O
n October 12, Louisiana residents across the state headed to their local precincts to cast ballots for various political offices, including the governor, secretary of state, and legislators’ seats. In the River Parishes, the offices of parish president for St. Charles, St. James and St. John the Baptist were up for decision and, going into 2020, there will be three new parish presidents within the Port of South Louisiana’s region: Matt Jewell, Peter Dufresne and Jaclyn Hotard, respectively. Matthew Jewell, the soon-to-be parish president of St. Charles Parish, comes from a national political background. Jewell’s most recent experience comes from working as a district director for New Orleans native and current U.S. House Minority Whip, Steve Scalise. Jewell has worked for Scalise since 2013, serving in other capacities, such as field representative and special assistant, before his current position. Jewell also worked as a legislative affairs advisor for the U.S. Department of Energy under President Trump’s administration. In these positions, Jewell worked with parish presidents, members of Congress and other elected leaders on flood protection, commerce and national security. St. James Parish President-Elect Peter Dufresne also brings previous experience to the table, having served for many years on the St. James Parish Planning Commission. His duties included reviewing, approving and disapproving plots for land subdivisions within the unincorporated areas of St. James Parish. He also chaired the state legislative committee of the American Sugar Cane League (ASCL), which supports the Louisiana sugar industry through

research, education, legislation and public awareness programs. Dufresne’s experience with the ASCL gave him familiarity with government proceedings by way of lobbying the state legislature and members of Congress for job protection and local business support for those involved with the sugar industry. Last but not least is Jaclyn Hotard, the incoming parish president of St. John the Baptist Parish. Hotard is no stranger to local politics. Before her election on October 12, she served on the St. John the Baptist Parish Council for 16 years. During her time on the council, she worked on such projects as paving roads and upgrading roads, sewers, water conditions and parish parks. Hotard is also a member of the Louisiana State Licensing Board for Contractors; the primary purposes of the board are to protect the public from contractor fraud and incompetency and to promote the integrity of the construction industry within the state. This tenure has given her valuable experience in understanding the complete process of construction projects, which is a necessity given the continuing growth of St. John the Baptist Parish. The Port of South Louisiana has always highly regarded positive relations with the parish governments within our district. We have supported each other in numerous endeavors including economic development projects, community events and, perhaps most importantly, the creation of new jobs and financial opportunities by partnering to bring in new companies and businesses to the River Region. The Port looks forward to continuing our beneficial partnership with the newly elected parish presidents! •

The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility SoLaPort, and the St. James Westbank property.
Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.
The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.

The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving one-fifth of all U.S. foreign waterborne commerce.

The Port covers a 54-mile stretch of the lower Mississippi River between New Orleans and Baton Rouge. The Port begins at river mile 114.9AHP near the Louis Armstrong New Orleans International Airport and winds through St. Charles, St. John the Baptist and St. James parishes. It continues north to river mile 168.5AHP just north of the Sunshine Bridge.
GOVERNANCE
The Port is under the jurisdiction of the state of Louisiana and authorized by the state constitution. A nine-member board of commissioners directs the Port; all of them are unsalaried. •

eighboring animal shelters of St. Charles Parish and St. John the Baptist Parish are separate operations with a singular mission — to advocate for animal welfare and responsible pet ownership. It’s a noble endeavor, albeit one ripe with challenges — the most obvious being the sheer volume of animals in need of assistance and placement. For instance, on average, the St. Charles shelter takes in 1,800 cats and dogs per year. And those numbers don’t include cases involving lost or neglected chickens, horses, pigs and even peacocks (yes, peacocks). “We actually picked up a potbelly pig yesterday that

