East Providence News Briefs By Bob Rodericks
TLA Pond View Still in Court
Neighbors Unite: Citizens United for a Better Environment - CUBE
A new organization of residents and businesses concerned with the “environment and quality of life affected by a construction and demolition facility that operates in the open”, has formed. The group is particularly targeting the long controversial Pond View Excavation company on Dexter Road. “Particulates in the air are a health threat. Foul odors, such as hydrogen sulfide, excessive noises and traffic, all contribute to health issues, lower property values and property that would be difficult to sell,” are some of the group’s continuous concerns. The group list its’ mission as “to promote environmental awareness, advocate for a pollution-free environment, foster government accountability and improve planning and zoning decision making.” In a statement, the group states that, “ Citizens United for a Better Environment (CUBE) was formally founded as a non-profit organization in May, 2013 after years of attempts to work with city and state government officials to quickly address several serious environmental concerns in our local community. CUBE was founded by residents and businesses of the Rumford -East Providence section of the city. It is our belief that everyone, in whatever city or town they live, is entitled to live in an environmentally safe place where the outdoors can be enjoyed and the value of property is not diminished by environmental hazards including pollution, odors, excessive noise and traffic. It is our belief that governmental agencies exist in order to protect these basic rights and should be held accountable when these rights are not protected,” states the group’s press release. The matter is still in court and long time neighborhood watchdogs are keeping on top of things. Everyone thinks the 1500 Ton license was transferred to Providence, but it is not a done deal yet,” cautioned residents. The issue was heard by Justice Michael A. Silverstein of the Rhode Island Superior Court on April 24, 2014 regarding a request from TLA-PROVIDENCE, LLC. The company is requesting an Order regarding the license expiration date. After submission of memoranda and an oral hearing, the Judge ruled as follows: “The Receiver is grasping at straws. The Department has previously taken the position that the license at issue was terminated upon completion of the closure work in August 2013, and stands by that position...Section 1.6.02 of the Solid Waste Regulations makes it crystal clear that the license is the property of the State of Rhode Island... Even if the Court disagrees with that position, there is simply no way around the fact that the license expires on May 2, 2014,” stated the Court ruling in part. The issue gets complicated and Rumford area residents are still concerned with neighborhood safety issues. Pond View is not moving, just the license that belonged to TLAPond View for the 1500 ton limit. This permit should be terminated on 5-2-2014 by DEM. The receiver on March 19, 2014 filed three lawsuits against Ken Foley, Linda Foley and Kenlin Properties. Pond View is now known as ‘Railside Environmental Services’ (RES). continued on next page...

The RIDEM gave owner Ken Foley/RES a 50 ton permit back in October 2013 for a C&D facility. During the weekend of April 12, residents in East Providence noticed smoke rising from the Dexter road facility. Residents questioned why there was smoke coming from the RES (Pondview) building, with a bad burning odor, if the building was closed for the day. Noticing smoke, residents sent emails to city officials which made their way to the fire chief. “I received the complaint and went out there right away,” said EP fire chief Oscar Elmasian. “I spoke with area residents and got a feel for their concerns. I also sent out a Captain and a Lieutenant and at that time, there was no evidence of illegal burning of debris or anything,” said Elmasian. “There are several buildings in that area that have solid fuel for heat.” Elmasian also sent his fire prevention officer to check the area. “We told residents to call us as soon as they suspect any problem and we will get there right away. That’s all we can do, we’ll stay on top of it,” said the fire chief. James P. Howe of Wakefield, RI, is the new lawyer for Ken Foley of RES/Pond View. Attorney John Mancini is the Court Appointed Receiver for TLA-Providence (Aka TLA-Pond View). This reporter has obtained correspondence between Howe and Mancini. In response to a request from Foley’s lawyer for claims, Receiver Mancini responded: “I am receipt of your correspondence dated March 18, 2014, whereby you present a revised proposal for the assignment of any and all rights that the Receivership Estate holds with respect to that certain C&D license as issued by the RI DEM.
My response to your proposal is as follows: With regards to a waiver of all claims for monies due from the Receivership Estate, please be advised that the Receivership Estate asserts that there are no monies due from it to Kenlin Properties. In fact, there are three pending actions in the Providence Superior Court, that the Receiver intends to prosecute they are PC 12-1474, 12-1473 and 12-1472, all of which actions relate to Kenlin Properties relationship to TLA.... To date, the Receiver has not proceeded with those actions given the multitude of other issues pending...” Mancini’s letter went on to say that, “ In order for me to accept your proposal and recommend the same to the Court, I must obtain assurance from the City of East Providence and your client that such a letter of compliance from the host municipality will be obtainable prior to closing. Given the information that I have received from the City of East Providence, I believe that obtaining such a correspondence is unlikely at this time nor is it foreseeable that the same will be obtained by May of 2014. Consequently, for the aforementioned reason, I cannot accept the proposal which you have provided nor can I recommend the same to the Providence Superior Court,” said the Receiver. And so the matter continues, although not without some confusion and controversy. The city of Providence is now involved with allowing a similar operation on Allens avenue. Pond View - now Railside Environmental Services, is still working in the Rumford neighborhood surrounding the Dexter road area. “In the event that this Providence City Council fails to pass that certain resolution as submitted by Allens Providence Recycling, LLC in regards to its interest in locating a construction demolition facility at 471 Allens Avenue, Providence, RI pursuant to an Order of this Court, shall not be adopted or approved by the City of Providence by noon on Monday, May 19, 2014, then the aforementioned license shall expire ipso facto,” stated part of the Superior Court order of April 24. Mayor James Briden declined to comment for this story “since this case is still in the courts.” Attempts to reach Ken Foley of Pond View/RES for this story were unsuccessful. Should further comments or information become available, updates will be published at ReporterToday.com.

