School Department Lays Off 106 Jobs Covid Related Factors
The school committee met on May 26, 2020 to vote on Superintendent of School’s Kathryn Crowley’s recommendation to lay off 106 various staff due to potential lack of funding. The district, like most in the nation, is facing the prospects of cuts in funding due to the pandemic and reduced state and federal revenue. The vote to uphold the layoffs was approved by a 4-1 margin with Ward Two member Tony Ferreira voting against. Voting approval was Chairman Charles Tsonos, Joel Monteiro, at-large; Karen Tavares, Ward Three and Jessica Beauchaine, Ward Four. The committee is required by contract and law to notify employees of non-renewal by June 1st for the upcoming school year. “The state of Rhode Island has a significant budget shortfall, between $800 - $900 million,” Crowley told the committee during the online meeting. “They are telling us we could see a 10% cut for all school districts. For East Providence, the cut could be as much as $3.5 million. That’s the worst-case scenario at this time,” said Crowley. “Thinks could be better if the federal stimulus package comes in, but that is still being argued in Washington. I’ve been in touch with State Representative Gregg Amore and his advice is to go with a worst-case scenario at this time,” Crowley added. School departments were hoping to get the June 1st non-renewal deadline moved back to July 1st but could not get the American Federation of Teachers union to agree. The National Education Association (which includes East Providence) did agree but both unions were needed. The prior deadline of March 1st was moved to June 1st several years ago. “Because of the notification deadline, we have no choice but to make a layoff decision before June 1st. It is something I do with a heavy heart, but it is necessary. We don’t know what the future will bring,” said Crowley. The school department is dealing with several unknowns caused by the pandemic. Questions such as will school reopen in September, will students and staff need to distance 6 feet apart, will other health regulations cause unplanned for expenses? “We will put a task force together to help with all of these questions and concerns. The layoffs have nothing to do with the quality of teachers or any staff displaced. It is strictly an adherence to the June 1st law and contractual considerations with certifications, some staff having multiple certs,” said Crowley. Staff layoffs include instructional coaches at Martin & Riverside middle schools (2); one induction coach; a third grade “bubble” class at MJ Francis elementary which includes 10 out-of-district students; two technology coaches at the middle schools (one each); all math interventionalists are having job specifications redone and others. “With displacement comes teacher layoffs as we consider seniority and other factors,” said Crowley. The breakdown of layoffs by groups is: 34 certified teachers, 36 paraprofessionals, 31 classroom aides and 5 secretaries for a total of 106 positions. The layoffs touched all unions and groups. Four custodians who were elevated to maintenance positions are returned to custodial jobs. Open custodial/maintenance positions will not be filled. “All of this is due to the Covid 19 and unknown factors about opening school in September,” added Crowley. One surprise was that the pre-kindergarten program was not touched, contrary to expectations from staff there. “I would like to get the $1.6 million we are scheduled to get from the Mayor and city council a little early. If the state cuts pre-K funding, then we can use that money to sustain our program,” Crowley told the committee. “If the state cuts pre-K, then we can keep it with that $1.6 million,” Tony Ferreira asked the Superintendent. “Yes,” replied Crowley. “If the state does fund it, can we slide that $1.6M into our (expected) $3.5M hole,” asked Ferreira. “We could, it would be transferred into our budget, we would utilize as needed, it would help,” answered Crowley. Crowley said she had asked the Mayor and city finance director for the $1.6M but it is not confirmed yet if schools will get it. At-Large member Joel Monteiro asked for clarification on the use of the $1.6M. “Isn’t that $1.6M from the City already in our budget? It just isn’t in our physical possession yet. Getting it doesn’t change our budget as we see it. It isn’t added revenue, right?” The ensuing discussion was not crystal clear as school finance director Craig Enos and Crowley discussed the availability of the account. “It’s reported in the due to, due from audit account. You don’t see it every month,” said Enos. “Correct, we assume we have the money, the $1.6 is just cash,” Enos added. “I do not have $1.6M in the budget for this,” said Crowley. Monteiro maintained that this money does not represent a windfall or new money to the schools.