weighs 200 pounds,” said Dr. Jena Troxler, the Animal Control Supervisor of St. Charles Parish. “For an animal like that, not only do we have to go through the procedure of having them spayed and neutered, but we have to get creative in finding a place for them — like reaching out to a campground in Mississippi that has freeroaming pigs, which we’ve done. “Even on the dog and cat side, we have to be creative,” Dr. Troxler continued. “You’d think there would be enough homes to reabsorb them. The fact is there aren’t.” Those creative outlets range from high-tech to down-home at both facilities. In St. John, for instance, volunteers and
staff utilize online listings for animals on outlets like Facebook, Adopt-A-Pet.com and Petfinder. com, along with partnering with retailers like Petsmart, PetSense and Tractor Supply to get the word out. Not only do these outlets help more animals f ind homes, but they also make it easier for adopters to f ind a specif ic breed. Beyond that, St. John has formed a solid foster family base of 20-25 homes and hosts monthly offsite adoption events leading up to their annual adoption event at the shelter that usually features music and food. “More people are advocating for animal welfare than ever before,” said St. John Animal Shelter Manager Rachael Sance. “With the internet, people can help without

leaving their homes, and the exposure to animal needs is more prevalent than ever. Rescue groups are more popular than ever, as are adoption events and our shelter has partnerships between larger and smaller entities across the country. I have seen a tremendous group effort happening across the board in regards to the betterment of our animal’s lives.” For those working in the St. Charles Animal Shelter, the desire to find “forever homes” for their temporary tenants was so great that for years officials drove cats and dogs to partners in other states — such as Virginia and Iowa — so that they could find a family. The journey out of state was required about every 4 months in order to accommodate all the animals entering the shelter. The drives were lengthy, but it was worth the effort, as staff transferred shelter residents to partners with similar visions and goals. Returning to empty kennels and receiving adoption updates made it all worth it. Through partnerships, Dr. Troxler and her crew have found another solution — transporting adoptable animals via plane rather than car or van. In the past year, more and more St. Charles shelter animals have been included on biweekly Wings of Rescue flights, a non-profit that flies adoptable animals from crowded shelters or calamityeffected areas (from natural events like hurricanes or tornadoes) to shelters in other states where more space is available. Dr. Troxler said those dogs and cats involved with Wings of Rescue get adopted in an average of 3 days, compared to 3 or 6 months

if they stayed in Louisiana. “It’s a great program, but we do want (people) to adopt locally,” Dr. Troxler said. “So we encourage people to apply early when they see an animal come into our shelter, and we’ll try and match them before the animal does fly out.” No matter where these shelter animals find a home, be it here or out of state, every adoptee is given full medical treatment and attention before they leave the St. John or St. Charles facility. Both shelters have a veterinarian on staff. But beyond taking care of the needs of those on four legs, both shelter staffs do all they can in preparing and educating those who come in
on two legs — the adopters. “Being a smaller shelter gives us the opportunity to really focus on our animals and adopters. We are able to get to know our animals and fully disclose any issues we are aware of to try to ensure that adopter is making a decision that’s best for them,” Sance said. “Full disclosure means the animal is more likely to stay in its adoptive home, which is our goal. We are able to check on the adopter, offer assistance, and guidance… We also provide a list of veterinary clinics in addition to educational information addressing the need for annual veterinary care and monthly heartworm prevention.” •

T
he recent opening of the North Terminal at Louis Armstrong International Airport has brought national attention to aviation in the state of Louisiana, but the New Orleans facility is just one of the many airports that are vital to the state’s economy and its citizens — including the one at the Port of South Louisiana. THE PORT’S AIRPORT Because of its strategic location at the mouth of the Mississippi River, Louisiana has always been an important import/export trade destination. While shipping remains a key component of the Louisiana economy, some residents may be unaware that the Port of South Louisiana features its own airport, the Port of South Louisiana Executive Regional Airport (KAPS) in Reserve. It’s a facility that is crucial to the success of the port and the local economy as a whole. Bradley R. Brandt, director of aviation at the Office of Multimodal Commerce at the Louisiana Department of Transportation and Development (DOTD), said KAPS’ economic impact has dramatically improved over the last decade. Brandt said the DOTD recently helped KAPS with a project to strengthen their runways. This effort will enable larger business aircraft to land at the airport on a more regular

