive plant located in Hahnville. The project, which is currently in the

engineering phase, is set to be constructed in 2018 and will be situated on land the Port will exclusively lease to Dow. “I think for a while, regarding that land, there were discussions about how the Port and Dow could partner,” said Kyle Graham, Dow’s Site Logistics Leader. “From those initial discussions, we started to talk on a more concrete basis on how we could develop this property into a mutually beneficial asset. Over the last five years, we’ve had some incredible volume growth — all the investments we’ve made into our plant have returned a significant volume increase, including a 40 percent increase in rail (cargo). So, that’s a great problem to have, and so we needed a place to grow.” “This railyard will give us the

capacity to absorb some of that volume growth, but always puts us in position to handle future growth.” Once fully operational next year, the new railyard will increase Dow’s railcar capacity by more than 25 percent. Roughly, the new railyard will be a storage area (no loading will take place) and house 250 railcars — about half of which will be empty and the other half holding plastic materials ready to be sent to customers via Union Pacific. “Our relationship with Dow extends back for a long time,” Port of South Louisiana’s Paul Aucoin said. “So when Dow came to us, and this project was vital, well, we were glad to help — that’s what we’re here for. This is a win-win for both of us, because our mission at the


Port is to create jobs, jobs, jobs. And when a company needs more railyard, it’s because they’re putting out more volume. And when they’re putting out more volume, that means they’re hiring more people.” “All of our stakeholders are important to us, and Dow has been a part of the Port since the 1960s and does so much for the community, so any opportunity to help out, we welcome.” The Dow plant at Hahnville has been operational for more than 50 years, and continues to be an economic jewel of the River Parishes, employing approximately 1,000 full-time employees and 1,500 contractors at a competitive wage. Annually, the collective payroll at the Hahnville plant tops $100 million. Even with such a large workforce, Dow’s plant annually posts some of the lowest injury and hazard rates in the entire country, making it an OSHA Star Site for two decades consecutively. At the 2,000-acre petrochemical manufacturing site, workers product materials that end up in a variety of household, business and consumer items — including but not limited to plastics, insecticides, film, antifreeze, jet fuel, brake fluid, paints and adhesives, textiles, lubricants, pharmaceuticals, medical supplies, personal care items, toothpaste, shampoo, detergents, fabric softeners and animal feeds. Currently, the Dow plant in St. Charles is capable of housing 900 railcars, meaning this expansion will push that figure into four figures. And though Dow already has a railyard on site, the engineering and construction of this new project will require some planning and forethought. “This will be a fairly large footprint we’re putting down,” Graham said. “So one of the things we have to be aware of when we’re putting down that track is it has to be able to support the proper amount of weight — 250 railcars are pretty heavy. So from a civil engineering perspective, making sure the base is built properly is very important. The other thing, from both an engineering standpoint and an environmental standpoint, is drainage. So a lot of the engineering is going into ensuring our drainage footprint doesn’t change with the railyard — making sure it can get the same amount of water out then as it does today in its current condition.” “Really, this is a great partnership (with the Port) because it gives us the capacity to keep growing in St. Charles Parish,” Graham said. “And when we’re successful and growing, that obviously benefits the Parish.” •

Recently released rankings confirm The Port of South Louisiana remains the Largest Tonnage Port in the Western Hemisphere — a distinction those on the inside are proud to share and determined to maintain.

O

nce again, the Port of South Louisiana remains the Largest Tonnage Port in the Western Hemisphere. In 2016, 294 million short tons of cargo passed through this 54-mile stretch of the Mississippi River. But why? Well, if you ask Executive Director Paul Aucoin, he’ll give you three answers: location, location, location. And he’s got a point. It’s impossible to argue the Port’s geographical footprint on the Mississippi River — and all the natural benefits and resources that exist because of

it — certainly contribute to the massive amounts of maritime activity happening within the Port District. But it’s also shortsighted to suggest the deep water of the Mississippi River is solely responsible for the Port’s run of recent success, because doing so would ignore the strategic efforts created and implemented throughout the years enabling the Port to fully benefit from its geographic good fortune. “The sense of pride we feel in these tonnage reports isn’t being No. 1, or being in the Top 20 tonnage ports in the world,” Aucoin said. “The pride really comes in

