City Council Approves Budget with School Department Intact

After an initial budget hearing in which City officials seemed unwilling to do anything more than ‘level fund’ the school department budget, the council eventually agreed to the increase amounting to about $1M for support of schools including pay raises which will bring teachers back to about the middle of the pay scale statewide.

Teacher salaries and benefits were slashed in a series of controversial moves several years ago. The pay and benefit cuts led some veteran teachers to leave the district or retire early.

Earlier in the month, Superintendent Crowley wrote to the council that: “Highlights of this year's budget include raises of 2.5% for certified and non-certified staff as well as raises of $1,000 and $500 on the base salaries of certified and non-certified staff respectively. Currently, East Providence teacher salaries for first step teachers rank in the bottom four for Rhode Island public schools. For top step salaries, East Providence ranks last. Raises are necessary for East Providence to attract and retain the very best candidates for our schools.

In addition to raises for staff, the budget includes a new line item for Worker's Compensation. Currently, the School Department funds on the job injuries through the operating budget. Worker's Compensation insurance will ensure that injured employees get the highest quality coverage with the least amount of associated expenses. It is also a significant component of our overall risk management program.

Other significant investments in the 2017 budget are increased expenditures on technology and new textbooks for the schools.

As the Superintendent and the Assistant Superintendents move the schools to blended learning programs, the School Department is committed to providing one-on-one digital resources for every child in the district on a scheduled roll out. This year chrome books were added to both middle schools. Next year, the School Department will be adding them to the elementary schools.

Similarly, the Department is investing in new math textbooks and science curriculum all aligned to Common Core standards.”

“This budget includes the $1,000,000 the superintendent and school committee asked for, so we may to begin investing in our students and teachers again. Thank you to the EP City Council for understanding

the need to start putting our schools first,” said a statement issued by Ward 4 school committee member Jessica Beauchaine.

“Thank you to the City Council members that approved our school budget request.

A strong school system brings about a stronger local economy. We must invest in our schools,” said at-large member Joel Monteiro. “100% of the credit goes to the superintendent (Kathryn Crowley) for our approved budget,” he added.

Schools Infrastructure to be Studied

In what may be the longest broken record in the City, discussion has again ensued about the physical condition of district school buildings. The age old question of neglect and lack of a serious preventative maintenance plan has not gone away.

Although recent school administrations and school committees have made many improvements to school buildings, especially at the high school, there is much talk about the need to build a new high school.

The current building on Pawtucket Avenue opened in 1952.

Superintendent Kathryn Crowley was set to hire a company through competitive bidding for an analysis of the high school.

The cost would be $94,500. Five companies responded to a request for proposal. But Interim City Manager Tim Chapman wants a more comprehensive study done on all school buildings in the city. This after a state department of education survey indicated that all schools were in need of serious improvement.

As part of the Facility Assessment and Prioritization project for the School Building Authority at the Rhode Island Department of Education (RIDE), teams of architects and engineers visited your schools to compile lists of condition needs. Now that the building surveys are complete and the data is compiled, we need you to review the data as part of a collaborative process that seeks to empower LEAs. “A key output of the Facility Assessment and Prioritization project is a prioritization methodology. Informed by statute and regulations, this prioritization tool takes into consideration various key data elements that will determine a school s ranking in the overall prioritization of school facilities in Rhode Island. The prioritization tool will provide opportunity to the Council on Elementary and Secondary Education, General Assembly and the Governor to

prioritize funding and aid in promoting equitable and adequate school housing for all public school children and prevent the costs of school housing from interfering with effective operations of schools.” - State analysis. continued on next page...

Chrissy Rossi Leaves School Board Race

Citing family health reasons, former councilwoman and school committee member Chrissy Rossi, has withdrawn from the School Committee-At-Large contest. Rossi was challenging incumbent Joel Monteiro. “I’ve decided to take care of family and withdraw from the race. It is unfortunate but I have to do what is right at this time,” said Rossi in early October.

“Mrs. Rossi and I agree on the importance of family; this decision, I’m sure difficult to make, is an honorable one, for sure. I wish her and her family well, extending positive thoughts and prayers to whatever they are facing,” responded incumbent Monteiro.

The Rossi decision leaves only one contested school committee race - Riverside’s Ward Four where incumbent Jessica Beauchaine is facing a challenge from newcomer Chris Dias.

Representative Gregg Amore Endorses Rep. Kazarian

State Representative Gregg Amore has endorsed incumbent Rep. Katherine Kazarian. Kazarian has served in District 63 since her election in November 2012. “I have had the pleasure of serving with Katherine Kazarian since we were both sworn into the R.I. House of Representatives in January of 2013. During the past four years I have come to know her as one of the hardest working, most dedicated and intellectually impressive representatives in the chamber,” said Amore in a letter of support. “She is extremely well respected in the House of Representatives as a serious legislator with a bright future. She has earned that respect with her tireless advocacy on behalf of her district,” added Amore. In a time when too many Rhode Islanders are searching for a state representative who they can be proud of, those of you who live in District 63 already have one,” said Amore. Democrat Kazarian is being opposed by Republican Christopher Holland.

Endorsement for Jessica Beauchaine

It is without hesitation that I endorse Jessica Beauchaine for Ward 4 School committee. Having taught in East Providence for 33 years I have been afforded the opportunity to work with many different school committees, I can honestly say that there have been a handful of individuals who have served on those committees that have worked tirelessly for the students of East Providence. Ms. Beauchaine is one of those individuals. When I served as President of the Waddington PTA, Jessica was always one of the first individuals to volunteer her time for the benefit of our students. Jessica’s degree in education as well as her teaching experience, only enhances her understanding of educational policy and the needs of our students. As a School Committee member she has been an advocate for our students, always voting with their best interest and the interest of the entire school department in mind. She can be seen working throughout the city giving her time not only in Ward 4 but also in every Ward. Her diligence, honesty, compassion and dedication to the East Providence School Department are to be admired. For the above reasons it is my pleasure to endorse Jessica Beauchaine for re-election for Ward 4 School Committee member.

