As we wrap up and reflect on the year 2024, I’m thrilled at all that PortSL was able to accomplish. We welcomed new, incredibly talented Commissioners and staff, announced two major economic development projects, secured millions in federal and state funding, and began construction on projects that will improve our Globalplex Intermodal Terminal. In this Winter issue, you’ll read about some of the exciting initiatives underway at Port of South Louisiana.

This year, we celebrated the inauguration of Jeff Landry as the 57th Governor of the State of Louisiana. Governor Landry wasted little time in his pursuit to tackle our state’s biggest challenges. His administration recognizes that investing in Ports retains and creates thousands of jobs and generates revenue back to the state to create a better quality of life. I’m excited you’ll be able to read our exclusive interview in this issue of Port Log.

Port of South Louisiana saw great success in securing millions of dollars from both our state and federal delegation of elected officials; whether it was Capital Outlay dollars for construction projects, FEMA dollars for security upgrades or direct Appropriations dollars from our Congressional delegation. In this issue, you’ll read about drone technology that was secured through FEMA dollars, as well as Congressman Carter’s visit to the Port and his leadership in delivering funds for our Master Drainage Improvement Plan. After a competitive site selection process, two major economic development projects were announced at Port of South Louisiana. In the previous issue, you read about Life For Tyres, a $50 million cap ex project that will recycle waste tires into sustainable biofuels. This project will be the first of its kind in the nation and second in

the world, creating 46 direct and 151 indirect jobs for River Region families. In this issue, you will read about Woodland Biofuels. The Canadian company is planning to construct the world’s largest Renewable Natural Gas facility in St. John Parish. This $1.35 billion dollar project will create 110 direct jobs and is further proof that Port of South Louisiana is ground zero for energy diversity.

This year, members of our team traveled to upstate New York to visit the Headquarters of one of our Port’s tenants and industry partners. Barton International is a miner and producer of garnet abrasives and has been family-owned since its establishment in 1878. Port of South Louisiana has enjoyed a nearly two-decade partnership with the company to distribute and ship their material across the nation. You’ll learn more about the company in this issue of Port Log.

We welcomed a new Airport Director to lead us into the next phase of growth for PortSL Executive Regional Airport (KAPS). Chanse Watson has years of experience in the aviation industry and I’m pleased that you will read more in this issue about the great plans and initiatives on the horizon at our airport.

I hope that our industry and community partners have enjoyed great personal and professional success in 2024 and I am looking forward to continued growth in 2025. PHILOSOPHY

The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility SoLaPort, and the St. James Westbank property.

WORLD’S LARGEST PORT DISTRICT

The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving one-fifth of all U.S. foreign waterborne commerce.

FACILITIES

Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.

PORT AREA

The Port covers a 54-mile stretch of the lower Mississippi River between New Orleans and Baton Rouge. The Port begins at river mile 114.9AHP near the Louis Armstrong New Orleans International Airport and winds through St. Charles, St. John the Baptist and St. James parishes. It continues north to river mile 168.5AHP just north of the Sunshine Bridge.

MISSION

The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.

GOVERNANCE

The Port is under the jurisdiction of the state of Louisiana and authorized by the state constitution. A ninemember board of commissioners directs the Port; all of them are unsalaried.

AROUND THE PORT

Governor Jeff Landry

You've just completed your first year as governor. How has the experience been so far, and what has been your biggest challenge?

Serving as the Governor of Louisiana has been the most rewarding experience of my career. I am incredibly proud of the progress we’ve made, especially in reducing violent crime and overhauling our outdated tax code, which has long hindered our state's growth. However, the biggest challenge has been dealing with a federal administration focused on policies that harm our key industries. Despite these challenges, I remain optimistic, knowing that come January, we’ll see a shift in the federal landscape that will benefit Louisiana and its economy.

Infrastructure is a critical issue for Louisiana. What have been your primary goals for improving the state's infrastructure since taking office?

Since taking office, my administration's primary goal for improving Louisiana's infrastructure has been restructuring the Department of Transportation and Development (DOTD). We’ve partnered with the Louisiana Coalition to Fix Our Roads (LCFOR), a group of business leaders dedicated to enhancing the state’s transportation systems; and, together with the Legislature, we’ve leveraged both public and private funding to identify key deficiencies within DOTD and to outline a comprehensive plan for improvement. We’ve already begun implementing this plan, and we are working tirelessly to increase efficiency and rebuild DOTD’s relationship with both the Legislature and the public.

Louisiana's ports are a major economic driver. How does the state plan to support and expand port infrastructure over the coming years?

To support and expand Louisiana's port infrastructure in the coming years, I joined Rep. Mark Wright and Sen. Pat Connick to create the Louisiana Ports and Waterways Investment Commission. This Commission brings together all key government stakeholders— Louisiana Economic Development, the Office of

Multimodal Commerce, and the Legislature—along with representatives from our deepwater ports, coastal ports, inland ports, the trucking industry, and the rail industry. Working collaboratively, this Commission is developing a statewide master plan and recommending funding mechanisms to ensure our ports are properly funded—further driving economic development and positioning Louisiana as a leader in global trade.