basis. A runway extension was also completed about seven years ago that allowed business and corporate aircrafts to operate more safely and efficiently. With the old runways, it was harder for aircrafts to take off. In 2016, KAPS opened its first transient hangar, which features 6,363 square feet of space to accommodate a variety of large corporate and business aircraft. The DOTD is currently working with KAPS on other projects, including taxi-way improvements that will make it easier for aircraft to turn on the runways. In addition to this work, DOTD is collaborating with KAPS to secure funding for obstruction mitigation projects such as cutting down trees in the runway protection zone. Executive Regional Airport plays an important role in the Louisiana economy. It allows for materials to be flown to the port quickly and eliminates the need to drive the parts to the port from Louis Armstrong International Airport in New Orleans or Baton Rouge Metropolitan Airport. “Time is money,” Brandt said. The airport also saves business executives travel time for the same reasons. Since the Port of South Louisiana is one of the largest tonnage ports in the world, businessmen from around the world visit the port frequently to oversee operations for their companies.
The port and airport also help the economic development of nearby towns. The more activity at the port, the more services will be needed in the surrounding areas. This leads to more jobs for local residents, which increases spending in the area and tax revenue for the state. “If executives and businesses see that they can develop within 30 minutes of the airport facility, it really benefits the community,” Brandt said. Aside from helping KAPS with funding, the DOTD’s Office of Multimodal Commerce also works to ensure the safety of the airport with quality oversight and annual safety inspections. They also conduct training sessions on safety, development and how to access state funding in a timely manner. LOUISIANA’S AIRPORTS BENEFIT EVERYONE Like KAPS, the state’s other airports all provide numerous benefits to Louisiana. Brandt cited a 2019 economic impact study update commissioned by the DOTD as proof that Louisiana’s airports bring revenue to the state and valuable services to its residents. For example, Chennault International Airport holds an annual airshow that features military and civilian acts, as well as aircraft displays and family entertainment. Air Med Services uses multiple airports throughout the state, including those in Hammond and Houma, to help patients in the midst of medical emergencies reach hospitals and receive their lifesaving care as quickly as possible. The airports’ economic impacts have grown since 2011. In 2011, there were 58,853 full-time equivalent jobs at Louisiana airports. By 2019, that number rose to 84,394 (a total employment increase of 43%). The total payroll at airports climbed from $1.8 billion in 2011 to $2.6 billion in 2019 (a 49% increase). The total economic output, i.e. the quantity of goods and services generated by airports and associated businesses and activities, grew from $6.7 billion in 2011 to $9.3 billion in 2019 (a 38% increase). The report, prepared by CDM Smith, states “What is most notable about these and other examples is that no matter how large or small the contributions, all airports contribute in some way to the quality of life of Louisiana residents.” •

BUILDING A BETTER PORT BY WILLIAM KALEC
The Port of South Louisiana has more than half a dozen construction projects currently in the production or planning stage.
N
ever comfortable resting on past accomplishments — like being named the Largest Tonnage Port in the Western Hemisphere several years running — the Port of South Louisiana currently has several construction projects in various stages of building or development, all designed to help them meet the needs of current clients and future tenants. By the first economic quarter of 2020, workers will be either modifying, expanding or building anew at seven locations spread out between Globalplex, the Port-run Executive Regional Airport, and other Port-owned properties. Additionally, near the end of November 2019, the Port

accepted contractor bids for dock reinforcement and dock equipment upgrades at Globalplex — just another example of the Port’s proactive approach to doing business. “You can’t predict the future, but it’s always a positive to have the f lexibility to accommodate opportunities when they arise — and that’s what so much of this is about,” Port of South Louisiana Executive Director Paul Aucoin said. “Whatever opportunities come the Port’s way, we want to be able to handle it. So we’re always looking ahead, and if you’d ask me what the Port could use more of right now, it’s warehouses. There’s always a need for warehousing.” Within Globalplex, the Port is already addressing that need as it
nears the end of the initial renovation phase of Building 71 — an unoccupied, dated warehouse that Aucoin politely said, “needed a little help.” By the end of March 2020, construction will have removed and replaced the exterior skeleton (including the roof of the building), thus completing Phase 1 of the multi-million-dollar makeover. From there, workers will strengthen the foundation of the warehouse and update the dated conveyor system within the building. “It’s an old warehouse that if I had to guess was built in the 1950s or 1960s. But with the proper adjustments, it can still be of use,” Port Chief Operating Officer Dale Hymel said. “And we’re going to get it back in use. We really iden-