Time to Re-examine Consolidation

As most of you know, a few years ago we had the unfortunate displeasure to have a Budget Commission foisted on us. For over a year we lost our right to self-governance as they corrected the fiscal ship. To be honest, I never really thought that they helped that much. They seemed to cut small things that felt more intended to punish the populous than to truly save money, the biggest challenge our pension ARC was saved by the Google Asset Forfeiture Money.

They did however correct some operational processes and they restructured city hall.

They began the long road to consolidation that had been studied over and over in the last thirty years. Unfortunately, when Paul Lemont was hired in one of the longest ‘Acting’ City Manager tenures ever (longer than the permanent City Manager the City Council subsequently hired) he reversed a lot of the structural changes that the Budget Commission made. This included re-creating the eliminated positions in the City Clerk’s office among other staff bloating. It also included reversing the consolidation of city and school services.

I believe that Lemont’s actions, and both the City Council and state Fiscal Advisor Paul Luba’s approval of these actions was severely shortsighted and misguided.

It’s time to re-examine consolidation both within city services and between the city and school departments. If the most recent long term presentation has given any indication, we are headed back into trouble and massively raising taxes will not dig us out of it. We need to create unified back-end services between the city and schools. Even if it means creating a quasi-independent agency that reports to a board of city and school leaders.

This includes the areas of Human Resources, Finance, Building and Grounds maintenance and other similar services. East Providence can choose to be the model for Rhode Island or can yet again be the laughing stock, yet again losing our freedom to self-govern. continued on next page...

I also call on our state delegation to examine amending Title 16 and other state laws that put up barriers to reasonable consolidation. No one wants Mayors and City Councils governing education, but when most cities and towns spend more than half of their budget on schools, in part because of duplicative administrative and other non-educational services. We are not doing right by our taxpayers or our students. School departments should be in the business of education, in order to support those educational needs they should be able to get services from the municipality they are part of, like any other city department. Otherwise we might as well not kid ourselves that it is a ‘department of the city’ when in actually, it’s a complete second municipal government.

Ward 4 School Committee Seat Needs Change

I first met Jessica Beauchaine years ago while developing Project 106 when middle school sports were cut from the budget due to financial restraints. I have attended many city and school meetings with her, where she repeatedly spoke up against unjust issues facing our students and schools. Since then, I have watched her work endlessly for our community. She has been a consistent fixture at fundraisers, playground builds, sporting events, PTA meetings, committee meetings, community events, gym restorations, and school events where she has made herself accessible to all. At these events I have witnessed parents, students, teachers, coaches, and administration approach her to discuss both their thankfulness and concerns as she listened with an open ear and mind. This next committee is going to continue to have to make difficult decisions. I am confident and excited to have someone as personally involved and vested in our schools like Jessica. I know she will continue to make these crucial decisions with the students and school department’s best interests in mind. I am proud to say I endorse Jessica Beauchaine for re-election for Ward 4 School Committee member.

Candy Seel for East Providence City Council Ward 3

I would like to take a minute to speak about candidate Candy Seel who is running for East Providence City Council Ward 3 this November.

Candy is by far the best candidate we have and electing her would be a huge win for this city for a plethora of reasons. First and foremost would be her selflessness and unbiased intentions for our city’s growth and prosperity.

Never once in the years that I have known Candy has she ever spoken to City Council for selfish reasons or intents. Her steadfast attendance of council meetings to monitor and weigh in on unjust actions have been a bright light in many of our darkest moments in the past few years. She is has been quick to applaud others successes and true and direct with her criticisms of city fund mishandling and stalled / stale forward motion of city progress.

In 2012 she fought this city tooth and nail to keep Fuller library off the chopping block of city properties that were being closed and or liquidated.

Her fight was not in vain as 260 Dover Avenue ( formerly Fuller library ) was removed from the “for sale” list and has since been beautifully renovated and transformed into a Creative Learning Center for family and personal enrichment and enjoyment activities. This is just one of Candy’s past accomplishments as an East Providence citizen. Imagine what she could do for us as a sitting council woman, the possibilities of her genuine nature and brilliance are endless.

Over the past couple weeks, on social media, I have presented a 3 point plan as a starting point, if elected. This plan is not only sustainable, but the only plan presented by either candidate. I have met with stakeholders, administration and politicians to present my plan and find out if it is sustainable. As expected, the plan was a hit.

The first step in this plan is about personnel. Following contractual obligations and vetting, we can appoint/hire the best candidates for our school department. There will be no more voting against appointments for personal gain, or with unexplained reasons.

The second step is regarding infrastructure. I propose to help create a revolving capital fund in the budget, partially replenished each year with the reimbursement RIDE provides for completing life safety projects. With the proper administration, this fund can take on a life of its own, providing a ready source to tackle urgent fixes.

I’ve noticed that the School Department struggles with RFPs. With my experience in purchasing, I’m just the guy to help.

Finally, I recommend that we use the recent RIDE survey of our buildings to prioritize every fix in the district. We can’t wait for my opponent to take action. We need action now. My final Step, step 3, addresses curriculum. I propose to bring back the gifted program to the elementary schools. This program was part of our district before and should be brought back! We can start with one classroom, so we only would need one teacher to pilot the program. We could bus gifted students from around the district to said elementary school and then grow the program in the upcoming years to other schools. We have some of the best students in the state and they deserve this program.

