East Providence News Briefs Forand Chosen as New Superintendent of Schools

Local resident Dr. Sandra Forand was promoted from Assistant Superintendent of Schools to Superintendent. Forand is replacing current Superintendent Kathryn Crowley who will be finishing her term in East Providence. Forand has previously served as the principal for both Martin and Riverside middle schools. At one point Forand was hired by the RI Department of Education but returned to East Providence as one of two Assistant Superintendents.

With East Providence in flux after a turnover in senior school department administrative posts, Kathryn Crowley was hired as an interim Superintendent of Schools here. Crowley had been retired from other school districts but came to East Providence to help with the proposed new high school bond issue and provide for a transition of administrative leadership. Crowley was hired in 2015 after Kim Mercer retired.

The School Committee vote to hire Dr. Forand was unanimous and contract details are to be released during its May meeting.

“I have always made decisions in the best interest of students,” said Forand. “I will continue to do that as Superintendent,” Forand told the committee in April.

Forand was at the pivot point of East Providence’s plan to move to distance learning during the recent, an ongoing, pandemic.

Crowley was selected as the 2020 Rhode Island Superintendent of the Year.

Crowley was Little Compton Superintendent from 2010-2015. She was Assistant Superintendent in Johnston, RI from 2003 to 2010. Crowley was credited with guiding the passage and development of the stateof-the-art new East Providence High School construction project.

New Principals Hired in District

When school begins next September, 2022, here will be a couple of new school principals. Announced in April, veteran East Providence educator Laurie Marchand will become the new principal at Martin Middle School. Marchand is currently principal at Whiteknact Elementary School and will move on to fill the vacancy at Martin left by the promotion of former Martin principal William Black to the high school. Shane Messier is now the interim principal at Martin but will be returning to his prior role as Martin’s assistant principal. Messier has opted to return to his prior role.

Replacing Marchand at Whiteknact will be Gregorian Elementary School (Providence) principal, Matthew Russo. The mission statement at Gregorian school states: “At Vartan Gregorian Elementary School we seek to create an educational experience that is collaborative, equitable, and engaging for all students. We strive to ensure that every child learns in a caring and supportive environment so that they feel empowered to take risks, and begin to unlock their unique qualities as individual learners. The partnerships with all members of our learning community serves as the foundational support for ensuring that every student is inspired to develop a growth mindset and become a lifelong learner.”

City Awarded $150,000 “Take it Outside” Grant

The City of East Providence has been selected by the Rhode Island Commerce Corporation as a “Take it Outside” grant awardee. The funds will enable the City to provide up to $10,000 in grant funding to East Providence small businesses that are working to take business services outside during the pandemic.

“We are grateful to Gov. Dan McKee and the Rhode Island Commerce Corporation for granting us this award,” Mayor DaSilva said. “These funds will assist our East Providence small businesses with the necessary funds to obtain goods or services to increase outdoor opportunities for both the small businesses and our residents.”

The businesses may apply and use the funds to purchase chairs, tables, heat lamps, tents, outdoor Wi-Fi systems, masks, hand sanitizer, staffing, security, insurance costs related to specific outdoor activities, lighting, power sources, relevant signage, bike racks, and other costs for purchasing or obtaining goods or services that, in the

Of the full $150,000 grant funding, 20 percent will be allocated to businesses in the following categories: Minority Business Enterprise (MBE)-owned businesses, Women Business Enterprise (WBE)-owned businesses, and Disadvantaged Business Enterprise (DBE)-owned businesses.

In response to the impact on small businesses, the City applied for the funds through a competitive process seeking more than $4.8 million in grant funding. East Providence businesses interested in the grant support should: APPLY for the “Take it Outside 2022 Grant.”

Infrastructure Bank Announces $4.9 Million in Grants

The Rhode Island Infrastructure Bank last month announced $4.9 million in Action Grants for participants of the Municipal Resilience Program (MRP). “The Infrastructure Bank stands by our commitment to Rhode Island’s municipalities to accelerate investment in critical infrastructure and nature-based solutions that will better prepare communities for a changing climate” said Jeffrey R. Diehl, CEO of Rhode Island Infrastructure Bank. “The Bank’s Municipal Resilience Program directly supports cities and towns to identify and fund priority resilience projects, with a particular focus on nature-based solutions and those benefitting disadvantaged communities. With support from The Nature Conservancy, 20 municipalities have completed Community Resilience Building workshops and developed prioritized lists of actionable resilience plans and projects. Municipalities are then eligible to submit applications for MRP Action Grants with a 25% local match requirement. After a competitive review process, the selection committee recommended the following proposals to receive funding for implementation: East Providence - Stormwater management installations incorporating green infrastructure at Beach Road and Willet Pond and floodproofing of the Silver Street Pump Station.

Mayor DaSilva Announces Official Reelection Bid Mayor DaSilva Reelection Statement

In a press release from the campaign of Mayor Bob DaSilva, the city’s first-ever elected mayor officially declared his intention to seek a second four-year term of office. “A little more than four years ago, the residents of East Providence declared that they had had enough of political inaction and uncertainty. They elected to change the city for the better. I was given an opportunity to lead that change as the first elected mayor in the history of East Providence. Under my leadership and under the direction of my administration, together with our City Council, we worked to prove to our residents that they made the right choice,” DaSilva told a group of supporters and media on April 26th. The announcement was made at the Phillipsdale Landing former mill complex on the waterfront off Bourne avenue.

“Phillipsdale Landing is a great example of the resurgence of East Providence. Phillipsdale Landing, once a mostly vacant, old mill complex, has become a hub for creative and innovative companies,” DaSilva said in his announcement. “Philipsdale has gone from completely vacant to 100 percent full occupancy and was recently purchased by an investor for $8.3 million. That investor told me personally that he chose East Providence because of our administration’s willingness to collaborate, our administration’s transparency and our ‘open for business’ attitude,” said DaSilva.

“Together, with a strong team, my administration has led the city through a pandemic, while also working to ensure sensible growth and continued progress,” he added. “During these last three years we have seen incredible progress on projects and properties that had long been derelict and abandoned,” he said. DaSilva then went on to list some of these projects. He rattled off projects including; the vacant Hot Rides at the bottom of Veteran’s Parkway, the abandoned Platt/Waters schools, former industrial brownfield Vamco on Bullocks Point Avenue and other blighted vacant properties that DaSilva said are now being developed in the best interest of the city.