tified a need for more warehouse space in and around Globalplex, so to us the best way to achieve that was to upgrade old facilities so that they perform like new facilities. We always have to be mindful of what our customers’ needs are, what direction they’re going, or where the market is taking us in order to keep operations up and running.” Staying in Globalplex, the Port
authorized an interior demolition to the unused portion of Building 11 — the old Pepsi bottling facility the Port purchased back in 2013. Currently, only half of the 142,000 square-foot structure is in use, even though there’s a need for more space. The $400,000 interior demo — which includes upgrades to the existing roof — will knock down old office walls and conference
rooms, thus opening up the space to better serve warehousing needs. At the airport, construction of 10 “T-Hangars,” all of which will be housed in a single building, should be complete by February 2020. The joint partnership project between the Port and the Aviation Section of the Louisiana Department of Transportation and Development offers hangar space available for the public to lease through the Port — a benefit that hasn’t been available since every hangar on the grounds was privately owned. Aucoin said those who applied for space doubled the number of T-Hangars being built, meaning construction of more hangars might be in the works soon. As part of regular maintenance and safety, the Port will also be resurfacing the runway at the Reserve Airport, a project that should be complete by early to mid-Spring 2020. The Port is also involved in an ambitious project on the West Bank of the Mississippi River, the construction of a new railyard that will be leased to DOW. Once fully operational, the new railyard will increase DOW’s railcar capacity by more than 25 percent. Roughly, the new railyard will be a storage area (no loading will take place) and house 200 to 250 railcars — about half of which will be empty and the other half holding plastic materials ready to be sent to customers via Union Pacific. Currently, the DOW plant in St. Charles is capable of housing 900 railcars, meaning this expansion will push that figure into four figures. “We’re in the business of keeping our tenants happy, and keeping them here, because it’s all about economic development,” Aucoin said. “To stay competitive and reliable in a world market, you have to always look for ways to expand and improve facilities, and to maintain what already exists.” •

Meet Monica Morrison, RPCC’s Reserve Campus Director
M
onica Morrison didn’t always see herself as an educator. While she was in college, she had dreams of becoming a corporate trainer and traveling around the country working in big city high-rises with all of the other corporate suits. On the advice of her grandmother, Morrison took a few teaching and education classes, mostly to assure her grandmother that she had a fallback plan. “I was certain grandma couldn’t see my vision. I’d never dreamed of teaching!” Morrison said. Now, more than 20 years later, she’s glad she fol-

WINTER 2019 | PORT OF SOUTH LOUISIANA
lowed her grandmother’s advice. With a community college degree in business, marketing and management, a bachelor’s degree in social science and a master’s in psychology, Morrison has been every type of student. She’s taken courses on a traditional campus, online and even night classes. A veteran of the Navy, Morrison began her career in education as a secretary in the Federal TRIO Student Support Services before becoming a counselor, and ultimately a director, within 5 years. She was then
asked to assume the role of assistant dean nearly 2 years later. Her stellar rise is a testament to her work ethic and her commitment to seeing her students, faculty and staff succeed. As the new River Parishes Community College (RPCC) Reserve Campus Director, Morrison brings her passion for learning and sharing new and useful information to serve the faculty and students of her newfound home. Her experience gives her the ability to meet people from all walks of life and work with them to carve out a unique and specialized plan of
action for their success. “I believe that my greatest success comes if a person feels better in some small or large way after meeting me,” Morrison said. RPCC has been instrumental in providing workforce development solutions and resources to help support the growth and retention of businesses in the region. They offer associate degrees, technical diplomas and certificates in thirteen technical programs across their campuses. Working with specific industry groups and individual companies in the region to clarify and provide their true workforce needs so they can educate and train their students, RPCC has developed a partnership with local industry where everybody wins. With more than one hundred and fifty business and industry partners, RPCC is able to provide high-level guest speakers, scholarships, internships, customized contract training and other services that lead to students graduating and getting hired in their chosen fields. They also provide education and training processes and services to assist graduates with workforce preparation, entry, onboarding, advancement and overall success in their careers. To many businesses and industries along the lower Mississippi River, RPCC has become an invaluable asset, providing an affordable but complete education that prepares graduates with the knowledge and hands-on training they need in order to be competitive in today’s highly skilled workforce. “My highest priority is to serve our students in
a manner that promotes personal excellence, helps them achieve the balance of well-honed technical training and business etiquette needed for workplace success, and to align their unique passions with successful graduation outcomes,” Morrison said. And they don’t show any signs of slowing down. With a St. Charles Parish location slated to start accepting students in August of 2020, RPCC has a bright future that will continue to benefit local industry and the individual companies that they partner with. Their Process Equipment Trainer (PET Plant), which is due to be operational by the fall of 2020, will help provide the best plant operations, maintenance, and troubleshooting training available in the region. The future of RPCC will be characterized by a strong alignment with the needs and requirements of the workforce along the Mississippi River. “We will be at the forefront of the practical application and training required to embrace the evolving needs of the region,” said Morrison. Managing the complicated bureaucracy of a professional college that is constantly evolving to meet the changing needs of the industries, companies and students in the region is no small feat. It’s a job that requires passion and a commitment to meeting those needs, as well as the leadership skills that can only be gained from experience. Fortunately, Monica Morrison possesses all of these traits. It seems that, yet again, grandma was right. •