East Providence Water System Improvements and Rate Increase
We reserve the right to refuse or edit any submission, including classified ads and display advertising. Deadline for each issue is the 23rd of the previous month
The City of East Providence City Council is considering financing over $19 million in improvements to its water system. However there has been very little detail of this proposal shared with the public. The city, and its water department, needs to issue much more detailed info regarding this plan before we should buy into it. Where are the engineering studies? Where are the cost/benefit analyses? What alternatives have been explored? Who developed this plan? Why does the city need to take on $19 million all at once to make improvements? What is the current depreciated value of the water system and what percentage of that does this $19 million represent? Why not develop a comprehensive 5/10/15 year plan? This looks like a “wish list” to me. There isn’t a water system in the country that doesn’t want, and wouldn’t love to have, $19 million to spend on capital improvements. In addition the water department is proposing rate increases for water service. Has a comprehensive cost of service study been preformed to determine what is the correct rate for each class of water user? This should be a prerequisite to any change to the city’s water rate structure. The rate payer, taxpayer and City Council needs to have these and many other questions answered before any action is taken on this matter. Robert Amman East Providence, RI 02914

Things Have Changed
Have things changed in East Providence. My entire family lives here that is why I moved here three years ago. We had our 11 year old son’s basketball hoop (which weighs about 300lbs) stolen from our yard at 2am in the morning on Monday April 28th. My son lives to play basketball and my house is where all the kids come to play everyday of the week. We filed a police report this morning. I guess the reason for this email is can you place an article in your paper and hopefully whoever took it can bring it back. No questions asked. Thank you. Rosa DeCastro Russell

One Mission Kids Cancer Buzz-off - June 8th My husband, Christopher Andrade and I (Katie Andrade) would love to invite the community to join with us in support of defeating kids cancer. We will both (yes I said both) be shaving our heads, and beard (yes, bald!) on June 8th at Gillette Stadium for the One Mission Kids Cancer Buzz-Off. We grew up in Rehoboth and Dighton and now are residents of Rumford. Last year our son Logan was born a perfect 8lb 4oz bundle of sheer joy. We were told at birth that he had a heart murmur and some strange blood labs, however overall he seemed to be healthy and those findings are not completely worrisome. As time went on we found out that our son has a genetic condition called Noonan Syndrome affecting 1:1000-1:2500. The common issues are cardiac defects, feeding issues, short stature, typical features, bleeding conditions and a variety of other possible health concerns. As we got a handle on his diagnosis and concerns we found out that Logan had a swollen spleen and were sent for blood work at 6 months. The bloodwork got us a ticket to the ER for more follow up labs and observation. They were concerned Logan had something called JMML (Juvenile Myelomonocytic Leukemia ) Only 25-50 cases are identified every year in the United States. Due to his diagnosis of Noonan Syndrome, there was a chance that Logan had something that they call JMML “like” syndrome. In this case the signs are similar however these children have been found to self resolve without bone marrow transplant which in “classic” JMML bone marrow transplant is the only option for cure at this point. Logan then had

to undergo a bone marrow biopsy where he was sedated and marrow sample was extracted from his pelvis to biopsy. It was a scary wait for those results. Logan’s results seemed to point towards this JMML “like” condition and we felt great relief. We continued our visits at the Hasboro Tomorrow Fund Clinic to get blood counts and Logan’s numbers were stable and trending towards normal counts. A few months later as we prepared for a vacation, a routine sick visit turned us back on our heads. Logan had an Xray to confirm that his heart was still stable and his lungs were looking clear with a regular virus and a mass was found in the area of his spine near his heart. Initially it looked as if it could be his aorta however, when sent for an MRI their suspicions were confirmed. Logan had just turned one and we found out hehad an unidentified mass in his back. After the MRI we had a CT scan to get a more clear picture as well as a urine test, and more bloodwork to try to get answers. There were no other areas of concern however doctors could not pinpoint what this was, some of the blood tests and urine tests pointed towards it not being malignant however it still could not be ruled out. Due to the literature connecting a form of cancer called Neuroblastoma to Noonan Syndrome, our doctors were being cautious. We did a second sedated MRI 1 month later when Logan was 13 months. At this point we went to The Dana Farber Cancer Institue at Boston Childrens Hospital for second opinions. The doctors there concurred with our Hasboro doctors opinions and we decided that a biopsy of the mass was the only way to know for certain. We did a CT scan guided biopsy and awaited results. These waits for results were excruciating. The doctors called to let us know that Logans mass seems to be a collection of white blood cells. It does not appear malignant, however it is a strange finding. We feel so blessed to have had two very close brushes with cancer and yet come away largely unscathed. However, in the process we have spent a lot of time in the Tomorrow Fund Clinic and met other families dealing with this battle. We have had extraordinary care and support and have decided that it is our turn to pay it forward. We decided that as a show of support, Christopher will be shaving the beard he began growing back in October in support of Logan’s ongoing health concerns and I will be also shaving my long head of locks. We will be joined by our future brother in Law who attended Wheaton College, Ramon Sosa. If you’d like to donate to sponsor our team, you can find more info on the website, http:// www.buzzforkids.org/ and Look for team Loving Logan. Thanks for your support to defeat kids cancer!

Mayor Jim Briden... ‘Slow Down Strong Mayor Initiative'
By Bob Rodericks EP Ward 1 city councilman Jim Briden wants voters to think long and hard before approving a “strong mayor” form of government on the November ballot. In a press release Briden stated, “My recommendation to the Council will be that the amendment questions not appear on the ballot this November and that we instead focus on having an independent study done of East Providence to determine if a change from a professional city manager to a strong mayor form of government is advisable.” Some on the council and several other former and prospective elected officials have pushed for the change in the city’s form of government. Briden would rather have a charter commission or independent study group established to study the issue and make recommendations to the voters. Briden would defer action on the question to a new city council. Briden has previously announced that he is not seeking reelection. “The next City Council can then decide whether to establish a Charter Review Commission. If this occurs and changes are recommended, then proposed Charter amendments can appear on the 2016 ballot.” Briden went on to say that he doesn’t think the voter approved change of council (and school committee) terms from two to four years was made with good voter preparation. “We need to study our own recent history. Specifically and by way of example, there was a wholly inadequate process before the last election which resulted in the approval of a charter amendment that changed the Council term from two to four years. I do not believe that this amendment would have been approved by the voters if a Charter Review Commission had been in place. A commission and the public debates inherent in this process would have resulted in a better informed public,” he added. As we reported here previously, the recent controversy over the city manager in the city has once again given rise to the question of East Providence’s form of government. It has come up before and has been closely defeated by voters although momentum has been growing for those in favor of a change. Ward 3 councilman, Tom Rose has asked his colleagues to expedite this issue. Essentially many in the city - mostly identified with the Democratic party have been touting the advantages they see in an elected Mayoral form of government. Supporters point out that several cities have this form of government citing Providence, Cranston, Warwick, Newport, North Providence, Pawtucket, Central Falls, Cumberland and Woonsocket. Bristol has an elected ‘town administrator’ and several other smaller towns have the city or town manager form like East Providence. Barrington and Warren have elected town councils and appointed town administrators. Their councils have ‘presidents’ of the board selected by their council or board members. East Providence selected an appointed city manager type governance with an elected city council with 4 geographic wards and one at-large seat when it became a city in 1958. Last October, the city council heard a proposal from former Democratic State Representative, Sandra Barone. Barone urged the council to allow voters to again select a change in the city form of government. Barone said that “it is time to let more than three people select our city manager,” said Barone. Barone is referring to the fact that voters only vote for their ward council person and an at large seat. This means that voters only select two of the five council members and have no direct say on the city manager continued on page 9..

