East Providence News Briefs East Providence Police Arrest Three in Catalytic Converter Thefts

Local police, assisted by the Rhode Island State Police arrested three out of state suspects in the theft last March of some 14 catalytic converters. Police were called to the Rhode Island Truck Center on Amaral Street for a report of a larceny in progress on March 12 around 2 a.m. “A caller reported that several individuals had gained access to the gated facility and were actively stealing catalytic converters from several commercial vehicles. Responding officers encountered a silver Mazda sedan exiting the parking lot occupied by three males wearing black ski masks,” said Police Chief Chris Francesconi. Officers attempted to stop the vehicle, but their commands were ignored. The vehicle fled the scene at a high rate of speed towards the Wampanoag Trail. Several officers pursued the vehicle on Pawtucket Avenue before it continued onto Route 195 westbound. During the pursuit, the vehicle sustained damage to the passenger side front tire. The vehicle continued to flee at a high rate of speed on three wheels onto Interstate 95 north and eventually Route 146 north. “Our officers attempted to stop the vehicle, but their commands were ignored. The vehicle fled the scene at a high rate of speed towards the Wampanoag Trail. Several officers pursued the vehicle on Pawtucket Avenue before it continued onto Route 195 westbound,” added the chief. During the pursuit, the vehicle sustained damage to the passenger side front tire. The vehicle continued to flee at a high rate of speed on three wheels onto Interstate 95 north and eventually Route 146 north. “We notified surrounding agencies of the pursuit which was eventually terminated near the Smithfield Avenue exit on Route 146. Rhode Island State Police located the vehicle a short distance away where the vehicle attempted to exit onto Route 116. The vehicle became disabled, and all three suspects fled on foot. All three were subsequently taken into custody by Rhode Island State Police,” Chief Francesconi reported. Rhode Island State Police recovered 14 catalytic converters from the vehicle, each valued at approximately $1,500. Officers identified several vehicles that had the catalytic converters removed. Detectives are currently investigating the incident to see if the suspects are connected to other catalytic converter thefts in East Providence and surrounding communities. The three suspects were eventually transported to the East Providence Police Department where they were identified and arraigned by a bail commissioner. Jose Vazquez, age 27 of Chicopee, MA. Nathaniel Vazquez, age 26, and Roberto Jourdan, age 24 both of Springfield, MA. They were variously charged with: Larceny over $1,500 (6 counts), Injuring or Tampering with Vehicles (6 counts), Eluding an Officer/High-Speed Pursuit, Obstructing an Officer in Execution of Duty and Conspiracy.

Councilman to Draft Ordinance to Deter Converter Thefts
City Councilman-at-Large Bob Rodericks asked council colleagues to support his call for an ordinance intended to deter the chronic thefts from residents and businesses of stolen catalytic converters. “Catalytic converter theft is at an epidemic proportion, here and across the country,” Rodericks said at the March 15th city council meeting. I had this item placed on the docket well before the recent arrest of three suspects and it is very coincidental but timely to discuss this now,” Rodericks said.

Long Vacant & Litigated Industrial Property to Become “East Pointe”
The City Council unanimously approved a TIF (tax increment funding) supporting the $100M redevelopment of a long vacant brownfield and former industrial site into a new residential development that includes market rate and affordable housing units. “The new development will also include public access to the Seekonk River and Omega Pond for the first time since the
April 2022 The Reporter 1880’s,” said the East Providence Waterfront Commission. Tax increment financing is a financial tool used by local governments to fund economic development. The basic concept of a TIF is straightforward, to allow local governments to finance development projects with the revenue generated by the development. “The TIF for this project, as it was in all others, is entirely paid for from taxes within the specific development,” said Director of Planning and Economic Development, Bill Fazioli. “No tax money is assessed from anyone other than owners of this development.” A TIF is based on the theory that a development can pay for itself. The basic idea is that public investment in an area, often in the form of infrastructure, induces property value growth which increases property tax revenue. The revenue increase is, in turn, used to pay for the initial investment. This results in TIF being labeled as “self-financing,” due to the use of future revenue to pay current costs (Schwartz Center for Economic Policy). The property off Roger Williams Avenue in Rumford has been a blighted area for years. Ocean State Steel was shut down in 1994 due to environmental concerns. The RIDEM (Environmental Management) calculated approximately 600,000 tons of steel dust had been emitted into the atmosphere between August and December 1992. Currently the site is vacant & fenced off under the control of a judicial receiver. It has been the site of neighborhood complaints for years. Prior ambitious plans were initiated but never happened for many reasons. The GeoNova Development Company LLC proposed a redevelopment project in 2001. It was a $200 million plan for 500 condominiums, townhomes, single-family homes, and commercial spaces. The site was remediated but the Development Project never materialized. Another company, Prominem LLC released plans for 144 apartment units in 2016, but that plan also never made it off the drawing board. GeoNova and the City went through a complicated legal process in Superior Court. Eventually the city was able to take ownership and seek a company to develop this site. Churchill & Banks submitted redevelopment plans in 2020. The new plan is for a 387unit residential community along the Seekonk River that will contain a mix of inland and waterfront homes, as well as an apartment complex. According to city officials and the Waterfront Commission, project benefits include: • Develop a vacant & blighted parcel on the Seekonk River • Increase housing supply to the city • Will contribute to city’s tax base and improve surrounding area • Will provide public access to Seekonk River and Omega Pond for the first time since 1880’s • Development will improve environmental quality of site The current site is owned by the City of East Providence and does not generate any tax revenue. All property tax revenues not used to pay debt service will flow directly to the City. “We will also create public access to a long-dormant site that will provide recreational opportunities to Omega Pond, Seekonk River, and the Ten Mile River,” said Fazioli. “There will be kayak and canoe free access.”