WATER WORKS BY MISTY MILIOTO
A career education event introduces high school students to the local maritime industry.
D
ubuque, Iowa-based RiverWorks Discovery is a river industry-supported education program whose mission is to educate communities about the commerce, culture, conservation and careers of America’s working rivers. The program, started by AEP River Operations in 2006 and gifted to the National Rivers Hall of Fame and the National Mississippi River Museum & Aquarium in 2010 (making it an official non-profit organization), recently held a free career education event for 11th and 12th graders in Convent. Attended by 60 students and faculty from St. James Parish, as well as two sea cadets and 10 teachers from Ascension Parish, the event allowed students to explore career opportunities available to them in the maritime industry. It included tours and interactive stations at both Associated Terminals and American Commercial Barge Line’s facilities in Convent, and students met with representatives from many of RWD’s 170 sponsoring companies. Those sponsors, who are located across

19 states, support the work and mission of RWD. For example, South Point, Ohio-based McGinnis Inc. was the first in-kind co-sponsor of the program, and Cincinnati-based Cincinnati Bulk Terminals became the first financial co-sponsor of the program. In 2009, the Port of Pittsburgh Commission and the Waterways Association of Pittsburgh approached RWD asking if the organization had any materials or programs for high school students. “At the time we did not [have any programs],” said Errin Howard, program director for RiverWorks Discovery. “This led us to pursue the development of our Energy and Our Rivers curriculum with the National Energy Education Development Project. Once the curriculum was developed, we brainstormed [with POP and WAP] for the first RWD career awareness program, which became known as Who Works the Rivers. Pittsburgh is credited as being the birth city of Who Works the Rivers in 2011, and Pittsburgh now
holds the program twice per year on board the Gateway Clipper Fleet.” Who Works the Rivers, which is now conducted in 15 cities per year, was first held in New Orleans in 2014 at the Port of New Orleans and Crescent Towing. “At that time, we had started our RWD Week at the Aquarium of the Americas in which we invited elementary students to the aquarium,” Howard said. “We still do this program today, but this year we are looking at offering the program at the new Louisiana Children’s Museum location.” The recent WWR event in Convent included a career fair, minideckhand training sessions (such as line throwing), and a tour of Associ-