May 2014 The Reporter selection. State Senator Dan DaPonte told the Reporter that he could see the voters deciding if they want a strong Mayor or not, but believes any question on the ballot should also reflect the larger (three at large) council. “This way a voter gets to elect the majority of the council,” he said. Rose had presented a resolution to start the process for voters to elect a strong mayor form of government, which would eliminate the current city manager style. The council seems supportive of the notion that city voters should have the final say on whether the form of government should be changed. City voters can expect a spirited campaign both for and against a change in the form of government. As mentioned, a new change already approved by voters, gives council members and school committee members expanded four year terms instead of the current two years. “In sum, I respect the public’s right to determine their form of government, however, if the residents do not make well considered decisions, then this may prove to be detrimental to our city. Mayor Briden would like East Providence to look closely at New London, Connecticut, which recently changed to a strong Mayor government. “It would interesting to know if, from hindsight, the general sense is that this was a beneficial change for New London. Indicia would include a before and after comparison of property tax rates/ increases, infrastructure investment, property values, capital investment, quality of the education system, bond rating, crime rate, and operational level and efficiency. In a general sense is there better decision making now in New London than before? It is important to separate changes that are attributed to the charter amendment from those related to the impact of the U.S. recession (e.g. property values). A change to our very form of government must be handled in a judicious way,” said Briden.

City Water Quality Issues Remain
By Bob Rodericks The issue of a $19 million bond issue to correct East Providence’s aging water system ills is still unresolved. Rate increases will be needed to help the system break even. In early 2000 the city water program showed a surplus. In 2010, 2011 and 2012, the system showed a loss of $1.1 million. Financial advisors project a net loss in 2013 of $500,000 to $700,000. Ordinance language is being prepared as the city will seek bond funding to deal with the entire cost of repairs and upgrades: “the City desires to issue an amount not to exceed Nineteen Million Dollars ($19,000,000) water system revenue bonds (the “Bonds”) or interest bearing or discounted water system revenue notes (the “Notes”) in anticipation of the issue of said Bonds of the City, at one time, or from time to time for the purpose of evidencing the borrowing described above...” The city listed the following schedule for rates: The water rates for water furnished by the city to the consumer and measured by meter shall be billed at 3.32 per 100 cubic feet, effective May 1, 2014 for all consumers. For subsequent years, the effective rate shall be modified as follows: Effective November 1, 2014, the rate per 100 cubic feet will remain at $3.32. Effective November 1, 2015, the rate per 100 cubic feet will increase to $4.05. Prior to the end of fiscal year 2015-2016, the rate will be re-analyzed to determine if a modification is required for subsequent years. In a 3-2 vote in early April, the council refused to approve the three time proposed $19 million bond issue which would repair and replace many components of a city water system infrastructure which was built in 1964. Some pipes in the ground are over 100 years old. “It is beyond time to invest in this (water) system,” warned James Marvel, city Water Utilities Manager. “The current water system is operating totally different from its’ original design in the 1960’s,” said Marvel. In the end council members Tom Rose, Chrissy Rossi and Helder Cunha voted against the bonding plan. Mayor Jim Briden and member Tracy Capobianco voted to accept the plan. At issue are three problem areas for the city. A new storage SPRING tank, transmission of water via a main pipe and chlorinating the CLEANUPS water locally. The city needs to replace the storage tank in Kent Heights. This is the lower tank which was built in the 1960’s. “The taller spherical tank was built in the 1990’s,” said Coutu referring to the replacement of the city’s former iconic red and white checked landmark water tank. The city also needs to bring water in from Providence where it is purchased to a local site for a chlorination process. “We need to redesign the transmission of water into the city,” said Coutu. “The current old system wasn’t devised to put water in the tank first and aerate and chlorinate and then send to homes,” added Coutu. The city has mailed out a required notice to residents: “IMPOR508 TANT INFORMATION ABOUT YOUR DRINKING WATER: The City of East Providence public water system has levels of Total Trihalometlianes (TTHMs) above drinking water standards. TTHMS are a group of volatile organic compounds (Chloroform, Bromoform, Bromodichloromethane, Dibroinochloromethane) which form with time when the natural organics in water react with chlorine as it breaks down. Our water system recently violated a drinking water standard. Although this is not an emergency, as our customers, you have a right to know what happened, what you should do, and what we are doing to correct the situation. The federal and state regulations recently changed to be more protective of public health and this is the first TTHM violation in the City’s water system. It is likely the violation may occur again in the future until such time the City completes its proposed water system improvements. The City purchases its water solely from Providence Water and is required by the Rhode Island Department of Health to add chlorine to the water received from Providence Water in order to maintain a chlorine residual of 0.2 mg/l. The City of East Providence remains responsible for the water quality that it provides to its customers. The City of East Providence public water system, which receives its water from Providence Water, routinely tests at various sites within the distribution system for disinfectant byproducts (DBPS). EPA sets standards for controlling the levels of disinfectants and DBPs in drinking water, including total trihalomethanes (TTHMs). The RI Lic