How are you balancing infrastructure needs across urban and rural areas to ensure all communities benefit from improvements?

The best way to balance infrastructure needs across urban and rural areas is through programs like the Highway Priority Program. This Program is designed to be apolitical, ranking projects based on their actual need rather than political influence. By focusing on the most pressing infrastructure needs across both urban and rural communities, we can make certain that improvements are made where they are most needed, benefiting all areas of the state equitably. This approach helps ensure that every community, whether urban or rural, sees the infrastructure improvements it requires to thrive.

Securing funding for large-scale infrastructure projects can be challenging. What steps is your administration taking to access federal resources or attract private investments?

Since taking office in January, I have been committed to leveraging public-private partnerships (P3) to advance the megaprojects that our state has long needed. Earlier this year, we finalized a deal with Calcasieu Bridge Partners, allowing work to begin on this critical project. I view this partnership as a model for future P3s, where we can bring together public resources and private investment in ways that benefit all stakeholders, especially Louisiana’s citizens. By continuing to pursue these innovative partnerships, we will secure the necessary funding to tackle large-scale infrastructure projects effectively.

Resilience is key for infrastructure in a state prone to hurricanes and flooding. How are you prioritizing climateresilient construction and retrofitting in ongoing projects?

To make Louisiana more resilient to hurricanes and flooding, I’ve been implementing a whole-ofgovernment approach. Through my Chief Resilience Officer, who chairs the Resilience Taskforce, we are evaluating all options and working towards a comprehensive statewide resilience plan. Additionally, we’ve established an inter-agency coordination team that ensures resilience is integrated into every aspect of our infrastructure programs. This approach ensures that resilient construction and retrofitting are prioritized in all ongoing projects, strengthening our infrastructure to withstand future storms and floods – like it did with the recent Hurricane Francine.

What specific infrastructure projects can Louisianans expect to see progress on in the next year?

In the next year, the most consequential infrastructure project is the replacement of the Calcasieu River Bridge. As I mentioned earlier, replacing this bridge is not only crucial for Louisiana’s economy but also for the nation’s. This project will improve vital transportation

links, benefiting our local communities and the broader region. It is a key priority for my administration, and we are committed to seeing it through to completion.

Looking ahead, what would you say is the most pressing long-term infrastructure need for Louisiana?

I believe one of the most pressing long-term infrastructure needs for Louisiana is addressing our outdated and deteriorating roads and bridges. These critical assets are essential not just for daily commutes, but for the economic health of our state. Many of our roads and bridges are aging and no longer meet the demands of our population and expanding economy. Inadequate infrastructure can lead to costly delays, safety risks, and hinder the flow of goods, especially through our vital ports and transportation networks. We need a comprehensive, strategic plan to replace and repair these outdated roads and bridges to ensure that Louisiana can continue to thrive. This will involve securing dedicated funding, cutting red tape, and working with local and federal partners to expedite these projects. By investing in modernizing our infrastructure, we can improve public safety, boost job creation, and enhance the quality of life for all Louisianians.

THE $1.35 BILLION GAME-CHANGER

Woodland Biofuels Invests in the Port of South Louisiana

On Tuesday, September 17, 2024, the Port of South Louisiana transformed into a hub of energy and excitement as nearly one hundred stakeholders gathered to celebrate a historic $1.35 billion investment by Woodland Biofuels.

Set against a cloudless blue sky, the event marked a significant step toward diversifying Louisiana’s energy industry. With industry leaders, local officials, and community members in attendance, the project was praised as a forward-looking partnership, bolstered by hard work and a collective spirit of innovation.

“This significant investment by Woodland Biofuels to construct the world’s largest carbon-negative renewable natural gas plant and a large-scale green hydrogen facility at our Globalplex Intermodal Terminal proves that the

Port of South Louisiana and the State of Louisiana are leading the way in diversifying our energy industry,” said Paul Matthews, CEO of the Port of South Louisiana. “This will result in over one hundred high-paying jobs for River Region families, further cementing our region’s economic vitality and commitment to sustainability.”

BUILDING PARTNERSHIPS FOR PROGRESS

The successful launch of Woodland Biofuels’ project at the Port of South Louisiana is a testament to the power of partnerships. Local leaders, including the nine Port Commissioners led by Chairman P. Joey Murray III, St. John the Baptist Parish Sheriff Mike Tregre, and Parish Assessor Lucien J. Gauff III, joined the celebration.

Together with business leaders and local officials, they underscored the critical role of teamwork and collaboration in securing an investment of this magnitude for the region.

“It takes partnerships to bring a project of this scale to St. John,” said Parish President Jaclyn Hotard. “It requires everyone in the room pulling in one direction and that’s exactly what we’re doing. Our partnerships are our strength.”

