Fixing our streets, updating flood control systems, implementing policies that reduce crime equitably in every neighborhood, and they’re committed to creating a better quality of life for all of our citizens, regardless of what area of the city we live. he East New Orleans Business Development District (ENOBDD) is a non-profit, 501(c)3 established to foster, coordinate and catalyze initiatives that improve the business climate and quality of life in East New Orleans through new business development, infrastructure improvements, and image enhancement, in order to grow good jobs in The East, attract investment, facilitate growth in tax revenues and the overall economy in the City of New Orleans. The 13-member board of ENOBDD is comprised of a cross section of experienced business executives and respected civic leaders, whose track records have garnered community support, public and private sector partnerships and other diverse resources to implement a targeted economic revitalization strategy for East New Orleans. COMMERCIAL AND RETAIL DEVELOPMENT The organization is strategically focused on attracting new business, retail and commercial development along existing commercial corridors in The East.

BLIGHT, BEAUTIFICATION & QUALITY OF LIFE ENOBDD works toward improving the appeal and marketability of major commercial corridors in The East. The organization continues to work with Code Enforcement at the city of New Orleans to eliminate commercial and residential blight. Additionally, community “clean-up” events are implemented throughout the year. Regular communication is maintained with the Department of Public Works for infrastructure improvements and repair, as well as the New Orleans Police Department for accountability in public safety.

IMAGE ENHANCEMENT AND BRANDING Although one of the largest communities in the city and home to many of its recognizable assets, New Orleans East has long endured unfavorable branding. ENOBDD has been at the forefront of reversing this trend by communicating with media organizations on how they report on The East. The organization is requesting a change in how maps of the East are drawn, to affect more accuracy in information reported about East New Orleans, especially as it relates to crime. Additionally, members of the ENOBDD board have developed a report card to grade city agencies on public services and their responses to needs in our community.

Part of the mission, for the Rev. Fred Luter Jr., is providing an adequate space for believers to meet and pray — in this case, a $30 million, 3,500 seat church on the South I-10 Service Road.

owering and unmistakable, the building bears no resemblance to the apartments and retail businesses that are scattered along interstate exits east of the Industrial Canal. But now, after over two years of construction, the striking facility is finally performing its purpose. That purpose, according to the man who oversaw the creation

It’s a process that Luter said has taken over a decade of work, with a couple of unexpected turns for his congregation, ultimately leading to the church making a major investment by rooting its future in Eastern New Orleans. At 5,000 members strong, the congregation was formerly bursting at the seams of its 2515 Franklin Avenue location, the home of the church since its founding 21 years ago. Though the church owes its name to the site, there was no more room to grow there and the parking situation was “really, really bad,” Luter said. That is no longer a problem for churchgoers as of Dec. 9, when Luter held the first service in the church’s giant new West Lake Forest location. But the size isn’t the only advantage, Luter added. Perhaps even more important is the location. Luter said the church has looked at moving to the East for years, dating back to even before Hurricane Katrina. It’s that area of the city where most of the congregation lives, including Luter himself, whose home is on Bullard Avenue. And the church is ready to start getting to work in the community, he said. “We believe in going outside the four walls of the church. We don’t just want to have a service and say, ‘Hey, come see us.’ No, we believe in finding out the needs of the people in the community,” Luter said, adding that the congregation plans on quickly reaching out to residents in the nearby apartment complexes to see how they can offer help to the community. But, while Luter touted the direct help the church would be able to provide, he said simply having thousands of people traveling to a noticeable, central location in Eastern New Orleans might just be enough help to the region by bringing something those living there have been asking for — business. “We really feel we can really make an impact on the city, and our prayer is that it will stimulate more growth in that area,” said Luter, who called the development a “win-win” for the congregation and the community. “These folks are going to need some place to eat, they’re going to need some place to shop. So my prayer and our prayer is that it will stimulate the economic development along that I-10 area and in the New Orleans East area.” Becoming some sort of symbol for development in the East wasn’t the initial goal, though. Instead, Luter said when the congregation decided to buy the property five years ago, they were “just looking for somewhere to build a new church,” which they funded through tithes and a loan. It was only later Luter realized there might be a chance to make an impact beyond the spiritual. Luter isn’t alone in thinking that the addition of a big, new church might be a boon for the local economy. Scott Thumma, who keeps a database of American “megachurches” and was one of the first to start studying the growing phenomenon in the mid1990s, said there’s a number of ways building a new “megachurch” — which he defines as having seating of 2,000 or more — could help a local economy. The first, he said, is simply the symbolic nature of the building itself, which might be especially important in the East. “We’ve decided to anchor ourselves here so that’s going to send a message, ‘We’re not giving up’ and we have 5,000 people or whatever that are going to be traveling here,” said Thumma, the director of the Hartford Institute of Religion Research in Hartford, Connecticut. That drives the next way a church can impact its local economy. “There might need to be some restaurants, and there might need to be