Inside This Issue
Council Holds Off on Immediate Hiring/Spending Freeze
A suggestion by councilman at-large Bob Rodericks to enact a temporary hiring and spending freeze on all non-emergency, non-essential items was put on hold as the council will review a budget watchdog process instead. “It is an appropriate time to send a message to the community that because this global pandemic has affected us so severely that we need to address its financial impact right away,” said Rodericks. “Health and safety are the number one concerns but our economy has been damaged so that people and communities and businesses are suffering. We will be facing severe revenue problems within our schools and city government. While we’re in good financial shape right now, it isn’t too late to start preparing for the next budget season,” he added. While council colleagues were in agreement, they preferred to address a proposed budget ordinance which will finalize a budget process to appoint a review committee. “I’d rather place an eagle eye on where the budget will be, coming up. I don’t know where that stands (budget ordinance),” said councilman Nate Cahoon. “Presuming we will pass that and it probably behooves us to get in sooner than later. I don’t see any immediate concerns, but I agree revenues may not be what we anticipate,” added Cahoon. Cahoon went on to say that a hiring freeze may make things worse if critical positions to budget planning went unfilled as an example. The council agreed to consider the budget ordinance at the next meeting in early June.

New Process for Hiring Traffic Control Guards
Senior Center News...............29
The city council approved final passage which covers the hiring of traffic control personnel. “We have seen uncovered crossing guard posts for close to a year and the new charter and legal department has been drafting an updated ordinance so we can fill these positions,” said the resolution sponsor, at-large councilman Bob Rodericks. “Many of these positions are covered by contractors and don’t cost the city anything. We also had some important school crossings that went uncovered this past year. This process requires persons to apply for positions and removes the politics of council or mayoral appointments,” said Rodericks. The new wording states in part: “In order to provide for the hiring of traffic control personnel within the City of East Providence, the City adopts the following ordinance to govern the selection, appointment, retention and training of traffic control personnel.

Traffic Control Personnel. There shall be three (3) classifications of traffic control personnel as follows: 1. Retired Police Officer means any retiree of the East Providence Police Department who retired on a normal, non-disability pension pursuant to Article V of the City’s personnel ordinance. 2. School Crossing Guard means a person who is authorized and assigned to direct traffic at various school crossings within the City of East Providence on a part-time basis. 3. Traffic Control Officer means a person hired by a public or private person, corporation, or utility company for the purpose of directing traffic at construction or worksite detail with the City of East Providence on a part-time basis. All traffic control personnel will now apply to the Human Resources Department and shall go through a selection process consistent with the City’s personnel ordinance. Applicants must complete training in safe traffic control practices and public contact techniques, be thoroughly familiar with the latest Flag person requirements and guidelines included in the most recent edition and revisions to the Manual on Uniform Traffic Control Devices, and must possess a certificate of satisfactory completion from a training course approved by the Department of Transportation. They must complete, on an annual basis, any in-service training program as required, organized or authorized by the East Providence Police Department and successfully pass a background check. Those already employed will remain on but must still meet the minimum qualifications and background checks. “The main change here is just a process of going from appointment to hiring,” said Mayoral aide Marc Furtado. “The police will provide all vetting and background checks for these posts,” said Furtado. continued on next page...

“I hope those already hired can remain, I think level of training for school crossing is different from other traffic patrols,” said councilwoman Anna Sousa. Councilman Nate Cahoon asked about notification of job openings. “What are requirements of job posting? Do we post in papers, libraries, etc?” asked Cahoon. Mayor DaSilva added that all professional links are used to announce jobs through HR. “Currently we use ADP, LinkedIn, social media, etc. This ordinance also creates a method to ensure that all crossing guards are trained, regardless of assignment,” said the Mayor. Crossing guards can take assignments that all police officers decline. The positions are not in any union.