knowing that more tonnage means more jobs. That’s the way I look at it — every year we see an uptick in tonnage, it means we’re doing our job because more jobs are needed to handle that tonnage.” Beyond the Mississippi River, the Port’s tonnage rankings are fueled (literally) by the abundance of energy sources in and around Louisiana, and the developed infrastructure on site at the Port to funnel that power source where it’s needed. Within the Port District, there are 159 natural gas pipelines and 33 crude oil pipelines. Thanks to that already-established pipeline

system, the Port through three quarters is already on pace this year to surpass 2016’s tonnage totals. Specifically, current cargo totals for crude oil, chemicals and fertilizers, steel products and coal/coke are all way up compared to this time last year. An economic study authored by Dr. Loren Scott, titled “Powerhouse On The River” concluded the Port of South Louisiana is responsible for 33,000 direct jobs, handles $60 billion in trade annually and has $23 billion worth of announced projects in the works. “As Paul Aucoin likes to say, ‘We are the best kept secret,’” said Linda Prudhomme, Director of Business Development for the Port of South Louisiana. “We are that little gem between Baton Rouge and New Orleans that not a lot of people pay attention to…but the shippers do. The agriculture businesses shipping cargo from the Midwest know who we are. Chinese industries know who we are — the Port that provides a great deal of service to the United States and to foreign countries.” “When these wonderful companies

located here, some as long as 40 years ago, they knew why they wanted to be here: because the Mississippi River is like the front door to the world market.” With that said, the Port of South Louisiana has done a fantastic job laying the welcome mat out to that front door, specifically through improvements made to the Globalplex complex. Recently, the quarter-century old facility has undergone and continues to undergo a massive makeover, making it more attractive for future tenants of the Port District and more useful for those currently in operation. In 2016, the Port began plans to fortify the cargo dock at Globalplex to allow for the purchase of two mobile cranes. Once the project is complete, the mobile cranes will replace the two existing cranes that have limited movement along a rail. Fortifying the cargo dock for the mobile cranes will also enable the Port to attract high-dollar “heavy-lift projects.” “We already have the Mississippi River. We always have a skilled, highlytrained workforce. We have the land and

deep-water sites. So re-investing into Globalplex is just one more asset that makes the Port of South Louisiana a viable destination for companies,” Prudhomme said. “We’re always trying to actively help industries continue their investment in this 54-mile stretch, but also attract industries to the 54-mile district, as well.” Besides doing for others, the Port is helping themselves run more efficiently by relocating their administrative offices — which are currently spread out and miles away from the heart of the Port — all under one roof at Globalplex. The move should be completed by the end of 2018. “We’re always looking forward and figuring out ways to improve,” Aucoin said. “And it doesn’t seem like much, but our administration building – or what we call our Business Development Office – is part of moving forward. I mean, right now I’m talking to you from LaPlace, which is about 10 miles from the port. So to have us there, on the river, is important. Every one of us, in the Port District, on the river, having a presence at Globalplex.” •

With the majority of renovation projects and improvements complete, the Port of South Louisiana’s Executive Regional Airport is now fully equipped to handle both the business and leisure needs of passengers.

I

n 2011, officials from the Port of South Louisiana took a good thing — a fullyfunctional local airport efficiently run by St. John the Baptist Parish — and plotted ways to make it even better. The end result: the Port of South Louisiana’s Executive Regional Airport that you see today. It’s a facility that has undergone a massive makeover in the last five to six years, transforming into an ideal alternative landing/ takeoff spot from the airport in Kenner for private aircraft travelers seeking to check on their business operations in and around the Port. “Aviation is a tool for developing local economies, and this tool has been introduced into the River Parishes region in a way never

experienced before,” said Airport Director Vincent Caire. “The old saying that, ‘time is money’ applies here for both small businesses and major corporations. “The old airfield was quite successful, which is the reason the Port became interested in it in the first place,” Caire said. “The point to emphasize here is that the Port quickly became aware that the airport could serve the entire River Parishes Region including a number of larger economic development initiatives to come in the near future outside of the Parish. Responding to this need successfully became the mission of the airport.” Upon acquiring the operational rights to the airport in 2011, Port of South Louisiana

