W

hen President Obama recently proposed a two-year federal employee pay freeze, you could almost feel the real estate industry shudder. That’s because jobs and real estate continue to be tethered together. If salaries are frozen, or if more Americans’ annual income doesn’t keep pace with inflation, it might make them nervous about their future job and income prospects. And Realtors know that if you aren’t confident about your future job and income prospects, it’s unlikely you’ll want to purchase a home. (In a recent speech to the business community, Federal Reserve Chairman Ben Bernanke acknowledged that continued high unemployment is increasing economic uncertainty.) The salary freeze prospect also has an impact on housing prices. When family incomes are flat, it’s very difficult for local home values to appreciate. That’s because lenders traditionally allowed borrowers to purchase homes that cost 2 to 2.5 times family income. In years where the 30-year mortgage interest rate fell to 6 percent or below and lenders were more flexible in what they were willing to do for borrowers, that lending ratio might be stretched to 3 or 3.5 times family income. What happened during the housing boom is that lenders developed creative financing techniques, which stretched tried-and-true lending ratios — with disastrous results. Home buyers who earned $50,000 per year bought $500,000 homes with nothing down. In areas like Nevada, Arizona, South Florida and Southern California, where more home buyers stretched affordability with exotic loans, home prices have fallen faster and farther. But as the unemployment rate remains near 10 percent (officially, and near 20 percent if you count those underemployed), it’s easy to connect areas that have high levels of unemployment with those that have high levels of mortgage delinquency and foreclosure. “The most rapid increases in mortgage delinquency occurred in metro areas where home prices are much higher than local incomes can afford” observed Tom Kingsley, senior fellow at the Urban Institute. mortgage delinquency rates already, and they’re rising. Compare those states with North Dakota, which has one of the lowest unemployment rates in the country. Just 1.8 percent of homeowners in the Bismark metro area are delinquent on their mortgages. The biggest question is whether 2011 is the year when the lack of jobs coupled with forced furloughs and declining income will finally overcome whatever savings those families are using to pay their bills. “Serious delinquency rates are also rising rapidly in metro areas within Colorado, Washington and Utah, where delinquency problems have been moderate so far,” Kingsley noted. If you lose your job, you’ll use every available financial resource to avoid paying bills late and then to stay out of foreclosure and bankruptcy. But when those resources run out, many homeowners will run to bankruptcy court. Bankruptcy filings are up 150 percent, as homeowners attempt to stave off foreclosure. The next wave could be the 2 million Americans who are classified as “longterm unemployed,” and whose last unemployment benefits check has just been mailed out. Congress doesn’t look like it’s passing an extension of unemployment benefits before the winter holiday break. For many mortgage lenders, that political logjam could mean a rising tide of foreclosures all the way through the spring home buying season. Question: We've been waiting to refinance because we felt like mortgage interest rates would go lower. But now it looks like interest rates have bottomed out and so we've decided to move ahead. But at the same time, the value of our neighborhood appears to be falling. With local home values having fallen so dramatically, it seems like we're right on the borderline of having 20 percent in equity. In fact, the amount we owe on our mortgage might be more than 80 percent of the home's value. It's borderline. Do we risk paying $400 or so for an appraisal that might show us we can't refinance? Also, everything I read says not to refinance if you're going to move within five years. We might move within five years. In fact, we talk about moving all the time. But one quote I got from a mortgage broker showed us that even with rolling the closing costs into a new 25-year loan, we'd still come out with a lower monthly payment than what we have now. So does that conventional wisdom still apply? Is there something I'm missing or

should we just go ahead and refinance even if we move in a year? Finally, where is the best place to shop for loans? Should we go with a mortgage broker or call around? I'm getting nowhere with our current big box lender. Answer: You've asked some excellent questions that I am sure many of your fellow homeowners are thinking about as well. Let's start at the top. While interest rates appear to have bottomed out, they could stay at these nearhistoric low levels for quite some time. (It's my feeling that when 30-year fixedrate mortgages are available at 4.5 percent or less, it's a sign of how weak our national and world economies are.) But you're facing an even bigger problem, which is falling home values. The latest figures seem to show that home values are again declining after rising slightly this summer. If you're barely at 20 percent equity in your property today, depending on where you live, it's possible that your home equity will shrink further before you can close on your refinance. That brings up another issue: If you don't have at least 20 percent equity in your home, you'll have to pay a higher interest rate for your loan or pay for private mortgage insurance (PMI), which is expensive these days, and that additional cost could easily wipe out any savings you would garner from refinancing. Should you pay $400 for an appraisal? Probably not. You're better off starting the refinance process and having the lender order the appraisal. If you order an appraisal separately, there is no assurance that the lender you choose will arrive at the same appraised value. The lender will not use your appraisal, and you'll be out the money for the appraisal. If your bank sends out an appraiser and the property fails to appraise at a high enough price for you to refinance, you should make sure that you only lose the cost of the appraisal if you decide not to move forward with the refinance. As for refinancing even if you're contemplating a move, I think if you can save money from the get-go and pay off the costs of refinance within a relatively short period of time (say, six to eight months), there's no reason not to refinance. Having said that, if you are paying closing costs and those costs are rolled into the amount you will owe on the mortgage, you may not be getting a great deal even if your monthly payment to the lender goes down. If you sell within one year of refinancing, you'll have to repay all of those closing costs. So, you need to make sure the savings on your monthly payment are sufficiently high to counter any closing costs.

