East Providence News Briefs City Buildings and Offices Closed Until December 13, 2020 Order May be Rescinded or Extended
Mayor Bob DaSilva has issued two executive orders ordering the closure of City buildings, except by appointment only and ordering all boards and commission meetings to be held through virtual means, during the Rhode Island on Pause timeframe of November 30, 2020 through December 13, 2020. “While it is a difficult decision to make, the COVID-19 pandemic continues to remain a serious threat to both the health and safety of not only East Providence residents, but residents in communities throughout the world,” Mayor DaSilva said. “Our buildings may be closed to the public during the pause, but our services will remain available through a number of methods.”

The orders come after Gov. Gina Raimondo issued a two-week pause limiting social gatherings to one household, indoor dining to 33 percent capacity, retail to one person per 100 square feet and the capacity at houses of worship to 25 percent capacity. Also during the two-week pause all inperson colleges and universities, bar areas, recreational venues, indoor sports facilities, gyms, group fitness, and organized sports as well as offices (when possible) are to remain closed. The Executive Orders include: • Through December 13, 2020 City Hall and all other city buildings will be closed to the public, except by appointment only. • Residents are encouraged to use the City’s website, contact City Hall by phone at 401-435-7500, and or use the United States Postal Service to communicate, file or interact with personnel for essential City services. • Water, tax, other payments and any other correspondence may be left in the drop box located on the Grove Avenue side of City Hall. • Title researchers, mortgage and deed filings can be done electronically through the Office of the City Clerk and all legal and title professionals are urged to make use of these methods when dealing with land evidence or official recordings. If an in-person filing or meeting is necessary, an appointment must be made with the Office of the City Clerk by calling 401-435-7596. • Funeral homes requiring death certificates must call the Office of the City Clerk to schedule a necessary appointment by calling 401-35-7596. • Vital records (birth, death or marriage certificates), may be obtained online or requests may be left in the drop box outside City Hall. Allow for 24-hour processing timeframe (excluding weekends). • Marriage licenses may be obtained in person only. To obtain a marriage license, you must call the Office of the City Clerk to schedule an appointment. • Probate and Municipal Court sessions will remain open during this time. Ticket payments may be paid by appointment by calling the Municipal Court Clerk at 401-435-7500 Ext. 11040 or by leaving payments in the drop box located outside of City Hall. • Event permits will not be issued during this time. • All boards and commission meetings will move to virtual meetings.
Speed Cameras Coming to School Zones Five Years of Discussion Lead to Vote
A near five-year effort to install school zone speed cameras by Ward One councilman and Council President Robert Britto came to fruition at the November 24th City Council meeting. By a 4-1 vote the council approved a plan to deal with “excessive speeding” throughout East Providence. A Services Agreement between Sensys Gatso USA, Inc. and the City was approved with Ward 4 councilman Ricardo Mourato objecting. Mourato, a Bristol police officer, said that he agreed with the program but wanted more information “that has been asked for and not yet received.” Mayor DaSilva said that the council could allocate any collected fees to the city budget “wherever it seems appropriate.” The speed cameras can only be placed in specially designated school zones according to Rhode Island law. “Speeding in this City has been out of control for years and isn’t getting better,” said the sponsor Bob Britto. “It is a concern of many constituents and residents,” added Britto. “This really has nothing to do with raising money. It’s about safety and speeding which is out of control,” he said. “Pawtucket Avenue, especially near Kent Heights school is a speedway,” added Ward 3 councilman Nathan Cahoon. “Sometimes I purposefully drive the speed limit there just to tick off those speeding.” Ward 2 councilwoman Anna Sousa said that she has recommended placing “speed bumps” in some roads. Councilman at Large Bob Rodericks asked if the cameras were to be placed in all school speed zones or just a few on main streets. The administration said that all of the logistics could be worked out going forward. The contract with the Sensys Gatso company allows for the City to withdraw from the agreement if it doesn’t seem to work out in the City’s best interest.
Council Urges Governor to Release Funds
Joining with other cities and towns in Rhode Island, the City Council passed a resolution urging the Governor to release the rest of the $1.25 billion dollars under the CARES Act’s Coronavirus Relief Fund (CRF). Councilor at Large Bob Rodericks introduced the resolution stating that “calls on the Governor to execute a plan for distributing CRF funds to cities and towns taking into account expenses incurred and
December 2020 The Reporter revenues lost by each city and town as a result of the Covid 19 emergency.” Rodericks further stated that “we need to immediately help residents and businesses which have been devasted by this pandemic. Federal monies were allocated and should be released,” he added. The resolution stated, in part: “…municipal leaders have worked cooperatively and productively with the state administration to respond to and contain the virus; and East Providence has incurred expenses associated with its efforts to respond to and contain the virus; and cities and towns have been given guidance that there will be delays in receiving reimbursements from the Federal Emergency Management Agency (FEMA) for qualifying COVID-19-related expenses; and the state has received $1.25 billion dollars under the CARES Act’s Coronavirus Relief Fund to cover state and municipal costs associated with the emergency: and the U.S. Department of the Treasury has stated that the Coronavirus Relief Fund may be used for COVID-19 expenses not otherwise reimbursable by FEMA, including public safety expenditures, personnel costs associated with COVID-19 response and the mandatory local match for expenses submitted to FEMA; and Whereas, cities and towns across Rhode Island face potential revenue risks resulting from the economic impacts of COVID-19, including a possible reduction in state aid programs, lower collection rates of property taxes, and other business activity revenue losses, all of which could exceed $100 million; and the state has withheld scheduled state aid payments in the current fiscal year by over $50 million dollars through the beginning of August; and the state has not yet completed a budget for Fiscal Year 2021, creating even greater uncertainty about expected aid to local governments and schools. Now, be it resolved that this Council calls on the Governor to execute a plan for distributing CRF funds to cities and towns taking into account expenses incurred and revenues lost by each city and town as a result of the emergency; and be it further resolved that the Council urges the General Assembly to fully fund the state education funding formula at the FY 2021 projected levels and to support total state aid to local governments at the same aggregate levels as in FY 2020.” The non-binding resolution passed unanimously.
City Seeks Police Body Cam and In-Car Video Proposals
The city of East Providence is seeking proposals for police body-worn cameras and incar video camera systems. A body-worn camera is a small recording device that attaches to a police officer’s uniform. The body cam captures audio and video from the officer’s perspective. The City will purchase a minimum of 50 police body-worn cameras, 17 in-car video systems and an enterprise-wide digital video management system. “Providing body cameras for our officers will not only provide full transparency to our community, but it will also protect officers against unfounded accusations,” Mayor Bob DaSilva said. City Announces RFP for Purchase of Former Union Primary School
The City of East Providence is requesting proposals for the purchase of the former Union Primary School, a prominent landmark of the community located at 1320 Pawtucket Ave. The long vacant primary school was once slated to be the site for school department administrative needs but the proposal died with former City Hall officials backing away. The former school’s amenities could be used to house an office, medical facility, school, art studio, or daycare facility. Interested parties should submit their proposal no later than Friday, Dec. 18, 2020 at 11 a.m. The bid opening is on Friday, December 18, 2020 at 11 AM. “The City of East Providence requests proposals from interested parties to purchase the Union Primary School, a prominent historic structure owned by the City of East Providence located at 1320 Pawtucket Avenue (map 503, block 23, parcel 9). The City seeks proposals that will benefit the City while preserving the historic architectural features of the former school house. Generations of families have attended the school and it has always been a prominent landmark of the community. Successful proposals will demonstrate a commitment to the preservation of the exterior architectural features, conformance to the Secretary of the Interior’s Standards for Rehabilitation and a clear benefit to the City. The original one-story structure with an end gable roof facing Pawtucket Avenue was built and designed by Architect Christopher Dexter in 1873. The tower and south addition were added to the original structure in 1888, which was designed by Architect William Walker and Son. Later smaller additions occurred in 1900 and 1904. The red brick addition to the rear of the main structure was added in 1961, which was designed by Architect Michael Traficante. Previous renovations took place in the early 1990s to allow Union Primary School to serve as a child daycare center and elderly meal site. Renovations were made to the fire alarm system and handicap accessibility to meet 1990s building code requirements. In all cases, the individual, non-profit or firm that responds to this RFP must accept the premise in “as is” condition, without warranty by the City as to the condition of the land, building and mechanicals. All interested parties are responsible at their sole cost and liability for all pre-development costs including due diligence studies such as traffic, geotechnical, storm water management and other site analysis. The subject property is a 43,480 sq. ft. parcel with frontage on Pawtucket Avenue. Access to the property is provided by three driveways on St. Michaels Court. The parcel does not have frontage on St. Michaels Court. The adjacent parcel 10 (map 503, block 23, parcel 10), which is owned by St. Michael’s & Grace Church provides access to the school’s side and rear parking area from St. Michaels Court with a memorandum of understanding. All proposals must be in narrative format and must clearly illustrate the potential reuse of the property.

