uestion: I didn’t get the property tax bill for my home, and now I have to pay the late penalty. Do you have any suggestions for how to fill out the waiver application? Answer: The responsibility for finding out how much your property tax bill is falls on every homeowner. Even if you don’t receive a bill, you’re obligated to get the information and make the payment on time, or you will be assessed a late fee. That’s what has happened to you. Have you tried to find out why you didn’t receive a tax bill? Is the address incorrect in the records? Did one of your neighbors get it by accident? I suggest you fill out the waiver honestly, and simply point out that in however many years of living in the property you have paid your tax bill on time and in full (if this is true) and that you did not receive the tax bill through the United States Mail. I’d hope there would be some leniency, but given the dire nature of most state budgets, I’m guessing you’ll have to pay the penalty.

Colorado Governorâ&#x20AC;&#x2122;s Energy Office kicked off an ARRA funded rebate program April 19 for a variety of appliances and energy saving installs such as insulation and solar power. The office estimates roughly half of the $18 million allocated is still available with 33,200 rebates already reserved, said GEO Media Relations Manager Todd Hartman. Rebates for the three most popular appliances, refrigerators, washing machines and dishwashers, went fast but are still available because incomplete reservations are up for grabs. â&#x20AC;&#x153;It is still very likely to get the rebate because some people are not following through,â&#x20AC;? Hartman said. â&#x20AC;&#x153;There is a period of 30 days (after reserving the rebate online) that you are required to make your purchase. If people fail to do that, that rebate drops off and the next person in line is eligible for that rebate.â&#x20AC;? â&#x20AC;&#x153;With any rebate program, weâ&#x20AC;&#x2122;re seeing that numbers of people are not following through with the rebate. Weâ&#x20AC;&#x2122;ve seen this in other states that have implemented similar programs,â&#x20AC;? Hartman said. The website allows Colorado residents to reserve their rebate and offers a 30-day window to purchase the appliance and send in the rebate paperwork. Residents can expect their rebate check four-to-six weeks after mailing it in if the paperwork is completed correctly. Other appliances qualifying for the
GEO rebate program include energyefficient models of gas tankless water heaters, high performance or gas condensing water heaters, gas boilers and gas condensing furnaces. Incentives are also being offered for energy audits, insulation and air sealing, duct sealing, solar power installation and residential wind power. Hartman expects incentives for larger ticket items like insulation to be available for longer. Residents can use the GEO website, www.rechargecolorado.com, to search for other incentives in their area including offers from federal and state government, local utilities and manufacturers. This database will be maintained after the GEO rebate funds are exhausted. Website www.Energystar.gov offers a similar geographical search function for incentives. There are local savings available for smaller purchases as well. Platte River Water and Power Authority teamed up with other local utilities including Loveland Water and Power a few years ago to offer ongoing discounts on Compact Fluorescent Light bulbs (CFLs) through the Lighting with a Twist program. Rebates are offered to local retailers and given as direct in-store discounts to customers, knocking $1 to $2 off CFLs in the $3-5 price range according to Paul Davis, the Energy Services Manager at Platte River Power Authority. The current contract for the program expires March 2011. Loveland retailers involved in the program include Jax Outdoor Gear & Ranch, Lighting Designs & More, Orchardâ&#x20AC;&#x2122;s Ace Hardware, Samâ&#x20AC;&#x2122;s Club and The Home Depot. Some of these locations are also serving as drop-off locations to recycle used CFLs. Davis said there are often incentives to be found with local utilities. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s always a good idea for people to talk to their utilities. There is an increasing number of incentives being offered especially if you are planning on a big purchase.â&#x20AC;?