The event underscored the importance of local commitment to economic development projects that not only support the regional economy but also position Louisiana as a leader in renewable energy innovation. The Port of South Louisiana, with its deep infrastructure and proximity to both the Mississippi River and Gulf Coast, provides Woodland Biofuels with unique logistical advantages to distribute renewable fuels to U.S. and international markets.

LED’S FIVE PILLARS OF GROWTH AND INNOVATION

Louisiana Economic Development Secretary Susan Bonnett Bourgeois emphasized that Woodland Biofuels’ project aligns seamlessly with the five pillars guiding LED’s vision for economic growth and sustainability in Louisiana. These pillars, which serve as benchmarks for all major economic development projects, are designed to drive long-term success and resilience.

1. Positioning Louisiana to Compete and Win: “From the Port of South Louisiana, Woodland Biofuels can ship its products up the Mississippi to access 17 interior U.S. states or down into the Gulf of Mexico for overseas export,” said Bourgeois. This strategic location enables the Port of South Louisiana to attract projects that can capitalize on both domestic and global demand for cleaner energy.

2. Job Creation and Wage Growth: By creating 110 high-paying direct jobs and an additional 259 indirect positions, along with 500 construction jobs, the project will generate quality employment that supports families and boosts local economies. This increase in job opportunities aligns with LED’s mission to ensure that all Louisiana residents have access to well-paying, sustainable careers.

3. Creating Thriving, Future-Ready Regions: Woodland Biofuels’ investment will have a lasting impact on the economic landscape of the River Region, advancing LED’s goal of fostering resilient and economically diverse communities. The project promises to strengthen the region’s reputation as a destination for innovative, environmentally-conscious companies.

4. Optimizing Louisiana’s Legacy Industries to Lead into the Future: “Louisiana is proud of its heritage as an oil and gas state, and we’re just as proud of our leadership in energy innovation,” said Bourgeois. As a state with a rich history in traditional energy production, Louisiana is now working to merge its legacy expertise with forward-thinking technology and sustainable energy practices.

5. Driving Global Impact through Business Ecosystem Growth: “The products made here in St. John the Baptist Parish will contribute to renewable energy affordability worldwide,” said Bourgeois. “Louisiana’s multigenerational workforce and abundant resources position it uniquely to support growth and innovation on an international scale.” These pillars were reflected in every aspect of the Woodland Biofuels project, underscoring the alignment of state and industry goals for economic and environmental progress.

LOUISIANA’S STRATEGIC ADVANTAGES: A PERFECT MATCH FOR WOODLAND BIOFUELS

Greg Nutall, CEO of Woodland Biofuels, elaborated on the criteria that led his company to select Louisiana as the location for this transformative project. For Woodland Biofuels, Louisiana provided four essential components that will be pivotal to the project’s success:

1. World-Class Infrastructure: The Port of South Louisiana is equipped with infrastructure suited for chemical, petrochemical, and biochemical industries, making it an ideal site for Woodland Biofuels’ advanced renewable fuel operations.

2. Skilled Workforce: Louisiana boasts a deep pool of skilled labor with decades of experience in energy production and related fields, allowing Woodland Biofuels to tap into a workforce with the technical knowledge required for renewable fuel production.

3. Abundant Waste Feedstock: The region’s forestry and agricultural sectors offer ample waste resources, such as bagasse (a byproduct of sugar cane processing), which can be converted into renewable fuel through Woodland’s innovative processes.

4. Geological Suitability for CO2 Storage: Louisiana’s unique geological formations allow for the permanent storage of CO2 underground, enhancing the carbon-negative impact of Woodland Biofuels’ renewable natural gas production process.

Nutall noted, “Louisiana’s combination of resources, workforce, and infrastructure is unmatched. This state is truly positioned to become a leader in renewable energy production, and we’re thrilled to be part of this journey.”

AN ENVIRONMENTAL GAME-CHANGER: CARBON CAPTURE AND BEYOND

Woodland Biofuels stands at the forefront of renewable energy innovation, using waste biomass to produce carbon-negative renewable fuels. This process not only generates energy but also actively removes CO2 from the atmosphere, thanks to carbon capture and storage technology.

The waste feedstock used by Woodland Biofuels includes forestry waste, agricultural waste, and municipal waste, all of which are converted into renewable natural gas and hydrogen. These fuels, in turn, are used in various sectors, from transportation to shipping, which faces increasing global pressure to reduce emissions.

Woodland Biofuels’ use of carbon capture technology places Louisiana at the cutting edge of sustainable energy production. By storing CO2 deep underground, the project prevents emissions from reaching the atmosphere, achieving a net-negative carbon footprint. “Louisiana’s geology allows us to store CO2 permanently, enhancing the carbon-negative quality of our fuel,” said Nutall. “With carbon capture, we’re not only generating energy but actively cleaning up the atmosphere.”