Governor Dan McKee and Lt.Governor Sabina Matos were in attendance at the DaSilva press conference to support him. “Last spring, Governor McKee, Lt.Governor Sabina Matos and I announced that ONE Neighborhood Builders had purchased a 36-unit development in East Providence that will now become deed-restricted affordable housing. This renovation will make East Providence only the seventh of Rhode Island’s 39 communities to meet the state goal that 10 percent of each municipality’s housing stock qualifies as low- and moderate-income housing,” DaSilva said.

“We have not wasted any time making things happen for our businesses, residents, and our local artists over the last three plus years. Our administration, working with our state legislators and the East Providence City Council has established the first-ever Arts District in the city. This move will exempt artists that live within the area from state income taxes. And this has already resulted in a major investment in the district with the purchase of three, rundown properties,” added DaSilva. A vibrant arts and creative community is vital to a city’s revival. In partnership with the East Providence Arts Council, we have seen new art installations throughout the city.

The DaSilva statement also explains his plans to bring a community center to the city.

“In 2021, our Administration began the work of exploring the feasibility of bringing to fruition a community center for our residents. We are now uniquely positioned to see their wishes become a reality leveraging ARPA funds to build our residents a state-of-the-art, multi-purpose community center featuring workforce training areas and programs, a performing arts stage and an aquatics center,” explained DaSilva.

East Providence Rolls Out Summer Workforce Development Program for Ages 16-24 The City of East Providence has rolled out a new workforce development program targeted at East Providence youth and young adults ages 16-24.

“East Providence’s youth are our future,” Mayor Bob DaSilva said. “We want to give our East Providence youth the opportunity to build on their workforce development skills through interviews and resume-building while also giving our city’s young adults exposure to the many different functions of city government including parks, recreation, engineering, library, public safety, clerks, and more.”

The Mayor’s Youth Workforce Program, paid through American Rescue Plan Act (ARPA) funds, will support the hiring of 50 East Providence youth for the months of May through August (depending on availability) at an hourly rate of $13.50 to $15 per hour. Rate is commensurate with experience.

East Providence, RI- The Washington Trust Company recently announced that they made a $1,000 donation to Jules Hope Chest on behalf of an employee, Rodrigo DaSilva, who was presented with a “Community Service Award” during the company’s annual employee appreciation event.

Rodrigo, Assistant Branch Manager at the Rumford branch, was one of eight employees who were recently recognized for their leadership, teamwork, community involvement and volunteerism. COMMENTARY by Councilman-at-Large Bob Rodericks Senior Citizen Property Tax Relief

Dear East Providence voters. East Providence has one of the higher numbers of senior citizens as homeowners in Rhode Island.

As the city councilman-at-large, I will propose an ordinance which will hopefully give senior homeowners some property tax relief. I will seek a property tax freeze on rates and home valuation for eligible senior citizen homeowners in East Providence. Currently, according to Rhode Island General Law, 44-3-16, communities can pass an ordinance to freeze the tax rate and property valuation for elderly 65 or older. A task force of city tax officials, a Mayoral representative, council representation and residents could help draft an ordinance which would set the guidelines for this policy. I have heard from many senior citizens in this regard and it’s time to offer a solution.

Elderly homeowners in question must meet certain income guidelines to become eligible. This exemption shall be in addition to any other tax break provided by law and provides further, that the real estate is not taken from the tax rolls and is subject to the bonded indebtedness of the city or town. State law allows us, as a city council, to establish terms and conditions for the tax break.

Qualifications for this tax relief, would be according to an adjusted gross income, as defined for federal income tax purposes, for the

preceding calendar year. The homeowner must provide evidence, verified by the city tax assessor office, of owner occupation for at least three consecutive years. A property assessment freeze prevents a home from being reassessed at a higher value in the future.

My suggestion is that the senior tax rate and valuation freeze will apply only to single family dwellings in which the person resides; and after the qualified person has filed a request with the tax assessor on or before a date to be determined by ordinance. Eligible homeowners would have to request the exemptions every year and show continued owner occupation. A three-year residency requirement and income guideline will prevent real estate entrepreneurs from taking advantage of lower taxes and then flipping a house sale. Owner occupation will also prevent real estate landlords from taking advantage of such a tax break. We should make it easier for the elderly to stay in their homes and have more income available for food, utilities and other goods which have risen in price lately.

City officials will have to find a way to make up for the revenue loss that will occur if the tax break is enacted. With the state flush with coronavirus relief funding and a FY 2022 budget surplus of $618.4 million, I am hoping that an opportunity exists to use some of this funding to help area taxpayers and businesses who have recently suffered so much. I know that our senior homeowners want to pay a fair share of taxes, but they certainly need some relief while on strict fixed incomes. Voting for a candidate to represent you can feel overwhelming. My goal with this announcement, is to separate myself from the pack. My name is Edward Wencis and I am your candidate for East Providence City Council, Ward 1.

My intent is to be great representation for every member of Ward 1. It is my mission to hear all concerns and serve the way you, the resident, have asked me to.

I am a proud Navy Veteran, (SeaBee), which included an active tour of duty. My wife and I have four children, who are/were students of the East Providence school system. Since living in Rumford for 12 years, I have been an active member in the community. I have served as a Little League coach and been President of Rumford Little League for six years. During that time, I have run a successful charity for the late East Providence Firefighter, Scott Grace. I also hold an annual baseball tournament for The Wounded Warrior Project. I am currently collaborating with all three little leagues in the city in order to keep baseball alive and well. I have been working in health and human services for 14 years, supporting an underserved community. I will serve the residents of this city with honor, respect, transparency and dignity.

My areas of focus will be veterans’ services, fully staffed and supported first responder services, addressing and understanding the outrageous water and sewer bill and fixing our rates. I will work for true transparency with the city’s budget, infrastructure, DPW policies and procedures and road repair. Being a Navy SeaBee, construction is where I thrive. I believe in allowing police officers to do their job and providing fire fighters with proper equipment to be successful and safe. I want to adequately fund our school department to educate our children in nurturing and safe buildings with solid curriculum. I want better opportunities for our special needs students.

