hile much has changed since the Port of South Louisiana was founded in 1960, so much has stayed the same, too. The Port is still a prime economic engine for business and commerce in its tri-parish jurisdiction, and it continues to serve as one of the country’s premier gateways for both imports and exports. Everexpanding operations consistently establish the Port as the largest district for tonnage in the nation, accounting for 15% and 57% of total U.S. and Louisiana exports, respectively. 2020 should have been the year that saw a community-wide celebration of the Port of South Louisiana’s 60th anniversary, but while the planned fireworks and riverside gatherings were displaced because of the COVID-19 pandemic, it’s impor-

tant not to let this milestone go by unrecognized. This issue of Port Log is both a look back at the tremendous strides already made and a celebration of the leaders who made it possible. From the purchase, renovation and expansion of the Globalplex Intermodal Terminal to the revitalization of the Executive Regional Airport, the Port’s history is one decorated with ambition, determination, and perseverance, all in the name of improving the quality of life and breadth of opportunity in the River Region. MISSION

The Port’s philosophy of development is to entice companies to set up regional operations within its boundaries. The Port serves primarily as a “landlord” port to more than 30 grain, petroleum and chemical companies. The exception to this is the port-owned world-class intermodal Globalplex facility SoLaPort, and the St. James Westbank property.

Within the Port’s jurisdiction, there are seven grain elevators, multiple midstreaming operations, more than 40 liquid and dry-bulk terminals, the Globalplex Intermodal Terminal and the Port’s Executive Regional Airport.

The Port is charged with a mission to promote maritime commerce, trade and development, and to establish public and private partnerships for the creation of intermodal terminals and industrial facilities.

WORLD’S LARGEST PORT DISTRICT

The ports of South Louisiana, New Orleans, Baton Rouge, St. Bernard and Plaquemines make up the world’s largest continuous port district. They are responsible for moving one-fifth of all U.S. foreign waterborne commerce.

PORT AREA

The Port covers a 54-mile stretch of the lower Mississippi River between New Orleans and Baton Rouge. The Port begins at river mile 114.9AHP near the Louis Armstrong New Orleans International Airport and winds through St. Charles, St. John the Baptist and St. James parishes. It continues north to river mile 168.5AHP just north of the Sunshine Bridge.

GOVERNANCE

The Port is under the jurisdiction of the state of Louisiana and authorized by the state constitution. A nine-member board of commissioners directs the Port; all of them are unsalaried. •

G L O BALP LE X The history and evolution of the Port’s world-class multimodal facility

hen the Globalplex Intermodal Terminal was first opened in 1992, it was envisioned as a world-class multimodal facility that would serve as the heart of the Port of South Louisiana’s economic growth — and its success has both met and surpassed those expectations. Sprawling over 335 acres, Globalplex is a maritime industrial park whose confluence of water, road and rail capabilities make it a one-stop service terminal for bulk shipping and transportation. Owned by the Port and operated by Associated Terminals, Globalplex’s everexpanding services — including cargo handling, docking, warehousing and stevedoring — have made it a convenient and accommodating space for manufacturing, distribution and logistics companies. That the terminal has become such a flexible and prosperous asset is no accident, and is instead the result of years of strategic planning and

maximized growth opportunities. Even before the Globalplex took shape, the land was always an economic driver, previously serving as the location of the locally-owned and operated Godchaux-Henderson Refinery. The sugar refinery closed in 1985, and the site was briefly owned by Barry Silverton and Pacific Malibu Development Corporation of California, who began its conversion into a bulk cargo shipping terminal. The Port purchased the property in 1992, renamed it “Globalplex,” and immediately began to strengthen its infrastructure in preparation for what they hoped would become an appealing location for tenants. At the time, the Port was helmed by Coast Guard Capt. Richard Clements (Ret.), who oversaw the purchase for $12.5 million. Clements also coordinated the initial general cargo dock construction and the public-private redevelopment of the existing bulk dock.