South Broadway Road Closure for Infrastructure Improvements
EAST PROVIDENCE, RI – The City of East Providence and its contractor, D’Ambra Construction Co., will commence an infrastructure project to replace the South Broadway 72-inch culvert, which will result in the closing South Broadway at Lee Road for approximately three weeks. The culvert is located near the intersection of Lee Road and South Broadway. The first phase of the project, which began Monday, Nov. 2, 2020, included water. Push For Eminent Domain Needs to Slow Down
I am quite concerned with the haste this city council is in to try to take the Metacomet property away from its current owners. I can appreciate the passion of those wanting to keep things as is but this situation calls for more discussion. Eminent domain is a harsh way to accomplish a goal; that is why historically it is used for things that provide a full benefit to the public like highways. To use eminent domain to keep Metacomet a golf course is wrong. A golf course only benefits those who golf. If the city is serious about using eminent domain to take the property it should be for a use that all Townies can participate in. Keeping it a public course is irresponsible as we already have a public course a mile south. Before the council spends a dime of taxpayer money I believe they should first let the comprehensive plan be completed. They can use that process to better gauge what ALL Townies believe should be done with Metacomet. I don’t believe the narrative that the public has spoken and they want to buy a golf course. I urge the city council to let the comprehensive plan process play out before moving forward with eminent domain. Thanks Rick Lawson

