uestion: I’ve been hearing that there are new resources for people who are unemployed to help save their homes. I’ve been out of work for nine months, and while I have been looking hard to find a job, I haven’t found anything yet that comes close to what I was earning before. In the meantime, I have nearly used up all of my savings and have started tapping into my 401(k) account, which I know will cause some problems for me with the IRS next year. But I can’t help it. I don’t want to stop paying my mortgage. I feel as though I’m getting close to finding a job that will pay me enough to continue to live in my house and feed my family. But I could really use some help just getting over the hump. How can I access this new program for unemployed homeowners, and how do I get my lender to go along? Answer: It sounds as though you’ve been through the wringer. So have millions of other Americans. Around half of all who are unemployed have been out of work for six months or longer. There are 7 million fewer jobs now than there were before the start of the recession. Times are tough. Good for you for hanging on. I don’t know if you’ll qualify for this latest government-funded program, but here are the details. The Home Affordable Unemployment Program (UP) is the latest offering from the federal government. Actually, the program has been around for a year, but fewer than 15,000 homeowners have qualified for it. The program provides you with up to a year of reduced payments or a complete forbearance, under which you would not have to make any payments on your mortgage. The amount you don’t pay is not forgiven but is added to the back end of your loan. According to the www.Making HomeAffordable.gov website, you may be eligible for the program if “you are unemployed and eligible for unemployment benefits, you occupy the house as your primary residence, you make your request for help before you’ve missed three payments, you have not previously received an UP forbearance or HAMP SM modification, and you obtained your mortgage on or before January 1, 2009.” The program requires all lenders that offer FHA loans to participate in the program. Please tell me what we can do. Answer: I wish I could solve your financial problems right now, but it will take time and a strong commitment to get on the other side of this mountain. What you need now is a really good nonprofit credit counselor to help you go through your bills, liens and debts, and figure out whether you should be in a debt management program or in bankruptcy. I recommend Credability.org or an organization that is a member of the National Foundation for Credit Counseling (NFCC.org). You need to find out your options as soon as possible, so please go online and make an appointment with an accredited nonprofit credit counselor. Make a list of all of your debts and interest rates, your assets and your income. When you go for your appointment, bring this list and all supporting documentation regarding the liens or debts. Take a deep breath — this is hard, but you’ll get through it. One thing you
seem to have going for you is good income. You need to focus on each of your financial problems and find separate solutions for all of them. While you feel overwhelmed by the number of issues, you need to attack them in order of priority. And you need to do this as a family. Some decisions you will make may not be popular with your children — but you may have no choice but to carry them out. That’s why you need a credit counselor to help you work through your issues, or at least to discuss them and help you set priorities.

ny changes to the mortgage interest deduction now or in the future could threaten recent progress toward stabilizing the housing market, critically erode home prices and values, destroy middleclass wealth accumulation and hurt economic growth. That was the message delivered by National Association of Realtors NAR Chief Economist Lawrence Yun during today’s Rethinking the Mortgage Interest Deduction forum, where he joined a panel of experts to debate the future of the MID. The event was hosted by the Tax Policy Center, a joint venture of the Urban Institute and Brookings Institute, and the Reason Foundation. “As the leading advocate for housing and homeownership, NAR firmly believes that the mortgage interest deduction is vital to the stability of the American housing market and economy,” Yun said. “The MID facilitates home ownership by reducing the carrying costs of owning a home, and it makes a real difference to hard-working middle-class families.” Yun argued that now is the worst possible time to discuss changing the tax laws, which could further impair the housing market’s fragile recovery and a broader job market recovery. “One thing that is indisputable is that eliminating the MID will lower the homeownership rate in the U.S.,” he said. “While we must ensure that the conditions that led to the artificially inflated home ownership rate of the bubble years do not resurface, we also need to create the conditions for sustainable home ownership, which has been shown to provide myriad social benefits for families and communities.” During the debate, Yun challenged recent proposals calling for changes to the tax code, stating that it’s a misplaced argument to say the MID was a cause of the housing market bubble and is suddenly part of the deficit problem, when it’s been part of the federal tax code for more than 100 years. Reducing or eliminating the MID is a de facto tax increase on homeowners, who already pay 80 to 90 percent of U.S. federal income tax. Yun said the share could rise to 95 percent if the MID is eliminated. “Doing away with the MID shouldn’t be thought of as removing a tax break for homeowners, but rather increasing taxes on the middle class,” he said. “Furthermore, housing equity has been a major source of funds for small businesses, and any change to the MID will greatly hamper their ability to create jobs.” Yun also asserted that it’s a misconception that only the wealthy benefit from the MID, when in reality it benefits primarily middle- and lower income families. Almost two-thirds of those who claim the MID are middle-income earners and 91 percent of people who claim the MID earn less than $200,000 per year. Squash climbs to the top of O’Meara’s garden CAROL O'MEARA CSU EXTENSION

