Moody’s of Wall Street upgrades EP to an “A” Rating In a press release from the City of East Providence web site, city officials announced in August that the all important bond rating from Wall Street continues to climb. “The City of East Providence now finds itself in an elite new category among Rhode Island municipalities according to Moody’s Investors Service. Moody’s has officially upgraded the City of East Providence to an A rated investment level. As recently as 2013, the City was considered to be in junk bond status carrying a high default risk,” said city officials.

Some four years ago the city seemed in financial turmoil. A budget deficit of upwards to $20 million was putting the city in financial ruins. Jobs were cut, schools were closed, maintenance of city infrastructure, already slowed, was totally stopped.

Streets, playgrounds, police, fire and other staff were targets of budget slashing. The budget commission had all but ordered the city to close down an elementary school, selecting Oldham School on Bullocks Point avenue. Oldham exists today, but at the site of the former Meadowcrest School on Bart Drive in Riverside.

The state budget commission controlling East Providence’s finances held its first two meetings in a small conference room in city hall in late December of 2011.

The meetings were held in the morning on December 28th and 29th with no advertised notice to the general public. Former Mayor Bruce Rogers said at the time that he “wants all meetings to be open to everyone,” as he remained upset with the state takeover process. Rogers had insisted that the city has closed the deficit under new city manager Peter Graczykowski and wanted more info from state officials on why the budget commission was put in place at this time.

But Major Stephen Bannon, fiscal overseer, said that it relates to East Providence’s cash flow problem. State Director of Revenue Rosemary Booth Gallogly said at the time that “this commission does not have to post all of its meetings - especially organizational ones - with the public.”

And so it continued. Middle school sports, coaches salaries, playgrounds within neighborhoods, street lights and much more were all on the state’s chopping block. Much has happened since the state takeover. City Manager Graczykowski

was eventually fired, a new police chief was appointed and once the budget commission left, the city council brought back former manager Paul Lemont as Interim City Manager. Lemont holds the post today as the council is currently interviewing for a permanent manager.

With the state commission gone accept for a part-time financial overseer, Paul Luber, and the former deficit totally wiped out, some question the prior need for the budget commission. Paul Lemont is one who doesn’t think we needed it. “We didn’t need them (budget commission). The reason we got into financial difficulty was poor management in this city,” Lemont told the Reporter in late August. “Effective, proper management could have avoided this whole financial mess,” said Lemont. Lemont also thought some of the budget commission decisions hurt the city. “By not filling vacancies in the fire and police departments, we were getting killed with overtime costs.

Plus I took no pleasure in workers having 70 hour work weeks. The effect on this city was deleterious ,” said Lemont.

“Through hard work and financial discipline from the elected officials, City management and City employees, the City has elevated itself from junk bond status to the elite tier of A-ranked municipalities.

This is what the taxpayers of East Providence deserve,” said Lemont. According to Moody’s not only has the City’s bond rating increased, it has jumped an unprecedented two steps, which is well above the norm for Moody’s. According to Moody’s, “the City’s continued trend of financial improvement over the last three fiscal years has significantly increased its reserve and liquidity levels through adherence to its formal fiscal policies. Further, the rating reflects the reduction of the City’s unfunded liability in its self-administered pension plan as a result of improved funding practices.”

“On behalf of the City Council, I would like to express my great pleasure at this recognition by Moody’s of the remarkable financial turnaround which the City has undergone. This is a testimony to the dedication of my fellow City Council members and the City employees to careful fiscal management that keeps the needs of the residents’ first and foremost,” said Mayor Thomas Rose.

Paul Lemont wants Job Permanently

Lemont further said that he would like to stay on as the City Manager. Although some on the current council have indicated a preference for a younger, more technology savvy administrator, Lemont is being considered. “We’ve recently brought our fire and police staffing to a more appropriate and effective level. “aggressive” tax collection effort. “We’ve brought in over $2 million in taxes owed to the city. I also have saved money through good management decisions and practices which had been lacking here before,” added Lemont. “Our rainy day will soon reach $13 million and it’s there for major emergencies. I have no plans to spend that money soon,” added Lemont. Prior to this the city did not have a rainy day account in its budget.