City News Economic Development Commission News
In times of economic uncertainty, the East Providence Economic Development Commission (EDC) has been more essential than ever to support a vital local economy. During the COVID-19 pandemic, the availability of credit for small businesses in East Providence has been critical, and the EDC has continued to meet this important need in the community. The EDC’s primary duty is administering a Commercial Loan Program (CLP), which has issued more than $3 million in loans to fuel small businesses’ growth. Loans are low interest up to $100,000 for commercial or industrial improvements of land or buildings, and purchase of capital equipment.
The CLP has proven to be an effective tool that helps attract high-quality businesses to East Providence. Over the years, hundreds of local jobs have been created as a result of the EDC low-cost financing programs. For instance, Colonial Mills recently added 100 jobs to a formerly abandoned industrial building in Rumford where they make and sell products worldwide. Borealis Coffee renovated a tanning salon into a vibrant café that serves as a centerpiece of Riverside Square through its hosting of community events such as its annual tree lighting. A long-time community favorite institution, Uncle Tony’s, expanded its family-style restaurant on Newport Avenue, replacing a car dealership. In March, $150,000 in funds from the CLP were set aside to create the COVID-19 Small Business Assistance Program. The EDC quickly stepped up to administer a program to make available emergency loans with no payments for six months. These loans provided vital funding to a total of 14 East Providence businesses to support the businesses’ cash flow needs during the initial stages of the pandemic. This program has proven to be very successful as some of the initial recipients have already been able to fully repay their loans. Supporting our local economy is vital to the city and goes beyond participating in an annual Small Business Saturday, as there are economic reasons to patronize small businesses in an era of next-day delivery online shopping. Independent, locally-owned businesses recirculate more money in the local economy compared to big-box chain stores. A study by the Institute for Local Self-Reliance found that every $100 spent at a local independent business results in $45 of secondary local spending, compared to $14 from a big-box chain. Amazon will be here after the pandemic; will your local business or restaurant? For 30 years, the Commission’s prudence has ensured funds continue to be available to new and existing businesses. It’s important to note no City funding is allocated to this loan program. The EDC has carefully stewarded funds originally awarded to the City in the 1980s through U.S. Department of Housing and Urban Development’s (HUD) Urban Development Action Grants (UDAG) and lends those same funds again to new businesses as they are paid back. Mayor Signs FY 2020-2021 Council-Approved Budget
Increases Homestead Exemption by 1 percent
Mayor Bob DaSilva has officially signed the fiscal year 20202021 budget. After months of forecasting, number crunching and tough decisions, Mayor DaSilva proposed a sound and fiscally-responsible fiscal 2021 budget to the City Council on September 17, 2020. The FY 2021 budget also provides a 1 percent increase to the homestead exemption, bringing it one percentage closer to restoring it to 15 percent. “Home ownership is vital to the social well-being of a community and I believe that gradually increasing our homestead exemption back to the level it was prior to the Budget Commission will make East Providence a more affordable city in which to reside,” Mayor DaSilva said. “The proposed 1 percent increase to our homestead exemption brings a meaningful property tax reduction for our homeowners, many of whom are retirees on a fixed income, which is crucial during the current COVID-19 environment.” The $193,914,429 budget, adopted by the City Council on Oct. 19, 2020, reflects tight fiscal management and difficult choices while also maintaining East Providence’s core public safety and city services, the immediate need to combat COVID-19, and future debt payments including $1.4 million to pay for our new high school. The increase reflects a commitment to fully honor prior contractual obligations with East Providence employees entered into by prior city managers and ratified by previous city councils. Most of the city’s increases are due to these contractual obligations, escalations in non-controllable costs including an 11 percent increase in healthcare, and prudent decisions to fully fund our annual required pension contributions. For the average East Providence single-family homeowner with a property valuation of $232,000, the City’s proposed property tax increase, coupled with the additional one percent to the homestead exemption, will add approximately $73.94 to their property tax bill. In addition, the budget includes $2,813,466 in capital improvements which will strengthen our city’s existing infrastructure, provide additional security and beautify our city, some of those improvements include:: • $1 million in sidewalk improvements • $200,000 in traffic calming • $21,000 for security at Pierce Stadium • $100,000 in new accounting software • $175,000 in park upgrades • $105,000 to support the purchase of a dump truck and pickup truck with plows • $100,000 for replacement of a Sea View Ave drainage pipe Should you have any questions, please call the City of East Providence Mayor’s Office at 401-435-7500 EXT. 11013.