ated Terminals and the American Commercial Barge Line facilities. “RWD outlines career opportunities with workstations, towboat tours and presentations by real people who, in some cases, moved from an entry-level position to a top management position shoreside,” Howard said. “South Louisiana is known for the Mississippi River and how it connects the United States to the world. Ships, towboats, stevedores, and loading and unloading facilities provide thousands of jobs that are vital to the Louisiana economy. These are real taxpayers that not only put food on the table but provide critical tax dollars for federal, state and local governments, as well as education systems.” According to Dawn Lopez, Vice President of Marketing and Public Relations at Associated Terminals and Turn Services, the WWR event is important because colleagues from all different specialties in the maritime industry come together to educate students on why the river is a great place to have a future. “Our local inland maritime colleagues have collaborated to develop educational and interactive programming that can be delivered to large groups of students and educators. The long-term goal is to bring Who Works the Rivers to additional locations in both Louisiana and across the country to educate the area youth. We are excited that the Port of South Louisiana will be hosting
the program in 2020. This is a perfect community outreach opportunity for the Port to be involved with.” Even though the WWR events are a one-day occurrence, RWD aims to build relationships with the schools and the industry that last all year long. “RWD has resources, such as our career page at riverworksdiscovery. org/careers,” Howard said. “On our social media, we do Towboat Tuesday, where we pick a term related to the industry and explain it in a way the general public can understand; Who Works the Rivers Wednesday, where we interview someone in the industry and ask them to share their story and career path; and even National Rivers Hall of Fame Friday, where we highlight a person who is in the National Rivers Hall of Fame and share their contributions and significant impact on the rivers of America.” In terms of new initiatives for the future, RWD continues to develop more career resources and is considering a new career focused RWD traveling exhibit. “RWD would like to thank the 170 sponsors throughout the country that both financially and physically engage in making this a true collaborative program,” Howard said. “In times when the industry struggles to be profitable with all the difficult operating conditions, they still believe in our program and support it. Thanks to them, we will continue to provide a quality product.” •

CHARTING A COURSE BY MISTY MILIOTO
Clare Redmann is paving the way for female bar pilots.
G
rowing up in New Orleans and Mandeville, Clare Redmann — the first female bar pilot for Associated Branch Pilots — realized that Louisiana’s rivers, bayous and lakes had a lot to offer. She fell in the love with boating, fishing and other water sports at an early age. However, it wasn’t until her junior year at the Georgia Institute of Technology that she considered the idea of pursuing a career as a bar pilot on the Mississippi River. The Associated Branch Pilots is an organization of independent contractors funded for up to 49 state commissioned pilots who operate from Pilottown to several miles offshore in the Gulf of Mexico. Bar pilots are the ship’s first contact when entering the Mississippi River, and Redmann says piloting the Southwest Pass can be treacherous due to the shifting bars and narrowness of
the channel. That’s what makes this job so competitive. During college, Redmann began reaching out to industry professionals and other pilots to learn about the profession. She was told that, in addition to her college degree in Industrial & Systems Engineering, she would need to complete 365 days at sea upon an ocean-going vessel to meet the minimum qualifications for entry. And even still, there was no guarantee of acceptance into the field. After graduating from Georgia Tech, she went to sea for a full year with a Greek shipping company as a deck cadet on an oil tanker. There, she worked on the ship’s bridge and deck, while gaining knowledge and experience transporting oil to ports in North and South America, the Caribbean and Africa. “It was during my year at sea that I observed pilots in each port and knew from that experience that [this] was the job for me,” Redmann says. Once she completed her year at sea, she applied to the Associated Branch Pilots for an apprenticeship position. Upon receiving a majority on the first of several voting ballots, she was accepted into the Associated Branch Pilots as Boatman Eligible for Apprenticeship. Over the next five years of her training, she further developed her skills to become a bar pilot while running pilot boats on the lower Mississippi River and ultimately handling more than 1,000 ships along their route. “I was voted in as a pilot by the Association and was issued my State Pilot’s Commission by Governor Edwards in June 2018,” Redmann says. “It was a long journey that included sacrifices, which became hard to bear at times, but I am blessed to have had my family and friends to support and encourage me through. Because
of them and the opportunities the bar pilots afforded me, I have the most amazing job in the world doing what I love.” However, the road was not paved without challenges. For Redmann, the largest hurdle was breaking into a traditionally male-dominated industry, but she found success through pure perseverance and allowing her work to “do the talking for her.” In this way, she discovered that the job is available to anyone who is motivated enough to make the sacrifices necessary for a full-time career in this industry. “I hope that I have paved the way for more acceptance and promise for future female applicants,” she says. “After growing up with three brothers and attending Georgia Tech — where males were 70 percent of the student body — I was used to living and working in a male dominated field.” In her role, Redmann’s main job is to protect the economy and environment for the state of Louisiana. “Our job is to safely navigate all foreign flag ocean-going vessels in and out of the river in any type of weather condition,” she says. “These vessels call the lower Mississippi River ports their home. Combined, Louisiana ports generate one in five jobs in Louisiana and over $100 million in revenue annually. We also work closely with the Army Corps of Engineer to tackle Louisiana’s coastal restoration.” The best part of her job though, is the continuous education. “No two vessels are ever the same, and the weather and river are constantly changing, which keeps you on your toes,” Redmann says. “It is not monotonous, but rather very interesting and always engaging.” Redmann, who moved back into the city about two years ago, now lives in the CBD and hopes to one day serve as a board member for the Association. •