“I look forward to coming back,” said Lemont when he returned to the city in November 2013. “I think I can help bring back our city. When I was here I knew where every penny was spent. I will do that again,” he said upon his return. “When I left in 2003, we were at an all-time high. We had been nominated for All America City status 3 times in 14 years, our Police and Fire Pension Plan was fully funded, we were on the verge of having the state see our waterfront recovery, and we had the lowest tax rate of any City in the state. There were many other accolades that put us “first” or “on top” and while the bloom has been off that rose for the past few years, we are once again poised to regain our former status. The nightmare of running out of money or of having to have outsiders determine our destiny is over. With few restrictions, we are once again in the driver’s seat of directing our future,” Lemont told city councilors and taxpayers at a budget hearing, when he returned.

Tax Base Expanding / Waterfront Helping

Interim City Manager Lemont sees an expanding tax base and potential growth of its’ waterfront property as key factors in East Providences’ financial stability. “We had no tax increase this year to residents. We have the best available waterfront in the state,” Lemont said during an expanded interview. “Our entire budget, schools and municipal, have surpluses. The Kettle Point project on the water is moving along this year. Over the next few years the city will see over 1,000 above market units of housing. The Village on the Waterfront, Wampanoag Trail plans and other developments will greatly benefit this city,” Lemont added. “The bond rating upgrade is in concert with East Providence’s emerging economic development that has utilized tools like a tax stabilization program to attract private investment. East Providence’s Moody’s bond rating upgrade should make the city even more attractive for business growth,” said a city press statement.

City Retired Teachers Fight Proposed Cut in Health Benefits

Social media was ablaze with negative reaction from a letter some retirees received from the city’s Human Resources department. In a letter dated June 17, 2015 and signed by Kathleen Waterbury, some retirees were told that they would lose or have

greatly curtailed health benefits. The Waterbury letter stated that this was due to the employees’ contract. However, this action was deemed to be in actual violation of contractual language. Teachers have already been upset when salaries were slashed by a prior school committee with support from a prior city council majority.

The cut was to take place by August 31st.

After the original missive sent by HR Director Kathleen Waterbury, there was a flurry of letter writing and emailing and some legal intervention, it was agreed that the action as suggested was incorrect.

It appears that the city HR department did not involve the school committee members or some other key school staff. In a reversal of this action, retirees received another letter from HR dated August 21, 2015, which stated in part: “Upon further review the Superintendent has decided to reverse her original decision of terminating your healthcare coverage ... Your medical and dental coverage will remain active under the current terms. The East Providence School Department apologizes for any inconvenience this may have caused ...”. Although the original letter of June 17th was signed

by Waterbury, the corrected letter referenced the Superintendent of Schools but is signed by Waterbury. Some teachers have objected to the mentioning of Superintendent Mercer or school staff for this snafu. One teacher who resented this action greatly is retiree James Dwyer. Dwyer attended a recent school committee meeting and addressed the committee in this regard. After the meeting Dwyer told the Reporter that “I have been battling this from 15 minutes after I received the (first) letter. I was on the phone for probably 6 hours that day contacting NEA and other people I’ve worked with on contracts in past. It took probably 3-4 hours to get to talk to someone at HR. She has to be the rudest person I have ever spoken to in my life. She actually was yelling at me about 30 seconds into our conversation. I was never even allowed to talk to HR director,” said a very agitated Dwyer. “I was told that the Superintendent and others wanted the first letter rescinded by HR but they refused to do so,” said Dwyer. Eventually legal counsel and others had the matter reversed.