City of East Providence News City Seeks to Combat Rodents with Trash Cart Program
The city of East Providence has been researching various ways to combat the rodent issue occurring in some areas of the City. Reducing ready access to food sources, such as improperly disposed of trash, is a sure way to reduce the population of rodents. Mayor Bob DaSilva has been in negotiation with MEGA our current trash contractor, since December 2019 to devise a program that would provide residents with large trash carts similar to residents’ current recycle bins. Since those talks with MEGA began, the City was able to see a $163,000 reduction in the proposed original cost for the trash receptacles. “Rodents are not only a nuisance in our city because the damage they cause to property but they also can transmit diseases,” DaSilva said. “I have met with concerned residents on multiple occasions and have seen firsthand how they have been impacted. “That is why I am thrilled that we will be able to put these preventative measures in place with help from MEGA,” DaSilva added. The carts, which will be repaid over 60 months, with no interest charged to the City, would ensure that every resident would have the proper and secure container in which to store their trash and ultimately reducing the food source to rodents. The MEGA contract extension proposal will first go before the City Council for ratification.
Tax Bills Mailed, Residents To See Modest Tax Increase
East Providence residents will see a slight tax increase in their tax bills this year, a direct result of the budget set in November 2019. Residents are slated to receive their tax bill this coming week. Homeowners will see a .57 cent increase per $1,000 in their taxes, which averages out to approximately $130 annually, based on the average single-family home value of $230,000. Factors that contributed to tax rate increase: A primary factor requiring the increase includes a multi-year plan to prepare for the bond payment on the $189 million state-ofthe-art high school. While each community has its own financial realities and challenges, East Providence is on strong, fiscal footing as recently noted by Moody’s Investors Service when it upgraded the City’s bond rating to A1. This modest tax increase will support ongoing essential services as well as future investments that will strengthen our community. East Providence’s tax year is not in sync with other communities. While most communities begin their fiscal year in July and during a time that the state is setting its budget, the City of East Providence
does not begin its budget process until May. Other communities have a better pulse on how much they will need to cut or add to the budget because assessors have an idea of total assessments and where the tax rate will fall. Here in East Providence, however, the City does not have those assessment details in place because of our unique fiscal year. Once the City’s assessor has completed the assessments (from December through April and after the budget process is completed), the rates are based on the levy that is set during the previous budget process. Throughout the year, the City has taken many cost-saving steps. Administration’s cost-saving measures: • Borrowing for new high school at a new rate, saved the City $1.5 million in interest costs. • Issuances of new bonds that lowered the City’s debt service payments by $448,000 over the next 10 years. • Relocation of Recreation Department staff to the Senior Center resulting in utility and maintenance savings of $85,000. • The addition of energy efficient lighting in many city buildings saved the City nearly $23,000 in annual financial savings and 136,916 in annual Kilowatt-hours savings over 13 years. “Our administration is committed to working with the Council to minimize future expense increases, while also finding innovative ways to spur economic development in our city, which will in turn provide future tax relief for all taxpayers,” Mayor Bob DaSilva said. Payments may be made online via www.eastprovidence.net or at City Hall using the drop box located near the door on the Grove Avenue side of City Hall.

East Providence Police Department Swears in 8 New Officers
The East Providence Police Department swore in eight new officers on Tuesday, May 5, 2020 outside of the East Providence police station as members of the East Providence police command staff, members of the officers’ families and city officials looked on. The swearing in ceremony was atypical this year as the officers, command staff and officials all wore masks and practiced social distancing as families watched the ceremony from their cars. The recruits endured 15 weeks in the Rhode Island Municipal Police Training Academy before taking the oath of officers. It was the first graduating class since 2018. “Although this graduation is far different than those in the past, it does not change the mission,” Chief William C. Nebus told the newly sworn officers. “Do not ruin what you have accomplished by losing sight of who you are when you change into this uniform. “I place my trust in all of you …you have chosen to provide a service to the citizens of East Providence do not take this task lightly,” Nebus added. “Be proud of what you have accomplished so far as this is only the beginning get ready for the most rewarding career.” Mayor DaSilva swore in each of the eight officers and welcomed them into the city of East Providence family. “It’s a journey, it’s a rewarding journey that will continue throughout your career,” DaSilva told the officers. “It’s something that you should be very proud of – to wear the badge of the East Providence Police Department because it is one of the finest in the state if not the whole nation.”