City Council Approves Ordinance, Makes Way for Tax Payment Waiver
The East Providence City Council has approved a new ordinance enabling a waiver of interest on overdue quarterly tax payments. The newly-approved ordinance, introduced by Council President Roberto Britto, makes it permanent. The ordinance enables the City’s director of finance or his or her designee, to authorize a waiver in the interest owed on one quarter’s overdue property tax payment. It also enables the remaining balance of taxes owed to be paid on a quarterly basis. “The pandemic has brought so many financial uncertainties,” Council President Britto said. “Some of our residents are dealing with job loss and increased expenses for food and other items. “The approval of this ordinance will not only provide residents with some relief from their financial burdens during this pandemic, but it will also provide taxpayers, who have fallen on hard times, a little leeway for years to come,” Britto added. To be eligible, a resident must meet the following conditions: • The property subject to the overdue payment is the residents of the taxpayer and has been for at least five consecutive years. • The request for a waiver is in writing, signed and dated by the taxpayer. • The taxpayer has made timely payments of taxes to the city for five years immediately preceding the tax payment, which is overdue. The burden of proof of timely payments shall be upon the taxpayer. • The bill for which the payment is overdue was issue less than two years prior to the date of the request for a waiver of interest. • The waiver of interest shall at no time exceed $500. The decision of the finance director or designee will be in writing and recorded with the City. If the taxpayer is denied, the taxpayer (within 10 days of the decision) may file a claim for reimbursement of the interest with the City Council. The approval comes after Mayor Bob DaSilva introduced Executive Order 2020-042, during the pandemic, to temporarily waive certain tax payments based on specific conditions. Four Lists of Names of East Providence Citizens Who Served in WWII Exist
by Susan Cady The year 2020 marks the 75th year after the end of the Second World War. There are many memorials throughout the city to remind us of individual service members who died. But the names of those who served and returned home are not easy to obtain. Four lists of EP citizens who served in WWII exist. 1. Mrs. James M. Armstrong, of the Civilian Defense Council, collected 3421 names prior to Feb. 1944. This number increased to over 3576 names when the Honor Roll monument was unveiled for Mothers’ Day in May 1944. Additional names were added until the Second World War ended in Sept. 1945. Does anyone have a list or photos of the names that were on this highway billboard type monument? This Honor Roll was located in the triangle on Taunton Ave., Grove Ave., and Purchase St., on the west side of the EP Town Hall. What was the fate of this paper and ink tribute? 2. In June 1948, the gates to the Pierce Memorial Field football stadium were dedicated to the students and alumni of EP High School (EPHS) who served during WWII. The western bronze tablet lists the full names of the 76 who gave the ultimate sacrifice. The eastern bronze tablet states that 2125 EPHS students served. In Feb. 2020, a list, with over 2000 names, was retrieved from the East Providence Historical Society’s museum, the Hunt’s House archives. Written on paper in cursive handwriting, Susan Cady has typed this list of names and added military details collected from other sources. Who are the EP students who attended other high schools and served in WWII? LaSalle Academy, Providence Country Day School, St. Dunstan’s School, St. Raphael’s School, etc. 3. In 1950, the tall white WWII Memorial, now located on the bicycle path in Riverside Square, was dedicated. The ceremony program contained several pages of names of our veterans. Does anyone have a copy of this dedication booklet to share? Does anyone have photos of this monument at its original 1950 location? 4. Presently, the EP Historical Society is hosting a virtual EP Military Service Honor Roll at ephist.org. The public can submit names of EP residents who have served in all military events from WWII to the present. Veterans of Seekonk, MA, who attended EP High School, are welcome to have their names on this list. So far, this list contains the names of many EP veterans who attended LaSalle Academy and EP High School. This honor roll tribute is part of the special EP Veterans’ Memorial Expressway (EPVME) re-dedication celebration on Sat., Nov. 6, 2021. Since 2004, the Friends of Pomham Rocks Lighthouse have made it their mission to protect and preserve this landmark that is listed on the National Register of Historical Places.