Q&A WITH ST. JAMES PARISH PRESIDENT PETER DUFRESNE BY FRITZ ESKER
Peter “Pete” Dufresne won the October 2019 election for St. James Parish President in his second attempt at the office, securing 58% of the vote after narrowly losing the 2015 runoff by just 394 votes against Timmy Roussel. Dufresne owns his own trucking company (DUFECO) and has also worked as a sugar cane farmer. He worked with the American Sugar Cane League to lobby Congress on behalf of local businesses. He is a lifelong resident of St. James Parish who grew up in Gramercy and graduated from Lutcher High School in 1985.
When did you first realize you wanted to become parish president? What made you take the leap to submit yourself as a candidate? As a young man, I developed an aspiration to serve through my grandfather, Ellis Bourgeois, who served as the Assessor of St. James Parish for many years. He loved this parish and its people. He taught us at a very young age to give and to serve. I have been self-employed since the age of 23. I made a commitment to myself that if I could build a successful business to pass on to my children, I would do that and then offer myself for public service. That time has come. My kids are dedicated and responsible enough to manage and operate our family business. What are your main goals as parish president? My main goals as parish president are to unite St. James Parish, to attract a variety of businesses to support the industry we already have, and to improve our infrastructure to accommodate healthy growth for future generations. What are the biggest challenges you face? Undoubtedly, the biggest challenge we face in St. James Parish is going to be flood protection. Both east and west banks have an immediate need for a long-term solution to this ever-increasing challenge we are facing.

What do you see as St. James Parish’s greatest quality? What do you see as its weakest? Our greatest quality in St. James Parish is our people. Our ability to come together in times of crisis, whether it’s the need of an individual or an entire community. St. James Parish has no weak qualities. How do you plan to work with the Port of South Louisiana to stimulate economic development? I plan to be open-minded and to seek advice from the public, other government officials and agencies in order to develop a comprehensive plan for smart and healthy growth for our parish. Do you have heroes in local/state/federal government you hope to emulate as parish president? No one in particular other than my grandfather, Ellis Bourgeois. I aspire to lead St. James Parish with the honesty and integrity he displayed through his many years of public office. What do you like to do when you’re not serving the parish? I enjoy spending time with friends and traveling. I enjoy scuba diving and experiencing different cultures.

After a 16-year tenure on the St. John Parish Council, Jaclyn Hotard won the parish president election in a landslide victory in October, earning 68% of the vote. She recently completed her second year of law school at the Southern University Law Center and brings significant leadership experience to her role as parish president.
When did you first realize you wanted to become parish president, and what was it that made you take the leap and run? I have always had aspirations of serving the community as parish president; however, the time just wasn’t right. Oddly enough, I was completing my second year of law school when I decided that I would run. I guess it really holds true that instead of waiting for the right time, you make the right time. I really felt strongly about the future of our Parish, so after consultation with family and friends, I decided to run. What are your main goals as parish president? Addressing infrastructure issues, promoting economic development and quality of life issues such as recreational opportunities for our residents. What are the biggest challenges you face? Our biggest challenges are infrastructure and making sure that we are taking advantage of all available resources. For example, we sometimes do not have the capital to address all of our needs so we must be aware of available grants and loans with forgiveness components. What do you see as St. John Parish’s greatest quality? Our people. We are resilient after disasters and compassionate towards each other during times of personal tragedy…We resemble a real family: we may have our disagreements, but when one hurts, we all hurt and step up. Our other great quality is our location. We are perfectly situated between New Orleans and Baton Rouge, and we have access to interstate, river, rail and air.