I have not seen any plan from my opponent. She was unavailable to debate, so I must present my ideas here.

Over the years, my family and I have been active members of the Portuguese community and other social clubs, which include Phillips Street Hall, Trinity Club, Brightridge Club, and Holy Rosary Band Society.

I am a graduate of East Providence Senior High School Class of 1998 where I was on the Student Council committee, President of the Portuguese Club, and on the Honor Roll. At Martin Junior High, I was an athlete on the championship-winning track team, and gymnastics team. After graduating from high school, I thought about running for the East Providence City Council and even obtained over 200 signatures required for getting on the ballot. Ever the wise man, my father advised me to pursue a college education and wait for my political aspirations to come to fruition, as my education would be the foundation for my future. Instead, I pursued my nursing degree at the Community College of Rhode Island where I received an Associates of Science in Nursing and continued on to obtain my Bachelors of Science in Nursing at Salve Regina University (Dean’s List). I am currently working toward my Masters degree with the goal of becoming a Family Nurse Practitioner.

My reason for running for City Council is simple: I am dissatisfied with the way our city has been managed and I would like to be a part of the process in making those changes. As a fellow resident I too, am dealing with the same issues, hardship and tax burdens that many other residents are facing.

My intentions for the City of East Providence are focused on economic improvement, taxes, and crumbling school infrastructures. Empty storefronts, vacant lots, and the undeveloped waterfront have no place in East Providence and I am committed to ridding the city of this economic plague. As a life-long “Townie” my focus is on making sure we as a city move forward, strengthening the pride of the residents of our city and ensuring that their best interests will be the first priority of our Council. East Providence Town News Thanksgiving Needs at TAPIN TAPIN (Touch A Person In Need) is once again planning a generous and large distribution for its East Bay area clients.

The all-volunteer donor supported agency will be registering 400 needy families for the distribution on Sat, Nov 19th.

Each bag will contain: instant mashed potatoes, green beans, corn, fruit, stuffing, sweet potatoes or yams, cranberry sauce, gravy, coffee and brownie mix as well as a disposable turkey pan.

Given the increased cost of food, donations of any of these items would be greatly appreciated. Special treats such as fruit juice, snacks or even paper goods, dish soap and toiletries are always a really nice addition.

Unfortunately, due to lack of refrigeration, NO perishable items can be accepted, and unbreakable containers are requested.

Families will also receive a Grocery Gift Card so monetary donations toward those would also be outstanding.

The agency is currently extremely low on supplies of sheets, blankets and comforters in all sizes, as well as towels. Clients are also asking for soup, sauce and frying pans.

Route 195 is the East Providence Veterans’ Memorial Expressway

by Joseph Andrews Jr. and Susan Cady Incorporated as a town in 1862, with a new council-manager based charter, East Providence became a city in 19591. Three large transportation improvement projects, which were in progress or nearing completion, contributed to this status. One: the rotary where Taunton Ave., Waterman Ave., and Broadway meet, known as Six Corners, was reconfigured to create the Broadway underpass. Two: Route 195, the precursor of today’s Interstate 195 (I-195), allowed travel between Providence and the state line of Mass. (Route 195 was upgraded in the 1960s to an interstate highway with the expansion of the Washington Bridge. The drawbridge was removed and another bridge was constructed to the north of the existing bridge.) Three: the East Shore Expressway branched off Route 195 to provide a direct route from East Providence to Riverside, Barrington, Warren, and cities and towns beyond. It connected to the existing Wampanoag Trail.

Perhaps the most complex and disruptive of these three projects was the construction of Route 195. Many residents and businesses had to relocate their buildings, houses, and garages or be torn down. This highway divided East Providence. Many of the bisected streets adjacent to the highway kept their original names but north or south was added (ex. North Sharon St. and South Sharon St.) For some streets, the original street name was retained (Abby St.) while the name of the same street on the other side of the highway was changed (Roma St.) and the houses were renumbered. Other streets were shortened (Second St.) or extended (School St. from Purchase St. to S. Carpenter St.). What did this section of East Providence look like before the “Big Dig”?2 The Washington Bridge (the south side without the new Redman linear park bicycle Established in 1940, 3rd Generation path) was completed in 1930. It had a drawbridge that lifted up so oil tankers and cargo ships could sail underneath it to travel to businesses and industries in Rumford. Vehicles crossing over the Washington Bridge to East Providence could continue straight to Taunton Ave. or turn right down Second St. and Bridge St. to connect to Warren Ave. Three gas stations Specializing (2 Esso and a Texaco, where Bridge St. met Warren Ave.) were demolished. Businesses in Kitchen & Bathrooms along Taunton Ave. and some 69 houses along Brow St., Summit St., Cobb St., west of Potter St., Warren Ave., Burgess Ave., Second St., and Valley St. had to be moved or razed.

P Hoyt Grammar School) were demolished, while the former St. Francis Xavier Church’s convent building was relocated to Warren Ave., just east of Broadway. Approximately 100 houses were either torn down or moved to new locations. Along Broadway, Rocha’s Broadway Market, the Broadway Bar, and the East Providence Roller Rink (corner of Oakley St.) were demolished.

From Broadway toward Pawtucket Ave., the path of the highway followed and (401) 435-4795 replaced Division Street. About 60 small lots of undeveloped land (that existed from Almquist St. and Revere St., to where Waterman Ave. connected to Warren Ave. via State St.), and 2 buildings on Ford Ave. were condemned.

