Rehoboth Fall Town Meeting Preview By Laura Calverley

Residents at the Special Town Meeting on November 8 will be voting on about 15 articles concerning many issues important to the town, from capital expenditures to a zoning bylaw for large-scale solar photovoltaic installations. Because the warrant was not finalized at press time, there may be additions or changes to the agenda before town meeting. In addition to paying some outstanding prior year bills, there are several financial articles. The town currently has approximately $570,000 in free cash, according to Finance Committee Chairman Chris Morra. This is due to the Finance Committee being “extremely conservative with local receipts” last year and the fact that the town received more state aid that expected. Morra cautioned that federal stimulus money may not be available next year and stressed the importance of the town continuing to be fiscally responsible. “This money has to last the town well beyond this year,” Morra said. One article on the warrant is asking for about $5,500 to acquire a purchase order program for the MUNIS financial software system. It was submitted by the town accountant. The finance committee has approved the expenditure because the software will allow the town to better track expenses for purchases. It will also be helpful in tracking equipment and material costs as the town begins its effort to repair culverts damaged by the floods earlier this year, said Morra. Another article would reinstate the Emergency Management Agency budget. The town approved eliminating the agency’s budget at the spring town meeting. The article requests $ ,500 in funding, for the purpose of repairing and maintaining vehicles and other equipment. The agency is run entirely by volunteers. The finance committee is approving the article. continued on page 4...