staff identified improvements, renovations and additions necessary to fully-utilize the facility for the clientele they intended to serve — those doing business in the area — and set a scheduled course of action to implement those changes. It is an overall vision known by the FAA as an “Airport Layout Plan.” The first phase — which was completed and dedicated in the summer of 2013 — centered upon expanding the 4,000-foot runway to more than 5,000 feet so it could accommodate larger private aircraft. The Port also extended the taxiway parallel to the runway. From there, the airport’s fueling stations received an upgrade and installed a state-of-the-art weather tracking system.


Not long after, in 2015, the Port officially opened a brand-new terminal, which offered passengers and pilots plenty of lounge and conference areas to either plan the return flight home, hold a business meeting or simply relax while executives take care of their dealings in the Port District. Rental car services along with refueling options were also added in the terminal, along with general vending. This year, the airport opened its first public transient hangar — conveniently named “Hangar 1,” referring to its status as the first non-private hangar on the field — which is suited for the aircraft of daily and overnight visitors and equipped to handle every foreseeable need of the traveler and flight crew. The $700,000 hangar protects aircraft from the array of dubious weather found in South Louisiana and features storage units for passenger property and restrooms. Caire affectionately calls the public hangar an “Aircraft Hotel.” Phases of the airport plan are being accomplished, and Caire said improvements will always continue at the facility as the demands and traveler’s needs change with time. For instance, transitioning from incandescent to LED lighting in the aircraft operating areas, as well as larger capital projects like additional public hangar space —tweaks both minor and major impovements, all done to attract more travelers. “The traffic is obviously increasing,” Caire said. “As for quantifying it, I can tell you that new traffic patterns are continuously developing. Business aircraft don’t operate on a schedule like commercial airlines, but use by corporate jets will continue to increase over time. The outstanding feature of this airport clearly demonstrated thus far, is that it is small enough to be personal to both crews and passengers, and large enough to support the majority of business jets on a service level equal to larger airports.” •

The number of corporate jets utilizing the Executive Regional Airport is on the uptick.

T

he World Trade Center of New Orleans celebrated Louisiana International Trade Week, a week-long event that included industry panel sessions and workshops. Presenting sponsors were the Port of South Louisiana and Associated Terminals. The week’s activities culminated on Nov. 3, with the Louisiana International Trade Jubilee, a black-tie celebratory affair and fundraiser benefiting the World Trade Center of New Orleans. During the jubilee, the Port of South Louisiana’s Executive Director Paul Aucoin received this year’s Eugene J. Schreiber Award, established in memory of the late Eugene “Gene” Schreiber, which honors an individual who demonstrates exceptional knowledge and leadership in promoting international trade policy for the benefit of the State of Louisiana. Additionally, Aucoin received the World Trade Center of New Orleans’ highest honor, The Order of the Plimsoll Mark, for his contribution to world peace, trade, and understanding. “I am honored and humbled to receive these prestigious awards,” said Aucoin. “A lot of people besides myself are responsible for my receipt of them, including the commissioners and staff of the Port of South Louisiana.” Previous recipients of the Schreiber Award include Senator Mary Landrieu, Congressman Charles Boustany, Jr. MD, Hon. James Coleman, Jr. CBE, and Gary P. LaGrange. Recipients of The Order of the Plimsoll Mark include President Reagan, President George H.W. Bush, Mikhail Gorbachev, Secretary of State Henry Kissinger and Madeline Albright. Other awards presented that evening were: SPF Depot of Bossier City, Louisiana received the Award for Excellence in International Trade and Janine Mansour, Commercial Director for the Port of New Orleans, was the recipient of the Young and Emerging Leader Award. •

Castle Commodities international MArks its foreign trade zone anniversary B y J enn y P eterson

CCI Braithwaite Storage partners with Port of South Louisiana to embrace foreign trade subzone.