FUTURE ECONOMIC AND ENVIRONMENTAL IMPACT

Phase 1 of the Woodland Biofuels project, slated to begin construction in 2025 with commercial operations projected for 2028, will see the development of the world’s largest carbon-negative renewable natural gas plant. Phase 2 will establish the largest carbon-negative hydrogen facility globally, positioning Louisiana at the forefront of a new energy era. Combined, these phases will support 369 permanent jobs (direct and indirect) and hundreds more in construction and ancillary industries, creating a ripple effect of economic benefits for the region.

Michael Hecht, CEO of Greater New Orleans, Inc., highlighted the broader vision behind this investment: “Louisiana has the perfect blend of natural assets, human capital, and tradition. We see with this strategy that we’re not just an energy state; we’re positioning ourselves as the energy state of the future.” Hecht’s comments underscored Louisiana’s potential to lead the nation in sustainable energy development, capitalizing on a combination of resources, infrastructure, and innovation.

CREATING A LEGACY FOR LOUISIANA AND BEYOND

The Woodland Biofuels project is more than just a win for Louisiana’s economy. It represents a shift toward sustainable energy that will serve as a model for other states and nations. The project underscores the importance of proactive measures to reduce emissions and address climate change while creating jobs and generating revenue. As global demand for renewable energy continues to rise, Woodland Biofuels positions Louisiana as a leader in both energy production and environmental stewardship.

“Louisiana could become one of the world’s largest producers of renewable natural gas and contribute significantly to cleaning up the atmosphere,” Nutall noted. “This isn’t just about one project. We’re looking at the potential for a new industry that could bring thousands of jobs and billions of dollars to Louisiana over time.”

A CELEBRATION UNDER THE OAKS

The celebration concluded with a reception under the Live Oak trees along the Mississippi River, where Chef Rommel of Rommel’s Catering impressed guests with traditional Louisiana fare. For Woodland Biofuels’ Canadian-based team, this culinary experience may well have been another reminder of the unique cultural appeal of south Louisiana.

As Phase 1 of the project gears up for construction in 2025, with commercial operations slated to begin in 2028, the Woodland Biofuels project stands as a shining example of Louisiana’s commitment to innovation, economic growth, and environmental responsibility.

BARTON INTERNATIONAL AND THE PORT OF SOUTH LOUISIANA

A well-functioning economy relies on many interconnected elements, with countless goods being produced and transported—often unnoticed by most. The Port of South Louisiana plays a key role in helping companies distribute these goods nationwide. One such product regularly passing through the port is garnet abrasives, manufactured by Barton International, a company based in Glens Falls, NY. Barton International has partnered with the Port of South Louisiana for nearly two decades to ensure efficient distribution of garnet abrasives across the country.

For those who are unfamiliar with Barton International, the company has been family-owned since its inception and has been producing garnet abrasives since 1878. At first, Barton mined and milled garnet for use in the sandpaper industry. But the company has grown to develop new products and applications, including blasting abrasives, waterjet abrasives, and spare parts for water-jet machines. In the

1980s, abrasive water-jet cutting took off as an industrial cutting technology. Barton International was at the forefront of working with machine manufacturers to determine that garnet was the ideal abrasive for this new industrial cutting technology due to its physical properties.

Today, it is estimated that over 95% of abrasive water-jets globally use garnet. An abrasive water-jet uses a high velocity stream of water mixed with garnet abrasives to cut many different materials. For example, it can precisely cut aluminum, glass, stone, tile, steel, titanium, and even carbon fiber sections of an airplane’s wings.

Barton’s garnet abrasives are also used in sandblasting for surface preparation before the application of new coatings or the removal of old coating. It provides an environmentally friendly way to sandblast, especially when compared to alternatives like silica sand, coal slag, and other legacy blasting abrasives. Health,

safety, and environmentally friendly practices are a point of emphasis for Barton, whose headquarters received a prestigious “LEED (Leadership in Energy and Environmental Design) Platinum” designation from the U.S. Green Building Council.

While Barton has been around since the 19th century, its relationship with the Port of South Louisiana began in the 21st century. In 2005, Barton had operations in New Orleans East where they brought cargo into the Port of Saint Bernard for two decades. But the one-two punch of Hurricanes Katrina and Rita wiped out their warehouses. Associated Terminals, a company based in Convent, Louisiana that is the leading stevedore and terminal operator on the Lower Mississippi River, introduced Barton to the Globalplex Intermodal Terminal at the Port of South Louisiana. Barton moved into the port in November 2006.

Initially, Barton used two warehouses at the terminal. As its business grew, Barton decided to expand into warehouse 19 in 2017. The expansion cost $9.6 million, creating 22 new jobs and retaining 19 existing positions. The annex added 77,520 square feet to the 35,000 square foot warehouse, nearly tripling Barton’s storage capacity. The expansion also included a new roadway and other paved areas. The renovations also included a new loading dock ramp, bulk storage bins, and truck scales.