“The capabilities of that location made it a natural purchase,” former Port Director Joe Accardo told Port Log in 2018. Accardo was also the Port’s attorney when the sugar refinery land was acquired. “There was room to grow, room to expand. That made it possible to reach the long-term plan of developing Globalplex to be a bulk cargo and general cargo facility that would expand employment. Globalplex represented the Port’s most-aggressive effort to directly engage in operating terminals.” Globalplex’s growth has been steadily incremental and always positive. Its 72,000 sq.-foot warehouse/transit shed and rail spur was erected in 2005, with another transit shed following in 2010 (this one built to withstand a Category 5 hurricane). Further developments include the 700-foot long, 65-foot wide Finger Pier, which enables up to three ships being docked at one time, and the Maritime Security Operations Center — a 2,000 square-foot hardened concrete and steel building furnished with impact-resistant glass that can withstand hurricane-force winds. Even after all that growth — and after welcoming four tenants onto the Globalplex site — there are still 130 acres of land available for further industrial development. This leaves the door of opportunity wide open to welcome additional tenants or to further expand the Port’s own physical footprint. “As they say, we’ve kept the ‘pedal to the metal’ with improvement projects to Globalplex,” says Port Executive Director Paul Aucoin. “If you don’t do that, you fall behind. Everything we’ve done to Globalplex has been done with our mission in mind: Promote Maritime Commerce, Trade and Development and to Establish Public/ Private Partnerships for the Creation of Intermodal Industrial Facilities.” •

jewel within the grounds of the Globalplex Intermodal Terminal general cargo facility is the historic Guesthouse, an antebellum-style home built by the Godchaux family in 1909. Originally called the “Summer House,” the two-story building predates the levee it parallels and was used to entertain the Godchaux’s visiting family, friends and business associates. That function ultimately led to the building’s enduring name of

“Guesthouse” and has remained unchanged. The home is now used to host community events and to entertain guests and dignitaries visiting the Port of South Louisiana, including the United Nations Economic Commission for Europe (UNECE) and International Sustainable Resilience Center, Inc. (ISRC), who visited the Port in March 2020. When it was first built, the Guesthouse’s first f loor contained

a large foyer with living and dining rooms on either side, a spacious hall leading to the kitchen and butler’s pantry, and a bathroom. The second f loor contained four bedrooms with fireplaces, two bathrooms, and a balcony. A large formal living room and a new dining room were added to the rear after the Godchaux family sold the refinery in 1958. While the building still sits in its original location, both the interior and exterior have undergone several restorations and

modernizations, most occurring after the sugar refinery’s ownership changes in the 1960s. Such modifications included restoration of the original cypress f loors, repairs to the wraparound porch, and the addition of a bricked rose garden and swimming pool. As a result of a decline in world sugar markets, the refinery was shut down in 1985, and the pool was closed and covered. In the late 1980s, the Guesthouse was damaged by a first f loor fire, with the kitchen and dining room sustaining the most damage. However, the mansion and surrounding grounds have been fully restored since the Port of South Louisiana purchased the Godchaux property in 1992; to bring back some of its original style and beauty, the Port reworked its wooden f loors, replaced curtains and rugs, and added period decor to suit the original style of the home’s furnishings. The Guesthouse grounds also contain other historical elements dating back to its original owners, including one of Godchaux Sugar Refinery’s steam engines, presumed lost for years. Around 1890, Godchaux began using a tramway along a 20-mile stretch to transport sugar cane from the fields to the refinery. Locomotive number 3, which was purchased in 1898, had been away from Reserve since the mid-1980s. A few years after the Port of South Louisiana acquired the property and began its transformation into the Globalplex Intermodal Terminal, the search began to locate the locomotive. After extensive research, engine No. 3 was found, sitting idle and in disrepair at the Republic of West Florida Historical Museum in Jackson, Louisiana. It had resided there since 1984, on

loan from the Godchauxs. Steam engine No. 3 was transferred back to Reserve and was initially placed on the southeast corner of River Road and West 10th Street, adjacent to Godchaux family home. Community partners including River Road Historical Society, Marathon Petroleum Corporation, Highland Fabricators Inc. and Environmental Coating Services sponsored the restoration of the

steam engine’s structure, and when the locomotive was moved to the grounds of the Guesthouse, the Port of South Louisiana invested in further renovations. It was sandblasted, and woodwork and brass parts were replaced. Accessories such as a bell and whistle were installed after it was painted and pin-striped. Lastly, to protect it from the elements, a steel building similar in appearance to a train station was erected over the engine. •