We need to give our employees better tools and training that will streamline services and allow them to work smarter, not harder.

I don’t believe special interest groups should have this much influence over our city government. It’s one of the biggest problems plaguing our city. I want to bring this city government back to the people and have it work for all of us.

In the coming months, I will have meet and greets and continue to be in the community to meet as many of you as possible. I will make myself accessible to collect and cultivate ideas with you.

Together, we will grow our city in a sustainable way that will benefit the entire community.

Where Are They Now? A Townie Profile EP’s Dana Monteiro Bringing Music Worldwide Holder of a Masters & Doctorate in Music

East Providence High School graduate, Dana Monteiro, continues to do what he has done best. From his youthful days in East Providence to his current job of music educator in Harlem, New York, Monteiro is sharing his knowledge of music with others. Monteiro, a 1997 Townie graduate, has over twenty years of experience as a music educator in the New York City public school system. He holds a B.S. in music education from N.Y.U., a M.A. in music education from Teachers College, Columbia University and a doctoral degree in music education from Boston University. He was one of the more talented student-musicians to graduate from East

Providence High. Originally a classical trumpet player, his interest in Brazilian music began on a trip to Rio de Janeiro, where he was brought by local musicians to the Vila Isabel Samba School. Since that first visit, Monteiro has made 23 study related trips to Brazil to learn and perform samba percussion and to conduct research for his dissertation titled Samba: The Sense of Community in Participatory Music. Monteiro has studied at over twenty samba schools in Rio de Janeiro and São Paulo. In addition, he has made visits to samba schools and community music ensembles throughout the United States as well the United Kingdom, Japan, Uruguay, Argentina, and the Cape Verde Islands to study local musical practices and more importantly, the various methods for how music is taught.

Monteiro’s project, Harlem Samba has had great success educating thousands of public school students in Harlem, New York City and is featured as a case study in the Music Educator’s Journal and books The Child as Musician, The Oxford Handbook of Applied Musicology, and Engaging in Community Music. The group has been awarded the Brazilian International Press Award for “Best Institution for the Promotion of Brazilian Culture in the United States” as well as a NAMM “Best Communities for Music Education” School of Merit.

The group was a featured performer for the Clinton Global Initiative and presented at the TED Talks Live conference in New York City.

Harlem Samba is a Brazilian percussion ensemble modeled after the samba school baterias of the Rio de Janeiro carnival. The group’s members are students, alumni and friends of the Frederick Douglass Academy, a public high school in Harlem, New York City.

The group was founded in 2005, as a non-traditional after school music ensemble. It has expanded to include over 300 students a year at the Frederick Douglass Academy and an evening community ensemble for adult players. “Samba has become an important part of our community and the key ingredient in expanding active participation in music making. We believe that everyone should have the opportunity to make music,” writes Monteiro and school faculty.

Bringing his music worldwide

Monteiro was a panel discussant on alternative practices in music education at the 7th International Symposium of the Sociology of Music Education, a presenter in the Education Section at the annual meeting of the Society for Ethnomusicology in 2013. Monteiro has conducted workshops in Brazilian percussion at the 2015 Teaching World Musics Symposium at Northern Illinois University, the Evanston School of Samba in Chicago, at the Berklee School of Music, and Boston University. He recently conducted samba workshops internationally in El Salvador, Antigua and Barbuda, Mexico, and Nigeria.

East Providence Police Lieutenant David Pacheco Honored at Narragansett Council Dinner

The Narragansett Council, Boy Scouts of America hosted its annual Narragansett Council Dinner on April 7th. The council honored East Providence Police’s Lieutenant David Pacheco with the William H. Spurgeon III Award, the highest award presented to volunteers in the Exploring Program. The annual awards dinner was hosted after a two-year break due to the pandemic, at White’s of Westport in Westport, Massachusetts.

Exploring is a co-ed, career education program for high school and college youth in a variety of career fields that include community organizations and public service roles.

The William H. Spurgeon III Award was created in 1971 to honor the Exploring Program’s founder who spent over a decade establishing special interest posts in a variety of career fields for Scouts.

Lt. Pacheco, a 22 year veteran Detective Lieutenant of the East Providence Police Department serves as a Post Advisor for the Exploring program. Pacheco works directly with local Scouts to provide real world experience of a career in public safety.

“Working with local Scouts is a joy. It has been rewarding to teach Scouts about public service with my fellow officers, and to see them gain real life skills,” the Lieutenant said.

“I am honored to be recognized by the Narragansett Council.”

East Providence Resident Jimmy Munro to Speak at Dean College Commencement for the Class of 2022

The in-person production, directed by Distinguished Professor of Arts and Humanities Steve Vineberg, took place Thursday, Friday and Saturday, April 21-23 at 7:30 p.m. and Saturday, April 23 at 2 p.m. in Fenwick Theatre.

East Providence resident Jimmy Munro has been selected to speak on behalf of the Class of 2022 at Dean College’s 156th Commencement Ceremony on Saturday, May 7, 2022, in Franklin, MA. Munro is a first-generation college student earning a bachelor’s degree in sport management. While at Dean College, Munro has been actively involved in a number of campus activities and

leadership positions, including three years as a new student orientation leader. He has also held roles as a community advisor, Phonathon supervisor, softball team manager and recreational and intramural department intern, as well as a member of the baseball team. Additionally, Munro was named to the Dean’s List on three occasions.

Munro is most grateful for the leadership opportunities he’s had and the ability to make connections with other students through these roles. “Being a new student orientation leader has had the biggest impact on me at Dean,” he said. “Being a student leader that other students are comfortable approaching with any questions or concerns has put me in such a unique position that I wouldn’t trade for the world.”

After graduation, Munro plans to pursue a master’s degree in sport leadership at Endicott College and hopes to pursue sport event management as a career.

East Providence Athletic Club Seeks Golfers and Donations for Charity Tournament

Save this date! The East Providence Athletic Club (EPAC) will hold its 25th annual John J. Chalmers Charity Golf Tournament on Saturday, July 23, at Triggs Memorial Golf Course in Providence. The event, which has raised more than $94,000, will benefit Hasbro Children’s Hospital, Leukemia and Lymphoma Society, The Tomorrow Fund, Acts of Kindness/Surfers Healing Rhode Island, Friends of East Providence Public Library, and the Kyle Page Fund.