 Rev. Fred Luter Jr. some gas stations, and then that would signal either to corporations or franchisees, ‘Oh, now there’s an anchor,’” Thumma added. Then comes the traffic, Thumma said, which is a good thing. “The nice thing about megachurches is they’re not just Sunday morning traffic, right? They’re often busy multiple times throughout the week and they have a staff and all of those things,” he said. “It really does change the dynamic from a typical, traditional church where there might not be a lot of traffic except on Sundays. That’s not true for a megachurch.” With its position at the center of the community and thousands of attendees, the megachurch might then take on a political role, even if unintended, Thumma said. Local politicians, realizing that thousands of people also mean thousands of registered voters, might then push for improvements in areas around the church, with tax dollars and development money potentially flowing into the area that isn’t directly linked to the church, but still might be the root cause. “Now all of a sudden there are streetlights and there are stop signs and there are all kinds of things that weren’t there before,” Thumma said. And while Luter hopes to bring this with the new church

building, it won’t be the first time New Orleans East has seen a megachurch, according to Thumma’s database. The Greater Saint Stephen Full Gospel Baptist Church on Read Boulevard once had at least 10,000 members, according to Thumma and church pastor Debra Morton. But after Katrina, the church was forced to move to Atlanta. It would come back to New Orleans, with three locations. The one in New Orleans East is now the only one left operating, Morton said. Morton added that the membership is also now down to about 3,000, still enough to be considered a “megachurch” by Thumma’s standards, but as he put it “a significant drop from their glory days.” Morton said the church still helps in the community and contributes to the economy of the East, but “there is a lack of upscale shopping and entertainment for adults as well as children.” And while Thumma said there’s no guarantee Franklin Avenue Baptist Church moving in will lead to a building boom, he added his research shows there is certainly room for hope. “It really does, I think, at least indirectly drive development and help the economy,” Thumma said. “It certainly doesn’t hurt it.” Mtumishi St. Julien, a member of the East New Orleans Business

ever, reported as 31,635 in the 2000 census. Combined, though, the population for ZIP codes in Eastern New Orleans exceed the total population of the city of Lake Charles and St. Bernard Parish, something St. Julien noted. But development in The East is lacking compared with those two areas. But now, with Franklin Avenue Baptist Church moving in, St. Julien said it might finally send the message that the most obvious spot for future development in New Orleans is in the East. “They’re moving their congregation here because the people have moved here. The East — in terms of land — is still the growth area for the city of New Orleans,” he said. Luter, for one, agrees. The area for him has always been the obvious choice to put his church. It’s home. It’s just taken a while to get there. The first attempt to move started in May of 2005, when the congregation agreed to buy some land near Six Flags. But then “a woman named Katrina came,” and then he was told the site couldn’t be used since the U.S. Army Corps of Engineers needed mud from the site to reinforce levees in the area. The storm led to a drop in church membership, from almost 8,000

pre-Katrina to about 1,500 afterward. At that point, there was no need to move, Luter said, as the building on Franklin Avenue could handle the smaller crowds just fine. But then, people started coming back. “By God’s grace we started growing back again and got to the place where we almost had the same situation with very little space to expand,” Luter said. The congregation then decided to get a real estate agent to find some land, and “the rest is history,” Luter said. “I leave here every Sunday, man, and I pinch myself,” Luter said. “So when I go home, man, and just look over there to the right, I just can’t believe that God has blessed us to be able to build something like that.”