Martin Middle School Ready for Students and Staff after Flood

Martin Middle School was hit with a major flood of some 3,500 gallons of water and counting in late August. The water entered the school via a back check valve area of the boiler room. The water also had a mix of some ground oil. The oil may be from when the school used to heat by oil. It is now heated by natural gas. “Most likely between Wednesday night and Thursday morning August 19-20th, water got into the boiler area of the school,” said school department security coordinator and acting facilities manager Tony Feola. Water reached as deep as four feet. Most, if not all of the school’s water heaters and the school’s massive boilers were under water up to the four foot mark. “Everything below the four foot water line is probably no good,” said Feola.

In addition to the water which entered the school there was a sheen of oil in the basement boiler room. The odor of oil was noticeable at the time. Environmental workers and Feola acknowledged that the situation could have been volatile if alarm workers hadn’t noticed the flood early Thursday morning. “We could have had a fire or other serious issue with the amount of electrical wires and equipment under water,” said workers on the scene.

The cause of the flood is not immediately known but Feola mentioned that work on water lines in the street above Martin had been ongoing. “Water to the building had been shut off for this work and we don’t know what happened when it was turned back on,” speculated Feola. “It may have had nothing to do with the problem, we’re not sure.

We know it seems too early to be thinking of these things but the planning takes time.

Special thanks to our board members for providing the pastry, Uncle Tony’s restaurant for making us delicious food, and to our DJ Mike Milas for donating his services and providing a great assortment of music to make this a great event. Thank you to East Providence Knights of Columbus Council # 1528 and the East Providence Columbus club for allowing us to use they’re beautifully new renovated Council located at 3200 Pawtucket Avenue, Riverside, RI 02915 as our kickoff place. We encourage the public to stop in after 3pm any day to check out the new renovations and to have a refreshing beverage.

Thank you to the wonderful volunteers who helped make the evening successful. We gathered over 200 school supplies for Children’s Friend to help make school time starting easier for needing children throughout Rhode Island. These items will directly help foster children, head start children and low income families who otherwise go without the extra things that help make childhood special. We are thankful to the staff at CF that always makes sure representation is in attendance at our events. We are quite happy to have the Children’s Friend Family as an extension of “Joe’s” family.

Bad Behavior from Public Official

On the morning of 8/11/15 our neighborhood of Narragansett Terrace suffered major damage from the microburst and left downed trees everywhere. Shortly after while myself and neighbors were clearing the streets and property of branches and tree limbs a pickup truck came flying through the neighborhood going at least double the speed limit which is 25. We have lots of children in this neighborhood and now to add to the danger we had downed trees.

We all yelled at this person to slow down but he kept going. Roughly an hour later he made his way back and was driving much slower. He spotted me and stopped and asked me if I was the woman who yelled at him. I told him I was and that he needed to slow down as we have lots of children in the neighborhood and now we had trees down as well.

(He identified himself as a public official) and said “when the police call me I get there right away.” To which I replied something not nice and he drove away.

People (think) that they can’t get away with breaking the law just because of their job position. In my eyes and that of my neighbors there is no emergency that we can think of that would need (him) to drive that fast in a small neighborhood. Police should crack down on him!

New Briefs Continued from page 4 The building was closed for a few days as all electricity had been shut down as a precaution. Also damaged heavily was the school’s lower auditorium area which is nearby the boiler room. “When we removed some panels under the stage water came rushing out like a river,” said one worker. All carpeting will have to be replaced and the stage structure will be checked for water damage. The auditoriums approximately 700 seats appeared undamaged. Workers were at a loss to explain how so much water got into the auditorium which is not connected to the boiler room. A worker inspecting the area where water was still coming in said that there was a chance if the flow couldn’t be stopped there could be much more water in the boiler room on Saturday.

However, several days after the flood, the water is no longer entering the building.

Fire Chief Oscar Elmasian said that his department responded and made sure all of the school’s electrical had been shut down.

“We responded and found some four feet of water with lots of electrical units and wiring under water. There was also several inches of water on the auditorium floor,” said Elmasian. “If the school has safe electrical and hot water repaired, they can open classes on time,” added the Fire Chief.

