Q
uestion: I bought a small farm using money from selling my other farm and taking money from my IRA. Because of the large amount of income tax I was going to have to pay on the withdrawal and today's historic low interest rates, we decided to get a small mortgage of about $60,000 on a $350,000 purchase. We got a variable rate loan from the local credit union and returned most of the IRA money to the account. So, now I'm in a quandary. We want to refi-
nance our loan but have been told that we can't do a regular loan because Fannie Mae and Freddie Mac won't back it. I wish I had known that before I used my IRA money. I could have gotten a regular mortgage from the start. Also, the mortgage lender told us that he doesn't have any investors who will do a farm loan. Is there anyone who will help out a small farmer? I am 63 years old and don't want anything more than a 15-year or 10-year loan. I have an 800 credit score, but I only have $37,000 in income per year, which will go up $800 per month in October, when my wife begins collecting Social Security. I can't afford the payments if my interest rate
goes up, so I'd like to lock in a low interest rate now. Answer: It doesn't sound as though you got very good financial advice (if you asked for any) when you were thinking about how to apply your resources for this purchase. Your initial thought was to pay cash for the property. But paying the income taxes on the IRA money would have likely pushed you up into a much higher tax bracket. That's a hefty price to pay when interest rates are at about 4.6 percent for a 30-year fixed and under 4 percent for a 15-year loan. The good news is that the USDA offers home loans under their rural development program.
These are loans for rural homebuyers (like you) and are set up a little differently. The amount that you want to borrow shouldn't be that big a deal, and the loan will carry a decent interest rate. You can find out more information at usda.gov. If for some reason that does not work, you might consider talking to various lenders about your options. You should consult with a local bank, a credit union and a mortgage broker. You may find one of these institutions willing to help you out in your situation. Keep in mind that your variable interest rate loan may stay low for some time while you seek out other options.

here’s a thug lurking in your neighborhood, taking every opportunity to attack your precious tree fruit. With oozing droplets and a hoard of unwitting helpers, it moves from tree to tree, torching twigs and branches until the tree looks scorched. Evidence of the infection becomes more obvious as we head into June. Fire blight is a bacterial disease that affects certain plants in the rose family. It is especially destructive to apple, pear, quince and crabapple. It attacks in spring, when temperatures reach 65 degrees and frequent rain occurs, and then bacteria overwintered in cankers on the tree resume activity, multiplying rapidly. Though the good news is that we’ve had some rain and humidity, the bad news is: the recent weather created good conditions for this damaging disease. This is when masses of bacteria are forced through cracks and bark pores to the bark surface, where they form a sweet, gummy exudate called bacterial ooze. Insects such as bees, ants, flies, aphids and beetles are attracted to this ooze, pick up the bacteria on their bodies, and inadvertently carry the bacteria to opening blossoms. Bacterial ooze splashed by rain also can spread the disease. Young branch tips can be infected through air openings on leaves, called stomata, air openings on branches, called lenticels, or, more commonly, through wounds created by pruning, insects, or hail storms. Droplets of ooze can form on these infected twigs within three days and fruit may be infected through insect feeding wounds. Girdling cankers — areas of disease on the wood — eventually develop from branch or blossom infections. Leaves wilt, darken and curl to form a shepherd’s crook. This gives the tree a firescorched appearance, thus the name “fire blight.” There is no cure for this disease, so prevention is the best solution. Fire blight control methods include use of resistant varieties, cultural practices, pruning and spraying. Using resistant varieties is the most effective prevention method, but keep in mind that resistance doesn’t mean immunity. Remove and destroy newly infected young twigs as soon as possible, so that your tree doesn’t become the mother ship for disease in the neighborhood. Do this when no rain is predicted for at least two weeks. It may be best to leave pruning until winter when the bacteria are not active. This reduces infection on the tree and the number of bacteria available to infect healthy blossoms and shoots. In young twigs, make cuts at least 12 inches below the dark, visible edge of infection to avoid slicing into the bacteria. Remove all blighted twigs and cankered branches. Prune larger limbs about 6-to-12 inches below the edge of visible infection. After each cut, surface sterilize all tools used in pruning. Spray tools with Lysol or dip tools in 70-percent ethyl alcohol, or a 10-percent bleach solution. Bleach can rust tools, so if you use this to sterilize your pruners, wash them after you’re done and apply a light tool oil to keep them rust-free.

If you have recently moved to Colorado, it is important that you familiarize yourself with the state’s zones. What works in the Midwest may not do well in the Rocky Mountain region. The Fort Collins/ Loveland area is typically known as Zone 5. It should be noted that these zones are guidelines and not hard and fast rules. Each area, and in many cases, your own yard, can have microclimates that do not show up on zoning maps. A microclimate varies from the surrounding climate due to wind, sun, rain, drainage, soil content, location and other factors. Sometimes experimentation in plant placement is the only way to know what grows in a certain area.