average results of tests taken during the last four quarters show that our system exceeded the standard, or maximum contaminant level (MCL), for TTHMs at one location. The Environmental Protection Agency (EPA) standard for TTHMS is 80 ppb, parts per billion, for a locational running annual average. East Providence water system’s locational average level of TTHMs for the last four quarters (April l, 2013 to March 3 1, 2014) is 82 ppb.
WHAT SHOULD I DO?
There are no actions that you need to take at this time. You do not need to use an alternate (i.e. bottled) water supply. You do not need to boil your water or take other corrective action. However, if you have specific health concerns consult your doctor.
WHAT DOES THIS MEAN?
This is flan emergency or immediate risk. if it had been, you would have been notified immediately. Many water systems treat water with a chemical disinfectant, such as chlorine, in order to inactivate pathogens that cause disease. While disinfectants are effective in controlling many harmful microorganisms, they react with organic and inorganic matter in the water to form DBPs, some of which pose health risks at certain levels. Some people who drink water containing trihalomethanes in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer. The public health benefits of chlorine disinfection practices are significant and well recognized. Consequently, one of the most complex questions facing water supply professionals is how to reduce risks from disinfectants and DBPs while providing increased protection against microbial contaminants.
WHAT IS BEING DONE?
We are working to minimize the formation of TTHMS while ensuring an adequate level of disinfection to protect customers from exposure to bacteria. Working with an engineering firm we have identified improvements needed to correct the issue. Recommended improvements to the water system include upgrades to distribution mains, a new storage tank, treatment system, and transmission main. For more information, please contact Stephen Coutu, Public Works Director or James Marvel, Water Superintendent at (401) 435-7741 or in writing to, East Providence Water Utilities Division, 60 Commercial Way, East Providence, RI 02914. For general information on TTHMs, you may also call the EPA Safe Drinking Water Hotline at (800) 426-4791 or visit the EPA website at http://www.cpa.gov/safewater. Please share this information with all the other people who drink this water, especially those who may not have receive this notice directly (for example people in apartments, nursing homes, schools and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.” There may be a final vote on May 6th regarding the $19 million water bond issue. City Recreation Center at Former Oldham School Site? Mayor Briden Objects but Voters First Approved in 1998
By Bob Rodericks The long ago - and twice voter approved - new East Providence Recreation Center may be alive again. The proposal would replace the current site which has been housed in the aging former Riverside Junior High School on Pawtucket avenue. The old junior high site has no fields and limited parking in a cramped neighborhood. Ward 4 council member Chrissy Rossi has received council support from most colleagues for a plan that would redesign the closed Oldham school building into a new recreation Center along with athletic fields. Bond funding would be needed to upgrade the closed school and construct fields. Currently, Oldham area students have been reassigned to the former Meadowcrest school 198 Newport Ave, Rumford RI on Bart Drive. The Meadowcrest pre-school program is now housed at the Waddington school on Legion Way in Riverside. 401-383-8887 • evosalonri.com In 1998, East Providence voters approved a spending package to provide the city with a new Recreation Center. (‘98 bond language: “WHEREAS, said Chapter was duly approved by a majority of those voting on the question at the general election held November 3, 1998 said election having been called and held and the question prescribed by Section 12 of said Chapter presented in accordance with law, and said Chapter is presented in full force expires 8/1/14 and effect...). The project was again approved by voters in the early 2000’s. Councilman and Mayor at the time, Joseph Larisa, would not allow the bonding to proceed however. 20% Off Color or Highlight Upset voters continued to support spending on a Rec Center and saw the voter approved expires 8/1/14 package, bureaucratically blocked by Larisa and supporters. At the time several members of a recreation board advisory group lobbied the Larisa led council to approve the project Find us on Facebook and Twitter (@evosalonri) as voted on by a majority of voting residents. “I can’t believe that the people twice voted for a Rec Center and never got it,” said board member and the now deceased long time city Democratic leader, John Lewis. For his part, Larisa said the city could not afford the project even though voters twice approved the spending plan. Rossi, receiving support from most of the city council for this project, has been working is the 20th of each month on a plan starting when Oldham school was closed. “Citizens have voted for a recreation Send News To center more than once and this is a chance to finally get it done,” Rossi told colleagues. Rossi has received assurances from city officials that about $1 million could be allocated news@eastprovreporter.com to convert Oldham to a city recreation site. The plan has not yet received final council approval and does not have the support of Mayor Jim Briden. “Although those who propose this project have good intentions, I do not support converting the Oldham School building into a recreation center. The better plan would be to sell the property and to place it on our tax roll. This project is not good for the taxpayers of East Providence and deviates from our most important objectives of keeping spending and property taxes down. The role of local government should not be expanded in this way and many important functions such as a Rec center are betGonsalves-Pastore Realty ter handled by nonprofit organizations,” said Mayor Briden. The Rumford, RI city does not have a great track record - partly due to the poor 18 Vermont Ave: New economy - with selling obsolete buildings. Karen Doucette, Ward 4 School Committee Candidate
By Bob Rodericks Riverside resident, 1989 graduate of EPHS and parent of two current EPHS students, Karen Doucette, has announced her candidacy for the School Committee from Ward 4. That seat is currently held by Timothy Conley. “For over 20 years, I have been involved in East Providence’s public schools, first as a student and now as a parent of two. I would like to help steer our school district in a positive direction. Being a representative on the school committee, I believe that I can help enhance the East Providence school community,” said Doucette in a press release. Doucette received a Bachelor of Science in Nursing from URI in 1994 and is a certified school nurse teacher at Central High School in Providence where she has worked for the past 12 1/2 years. Doucette also has a Masters in Public Health Nursing from Rhode Island College. She is married to Kevin Doucette and have 2 daughters attending EPHS, a sophomore and a freshman. “We live in Riverside, about 3 blocks from my parents house where I grew up and my daughters, like me, attended Waddington and RMS and now the high school,” Doucette added. “I believe that the state of Rhode Island and city of East Providence need to move in a different direction. We need to change our focus away from the current national obsession with high-stakes standardized testing, uniformity, overcrowded classrooms, antagonism toward professional teachers. Instead a move towards richer and solid curricula, creativity, collaboration, respect for the teaching profession and a dedication to promoting the joy of learning in our schools and all our children. I feel doing this will entice highly productive teachers back into our district,” said Doucette. “We need to foster a public education system that embraces and cel-

We need to make fiscally responsible decisions that prioritize directing resources to the classroom. I will aim to oversee and safeguard our resources and help steer our district in a positive direction that corresponds to these needs.”

SCHOOL NEWS Class Of 1964 Kicks Off Reunion Year With Scholarships In recognition of their 50th reunion year, members of the East Providence High School Class of 1964 reached out to classmates to help raise money for scholarships. Alumni volunteered at the recent phone-a-thon sponsored by Scholarship Foundation of East Providence and made calls to classmates throughout the country. As part of the phone-a-thon, the Carter Family Charitable Trust will match the first $45,000 in contributions received by April 30. Alumni established the EPHS Class of 1964 Scholarship in 1989 in memory of deceased class members. Over the past 25 years, the Class of 1964 has awarded more than $35,000 in scholarships to East Providence students through
Scholarship Foundation of East Providence. Last year the Class of 1964 raised $3,500 for scholarships. With matching funds, the class hopes to raise $5,000 to award as EPHS Class of 1964 Scholarships for this landmark year. “We are happy with the generous pledges classmates have made,” stated Susan Roe Jordan, class secretary. She encouraged alumni who have not yet sent in their donation to do so as soon as possible so that they can double in value. Checks can be made payable to Scholarship Foundation of East Providence, with Class of 1964 on the memo line, and mailed to the Foundation at P.O. Box 154438, East Providence, RI 02915.
The East Providence High School Class of 1964, celebrating their 50th anniversary, contacted fellow classmates for support at the recent citywide phone-a-thon. Chris Murray Grieco, Class Secretary Susan Roe Jordan and Class Vice Pres. Pat Russo, show their Townie pride.