The land between today’s RI Department of Transportation facility and the Rumford Pet Store on Warren Ave. was Joseph McCormick’s quarry in the 1920s-1930s. The old quarry was filled in to build the East Shore Expressway. Joseph Andrews Jr. has been collecting photos of the houses that were moved from the path of Route 195. He has identified a dozen houses but more exist. If you know of a moved house, please pass along its former and present address.

In addition to being a subsection of RI’s statewide highway system, Route 195 serves as a memorial to our veterans. Fifty-five years ago, on November 11, 1961, the highway was designated as the East Providence Veterans’ Memorial Expressway. In memory of World War II and Korean War veterans, metal signs, each bearing the names of two East Providence residents who served our country, were posted at the five bridges. The bridge at Potter St. is for Sgt. Thomas J. McLynch and Lieut. Mark R. Gilbert. The Purchase St. overpass is named for Pvt. Frank Maciel and PFC. John Webb. The Lyon Ave. overpass is designated for PFC. Eugene A. Fontes and 1st. Lieut. Emanuel H. Gracie, Jr. The Broadway underpass is named for PFC. John Braga and Col. William Halton.

The Pawtucket Ave. overpass is for Pvt. Joseph D. Crowley and Pvt. Daniel R. Thomas. Similarly, the Broadway exit ramp could be designated to honor the four Andrews brothers who were veterans.

This section of Interstate 195 has served commuters and visitors well during the last fifty-seven years. So the next time you travel through East Providence, recall the sacrifices made by many of the former businesses and residents of this land and all of our veterans.

Pomham Rocks Lighthouse Getting Power

By Bob Rodericks The very first light to help direct ships in the Providence River shone on December 1, 1871 and despite numerous challenges the Pomham Rocks Lighthouse has persevered. Pomham Rocks is the name for a small, half acre island located on the Providence River about 800 feet from the shore in the Riverside section of East Providence Rhode Island. Pomham Rocks was selected as the site for a navigational aid due to an increase in shipping traffic heading towards Providence in the first half of the nineteenth century.

“Although restored with beautiful grounds and exterior building improvements, the lighthouse has been in need of full electricity for some time,” said local historian and former educator David Kelleher.

“After a 36 year absence, laying of cable to return electric power to Pomham Rocks Lighthouse has now been completed. The cable itself is now on the bottom of the Providence River,” said Jean Zunda, chair of Friends of Pomham Rocks Lighthouse.

“The Gilbane company is the general contractor for the project and Specialty Diving did the actual laying of the cable,” said Kelleher. Kelleher has been a noted historian in East Providence for many years and is the 2016 winner of the Antoinette F Dowling Volunteer Award for Historic Preservation in Rhode Island.

The electric cable stretches from the Exxon-Mobil property, under the river, to the historic lighthouse property. The work was completed late in October in the first phase of the ambitious project. “It was quite a project,” explained Kelleher. “The cable had to be placed on the river bottom and eventually brought into the basement of the lighthouse by jack-hammering a cement foundation,” he said.

The property doesn’t have live power yet as the completion of phase one only brought the cable to the tiny island. “The cost for this phase was $300,000. Before the power can be fired up, we’ll have to have the entire building re-wired to current codes and capacity,” said Kelleher. The estimate for that next phase is about $480,000. “The grounds and exterior building are gorgeous now and the final electrical work will really add a much needed improvement,” he added.

The lighthouse group has an active fund raising effort led by grant writer Nate Chase. According to the Pomham Rocks group they were awarded one of the RI Historical Preservation & Heritage Commission grants. “This was largely due to his (Chase) efforts,” said Jean Zunda. The group is active in raising money. “We have to raise a match for it first in order to receive the funds,” added Zunda.

The Riverside area lighthouse has an interesting history. On July 15, 1870 Congress appropriated $20,000 for the construction of three lights on the Providence River: Pomham Rocks, Sassafras Point and Fuller Rock. According to the Lighthouse web site, it was designed by Albert Dow in a French Empire mansard style, Pomham Rocks Lighthouse has seven rooms and a 42 foot tower.

The lighthouse was built originally with a large store room behind it, an outhouse/privy and hen house toward the back end of the island. A dock an boat house were constructed in 1873 at the cost of $1,200.

In 1978 the General Services Administration declared the property surplus federal property. Plans for its sale were completed in 1980 and it was put out to bid. A high bid of $40,100 gave Mobil Oil Corporation ownership of the lighthouse and the islands of Pomham Rocks and nearby Ruth. With the islands located so near to its terminal the company wanted ownership of the property to preserve the continuity of the waterfront area. continued on next page...

In 1978 Mobil Oil offered the community the property, including the entire island and lighthouse building for the nominal fee of $1.00. (This writer, at the time a member of the EP School Committee proposed that the City purchase the property. It was recommended that the school’s vocational shops could help renovate the property and that marine biology classes could be held there.

The proposal received no support from other officials who feared liability and cost factors.)

In 2000 Exxon Mobil Corp was approached by local citizens regarding the possibility of a partnership to restore the lighthouse to its 1871 condition. Under the leadership of Donald Doucette the American Lighthouse Foundation was approached and together they organized a group called Friends of Pomham Rocks Lighthouse. In December 2004 Exxon Mobil leased the lighthouse and island to ALF at no cost and, to help jump start fundraising for the exterior restoration, presented the organization with an initial donation of $25,000.

Today the property is owned by the American Lighthouse Foundation and basically managed by the local Friends of Pomham Rocks Lighthouse group. In January of 2016, The Rhode Island Historical Preservation and Heritage Commission awarded Pomham Rocks Lighthouse $150,000, which will be a major help with the restoration with the interior.