Just like the Guesthouse, the Godchaux family home has its own storied history. The family lived in the Reserve plantation house, which was built in 1764 and is now known as the Godchaux-Reserve House. After years of neglect, the building fell into a state of disrepair and was nearly demolished in 1992. However, to preserve what many considered a significant historical landmark, the house was moved to West 10th Street and River Road in 1993 after the Port of South Louisiana conveyed ownership to the River Road Historical Society. Following the arduous process of securing funding for the sale and relocation of the house, interest in the restoration waned for two decades. The home remained in a decrepit state until 2015, when the GodchauxReserve House Historical Society began an extensive restabilization and restoration process, seeking to once and for all honor the majesty and splendor of the original architecture. The exterior restoration was completed in 2018 and was celebrated by locals and members of the Godchaux-Reserve House Historical Society, who dressed in eraappropriate clothing. The next steps of the project are ongoing and, when completed, will see the house outfitted with electrical wiring and restrooms in order to usher in the house’s new life as a historical museum.

ne of the most physically telling signs of the Port of South Louisiana’s growth is the expansion and improvement of the Executive Regional Airport. Nearly equidistant to both New Orleans and Baton Rouge, the airport serves as an aerial gateway into the River Regions, welcoming aircraft of all sizes for business, corporate and personal travel. Like the Globalplex, The Executive Regional Airport (KAPS) was a strategic acquisition by the Port commission. St. John the Baptist Parish built the runway in 1982 with grants from the Federal Aviation Administration; at the time, the site consisted of a terminal building, two tenantbuilt hangars, a tie down apron and

two t-hangar units built and leased by a tenant. Meanwhile, the runway was steadily expanded with additional FAA grants until 2000, though its length of approximately 4,000 feet still limited use to small aircraft. As a result, the St. John airport was most frequented by recreational pilots. The Port saw an opportunity to expand the airport’s capabilities, effectively enhancing the surrounding community by accommodating commercial aircraft and incorporating cargo services further down the line. Taking on the project first required an agreement to transfer the airport from St. John Parish to the Port of South Louisiana. That process formally began in 2009 and lasted until August 2012, at which time the FAA approved the Port as the new sponsor

of the airport, though the Port had assumed all the expenses during the four-year review period as part of its lease with St. John Parish. Following FAA approval, the Port purchased 72 acres of land to accommodate an extended runway of approximately 5,150 feet, along with several other renovation and expansion projects amounting to more than $8.5 million since 2012. The Port installed its Aviation Weather Station in 2014, a Jet A Fuel Tank and Dispensing System in 2015 (previously, the only fuel offered was AvGas), and in 2017 opened a 6,500 foot public transient hangar. Aptly called Hangar 1, it’s suited for the aircraft of daily and overnight visitors and is equipped to handle every foreseeable need

of the traveler and flight crew. The $600,000 hangar protects aircraft from the array of dubious weather found in South Louisiana and features storage units for passenger property and restrooms. The Port also notched several improvements in 2020, including an extension of the North Taxiway, the completion of a Runway 17-35 overlay and the construction of a 10-unit T-Hangar and apron, for the first providing leasing opportunities for the public. Another row of hangars is slated for construction in 2021 and will feature both box and T-Hangar units. Airport Director Lisa Braud says that each improvement, while impressive enough alone, amounts to revenue opportunities not only for the Port, but for the surrounding community. The Port has long been a powerful economic driver in the area, but Braud says not many locals recognize the full scope of the Executive Regional Airport’s impact. “When these hangars are leased to aircraft owners who live in other parts of the region, they drive in here and may purchase automobile fuel, may visit a local restaurant or grocery store, and this boosts St. John’s economy,” Braud says. “This is in addition to businesses flying in to meet with industries along our 54-mile stretch of the

Mississippi River. Those persons, depending on the length of stay, will rent a car, stay overnight in a local hotel and visit restaurants.” In addition, the airport has attracted local business in the form of aviation schools like Let’s Go Fly Academy, which operates out of the Port’s facilities. Getting the community to both understand the value of the airport and to engage with its many programs have been a focal point for the Port’s current administration, Braud says, and the results so far have been a success. “We have enjoyed bringing community events to the Airport by hosting Fly-Ins on the third Saturday of the month and getting our existing EAA Chapter 971, the Avigators, excited about co-hosting events with us,” she says. “We have hosted the Ford Tri-Motor event,

which attracted visitors from all around South Louisiana, along with Pilots N Paws, Pilots for Patients and other fly-ins to attract pilots and visitors. Guys Achieving Goals, an area non-profit, also hosts a yearly St. John Aviation Awareness Day at the Executive Regional Airport, where they have flown over 300 schoolaged children each year to promote aviation and aviation careers.” Braud also says that the Port has contracted airport consulting firm Kutchins & Groh to develop a Master Plan for the Executive Regional Airport. In 2018, the Port completed a multi-phased effort that identified improvements, renovations and additions to fully serve the Port’s community and clientele, and the new Master Plan will help expand their reach and impact even further. •