youth. Its mission includes developing arts education opportunities for Rhode Island’s young people and making PPAC accessible to Rhode Island’s diverse populations. Committee members are responsible for conducting the application, assessment, and awarding of the scholarships. The ARTS Scholarships 2014 awards will be presented to Blake and other winners during a ceremony for recipients and invited guests at the Providence Performing Arts Center on Monday, May 12, 2014 from 4:30 – 6:00pm. We would also like to recognize Alyssa Alba, 6th grade student on the MMS Track team, who recently finished 2nd overall in the female division of the Mohawks Hustle 5K that took place in April. During April, students from Ms. Letendre and Mr. Riley’s 6th grade Science classes spent an overnight trip to Alton Jones Campus at URI. Studying nature up close in a beautiful setting, students learned about the living and non-living parts of ecosystems and how they interact. At Alton Jones, students gain an understanding and appreciation of the natural world while learning about themselves and working collaboratively with others. Thank you to both teachers and the many parents and family members who assisted in chaperoning the event. On Thursday, April 17th, students at Martin Middle showed they are Boston Strong by wearing shirts and hats to show support for the upcoming anniversary of the tragic event at the Boston Marathon last year. Finally, in cooperation with Navigant Credit Union, Martin will be hosting a CU 4 Reality Fair on Wednesday, May 14th. The Fair is a culmination of a school year partnership with Navigant representatives and our 7th grade Social Studies classes in which students acquire knowledge on how to be fiscally responsible adults. Students will be bringing their budget worksheet with their net monthly salary to the Fair to apply learned skills that will hopefully lead to their personal financial success. Especially during these challenging economic times, it’s even more important to educate our youth about their finances.

Ed Serowik, “Mr. Carousel”, began working at Crescent Park in 1947 as a pony boy walking ponies around the track. At 15, he began his carousel career as a “ring boy”, working for Helen, the daughter of Charles I.D. Looff, the carousel’s worldfamous builder. He worked on the carousel until 1972, supervising 65 employees, at which time the Park was sold and the future of the carousel uncertain. Through the determined efforts of local carousel lovers, the City regained control of the carousel in 1984 and Ed went back to his job, getting the carousel ready to revolve once again for other generations of RI youngsters and the young at heart. He’s still at it! Ed figures this gives him some amazing longevity at this job. Come join us as he shares his first hand experiences. The EPHS is a volunteer organization in its 47th year dedicated to the preservation of local history. We maintain the 18th century John Hunt House Museum/ genealogy library at 65 Hunts Mills Road in the Hunts Mills Historic District, participate in the URI Master Gardening program, and provide educational programs open to the public. Boys & Girls Club of East Providence Announces Blue Cross & Blue Shield of RI Support for SMART Girls
EAST PROVIDENCE, R.I., March 31, 2014 – The Boys & Girls Club of East Providence is pleased to announce that Blue Cross & Blue Shield of Rhode Island (BCBSRI) will continue to sponsor the SMART Girls Program for the third year. SMART Girls is a small-group health, fitness, prevention/education and self-esteem enhancement program for girls ages 10 and up. Through dynamic sessions, field trips and mentoring opportunities with adult women, Club girls build skills needed to live healthy lives, including eating right, staying physically fit, getting good health care and developing positive relationships with adults. BCBSRI began their support for this program in 2012; program participants have not only increased their knowledge about making healthy choices, but also have developed deep bonds with the fellow participants and program leaders, ensuring they have a safe place to ask questions about their journey through adolescence. The program includes more than 40 girls each year. “Thanks to the ongoing support of BCBSRI, SMART Girls has become a cornerstone of our after school programming, ensuring that the girls participating are gaining the knowledge that they need to make healthy choices through their teen years and beyond,” said Club Executive Director Erin Gilliatt. “Engaging young people in creating healthy habits early in life is critical to lifelong health and wellness. Partnering with entities such as the Boys & Girls Club of East Providence and investing in programs like SMART Girls is an important part of BCBSRI’s strategy for improving the health of all Rhode Islanders,” said Michele Lederberg, chief administrative officer for BCBSRI. “As we celebrate our 75th anniversary this year, we are placing emphasis on the importance of programs like SMART Girls, which promote improving the health and wellness of Rhode Island’s younger generations. We commend the Boys & Girls Club of East Providence for their efforts to empower Rhode Island’s youth to lead healthy lives.” The Boys & Girls Club of East Providence has been serving the youth in our community since 1932, with more than 275 children participating in programs each day. For more information about SMART Girls or any other Club program, visit our website at www.epbgc. org or contact the Club at 401-434-6776.

We play board games, put together puzzles or go catch a ball game.” Julie, who will be celebrating four years together with her Little Sister Alexis talked about how important being a mentor is to her because of her relationship with her mom. “My mom was very strict, from Italy and didn’t have a ‘normal childhood’ filled with normal traditions such as dying Easter eggs, carving pumpkins, or going Christmas caroling.” Now Julie is reliving her childhood with Alexis and having an opportunity to do all the things she never had a chance to do.
BBBSOS is not just a mentoring program. Our Donation Center is a 501(c)(3) not-for-profit corporation working to raise funds in support of our mentoring programs and offers convenient home pick-up of donations of gently-used clothing, household items and small furniture throughout Rhode Island and Southeastern Connecticut, and provides a tax deduction receipt. Our retail partner, Savers, makes good, quality used clothing and household items available to the community at a low cost.

Newman Church Choral Concert features the Premier Performance of The Newman Cantata by Steven L. Jobe