One cancellation was last month’s fire department new officer swearing in ceremony. “We are expecting a crowd of 200 or so and a nice program that was going to be held at Martin’s auditorium. But we had to move it to the high school,” noted Elmasian.

The fire department ceremony was held at the high school auditorium.

Feola said that all of the necessary agencies have been at the school since the problem was detected. He referred to the DEM, health department, police, fire and city officials. “Everyone is working well together.

We are covering all the bases,” he said.

Feola said the city’s insurance company should cover the damages.

With school set to open in September, officials are not worried about a delay for Martin students and staff. “We don’t anticipate any problems with opening school on time, we’re ready,” said Feola. “We won’t need heat right away and no classroom areas have been impacted by this. The damage is strictly in the boiler room and a part of the auditorium. We are okay. Water heaters have since been replaced and the school has hot water again.” Feola also said in an update that the auditorium carpet has been replaced and the auditorium is ready.

The department is awaiting word from engineers and other officials regarding the condition of the school’s boilers.

Superintendent of Schools to Retire (District also needs Assistant Superintendent)

Mercer was a very low key and soft-spoken administrator. Often times she sat back at school committee meetings preferring to let school committee members and others speak out. Although Mercer was mostly praised by colleagues and the general public, her leaving comes at a time of some change for city government. The city council is searching for a new City Manager and consolidation of city and school services is dissolving fast. The school department is also looking for a new Assistant Superintendent to replace Julie Motta who resigned recently.

Superintendent of Schools Kim Mercer announced what many were already talking about this past summer, that should would be retiring at the close of December this year. Mercer said that the time was right to leave now and spend time with family. Mercer spent the first 26 years of her career with Pawtucket, RI schools, finishing as Superintendent for East Providence. “I really liked working with Kim,” said interim City Manager Paul Lemont. “She and I worked close together and she did a good job. I wish her well,” Lemont said.

HR Department - Consolidation Not Working

As evidenced by the earlier mentioned health benefit snafu for some retired teachers, the consolidation of Human Resources between the school department and city hall has never worked.

Multiple informed sources have described friction and ineffectiveness within HR. “It doesn’t work,” said interim city manager Paul Lemont. “There are different standards and credentials for various teachers and school staff which differ from municipal jobs. You can’t serve two masters and be effective. You can’t report equally to a city manager and a superintendent of schools,” Lemont added. It also didn’t work with maintenance departments. Recently the city pulled back its’ maintenance director from his consolidated role and the school department hired their own supervisor. However that schools supervisor didn’t last long and recently quit the job. “It’s too much work for one person,” added Lemont. “Maintenance of a city this size is a very busy and critical job.” The school department is looking again for a maintenance director and just began a search for an HR Director. Paul Luber, the state appointed overseer of city finances has agreed that both city and schools need their own HR division or director.

Raymond Lombardo

Raymond Lombardo, ‘67 was a standout athlete in high school and college and a teacher, school administrator and coach for decades throughout Rhode Island. While at EPHS Lombardo was a member of the football, track, wrestling and baseball teams. He was also on the student council. He was a captain of the Townies undefeated state championship football team. His football teams had a 35-2-1 record over a 4 year period. He is most proud that his Townies defeated rival LaSalle on Thanksgiving all

Ray also enjoyed a 25-1 record in wrestling. He was R.I. All-State and All-New England in wrestling. He attended URI on an athletic scholarship and earned All Yankee Conference Honore. He also wrestled at URI. Ray held many educational positions in Rhode Island during a 36 year long career. In addition to teaching Math he was an English and Math coordinator. He was a Martin Middle School House Leader and an Assistant Principal at Smithfield High, Martin Middle and East Providence High Schools. He served on and chaired dozens of educational planning committees throughout his career in education. In his spare time, Ray coached and directed many athletic teams in the community. He was the founder, sponsor and coach for Barrington Bobcats Softball, a league President for Barrington Little League softball, a Townie football coach and active member of numerous other local athletic programs. Lombardo has also been involved in an organized several major fundraising events for those in need in the community.