GET TO KNOW EXECUTIVE DIRECTOR PAUL AUCOIN

ven before he was selected as the Executive Director of the Port of South Louisiana, Paul Aucoin was already demonstrating a steadfast commitment to the state and the River Region. A graduate of Loyola Law School in New Orleans, Aucoin began working as a sole practitioner in 1971, marking the start of a prosperous legal career that continues today. Aucoin was selected by his peers to serve eight one-year terms as a member of the House of Delegates of the Louisiana State Bar Association, and in 1997 was appointed by St. James Parish President Dale Hymel to the St. James Parish Economic Development Board. That appointment continued for consecutive four-year terms until, in 2002, he was elected as Chairman of the Board. Although previous Chairmen were limited to one-year terms, the bylaws were amended to allow Aucoin to continue in his role, which he still holds today. Other notable civic engagements include Aucoin’s work on the Attorney General’s Ad Hoc Committee on School Safety in 1999, where he assisted in formulating a statewide safe school program stressing the prevention of, response to, and counseling for violent acts at Louisiana schools. Part of the

committee’s focus was installing mobile phones on every Louisiana school bus and equipping each vehicle with detailed contact information and instructions on appropriate responses to a wide range of emergencies. In fact, education has always been a central focus of Aucoin’s career and advocacy, a passion which also led to his election to the First Board of Directors of the River Parishes Community College Foundation, where he began as Treasurer. Since then, Aucoin has served as Chairman of the board three times - in 2001, 2002, and 2003 - and continues to serve on the Foundation Board in various capacities. After 20 years, his commitment to ensuring a high-quality of education for all River Parishes students has never wavered, and along with fellow Board members, Aucoin has helped to oversee the opening of additional RPCC campus locations with diverse career training options. Aucoin was also elected as the First Chairman of the River Parishes Tourist & Visitors Commission, an alliance formed by the Louisiana Legislature to promote tourism in the triparish region of St. John the Baptist, St. James and St. Charles. Their efforts positioned the area as culturally and historically rich attraction for visitors,

and due to the Commission’s success, Aucoin was re-elected as Chairman from 2001-2016. To this day, Aucoin continues to hold positions on several boards focused on improving the economy and quality of life both locally and statewide, including the Board of Directors of the River Region Chamber of Commerce, the Board of Directors of the World Trade Center of New Orleans, and the Dr. Martin Luther King Jr. Scholarship Fund Committee, among several others. But through his many and varied accomplishments, Aucoin still considers his work with the Port of South Louisiana as the highest honor of his career. His long-standing relationship with the Port began in 2012, when he served as Legal Counsel, and culminated with his appointment as Executive Director on July 15, 2013. Under his tenure, the Port has grown exponentially in both community and economic impact, and as Aucoin enters his eighth year of leadership, he looks forward to pushing the scope of the Port’s work even further. •

GET TO KNOW... COMMISSIONER ROBBIE P. LEBLANC, REPRESENTING ST. JAMES PARISH Robbie P. LeBlanc is a 1993 Graduate of Southeastern Louisiana University in Hammond, LA with a Bachelor’s of Science in business management. He is the Governor’s appointment representing St. James Parish for the Port of South Louisiana. He is serving his first term and is currently on the Finance and Port Property & Development Committees. For 24 years, LeBlanc has been employed with First American Bank and Trust, where he currently holds the position of Vice President & Loan Officer. He has served on the Board of the River Regions Chamber and the St. James Parish Excellence in Education and was formerly a member of the St. James Parish Business Association. LeBlanc’s current engagements include membership with the Lutcher/ Gramercy Lion’s Club, Lutcher Dugout Club and Luther Quarterback Club. LeBlanc, his wife, Marcy, and his five children, Luke, Dylan, Seth, Leah and Laynie, are lifelong residents of St. James Parish.