City Unveils Art Sculptures in Riverside & Watchemoket Squares
In a continuing effort to “spruce up” many East Providence public spaces, the city unveiled three family-friendly sculptures at Riverside and Watchemoket Squares at the end of March. The Riverside sculptures by artist Peter Diepenbrock, were installed alongside the bike path and were displayed before a large turnout of residents. “I hope this will bring smiles to the faces of residents for generations to come, thanks to the Rhode Island Commerce Corporation’s Main Street Rhode Island Streetscape Improvement Grant,” said Mayor Bob DaSilva. The city unveiled three bunny sculptures and three patio areas with pavers. Bike racks will be installed and landscaping in the area will be completed in the spring. “It is my intention to celebrate the playful experience of riding bicycles typically learned by children when quite young and

The $69,000 grant award enables the City of East Providence to pay for costs associated with way finding signs, landscaping, public art and design elements in the Riverside Square area. The City provided $30,000 to the project based on the grant match requirement. “My proposal called for the development and placement of three uniquely whimsical, ‘Bunny-Bike’ or ‘Biker-Bunny’ sculptural profiles, to be placed independently in three locations within the Riverside Square. They were designed to maximize the ‘fun factor’ these figurative hybrids, blend a bunny with a bike in three variations: a unicycle bunny, a wheelie bunny, and a racer bunny,” said artist Diepenbrock.

The sculpture garden is well landscaped with a stone bench and sidewalks, which are maintained by the City. The $5,000 leasing fee is covered by the Public Art line item in the FY2020 Capital Budget. As the creator of the Watchemoket Sculpture Garden, East Providence Arts Council (EPAC) was involved in the decision-making and artist selection process for locating a new sculpture in the park. EPAC Chair Jennifer Cahoon and EPAC Vice Chair David O’Connell served on the selection panel. Seese was one of nine applicants who responded to the city’s RFQ for public art released in October 2021. A selection panel, consisting of East Providence artists, fabricators, and Watchemoket Square stakeholders, reviewed applications and selected “The Feathers Three” as their top choice.

Forbes Street Compost Area Open for Leaf and Yard Waste Drop Offs

Mayor Meets with Senior Community to Discuss Landscape Improvements
The Robert Rock Senior Center Advisory Group recently held a meeting to discuss proposed renovations to the Center’s landscape, which will be paid with federal funds secured by the City of East Providence. Mayor DaSilva and Community Development Coordinator David Bachrach, shared the City’s proposals for the landscape project. Elements of the proposed project include a gazebo, flowers and plants, trees and a shed roof for increased shading, a rain garden and a pickleball court. The court can also be used for additional activities such as yoga and meditative therapy. The rain garden will help collect rainfall-runoff and be a home for plants and pollinators. Residents and visitors can sit in different pockets in the rain garden and enjoy nature and privacy. Plants and birdfeeders will also be sprinkled throughout the grounds. The project incorporates accessibility and safety elements on the grounds, like wheelchair ramps and a lighting system, so that all members of East Providence can utilize the facility. Concrete walkways will be included for a safe walking environment and a formalized pathway from Pawtucket Avenue will be created. A bag and waste station will also be added for those who walk their pets on the grounds. This project will shield traffic and allow for more privacy, however, the shielding will still allow for the trees to be visible during the annual Christmas tree event. The meeting was collaborative, as members of the Advisory Group provided input on how to enhance the Senior Center. Suggestions included adding a stop sign in the parking lot to increase safety measures and adding a sound system. A sound system projecting nature sounds would help buffer the noise from traffic and would play holiday music during WinterFest. This would be highly beneficial during meditative therapy. The only impact to the Senior Center during the improvement project will be to the grounds which will be closed off to the public. The parking lot and entrance will remain open during while improvements are being made. It is the Administration’s intent to break ground and complete the project this year. This project will result in a multicenter campus hosting an assortment of programs, including afterschool initiatives that involve the youth and seniors.

EP Fire Dept and Emergency Management Agency Gets Equipment
The East Providence Fire Department was awarded an $834,363.64 grant from the Federal Emergency Management Agency (FEMA), through their Assistance to Firefighters Grant (AFG) program. The AFG program is a highly competitive grant program open to all fire and emergency medical service departments nationwide. The fire department released a statement which said, in part: “The grant funding awarded will be used to train, certify, and license 25 of our personnel to the level of Emergency Medical Technician Paramedic, from their current level of advanced emergency medical technician cardiac. This will help expand and improve our emergency medical services division and increase the level of pre-hospital care to residents and the residents of surrounding communities that we serve. In addition, these personnel will also be trained, certified, and licensed to the mobile integrated health paramedic care (MIH-PC) level and allow us to develop, implement, and sustain an MIH-PC program as part of our emergency medical services division. Our MIH-CP program will improve the health and wellness of underserved populations in the community, especially those with chronic conditions who use the ER as their primary source of healthcare. Elderly populations to include shut-ins identified through EMS responses and our local senior services program will also benefit from our MIHFi-CP program by providing home healthcare interventions and the reduction of readmissions to local hospitals. A big thank you to Mayor DaSilva and the City Council for approving the grant request. Nothing but the best for the citizens that we proudly serve.”