“It was a significant expansion and investment by the port,” said Clifford F. Summers IV, Barton’s vice president, global supply chain.

Summers also spoke enthusiastically about his company’s ongoing relationship with the Port of South Louisiana.

“It’s been nothing but positive,” Summers said. “The port has always been very receptive to what our needs are.” Summers said the Port of South Louisiana has many things Barton needs. One of them is a deep draft dock to accommodate their vessels.

Another is suitable warehousing for their products, which are sensitive to environmental contaminants and weather conditions. Another is a high-efficiency shore crane that takes the garnet off the bulk freighters.

Micah Cormier, Director of Business Development and External Affairs for the Port of South Louisiana, spoke enthusiastically about the port’s relationship with Barton.

“Port of South Louisiana Globalplex Intermodal Terminal is a hub for domestic and international distribution,” Cormier said. “We are proud of the relationship with our partners Barton International and Associated Terminals and we are thrilled for the new opportunities on the horizon for Barton and we’re committed to our continued collaboration in moving this cargo from Globalplex to the world in an efficient and effective manner.”

Barton’s operations at Globalplex serves as a Gulf Coast import hub for the company. Barton extracts garnet from their mine in the Adirondack Mountains of upstate New York, and also sources garnet from qualified global supply centers. They bring large bulk shipments of garnet to the Port of South Louisiana. The materials are taken off the ships by Associated Terminals personnel and processed at the port. The materials are turned into finished garnet, packed, and distributed to other facilities in the southeast from which Barton’s customers are served daily.

Associated Terminals works closely with Barton to ensure that everything runs smoothly at the Globalplex facility. Summers spoke highly of Barton’s relationship with Associated Terminals, emphasizing their attention to quality and detail. “We have a long history with them and it is absolutely outstanding,” Summers said. “They’ve been a big part of our success in the Gulf region.”

For their part, Associated Terminals is proud of the work they have done with Barton.

“We are proud to manage the full scope of Barton’s operations, from discharging vessels and customizing sand grades to packaging and loading finished products for shipment across the U.S., ensuring efficiency and reliability at every stage,” said Sal Lacuira, Associated Terminals’ manager at Port of South Louisiana Globalplex.

When asked about Barton’s future with the Port of South Louisiana, Summers was very optimistic. “We see nothing but the opportunity to grow and expand our relationship with GlobalPlex,” Summers said. “It has everything we need.”

EYES IN THE SKY

How Drones are Enhancing Security at the Port of South Louisiana

Monitoring the safety and security of the Port of South Louisiana’s vast jurisdiction, including its 335-acre maritime industrial park, Globalplex, is no small task.

As a world-class public terminal, Globalplex manages the distribution, storage, and logistics of large volumes of bulk, breakbulk, and containerized cargo across various transport methods, including vessel, barge, truck, and rail. This complex operation requires state-of-the-art technology to support effective port management.

To enhance safety and surveillance capabilities, the Port of South Louisiana recently launched a drone safety and security program, acquiring two drones to augment existing security measures. This technology will play a key role in improving surveillance across the port’s jurisdiction, ensuring the safe and efficient movement of goods.

A NEW ERA IN PORT SURVEILLANCE

“The addition of drones is invaluable for the Port of South Louisiana, enabling us to monitor extensive areas, assess infrastructure in real-time, and enhance our security protocols,” said Paul Matthews, Chief Executive Officer. “With drones, we can operate safely and effectively across our jurisdiction, adapting quickly to various security needs.”

As the largest port in Louisiana, the Port of South Louisiana faces unique challenges when ensuring safety across its entire facility. While cameras and other surveillance equipment help security personnel, their fixed positions limit their effectiveness. Drones, however, can complement these efforts by patrolling large areas, capturing aerial footage, and securing perimeters. Programmed for continuous surveillance, drones can rapidly increase situational awareness, providing security teams with the information needed to make informed decisions quickly and safely.

The Port of South Louisiana is the first in the state to establish a drone program, including an autonomous drone for automated monitoring. This drone will handle daily surveillance remotely, streaming real-time footage directly to security personnel, while the second drone is designated for use in security or emergency situations, available on the Port’s 24/7 emergency response vessel.

ENHANCING SAFETY WITH REAL-TIME DATA

The benefits of the Port’s drone program are extensive. During safety or security incidents, drones can act as first responders, arriving at the scene before personnel to provide valuable initial assessments. With their ability to access challenging locations and high-risk areas, drones can identify potential hazards quickly, enabling immediate action and safeguarding human lives.

Equipped with pre-programmed flight paths, the drones are designed to monitor specific areas and can be deployed across the entire jurisdiction as needed. The aerial footage they capture helps security personnel tailor their responses more effectively, reducing response times and improving safety.