COMMISSIONER RYAN E. BURKS, REPRESENTING ST. CHARLES PARISH Ryan E. Burks is a man with a life mission to bestow a legacy of discipline, hard work and perseverance in the areas of faith, family and business. Burks lives by the following creed: “Success is not an accident. Success in life is directly proportional to the level of sacrifice made to achieve the desired success level.” After graduating from Tulane University with a degree in civil engineering, he launched his professional career as a design engineer in Atlanta, Georgia, where he worked on projects for the 1996 Olympic Games. Burks later advanced to become a project manager, construction manager and operations manager for various construction firms in Georgia, Florida, Alabama and Louisiana before founding RYCARS Construction, LLC in 2002. RYCARS is a regional specialty contractor with a core competency in commercial roofing applications. Its mission is to provide construction services specifically related to building envelopes. Since March 2002, Burks has led RYCARS in completing over $200 million in commercial roofing and construction projects for over 80 different customers, in multiple industries. RYCARS has performed successfully on projects in 10 states: Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, Tennessee, Texas and Virginia. The company has completed high profile projects such as the Mercedes Benz Superdome in New Orleans, NASA’s Johnson Space Center in Houston, Texas and the Army Air Force Exchange Facility in Newport News, VA. RYCARS is headquartered in Kenner, Louisiana with regional satellite offices in Atlanta, GA and Austin, TX.

COMMISSIONER WHITNEY HICKERSON, REPRESENTING ST. JAMES PARISH Mr. Hickerson has over 37 years of management experience in the chemical industry as a senior buyer, community relations manager and cost accountant, serving 36 years with E. I. DuPont Company. After retirement from DuPont, he started Hickerson Enterprises, LLC, as licensed home builder and commercial electrician. While utilizing his extensive knowledge, Mr. Hickerson served his community as Parish Council member for 16 years and a life member of the Southern University Alumni Federation and the Highway Baptist Church Trustee Board of Vacherie. He was appointed Commissioner to the Port of south Louisiana August 1, 2016, and reappointed July 2019. Mr. Hickerson is married to Stephanie Jones Hickerson, (a retired school teacher) of Vacherie, and has 3 professional children: a pharmacist, an RN and a civil engineer, and seven grandchildren. Mr. Hickerson is active in many civic organizations in the Vacherie area.

COMMISSIONER PATRICK SELLARS, REPRESENTING ST. JOHN THE BAPTIST PARISH Patrick Sellars was born in Port Arthur, Texas and moved to LaPlace in 1971. He attended Northwestern University in Natchitoches, LA. He also served two years of active duty in the United States Army from 1969-1971. After returning from the Army, he moved to LaPlace, where he sold insurance property for Prudential Insurance Company. He is currently one of the nine commissioners representing the River Parishes for the Port, where he was originally appointed in 2016. Sellars has owned his own business for 39 years. He began A3M Vacuum Services in 1981, which provides vacuum truck services throughout the local and the Southeastern regional area. He also started Waste Water Disposal in 2003, a waste water disposal and tank wash facility. Throughout his years, Sellars has been involved in his community by serving on the boards of various committees which include the Lion Club, Louisiana Chemical Industry Association, LaPlace Jaycees, St. John Parish SARA Right to Know Committee and the St. John Parish Sheriff ’s Office Community Council. Sellars is a lifelong resident of St. John the Baptist Parish. He and his wife of 38 years, Billie, have seven children, Matt, Scott, Shawn, Holly, Gabe, Kasi and Ben, with a total of 16 (soon to be 17) grandchildren.

COMMISSIONER P. JOEY MURRAY, REPRESENTING ST. CHARLES PARISH Secretary. Treasurer. Executive Vice President. President. Local architect and entrepreneur P. Joey Murray has worn all of those hats during his time on the Port of South Louisiana’s Board of Commissioners. Set to enter his 21st year of service, Murray was appointed to the position by local politicians as well as Governor Mike Foster, Governor Kathleen Blanco, and, most recently, by Governor Bobby Jindal. Murray is the CEO of Murray Architects, the Destrehan-based firm responsible for the design of buildings such as the St. Charles Law Enforcement Complex and Galatoire’s 33 Bar and Steakhouse. He also dabbles in commercial real estate and is co-owner of Rotolo’s Italian Restaurant, the official pizza of the New Orleans Saints and Mercedes-Benz Superdome. Despite such a fruitful career, Murray still takes great pride and responsibility in his port appointment.