The volunteers and clients of the Doorways Food Pantry would like thank the Rotary Club of East Providence and Seekonk for their continuing strong support of our mission to ensure that no home in our community has to go without food. Over the last several years the East Providence/Seekonk Rotary Club has made large annual contributions to Doorways; this year they went the extra mile, conducting a curbside contactless food drive to supplement the provisions at the Doorways food pantry. There are currently over seventy families relying on the Doorways food pantry, and Doorways, in turn, relies on people like our local Rotary Club. SCOUTING AROUND TOWN “Scouting for Food” - BSA Troops 1 & 9 Food Drive to Benefit Doorways
The Boy Scouts of America have conducted food drives in November for many years, but that tradition was threatened to be cancelled due to the Covid pandemic. But the scouts are always resourceful, and they adapted their food drive from a door-to-door collection to a contactless drop-off of donations at three locations in town. At the end of the drive, the scouts loaded several cars to deliver the food to Doorway food pantry. The food they collected will become part of the holiday dinners for over seventy families throughout our community. The scouts have also been a continuing presence at Doorways’ food distributions, helping to deliver curbside groceries with a smile (under a mask, of course!) Doorways salutes the young men and women of Troops 1 and 9 for their commitment to community service. Thank you!
We wish we could go back to places we visited before like Tree Top Adventures, Brown Women’s basketball games, Providence Bruins, Mystic Aquarium, marching in parades and the Ninja Gym. When quarantine is over, we can’t wait to get together to go hiking with our friends, camping, making new friends and selling cookies in person. When we can finally meet in person, we plan a big party to celebrate our friends. We have had lots of fun these past months staying together while apart and can’t wait for more fun in the future.

How Covid-19 Has Changed Members of Girl Scout Troop 417 Everyday Lives
Written by the members of Troop 417 in order to earn a scribe badge. In 2020, Quarantine, due to COVID-19, has made an impact on the World, especially with Girl Scouts. Girl Scout Troop 417’s everyday life has changed, both in good and bad ways. It’s still Girl Scouts, but a much different version, some you may have never thought possible. We like that we can sit at home, wear pajamas while eating breakfast and connect to our troop meeting. Now that we are not meeting at the Scout House – we miss seeing each other in person and the time away from our siblings with our sister scouts. During virtual meetings, we have done some fun things including: decorating cupcakes, learned about bees and tasted honey afterwards, played games virtually like Pictionary and puzzles, and a scavenger hunt around our house. We have also had a lot of fun making cakes and participating in the socially distanced bridging ceremony in June. We have all learned a lot about computers. We learned different things that can keep our sister scouts and us safe like first aid, wearing masks, and washing our hands a lot. We recently started a troop book club reading a book a month. We have read “You Throw Like a Girl”, “Ghosts”, and “Sanity and Tallulah” so far. We also earned badges over zoom meetings including Bugs, Scribe, and the Brownie Safety Pin.

Scouts from Cub Scout Troop 88 held a curbside drop-off food collection before Thanksgiving with three collection points in Rumford and Seekonk. The food drive was very successful, with the food donations filling the carts at Doorways to overflowing. “We wanted to do something to help the scouts understand the need in the community, and how we can take action to help” said the scout leader. “With younger kids, seeing a pile of food building all morning before their eyes is a good way to get a sense of accomplishment and purpose.” To the volunteers at Doorways, it was more than a pile – it was a mountain of food. We thank the scouts and their moms and dads for their help in this time of need.

HOLIDAY GUIDE Trinity Rep’s A Christmas Carol Online Free Streaming Begins December 17
Providence, RI: Trinity Rep’s free, on-demand digital production of A Christmas Carol will begin streaming at noon (EST) on Thursday, December 17, 2020. A Christmas Carol Online marks the 43rd consecutive year that the company has produced a new version of the holiday classic by Charles Dickens. Viewers may register now for free access to unlimited on-demand viewing of the video between December 17, 2020 and January 10, 2021. Teacher registration for virtual field trips will include a study guide connecting the production to educational curricula and class work. Registration and additional information can be found at trinityrep.com/carol. With the possibility of an in-person production diminishing daily throughout the summer, Curt Columbus, the Arthur P. Solomon and Sally E. Lapides Artistic Director, and Tom Parrish, the Executive Director, set in motion plans to pivot to an online version of the company’s holiday tradition. Two early decisions set the tone for the development of the project: the video would be offered for free to anyone wishing to view it, and in keeping with the practice of creating the show anew every year, this digital experience would be unlike anything audiences had seen before. This video would not be a recording of the same type of production audiences might see in person, and it would not be a Zoom reading of the script. Brainstorming sessions and writing workshops followed and what emerged was a blueprint for a unique, new media experience. The streaming video includes segments filmed in-person under strict safety guidelines and scenes recorded by actors in their homes, which required shipping cameras, props, and costumes to locations throughout Rhode Island and as far away as California. The video also includes animation and opportunities for audiences to participate in the action from home. Bonus content including a community sing-a-long will be released at the same time as the main feature. Curt Columbus directs with Alberto Genao as Director of Photography. The cast includes Joe Wilson, Jr. as Ebenezer Scrooge, who most recently took on the role in 2017. He is joined by Trinity Rep resident acting company members Daniel Duque-Estrada, Rebecca Gibel, Stephen Thorne, and Rachael Warren. They are joined by Taavon Gamble, a frequent Trinity Rep artist, plus Leander Carney, Tristan Carney, Adam Crowe, Christopher Lindsay, Evelyn Marote, Jessica N. Smith, and Rodney Witherspoon, II. In order to finance the production and distribution of the free video, Trinity Rep solicited donations and sponsorships. • large baking sheet • parchment paper • Microwave-safe large bowl • Spoon • wooden spoon • Ingredients • 8 cups Rice Chex Mix cereal • 24 ounces Wilton Vanilla Candy Melts • 1 1/2 cups Christmas Pretzels or mini pretzels • 1 cup Christmas M&Ms I used peppermint, but you can use any type you prefer • 1 tbsp. Christmas sprinkles
• Once everything is coated, add in sprinkles, and M&Ms. • Once the candy is hardened, you can break up the Christmas Crack and put it into a bowl for serving.
Notes
• Nutritional value may vary and are meant to be a guide. • The mix filled up 1 1/2 gallon sized storage bags. It stays fresh for up to 2 weeks when stored in an airtight container or bag(s).
Instructions
• Line a large baking sheet with parchment or wax paper. Pour the 8 cups of cereal and pretzels on top. • Add both bags of candy to a mediumsized microwave-safe bowl. To melt, put the microwave power on medium and cook in 30-second intervals stirring in-between each with a spoon. Repeat process 3-4 times until candy is creamy. • Once candy is creamy, pour it over the cereal, and pretzels on the parchmentlined baking sheet. Use a mixing spoon to coat all cereal and pretzel pieces.