My name is Meredith Arico, I’m 83 years old and live at Rumford Towers. Last Tuesday evening I was taken to Rhode Island Hospital by the East Providence Fire Department. I was suffering from Congestive Heart Failure and I want to thank Andrew and Adain for their swift and very kind attention! About an hour and a half after my admission, I was so impressed that Andrew came to check on me! I said “Are you still here?” He replied “this is my third trip”. These young men and women are so dedicated, selfless and vital to our community!! They need to be told how much they are appreciated. God bless all of them💕🙏🏻

I am enthusiastically announcing my campaign for Mayor of East Providence. If elected I will bring in NEW, STRONG and BOLD leadership that is desperately needed for our city. My unique history of proven leadership that incorporates 25 years of executive managerial, and organizational experience make me the only qualified candidate that can effectively run the day-to-day management and operational needs of our city. My steadfast leadership qualities will bring credible, responsible, and accountability to the office of city mayor. I believe that transparency in our leaders ensures that information is available that can be used to measure the authorities’ performance and to guard against any possible misuse of power. I will guarantee real transparency and lead with openness and honesty and will be committed to sharing information freely, and invite open communications. I will preserve our multi-cultural community values and not divide our communities for the purpose of their vote. Mayor Bob DaSilva has deliberately prevented good governance principles and structures from being established for our city, and has violated the principles of transparency and accountability which has continued the corrupt governing we see now. His gross incompetence and corruption have eroded the trust we have in his administration. Unfortunately, from the beginning, Mayor Bob DaSilva has not been a responsible effective leader. Several top managers including members of his executive team resigned or was forced out of their positions in the last 4 years due to the authoritarian methods used by this Mayor. This behavior has made it very difficult for many employees and their managers to do their jobs because of the Mayor’s practice of intimidation, bullying and undermining. During my position as Chief of Personnel Administration, I was asked by the Mayor to eliminate the position of Affirmative Action, which I would not agree to. I watched the Mayor as he continued to act in an arbitrary and capricious manor regarding employees and their positions while obstructing day-today operations in several city departments. In fact, some decisions were unethical and deceitful.
April 2022 The Reporter I was not willing to compromise my integrity and professional credibility so I resigned my $95,000 position. I was not going to work for someone that was grossly incompetent and incapable of making decisions that were in the best interest of the employees and the residents of East Providence. In the past 4 years, I have attended 98% of the council meetings including all budget workshops. Through the years I was never convinced that the mayor and his administration were giving the council the correct budget numbers. The Mayor as failed to act in our best interest and has wasted our tax dollars and neglected important community programs, projects and positive growth in our city. I can’t think of a better example of corruption than the Metacomet golf course issue. Whether you believe that the city should have used eminent domain in regards to the golf course was in the best interest of our city or not, the decision was made to give Marshall properties anything they wanted immediately after the November election. Mayor DaSilva worked with a state senator that was on the payroll of Marshall properties. There were no city negotiations with this developer. Mayor DaSilva handed over the city to the developer on a silver platter. The truth will eventually come out to show the alliance. If the supporters of KMG did not protest and put pressure on the city of East Providence, we would have been stuck with the developer’s original plan, which would have been more of a disaster for our city. We can no longer afford to have the kind of leadership that works behind closed doors and will make deals that leave East Providence residents and their communities in the dark. Every tax break we give to developers is another tax burden passed on to our residents. If elected I will investigate current development contracts and make sure future development agreements are beneficial for our city. I have listed a few of my priorities for our city below: • Immediate independent audit of all city accounts, including grants, all state and federal funding. • Ensure fiscal responsibility at all levels of our city government. • Review all tax structures and find ways to reduce tax burdens for our residents and businesses. • Investigate all development deals and review safe development growth options. • Investigate water/sewer issues, review contract maintenance and treatment of our systems. • Developing a partnership with city businesses to work on a long-term plan to stabilize and promote their future growth. • Develop a sustainable city plan to safe guard our green space.

• Affordable housing will be a reality. • How the city can support grants and funding that will help our families with daycare, after school programs and summer programs for their children. • Develop a real project plan to repair our roads and infrastructure. • Hold quarterly town hall meetings to keep residents informed of all city plans and activities. I ask for your vote in the primary on September 13, and the general election on November 8. I will bring ethical and trustworthy representation to the residents, city employees and governing committees that will represent a new administration. Residents can be sure under my leadership their voices and votes will be valued by everyone who serve our great city. As your Mayor, I promise to respect your ideas and recommendations. East Providence Seeks to Delay Revaluation Until 2024
The Administration of Mayor Roberto DaSilva, in conjunction, with the East Providence City Council, is seeking state legislation that will allow the City to skip the most recent statistical revaluation and in favor of the full revaluation that must be completed by December 31, 2021. A council resolution in support of this legislation will be introduced by Councilman Nate Cahoon. “Because of the COVID-19 pandemic, the market conditions, especially the valuation of single-family homes, have experienced a large increase primarily because of unprecedented demand caused in part by the pandemic,” Councilman Nate Cahoon said. The goal of the proposed request to the General Assembly to pass legislation to delay the statistical revaluation is to implement a revaluation when the market fluctuations become more normalized.
April 2022 The Reporter “In two years, it is hoped and expected that the values will be more stable, and reflect more realistic values as we as a City and state return to normal following two years of unprecedented instability and price swings,” Mayor Bob DaSilva said. “When passed, this legislation should relieve taxpayers of having to deal with increased assessments in these times of uncertainty, and I look forward to working with the City Council and our General Assembly delegation to make this proposal law.” If the law is passed, the City’s property values will be based on the assessments completed as of December 31, 2018.