HIGH-TECH TRAINING AND CERTIFICATION

To ensure the responsible use of these new tools, the Port of South Louisiana has implemented rigorous training for its personnel. Employees across various departments, including marine operations, security, maintenance, and business development, are preparing to earn their Unmanned Aircraft General (UAG) Remote Pilot Certificate by passing the FAA’s aeronautical knowledge test.

Alex Hernández, the Port’s Public Information Officer, is one of the employees earning certification. “My role at the Port includes marketing, graphic design, and photography, so learning to operate drones aligns perfectly with my responsibilities. It’s something I’ve been looking forward to,” said Hernández.

To maintain certification, UAG holders must complete ongoing training every 24 months, ensuring compliance with Federal Aviation Administration (FAA) and U.S. Coast Guard standards. This continuous education will reinforce safe, skilled operation of drones in alignment with port security requirements.

FUNDING AND FUTURE OF THE DRONE PROGRAM

Given that maritime shipping remains a primary mode for global trade, with projections indicating that up to three-quarters of goods will move by ship in the coming year, FEMA has allocated funding through its Port Security Grant Program to support initiatives like this. The Port of South Louisiana’s drone program is an example of a security enhancement made possible by this grant, which underscores the critical role that safe and efficient port operations play in national and economic security.

RE-INVESTING IN THE RIVER REGION

Knowing the importance of modernizing infrastructure from an economic and public safety standpoint, U.S. Congressman Troy Carter (D-LA) helped secure federal funding for a pair of pivotal local upgrades.

Fully aware that his congressional district’s proximity to the Mississippi River and the Gulf of Mexico makes it equal parts valuable economically and vulnerable residentially, U.S. Rep. Troy Carter secured seven figures worth of federal funding to strengthen both fronts.

In early Sept. 2024, Carter formally anouced that a $500,000 piece had been green lit via requests through the 'Community Project Funding' plan (CPF) for a pair of infrastructure improvements in the River Parishes: the Master Drainage Plan at the Port of South Louisiana and the King Avenue access project in Lutcher.

“Congressman Troy Carter’s unwavering support for the Port of South Louisiana and the port’s master drainage project exemplify his commitment to both regional infrastructure and economic growth,” Port of South Louisiana CEO Paul Matthews said. “His leadership ensures that Louisiana’s largest tonnage port...remains a vital hub for international commerce while safeguarding our local community from potential flooding, securing a brighter and more prosperous future for River Region families.”

Each fiscal year, U.S. congressmen and congresswomen can request funding through the CPF for a wide variety of local construction/civic improvement projects as long as they have some sort of federal nexus. Because funding has a cap, not every proposal presented receives a thumbs up, meaning there’s a great deal of strategy and crafting involved in order to pitch successfully.

“Everything that comes in has merit,” Rep. Carter said of CPF proposals brought to his office. “But we’re researching which suggestions will give us the most bang for our buck. (Securing federal funds) is a very competitive space, so we want to make sure we’re able to defend the position and make the case for funding.

“My staff does an incredible job working with our local communities to help shape the ‘ASK,’ if you will,” Carter continued. “While we can’t do the proposals for people, we can guide them and lend our technical support, within reason, how to shape the proposal when we bring it to Appropriations Committee on why this should be funded.”

Despite its humble population of 3,100 residents, the town of Lutcher still experiences regular traffic backups, especially along King Avenue – a main thoroughfare that runs from LA-3125 all the way past N. Main Street. Making matters worse, through the years, congestion and delays tend to intensify on King Avenue during bouts of moderateto-heavy rain. At its worst, flooding on King Avenue makes the road impassable for vehicles and threatens nearby commercial and residential properties.

The $500,000 from the federal government will be applied toward finishing construction of a parallel roadway – an artery bypass, if you will – that will improve traffic flow and lessen the amount of standing water that accumulates when it storms.

Rep. Carter said that upon completion, the King Avenue project will not only reduce flooding but create safer driving conditions, safer walking conditions for pedestrians, provide an extra route for emergency vehicles, foster commercial advancement and increase property values.

“All of that made (King Avenue) a no-brainer to fight for,” Rep. Carter said.

The congressman shared the same sentiment when championing the many benefits of the Port of South Louisiana’s Master Drainage Plan in front of his peers in Washington, D.C. A key chess piece in domestic/ international commerce, driving engine in direct and

indirect job creation, and crucial link in the global supply chain, the Port of South Louisiana has continually sought ways to safely mitigate production/ transportation delays caused by Mother Nature.

This Master Drainage Plan addresses exactly that.

“When you’re talking about an entity that serves commercial activity not only Louisiana, but can reach 31 different states, well, then you’re talking about the Port of South Louisiana is economic development on steroids,” Rep. Carter said. “The Port is a vital hub of international commerce, local and statewide employment, and this project has the double-effect of safeguarding our communities from flooding. So, any way you look at this, it’s all win-win scenarios for the River Parishes.

“Every chance we have to invest in the economic viability of our Port while protecting ourselves and our neighbors with better drainage is money well spent.”