Development District, said it’s about time for something to drive development in The East. St. Julien said though population levels in the area are getting back to pre-Katrina levels, commercial development is lagging behind. “We’re scratching our heads as to why commercial and retail development is so slow in coming back,” St. Julien said, compared to residential. “We don’t have the similar developments. We don’t quite understand.” Census data also confirms a quickly growing population in the area. According to the most recent population estimate for the 70127 ZIP code — home of both Greater Saint Stephen and Franklin Avenue Baptist — 25,866 people lived there in 2016, more than a 26 percent increase from the number reported in the 2010 census. That number still comes short of the pre-Katrina population, how-

After the fall of Saigon in 1975, millions of Vietnamese refugees found sanctuary in The United States. Thanks to the efforts of the late Archbishop Phillip M. Hannan, some were able to settle and build homes in what is now known as Village de l’Est — a thriving community in New Orleans East. Mary Queen of Vietnam Church, established in 1983, became the first Vietnamese parish in the country. The brick-and-mortar church on Dwyer Boulevard is the beating heart of the Village de l’Est community. “The main goal of our church is to unite people together in worship, bond with other people in our neighborhood, and make a good life in our society,” said Joseph Anthony Tran, the parish coordinator. On Sundays, parishioners gather for mass. And they host an annual Vietnamese New Year celebration, Tet Festival, complete with fireworks, games for children, musical performances and, of course, Vietnamese food delicacies. People from all over New

Orleans drive to the church to join the fun. Through various outreach programs, parishioners help the needy. “The good thing about the people in our church is that in Vietnam, people were living in poor conditions. But here in the United States, we have the opportunity to put the effort into working…like running a store,” said Tran. “The majority of people in the parish own small business shops.” He noted that the Vietnamese play a major role in the regional seafood industry— especially the shrimping industry — and as a result, they provide jobs to the people in Village de l’Est and throughout New Orleans. The residents have also created sprawling gardens, greenhouses and even aquaponics systems. They’ve sold their produce at neighborhood markets, and to restaurants and businesses throughout the city. The families in the community invest their profits into their children’s education.

“We have a very good number of students who have graduated from college and are doing great in their careers,” said Tran. “Besides that, families can support the church in getting the community to do service.” Tran said that church officials are planning to expand Mary Queen of Vietnam’s footprint, because not only is the church the core of Village de l’Est, it’s the “Vietnamese or Asian cultural center in the southern states.” Their goal is to transform the 28 acres of land, across the street from the church, into a parish park with walkways that promote exercise. They also hope to construct a cultural resource center. “We all gather together here in New Orleans East at Mary Queen of Vietnam Church for festivities,” said Tran, explaining how the church has already received approval from the City of New Orleans and the state to build the parish park. “We can have a bigger space and a larger capacity to hold more people in the festivity.” EastNolabdd.com

Although St. Maria Goretti Catholic Church began as a mission chapel in Gentilly, it was moved to New Orleans East in 1962. Three years later, it was officially established as the parish church for the Little Woods neighborhood and now embodies a contemporary-style church and a community center with classrooms, spread across several acres of land, along with an enthusiastic congregation. The current parish pastor, Monsignor Earl Gauthreaux, arrived on June 1, 1968, and has been a part of the church and its surrounding community ever since. “I’ve been out here for a little over 50 years, so I’ve seen the growth of this entire area — and also the regrowth after Hurricane Katrina,” said Gauthreaux. “This

our center is open to them,” he said. St. Maria Goretti Catholic Church hosts an assortment of ministries, organizations and outreach programs. The Just Faith group prepares and delivers meals to the homeless. Members of the Altar Societies help maintain the church and offer altar assistance during mass. The Lay Carmelites, “a very prayerful group,” helps the community however necessary. “We have a very active CYO — a Catholic Youth Group — which reaches out to the poor during Thanksgiving and Christmas, and they also do many other projects, besides the athletics that they are involved in,” said Gauthreaux. “We also reach out to people in the neighborhood who are poor and neglected,” said Gauthreaux. “It’s done on a regular basis, even on a weekly basis… our people are very generous and loyal to their church, and very supportive of the activities of the church.” The Haitian Partnership committee helps a “poor parish” in the Caribbean country of Haiti, which was devastated by an earthquake in 2010. And since Gauthreaux has an assistant priest who hails from Uganda, his congregation has been able to offer direct support to the communities within that African country. The church also sponsors bingo nights, and a free picnic each year. “We prepare all the food and distribute it to the congregation,” said Gauthreaux. “It’s our way of thanking them for their loyalty and generosity towards the parish, and also towards the Archdiocese of New Orleans.”