t the outskirts of our vegetable garden I planted winter squash, following expert advice to keep the vining plants out of walkways that are frequently traveled. The squash is nestled against a trellis holding two climbing beans: Vermont Cranberry and Cherokee Trail of Tears. Planting the winter squash amongst the dry beans was wise, I reasoned, because both should be harvested around the same time. The beans will climb the trellis while the squash ambles below, making use of the empty space under the teepee. It seemed like a perfectly reasoned combination. Except in my garden, nothing behaves as planned, and the Amish Pie squash took the high road, bruiting over the beans and climbing to the
pinnacle of the teepee, where it waves its vine tip in quest of further heights. Attempts at pulling it down to ground level met with tragedy, since the vine is thick and snaps when handled. Wrapping its tendrils around the bamboo supports, it sits firmly at the top of the garden. Where it has begun to set fruit. And herein lies this year’s dilemma: how to support the swelling squash. One answer lies in the simple design used by Dr. Ken Goldsberry of Donath Lake Greenhouse just south of Fort Collins. His design, consisting of two foot-long lengths of baling twine run through the outer edges of nylon netting, hangs from hooks on the trellis, making a perfect hammock for squash, melons, or other large fruit. The netting is held in place on the twine with knots.
port method is called for with this plant. An old T-shirt might be strong enough as a sling, or a sheet as the fruit gets larger. The trick is making sure the sling is securely tied to the trellis. For this squash an old step ladder snugged up underneath is the extra insurance that’s needed. Though it’s tempting to pinch off all but one or two of the swelling fruit to reduce the number maturing on the teepee, that could be counter-productive. After all, the secret to giant pumpkins is to do just this; pinch off all females except the one you want the plant to pour its energy into. The result is a squash of mammoth proportions – something I don’t want dangling with the dry beans. With slings and ladders this year’s garden circus-act will play itself out in our patch. If you’re going vertical try some of the more space saving methods on smaller fruit, like hammocks and nylons. The fruit will stay clean, and you can train your vines upward to save space.
The fruit hammock works beautifully, but if you don’t have access to baling twine and nylon netting, pantyhose work in a flash. Tie the ends to the trellis and slip the squash into its cozy sling; pantyhose stretch with the squash, keep good air circulation, and are built to stand up to pressure. But the Amish Pie isn’t a demure four-pounder; no, this squash swells to 60 pounds or more; trying the fruit hammock would be like putting a bikini on a hippo — it might look nice but it won’t get the job done. And at that weight, it’s clearly beyond the capacity of pantyhose to handle, even if they are control tops. Front A more robust sup-

Most gardeners are trying to conserve water, yet keep their gardens adequately moist. Consider mulch. Mulching keeps the weeds down, the soil cool, adds nutrients and organic matter to the soil and helps retain moisture. A two to three-inch thick layer throughout the garden can reduce irrigation needs as much as 50 percent. • Cover cropping is a great way to add nutrients and organic matter to your vegetable garden soil, along with helping suppress weeds. Try hairy vetch, but be sure to mow it to keep it under control. The plan is to let it grow throughout the season and till it into the garden in the spring. Any size garden with benefit from a cover crop. and by providing a diverse landscape with a variety of habitats you will attract a variety of beneficial insects. Vegetable crop rotation disrupts the life cycle of pests and disease. Annuals need to be rotated for the same reason. Watering is necessary, but many diseases thrive when conditions are overly moist. Be sure to keep water off of plant foliage. Mechanical controls include physically removing pests by picking them off and hand weeding. Insects may be trapped with using yellow sticky tape or purchasing wasp and/or fly traps. Slugs are attracted to yeast and love a dish of beer or melon rinds. Pruning insect-infested woody plants eliminates threatening problems. Using mulch provides a barrier to reduce weeds and conserve moisture. Companion planting helps by using plants that have natural properties that repel insects. Biological and organic controls mean paying attention to predators, parasites, pathogens, and organic chemicals. Beneficial insects include predators: praying mantids, spiders, “Hover” flies, paper wasps, lady beetles and minute pirate bugs. These carnivores hunt down leafhoppers, aphids, caterpillars, carrot weevils, spider mites and insect eggs. Insect parasites are tachinid flies, braconid and ichneumonid wasps. They lay eggs
on various caterpillars, beetles and grubs, usually near the head. The eggs hatch almost immediately and the young maggots tunnel in to their host feeding internally. Pathogens such as Bacillus thuringiensis (Bt) are a naturally occurring bacterial disease of insects. Bt is considered safe to people and non-target species, such as wildlife. Organic chemicals include horticultural oils that kill insects by blocking the insect’s breathing holes causing suffocation. To work effectively, insects must be thoroughly coated with the oil. Insecticidal soaps and detergents are easy to use and the safety and selective action of soaps appeal to many people. Limitations of soaps include the need to wet the insect under leaves. Diatomaceous earth used as a dust or in a water spray works by scratching their exoskeletons and dehydrating the insect. However, moisture reduces the effect of these treatments. It is a mistake to assume that naturally occurring chemicals are nontoxic. Many organic or home remedy
sprays that kill harmful insects will also kill beneficial insects. One example is the use of capsaicin products. Finally IPM includes synthetic chemical insecticides. These remedies are broad spectrum controls and should be used with the understanding that they are not only harmful and toxic to pests and diseases we want to eliminate, but they can be toxic to beneficial insects, birds and soil microorganisms that are part of a healthy garden. As with all chemicals (organic or synthetic), read the label carefully and follow the directions exactly. The label is the law — so using the pesticide in a manner that is not indicated is a violation of federal law. Integrated Pest Management forces you to consider your landscape as part of the larger urban community ecosystem that you need to help manage responsibly. Besides impacting your family and pets, your gardening methods often have consequences that extend far beyond your property. Being a good steward of the environment is a benefit to everyone.