CareLink Awarded Extension of Tele-Dentistry Program
Grant provides for new oral care technology to use in long-term care communities throughout Rhode Island
CareLink, a nonprofit healthcare network of post-acute and community-based providers serving older adults, was awarded a one-year grant extension from the Rhode Island Department of Health (RIDOH) for the use of tele-dentistry in long-term care communities throughout the state. The grant extension allows for the expanded use of new intraoral video cameras for mobile dental hygienists to triage the needs of long-term care residents with oral health concerns. This video and photographic technology, along with portable x-ray equipment, enables the team to visualize gum and mouth tissue, record baseline clinical data, and address areas of concern for the CareLink dentist to review. “RIDOH and CareLink piloted a tele-dentistry program during the COVID-19 pandemic, as access to nursing homes was limited due to restrictions on personnel entering the nursing facilities,” states Susan Perlini, RDH, BS, PHDH, program director at CareLink’s Mobile Dentistry practice. “No one should have to suffer from oral care issues because they can’t get out to a dentist, so CareLink brought the care to them. During the pilot phase, we utilized cameras in 10 facilities and took over 800 photos. This grant extension will help us optimize more effective triage, responsiveness and urgent care treatment for the vulnerable population we serve.” CareLink will use the cameras within all of its mobile dentistry partner facilities of which there are over 60 in Rhode Island. CareLink dentists will continue to provide asynchronous interpretation of the images, made recommendations as indicated, and document each patient’s electronic medical record with findings. Tele-dentistry has been used widely across the U.S. in nursing home settings. According to the Boston-based nonprofit, The DentaQuest Partnership for Oral Health Advancement, the technology can be used for enhanced disease prevention as part of the oral healthcare delivery system. “Being able to assess the needs of residents during a preventive appointment promotes a sustainable, safe and cost-effective delivery of dental services,” adds Ms. Perlini. “It creates access and equity for all Rhode Islanders.” For more information on the Mobile Dentistry Program at CareLink, contact Program Director Susan Perlini at (401) (401) 438-8211 490-7610 x138.

The City of East Providence property revaluations were to be completed by December 31, 2021 as mandated by state law. The East Providence City Council and the Office of Administration recently requested the Rhode Island General Assembly to postpone those revaluations until after the upcoming November elections. In the event these values come in unrealistically high, what leverage will we as East Providence taxpayers have to fight them after the election? Especially against a mayor and a freshly seated city council with four more years ahead of them?
To offer up an analogy it would be like allowing a student to graduate before taking the final exam. Don’t be fooled. Contact the offices of the mayor and East Providence City Council to let them know this aggression will not stand!

Recreation Dept. Announces 2022 Summer Day Camp Registration
EAST PROVIDENCE, RI – The City of East Providence Recreation Dept. will hold a six-week summer day camp for East Providence youth ages 6-12 (age as of September 1, 2022). Camp will run from June 27, 2022 – August 5, 2022 (no camp July 4, 2022), at Pierce Field, 201 Mercer St. East Providence, RI 02914. Recreation counselors will lead children through a fun-filled day of camp activities that include sports, arts and crafts, special events, field trips and much more! Free lunch is provided. Camp operates rain or shine Monday – Friday 8:30 a.m. – 3:30 p.m. Transportation is NOT available to and from camp. Children must be dropped off and picked up. The program will follow all RIDOH COVID-19 safety guidelines to ensure the health and safety of our campers and staff. If RIDOH guidelines change, adjustments to the program will be made. “How to Be a Great Babysitter” Class
East Providence, RI – The City of East Providence Recreation Department will host “How to be a Great Babysitter!” on Monday April 18,2022 from 9 a.m.-3:30 p.m. at the East Providence Recreation Center, located at 610 Waterman Ave. This six hour course, is recommended for youth ages11-16. Youth are invited to participate in a fast-paced, interactive and fun
babysitting course. Students will have lots of hands-on experience learning American Heart Association CPR, choking and Automated External Defibrillator (AED techniques) for saving a life. Students will learn elements of first aid, child safety, changing and feeding a baby, how to handle an emergency, getting your babysitting business started and secrets to being known as the best babysitter on the block. The class is taught by Emma Alexander, a certified American Heart Association CPR and first aid instructor. She has been working at Mobile Medical Training for five years plus teaching life-saving skills to the next generation. The East Providence Department of Recreation is currently accepting applications for the Dorman “Dolly” Searle Memorial Scholarship. The scholarship is awarded annually to East Providence residents who are graduating seniors of an accredited high school. Mr. Searle was a longtime East Providence municipal employee who dedicated his time to the development of youth in this community. Awards in the amount of $1,000.00 are available. Church New & Events Newman Congragational Church UCC Used Clothing Collections
Newman Congregational Church, UCC in Rumford continues in its relationship with St. Pauly Textile Inc., a used clothing collection company that was founded 20 years ago in Rochester NY and is an A+ rated member of the Better Business Bureau. The company works with non-profit organizations to set up used clothing drop off sheds designed to give community members a clean, attractive, and well-monitored place to donate gently used textile items, which are then distributed both here in the U.S. and worldwide to people who need them. Accepted items include clothing, shoes, sneakers, belts, purses, blankets, sheets, drapes, linens, pillowcases and stuffed animals. Donors are asked to donate items in a plastic bag to protect against dirt and the elements. There is a small box on the shed that contains receipts to help donors take a tax deduction. The church receives funding for clothing collected, and additionally has the option to use any of this clothing to serve community needs. St. Pauly Textile, Inc. collects over 80,000 pounds of clothing every day and estimates that this clothing ends up in 44 different countries (including the United States) yearly. In 2015, the company was able to help keep over 15 million articles of clothing out of landfills. The East Providence Historical Society will be sponsoring a cleanup and self guided informational tour of the Newman Cemetery (EP003) on the corner of Newman and Pawtucket Aves. on May 7th from 10:00-12:00. Simple Tips to Attract Hummingbirds to Your Yard
It’s enchanting watching hummingbirds - named for the humming sound of their fast-flapping wings - as their tiny size and speed make them natural wonders. Hummingbirds can fly 25-30 miles per hour, flapping their wings an estimated 70 times per second. They fly in every direction, even backwards, which only hummers can do, and float majestically in midair. The birds get their brilliant color from the iridescence in the arrangement of their feathers, not color pigment. Plus, they have the fastest metabolism of any animal on Earth, burning 1-2 times their body weight in food daily. Hummingbirds draw nectar from its source into their mouths, lapping it up almost 12 times per second. To increase your chances of observing these petite powerhouses at home, consider these tips from the experts at Cole’s Wild Bird Products:

Be conscious of beneficial insects. Hummingbirds rely on insects, which provide essential protein, to complement the nectar they crave. To attract insects, try placing rotting fruit near feeders and leave it until insects arrive for hummers’ easy eats. Leave spiderwebs alone: Hummingbirds use spiderwebs as construction material to hold their nests together and pluck insects caught in the webbing. Offer a water mister: Hummingbirds adore bathing; a mister gives them the fine spray they prefer. Once soaked, they’re off to find a preening perch. Provide tiny perches. Leave small, sturdy, bare branches for hummingbirds, to perch on for rest, preening and hunting. Perches provide vantage points to see danger and launching pads to swiftly pounce on insects. Once hummingbirds find a favorite perch, they’ll use it repeatedly. Hang hummingbird feeders first. Feeders are one of the most effective ways to consistently entice and encourage hummingbirds to come visit. However, not all feeders are created equal. Hummingbirds consume 1 1/2 times their body weight daily, eating every 10-15 minutes and visiting 1,000-2,000 flowers per day. Choose the right nectar. Club & Museum News Lighthouse Run - A Run for Everyone Saturday, April 23rd
Friends of Pomham Rocks Lighthouse is holding a benefit run on Saturday, April 23 and everyone is invited. Young and old, novice and experienced, runners, walkers and parents pushing babies in strollers – all are welcome to participate in this annual community event. Choose your level of activity, from a pleasant 5K walk in scenic neighborhoods, or a 5K run or a 10 K run that takes you on the East Bay Bike Path, past the lighthouse. Prizes will be awarded to overall winners as well as to male and female winners in the following categories: Junior (18 and under), Open (19-29), Sub-Master (30-39), Master (40-49), Senior (50-59), Veteran (60-69), and Grand Veteran (70+). The 10K steps off at 8:00 a.m. and the 5K at 8:30 a.m. at Rose Larisa Park, 701 Bullocks Point Avenue. Pappas OPT will offer free stretches for participants before and after the race. A disc jockey will create a festive atmosphere with music for racers and spectators. AAA will be on hand with useful information. Immediately following completion of the races, an awards ceremony will be held and prizes presented. Free pizza will be available for participants. All racers 21 and over are invited to The 133 Club for a complimentary pint of beer or glass of wine.

Local A Cappella Chorus Competes in Area Contest
Harmony Heritage in rehearsal Harmony Heritage, the Rhode Island chapter of Harmony, Incorporated, an international organization of female a cappella singers specializing in the barbershop harmony style, will head to Westborough, Massachusetts April 21st to 24th to participate in an area contest, and later this year, an international competition. The group is busy on Tuesday evenings readying an entertaining package of songs, after a 3 year hiatus and multiple contest cancellations due to the pandemic. “After being kept apart from our dear friends for the past three years, we are looking forward to going to Contest with as much excitement as if it were Christmas morning!” says chapter president Anne Diggle. Harmony Heritage will go head to head with six other choruses in Harmony, Inc.’s Area 2, which spans all of New England, plus Montreal, Canada. The competition will determine area rankings and participating choruses will go on to compete in the international competitions of Harmony, Inc. in November in Verona, New York. “The Harmony Heritage chorus rehearses all year to become more masterful at the four-part harmony that characterizes the barbershop style, but preparing for our area contest is one of the most exciting times of our year,” Anne Diggle adds. “We are also excited to have 4 new members competing in Harmony Inc. for the first time! Our chorus and quartets are ready to take the competition stage, and we’re proud to represent the Rhode Island community among choruses from all across this region.” Harmony, Inc. has hosted area and international conventions for more than 50 years, gathering female singers of all musical backgrounds and experience levels to participate in a series of competitions for quartets and choruses. Participants are adjudicated by a panel of trained judges evaluating categories that encompass what songs the performers elect to sing, the skill with which they sing those songs, and how they perform the songs, which can include emotionally connecting with the audience. With 21 members, Harmony Heritage is directed by Bob O’Connell of Pawtucket, RI, a gifted musician, director and arranger. The competing choruses will each present two songs at the area contest. Help Clean Up Lighthouse Cove
Friends of Pomham Rocks Lighthouse will join in Earth Day activities this year by sponsoring a clean up of the shoreline at Lighthouse Cove, from the water treatment plant to Exxon Mobil’s property, and the adjacent East Bay Bike Path. Employees and families of Suez Water will also participate. Earth Day is observed in April each year to promote environmental awareness and protection of the planet. Community residents and groups are encouraged to volunteer in this spring cleanup. Families, including children age 10 and older, are welcome to help clear debris from the two areas. The event will be held on Saturday, April 9 from 9:00 a.m. to noon. In the event of rain, the cleanup will be held on Sunday, April 10 from 11:00 a.m. to 1:00 p.m. Volunteers are asked to park at the water treatment plant, at the northern end of the property, behind the tanks, facing the lighthouse, at 1 Crest Avenue, Riverside, off Bullocks Point Avenue. Work gloves and large paper bags for trash will be provided by the City of East Providence. All you need to bring is a commitment to a clean environment. Refreshments will be served.