How do you plan to work with the Port of South Louisiana to stimulate economic development? As a member of the St. John Parish Council for the last 16 years, I have current relationships with many of the port members, staff, appointing legislators and the executive director. I plan to continue to work with the Port of South Louisiana in any way possible to grow our region as a whole. Do you have heroes/inspirations in local, state, or national government who you hope to emulate as parish president? We have so many great leaders; however, one of my biggest heroes would have to be my father. This guy is patient, kind, and never tires. He supports any wild idea I get in my head, and he offers sound advice anytime I call. I learned best from him that you treat everyone with respect and dignity and you always offer a helping hand to someone in need. How did you feel when you realized you would win the election? It was definitely a surreal moment mixed with tears and excitement surrounded by family and friends. I was so excited and humbled. To have the love and support of a community that I love so much is the most rewarding experience. What do you like to do when you’re not serving St. John’s Parish? I like reading non-fiction books, traveling and spending time with my family and friends.

The new St. Charles Parish President, Matthew Jewell, has deep ties to the community, as well as a history of public service. He and his wife, Cera, are both lifelong residents of St. Charles Parish and just welcomed a son, Aiden, into the world. Jewell grew up in Luling and graduated from Hahnville High School and Nicholls State University. Prior to unseating Larry Cochran in the October election for the parish presidency, Jewell served as a district director for Congressman Steve Scalise and a legislative advisor to the U.S. Department of Energy. He also worked as a volunteer firefighter in Thibodaux from 2010-2015 and served on the Louisiana Board of Regents.
When did you first realize you wanted to become parish president, and what was it that made you take the leap and submit yourself as a candidate? I’ve always had a passion for serving and helping others. I began to look closely at the opportunity to run for parish president in January of 2019. I saw that we needed a change in leadership, and I knew that I could use my experience in government to help St. Charles Parish. What are your main goals as parish president? Completing a 100-year flood protection, solving major drainage issues and spurring economic development in our parish. Additionally, I would like to bring honest, fair and equitable government to the residents of St. Charles Parish. What are the biggest challenges you face? The biggest challenge parishes often face is a lack of resources, especially when we are working on large-scale flood protection projects. I believe that our persistence with legislators in Washington and Baton Rouge will help us achieve our goals. What do you see as St. Charles Parish’s greatest quality? St. Charles Parish’s greatest quality is our people. Their determination has created a great parish with great schools, low crime, and a thriving community.

What do you like to do when you’re not serving St. Charles Parish? Spend time with my family.

Now, she’s the “push-the-button” person in her role as an account specialist with the finance department. A dedicated Christian, she enjoys traveling and watching football with family and friends during her free time.
LINDA PRUD HOMME Linda Prudhomme has been dedicated to business development at the Port since her first day on the team 18 years ago, and as Director, she is committed to growing the Port’s presence and impact even further. “Working for the Port has been a great experience,” she says. “The greatest joy of all has been watching how new companies bring high-paying jobs to a new generation of young people graduating from our technical schools into the working world.”
LISA ADAMS As a security officer for the past 13 years with the marine operations department, Lisa Adams ensures the protection and preservation of the Port’s assets along the Mississippi River. To balance such an important job, she spends her free time enjoying calming activities like walking her dog, riding bicycles and playing bingo.
AAROKO ESKO HAMILTON Aaroko Esko Hamilton has been a member of the Port family since 2008, when she joined as a security guard. Now, she lends her communications expertise to the Marine Safety Operation Center—a perfect fit for someone who enjoys meeting new people. In her free time, Aaroko’s hobbies include traveling, fashion, dancing and shopping.
JOEY OUBRE When something is broken, Joey Oubre is the one to call. As a Port facility maintenance manager since 2009, he’s been responsible for making the repairs necessary to ensure the safe and continued operations of the Port’s day-to-day. Joey says he’s proud to be part of the Port team and is grateful for the opportunities he’s been given. When not doing handiwork, he can be found hunting or fishing.