There will be a shotgun start at 8 a.m.

Triggs Memorial Golf Course is located at 1533 Chalkstone Ave. The fee of $100 per player includes a cart and steak fry at the EPAC. Donations of raffle prizes and gift certificates from area businesses are welcome.

Rotary Club Free Self Defense Class

Girls and women to learn safety and self-awareness protection techniques on June 11, 2022

East Providence, R.I. (April 26, 2022): EP Martial Arts Academy, a training gym offering instruction in various forms of martial arts to people of all ages, is partnering with The Rotary Club of East Providence/Seekonk to offer a self defense class for women and girls’ empowerment.

The class, which is free of charge to any woman or girl over the age of 13 regardless of physical fitness, will be held at the EP Martial Arts Academy located at 345 Taunton Avenue in East Providence on Saturday, June 11, 2022. Participants can choose from one of two sessions: the morning from 10:00 am to 11:30 am; and the afternoon from 1:00 pm to 2:30 pm.

Attendees will learn the myths of self defense, protective stances, how to be aware of surroundings, techniques to defend oneself safely during an assault or crime, and more. “Our Rotary International organization has put an emphasis this year on empowering girls, to protect and improve their wellbeing and enhance their quality of life,” states Will Francis, 2022 president of The Rotary Club of East Providence/Seekonk. “We are pleased to sponsor the EP Martial Arts Academy in offering this safety program for girls and women.”

Classes will be led by Candace Rushton, a 5th degree Brazilian Jiu Jitsu black belt who specializes in violence prevention instruction and is recognized as a positive female role model in martial arts. In addition to teaching Jiu Jitsu for over 22 years, she competed in grappling tournaments internationally and earned the title of Women’s Lightweight Advanced North American Grappling Association Champion for two consecutive years. She has been working in human services for the past 40 years where she has dedicated her time in the safety and protection of children and families. A graduate of the Rhode Island Victims Assistance Academy, Candace has also attended countless trainings on conflict resolution, behavior management, and understanding sensory diagnoses and sensitivities in people. She has a background in the healing arts as a Reiki Master and Meditation and Mindfulness teacher.

“Candace is an excellent, credentialed instructor who is donating her time for this important women’s empowerment initiative,” comments Bart Axelrod, an owner and founder of EP Martial Arts Academy and member of the East Providence/Seekonk Rotary Club. “This is an opportunity to get specialized training in a controlled and safe environment. It’s a fact that self defense helps to build confidence and help people find safety in threatening situations.”

The Squantum Association Hosted Earth Day Shoreline Cleanup

Students from Saint Mary’s Bay View Academy

The Squantum Association hosted a shoreline cleanup on Saturday, April 23, along the East Bay bike path from Kettle Point south, including the coves near Cranberry Island and to Boyden Heights and Windsor Cove.

Volunteers included a very energetic team of students from Saint Mary’s Bay View Academy, Bradley Hospital employees and Squantum Association members. The Narragansett Bay Commission supported the event with a grant for cleanup tools, and trash buckets and bags. Squantum Association provided breakfast and lunch for all volunteers.

Squantum member and event organizer, Paul R. Williams noted that this was just one in a series of activities and community support events done through Squantum Serves. Squantum Serves is an initiative of the membership of the Squantum Association. Through our members, facilities and resources, we support charitable and community organizations which improve the quality of life in our state.

EP Urban Forest Dedicates Native Tree Grove

Neighborhood group EP Urban Forest would like to invite all to attend the dedication and opening ceremony of the city’s new Native Tree Grove on Monday May 23rd at 1:30 pm.

Located behind Whiteknact Elementary School on North County Street, the grove features native trees indigenous to this area and will serve as an outdoor classroom and community space.

Members of the Pokanoket Nation will help to dedicate the grove along with Whiteknact students, staff, and City Hall officials.

Hundreds of colorful creations by floral designers, horticulturists and botanical artists will interpret the show’s theme, “Eden … A Personal Paradise.” Their entries will be displayed in the Rosecliff ballroom and salon, while other exhibits will be set in the Courtyard of Love and the oceanside terrace and lawn.

Tickets are more limited than with past Flower Shows; they are available by advance purchase only and are specific to one date and block of time.

“The Newport Flower Show is growing back, step by step, from the COVID pandemic,” said Trudy Coxe, CEO and Executive Director of The Preservation Society of Newport County, which has hosted the show since 1996. “This year’s event will not include the lectures, demonstrations or champagne brunch of past Flower Shows, and the vendor marketplace will be smaller.

“But after having no Flower Show in 2020 and a small-scale version called Back in Bloom in 2021, the 2022 edition will be a step forward,” Coxe said. “It will be fun to see how the ‘Eden’ theme comes to life in the hands of the very creative horticulturists and botanical artists who enter the show.”

Special features of the 2022 Newport Flower Show will include: • A beautiful central garden exhibit honoring the show’s longtime Presenting Sponsor, Bartlett Tree Experts.

• A garden exhibit in the Cour d ’Amour (Courtyard of Love) with floral versions of some of the whimsical topiary figures from Green Animals.

• Displays by the Newport Mansions Stores along with a small selection of vendors featuring garden-related items.

Racial Equity Team Seeks Applications for Community Scholarship

Historically, American institutions have contributed to the unequal and sometimes violent treatment of many of its citizens.

Ongoing tragic events only highlight the accumulative angst and dead-end policies that continue to fuel racial unrest and poverty. To ensure that our community supports racial equity and social justice with advocacy and meaningful actions, the Racial Equity Team at Newman Congregational Church, United Church of Christ is offering scholarship aid - between $3k-$4k to individuals who identify as Black, Indigenous, People of Color (BIPOC) and who are pursuing education beyond high school in 2022-23.

By partnering with the wider community to support BIPOC students in pursuit of educational and life goals we hope to help further the dreams and aspirations of marginalized young people.

Scholarship applicants will include an essay describing their motivation and plans for their future.