EPHS Wrestling Winning Season
The Townie wrestling squad raced through Division II with an undefeated dual meet record. Winning the division then placed the Townies in the DII Sectional tournament. “Out of 26 teams, we ended up in 2nd place.” Following are results of the Division II Sectionals: • Martin Moniz - 1st @ 120lbs • Michael Foster - 2nd @ 126lbs • Charles Phillips - 3rd @ 145lbs • Hayden Duqutte-Decristofaro - 3rd @ 132lbs • Jacob Poore - 3rd @ 160lbs • Machah Francis - 3rd @ 285 lbs • Robert Amaral - 3rd @ 182lbs • Robert Arrendondo - 6th @ 152lbs • Steven Clark - 7th @ 195lbs • Brady Delroy - 8th @ 106lbs All place finishers represented the Townies at the Open State Tournament with all high schools in Rhode Island. East Providence finished in 14th of all schools. “It was a tough couple of years as we dealt with COVID restrictions and graduations, etc.” said veteran head coach Tom Galligan. Galligan is the senior coach across all Townie sports and one of the more respected and longtime coaches in Rhode Island. Galligan is in his 31st year coaching. He is the construction teacher at the EPHS Career & Technical school. “Considering everything going on we decided to move down to Division II and catch our breath as we return to Division I,” Galligan said. “We’re making progress as our athletes worked hard and looked very good in finishing undefeated in the regular meet season. With distance learning, limited practice time and other COVID issues, I think we did okay. The team feels good looking ahead to next year.”
EPHS Baseball Preview
One can not say that EPHS head baseball coach Bobby Rodericks isn’t enthusiastic about his baseball team. Entering into his 11th season as the Townie coach, Rodericks has high expectations for the 2022 season. “We’ll be competitive and hopefully a mix of returning seniors and underclassmen will bode well for the season,” he said. “Although we still have lots of room for improvement.” Townie senior southpaw and Captain, Elijah Barber, leads East Providence as their #1 pitcher and will find himself in the top half of the batting order. Barber will play first base when he is not on the mound. Senior Vin Enright, who led the team in RBI’s during the 2021 season, is coming in projected as the 3/4 hitter, and will find time in left field. Enright will replace Barber at first base when
he is on the mound. Senior Matt McDuff, who played 3rd base last season, will have an opportunity to do the same this season. Seniors Jacob Palumbo and Dylan Palombo should be competing for that 3rd and 4th spot in the pitching rotation as well as coming in as relief. Jacob Palumbo will have an opportunity to seize some time in the outfield and in the hitting lineup as one of the top 9 hitters. Junior Jack McKnight will be co-captain to Barber and remain the Townies starting shortstop and top 3 in the hitting lineup. McKnight is projected to be the #2 pitcher this spring. Junior Manny “Chico” Santos is projected as the starting catcher this season. Santos will be either leadoff or second in the hitting lineup. Junior Ziurel Vargas will have high expectations as a full-time utility player this year as he will be in the outfield, infield and on the mound. Vargas was a swing player last year for JV/Varsity, but this season is projected to be in the everyday lineup at some capacity. Sophomore Kyler Lorenz, another swing player last season, will be a full-time varsity infielder. Lorenz plays shortstop, second and third equally as good and will be a huge factor for the infield defense this season. Kyler is a leadoff and/or second leadoff hitter (9th) and is projected to provide some offensive spark in the lineup. Sophomore Steven Estrella has worked extremely hard in the offseason and has developed into a projected outfielder for the Townies. He looks to secure a spot this season in the everyday lineup and will be given every opportunity to continue to develop. “We have an extremely talented 9th grade class this season with high expectations for a lot of success in the Freshmen league. Coming from Martin and Riverside Middle School we have Oliver “DJ” Andrews, Colin Roche, Brian Rutkowski, John Vaughan, James Lynch, Tim Robitaille, Dillon Vieira, Ben Sherman and Dylan Annicelli to name a few notables from last season’s 8th grade class. The coach indicated that these are his freshmen projections and players are still competing for roster slots and specific positions. “There are others who will be named later after tryouts are complete, we’re still working hard for the 2022 Spring season,” Rodericks said. The rest of Rodericks’ coaching staff includes longtime assistant, Chris Kennedy, who is in his 11th year as junior varsity coach. Past RMS head coach and former Riverside Little League President Brian Rutkowski will be assuming Freshman head coach duties with Coach Frank DeVall stepping down.
Ed Renaud, longtime former Woonsocket head coach, will be going into his 10th season as the Townies varsity bench coach. Two new additions to the staff are former Townie standouts Nick Karalekas and former South Kingstown Rebel standout TJ Lynch. Both are former high school all staters and collegiate ballplayers. “As a program, we have three solid teams with Freshman, JV and Varsity. Playoffs are always the goal for all teams, with Varsity, we just hope we can win as many games as possible taking it one day at a time. If we develop a solid pitching rotation, we have a good chance of having maximum success with the overall talent we have,” Rodericks added. East Providence competes in Division I among Rhode Island’s top baseball programs. The school will finish the year playing at Pierce Stadium and will play home games next season at the new turf field on the campus of the new EPHS. Most of this year’s JV games will be played on the road. Freshman games may also be on the road this season as field availability is scarce for now. Additionally, Rodericks is excited to see Bill Black as the new high school principal. “Principal Black was a big proponent of middle school sports and is very supportive and visible as the high school principal. I know he will get to many of our games and the kids really appreciate that. So do the coaches.”
EPHS Track and Field
The new high school campus is already paying dividends as student-athletes are impressed with the athletic facilities for Track & Field. “We have had as many as 39 kids at practice thus far and there are over 50 on the signup form,” said veteran coach Bob Lyons. “I would expect a roster of 25-35 boys when all is said and done. I will keep everyone who comes to practice daily, works hard and follows team rules,” added coach Lyons. The multi-year RI Coach of the Year has been very successful and continues to produce winning teams. The coach doesn’t “cut” kids as long as they work hard and work hard in the classroom. “This is a fairly large team. Thus far it seems that we have a number of sprinters who will battle it out for four spots on both the 4x100 meter relay and the 4x400 meter relay. Among the group of sprinters are Adam Marschat, Nick Morrison, Kit Ruddock, Justin Fiore, Knaz Ochogwe, Trey Rezendes, Lucas Desousa, Denzy Suazo, Marcus Garedo, Brandon Rowe, Jerry Mercedes, and Angel Roquez. There could also be someone else – to be determined - who emerges and becomes