sk a gardener what they’d love for a gift, and they might look uncomfortable before responding vaguely “Oh, I don’t know, anything’s wonderful.” Don’t be frustrated. It’s not that we don’t want to answer you; it’s just hard to explain that the things we cherish are likely to make you avoid us. Even gardener to gardener, we don’t always know how our gifts will go over. One, regaling me with the tale of how she first got her green thumb, hesitated when it came to describing her dirtloving mother’s gift for her first garden. “Guess what mom sent,” she said, a little self consciously. “Manure – she mailed a big box of chicken manure!” Now there’s a memorable gift. Such treasure is what many gardening moms have given, and will continue to give for generations. But the gift of dung isn’t covered by the Dictionary of Etiquette, so if you’re searching for something different to wrap up this year, give the next best thing: knowledge. Sign up your loved one for Your Edible Garden Workshop, a one-day immersion into food gardening offered by Colorado State University Extension offices in Larimer, Boulder, Weld, and Adams counties. This all-day workshop is Saturday, January 22, 9 a.m. to 4 p.m. at the Ranch in Loveland, and costs only $65. The event, held at the Ranch in Love-

land just off I-25, features a variety of seminars to suit everyone, from beginners to seasoned gardeners. Here’s a sampling of what’s in store for your gardener: Successful gardens start from the ground up, and Dr. Jean Reeder will take participants on an exploration how to build great garden soil. “Soil is a living system, providing the fundamental support for all terrestrial life,” said the retired soil scientist, “we need to feed and nurture our soils so they can feed and nurture the plants, animals, and us.” Other basics to help the novice gardener include demystifying irrigation, with Extension Agent Joel Reich, who will help participants save water while getting tender, sweet vegetables. Tips for growing vegetables in Colorado will fill one seminar, but if your gardener wants to delve into specialty topics, they can choose from tomato selection, vegetable disease control, strawberries tips, how to grow raspberries and blackberries, or starting vegetables from seed. If developing skills tops the list for your gardener, enroll them in Fruit Tree Pruning with David Whiting, Professor with Colorado State University. For high yields of quality fruit, fruit trees need care while young, and annual pruning to keep them producing for years. Whiting will review the unique needs of each tree type, including apples, peaches, and other tree fruits. Anyone feeling the pull of the earth while living without a place to garden

will love Alison O’Connor’s workshop on vegetable container gardening. Patios, porches, balconies – any place with sun can be converted into an oasis of edibles. The seminar covers space requirements, plant needs, and recommended varieties. January, said O’Connor, the CSU Horticulture Extension Agent in Larimer County, is the ideal time for this kind of event. With March around the corner, gardeners start planning early. Wrap their registration form with a pair of gardening gloves, trowel, and seed packets to make a gift they’ll remember almost as long as a box of manure. ucking your garden in for the winter doesn’t have to put an end to enjoying the beauty of your landscape. Freshen up this holiday season with touches of nature to enhance your home and spirit. Follow these five easy steps to bring nature inside your home this holiday season:

1. SOOTHE THE SENSES: Make a special potpourri incorporating some garden favorites and traditional ingredients of the season. Look outdoors for items that stand out: pinecones, acorns, seed pods, dried flowers, small leaves, bits of evergreen. You can also look to the kitchen cabinet for familiar scents and flavors of the holiday: cinnamon sticks, whole cloves, whole nutmeg, star anise, orange peel, dried apple slices, cranberries and lemon peel. Once the ingredients have been collected, be sure they are dry. If necessary, bake at 150 degrees for five to six hours to dry thoroughly (especially recommended for items like apple slices, cranberries, orange and lemon peels), or use a food dehydrator. Then, combine ingredients together and add essential oils (available online, in craft stores and organic markets). Place in a glass bowl or a sachet to give a room or drawer a fresh new scent. Package a cup of potpourri in a mesh bag to give as a gift, and tie with a colorful ribbon. You may also use your potpourri in a simmering pot by placing 1 cup potpourri in 1 cup water in a small saucepan on the back burner of your stove. Simmer for 20-30 minutes to fill your home with the festive scents of the holidays.

2. PERK UP THOSE POTTED PLANTS: Give indoor plants a holiday makeover this year. Re-pot plants that are tired or root-bound into festive, colored pots filled with potting mix. Once potted, remember to water and use plant food. Bring the outside in this holiday and incorporate live plants into your tablescape. 3. GIVE THE GIFT THAT KEEPS ON GROWING: Now that you’ve spruced up this holiday season with indoor plants, help others do the same. Plants improve indoor air quality and can also lift spirits. A live plant can bring the warmth of nature to someone’s home for years to come. Festive favorites for this time of year include: poinsettias, amaryllis, Christmas cactus, Norfolk pines and topiaries made of herbs and ivy. Simply place these plants into a colorful pot, basket, or gift bag and tie with a ribbon. If gifting a live plant to someone inexperienced with indoor plants, include simple care instructions on a gift tag along with a container of plant food. 4. DECK THE HALLS: Your garden may be in hibernation for the winter, but it can still bring plenty of holiday joy. Evergreen boughs, magnolia leaves, poppy pods, dried hydrangeas, acorns, pinecones and oak leaves are just a few of the interesting things found in your garden that could be used to make a wreath or centerpiece. Start with a foam frame or base and layer on the different textures while paying attention to the varying colors. Paint some items, such as leaves or pinecones, in gold or silver. Add a garland made of cranberries, popcorn and orange peel for additional color. A live tree is another great way to bring nature inside for the holidays. Potted or balled evergreens are available at most nurseries this time of year in varying sizes and shapes. Ask at the nursery for proper care instructions so that it may be transplanted into the garden to increase greenscapes rather than adding to a landfill. 5. SPICE THINGS UP: Enhance holiday fare and start an herb garden on a warm, sunny window ledge. Grow fresh rosemary and sage to perk up the holiday turkey. Give sprigs of flavorful herbs or bouquet of garnish to the foodies in your life. Use twine to attach snips of rosemary, thyme, sage and bay leaves together for a flavorful combination that is sure to seduce their senses.