area was completely flooded by Katrina, and so we had to rebuild everything.” The church complex was gutted and restored within a year. St. Maria Goretti’s church seats close to 900 people; the chapel, which is where daily services are held, can accompany nearly 100 people. The adjacent community center — the Msgr. Gauthreaux Center — comprises twelve classrooms, surrounding an open space with a fountain. The buildings are bordered by vast grassy areas. Gauthreaux explained that nearby residents reserve the community center for neighborhood gatherings, meetings or recreational activities. “We open it up to everybody, and we don’t charge them anything,” he said. “It’s open to them for their use.” Gauthreaux, who turned 88 in November of 2018, was born in Plaquemine, Louisiana, as the third of six children; he spent most of his childhood and adolescence in this city. In 1956, Gauthreaux was ordained to the priesthood by Bishop L. Abel Caillouet in St. Louis Cathedral. He was named a prelate of honor by Pope Paul VI in April of 1975, with the title Monsignor. The seasoned pastor and his clergy host masses, provide sacraments to Catholics within the area, and take care of the sick inside the comfort of their home or in the nearby nursing home. But any person, regardless of his or her background, is welcome to visit the center, Gauthreaux emphasized. “We serve people of all denominations…

ioners. “We are eternally grateful.” With help, the Mortons eventually rebuilt their main campus in East New Orleans.

New Orleans native Debra B. Morton leads alongside her husband, Bishop Paul S. Morton, Sr., as the senior pastor of Greater St. Stephen Full Gospel Baptist Church in New Orleans. She also serves as a co-pastor of Changing A Generation Full Gospel Baptist Church in Atlanta, Georgia — both are internationally-renowned ministries. But as the pastor of Greater St. Stephen, Morton followed in the footsteps of her husband, Bishop Paul S. Morton, who was the pastor before her. “Under his leadership, the ministry was extended to New Orleans East and the Westbank,” said Morton. “We became known as ‘One Church in Three Locations.’” In 1993, Morton was ordained as an elder and earned the distinction as one of the first ordained female elders to preach in a Baptist pulpit. She garnered local and national popularity with her television and radio talk shows, “Morning Coffee,” where she discusses the role of spirituality in everyday life. Greater St. Stephen Full Gospel Baptist Church was established 82 years ago in the Uptown area of New Orleans by 69 people — one of them was Debra B. Morton’s paternal grandmother. After two years, the church site was moved twice — first in 1938, to Ladies Providence Hall at Philip and South Liberty Streets, and then again in 1939 to a two-story building at their present New Orleans Uptown location on 2308 South Liberty Street.

In 1969, the church launched an extensive renovation and expansion program with a 12-year plan of the Greater St. Stephen Plaza, which would eventually include an educational center, a nursery, a rent-free senior citizens home and a youth recreational center. By the late 1980s, the flourishing church comprised a 4,000 seat sanctuary in New Orleans East and a 1,500 seat sanctuary on the Westbank. When Hurricane Katrina barreled towards New Orleans, Morton and her husband evacuated to Atlanta, Georgia, where their children live. They found safety and a place to worship alongside other congregants who had evacuated from New Orleans. Hurricane Katrina damaged all three St. Stephen locations, but the Mortons were able to repair the two smaller and less damaged facilities — the one on the Westbank and the other in Uptown. After the waters receded in New Orleans, the Mortons and their parishioners worked to rebuild the churches, all while helping people who needed food and clothing. The Westbank and Uptown locations were soon restored, but in 2008, the Uptown location was once again destroyed — this time by an electrical fire. “We were homeless once again,” Morton recalled, adding that Temple Sinai New Orleans and McDonogh #35 Senior High School (Morton’s alma mater) opened their buildings for her parish-