Recipe courtesy of the Alaska Seafood Marketing Institute and Sari Diskin Prep time: 10 minutes Cook time: 10 minutes Servings: 2-3

Ingredients

• 2 cups slaw mix • 2 tablespoons mayonnaise • 1 teaspoon hot sauce, plus additional for serving • 1 lime, divided • salt, to taste • pepper, to taste • nonstick cooking spray • 1/2 pound Alaska cod • olive oil • blackening seasoning, to taste, plus additional, divided • sea salt, to taste • 4 small flour tortillas • 1 avocado, sliced

Directions

• Preheat oven to 400 F. • In bowl, mix slaw with mayonnaise, hot sauce, juice from 1/2 lime and salt and pepper, to taste; set aside.

• Line baking dish with parchment paper

From the State House Senate OKs Wiretap Bill To Address Human Trafficking

State House – The Senate today approved legislation sponsored

by Senate Judiciary Committee Chairwoman Cynthia A. Coyne to allow wiretaps for suspected human trafficking investigations.

Chairwoman Coyne’s bill (2022-S 2706) would add felony violations of human trafficking to the offenses for which investigators may apply for a court order for the interception of wire or oral communication.

“Human trafficking is a heinous crime that destroys the victims’ lives, and it remains a very real problem here in Rhode Island and throughout the country. Investigators need every available tool to stop traffickers, and since traffickers often work in networks, intercepting communication is very important in shutting them down and bringing them to justice,” said Chairwoman Coyne (D-Dist. 32, Barrington, Bristol, East Providence), who is a retired state trooper.

The legislation is backed by Attorney General Peter F. Neronha.

The bill now goes to the House of Representatives, which is expected to vote Thursday on identical legislation (2022-H 7700) sponsored by Rep. Carol Hagan McEntee (D-Dist. 33, South Kingstown, Narragansett).

Reps. Amore, O’Brien and Solomon Express their Concerns about New Proposed High School Graduation Requirements

State House – Representatives Gregg Amore, William W. O’Brien and Joseph J. Solomon, Jr. are releasing the following statement detailing their concerns with the Rhode Island Department of Education’s newly proposed updated high school graduation requirements for the state’s public schools: “While we acknowledge that our high school graduation requirements needed updating, and there are aspects to this update we applaud, there are still significant concerns we share within the new proposed requirements,” said Representatives Amore (D-Dist.

65, East Providence), O’Brien (D-Dist. 54, North Providence) and Solomon (D-Dist. 22, Warwick).

“In particular, these updated proposed requirements would afford little time for the necessary planning, staffing, supply allocation, and establishment of proper facilities that is mandated by the new requirements. We are also concerned that the new requirement that students complete two credits in world languages could be at odds with the established policies for existing and future English language learners. We also have serious reservations regarding the ability to not only find sufficient personnel to teach these requirements, as well as finding the funding for this and other proposed programs.

“Our concerns also apply to requiring a computer science credit to graduate in that it may take away from arts programs.

The Rhode Island Music Education Association and the Rhode Island Art Education Association oppose this plan, saying that the proposed requirements do not include fine arts courses and that it will decrease the time students have to accommodate, learn from and enjoy arts education. This concern is compounded by the emphasis on ‘college readiness’ that will limit opportunities for our students who are more interested in career pathways rather than higher education.

“While we are enthusiastic supporters of giving access to college preparatory classes to all students, our fear is that the new proposed graduation requirements will force students to take classes that they will not need or use later in life, such as advanced mathematics courses, while also forcing these students to forego classes that may interest and spur their educational growth and success, such as arts, music or trades programs. Everyone knows that our educational system is in need of change but now is the time to focus on the significant learning losses and the chronic absenteeism that has resulted from the pandemic. We must address these serious issues first to ensure that the changes we make to our graduation requirements are beneficial to every student in Rhode Island,” concluded Representatives Amore, O’Brien and Solomon.

House Passes Whip Kazarian’s Bill Banning the Sale of Animal Furs

State House – The House of Representatives today passed legislation (2022-H 7361) sponsored by House Majority Whip Katherine S. Kazarian which would prohibit the sale, offer of sale, trade or distribution of animal fur products within Rhode Island.

“Farming fur is not only cruel and inhumane to the poor animals trapped in cramped and filthy cages waiting to be killed and skinned, but it also poses significant health and environmental threats to the state. From fur farms being documented as possible outbreak sites of dangerous zoonotic diseases, such as coronaviruses, to the energy intensive processes that are required, as well as, the potential air and water run off contamination from the hazardous metals and chemicals that are used, fur farming poses a threat to ourselves and the environment. There was a time when animal furs were crucial to our survival, but that time has long passed and we must do the right thing and end this cruel and unnecessary practice of producing and selling animal furs for fashion purposes,” said Whip Kazarian (D-Dist. 63, East Providence).

Fur products are defined as any article of clothing or covering for any part of the body, or any fashion accessory, including, but not limited to, handbags, shoes, slippers, hats, earmuffs, scarves, shawls, gloves, jewelry, key chains, toys or trinkets and home accessories and decor that is made in whole or in part of fur. Any animal skin or part that is to be converted into leather, cowhide with the hair attached, lambskin or sheepskin with the fleece attached and the pelt or skin of any animal that is preserved through taxidermy, or for the purpose of taxidermy, are not considered fur products.

Exemptions to the proposal include used products by an individual, excluding a retail transaction, nonprofit organization or second hand store, including a pawn shop and fur products required for use in the practice of a religion.

Penalties for violating the act are for a first violation, a civil penalty of up to $500; for a second violation that occurred within one year of a previous violation, a civil penalty of up to $750; and for a third violation that occurred within one year of a second violation, a civil penalty $1,000.

The legislation now heads to the Senate for consideration where Sen. Dawn Euer (D-Dist. 13, Newport, Jamestown) has introduced the bill (2022-S 2646).

EPHS Honored by RI Special Olympics

Townie Unified Arts Special Olympians In a ceremony on April 28, 2022, East Providence High School was honored as a National Unified Champion School. Special Olympics officials presented the high school with the designation as a Unified Champion School. While several Rhode Island schools have Unified Arts teams, only a few have received this special school wide designation. Unified Arts allow those students with special needs to play a competitive sport, helped by other students in the school.

“This is a reflection of the commitment our school has in making inclusion, in all aspects of our school community, an absolute priority. We celebrated with a Unified Basketball game against Juanita Sanchez High School. Everybody won. (Townies pulled it out by 2) It was a great day. Townie Pride Never Sleeps,” said an EPHS statement after the game.