Local Barbershop Chorus to Host Harmony Workshop

Harmony Heritage Chorus will lead a “Teach-In and Sing Out” at the Coventry Public Library

Harmony Heritage Chorus, the Pawtucket, RI chapter of Harmony, Incorporated, an international organization of female a cappella singers specializing in the barbershop harmony style, will lead a harmony performance and workshop at the Coventry Public Library on 1672 Flat River Road in Coventry. The workshop will take place in the Coventry Town Council Chambers, across the hall from the library on Wednesday, November 9th from 7:00 – 8:30 PM. This free, participatory event will show how the four different voice parts - tenor, lead, baritone, and bass - work together, while showcasing the wide range of musical possibilities contained in this timeless style of a cappella singing. Members of the audience will be invited to try out the parts and to sing selected songs with the chorus.

The Harmony Heritage chorus is an award-winning chapter of Harmony, Inc. that performs under the direction of Bob O’Connell, an accomplished director, performer and musician. “Participants don’t need to have a lot of musical experience, formal training, or even have the ability to read music,” says O’Connell. “Just bring a passion for singing, and we’ll deliver the tools to take that passion to the next level.”

Harmony Heritage chorus primarily sings in the barbershop harmony style, which traces its musical roots back to the turn of the 20th century. Today, barbershop harmony singers not only celebrate the classics, but also put their own spin on contemporary songs as well.

Holiday Breakfast to Benefit Scholarships Eat for a cause! Scholarship Foundation of East Providence will cook up a Holiday Breakfast on Saturday, November 26 from 8:30 to 11:00 a.m. in the cafeteria of East Providence School, 2000 Pawtucket Avenue, East Providence.

There will be plenty of food and fun for all ages. Santa will listen to special requests and a photographer will take children’s photos with Santa free of charge. Past scholarship recipients and high school student will offer free face painting, balloon art, ornament making and creative activities for children.

Enjoy a hearty meal of scrambled eggs, breakfast sausage, French toast, baked beans, hash browns, Danish pastry, muffins, apple and orange juice and coffee. Adult tickets are $8. ChoruS of East Providence: Home for the Holidays

The ChoruS of East Providence will perform two concerts this holiday season, entitled “Home for the Holidays”, with special guest star Bill Harley.

The shows will be held on Saturday, December 3rd, at 7:30 p.m. and SunChoruS of EP Board of Directors day, December 4th, at 3:00 p.m. at East Providence High School, 2000 Pawtucket Avenue, East Providence, RI. “This will be an extraordinary experience for families this holiday season,” said an excited Sandra Medeiros, President of the Chorus Board of Directors.

The theme “Home for the Holidays” is based on the song of that title, a hit song of 1954, made famous initially by Perry Como.

“This song and other traditional favorites have been selected by our Music Director Beth Armstrong, to entertain your entire family and put you in the spirit of holiday celebration with family and friends,” added Medeiros.

Chorus members are thrilled with this years’ special guest, Bill Harley. Harley, an entertainer and storyteller has been called “the Mark Twain of contemporary children’s music” by Entertainment Weekly. He uses a range of musical styles and his music, with quirky, heart-filled lyrics, appealing to children and adults alike.

The well-known Harley has performed for more than 2500 schools and currently lives in Seekonk, Massachusetts. In addition to children’s music, he performs at storytelling festivals around the country including appearances at the National Storytelling Festival.

The Seekonk resident received the Grammy Award for Best Spoken Word Album for Children (albums consisting of predominantly spoken word versus music or song) for his albums Blah Blah Blah: Stories about Clams, Swamp Monsters, and Pirates & Dogs and Yes to Running. Harley has also published numerous books. These include: Sitting Down To Eat which was selected as an American Booksellers Association Pick of the list; Sarah’s Story a Storytelling World Award Winner; and The Amazing Flight of Darius Frobisher his first novel for elementary students. His second novel for children, Night of the Spadefoot Toads, was released in October 2008 and won a Green Earth Book Award. He is currently working on the “Charlie Bumpers vs.” series, about the trials and tribulations of a 4th grade boy.

For many in East Providence and surrounding areas, the holidays begin in earnest after attending the popular concerts put on by this community based chorus. The ChoruS will perform under the direction of Beth Armstrong, accompanied by Rena Anthony.

The Chorus of East Providence was incorporated as a Rhode Island non-profit organization in September 2007 and is now designated as a 501(c)(3) status organization.

Director Beth Armstrong is also the director of the Greater Tiverton Community Chorus and the Summer Chorus, in addition to the Chorus of East Providence. She recently retired from the music faculty at Roger Williams University. Previously, she directed Voices of Hope, served as director of Choral Activities at the Music School of the RI Philharmonic, and coordinated the Junior Providence Singers. Before moving to Rhode Island, she directed the Suncook Valley Chorale in New Hampshire, and taught public school music for twelve years. A graduate of Tufts University, she pursued a Master's Degree at the University of New Hampshire.

Along with her husband, Stewart, she sang in the Providence Singers for five years.

Accompanist Rena Anthony is a retired music educator having spent 31 years teaching middle school choir and general music in the RI public schools. She holds a Bachelor of Music degree from the University of Rhode Island and a Master of Arts in Teaching from Rhode Island College. Ms. Anthony is also the director of music at Church of the Transfiguration in Cranston. She accompanies several area school choirs, as well as All State choirs.

Chorus Board of Directors for 2016-2017 are: Robert Sosa, Secretary; Phil Abbatomarco, Treasurer; Sandra Medeiros, President and Donna Gagne, Vice President. Also directors Lisa Bennett, Bethany Conway, Kelsey Lambert, Lisa Taylor, Karen Crowe, Kristin Conway, Paula Wasser, and Ed Crowe. Ex-Officio members are Beth Armstrong as Music Director, and past presidents Judith Antonio, Betty Capaldo, and Maureen Conroy.