was fairly immediate. Once I had matched the mood of the words to the right set of musical materials, the magic happened. It was a moving, memorable experience to hear the musical sketches come to life under the aegis of words from these inspiring sources. It was also an enjoyable and interesting choice to accompany the vocal lines with a string quartet. My musical materials for the outer movements were of a three-voice texture for which I utilized the second violin, viola and cello. This left the first violin available for a free-ranging, embellishing role, allowing me to emphasize high points of the music and signal words in the text with the soaring, shiny sound of the high violin register. I have worked with Geoff Greene each step of the way, and his experience and expertise has helped make this an entirely enjoyable experience. I much look forward to the performance of The Newman Cantata by the choir and soloists at Newman Church!” The Newman Choral Concert will take place on Sunday, May 18, 2014 at 3 pm. The public is cordially invited and there is a suggested donation of $10. Tickets are available at the Newman Church office or by calling 401-434-4742. Sponsorship opportunities are also available. Childcare is provided for this event by a professional staff. A reception will follow the concert with an opportunity to meet the musicians and composer and partake in some tasty treats. The first place Townies improved their winning streak to 5 with wins over Cranston East, Pilgrim, Laalle, Hendricken and Barrington in April. The Townies faced their last Division 1 North opponent, Cranston East, at home. Despite playing inconsistently East Providence was able to complete the sweep beating the Bolts 25-22, 25-22 and 26-24. Thursday the boys traveled to Pilgrim to play their first Division 1 South crossover match. In an extremely competitive match the Townies pulled off a 3-2 road win. Will Schofield was dominant at the service line chalking up 7 aces while adding 30 assists and 9 kills. Lucas Flavin and Ryan Vieira turned in solid offensive production while Mike, Monagle, Brett Dailey, and Nick Lopes production the passing and defense needed to close out the match. The Townies continued divisional play against Hendricken and LaSalle. EP had a straight set victory over Hendricken 25-23, 25-17, and 25-19. Leading the way for the Townies were Lucas Flavin with 13 kills, Will Schofield 3 kills, 10 assists, and Mike Monagle with 17 digs. The Townies traveled to LaSalle to face the Rams. East Providence again came out on top winning 3-1 ( 2519, 12-25, 25-18, and 25-23). “This game was highlighted by the emergence of junior Chris Hermanowski who shut down LaSalle’s outside attack registering 5 blocks. The offense was led by Lucas Flavin (15 kills), Ryan Vieira (7 kills), and Will Schofield (7 kills),” said head coach Keith Martinous. Head coach Angelo Pizzi has been trying to make boys Lacrosse a viable sport at EPHS. The sport is relatively new in the high school and the team has yet to win this season in 6 contests. “We have decided to keep a bigger squad this year in order to promote the sport and build a lacrosse program,” said Pizzi. “We are fielding virtually an entirely new team.” Returning starters include seniors Desmond Almada and Evan Gonzales and juniors Matthew Chase, Andrew Gordon, and Tyler Johnson. Captains are: Demond Almada, Kyle Barboza, and Matthew Chase. Coach Pizzi is confident and hopes to build a foundation that will lead to a competitive squad sooner than later. Townie fans are supporting his efforts. “We are grateful for fan support and will keep working hard,” promised Pizzi.

East Providence Girl Scout Troop 473 tour of TD Bank
Members of East Providence Girl Scout Troop 473 took a tour of TD Bank in Rumford on April 19th. This tour is part of the TD Bank WOW! Zone program. The program is a comprehensive financial literacy program created by TD Bank. The bank’s goal for this program is to provide children and teens with valuable information about money, saving, banking and investing. It is designed to be educational, fun, and interactive. It is also designed to provide a solid foundation for everyone to create a strong financial future. While there, the troop members learned the value of money, the difference between saving and spending it, budgeting, investing, checking accounts and ATMs. They even practiced using the microphone and sending the money tubes back and forth at the drive-thru teller’s window. Each girl received a goody bag filled with mementos including a large TD Bank patch to wear on the backs of their uniforms and a $10 certificate which the bank will deposit into their savings account. Pictured at left are members of East Providence Girl Scout Daisy Troop 473 who took a tour of the TD Bank on Newport Avenue in Rumford on Saturday, April 19th.

East Providence Girl Scouts participate in World Thinking Day
Every year on World Thinking Day, Girl Scouts participate in activities and projects with global themes to honor their sister Girl Guides and Girl Scouts in other countries. World Thinking Day is part of the World Association of Girl Guides and Girl Scouts Global Action Theme (GAT) based on the United Nations Millennium Development Goals (MDGs), which aim to improve the lives of the world’s poorest people. The theme for World Thinking 2014 is girls worldwide say “education opens doors for all girls and boys.” The theme is based on the United Nation’s Millennium Development Goal 2, to achieve universal primary education, and is especially focused on making sure girls have access to education. Educating girls is one of the most powerful and effective ways to reduce global poverty. This year, East Providence Girl Scouts held World Thinking Day at the Riverside Congregational Church on Oak Avenue in Riverside. More than 100 Girl Scouts visited the various booths depicting facts about different foreign countries.
Shown above is one of the booths displayed at World Thinking Day. This booth contained information about Iceland: its geographical information, animals which are native to the country, foods eaten there, the language, and its currency - just to name a few.

How You Can Help NALC Food Drive For Tapin
East Providence Girl Scout Troop 472
In March, the members of East Providence Girl Scout Troop 472 attended the Boston Red Sox game for Project Undercover. In return for donating diapers and/or other articles of children’s’ underwear, the troop members were allowed to attend the game at a discounted price. Girl Scouts of RI supports Project Undercover which helps 45,000 children living below the poverty level in RI by supplying them with 1,000,000 diapers and 180,000 pairs of socks and underwear every year.
TAPIN (Touch A Person In Need) would like to remind everyone that the National Assoc. of Letter Carriers (NALC) Food Drive will take place on Saturday, May 10 and it a hugely important contribution to the emergency food closet. As the number of East Bay area clients continues to increase it becomes more and more difficult to replenish the shelves. Please have your bag of non-perishable food items unbreakable containers out early for your letter carriers who make this tremendous effort each year. Canned goods such as vegetables, soups, spaghetti sauce, tuna, fruits as well as peanut butter, pasta, cereals, etc. are needed most since they go in every bag, but condiments, dry milk, snacks, crackers and baking items are really nice additions to those basic bags. If donors miss the drive on Sat. they can still deliver their donations to TAPIN and the NALC will receive credit. The housewares closet is really in need of small appliances such as mixers, blenders, toasters and toaster ovens, coffee makers, etc. as well as pots, pans, dishes, and flatware. Warm weather (only) children’s clothing sizes infant thru 14 would be very welcome. Please be sure items are clean and in good repair. New underwear is another very welcome donation. TAPIN is located in the lower level of the Library building on County Rd in Barrington and is open form 9 to noon, Mon thru Fri. Please call the office during those hours for any further information or check the website: tapinri.com.