The award is contingent on certain criterion benchmarks and is a competitive process. A requirement for the award includes proof of several steps that allow inclusion at a high level of competition.

Schools must demonstrate a plan to make these programs continuous and not a one-time effort. “The goal of Special Olympics RI’s (SORI) Unified Champion Schools program is to activate youth in an effort to develop school communities where all young people are agents of change, fostering respect, dignity & advocacy for people with intellectual disabilities,” writes SORI.

During the awards program late last month, Mayor Bob DaSilva, Superintendent of Schools Kathryn Crowley and other officials were in attendance and made presentations to the team. A large contingent of high school students was enthusiastic and loud in their support of their Unified Arts classmates. High school Principal Bill Black was emcee for the day. After several missed shots by a Sanchez player, an East Providence defender grabbed a rebound and handed it back to the Sanchez player who then scored a basket. EPHS Girls Lacrosse Continues Winning Ways

The Townies girls Lacrosse team remains undefeated as of this writing. The team recently defeated Johnston High 15-2. In that game, Ryleigh Grant scored 6 goals with an assist and Kenna Wigginton scored 4 goals. Before this year, the fledgling girl’s Townie lacrosse program was getting its collective feet wet and only had two wins. Haley McCusker was a new head coach and inspired het team to not give up. As of the end of April, the team has been on a tear, remaining undefeated and easily defeating most opponents.

East Providence has defeated Classical (twice), Scituate, Cranston East, Tiverton, Johnston, Seekonk, Coventry and Lincoln.

Head coach Haley McCusker spent most of last year teaching the basics needed to play lacrosse and that experience has obviously paid dividends this season with the surprise undefeated record so far. “My players have responded well and I’m happy with our progress,” said coach McCusker.

EPHS Boys Volleyball

The Townies are hanging tough with a 5-2 record through April 28th. EP defeated the Tolman/Shea Co-op three games to none.

The game scores were 25-18, 25-10 and 25-21. Brett Schwab had 10 kills and 12 digs while Grant Wosencroft had 9 kills and 5 blocks. In earlier action last month, the Townies had a road win against 4-3 Woonsocket. EP took the match three games to one with scores of 25-18, 23-25, 25-22 and 25-13. “Leading the way for us were Xavier Hazard with 10 kills and 8 digs, Brett Schwab with 5 kills and 12 digs as well as Owen Tellier who 15 digs,” said head coach Dan Cabral.

The Townies also beat Barrington High three games to none with scores of 25-21, 25-17 and 25-15. Grant Wosencroft had 10 kills and 2 aces and DJ Lepine was impressive with 5 kills, 12 assists and 6 digs. The JV team also picked up a 2-0 victory with excellent serving from Trey DeCosta.

In more action in April, the Townies traveled to Central and defeated the Knights three games to none. “The team struggled to find consistency but was able to pull out the much needed victory.

The team was led by Kyle Dunn with 10 Assists and 10 Digs and Grant Wosencroft with 7 Kills and 4 aces,” reported coach Cabral.

In remaining undefeated, EP shutout previously unbeaten Westerly, three games to none. The game scores were 25-21, 25-17 and 25-23. The Townies were led by senior Kyle Dunn who played excellent defense. He finished with 3 Kills, 12 Assists and 10 Digs.

Seniors Grant Wosencroft added 10 Kills and 2 Blocks while Brett Schwab chipped in with 6 Kills 12 Digs and 2 Aces.

EPHS Softball Doing Well

In their opening game this season, the softball team beat the Cumberland Clippers 7-5. East Providence pulled ahead in the top of the first, scoring 4 runs early. “Vianna Chamberlin set the tone with the first hit of the game, a double. Cumberland answered in the bottom of the first, with a homerun from Pitcher Riley Austin. Cumberland added another run in the bottom of the 2nd, led by Lacie Grenier who contributed a one out triple, and scored on a Townie error getting the ball in. At the top of the 3rd, Vianna Chamberlin led off with a solo homerun. Ava Mendence reached on an error, eventually scoring on an RBI single by Desiree Fernandes. In the top of the 4th, the Townies combined to score another run. Jenett Sosa reached on a fielder’s choice, Vianna Chamberland cranked a deep single to advance Sosa to third, and Kiera Quadros singled to bring Sosa across the plate, giving the Townies a 7-2 lead. In the bottom of the 4th, Cumberland’s Riley Austin cranked a no-out solo home run, while Emily Lanoue followed with a shallow single to right field. Following a walk from Jenna Rivers, Lacie Grenier lined a hard hit triple to score Lanoue and bring the Clippers to within 3 runs. Following a scoreless 5th from the Townies, The Clippers

Pitcher Keira Quadros for the Townies finished the day with 19 strikeouts and 1 walk. Cumberland pitcher Reilly Austin pitched the first inning with 3 walk. Cumberland Pitcher Jillian Ryone pitched 6 1/2 innings with 9 strikeouts and no walks.

In other April softball action, the Townies defeated Chariho at home improving their record in league play to 4-5 at that time. EP scored in the bottom of the 1st with Vianna Chamberlin starting it off with a two-out double, brought in with an RBI single from Gigi Sosa. The Townies offense exploded in the third inning, starting with a no out in the park homeroom from Senior Hailey Kaiser. Ava Mendence singled with one out, setting up Vianna Chamberlin to hit another in the park home run, scoring herself and Mendence. Gigi Sosa continued her hot streak with a one out single, brought in by the third in the park home run of the game hit by Senior Sophia Patterson. Chariho battled back with an in the park homerun hit by #13 Rao in the 4th, and an in the park homerun by #2 O’Leary in the 6th, but the Townie defense held them off for the win. Keira Quadros finished the day on the mound with 1 walk and 15 strikeouts.