A multi-phased project, the Port’s Master Drainage Plan aims to cleans existing ditches to promote better draining, widen those ditches to allow excess water safely to pool without cresting, upgrade the existing drainage infrastructure and to big out detention ponds that will remain dry pre-storm and trap water in- and post-storm.

“When you examine the Return on Investment we get when we have safer communities that are not as prone to flooding, while at the same time, enhancing the ability of our commerce through the Port...it’s something that’s worth fighting for when it comes to landing federal funding,” Rep. Carer said.

“I will always fight to bring federal dollars back home.”

Congratulations on your new role as Director of the Port of South Louisiana Executive Regional Airport. What drew you to this position, and what are your initial goals?

I am both honored and excited to have been selected as the Airport Director of the Port of South Louisiana Executive Regional Airport. Being called to serve has resonated with me since my early years in airport management. The opportunity to serve the incredible Louisiana aviation community again, and the growing River Parishes region specifically, was one I could not let slip by. In my nearly 10 years in airport management, I have always centered my focus on providing exceptional customer service, ensuring safe and efficient operations, and fostering continuous, measurable growth.

Can you describe your vision for the airport and how you plan to enhance its role in supporting the Port of South Louisiana?

Airports are the gateway to the communities they serve— both for the traveling public and the aviation community itself. Providing exceptional customer service and ensuring safe and efficient operations are critical to everyone we serve. The Port of South Louisiana Executive Regional Airport is in a unique position, being one of only two airports in the state operated by a port. Finding growth opportunities that capitalize on a truly multi-modal vision and further enhance the region's economic impact will allow our airport and community to soar to even greater heights.

What are some immediate challenges you anticipate in your new role, and how do you plan to address them?

As I mentioned before, the “three blades of a prop” are providing exceptional customer service, ensuring safe and efficient operations, and achieving self-sustainability through continuous growth and new services. One of the primary avenues to success for any airport—and what I believe is my obligation as Airport Director—is stakeholder engagement. Whether it’s with our regulatory, funding, or community partners, or with our customers, I prioritize maintaining an open dialogue. More importantly, I focus on finding ways to collectively achieve the overall vision and future goals of the Port of South Louisiana Executive Regional Airport.

How do you plan to improve the services and facilities at the airport to better serve its current and future users?

Increasing or improving services and facilities is typically part of any airport’s growth plan. I have always sought stakeholder feedback, fostering the mindset that we provide a service before an aircraft even touches down on the runway or before a passenger arrives at our facilities. Airports are often the first and lasting impression of a community, so it really needs to be a good one. During my first 60 days, our team has created various ways to engage with our customers, including routine written communications, online surveys, planned recurring events, and ensuring our team is accessible during or after hours. What does the community we serve want, and what can we consistently provide now or in the future? We are working collectively with our stakeholders to define what exceptional customer service looks like and to ensure that we can maintain it consistently. As stated in the Louisiana Department of Transportation and Development's 2022 Louisiana Airports Economic Impact Study Update, the Louisiana airport system is a critical element of the state’s economy, supporting approximately 58,000 jobs, $2.1 billion in annual payroll, and roughly $7 billion in annual economic output. By 2026, this is projected to grow to 85,000 jobs, $3.5 billion in annual payroll, and $12 billion in economic

output. The Port of South Louisiana Executive Regional Airport will continue to strive to be a key part of this economic engine through strategic growth and development efforts. This includes creating construction-related jobs and seeking long-term opportunities in areas such as aircraft maintenance and training, flight training, aircraft rental or charter, air cargo, and other in-demand services.

The airport plays a key role in supporting the port's operations. What strategies do you have in mind to strengthen this connection and support port-related logistics?

We have a unique opportunity—and arguably an inherent obligation—to explore existing or future opportunities where the airport can merge with our maritime and port partners to better serve our customers. From an aviation perspective, the vision is boundless. This can include serving local industries needing hangar space for aircraft storage or maintenance, or connecting local industries to global markets as a charter or cargo gateway. As the old saying goes, “A mile of roadway will take you a mile; a mile of runway will take you anywhere.” I am excited to work alongside the staff and the Port of South Louisiana Commission to identify opportunities that enhance the Port of South Louisiana as a multi-modal hub for the River Parishes region and the state of Louisiana.

Are there any upcoming projects or initiatives at the airport that you are particularly excited about?

I am passionate about growth opportunities that bring jobs and revenue to the airport and our communities, as well as initiatives that add services or capacity to the Port of South Louisiana Executive Regional Airport. We continuously measure growth through key performance indicators such as aircraft operations, based aircraft, fuel sales, hangar development, and the addition of new services. Of the “three blades of a prop” I mentioned earlier, the proposed new terminal building is certainly a top priority of mine. It will set the foundation for exponential growth opportunities for the airport, including a runway extension, additional hangar development, and expanded services and amenities. We will take every opportunity to showcase what the Port of South Louisiana Executive Regional Airport, the River Parishes region, and the state of Louisiana have to offer— while consistently delivering exceptional customer service, ensuring safe and efficient operations, and fostering growth.