Autism patches
The City of East Providence Fire Dept. has raised nearly $2,000 in order to help support Autism awareness. Throughout the month of April the EPFD sold nearly 250 Autism Awareness patches for The Autism Project, a collaboration of parents, professionals and community members that provides support, training and programming that is accessible to all for Rhode Island children and adults with Autism Spectrum Disorder (ASD) and their families. “The Autism Project is so grateful to the East Providence Fire Department and all of the first responders,” said Kristen Steiner, senior development manager at The Autism Project. “The EPFD has gone above and beyond to support the local community and The Autism Project. “Thank you to all those that made the Autism patches such a success, you are truly helping to make a differ-
ence in the lives of those we support!” East Providence Fire Lt. Carl Godfrin designed the Autism fire patch and sticker to sell to the community in order to raise funds for the nonprofit and to offer the patches to other members of the EPFD. Because of the generosity and good nature of the members of the EPFD and patch collectors in locations throughout the world including Ireland, Berlin and the United Kingdom, the EPFD raised $1,700. “Our first responders are true servants of our community,” Mayor Bob DaSilva said. “I applaud their professionalism and their demonstration of great stewardship, not only in our community, but beyond our city borders.” The East Providence Fire Department supports many of the same causes and organizations on an annual basis, but this year Godfrin wanted to switch it up while also supporting an organization with a big impact on the community. “The Autism Project has offered training to public safety to assist us in dealing with those affected by Autism during an emergency, as well as other related services,” Godfrin said. “I felt I needed to somehow give back and I have always had a liking to unique duty patches.” “I supported the effort as an expression of solidarity and allowed the members of the department wear the patch on their uniforms during Autism Awareness month,” Chief Glenn Quick said. “I am very proud of Carl’s effort in taking the initiative to design the autism patch and stickers.” If someone is interested in purchasing any of the remaining patches or stickers, please contact Lt. Godfrin at cgodfrin@eastprovidenceri.gov.