I

n the summer of 2012, Castleton Commodities International purchased an idle parcel of property on the Mississippi River known as Port Nickel. The property was originally used to process nickel as part of the war effort during World War II. Today, that property is a bustling import destination for industrial commodities known as CCI Braithwaite Storage enjoying Foreign Trade Zone status thanks in large part to the support of the Port of South Louisiana. In order to be a more efficient storage facility for imported goods, in June 2016 CCI Braithwaite Storage applied for and received Foreign Trade Zone designation (FTZ) for the storage of industrial commodities. The storage facility, which has direct access for barges from the Mississippi River at mile marker 76, worked closely with the Port of South Louisiana on obtaining the FTZ designation and it has been an asset to both the company and its clients. For importers of goods and commodities, an FTZ site is the same as any other import and storage facility that can hold and store commodities before introducing products into the stream of commerce. However, an FTZ can provide benefits that include deferrals and reductions on taxes and import duties until the goods are introduced into the stream of commerce. In some instances, raw materials

can be processed into finished goods at an FTZ, allowing the importer to avoid taxes and duties on the improvements altogether. CCI Braithwaite Storage believes in coming up with more efficient ways to conduct business for clients who are engaging in the import and storage of industrial commodities, and the Foreign Trade Zone provides additional efficiencies. Ms. Amanda England, Senior Vice President of Operations at CCI Braithwaite Storage, said the FTZ designation wouldn’t have been possible without the help and resources at the Port of South Louisiana. “The Port of South Louisiana was tremendously helpful in establishing a foreign trade zone subzone,” England said. “We worked very closely with them and without their assistance it wouldn’t have happened.” Other exciting things happening at CCI Braithwaite Storage include its deep water dock, with berthing LOA of 774-feet along the Mississippi River. “The facility’s biggest milestone upgrade is to the loading dock and pier,” England said. “It’s very capable of deep draft and deep water ships with a new mooring system, it’s a big accomplishment that we are very proud of.” CCI Braithwaite Storage is also looking into accessing its direct rail to and from the facility. The storage facility can be a terminus of Norfolk Southern railroad.

“We are working on a project to establish the rail to go right into the plant — and then anywhere to the United States,” England said. “Our vision for the future is to have a dock that unloads and loads vessels with the railroad right there. Being located right on the Mississippi River is a wonderful location to have a rail installment that would let us transport to the rest of the United States and would be a tremendous benefit.” The CCI Braithwaite Storage facility is a 67-acre dry bulk commodity storage facility located in Plaquemines Parish. “We work with local people who come in and handle the trucking aspect, loading and unloading and helping store the goods creating employment now and in the future,” England said. “I love working here, I love the environment and friendliness of people and the overall business climate,” she said. “I also want to highlight that we collaborate so well with the Port of South Louisiana — we can get a hold of them and ask questions anytime.” Castleton Commodities International is an international commodity merchant headquartered in Stamford, Connecticut. Bollinger Shipyards Lockport 20-year ftz success story B y J enn y P eterson

hris Remont, Vice-President of Government Programs at Bollinger Shipyards Lockport New Construction, takes pride in all of the company’s past construction projects, but especially in the 26 cutter vessels that Bollinger has built on site and delivered to the Coast Guard’s Fast Response Cutter (FRC) program. “The Coast Guard FRC is a program which has proven to protect our country’s interests and our shorelines while also providing safety rescue missions, drug interdiction and humanitarian aid as seen recently in hurricaneimpacted areas this year,” Remont said. “These boats have exceeded expectations in living up to the Coast Guard Sentinel Heroes legacies for which they are each named.” Located on Highway 308 South, Bollinger manufactures and repairs vessels for both government and commercial customers in their indoor fabrication shop area, that has a total of 629,000 square feet, with full overhead crane support and a variety of production support services.