Instruments for Children
The Instruments for Children Program of the Rhode Island Rhythm & Blues Preservation Society kindly requests your assistance in reaching out to potential donors of used or new musical instruments for children (Grades 4 through 12) who express an interest in their school music programs and who would not be able to participate without our help. We are currently seeking instruments such as, flutes, trumpets, saxophones, trombones, clarinets, guitars, child-size keyboards, beginner drums, etc. Our organization sees that the donated instruments are fully restored before they reach the schools. These instruments will be provided to children for whom this activity would otherwise be a financial hardship. The Rhode Island Rhythm and Blues Preservation Society is a 501c3 Non-Profit Organization. Our mission is to preserve and promote the Rhythm and Blues traditional music art form through events, activities, and public education programs. All donations are tax deductible to the full extent of applicable laws. In August 2013, Howard Brown and a traveling companion took a planned twoweek trip to Alaska, avoiding the more popular cruise-ship travel and opting instead for ferries, rail, small planes, car rentals, boats, and busses. Brown concluded that they had seen the real Alaska. His fun, fact-filled talk reflects their sail up the Inland Passage, and visits to Skagway, Glacier Bay, Juneau, and Denali National Park. Travelers and arm-chair travelers alike will enjoy Brown’s slide program.

intake at meals and snacks in terms of “carbohydrate choices.” A carbohydrate choice, or carb choice, is a portion of food with 15 grams of carbohydrate. For example, eating a single slice of bread with 15 grams of carbohydrate counts as one carb choice. By reading and understanding food labels, you will be able to manage your carb choice consumption and stay on track with your daily carbohydrate intake goals. If you are newly diagnosed with diabetes or carb counting seems too overwhelming, there are other ways to make sure that you begin making healthy choices when eating. The plate method is a basic technique to help you start managing your blood glucose. It helps you visualize the appropriate portion sizes and provides simple guidelines for making healthier food choices. Begin with a 9” plate and divide it into three sections. Draw a line down the center of your plate, then divide one half in half again so you will have three separate section. Fill the largest section with greens, non-starchy vegetables, such as lettuce, spinach, carrots, red, green or orange peppers, green beans, cabbage, broccoli, cauliflower, okra, collards, kale, swiss chard, celery beets and turnips. Fill one of the smaller sections with whole grains or starchy vegetables and foods such as whole grain breads, whole wheat pasta, brown rice, beans, peas, sweet potatoes, lima beans or corn. Then fill the remaining small section with lean meat or meat substitutes or other low fat protein sources. This includes chicken, turkey (without the skin), fish, lean cuts of pork or beef, tofu, beans, eggs and cottage cheese. Last, add to your meal ¾ cup of fresh fruit such as blueberries, blackberries, mandarin oranges, grapefruit sections or pineapple chunks. And also add an 8 oz glass of skim milk or a small 6oz container of light yogurt. Using your 9” plate in this fashion will help you with portion control and enable you to eat a variety of nutrients to help manage blood glucose and weight loss.

Building a Balanced Diet
When managing diabetes or just maintaining your ideal body weight, eating the right balance of protein, carbohydrate and nutrients is very important. No matter if you are using a plate method or counting carbohydrates, understanding food labels and creating meals that work for you is very important. If you have questions it is best to consult with your diabetes educator or healthcare professional to help you track and meet your nutritional goals. Carbohydrate counting is a meal planning tool that allows you flexibility in your food choices. You can adapt it to help you keep track of the carbs that you eat at each meal and/or snack. This will help you better manage your blood glucose. Once you have worked with your healthcare team to determine the optimal number of carbs you should consume at each meal you can measure your

Generally, a meal plan to manage blood glucose spreads a moderate amount of carbohydrate out over the day. For example, many people consume meals that will include between 30-60 grams of carbohydrate (2-4 carbohydrate choices) and snacks that have between 0-30 grams of carbohydrate (0-2 carbohydrate choices). Beware of Fake IRS Emails and Phone Calls
Tax scams that use email and phone calls that appear to come from the IRS are common these days. These scams often use the IRS name and logo or fake websites that look real. Scammers often send an email or call to lure victims to give up their personal and financial information. The crooks then use this information to commit identity theft or steal your money. Some call their victims to demand payment on a pre-paid debit card or by wire transfer. But the IRS will not initiate contact with you to ask for this information by phone or email. If you get this type of ‘phishing’ email, the IRS offers this advice: Don’t reply to the message. Don’t open any attachments or click on any links. They may have malicious code that will infect your computer. Don’t give out your personal or financial information. Forward the email to phishing@irs.gov. Then delete it. If you get an unexpected phone call from someone claiming to be from the IRS: Ask for a call back number and an employee badge number. If you think you may owe taxes, call the IRS at 800-829-1040. IRS employees can help you.If you don’t owe taxes or have no reason to think that you do, call the Treasury Inspector General for Tax Administration at 800-366-4484 to report the incident. You should also report it to the Federal Trade Commission by using their “FTC Complaint Assistant” on FTC. gov. Please add “IRS Telephone Scam” to the comments of your complaint. Be alert to scams that use the IRS as a lure. The IRS will not initiate contact with you through social media or text to ask for your personal or financial information.
FRAUD ALERT: BLUE CROSS/BLUE SHIELD OF RI REFUND SCAM
Blue Cross/Blue Shield of Rhode Island (BCBSRI) has received reports regarding a company (name unknown) posing as an affiliate BCBSRI. Seniors are instructed to call an ‘800” telephone number. When the senior calls the number, they are told that the organization is a BCBSRI affiliate and that they and are eligible for a refund. The company goes on to ask for the person’s credit card number in order to “process their fund.” BCBSRI has advised us that they do not call seniors and ask for personal information over the phone. If seniors have concerns about information requested by BCBSRI, they are urged to call the customer service department at 459-5000. If they are a calling from outside Rhode Island, the number is 1-800-6392227. The TTY/TDD number is 711.

Senior Men’s Tennis, Center Court East Providence
AARP East Providence Chapter #1302
The winter tennis season for Senior Men’s Tennis (SMT) at Center Court in East Providence is drawing to a smashing ending with the annual pizza party on May 1. Attendance this season is robust with as many as 35 men showing up for the Monday/ Wednesday sessions of two hours each. For some who are over 75 years old it can be exhausting but all do very well enjoying the benefits of a vigorous tennis workout every week. Not to be overlooked is the social connections enjoyed as well. The pizza party, a tradition now for many years, is the season ending opportunity to honor long time members of SMT for their participation, good sportsmanship and contributions to the operation of the organization. Election to SMT Hall of Fame at the party provides recognition for these qualities. Two are honored at this season. The first is Adin DeMary, a long time member and the Treasurer (and the “go to” man for solving problems). The second new Hall of Famer is John Hennedy, another with a long tenure, demonstrates not only the friendly spirit that characterizes SMT but persistence in improving his game and the on-court attitude of encouragement to others. The recognition of the Most Improved player goes to Manny Metz, a relative newcomer. The Foot Fault award, an attempt at humor but also a poke at those who illegally step across the base line when serving, is not decided at this writing. (There must be several candidates.) Finally, a well deserved Service Award goes to Charlie Somers for outstanding work in the planning and conduct of our two yearly parties and other activities during the season. His work often goes unnoticed but he has been a steadfast member and promoter of SMT.