And despite the major misfortunes, they’ve moved forward with their mission. “Our main mission is to win souls to Jesus Christ and grow them holistically in mind, body and Spirit,” said Morton. “Secondly, we endeavor to go beyond the walls and make a positive impact on our city, state and the world.” Greater St. Stephen Full Gospel Baptist Church offers several community outreach programs focused on social issues, such as addictive behaviors and re-entry for formerly incarcerated individuals. It also hosts after-school tutorials and a summer camp for youth. Morton revealed that they plan to rebuild the Uptown location as a Family Life Center and hope to create a parent and child center in New Orleans East. Greater St. Stephens offers Sunday services at its New Orleans East location, as well as diverse ministries and programs throughout the week that support the community. Additionally, the parishioners of the New Orleans East church contribute to the surrounding community’s economy by frequenting commercial and retail establishment including supermarkets, restaurants, pharmacies, banks and medical institutions, among other establishments. Many of the church’s parishioners are proprietors of businesses in the area. Greater St. Stephens looks forward to continuing its relationship with the East New Orleans community. EastNolabdd.com

moved to its present location on the I-10 service road, near Chef Menteur Highway. The congregation has continued to grow ever since. “God came through,” said McManus, adding that his church remained faithful. “God brought us through those many different obstacles.” McManus says his church’s mission is “to spread the good news of the gospel to this generation,” — as in, “millennials.” “Our church is filled with thirtysomethings, and under,” he explained, adding that they’ve visited local high school and college campuses to “bring the new good news of the gospel to a generation that needs it now more than ever.” “Our young people — we teach them about marriage, and stewardship, and management,” said McManus. “People have decided to move to New Orleans East, purchase a home, settle down and build a family.” Building on City Church’s success, McManus is making plans for the future. For starters, he’d like to build a balcony inside the church, which cur-

rently seats about 2000 people, and also create satellite locations. He’ll soon launch a liberal arts college on the church’s campus; it will be available online, as well. The Southern Association of Colleges and Schools accredited college will be one of about 20 satellite locations affiliated with Southeastern University in central Florida. It will be the first one in New Orleans. The church also interacts with its congregation — and prospective members of it — through the short and feature-length films that they produce. “Our church is known for that, and we plan on using those mediums and tools to get the good news out,” said McManus, recalling how they released their first Christmas movie in November, during a “red carpet” affair. In 2006, McManus and his wife, Tammy, founded International Bible College. Bishop McManus School, named af ter Bishop Owen McManus, has “a 43-year histor y of raising up young men and women with integrit y and good principles.”

Dr. Owen McManus, Jr., the lead Pastor at City Church of New Orleans, connects to young Christians through Sunday services, outreach programs, and even film. His strategy seems to work. Since 2005, the church’s membership has grown from 21 to more than 5,000 people at its main campus in New Orleans East. City Church was launched in 1958 by McManus’ father, Bishop Owen McManus. The church was part of the Church of God denomination until 1980, when it became independent. McManus, Jr. became the pastor of the church in 1993. In 2005, Cit y Church was devastated by Hurricane Katrina, and its members were scat tered around the countr y — but McManus and about t went y other men rebuilt the physical structure of the church and kept moving for ward. “We came back pret t y much immediately af ter the storm,” said McManus. “We started our first ser vice in December of 2005 af ter (Hurricane) Katrina.” Three years later, the church was

Cornerstone United Methodist Church began as the New Orleans East United Methodist Church in 1985; in 1986, it merged with St. Andrew’s Church and adopted the Cornerstone name. The church received nearly eight feet of water when the levees failed during Hurricane Katrina, but the congregation began rebuilding right away. The church reopened within a year of f looding — on Palm Sunday of 2006, to be exact. Reverend Karli Pidgeon, the church’s lead pastor, is originally from Baton Rouge, but was sent to Cornerstone by a bishop of the United Methodist Church a little more than three years ago, and she now serves as the church’s first female senior pastor. What’s interesting about Cornerstone’s community is that its needs are not as “immediate” as other communities she’s worked within, Pidgeon said. “They’re a little more hidden, whereas if you are in places where there’s great poverty, it’s apparent as to what the needs are,” she explained. “But in this community, which tends to have some aff luence, it’s interesting to figure out the ways in which the church can still meet the needs, and to figure out what those needs are.” Pidgeon’s mission is simple yet significant: She wants to create “disciples of Jesus Christ for the transformation of the world.” To accomplish her goal, in addition to hosting Sunday services, she has created outreach programs that enable the congregation to help the community. “We feed the homeless, quarterly, in partnership with St. Mark’s (United