The Bollinger Shipyards Lockport New Construction facility is the hub of the company’s corporate, engineering, government programs and quality management systems. The facility has delivered USCG Patrol Boats, Navy Patrol Craft, oceangoing tugs, docking tugs, offshore supply vessels, lift boats, Derrick Barges, deck barges and multi-purpose support vessels. Bollinger has performed government program builds for the Coast Guard, Navy, Army, Department of Transportation and Department of Defense and also serves a number of commercial clients. A major benefit to the site is its designation as a Foreign Trade Zone (FTZ). The company received its designation in 1998 when the Port of South Louisiana sponsored their FTZ application to become the Port’s eighth subzone under FTZ 124, which has allowed the company to serve important government clients. “We were approved during the early stages of the U.S. Coast Guard Coastal Patrol Boat Program,” Remont said. “Being in a Foreign Trade Zone, Bollinger is able to utilize resources

globally to meet program requirements, such as on the U.S. Coast Guard FRC program.” The FTZ allows imported material being used in the construction of government vessels approved for duty-free importing. “Having the FTZ assists us in maintaining consistency in documentation, which thereby improves efficiencies of obtaining the material from the port of entry,” Remont said. Bollinger employees have the knowledge and expertise to track FTZ material throughout the warehousing and construction of vessels onsite. Materials are cleared from the zone upon delivery of the vessels to the Coast Guard or into market. While duty-free importing saves costs to government clients, it can be extended to some of Bollinger’s commercial customers, Remont said. “Imported goods that are not approved for duty-free entry, based on material, cost or programs, can be brought into the FTZ zone and have the duty fees deferred until the material is released from the FTZ,” Remont said. “Bollinger facilities control all the logistic costs of moving material. The FTZ allows

Previous cutters have been stationed in Florida, San Juan, PR, Cape May, NJ, Ketchikan, Alaska, and Pascagoula, Mississippi.” To build these vessels, Bollinger uses a proven, in-service parent craft design based on the Damen Stan Patrol Boat 4708. Vessels have a flank speed of 28 knots, state of the art command, control, communications and computer technology and a stern launch system. In addition to its FTZ designation, Bollinger offers additional benefits to its clients, including a commitment to continuous quality improvement. Bollinger New Construction has made significant shipyard capital improvements in production facilities, machine tool technology and production processes. Recent improvements include updates to its shipyard wide lean manufacturing processes, a new 200-ton LiftKing module transporter, new 12,000-square-foot aluminum fabrication shop, new CNC pipe bending machine capable of producing up to four-inch diameter pipe spools and new CNC steel shapes cutting capabilities. New production facilities have been built with brand new purpose-built work platforms with point of use material and warehousing to improve worker access to vessels in production. The main production building warehouse, craft shops and production offices are accessed via a paved roadway. New waterfront services include increased available power, welding gases, potable water, fire main and LAN access. “The Bollinger level and expectation of quality, as detailed in the Bollinger Quality Policy, ensures Bollinger delivers the best quality product to our customers, meeting and exceeding customer expectations,” Remont said. • Bollinger the ability to claim and track materials onsite instead of at the port of entry.” Bollinger’s frequent use of the FTZ site and familiarity with its regulations improves efficiency and ensures all materials and documentation are handled properly onsite, Remont said. “Bollinger has seen growth in the use of the FTZ zones over the last five years based on the current Coast Guard FRC program and materials used in the construction process,” Remont said. The most recent delivery of a First Response Cutter was on Nov. 9, 2017. The Coast Guard took delivery of the 154-foot patrol boat USCGC Joseph in Key West, Florida and the vessel’s commissioning is scheduled for March 2018 in Hawaii. “We are extremely proud that the Fast Response Cutters built by Louisiana craftsmen here at Bollinger Shipyards are having such a major impact on our country’s safety and security,” said Ben Bordelon, Bollinger President and C.E.O. in a news release. “This FRC built

s one of two Fortune 500 companies in Louisiana, Entergy plays a major role in the state’s economic development. skills, training that help them be able to deliver the best performance to support our partners, including the Port of South Louisiana,” he said. “Everyone knows we’re a power company,” he said, “But the reality is that we do a lot of other things, and we see ourselves as a private sector partner, able to help any organization at the state level, regional level, Port level, and a local level.” “We help organizations in the areas where they lack resources — often people resources [workers] and financial resources. We like to help our partners ‘fill the gap.’” One way that it helps attract new businesses to the state is through its streamlined online resource, LouisianaSiteSelection.com. The website is easily navigable and provides an abundance of information, including regional demographics, site availability, and other property information.