Gregory Dias, ‘75 has become one of Rhode Island’s premier attorneys and an active volunteer in East Providence charities. He is a member of the Rhode Island Bar since 1982 and the Federal Bar since 1983. Greg is also an Assistant Solicitor for East Providence whereby he represents the City in various matters including criminal prosecution, adult criminal matters, drunk driving, domestic assaults, all the fun stuff, etc! He was Honor Society student while at Gregory Dias Providence College and a member of the Dean’s list. A political science major he went on to serve as a Bail Commissioner for Providence County and was an intern in the R.I. Attorney General’s office. Greg updated and rewrote the “Law Enforcement Officer’s Training Manual” after researching United States and Rhode Island Supreme Court Cases. Greg is Chairman of the Rhode Island District Court Bench Bar Committee and a past President of the Rhode Island District Court Prosecutor’s Association. He is the recipient of the Rhode Island Bar Association Public Access to Justice Pro Bono Publico Award. Greg continues to be very active in many community organizations. He is on the Board of Directors for the East Bay Community action program, the Non-Profit Coastline Employee Assistance Program, the R.I. Student Assistance Program, the TAP-In and K-Rob Foundations to mention a few. Greg is also committed to the Friends of Townie Athletics fundraising group, serving on the Board of Directors as Treasurer. This group funds many of the school’s athletic needs that are not covered by the City budget. This includes funds for championship awards, dinners, uniforms, etc. Greg can be seen at many athletic and academic events at EPHS and at Providence College.

Michaela Johnson, is an Honor

Society graduate of EPHS and a standout student athlete. Michaela was Captain of the basketball team and the recipient of the Rhode Island Gatorade Sportsmanship Player of the Year Award for soccer.

She also was selected to the R.I. third team All-Division softball team.

David G. Shadrick, Honorary is a retired East Providence teacher with 35 years of service. While David attended that “other” high school, no one has shown more Townie Pride in his daily life than he!

David taught at Orchard Street and Martin Middle Schools before finishing his very distinguished career at EPHS. One frequently hears the comment around town that “Dave Shadrick is one of the best teachers in East Providence history.” In a city with many excellent teachers, David ranks high on the list. As his nominator Greg Amore said, “Dave David G. Shadrick never misses an opportunity to tell people that his own two children received a world class education in East Providence schools. He is proud to have taught doctors, lawyers, scientists, fighter pilots, Wall Street traders, elementary and secondary teachers and many other Townies who have done so well.” Many of these former Shadrick students describe how they have been inspired by David. He has been an exceptional teacher and steadfast volunteer for EP students and families. He is a volunteer with the Friends of Townie Athletics, the Citizens Scholarship Foundation, and tireless volunteer for multiple school fundraisers. He also coached EPHS boys tennis where his teams won five division and one RI State Championship. David has also volunteered to help coaches of several other teams when needed. David served as a House Leader at Martin Junior High and Social Department Head at EPHS. He also was a successful Vice-Principal at EPHS. David committed his entire professional life to the students, teachers and athletes of East Providence. He is a true “Townie” despite his original high school affiliation!

The Hall of Fame Committee invites everyone to help honor these 2015 inductees by attending this year’s ceremony. Any EPHS graduate is welcomed to join the Hall of Fame Committee.

People in the News Scholarship Foundation of East Prov. Awards More Than $160,000 To Local Students

Serving Our Community & Neighbors for over 54 Years

Thanks to the generosity of local businesses and residents, Scholarship Foundation (SF) of East Providence awarded scholarships totaling $160,986 to East Providence residents this year.

More than 150 businesses, organizations, families and individuals sponsored this year’s awards. Members of the scholarship group distributed checks to 153 recipients at Weaver Library in August.

The event marked the 46th scholarship presentation by the allvolunteer organization. Scholarship Foundation of East Providence has provided more than $3 million in scholarships to more than 3,000 local students in the four and a half decades since its founding SF of East Providence is one of the few local organizations that offers scholarships to students who live in East Providence from the time they graduate from high school through their senior year in college. This year, 76 graduating seniors and 77 enrolled students from eight different public, parochial and private schools received scholarships.