Included in this group are: Kameron Threatt, Dan Rocha, Donovan Ivy, John Vaughn, Machar Francis, Jacob Francis, Peter Caron, Brady Pompei, London Coogan and Sebastian Coogan. In the jumps, there are a number of promising candidates looking to join Dylan Slavick and Diondre Valles who are the teams returning and established jumpers,” said Lyons. Lyons is hoping to develop some middle distance and distance runners to round out the team. The team is a nice mixture of upperclassmen, sophomores and freshman and the goal is simply to compete at every contest we are scheduled to attend,” Lyons said. EPHS Softball Preview
Head Coach Katie Kenahan is fielding an experienced team with some promising newcomers. Back for East Providence Varsity softball in 2022 is a core group of upperclass contributors from the 2021 season: Seniors- Vianna Chamberlin, Sophia Patterson, Jenett “Gigi” Sosa, Desiree Fernandes, Abby Hollingworth, Daisy Francis, and Hailey Kaiser, and Juniors- Keira Quadros, Ava Mendence, Emma Bergeron, and Josley Sosa. Newcomers joining the Varsity roster this year are junior Mariel De Jesus, Sophomore Mackenzie Jordan, and freshmen Mackenzie Pimental and Emma Boisseau. Keira Quadros and Sophia Patterson will be on the mound this season. Patterson will be a major contributor in infield play as well, while Keira will spend her time off the mound in the outfield. Both athletes are expected to be a force at the plate. Returning so many upper-classmen, the Townies should be strong both defensively and at plate. EPHS Swim Team Preview
The 2021-2022 high school swim season was a season of change including coaching changes and in person competitions. Bob Hassan, the Townies new head coach, brings many years of coaching experience to the team. Hassan, who also coaches the East Providence Boys and Girls Club Swim team and the Bayside YMCA Sharks Summer Swim Team, was the head coach of the Dighton-Rehoboth Regional High School Swim Team for eight years as well as coaching the Grist Mill Swim and Tennis Club Swim Team. The Townies new Assistant Coach is Jamielin Forsythe who swam for the Townies and went on to compete for Springfield College. Forsythe brought a great connection to the past Townie teams. “Despite having only five girls, the Townies girls team was hard working and determined to do well,” said coach Hassan. “The girls learned to swim all the competitive strokes and successfully competed in events that they had never swam before. While the girls team did not win a single meet, they remained upbeat and worked hard all season. Their hard work paid off as they competed in the relay events at the Rhode Island Interscholastic League State Championships.”

Head coach, Dan Cabral is hoping that his boys volleyball team for the 2022 season will build on what they accomplished last year. Optimism is high for the Townies in their new gymnasium. “We return all but one starter from the team last season. With solid senior leadership we look to improve on our record from last season and make the playoffs this year. At this point in the season things are very fluid and all the players are working to find comfort in their roles,” said Cabral. “The team is very deep at multiple positions and it shows in practice. We are moving guys around and working to be the most consistent version of ourselves.” The Townies opened this season at home on April 1 against St Rays in the injury Fund. People In The News Cadet Hurst of East Providence Receives the Amelia Earhart Award

The Earhart Award marks completion of Phase III of the CAP Cadet Program, recognizing sustained excellence in all four areas of cadet life: leadership, aerospace, fitness, and character. Further, Earhart Award cadets must have passed comprehensive examinations on leadership and aerospace topics. Once a cadet earns the Amelia Earhart Award, he or she is promoted to the grade of cadet captain and is challenged to lead and serve junior-ranking cadets not just in the Pawtucket squadron but around Rhode Island as well. Perhaps the award’s most coveted benefit is that Earhart cadets become eligible to represent the United States in the International Air Cadet Exchange.

School One and Goat Hill announce the winners of the “Write Rhode Island” short fiction writing competition Providence, R.I. – Write Rhode Island, co-created by School One and Goat Hill, is pleased to announce the winning entries of Rhode Island’s only short fiction writing competition for students. Open to students in grades 7 through 12, the competition received more than 175 submissions this year, a record number. The Boy and the Hidden Truth by Hunter Robbins, Bishop Hendricken School Congratulations to Hunter Robbins, of East Providence, one of the competition’s four winners. Hunter won for his story The Boy and the Hidden Truth, which receive $100. Hunter, a student at Bishop Hendricken School, will be published in the Write Rhode Island special anthology and honored at a special awards ceremony alongside the other winners at the Newport Art Museum on April 3, 2022.
Write Rhode Island is a short fiction writing competition for Rhode Island students presented by School One and Goat Hill. The goal of Write Rhode Island is to promote and celebrate the work of students by incorporating Rhode Island as a theme in a creative piece of prose. Of the more than 175 competition entries from across the Ocean State, more than 90 percent of students cited teachers and librarians as their introduction to Write Rhode Island.