COMMISSIONER JUDY B. SONGY, REPRESENTING ST. JOHN THE BAPTIST PARISH Commissioner Judy B. Songy is the former owner of Century 21 | Judy Songy and Associates. Now retired, she served on numerous boards and commissions throughout her career, including 16 years at St. John Economic Development. Songy is a former member of Louisiana Real Estate Commission, a member and past president of St. John the Baptist Parish Arts and Humanities Council, and is the current Vice Chairwoman of Port of South Louisiana Board of Commissioners Sony is a native of St. James Parish and has called LaPlace home for the last 54 years. She is the mother of two daughters, Angelle and Susanne, and has two grandchildren.

COMMISSIONER D. PAUL ROBICHAUX, REPRESENTING ST. CHARLES PARISH Over the course of his career, Mr. Robichaux has founded multiple businesses in Louisiana and the surrounding region generating sales across Africa, Asia, Europe, South America and the Caribbean. Operations include heavy equipment leasing and sales, industrial material sales, disaster relief, governmental relations consultation, transportation centers, investment development and commercial real estate. He has developed an excellent reputation in his solo and joint business endeavors and relationships, being known for integrity, expertise, and a strong emphasis on productivity and the economic development of the region. In 2012, Governor Bobby Jindal announced the appointment of Paul Robichaux to the Port of South Louisiana Commission. Mr. Robichaux currently serves as President and Chairman of the Board of Commissioners.

GET TO KNOW... LISA BRAUD AIRPORT DIRECTOR Over the last nearly 29 years, Lisa Braud has worn many hats at the Port of South Louisiana. Her responsibilities have allowed her to learn about and participate in almost every facet of the Port’s operations, helping to keep her job exciting even after nearly three decades of service. Braud is a beacon of institutional knowledge at the Port, having worked under the past six Executive Directors. “It’s been exciting to see how each director’s visions have brought the Port in a variety of directions,” she says. Braud’s relationship with the Port began in the Finance Department, where she served in a wide range of roles working at the barge desk, accounts payables and statistics. It was when she joined the business development department and also during her time as Executive Assistant to then Executive Director Gary LaGrange that Braud began to understand the role that the Port of South Louisiana’s FTZ program played in the regional economy. She has since spent more than 20 years helping to increase the FTZ’s growth and potential. “Today, while I still manage the top-ranked FTZ in the nation, FTZ 124, last year I was asked to serve as the director of the Port’s Executive Regional Airport,” Braud says. “Though it was and remains a challenging role, it is satisfying to look back to where we were a year ago and see how the team has improved the airport not only operations-wise, but more importantly, with customer service.” Braud currently serves as the Louisiana representitive on the Grantee Committee of the National Association of Foreign Trade Zones and as the FTZ liaison with the Ports Association of Louisiana. While she might never have been able to predict the many evolutions of her career when she first earned her degree in computer programming, Braud says the experience has been rewarding and constantly stimulating. “I have been able to learn all aspects of the maritime industry by working in a range of diverse departments over the years,” she says. “I have met people from around the globe and, given the opportunity, I would not change a thing. It’s a great industry to be a part of.”

BRIAN COX DIRECTOR OF OPERATIONS Brian Cox is responsible for the operations of the Globalplex Terminal, which includes port security, marine operations (fire-fighting & search & rescue personnel), the (MSOC) Marine Operations Security Center, as well as managing security grants for the Port. Brian began his career as a dock worker with Coastal Cargo Company (a New Orleans based stevedoring firm) in 1999. He held numerous positions and prior to joining the Port in 2017 he was the Terminal Manager for Associated Terminals responsible for all loading & unloading operations at Globalplex. Brian is a lifelong resident of New Orleans and has served as a reserve police officer with the New Orleans Police Department for ten (10) years and the Jefferson Parish Sheriff ’s Office for five (5) years where he volunteered over twenty-four hours per month.