Methodist Church) on Rampart Street, and we also provide Christmas and back-toschool supplies for Fannie C. Williams (Charter School) students,” said Pidgeon. The church offers computer classes to senior citizens, and it also hosts Alcoholics Anonymous meetings on Monday evenings. Pidgeon plans to expand Cornerstone’s fellowship hall — an open space where Bible studies and other gatherings happen. “Right now, it can hold about 80 to 90 people, so we hope to double that and then provide other opportunities from our outreach, to our community,” she said. She is also planning to launch a food pantry, grow the church’s children’s ministry, and even start a prison re-entry program for former inmates moving back into society.

“Our hope is to provide basic life skills — as far as applying for a job, dressing for a job, writing checks, paying bills, that type of stuff,” she explained. Cornerstone was the first church to host a Trunk-or-Treat Halloween activity in New Orleans East, she said. During Trunk-or-Treat, church members decorate the trunks of their cars and congregate within Cornerstone’s parking lot. Kids trick-or-treat by visiting the cars, rather than walking through the neighborhood and knocking on doors. “We provide hot dogs and nachos and drinks and things, as a way to just reach out into our community,” said Pidgeon. “I think last year we had over 500 children come through the parking lot.”

Once Upon a Dream Home CHERIE DUCKWORTH’S HOPE FOR ECONOMIC REINVIGORATION IN NEW ORLEANS EAST

Prior to moving to their home in Mark Subdivision in 1998, Cherie and Mervyn Duckworth Sr. would drive around the subdivision looking at houses that were beautifully garnished with Christmas decorations. It was these memories of the neighborhood that stood out most prominently to the young couple when it finally came time to purchase, and they knew right away: their dream home was in Mark Subdivision. “As a child growing up in New Orleans East, I always knew we lived in what’s considered suburbia in New Orleans,” said Cherie Duckworth. “My friends who lived Uptown looked at us differently. You had arrived living in New Orleans East. The Plaza Mall opened an ice-skating rink, we went shopping, we’d go to the movie theatre there — we did it all in New Orleans East. We didn’t have to go anywhere else in the city to get quality products and services.” Duckworth was born and raised in New Orleans East. She attended Wilson Elementary, St. Paul the Apostle, St. Mary’s Academy, and finally the University of New Orleans. She met her husband, Mervyn, while attending school in the area, and it was a match made in heaven. Mervyn owns Duckworth Curb Master Inc., a landscaping business in New Orleans

East, where he and his team work to beautify the area. Mervyn’s parents have also lived in New Orleans East all their lives. His brother, Ore Duckworth, and wife, Sandra, are the proud owners of Sassafras Creole Kitchen, located just off Franklin Ave near UNO. “When we decided we wanted to expand our family and upgrade from our first home, we looked at several other subdivisions, but none of them compared to our quest to live in Mark Subdivision,” said Duckworth. Duckworth’s son, Mervyn Duckworth Jr., lives in New Orleans East as well. He was able to find a home in the same neighborhood where his parents purchased their first home — Willowbrook Subdivision. He attended school in New Orleans East until the 7th grade, when Katrina hit.

Duckworth, President of the neighborhood association and longtime resident of East New Orleans. Since Hurricane Katrina, Duckworth has held out hope that the area will experience a reinvigoration, and she plans to stick by her dream home until it happens.

“When Katrina hit, we had an opportunity to live in Houston,” Duckworth said. “But I longed to be home, not to just be in New Orleans, but to be home in Mark Subdivision. My home is my safe haven, it’s my refuge, my shelter. It’s what I know and what I want to know.” While economic hardships have taken a toll on the area, Duckworth is seeing things every day that make her hopeful that New Orleans East will see its glory days once again. “When the New Orleans Hamburger & Seafood Co. opened, I smiled, because I frequented the one in Metairie,” said Duckworth. “We are getting a new PJ’s Coffee, and that’s great! Duckworth also highlights the New Orleans East Hospital, Wyndham Garden Hotel, Walmart and the new state-of-the-art East New Orleans Library as signs of economic growth in the area. “For people who migrate to New Orleans East, this place is a land of refuge for them,” Duckworth said.