“It’s a valuable tool,” Jimenez said. Jimenez points out that his division has several specific strategies, the first of which is helping partners with product development. “We help our partners identify industrial sites [via the aforementioned website], and get them certified,” he said. Entergy also strives to “continuously streamline our work processes so that we can be a world-class project management team,” he said. “We want to make sure that we are not creating bottlenecks in the process.” The company also wants to continue to develop and maintain long-term relationships with partners. “We’re here for them in the long run,” said Jimenez. Additionally, Entergy focuses on how to identify retention and expansion opportunities with existing


industrial customers, as well as providing economic development partners with research and technology products that enhance their productivity. He notes that the petrochemical and chemical industries have experienced tremendous growth, and “that Entergy has continued to work with the Port of South Louisiana as there is ongoing need for logistics and infrastructure. The Port plays an ‘incredible role’ in us being able to attract new capital investments and create new, high-paying jobs,” said Jimenez. “Without these ports the companies just wouldn’t come here. They have to move their products all over the world, and it starts with having efficient inbound and outbound logistics especially via ocean-going vessels.” Entergy also plays an important role in the education and nonprofit sectors by providing financial contributions through its foundation. Jimenez said it actively helps and improves the workforce in local communities. The company’s charitable foundation also serves as a way to provide support to K-12 schools, nonprofits, higher-education centers and more so that they can work on providing a qualified work force in order for the state to continue to attract business. He said that the company paid $350 million in state and local taxes in 2014. Economists have done the math and found that this amount equates to sending over 34,000 students to Louisiana public schools. Plus, for every five jobs that the company creates, another 16 jobs are created in the economy. With two new power plants under construction in Louisiana, Jimenez said they have continued to make great progress as a leading employer and low-cost electricity provider. “We want to continue to improve the work force,” he said. “We also want to go out and continue to attract foreign direct investment by bringing companies outside the United States to Louisiana. “Finally, we want to continue supporting policies and initiatives that improve our state’s competitive advantage; dredging the Mississippi river, improving business tax climate uncertainty, investing in the transportation infrastructure—all these are important.” Overall, said Jimenez, Entergy is a proud Louisiana company that will continue to work to support and help create more new job and capital investment opportunities for its customers, communities and partners. “We’re a nimble organization, so wherever we can help we will try our best.” •

yle Graham remembers the exact day his future was decided. He remembers the exact moment. His father, a Pennsylvania state trooper, was the first responder at the crash site of United Airlines Flight 93 on September 11, 2001, and Graham said that was when he understood what he had to do. His life, along with thousands of others, was suddenly changed. “That’s when I decided,” Graham said. “I realized that I wanted to serve my country.” In high school, he was a wrestler and a football captain, already showing an inclination toward leadership. He watched as his older brother attended the U. S. Air Force Academy and, seeing how

formative the experience was for him, Graham was motivated to apply to the U.S. Military Academy at West Point. Admission at West Point is no easy feat: candidates must receive a nomination from a member of Congress, in addition to proving their mettle in academics, extracurriculars and community service. Intimidating as the process might have been, Graham was admitted, and he said West Point taught him how to have “a foundation of trust,” a lesson he said he never stops learning. “I earned a mechanical degree from West Point, but they also taught me leadership,” he said. “I learned how to be part of a team.” Currently Site Logistics Leader with

Dow, Graham graduated from West Point in 2006, followed by several months of additional training. But the escalation of responsibility for Graham did not stop there; in fact, it only intensified further when he was deployed to Iraq that same year. Starting out as a Tank Platoon Leader on a team that maintained M1A1 tanks, Graham moved up the ranks to become a Troop Executive Officer within two years. Within five, he was Troop Commander, responsible for guiding and supporting a team of 110. The work was rigorous and exhausting, but Graham continued to grow; as he did, he made sure that his fellow soldiers grew with him. “You are not successful unless your team