Goodbye Blake Daniel Costa, “The Beast”
By Bob Rodericks The year 2020 will not be remembered as a good year for many reasons. A global pandemic has most likely changed the way we will live forever. As many lament having to wear a mask in public, not being able to go to a hair stylist or going to a restaurant for dinner or not being able to watch millionaire athletes compete, one East Providence, RI family should help everyone put this in perspective. Five-year old Blake Daniel Costa died in his parents loving arms on Thursday morning, May 21, 2020. Blake’s parents, Nicholas and Lisa (Cabral) Costa of Riverside, have endured their son’s battle with brain cancer for four years. The Costas have offered to share the love of their beautiful son with everyone. Blake loved being around his grandparents, family and friends. Those who knew him well would recall how much he also loved being outside, going to the park, seeing animals, painting, coloring, riding the tractor with his father, and being “Chef Blake.” Blake’s baking creations would show his great talent. He had a passion for cooking and always wanted to cook for others. “Our Blake was a strong, brave and courageous boy who never had any fear and met every challenge head on with a smile. For all of his life he had to face adversity and suffering that no child should ever have to deal with. But being Blake and having the odds against him many times, he faced it head on and won and was affectionately called by many “The Beast,” the perfect name for the warrior that he was,” exclaimed a family statement. It will be very unlikely that the brief life of this little boy will ever be forgotten. He has left an endurable mark on so many people in the family and the community. “He has brought so many people together over his life by showing others his bravery and love for life. This has been so evident in the past few months with all of the visits to the “Glass Door Project” Blake and his parents (our Front door), the personalized Good Night Lights, meal trains, letters from our family, friends and the community (some we never have even met), and prayers from so many all The Reporter NewsMag and this writer are over the world,” continued a family statement. Everyone seemed to know Blake and his truly touched by the meaningful life of Blake energy, personality and bravery rose to the top. “We don’t know why Blake had to endure Daniel Costa. Our publishing family offers all of what he did but we do know that he taught us all a lesson that anyone big or small Blake’s family our sincere condolences. can make a difference in this sometimes crazy world and that we need to take a moment and enjoy life, our family and friends no matter what is going on because time is precious and you cannot ever get it back once it is gone, Nicholas and Lisa said. Due to the pandemic, five year old Blake was buried in a semiprivate funeral through Rebello’s Funeral Home, St. Francis Church and Gates of Heaven cemetery. Many family and friends and police and fire officials were in cars outside as Blake was buried. Relatives and friends will gather in the future at St. Francis Xavier From roofs to windows Church for a Memorial Mass and also a celebration of his life. It’s easy to make, even for beginners - no fancy ingredients required. Ingredients: • 1 ounce Cointreau • 2 ounces blanco tequila • 1 ounce fresh lime juice Instructions: Combine all ingredients in a shaker and add ice. Shake and strain into a salt-rimmed rocks glass. Garnish with a lime wheel. 4. It’s a highly customizable cocktail The Original Margarita is a classic on its own - the recipe has stood the test of over 70 years’ time. However, it’s very easy to customize to your tastes or ingredients. Whether you’re feeling adventurous or craving a classic there is a Margarita for everyone. 5. It’s the salt that makes it sweet Why the salt-rimmed glass? Salt is actually present on The Margarita glass to bring out the sweet and sour flavors of the drink. Just a pinch of salt around the rim is needed to enhance the flavors in this classic, refreshing cocktail. The Looff on Tour: East Providence Arts Council’s Answer to COVID-19 Restrictions
Saturday, August 8th, 11am-6pm (rain date Aug 15)
Various locations throughout East Providence Free admission Contact: Rick Lawson, Festival Director epartscouncil@gmail.com This year’s Looff will look and feel a little different due to COVID-19 and social distancing. This year’s “Looff on Tour” will be a little like an outdoor art festival--and a little like an open studio tour. Many of the finer details are still in the works, but the idea is to have artists outside their homes or local businesses, displaying their work throughout East Providence. The Looff on Tour will be a day of exploring our City, of getting to see artists and makers from Rumford to Riverside, of traveling musical acts--and enjoying some of EP’s great food and drink options. What we’re working on: Musical Acts: We know live music is a big part of what folks love about the Looff. We’re working with some local bands to organize traveling musical acts throughout the city of East Providence. SCHOOL NEWS Phone-A-Thon Raises $106,000 for Scholarships Scholarship Foundation of East Providence recently held its 26th annual community-wide phone-a-thon. The all-volunteer group reported that this year’s event topped their $100,000 goal. Thanks to the support of local families, businesses and organizations, students from East Providence will receive scholarships of $1,100 or more this year through the phone-a-thon. Over the past two and a half decades, phone-a-thons have provided more than $2 million in scholarships for city residents. In early March, more than 75 volunteers spent two evenings making calls to East Providence residents and raised over $61,000. The Carter Fund matched the first $45,000 received. The total amount of more than $106,000 will be awarded this year as scholarships to high school and college students living in East Providence. Students from East Providence High School, La Salle Academy and Bay View Academy, as well as college students who were past scholarship recipients and their families took part in the fundraising event. Representatives of community groups and board members of Scholarship Foundation of East Providence joined in contacting thousands of East Providence residents. “We are fortunate to have held the fundraiser before Rhode Island was impacted by the pandemic,” stated Phone-a-thon Chair Louise Paiva. “We are grateful for the support of so many families, organizations, schools and businesses in our community to assist East Providence students,” she said. “This year, more than ever, students need as much help as they can get.”
Students who participated in Scholarship Foundation of East Providence’s recent phone-a-thon thank the community for their generous support. (Tues 3/10/20) New scholarships initiated this year through the phone-a-thon include the Carmella Vecchio Scholarship, the J’s Scholarship and the Judith Richardson Scholarship, as well as a memorial scholarship in memory of Paul Grande. East Providence schools participated in Dress Down Days and made their contributions during the phone-a-thon. School PTAs also supported the phone-a-thon effort. Together, school-related organizations raised $8,000. Nine past classes of East Providence High School contributed or sent volunteers to the phone-a-thon to make calls to increase the amount they award. Alumni from East Providence High School Classes of 1945, 1950, 1955, 1962, 1964, 1965, 1973, 1974 and 1985 collectively raised $7,750 in scholarships.