EP also defeated Moses Brown 4-2 on Tuesday, Apr 19. A pitcher/ catcher duo of Keira Quadros and Ava Mendence controlled the Quakers on offense, with 10 strikeouts and no walks. Daisy Francis was 1 for 2 on the day, with a big double in the 5th and well-timed walk in the 2nd, resulting in the first run of the game. Josley Sosa went 3 for 4, with 3 singles and one RBI. The last game before the Reporter going to press for May was a win over Smithfield High. Ep started the game strong scoring 2 in the first inning, taking advantage of some pitching struggles from Smithfield’s McCuroy who loaded the bases. Keira Quadros was walked in for the first run and Emma Bergeron plated a second run with a timely single, earning her the first RBI of the game. Offense was quiet for both teams through the end of the third. “In the top of the 4th, Daisy Francis began by drawing a walk, and scored on an RBI triple drilled to right by senior Sophia Patterson. Smithfield fired back in the 4th, adding one on a deep shot and communication error in the outfield,” said Kenahan. The Townies quickly refocused both defensively to finish the inning and offensively, earning that run back in the 5th. Senior Jenett “Gigi” Sosa started the inning off with a single, advancing to second on a sacrifice bunt by senior Desiree Fernandes, and home on an RBI single by Emma Bergeron, her second RBI of the game.

The Townies scored again in the top of the 6th with Senior Abby Hollingworth starting the inning with a hard hit single down the left field line, advancing to third on a no out double by Sophia Patterson, her second extra base hit of the game. Freshman Mackenzie Pimentel lined a perfectly placed single into right, scoring both Hollingworth and Patterson and putting the Townies up 6-1.

Smithfield rallied in the 6th, scoring one and loading the bases, but a combination of pitching and a couple of well played defensive stops ended the inning. The Townies added one more in the top of the 7th with two outs, started again by a patient Daisy Francis, who walked with two outs to start the Townies last offensive strike.

After Francis advanced to second on a passed ball, Senior Abby Hollingworth nailed her second hard hit single of the day, scoring Francis and adding another RBI to her day. Pitcher Keira Quadros recorded the win with 8 strike outs and 2 walks on the day.

“Being a captain of a varsity sport for three years helped to shape me as an individual. There were many challenges along the road which I had to overcome. So much was learned through this experience,” Wosencroft wrote as part of his essay. “I am a role-model for my community. Sports has taught me many traits that are important in the real world. In life, you get out what you put in,” said Wosencroft in part.

EPHS Student wins Student-Athlete of the Year Award

Townie senior cross country and volleyball captain Grant Wosencroft, was honored last month by the Rhode Island Interscholastic League Athletic Administrators Association as the Rhode Island Male Scholar Athlete of the Year. Grant is the first male Townie athlete to be selected for this prestigious award. Students were nominated and asked to submit an essay on how school athletics have enhanced their educational experience.

“Your essay was selected as the best entry from your state,” Wosencroft was told as he accepted his award. “We salute you and thank you for helping our organization illustrate the many ways that athletics positively influences the lives of student-athletes,” NIAAA officials said.

Riverside Middle School Baseball Keeps Winning The Riverside Middle School baseball team continues on a roll with a 5-0 record heading into May. The team has scored 67 runs while only giving up 9. Three of the Viking games have ended early by baseball’s ‘mercy rule.’ Riverside defeated Tiverton 21-0, Martin 15-5 and Exeter West Greenwich 11-0. RMS also beat back Cole 11-4 and Ferri 9-0. The team has dominated in all aspects of the game – offense, defensive plays and baserunning. RMS has a speedy team and has logged several stolen bases.

After the team’s shutout win over Exeter West Greenwich, head coach Matt LaRoche gave a run down of his starters and the season: “Our team is led by a strong 8th grade class. Gavin Palombo is great defensively at SS and consistently gets on base. Kyle Desrosiers is solid behind the plate with a strong arm and is our cleanup hitter. Jayden Healey leads the team in RBI’s. Then we mix in Aiden Martins in the leadoff spot who leads the team in stolen bases and runs scored. Combine that with 6th grader JJ Renaud in the 9 hole as a second leadoff hitter who is leading the team in OBP (on base percentage). This gives us lots of opportunities to not only score runs, but have big innings. When we get on base, we like to put pressure on opposing pitchers and defenses. Coach Kris Hallene does a great job coaching 3rd and puts our players in spots to be successful. For our pitching, Healey, Lorenz and Williamson have been some of our most consistent. Richards helps out defensively with one of the best gloves on the team. We have several pitchers who we are confident in which gives us an advantage against many teams. Even though we are 5-0, we still have a lot to work on as a team. Just because we have started out strong does not mean we are done improving. Every practice and game is another opportunity to get better. We are at the halfway point in the season and have some big games coming up against other teams at the top of the division including unbeaten Kickemuit. It should be a fun second half as we believe we have a team that can compete with the best in the state,” concluded LaRoche.

The EPHS baseball team is struggling to gain wins and has lost a key player, Jack McKnight, to injury. “Our shortstop and leadoff hitter are out but we keep at it,” said head coach Bobby Rodericks. “We have 4 active freshmen in the varsity lineup and we recently lost close one-run games to LaSalle and undefeated South Kingstown.

Future still looks bright with our new campus fields for next season and promising middle school players in the pipeline.”

Hennessey students and staff came together to celebrate the HARD WORK, PERSEVERANCE and EFFORT that our students in Grade 3-5 exhibited during the administration of our ELA RICAS state testing in April. Students were encouraged by the younger Hennessey Heroes who made posters and cheered during our RICAS parade. SCOUTING AROUND “Gnomies” Friendship Party Any girl entering grades K - 12 this Fall are invited to attend a “Gnomies” Friendship Party on May 21st at the East Providence Scout House located at 351 Willett Avenue in Riverside beginning at 10:00 a.m. Gnomies will learn about Girl Scouts by playing games, making crafts, and exploring the outdoors. Her parent(s) or guardian(s) will have the opportunity to speak with Girl Scout parents, staff and other volunteers to discuss the benefits the Girl Scout Program has to offer while her daughter is “Gnoming” around. Troop 55 Riverside News

East Providence Girl Scouts Paige and Kaitlynn are shown next to the gnome they found hidden at the Weaver Library. It was one of ten gnomes hidden throughout East Providence during the Gnome Hunt held during Girl Scout Week, March 6th - March 13th.

For the first time in a year Troop55 returned to monthly camping at the end of March with corvid precautions in place. Scouts from both troops worked on scout skills, advancement and had a great time exploring Camp Yawgoog, showing younger scouts where they will camp for a week this summer and having a Saturday night show. A good time was had by all.

Many scouts participated in and completed the First Aid Merit Badge, one of several Eagle required badges that Troop55 works on together each year.