“We are truly a community-based group which hopes to brighten everyone’s holiday season and also help those in need,” said Medeiros. This season the ChoruS of East Providence is selling holiday tree ornaments. Fresh vs Frozen

If you would like to purchase a fresh turkey, I recommend going to a local farm or butcher a day or 2 in advance (feel free to browse our business directory). Otherwise, frozen turkeys are immediately flash frozen and can remain in the freezer forever and up to a year, without damaging quality. If you follow these instructions, I promise, not only will it be the best turkey you ever had but no one will ever know it was frozen!

How much do I buy?

Rule of thumb is commonly 1 lb. per person which should and will most likely give you some leftovers. I figure about 1 ½ lbs. per person since I like a lot of leftovers. This will also help ensure you can feed any potential last minute unexpected guests. I like having leftovers for guests to take home, if they so choose. I enjoy the late night turkey snack right before bed, turkey sandwiches the following day, ample turkey for at least 2 pot pies and enough soup to feed for days and freeze for another time. continued on next page...

Holiday Guide Thaw time

Thaw in the refrigerator for 24 hours per 5 lbs. A 20 pound turkey will take 4 days to thaw, so plan your purchase accordingly.

Brine your turkey!

It makes a significant difference in juiciness and flavor! Make the brine in a large stockpot. Dissolve 1 cup of salt, one cup of sugar, ¼ cup of peppercorns, 1-2 sprigs of rosemary and sage and 1-2 bay leaves in 2 gallons of water. To dissolve well, you can bring it to a simmer. If you decide to simmer, be sure the water is down to room temperature and add about 2 cups of ice before adding the turkey. Remove the giblets from the turkey. Rinse and place the turkey in the brine. Make sure it is completely submerged. Cover and refrigerate for 8-10 hours. Remove the turkey from the brine, rinse and pat dry. Cover the bird loosely with foil in your roasting pan and let it sit in the refrigerator overnight. This will help ensure crispy skin. Allow one inch of room around the turkey in the roasting pan.

Preheat the oven to 325°F. Remove the turkey from the refrigerator. Melt a stick of butter and brush it onto the entire bird. Flavor the turkey with herbs and spices. I like to use onion powder, garlic powder, salt and pepper. Make sure to sprinkle the spices inside the cavity as well, this will help make your turkey more flavorful.

Please don’t stuff the turkey! I’m not saying that I don’t enjoy the taste of stuffing out of the bird, but… with the increased laborious task of stuffing the turkey, the necessary length of additional time it takes to cook safely through, the increased risk of bacteria growth AND let’s face it… it will be covered in gravy before it enters my mouth, it’s just not worth the additional effort. Instead, stick a sprig or 2 of rosemary and sage and 1-2 bay leaves inside the bird. This will add a pleasant flavor and aroma to the turkey. Add a ½ cup of water or broth to the roasting pan. Cover loosely with foil. Place it on the bottom rack and roast for about 20 minutes per pound or until the internal temperature reaches 165°F (bear in mind that brining a turkey may decrease the overall roasting time by about 20 minutes or so). Keep it covered until the last 90 minutes of roasting.

This will allow the turkey to remain juicy without the need to baste, SO NO PEEKING! Basting also allows heat to escape, effecting the cook time. During the last 90 minutes, remove the foil and continue roasting. You may baste the turkey at this time. Though unnecessary, you may baste a couple more times before completed and check the temperature while you are at it. When you see the turkey turn a beautiful golden brown and reach an internal temperature of 165°F, remove the turkey, place it on your carving board, loosely cover it with foil and let it to sit for at least 20 minutes before carving. Covering the turkey will keep it hot for some time, so it’s okay to allow it sit for 30-40 minutes if necessary. Now you are ready to carve, serve, give thanks and enjoy!

Turkey dinnerware history 101 The history behind Turkey patterns and ultimately the iconic platter is literally as old as the holiday itself.

When Abraham Lincoln proclaimed Thanksgiving official back in 1863, English potters seized the opportunity to target the growing American market by producing turkey-themed dinner plates and platters. The Townies withstood a tough challenge last month to stay atop the division as they defeated Cranston East 5-3 at Park View Middle School. Tess Lyons won a decisive three set match at fourth singles and Mary McBride won in straight sets at third singles. The doubles teams swept and the Townie moved to 10-1 on the season at that point.

Ryan Ellinwood scored three touchdowns, one through the air that was caught by Jakhi Thompson making it Thompson s first touchdown of the season.

A little Thanksgiving Day controversy has been averted as the 2016 traditional rivalry game will be played at LaSalle Academy for the first time in many years.

At first the LaSalle administration did not grant permission for the Townie band to perform at halftime. Senior band members have always looked forward to their “final” Thanksgiving Day performance as much as the football players have.

Finally, LaSalle relented and has agreed to let East Providence’s band perform in a portion of the halftime. LaSalle is the heavy favorite to win the game but as tradition shows, all records can be thrown out on Turkey Day. However, since the state interscholastic league has now made this long-standing rivalry game a non-league contest, LaSalle may not play all starters on a regular basis. The game’s outcome won’t affect the playoffs and teams try to