Hennessey Heroes Will Continue to Rise...Even at a Distance!
Kindergarten student, Geovanna, wishing Principal Reilly a Happy Birthday from home.
2nd grader, Josiah, shows his hero pride.
As the year comes to a close, Hennessey Elementary School is proud of all the hard work, professionalism and dedication that students, staff and the community have shown during the Distance Learning Journey. We know the year was not what we had planned, but are proud of the work that Corey, 4th grader, engages in we did and continue to do Distance Learning as a school community. We have a new sense of pride and appreciation for one another and Hennessey School will continue to RISE! The level of dedication and community was evident even at a distance. Students were rising to the challenge of showing our core value of being proud in their schoolwork. JoJo, a 5th grade student stated, “Even though it’s distance learning, you can still learn.” He liked how “you can do math or reading first and you don’t have to go in order, so you can finish faster.” Students participated in spirit days, lunch bunch,, Principal Reilly’s read alouds, Distance Learning Hero Recognition, principal’s advisory meetings,, and numerous community and school-wide projects. Our windows and doors were decorated from home by the various school wide projects we have done in the past few months. We showed that we are Feinstein Junior Scholars by doing good deeds each day. Students wrote thank you messages and drew pictures for our essential workers to display in their windows to show we care. Students came together for the Hennessey Has Heart project and displayed hearts to show that we are together as a school community even though we are apart. Students and staff participated in the Walking Club and we were able to walk across the United States with all the steps we took. Students and staff came together to create our annual flash mob virtually which was a fun way to continue to build the fun and school spirit from a distance. Kaelyn, a kindergarten student, said one of her favorite things was Lunch Bunch. She liked the questions at Lunch Bunch and was happy to see her friends. We know our 5th grade students will represent Hennessey Heroes and show the core values as they begin their middle school years. We wish you all a safe, healthy, relaxing summer AND remember Hennessey Heroes are always Safe, Respectful and Proud!!!

URI Academic Excellence Award Winners
Kingston, RI - Each year, the University of Rhode Island honors graduating seniors for their superior academic achievement. Their selection is based on grade point average, as well as other criteria determined by their individual academic departments. For example, criteria might include an honors project, a research presentation, or a student’s professional promise. Each recipient of a University Academic Excellence Award receives a certificate of academic excellence suitable for framing and a URI lapel pin. Awards are usually conveyed in a special ceremony held in Edwards Hall. “While we are unable to celebrate together in person this year, this should by no means compromise or undermine the extraordinary achievements of our honorees,” said URI Provost and Vice President of Academic Affairs Donald H. DeHayes. “These graduates have set a high bar for themselves and are an inspiration to our faculty and staff as well as to our future students. It has been an honor to have them as part of our community.” The following students are the recipients of a 2020 University Academic Excellence Award: • Art: Nicole Faria of East Providence, R.I. • Plant Sciences: Jessica Hanley of Riverside, R.I.

News from Newman Congregational Church, United Church of Christ COVID-19 Memorial
Inspired by The New York Times’ May 24th front page listing of the names of 1,000 people who have died due to COVID-19, Newman UCC presents a local opportunity to remember our Rhode Island neighbors. Newman UCC has created a Memorial on its front lawn to honor our Rhode Island neighbors who have died. Individual ribbons have been placed on the church’s fence line, each signifying a life lost. As the numbers change daily, additional ribbons are added. Newman UCC now invites the community to assist with the installation. If you have lost a friend or a loved one to COVID-19, you are invited to stop by the church and write their name on a ribbon. Park in the church’s parking lot and walk to the Memorial where you will find over 600 ribbons currently and a bench for quiet reflection. It is our hope that as a community we can come together to name those whom we love, remembering that they are more than part of a daily statistic. These are our neighbors, our parents, siblings, children and friends. They deserve to be remembered as such. Unable to get to the church? Contact Pastor Timoth Sylvia at 401-434-4742 ext. 11 and a volunteer will write the name for you.