Aldersbridge Communities, a nonprofit provider of long-term care, skilled nursing, rehabilitation, assisted living and independent living services, held a Veteran’s Ceremony at Linn Health & Rehabilitation in East Providence on November 18 to honor six of its residents. Due to COVID-19 restrictions, the event was held via Zoom with honorees, family, and friends in attendance virtually. Those who were acknowledged for their service and pinned at the ceremony include: Paul Bouillon, United States Air Force (19791984); Paul Brissette, United States Army (1968-1971); Antonio Ferreira, United States Navy (1944-1946); Donald McNaughton, United States Navy (1958-1962); Frank Vincent, United States Navy; and Anthony White, United States Army (1968-1969), a Bronze Star recipient. The emotional service, which was introduced by Richard Gamache, Chief Executive Officer of Aldersbridge Communities, brought many to tears, including the veterans and their proud family members. “This event was personal to me because as I expressed to all in attendance, my father served,” states Gamache. “Being able to recognize our residents who sacrificed so much is a true honor and I know I speak for the entire staff at Linn Health & Rehabilitation when I say that this was a very special day for all of us.”

Andrew Faria of East Providence (02914) was among 680 students who earned named scholarships at Baldwin Wallace University this fall. Faria, a graduate of La Salle Academy majoring in music theatre, earned the Conservatory Memorial Scholarship. BW has a long history of scholarship support from alumni, faculty, trustees and friends. COVID-19 Memorial moves ONLINE
Inspired by The New York Times’ May 24th front page listing of the names of 1,000 people who have died due to COVID-19, Newman UCC created a Memorial on its front lawn to honor our Rhode Island neighbors who have died. Individual ribbons were placed on the church’s fence line, each signifying a life lost. As the numbers changed daily, additional ribbons were added. With the seasons now shifting, the Memorial has been removed from the fence line and taken online at Newman UCC’s website: newmanucc.org. The community to invited to assist with this new installation by submitting names of those whom they have loved and lost due to COVID-19. If you have lost a friend or a loved one to COVID-19, you are invited to visit the online memorial and submit the name or names there. It is our hope that as a community we can continue to come together in naming those whom we love, remembering that they are more than part of a daily statistic. Hennessey Heroes are wrapping up 2020 by showing our dedication and commitment to being Feinstein Junior Scholars and continuing to make the world a better place by helping others. Our PTA organized a food drive where families and students donated items for food baskets. With the help of our community partner, the Hope and Faith Drive we were able to create many baskets for families in need. Julian, a 2nd grader thinks “it’s important to help others. You can help them do something that they have never done before like multiplication.” We are also holding a “Good Deeds Jubilee” from November 30-December 11th and sharing our good deed stories to the Feinstein Foundation. Lots of families will be enjoying their delicious gourmet pies during the holidays from the first PTA fundraiser of the year. Spirit days were a hit in November with Dress Like a Tourist and World Kindness Day as students are looking forward to one of the most popular spirit days in December of Pajama Day. core values teaching each month. The core values for the month of December are GRATITUDE and GIVING BACK and students are excited for the monthly activities around that theme. We began to celebrate students whether in person or distance using positive office referrals where students are recognized by being a role model to others, by going above and beyond to show respect, kindness and empathy to others. Josiah, a 1st grader is happy to be a Hennessey Hero and reminds us that heroes listen and are always safe. As the year 2020 comes to a close, we want to thank the students, families, staff and community members for their continued hard work and dedication each day. Pandemic Continues to Interrupt School Athletics
The high school athletic schedule continues to struggle through a pandemic impacted season. For the first time since 1928, East Providence and LaSalle did not play a Thanksgiving football game. Even though the longest standing Interscholastic league rivalry in Rhode Island has been watered down by league officials, the traditional game was still being played. However, the 2020 pandemic caused the game’s cancellation. The storied gates of Pierce Stadium remained closed and eerily quiet on Thanksgiving morning. Most of the other fall sports schedule has been interrupted or cancelled. A few games have managed to get through an abbreviated schedule and soccer teams at EPHS did well. The Bay View Academy team in the city managed to play well but finished with a 2-5 season record. East Providence Athletic Director Gregg Amore did all that he could to keep student-athletes engaged. “We were pleased that so many athletes were able to compete in what was a challenging season to say the least. Girls tennis ended the season with three straight wins and continued to improve all year after graduating 7 seniors last year,” said Amore. “Both our cross country teams ran every race (rare this season) and our soccer teams were both very good playoff teams, with the girls having an undefeated season until the double overtime loss in the finals. I think the league, coaches and kids should get a lot of credit for a successful season under