Boys Track & Field Former Townie All-Stater Josh Rambert Earns Roster Spot At The University Of Oregon. Former Townie All-Stater Josh Rambert has earned a roster spot on the University of Oregon track & field team. This is big news since the University of Oregon is one of the best track & field programs in the country. It is a rare occurrence when an athlete from the state of Rhode Island earns a roster spot at such an established and prestigious Division One program. While at East Providence High School, Rambert earned All-State honors in the 110 Meter High Hurdles, the 300 Intermediate Hurdles, and as part of the 4x400 Meter Relay team where he ran the anchor leg. Rambert who was nicknamed “Rambo” by his coaches and teammates due his toughness and intensity, cemented his place in Townie track & field history with his outstanding performance at the 2013 Rhode Island State Meet. At the 2013 Rhode Island State Meet, Rambert helped the East Providence Boys win the Rhode Island State Championship, only the fifth title in the school’s long history. Included in this performance was an outstanding anchor leg in the 4x400 Meter Relay, where Josh made up ground on the opposition and in the process helped the Townies leap over rival and perennial Rhode Island track & field power Bishop Hendricken on the final event of the day to

capture the state championship. The entire East Providence community is proud of Josh’s accomplishment and we wish him the best of luck going forward.

the Arts Blithewold Wins Gardening Gold

BRISTOL, R.I. - It is with great pride that Blithewold has accepted the Gold Medal for excellence in horticulture from the Honorary Medals Committee of the Massachusetts Horticultural Society.

Past winners of this prestigious award include Roger Cook of the well-known television show This Old House, Maureen Ruettgers of the Isabella Stewart Gardner Museum, and the Stockbridge School of Agriculture at the University of Massachusetts.

Blithewold has previously recieved awards from the Massachusetts Horticultural Society in addition to this year’s Gold Medal. Over 15 years ago, Blithewold was awarded the Gold Medal in recognition of educational programming. In 2007, Blithewold’s previous director of horticulture, Julie Morris, won the Silver Medal for her five decades of dedication to horticulture. Receiving the award presented Morris with the opportunity to thank all whose tireless efforts saved Blithewold and to recognize those who created the vision for Blithewold.

Every year the Gold Medal -- along with the George Robert White Medal of Honor, The Thomas Roland Medal, The Jackson Dawson Memorial Award, and the Silver Medal -- is presented at the Honorary Medals Dinner hosted at the Massachusetts Horticultural Society headquarters. This year, the Honorary Medals Dinner was held on Thursday, October 20th, where Blithewold Executive Director Karen Binder was awarded the Gold Medal.

Robillard, Garzone Headline Slater Mill Jazz This Fall

(Pawtucket, RI) Following up a successful fall series, Slater Mill brings live jazz back to downtown Pawtucket for three Sunday evening performances this fall, with featured artists Debra Mann, Duke Robillard, and George Garzone.

“Patrons of the last series really loved it and wanted more,” said Lori Urso, executive director of Slater Mill, “and we are eager to use our beautiful, historic space to enrich the community with outstanding cultural events.”

Slater Mill’s intimate and acoustically-superior second floor hall, once a productive cotton spinning factory at the center of America’s early textile industry, is a fine performance space. On November 13 and December 4, audiences of not more than 100 people will enjoy some of New England’s most accomplished artists presenting three unique approaches to the genre.

On November 13, internationally-famous, and multiple-awardwinning guitarist and producer Duke Robillard will entertain his home city. Born in Woonsocket, Robillard and his wife Laureen have called Pawtucket home for many years. Most known for his work in the Blues genre, and as founder of the Rhode Island-based ensemble Roomful of Blues, Robillard has enjoyed an equally successful career as a jazz guitarist, with a penchant for swing and the styles of the 40s and 50s.

“Duke attended one of the spring series performances earlier this year, and expressed to us that he would like to be included,” said Urso. “That let us know we had something special here, and of course we all love the Duke.”

Garzone, whose storied jazz career spans four decades, will showcase his Coltrane-inspired chops frequently recognized by Downbeat magazine writers and reviewers. Garzone is a pioneer of the free jazz movement in the Northeast. As one of the founders

Whiteknact Elementary School in East Providence, fifth graders in Ms. Resnick’s and Mr. Pimental’s classes showed off their innovation and entrepreneurship skills during their Shark Tank activity. Fifth graders have been doing a lot of work with Engineering Practices. Engineering Practices promote problem solving, higher level thinking, and overall 21st century skills. Fifth graders have also been learning about inventions through their ELA curriculum.

Students were placed into teams and asked to design an invention that would help other students to be better organized in school.

Private, Independent K-5 Elementary Education Teams had to design a model of their invention and market it as a product that would be presented to “The Sharks”. The first “Thanksgiving” took place in 1621 at Plymouth Plantation when the Pilgrims invited Chief Massasoit of the Wampanoag Indian tribe to join them in a harvest feast.

The Meaning of Thanksgiving From the Pilgrim Era to Today

The traditional Thanksgiving image of the Pilgrims and Indians coming together for a meal is one of the most iconic holiday concepts in the United States. Thanksgiving is in fact often seen as a truly American holiday, and many people take great pride in the fact that the United States has a national holiday devoted to the idea of giving thanks. Thanksgiving, however, has a very different history than the one that most of us learned in elementary school.

Most people tie the first Thanksgiving back to Plymouth plantation, and the Pilgrims’ first harvest. This occurred in 1621, and while the popular image is of the Pilgrims inviting the Native Americans over to share in their feast, the reality is that the Pilgrims invited only the Wampanoag chief, Massasoit, who then brought with him some 90 members of his tribe. And for such an iconic event in early American history, only two short passages have survived which describe it. Neither of these call the event, or even use the word, “Thanksgiving.” This was most likely seen as a harvest feast, a fairly common event which mandated that people of a community give thanks to God for their bounty. Not only would this have been common across Europe at this time, but it is a phenomenon which spanned (and does still span) many cultures.

Another version of a “first Thanksgiving” may have occurred two years later for the pilgrims, when another harvest feast was issued. This was called for by Governor William Bradford, which is significant because it very well could have been the first thanksgiving event called for by a civil official, rather than a religious official, in New England.