State House Sen. Conley and Rep. Amore Urge Deployment of Small Business Development Funds Legislators encouraged program is ready to launch
State House – Senate Finance Committee Chairman William Conley and House Small Business Committee Chairman Gregg Amore today urged the Rhode Island Commerce Corporation to prioritize deployment of the Small Business Development Funds (SBDF) to provide critical capital for local small businesses. “Rhode Island small businesses, the engines of our local economy, are facing financial peril due to COVID-19. We do not yet know how deep the chasm is and how prolonged this battle will be to emerge from this crisis. To put it mildly, the budget outlook is dire. Last year, we adopted a mechanism to provide access to up to $65 million in capital for Rhode Island’s small business. I’m pleased the Commerce Corporation revised regulations in March, and encourage them to work with applicants to launch the program without delay,” stated Senator Conley (D-Dist. 18, East Providence, Pawtucket). “Now more than ever our small businesses need access to capital. It is our duty to use all the tools in our kit to support Rhode Island jobs. I’m encouraged that applicants stepped up to the plate and continue working through the rigorous regulatory framework. But as economic devastation looms large, we should not sit idle while COVID-19 devastates local jobs – it’s time to act. I urge the Commerce Corporation to prioritize deployment of the SBDF program so struggling small businesses can get critical access to capital and save local jobs,” said Representative Amore (D-Dist. 65, East Providence). The General Assembly included in this year’s budget the Small Business Development Fund (SBDF), a program to provide underserved Rhode Island small businesses access to up to $65 million in private capital to support and create local jobs. The program provides flexible financing through both venture investment and growth capital lending to accelerate the expansion of existing and new small businesses. Vetted by legislators over two years of extensive committee hearings, the program leverages private capital through a delayed at-risk stream of tax credits. Using experienced, federally licensed fund managers, investment decisions are made free from political interference. Taxpayers are protected under the program: no credits can be claimed until funds are fully invested; tax credits are clawed back for noncompliance; failure to meet job projections triggers financial penalties; state receives bonus profit sharing for exemplary fund performance; funds are subject to comprehensive oversight and reporting requirements.

The goal is to be able to test 75-100 people per day at this site. Wishing you all good health, Laura Jones

Special Offering During COVID-19 (Coronavirus) Pandemic Given that seniors are encouraged to stay home, and the Centers for Disease Control are recommending social distancing of at least 6 feet, our meal sites have closed. Many seniors rely on this Monday through Friday meal. We are now doing boxed lunches, which include a sandwich of the day, fruit, milk and juice. Please make your reservations at least 24 hours in advance. East Providence Senior Cafe Phone: (401)-270-1814 For Goldsmith/City View Cafe Phone: (401) 434-7645 These boxed lunches are for people aged 60/+ or disabled individuals. A reservation 24-hrs in advance with the meal site, is required. A suggested donation of $3.00 per boxed lunch will help to sustain the program. Checks can be made out to East Bay Community Action and mailed to: East Providence Senior Center 610 Waterman Ave., East Providence, RI 02914
Ann Marie’s Relaxation Corner
I don’t need to tell you that we are in uncertain times and this can be very stressful. One of the greatest gifts that we can give ourselves is to do something to relax every day. Breathing exercises are easy to do and can reduce our stress levels significantly. Try some bubble breathing. Inhale through your nose to a count of 6. Hold for a count of 3-6, whatever is most comfortable. Exhale through your mouth, as if you were blowing bubbles, to a count of 6. Repeat 6-12 times