JULIA FISHER-PERRIER DIRECTOR OF BUSINESS DEVELOPMENT Julia has been with the Port since January 2020 and assists in the development and ongoing implementation of the strategic marketing plan for the Port of South Louisiana. Attraction and retention are Julia’s focus in her current role. Fisher-Perrier, a lifelong resident of St. Charles Parish, has an affection for the Port of South Louisiana that runs deeper than the river itself. “The Port is what makes the River Parishes so special and affords us a sustainable quality of life. My family has been here for 4 generations and the river is what brought us here and has kept us here.” Fun fact: Julia’s uncle, Leonard K. Fisher, Jr, was a founding commissioner of the Port of South Louisiana. Julia has 12 years experience as a licensed Property and Casualty Insurance agent working between public and private entities. She affords well-rounded insight of the inner-workings of multi party agreements in business. As a member of the St. Charles Parish Council for District 7 since 2012, she brings a special knowledge of government and community development. Julia has had success on the local, state and federal level and understands that a collaborative approach is the best way to achieve success. She is a member of the Louisiana Police Jury Association and the National Association of County Officials. She is Chairman of the PJAL Wildlife and Fisheries Committee. She is Vice-Chairman of NACo’s Public Safety and Justice Subcommittee. Her extensive knowledge of the River Parishes and collaborative efforts with various government entities will produce significant results for the Port of South Louisiana. She has also served as President of the Executive Board of the St. Charles United Way and continues her role as a Board Member. Additional memberships include River Region Chamber of Commerce, Regional Planning Commission; Parochial Employees’ Retirement System of Louisiana Board of Trustees; Chairman St. Charles Parish Hurricane Protection Projects Committee. Julia’s community involvement has built relationships that will be a great benefit to the future business development of the Port of South Louisiana.

A TRIBUTE TO LINDA PRUDHOMME

he Port of South Louisiana wishes to recognize and thank Mrs. Linda Prudhomme, Director of Business Development for her years of service as she retires. She has served over 40 years in the f ield of Economic Development in the State of Louisiana. She has held positions such as Executive-Vice President of Economic Development for regional Chambers of Commerce and Director of Business Development for the Louisiana Department of Agriculture. Ms. Prudhomme has led regional programs to identify expansion opportunities for existing industries as well as the national/ international marketing efforts to attract new investment and corporate locations. Furthermore, her hands-on experience and professional approach helped produce much needed additional jobs for the greater New Orleans region.

Ms. Prudhomme’s extensive knowledge of existing Louisiana industry, expertise in target marketing, and collaborative efforts with the local economic development community has helped the Port of South Louisiana produce significant results. She has been responsible for the implementation of the strategic marketing plan for the Port of South Louisiana which has facilitated the attraction of new industries or expansion

of existing ones based upon synergies of strength of the Port’s industrial base. In working with economic development allies within the Port’s district, she was responsible for facilitating new foreign investments, such as Formosa, South Louisiana Methanol, Yuhuang Chemicals, Syngas Energy, and EuroChem, amounting to $23.262 billion in capital investments and approximately 3,750 direct jobs for the three-parish district the Port of South Louisiana serves along the Mississippi River. Ms. Prudhomme’s role as Director of Business Development has been filled by Ms. Julia Fisher-Perrier. Julia has worked in conjunction with Mrs. Prudhomme since January 2020 in preparation for the transition. The Port of South Louisiana will miss Linda as she will fill her new-found time with her beloved grandchildren, family, pets and dear friends. •

REBRANDING THE RIVER REGION Exploring the River Parishes Tourist Commission’s New Sub-Brands

evelopments and innovations abound not just inside the Port, but around it, too, as the River Region is seeing widespread reinvigoration. For evidence, look no further than the River Parishes Tourist Commission, which has made the most of a year rife with unprecedented challenges for the hospitality and tourism industry by launching a complete rebrand. Formerly known as New Orleans Plantation Company, RPTC’s new vision is rooted in perception: specifically, ensuring that people know about all the attractions the region has to offer apart from, but still including, plantations. “These sub brands are a way for us to activate different sectors in the River Parishes,” says Buddy Boe, RPTC Executive Director. “Until it’s all presented on one map, you don’t realize how much of an outdoor, recreational and culinary destination we are and can be.” Those news sub-brands are New Orleans Swamp Country, Andouille Trail, Bonfire Country, New Orleans Plantation Country, and the 1811 Slave Revolt Trail. Each subbrand is designed to highlight and maximize the potential of a different element of culture or history in the region. Doing so will also present opportunities for tourism and business partners to gain further exposure not only with visitors, but from locals who might not know about all the region’s cultural strengths. “We want to give people of any interests a reason to visit the River Region,” Boe says. “The only thing we can’t do is ski.”

NEW ORLEANS S WA M P CO U N T RY The Swamp Country sub-brand is intended to position the River Parishes as an outdoor destination, which Boe says is an oftenoverlooked but vibrant asset to the area. Nature and biking trails, swamp and airboat tours, and a zipline attraction allow visitors to experience the swamp’s ecosystem and wildlife up close. More than 30 attractions are outlined on the Swamp Country map, spanning the Maurepas, Pontchartrain, and Des Allemands lakes and the Manchac Swamp.