Thanksgiving today is very different then what it was nearly four centuries ago. It has developed, as all things do, to a different cultural significance than it originally had. When we think about the modern Thanksgiving we can trace it back to when it was originally instated as a national holiday, in 1863, by President Abraham Lincoln, as a day of “Thanksgiving and Praise to our beneficent Father who dwelleth in the Heavens.” The core idea that has arisen from it is universal: a day to express gratitude and thankfulness for all that we have.

At the same time it has also become a holiday that advocates for food donations and volunteer work to fight hunger. It inspires food drives and volunteers who work together to feed those less fortunate in their communities. Thousands of people come out to work in soup kitchens; thousands more spend their time making thanksgiving baskets and delivering them to those who otherwise wouldn’t have a turkey on their table. Thanksgiving often opens up a spotlight on charity work, paving the way for further donations and aid within the broader holiday season. Thanksgiving is a time to extend that olive branch – to come together.

It is a breath, a pause of thanks.

In the modern tradition Thanksgiving is unlike any other holiday in America. It is a national holiday that revolves around eating a meal. This is iconic because it becomes something that innately brings people together. It revolves around the idea of sitting down with family and friends and sharing a meal together while you reflect on what you have to be thankful for. Whatever Thanksgiving once was and whatever it will evolve to be, this year it will hopefully be one of thanks, remembrance, and family.

How You Can Help Helping Families Stay Together through Foster Care With Children’s Friend Rhode Island’s First Child Welfare Organization

Harriet Ware founded the Providence Children’s Friend Society in 1834 in an effort to help poor and sometimes parentless children.

The belief that all children deserve a fair chance and a good start in life still remains today. Her mission to care for needy children has grown into the agency known today as Children’s Friend.

When a family experiences a crisis, a temporary separation may be necessary. The reasons may vary from a medical catastrophe, mental illness, substance abuse, behavioral problems or safety issues. Foster care is in place to provide a safe environment for the children. As a result, the need is constant for new Foster Care Homes for children birth to six years of age.

Prospective foster parents must participate in and complete a process before they can apply for a license from the state. They are required to attend trainings, undergo background and criminal checks, and participate in a home study. Children’s Friend’s foster parents receive ongoing support from a team of social workers through weekly home visits, telephone access, case conferences and social gatherings.

The successful permanency approach at Children’s Friend is the philosophy that keeps the children’s best interest in the foreground.

Preparing for the Flu Season What is important to know?

Flu season is just around the corner: It typically begins in October or November, peaks in January or February and can continue through May. Given that it takes about two weeks for the vaccination to build the antibodies necessary for protection, what better time than now to get vaccinated? The influenza virus change every season, so it is important to get vaccinated each and every year.

The mission of the East Providence Senior Center is to assist, inform and enrich the lives of all persons 55 years of age and older or disabled persons in the East Providence area.

For example, this year, the main strain of the virus is completed different than last year, so the antibodies you acquire from last year’s vaccination may not be effective against this year’s strain.

Certain populations of people are more susceptible to the flu and should be sure to obtain a vaccination each and every year, this is certainly true for seniors. If you have certain medical conditions (e.g. asthma, lung disease, diabetes), are 65 years or older, you should especially get an influenza vaccination.

Open Enrollment for Medicare

Annual Open Enrollment for Medicare recipients is October 15th through December 7th. This is the only time of year most Medicare recipients can change their health insurance and prescription plans.

Our Elder Information Specialist assists the elderly and their families in providing information/referral and assistance with accessing services and programs.

Nutrition Program

The center provides a nutritional meal to approximately 125 seniors per day. The Cranston Senior Center provides the meals.

Case Management / Senior Services

The center coordinates with East Bay Community Action Program Inc., for all casework and follow-ups. Protective Services Council, made up of city departments and mental health/social service agencies, meets monthly to discuss problems concerning the elderly.

Transportation

The center has two buses that are used daily for door-to-door transportation to and from the center.

This service is available in the Administration Office at no charge.

East Providence Elks November News Marcie Mello is handling hall rentals at the East Providence Elks Lodge (60 Berkeley Street). Please leave a message for her at 401-434-8565. Prices are $65 for members, $125 for non-members. Use of the kitchen is an additional $25 and an extra bartender is also $25. An up-front, refund­ able damage de­posit in the amount of $50 is also required.

A $1,200 grant has been awarded to East Providence Elks Lodge # 2337. The Freedom Grant will be used in conjunction with Riverside Boy Scouts Troop #55 to sew wheelchair bags and fill them with necessities for the veterans at the Bristol Veterans’ Home. In February of 2017 a “sewing party” will be had to cut, pin and sew the wheelchair bags. In March of 2017 a luncheon will be held at the Veterans’ Home to hand out the bags and spend time with the residents.

EP Early Fire Department: 1880 - 1930 The East Providence Fire Department and department historian, Joe Donato of Station 1, collaborate with the Historical Society for this display of the early years of fire fighting in the City. This display was on view at City Hall in September and at Tockwotton Cafe for Watchemoket Square Day. The exhibit has been enlarged for the Hunt House museum space: wonderful early photos, uniforms, and apparatus. Our great thanks to the Department for the loan of these artifacts. Come see early fire engines from Greenwood Restoration (you have to see the racing engine) and the EP FD’s own restoration/ tour the FD Training Grounds behind Hunt House with the Ten Mile River Group. If you are a walker, join Ernie Germani at the gazebo for “Hikes at Hunt’s” at 1:30pm.

The Fire Department exhibit currently at Hunt House will go “on the road” for this evening. Artifacts from the 1870s - 1930 will be on display along with early photos and postcards from that time.