ardeners get creative when it comes to dispensing with too much produce from a backyard kitchen plot. Leaving baskets on doorsteps, pawning it off on co-workers, or donating to local food banks are well-known summer routines. But between the ding-and-dash of a zucchini delivery and discovering a shriveled carrot in the car, there comes a time when gardeners flirt with the dream of opening their own farm stand. And years ago, a group of Colorado Master Gardeners did just that, starting a Fort Collins tradition that welcomes green thumb hobbyists to this day. “Our market started as a place for the backyard gardener who has too many tomatoes or lettuce to sell it,” said Alison O’Connor, Extension Agent with Colorado State University Extension in Larimer County. “Master Gardeners put together a Farmer’s Market designed for the small grower, and we still have far more small scale gardeners than big, 500-acre growers.” Located in old town Fort Collins, the Larimer County Farmer’s Market has grown to 70 vendors, scheduled throughout the season selling fresh vegetables, fruit, baked goods, dog biscuits, artesian crafts, cut flowers, wine, cheese, milk, eggs and meat. The vendors connect their handiwork to customers through one-on-one sales. “We started there in 1986, selling
sweet corn, pumpkin, onions – a mix of stuff. But we’ve cut back some now,” said Virgil Scott, who with his wife Janet, have one of the longest running booths at the market. The 80year-old retired research biologist first opened his booth after taking up the hobby of gardening, launching into it with a modest five-and-a-half acre plot filled with corn, winter squash and pumpkins. Since then the Scotts have become a fixture at the market, whose good humor and produce customers look for to make the visit complete. “I like seeing satisfied customers, but also I get to meet a lot of people who’ve become my friends,” he said. “This market is about making people happy.” Celebrating their 35th anniversary this season, next Saturday’s opening day plans include a ribbon cutting at 9:30 a.m. followed by City Councilman Wade Troxell reading a proclamation designating June 26 as Farmer’s Market day. “It gets people excited and engaged in supporting local agriculture,” O’Connor said. Raffles for gift baskets, items, and certificates from vendors and local business will be held throughout the day. Saturdays through the summer will feature demonstrations by chefs, gardeners, and craftsmen. Even large-scale growers are drawn to the market, which has maintained its neighborhood feel. “This is a grassroots market, it’s

After early morning unloading at points from Denver north, Ela is happy to staff the booth in Larimer County because the atmosphere is laid back. “It’s low-key but high quality, and I really enjoy the customers — they’re good people.” Stop by the market to pick up some produce or treat for your four-legged friend, and be sure to ask the vendor about their garden. uestion: I like to focus on a couple garden veggies each year. This year I’d like a little information on cucumbers and summer squash. They’re pretty quick to mature, and can be prolific. They also take up a fair amount of space. How can I maximize my production from a few plants? Answer: You’re absolutely right about these plants maturing fast, most often 50-65 days after seed emergence. That makes them a great choice for gardeners above 5,000 feet. These plants can mature in shorter seasons at higher altitudes. For extended harvests at any altitude, gardeners may want to consider starting seeds inside several weeks before transplanting. These heat-loving plants should be transplanted when the soil temperature at a two-inch depth is 60 degrees. Also, these plants don’t like their roots disturbed, which makes transplanting difficult. Planting in peat cups, or pressed soil cups is best. Otherwise, be very careful if you choose to transplant. Stressed plants set out in cool weather can reduce yields and stunt growth, making the plant more susceptible to disease and pest infiltration. When seeding, it is just as important to choose warm days to seed, as cool moist soil can rot seed before it will germinate. Planting in hills insures proper drainage for starts. Moist soil is necessary to start germination, but you can wait to water until you see the seeds germinate. As the plants get larger they will need more water. Remember, it is better to water once every few days with the proper amount of water then to water a little each day. It is common for plants to look wilted in the heat of the day and evening — but they probably don’t need extra water. If plants look wilted in the morning, it’s best to increase irrigation. Cucumbers and squash are susceptible to aggravating attacks by insects and diseases. Properly identify what is attacking your plants before treating. Ask your local Extension office for help with identification. Once flowers are produced, it may take a few flowers before pollination actually occurs. Usually these plants produce some male flowers before the females. The fruit appears with female flowers. These plants rely mostly on honeybees to complete their pollination. Look for honeybees, and consider planting some flowers to attract the bees to your yard early and often. Proper harvesting is essential to keeping your plant producing fruits. Summer squash are best harvested around six-inches long and cucumbers between six-and-eight inches long. If you don’t stay on top of harvesting, the plant may yield less fruit. To reduce the foot print of the cucumber vine, consider planting next to a fence, or installing a trellis for the plants to climb up. This will save space, keep fruits off the ground and possibly make harvesting easier. In the future, you’d be best off marking in your calendar when tax bills are due and then adding a reminder three weeks before the due date. Some financial software programs will remind you of recurring bills. If you maintain your financial records with programs like these, make sure you enter all important recurring bills to receive reminders. This way, you’ll remember to look for your tax bill, and if you don’t get it you can contact the assessor’s office for another copy or go online to find out how much you owe. You should mark when your tax bills are due even if you escrow your taxes and insurance premiums with your lender. You should make sure you know when your tax bills come out and when they should get paid — and then make sure that your lender actually makes the right payment. While your lender may ultimately be responsible for the late payment, vigilance on your part can eliminate future hassles. Paying real estate tax bills is easier in some parts of the country than in others. In some places, when you buy real estate the tax collector automatically updates its database and you can generally be assured of getting your real estate tax bills. In other parts of the country, you have to complete a name or address change yourself or you won’t get the tax bills. It’s up to you, the property owner, to follow up and understand when the tax bills come out, what amount you owe, when the bill is due and who is responsible for the payment.