Hello, I’m Angela Hall and welcome to “Play With Your Food" because cooking should be fun!
Nobody Delivers a Better Pizza.
Lovely May and soon spring flowers will all be in bloom. Garden planning. Farmers Markets are teeming with veggies and fruits. One of my favorite fruits from this time of year are Strawberries. I use them in salads instead of tomatoes. Wild Strawberries will be out soon too. Beautiful delicate wild strawberries. Pick up or delivery, expires 6/1/14 When I was growing up my poor mother was very allergic to strawberries. She couldn’t even tolerate the smell. We never had strawberry anything. This was one of those allergies that developed in her adult years. I remember as a small 2777 Pawtucket Ave. child my mother got very sick, she couldn’t get out of bed and a doctor came to the house to examiner her. As it turned out it was East Providence, RI 02914 strawberries that caused her to become so sick. Food allergies are serious business. 401-434-8345 They can kill a person if not attended to. If you suspect this might be happening get it checked out. Allergies can develop at any age and can affect a person in various ways. In Massachusetts food service workers are required to take allergy awareness training. I believe this should be a requirement of all states. In any event, for me the joy of strawberries was discovered as an adult. So glad my son or myself don’t have that type of allergy. Try using strawberries instead of tomatoes in your next salad, simply tear romaine lettuce thinly sliced sweet onion, sliced strawberries with a nice Stilton Blue or Gorgonzola cheese. Strawberries go nicely with either of these cheeses. Top with a balsamic vinaigrette and enjoy the fresh taste of spring. STRAWBERRY MASCARPONE TART WITH PORT GLAZE
This time of year, you can’t have too many fruit tarts. Here, ripe strawberries drizzled with Port glaze top a luxurious no-bake mascarpone filling. The press-in crust, by the way, is a breeze to make. Yield: Makes 8 servings. Active Time: 30 min Total Time: 2 1/2 hr (includes cooling) Tart shell can be baked 1 day ahead and kept at room temperature. Cream cheese can be substituted for the mascarpone cheese. Equipment: a 10-inch fluted tart pan with removable bottom; pie weights or dried beans For tart shell: 1 1/4 cups all-purpose flour 3 tablespoons granulated sugar Rounded 1/4 teaspoon salt 7 tablespoons unsalted butter, cut into 1/2-inch pieces 1 large egg yolk 1/2 teaspoon pure vanilla extract 1/2 teaspoon fresh lemon juice 3 tablespoons cold water For filling: 1 1/2 pounds strawberries (about 1 1/2 quarts), trimmed and halved lengthwise 1/3 cup granulated sugar 3/4 cup ruby Port 1 pound mascarpone (about 2 cups) 1/4 cup confectioners sugar 1 teaspoon fresh lemon juice 1/2 teaspoon grated lemon zest 3/4 teaspoon pure vanilla extract
Make tart shell:
Blend together flour, sugar, salt, and butter in a bowl with your fingertips or a pastry blender (or pulse in a food processor) just until mixture resembles coarse meal with some roughly pea-size butter lumps. Beat together yolk, vanilla, lemon juice, and water with a fork, then drizzle over flour mixture and stir with fork (or pulse) until mixture comes together. Gently knead with floured hands on a lightly floured surface until a dough forms, then gently knead 4 or 5 times. Press into a 5-inch disk. Place in center of tart pan and cover with plastic wrap. Using your fingers and bottom of a flat-bottomed measuring cup, spread and push dough to evenly cover bottom and side of pan. Prick bottom of tart shell all over with a fork and freeze until firm, about 10 minutes. Preheat oven to 375°F with rack in middle. Line tart shell with foil and fill with pie weights. Bake until side is set and edge is pale golden, about 20 minutes. Carefully remove foil and weights and continue to bake until shell is deep golden all over, about 20 minutes more. Cool in pan, about 45 minutes.
Make filling while tart shell cools:
Stir together strawberries and granulated sugar in a bowl and let stand, stirring occasionally, 30 minutes. Strain in a sieve set over a small saucepan, reserving berries. Add Port to liquid in saucepan and boil until reduced to about 1/4 cup, 10 to 15 minutes. Transfer to a small bowl to cool slightly. Meanwhile, whisk together mascarpone, confectioners sugar, lemon juice, zest, vanilla, and a pinch of salt until stiff.
Assemble tart:
Spread mascarpone mixture evenly in cooled tart shell, then top with strawberries. Drizzle Port glaze all over tart.

Dave Says Dear Dave, I want to roll over a 401(k), and my bank is encouraging me to roll it over to fixed annuities. Is this a good investment? John Dear John, More times than not, when you go to a bank for investment advice, what you’ll get in the bargain is bad advice. And that’s the case here. I’d move toward a traditional IRA, in a series of good growth stock mutual funds. Put it across four types of accounts: growth, growth and income, aggressive growth and international. What you’re looking for, John, is a great track record for your investments. You want a track record so ridiculously good that it gives you a great sense of comfort, even though there’s no guarantee of what’s to come. And there are mutual funds out there that can do just that for you. I own one that’s over 70 years old, and it has averaged nearly 12 percent over that time. Lots of people talk in “what ifs” when it comes to investing. Well, you can play that little game all day. But if the economy goes completely down the tubes, and the government destroys things like mutual funds and real estate completely, your little bankrecommended annuity isn’t going to make it, either. The banking system as a whole will fail if all the mutual funds close because they’re all based in publicly traded companies. And that means virtually every business you drive by on your way to work would be out of business. A bank’s not going to survive that kind of thing. If you’re looking for things to help you survive the apocalypse, you’re talking about food and water. But if you want rational, wellreasoned investments, you need to look at growth stock mutual funds and paid-for real estate. That’s what I do! - Dave Dear Dave, Why do you think debt consolidation is such a bad thing? Tessa Dear Tessa, Debt consolidation is a bad thing because it makes you feel like you really did something to get out of debt and change your financial world when you didn’t. People come to me all the time saying stuff like, “Dave, I got a second mortgage. I paid off all my debt!” Well, no you didn’t pay off all your debt. You just moved it around. That’s part of the catch when it comes to debt consolidation. If you get a lower payment and move things around a little bit, you feel like you actually accomplished something. The problem with that is you don’t do anything to address the real problem, which is you. Interest rates aren’t your problem, and the number of payments isn’t your problem. Your problem is the person you look at in the mirror every morning, Tessa. Until you fix that person and get mad enough at your financial situation and the real cause of it, you’ll never make any progress toward getting control of your finances. Trying to borrow your way out of debt is not a good plan! * Dave Ramsey is America’s trusted voice on money and business.