Several Scouts participated in a community service project. As part of celebrating Earth Day these scouts went to work cleaning up Riverside Square and part of the East Bay Bike Path. Each week at their meetings the scouts recite the Outdoor Code which includes the pledge to “Be clean in my outdoor manners” so they certainly spent the afternoon keeping that pledge.

Bees are crucial for our survival and the planet overall. However, due to things like habitat destruction and invasive farming methods, some say the bee population is plummeting. Luckily you can help them by turning your garden into a bee-friendly habitat that can enable them to survive - and thrive.

So, keep reading as we explore how you can do your bit for the planet just by making a few adjustments in the garden…

Why are bees so important?

Most of us see bees as cute, fuzzy insects that buzz around during the spring and summer and occasionally need a helping hand with some sugar water. What we often forget is that bees are a vital part of our complex ecosystem. We rely on their pollination for many things we consume on a day-to-day basis, such as fruit and vegetables, oils, fibres - and even medicine.

It’s estimated that about 90% of flowering plants rely mostly on pollinators (including bees) to reproduce. So, since they play such a large part in plant survival, let›s consider the indirect effects of a declining bee population. Plants pollinated by bees and other pollinating insects increase seed production and help boost species decline. As a result, they help produce the oxygen we breathe and absorb CO2. What›s more, the animals fed by these pollinated plants produce dairy and protein sources. Considering all this, could you imagine what the world would be like without bees?

Ways you can help the bee population:

Plant the right flowers

One of the best things you can do to provide for bees in your garden is to be selective about the kind of plants, shrubs and trees you cultivate. Bees love plants with single, open flowers that are easy to collect pollen from. A lot of annual and seasonal bedding plants and flowers are ideal for them, so why not buy some seeds and get the whole family involved in seed sowing?

Some ideal bee-friendly plants include: Coneflower, Lavender, Cosmos, Catmint, Chives, Sunflower, Dahlia, Foxgloves, Honeysuckle, Nasturtium.

Don’t forget about trees and shrubs - bees love Darwin’s barberry, Buddleia, Hydrangea, Apple trees, Flowering currant and Pussy willow.

If you’re not sure about what to plant and at which time of year, head to your local gardening centre or nursery for advice. Alternatively, if you already have bee-friendly plants and shrubs, why not exchange cuttings or divisions with your friends or neighbours?

It’s true, so see if you can resist mowing the lawn or designate certain areas to become wild. Bees and other insects such as butterflies, moths and beetles can thrive in spring when gardens and parkland areas have been left alone. This is mostly due to common weeds like dandelions, clover and daisies being allowed to flourish, but you can buy wildflower seeds and get scattering too.

So, if you want to boost pollen and nectar levels in your garden and provide a great habitat for a variety of insects, leave the lawnmower in the shed this spring.

Ditch the chemicals

Bees need fresh water to survive, just as other garden visitors do. However, many water sources can be too deep for bees and pose a drowning risk, so it’s a good idea to evaluate your garden to see how you could improve this.

If you have a pond, ensure there are lots of floating, flat surfaces for bees to land on and ways for them to get back out of the water if they get stuck - the same goes for any bird baths too. You don’t need anything too fancy to help bees stay hydrated, just use a shallow container and ensure it contains other floating materials (such as sticks, lily pads or pieces of cork) to rest on whilst they drink.

Now you have some easy ideas to help make your garden a little more bee-friendly, what will you try first?

One of the biggest threats to bees is pesticides. Whilst you might not think that avoiding chemicals in just one garden could make much of a difference, consider the use of pesticides multiplied across thousands of gardens - now you can see the real threat to bee habitats.

We know that pests are annoying in the garden - they can rampage flowerbeds, eat your diligently grown fruit and veg and appear to be nothing but a nuisance. But they help to form part of the delicate ecosystem as they provide food for other species, such as birds and hedgehogs. You can combat many pest issues without the need for pesticides. For instance, a sharp spray from the hose can be enough to remove any unwanted visitors like greenflies. Or you could pop on a pair of gardening gloves to pick off any big beasties such as caterpillars. Putting straw under your crops can deter slugs and snails, and netting around your veg can block out birds and squirrels too.

If you must use pesticides, ask your garden centre if they have any natural or non-toxic pest treatments. Many ingredients are toxic to bees and you should avoid them, such as copper sulphate, diatomaceous earth and sabadilla.

Bees need water too

Create a bee and insect hotel

Why not create your very own bee hotel to provide a unique and cosy habitat for your fuzzy friends? Bee hotels are super easy to make - you only need a few bits and bobs from around the garden. So raid the shed, greenhouse and garden to gather: bamboo canes, sticks and twigs, dried-out leaves, paving slabs. wood offcuts, stones, cardboard.

Bee hotels are simple to make and don’t need to look perfect to be effective - the goal is to create lots of small dark gaps and holes for nesting or resting. Find a shady spot in your garden that won’t be disturbed by kids or pets, and make a frame out of wood off-cuts or by leaning pieces of paving slabs together.

Once the frame is ready, fill it with the other materials to create hiding spots and gaps that are just big enough for bees to nest in.

If you don’t feel like making a bee hotel, why not head to your local discount store or garden centre to buy one ready-made?

Say no to mowing

Did you know that letting the grass grow can increase the amount of pollen and nectar in your garden? And it can provide coverage, and a be a haven for all sorts of wildlife.

Diabetes is a chronic disease that changes how your body turns food into energy. The East Bay Foster Grandparent Program is actively recruiting community members 55 years of age or older to serve as volunteer Foster Grandparents in their communities. The heart of the program is the one-on-one daily attention that FGP’s provide.

This special relationship helps young people grow, gain confidence and become more productive caring members of society.

Foster Grandparents assist in schools, Head Start sites, YMCAs and local libraries throughout the East Bay. Foster Grandparents receive a tax free stipend which will not affect any federal, state or local benefit or entitlement. Tax free stipend amounts range from $45.00 - $120.00 per week. Foster Grandparents also receive a transportation allowance, meals during service, paid holidays and accident and liability insurance while serving. The mission of the program is to support positive outcomes for children by providing volunteer opportunities to income eligible individuals. Together we can build a stronger generation of children and a better community for ourselves and our neighbors.