C O M PA N Y P R O F I L E is successful. Leadership is about clearing the obstacles for your team to achieve their goals,” he said. “My job was to inspire, support, protect, coach and develop. So I didn’t have to stand up and scream. We just understood what we had to do as a team.” Graham said that when he looks back now on his time in Iraq, what lingers for him is the connection he made with his fellow soldiers. “The experience was about the people,” Graham said. “That’s really what mattered the most.” Graham even recounted a fond memory of he and several other soldiers reading the final Harry Potter book when it was released in 2007. He was in Baghdad at the time, but as a self-proclaimed lover of fantasy, Graham said he couldn’t wait to hear the end. “It was amazing that we could all just enjoy a story out there,” he said. “It’s a way to escape.” And so it makes sense that after his five and a half years in the Army, those relationships Graham formed with his fellow soldiers would continue to influence his future. He wanted to keep building on the same values of trust and teamwork that were so critical at West Point and in Iraq. Graham had further solidified his admiration for his country and those dedicated to protecting it — but on the other side of his service, he came to realize that immersion into civilian life was not so simple. Though he managed to get back on track fairly quickly by taking a position as Maintenance Group Leader at Dow Chemical Company, Graham felt a sense of responsibility to the soldiers who did not have such an easy time of it. “Just think — all the experiences you had, you really can’t talk to anyone about,” he said. “No one at home knows what you mean when you talk about operating a tank, or anything like that.” At Dow Chemical, Graham wanted to make sure that he did his part to support his fellow vets, both inside and outside the company. Other Dow sites across the country already had existing support systems called Vet-Net, which provides members of the armed forces with employment opportunities, networking development and educational resources, in addition to community outreach for local veterans. According to the Dow website, the group aims to “preserve, promote and acknowledge the virtues of military service.” Graham was passionate about getting involved with Louisiana’s own Vet-Net

community, and fortunately for him, there was plenty of opportunities to make that happen. He was able to travel to the Southeast Louisiana Veterans Home, where Dow sponsored a Memorial Day celebration, and he has had the opportunity to connect with and inspire those who paved the way ahead of him. “Vets have a great skill set. They’re committed, and they support their team,” he said. “They’re trained to do incredible things at a young age. They are dedicated, they are great workers, and that makes them valuable. It’s a great way for us to give back.” The impact of Graham’s efforts have been recognized by his coworkers as well; Andrew Fry, the former facility manager at Dow, praised Kyle’s style of selfless leadership. “Kyle is a good leader with vision,” Fry said. “He has his own viewpoints, but he is willing to listen and consider viewpoints that contradict his. He was a good friend and someone whom I enjoyed working with.” Fry also said that Kyle’s efforts with VetNet were of particular importance to him. Having worked with the support group on his own, Fry said that Graham immediately

became an asset when he joined the company. “Kyle volunteered to help set up the Texas chapter [of Vet-Net],” Fry said. “He got it up and running quickly, and it quickly became one of the most active chapters. He moved to Louisiana a couple of years ago and instantly started to help that chapter. This is not Kyle’s main job but instead is a secondary, volunteer role. He hasn’t asked for recognition but works for the betterment of his fellow veterans.” Graham said that he merely wanted to strive to inspire inclusion, and to “just say thank you.” Graham also represented his company and Vet-Net at the 2016 Invictus Games, a competition comprised solely of wounded and ill veterans. The annual competition was founded by Prince Harry in 2013 following a trip to the Warrior Games, where he realized the true physical and psychological benefits that sporting competitions could offer. At the Orlando Games, Graham saw over 500 veterans from more than a dozen nations demonstrate just how far they had come, an experience he said was powerful and moving. “It really just teaches that despite whatever

obstacles you’re faced with, you can overcome them,” he said. “It just shows how incredible these people are, and what they can do even after they’re faced with adversity.” After all that he has done, Graham remains humble; his motivations are unchanged. He feels inspired to continue his efforts for personal growth, and he feels compelled to nurture those he encounters along the way. “As I grow and mature, I feel there’s a lot of people who want to do good, and I’m in a position to help. Vets have a great opportunity to build a bridge,” he said. Bridges, it seems, are a specialty of Graham’s. Every part of his history is colored with the relationships he formed, the lessons he learned from those relationships, and the efforts he has made to pass those lessons along. “If you can coach and nurture people, you have a responsibility to do that — to help the next generation be successful,” he said.