In terms of infrastructure, are there any improvements or upgrades you believe are crucial for the airport's growth and operational efficiency?

Infrastructure improvements fall into two categories: maintaining what we have today and planning for future growth. The Port of South Louisiana has shown incredible

support for the airport since becoming its official sponsor and continues to invest in its future success. Sustainability and advancement require proper planning and continuous oversight. This includes monitoring both our horizontal infrastructure—such as runways, taxiways, and aprons— and our vertical infrastructure, like terminals and hangars. Through daily airfield inspections, preventive maintenance, and strategic programming of grant funds, we ensure safety and efficiency while minimizing operational impacts. After all, an airport without a safe and well-maintained runway ceases to be an airport. Looking ahead, economic development initiatives must align with stakeholder needs and industry demands. From addressing pilot and aircraft mechanic shortages to embracing emerging aviation technologies, the sky truly is the limit.

How do you envision the role of technology and innovation in the future development of the airport? Airports must continue to serve traditional industry needs while standing ready to support inevitable technological advancements, such as the unmanned aircraft market and the evolution of the Next Generation Air Transportation System (NEXTGEN). Workforce development is also vital. Advanced technologies in aircraft simulation, STEM education, and hands-on training can create a pipeline of future pilots and mechanics right here in the River Parishes region.

How will you measure the success of your tenure as Airport Director, and what are your key performance indicators?

Serving in airport management comes with an inherent obligation to the community, stakeholders, and aviation industry. Stakeholder engagement is critical, as collaboration is key to achieving a shared vision of growth and support for aviation. Customer satisfaction and key performance indicators I’ve used include revenue and financial health, grant awards, fuel sales, facility utilization, aircraft operations, and economic impact. Other metrics include advancements in technology, community outreach efforts, emergency readiness, and the success of existing or added services.

What are your long-term goals for the airport, and how do you see it evolving over the next five to ten years?

My long-term goals are focused on ensuring the airport becomes a sustainable economic engine through exceptional customer service, safe and efficient operations, and continuous growth. This involves engaging stakeholders, securing funds for growth opportunities, staying informed on industry trends, and adapting to an ever-evolving aviation environment.

The maritime industry and the River Parishes community mourn the loss of Paul Gerard Aucoin, who passed away on October 28, 2024, just moments after receiving the Sacrament of Anointing of the Sick. Paul’s enduring legacy is one of leadership, vision, and dedication to Louisiana, where he served as a tireless advocate for economic growth, education, and public service.

Born on June 18, 1946, in New Orleans and raised on Goodwill Plantation in Vacherie, Louisiana, Paul’s life was shaped by the values of family, community, and hard work. He attended Saint Stanislaus, Loyola University New Orleans, and Loyola University New Orleans College of Law, where he earned his Juris Doctor.

Paul’s professional journey began as a plaintiff’s attorney before transitioning to roles that would significantly impact the economic and social fabric of Louisiana. As Executive Director of the Port of South Louisiana from 2013 to 2022, he led transformative initiatives, including securing $23 billion in capital investments and positioning the port as the largest by tonnage in the Western Hemisphere. His leadership ensured the dredging of the Mississippi River to maintain its critical role in global trade—a testament to his commitment to the state’s economic vitality.

“It is with deep sadness that we announce the passing of Paul Aucoin, former Executive Director of the Port of South Louisiana,” said Paul Matthews, CEO of the Port. “His vision and passion for the maritime industry have left an indelible mark on the Port of South Louisiana and beyond. Paul will be greatly missed but fondly remembered for his contributions and the positive impact he made on so many lives.”

Paul’s service extended far beyond the port. He was a pivotal figure in the state’s Democratic Party, a dedicated leader in the River Parishes community, and a champion for education and tourism. As chairman of the River Parishes Tourist & Visitors Commission, he promoted the region’s cultural and historical treasures for over 15 years. His efforts on the St. James Parish Economic Development Board and with the River Parishes Community College Foundation underscored his passion for creating opportunities and improving quality of life.

Colleagues recall Paul’s integrity and warmth. “He was a Southern gentleman that loved New Orleans, kind and respectful to all, professional at all times, family man, very bold when necessary, and a pleasure to work with for nine years,” said Patti Cockett, his longtime executive assistant.

Paul’s greatest pride was his family. He was a devoted husband to his late wife, Rita Tidwell Aucoin, and a loving father to Shelley Aucoin Winters (Michael) and Leah Aucoin Regard (Eric). He was a cherished grandfather to five grandchildren, who fondly remember his love of storytelling and the joy he found in reading to them.

Paul’s unwavering commitment to Louisiana and its people, his bold leadership, and his love for his family leave a legacy that will inspire generations. He is reunited with Rita, his true love, and will be deeply missed by all who knew him.