“You can live in singlefamily dwellings, and you can be a homeowner.” Mark Subdivision has 116 lots, with 115 houses and one empty lot. A large amount of property — approximately 95 percent — in the neighborhood consists of homeowners. “I have no need, want or desire to move,” said Duckworth. “What my desires are is to see the area come back to what it once was. I want it to come back and flourish.” Duckworth’s desires are already coming to fruition. One exciting project in the area is from developer Roland Von Kurnatowski, who plans to turn Lakeshore Landing by the Lakefront Airport into a water park and outdoor music venue. “I’m excited about the new outdoor music venue,” Duckworth says. “I do go to concerts, I love music and I’m a musician. Plus, that will bring about additional businesses.” As Vice President of Workforce Development at the Urban League of Louisiana in MidCit y, Duck worth has a 12-mile commute into the cit y. Af ter long days at work, Duck worth says she “always smiles when turning into Mark Subdivision.” Duck worth has no plans to leave her dream home in Mark Subdivision any time soon, and she welcomes new neighbors with open arms. “As long as I’m in New Orleans, I plan to stay in my home in New Orleans East.”

Pastor Will Lloyd describes Lake Barrington as a peaceful and close-knit community. Besides the fact that the neighborhood has its own homeowners’ association and is a Subdivision Improvement District, it’s the people that play a big role in Lloyd’s fondness of his neighborhood. Lloyd and his wife, Dr. Ariel M. Lloyd, chose to move to Lake Barrington in 2008 after returning from a temporary stay in Jackson, Mississippi following Hurricane Katrina. Upon returning home to New Orleans, they found refuge in a newly renovated home in Lake Barrington. The home was and remains, 10 years later, the perfect location for the Lloyd family.

With a young daughter, having the grade-A elementary school Lake Forest Charter only a few short blocks away was a huge benefit. Additionally, Lake Barrington isn’t far from the Lloyd family’s church home, Franklin Avenue Baptist Church. They also have family members within walking distance of the subdivision. “Our experience with our neighbors in Lake Barrington has been a positive one, since we look out for one another,” Lloyd said. The subdivision is bounded by Morrison Road on the north, Wright Road on the west, Interstate 10 on the south and the Berg Canal on the east. Just outside of the neighborhood, New Orleans

East has a lot to offer residents in the way of education, dining and entertainment. “My family and I love to visit the New Orleans Public Library on Read Boulevard, Fire Food & Spirits and New Orleans Hamburger and Seafood Co. on Bullard Avenue, and Freezy Street on Chef Highway,” Lloyd said. As owner of Renewal and Restoration, LLC, located down the road in Broadmoor, Mrs. Lloyd offers individual, group, couples and family counseling. Lloyd provides her patients with the skills and environment to help them experience wholeness and serenity through social development, emotional stability and spiritual wellness. As Pastor of Youth, College Students & Young Professionals at Franklin Avenue Baptist Church, Mr. Lloyd works with Sr. Pastor Fred Luter, Jr. in leading students toward salvation, spiritual growth and accountability. Lloyd’s commute was once 10 minutes long, but the church’s relocation to New Orleans East has cut his commute to less than half that time.

Lake Barrington is connected to a larger group of business professionals, development districts, and a faith community that shows living in New Orleans East is an excellent prospect. “Our association leaders do a great job of engaging the residents for community involvement,” Lloyd said. Examples of resident involvement in Lake Barrington can be seen especially bright during the Christmas season. One of Lloyd’s neighbors, Mrs. Williams, is chairing and coordinating a Lake Barrington HOA “Neighbors Helping Neighbors” committee that will assist in hanging and removing neighbors’ Christmas holiday decorations for those who need help due to health or age. Volunteers from St. Augustine High School, Crown of Life Lutheran and Franklin Avenue Baptist Churches will be helping the elderly or ill neighbors of Lake Barrington as part of their community service efforts. With this initiative, Mrs. Williams hopes to make a statement to the City that “Lake Barrington is alive and thriving” by increasing the number of homes in Lake Barrington that display the Christmas spirit. It’s because of acts like this that Lloyd describes Lake Barrington as being special because of its residents, their care for each other and their concern to keep the neighborhood a clean, safe and attractive place to live.