difficult circumstances. There was a time when we didn’t think we would play at all so we are thankful that our kids, especially the seniors, had a season,” added Amore.

The regular season undefeated East Providence High School girls soccer team made it to the state championship game, but had its hopes of a title dashed in a 3-2 double overtime loss to East Greenwich High late last month. The Townies finished the regular season with 7 wins and one tie but couldn’t make it an 8th win against East Greenwich. “This team was remarkable. They kept everything in perspective during this pandemic year,” said Head Coach Angelo Pizzi. “In addition to playing great soccer, they helped out in the community by collecting and donating to a local food pantry. It is an amazing group of student-athletes. They really showed “Townie Pride.” The Townies were in the game and led 1-0 at halftime. The team’s eventual two goals were scored by Jordyn Brogan who was part of a well balanced Townie offense all season. East Greenwich, however, carried much of the action on the field and East Providence couldn’t build on their halftime lead. “East Greenwich is a great team and we played well also. Our girls never gave up, our captains Lilly Budnick and Ashley Dias showed tremendous leadership during and after the game. They did so all season and this team responded both on and off the field. They are a credit to their school and community,” said Pizzi. “Our lady Townies came up just short and had a great season and a great effort in their final game. Townie Pride Never Sleeps,” added East Providence Athletic Director Gregg Amore. The Rhode Island Soccer Coaches Association named four Townies for special recognition. Named to the All-Division team were Olivia Williams, Briana Lopes and Kaylee Davenport. Also senior Captain Ashley Dias was named to the All-Academic team.

East Providence tied Barrington 2-2 and lost to Central Falls 3-1. East Providence made it to the Division I Quarterfinal but lost a close game to North Kingstown 2-1.

EPHS track coach Bob Lyons is still hopeful there will be both indoor and outdoor track & field seasons. The RIIL at the present time is debating whether to move the indoor season from season 2 to season 3 while leaving the outdoor season in season 4. “In our just completed cross country season, we struggled and both the team and I are not happy with the win loss record. We all were not happy that we did not reach our goal of qualifying for the state meet. I was, however, extremely happy with the team’s effort throughout the season,” said Coach Lyons. “The kids had excellent attendance at practice and worked hard every day, they did everything I asked them to do daily. In addition, they demonstrated excellent sportsmanship at competitions and the team had excellent camaraderie through the season. We truly were a team in every sense of the word. They genuinely like and care about each other. I was also pleased that the entire team is composed of underclass men and everyone will be back next year. The team also followed all protocols and restrictions and stayed healthy during this pandemic which was the most important thing and something they should be extremely proud of. All in all the lessons they learned competing during this difficult time made the season an extremely worthwhile experience and I am proud of each one of them and proud to be their coach,” added the veteran coach.

OBITUARIES Joseph Robert Crevier ll Joseph Robert Crevier ll, 30, of Spring Lake, North Carolina died suddenly on November 4, 2020. Joey was born and raised in Riverside to the late Ronald James Crevier and Jane Crevier. Besides his mother he leaves a younger brother Jake and an older sister Sarah Adams and her husband Matthew along with niece Isla and nephew James. Joe also painfully leaves behind three young children; Aiden, Joseph and Teagan as well as former wife Brittney, all of East Providence. Also left behind are fiancé Lauren Pike and her two Joseph Robert Crevier ll daughters with whom he resided in North Carolina. Joe proudly served in the 82nd Airborne/ Fort Bragg including a deployment to Afghanistan. A graduate of Universal Technical Institute, Joey had a passion for all things motorized and was known as somewhat of a master when working on cars, trucks and motorcycles. A memorial service will be held on Saturday June 12, 2021 at The W. Raymond Watson Funeral Home in Riverside from 2-4.