Girl Scouts of SNE is proud to partner with Tall Ships America for an educational sailing program designed to expose a new generation of women to tall ship sailing and Rhode Island’s maritime history and heritage. As Mariners, girls develop skills in swimming, safety, and rescue; canoeing, kayaking, sailing, paddle boarding, or boating; and weather and navigation. Girls also take action on oceans, lakes, and rivers; explore careers related to water and the environment surrounding water; and participate in associated local, regional, national, and international travel opportunities. Girl Scouts Attend Brown University Basketball Game On Saturday, March 5th, East Providence Girl Scout Troop 417, went to Brown University to watch the women’s basketball team play against Yale. Prior to the game, the girls earned their First Aid badge. Some of the requirements they fulfilled in order to earn the badge included learning the first steps to take in the event of an emergency, how to communicate with First Responders, how to handle urgent first-aid issues, and how to care for someone who is sick. They even made portable first-aid kits.
After earning their First Aid badge, the girls made signs for each member of the Brown University women’s basketball team which they held up during the game to show their support. The girls also enjoyed pizza, popcorn and drinks as they cheered on the team during the hard-fought contest with Yale.

From the State House Assembly Passes Bill that Temporarily Suspends the Cap on Days Worked by Retired Teachers Due to COVID-19
State House – The General Assembly today passed legislation sponsored by Rep. Gregg Amore (D-Dist. 65, East Providence) and Sen. Stephen R. Archambault (D-Dist. 22, Smithfield, North Providence, Johnston) which temporarily suspends the cap on the number of days retired educators can work without penalty due to the COVID-19 pandemic. Currently allowable under the governor’s Executive Order, the suspension of rules was set to expire on March 31. “The pandemic has stressed our education and healthcare systems to their limits and we have seen the crucial necessity to be adaptable when dealing with this virus while also delivering the services our residents rely upon and need. This bill will allow us to continue to be adaptable when educating our students and caring for our sick as we remain vigilant during the still ongoing pandemic,” said Representative Amore. “Our students have been through so much over the past two years and without this legislation, they faced the possibility of further disruption to their educations. I am happy that the General Assembly came together to give our schools the flexibility they need

The legislation (2022-H 7825, 2022-S 2560) extends the rule exemption to the end of the current school year. It also addresses requirements that certain school vehicles are used in the transportation of students when on specific routes. The legislation allows other types of vehicles to be used and all vehicles transporting children would have the proper safety equipment and features needed to keep students safe. If the legislation was not passed, Rhode Island would have been left with a shortage of teachers, substitute teachers and transportation options from April 1 through the remainder of the school year. Finally, the legislation also eases the work requirements for registered nurse graduates pending licensure, allowing more much-needed nurses the opportunity to work while the state still combats COVID-19 and its impacts. The legislation now heads to the governor’s desk for consideration.
Sen. Lawson’s Bill to Expand RI Promise Scholarship Program for ‘Care Economy’ Degrees to be Heard by Senate Finance Committee
State House – Sen. Valarie J. Lawson’s (D-Dist. 14, East Providence) bill which expands the RI Promise scholarship program to students at Rhode Island College (RIC) for their last two years of study when attaining a degree in the “care economy” is set to be heard by the Senate Finance Committee tomorrow, March 23 at the RISE of the Senate in the Senate Lounge. “While our state suffers from a significant crisis of care, this bill will not only train and educate the future workers of the care economy, it will also help fill the serious and dangerous gap in necessary healthcare and human services workers that our state is currently facing. This bill is an investment in the health and well-being of our state’s residents and I urge my colleagues in the General Assembly to support its passage,” said Senator Lawson. Eligible areas of study for the scholarship expansion are chemical dependency/addiction studies, community and public health promotion, early childhood education, elementary education, elementary education with concentration in special education, health care administration, health sciences, medical imaging, nursing, secondary education, social work, special education, and youth development. The legislation (2022-S 2591) also would extend the RI Promise scholarship program to students who are unable to meet the criteria set forth in the scholarship obligations due to medical or personal leave, military obligations or disabilities.

Dick Wood Retires
The past six years have been a pleasure with Dick Wood as one of our bus drivers. When asking Dick what his favorite aspect of the job was, he stated that the relationships and bonds you create with people are priceless. Aside from driving folks to and from the Senior Center, Dick felt his job gave him the opportunity to hear everyone’s stories and backgrounds. He has some advise for oncoming drivers- Dick wanted to let them know to have an open heart, and think of this as more than just a job. Think of it as a great opportunity to meet some amazing people. The most highlighted memory Dick has with the Senior Center is his annual holiday light tour and stopping for hot chocolate after. ‘This was more than a job. This is my second family’ We wish Dick the best retirement! Dick has big plans during his retirement with having some extra time to golf and spend quality time with his grandson. Diabetes Programs
Diabetes is a chronic disease that changes how your body turns food into energy. Each year thousands of people are diagnosed with diabetes forcing them to make important changes to their everyday life. For some people these changes can be overwhelming and confusing. That is why education and community support are key to living well with diabetes. The Robert Rock Senior Center understands how important diabetes education is. That is why the Center is offering two separate diabetes programs: URI Pharmacy Program Diabetes Awareness Series is designed to educate people who have a family history of diabetes and/or could be at risk of developing prediabetes or diabetes. This program is also available to family members of loved ones who are diabetic or newly diagnosed. These classes will provide information on diabetes, disease process, and preventative treatment. Dates: 5/24, 6/13 from 10:30-11:30AM Living Well with Diabetes is a second program offered to people already diagnosed with diabetes. This program includes presentations from certified diabetes educators including a pharmacist, nutritionist and nurse. The educators will provide information to help you better manage your diabetes and take control of your life.