The trick is in how you handle them, and come to a compromise you each feel is fair, smart, and affordable. One of the keys is to start talking before you start shopping. Being on the same page—and creating a plan and sticking to it— are great ways to bring peace and togetherness into the picture. Honestly, Christmas spending can be part of your monthly cash flow plan the whole year. Get the picture? I’m talking about living on a written, monthly budget. You know Christmas is December 25th every, single, year, so why not set aside a little each month leading up to the holidays? If you haven’t planned ahead, now is a great time to become a unified team. Huddle up, not only to talk about Christmas priorities, but devise a game plan moving forward so that this doesn’t happen again next year. Together, figure all your regular monthly income and expenses into a budget. If you’ve saved anything at all for Christmas, include that, as well. We’ve all got necessities, so take of those first. Then, make a general list of everything you’d like to spend money on for Christmas—I’m talking about the things we often overlook like food, cards, party expenses, and decorations. Now, make a gift list. Write a dollar amount beside each name or expense on your lists, and if the grand total is the same as—or less than—your Christmas budget total, you’re ready to roll! If you can’t agree, or the numbers don’t work, run through things again. This doesn’t mean to repeat your positions until you get what you want. It means both of you acting like mature, responsible adults, finding some middle ground, and making sacrifices. From the State House Dr. Martin Luther King Jr. State Holiday Commission Annual Essay Contest December 7 Deadline For Submissions
State House – The Dr. Martin Luther King Jr. State Holiday Commission, chaired by Rep. Raymond A. Hull (D-Dist. 6, Providence, North Providence) have announced the annual essay contest for the upcoming holiday event. “Every year, this essay contest tends to be one of the most enjoyable aspects of our yearly celebration and the commission and event attendees truly look forward to what our state’s youth have to say regarding the legacy of Dr. King. Although this year has been difficult for us all, there is an opportunity to reflect upon and put into action the teachings of Dr. King during this time of uncertainty and I encourage all of our students to participate in this year’s contest,” said Representative Hull. Four winners will be chosen (2 middle school students and 2 high school students) and each winner will receive a $100 prize. The contest is open to all middle and high school students in Rhode Island. The contest rules are as follows: • Entries must be from RI middle or high school students • Essays must be typed in the Microsoft Word format and limited to 500-750 (middle school) or 750-1000 words (high school) • Essays must include completed Entry Forms (attached) and be submitted individually as the original work of only one student • Essays and Entry Forms MUST be electronically submitted to MLKRICommission@gmail.com • The Commission and the Providence Journal reserve the right to promote, publish, and/or distribute any or all entries. State House – Sen. Cynthia A. Coyne will serve as chairwoman of the Senate Judiciary Committee when the 2021 legislative session begins, Senate President Dominick J. Ruggerio has announced. Senator Coyne, a Democrat who represents District 32 in Barrington, Bristol and East Providence, has served as a senator since 2015. She has been a member of the Judiciary Committee since her second term began in 2017. Senator Coyne is a former Rhode Island State Trooper who rose through the ranks to Lieutenant before retiring in 2006. She serves as a commissioner on the Commission on Accreditation for Law Enforcement Agencies. “It is a tremendous honor to be given this new responsibility on the Senate Judiciary Committee,” said Senator Coyne. “Our committee handles multifaceted matters that have tremendous impacts on people’s lives. Many of the issues before us are the ones that draw hundreds of Rhode Islanders to hearings, many with gripping personal stories, and each with passionate opinions about the way these concerns should be handled. I understand how important it is that our committee truly listens to them with an open mind. It’s hard work to identify common ground in many of these issues, and at all times we have to remain dedicated to creating laws that bring about real justice and better, safer lives for Rhode Islanders.
I look forward to this new role and once again doing this hard and important work with my colleagues on the Judiciary Committee,” said Senator Coyne. The Senate Judiciary Committee handles all legislation and matters that affect the penal code, judicial system, ethics, open meetings, access to public records and election laws. The committee is also responsible for advice and consent hearings for all judges appointed by the governor. It is one of the busiest legislative committees, whose hearings on high-profile legislation sometimes stretch hours into the night.
Rep. Amore Provides Status Update On Metacomet Country Club

Gregg Amore (D-Dist. 65, East Providence) is providing the following statement concerning the status of Metacomet Country Club in East Providence. “As the East Providence City Council continues to move forward on exploring an eminent domain purchase of Metacomet Golf Course, I have continued to meet with any and all interested parties. We continue to explore the availability of state, federal, and private resources to help with the purchase. At my request, I have spoken to the Governor’s office, the members of the Rhode Island federal delegation, interested golf management companies exploring a public golf option for the historic course, and multiple citizen donors who are interested in defraying the city’s costs with significant financial gifts. I have met with and will continue to meet with interested environmental groups, charitable foundations and others who support preserving this urban green open space for public use,” said Representative Amore.