Using a standardized application process, SF of East Providence administers scholarships based on merit and financial need to students who will be attending college, career or technical school. The group also sponsors events, such as a community-wide phone-a-thon and a Holiday Breakfast, to raise additional funds for scholarships and to ensure that each recipient is awarded a minimum of $1,000.

Local Runner Earns All-American Honors at USATF Junior Olympic Track Nationals

Jacksonville, FL. – Seekonk resident and Sentinel Striders Track Club runner Max DiMuccio earned AllAmerican honors by finishing in the top eight in his event at the USATF National Junior Olympic Track and Field Championships held at the University of North Florida’s Hodges Stadium in Jacksonville, FL. July 27th to August 2nd.

Over 7,000 runners from across the country earned berths in the national meet by qualifying through their local association and then regional championships.

Max ran in the 13-14 boys’ 3,000 meter race and placed fifth in a time of 9:31.5. This time represented a 23-second PR over his 9:54.7 qualifying time at the Region 1 meet 3 weeks earlier where he placed second.

September 2015 The Reporter DiMuccio was seeded 13th in the field of over 40 runners and ran the first half of the race at the back of the pack. He was 13th with three laps to go but passed six runners on the next lap to move into 7th place with 800 meters left. Running a blazing 68 second final 400 meters he caught two more runners over the final lap and missed finishing in 4th place by less than half a second.

Max will be attending 8th Grade at St. Margaret School in Rumford, RI this fall.

Jordan Harrop named to Union College Dean’s List

Schenectady, NY - Jordan Harrop, of Rumford, RI, was named to the 2015 Dean’s List at Union College.

Harrop is a member of the Class of 2015, majoring in Biochemistry.

To be named to the annual Dean’s List, Union students must have a grade point average of 3.5 for the entire year and meet certain other requirements.

AIDS Project Rhode Island and AIDS Care Ocean State have announced that the organizations are collaborating on a late summer event to raise money and awareness about HIV and AIDS. On Sunday, September 13, it’s the annual AIDS Walk RI, with AIDS Care Ocean State as a full partner in the project with AIDS Project Rhode Island, which has been running the walk for decades.

AIDS Project RI is a division of Family Service of Rhode Island, which is headed by Riverside resident Margaret Holland McDuff.

The annual event includes an approximate two mile route that starts and ends at the Rhode Island State House lawn facing downtown Providence. The 2015 AIDS Walk RI theme is “Keeping Hope Alive.”

This is an easy 1 mile walk along the Ten Mile River and Turner Reservoir under the brightest moon of the year. Perfect for families or anybody that wants to give hiking a try. We will visit a 400 year old tree known as Newman Oak and will discuss the legends surronding it. We will also walk through Bridgham Farm, a property of the land trust. Alyssa successfully beat a malignant brain tumor in 2005 but developed leukemia as a result of chemotherapy. The fund, established in her honor, awards scholarships to graduating high school seniors and provides financial support to families with children battling leukemia. The first scholarships were awarded in the spring of 2009.

Silver Jubilee Dinner Dance to Benefit Good Neighbors October 17th

Dine and dance for a good cause. Good Neighbors is holding a Silver Jubilee dinner dance to celebrate 25 years of service to the community. It will be held on October 17 from 6:30 to 10:30 p.m. at the Parish Hall at St. Brendan’s School, 55 Turner Avenue, Riverside.

Proceeds from the event will benefit the Good Neighbors soup kitchen, food pantry, day shelter and resource center that has assisted the underserved of the East Bay, greater Providence and Newport areas for two and a half decades. Clients include children, seniors, veterans, the working poor, the unemployed, single parents, the homeless and those in ill health.

The Silver Jubilee will feature an authentic Italian buffet catered

by Perella’s Ristorante. Blount’s Seafood is providing soup and Vienna Bakery is donating dessert. Guests will enjoy listening and dancing to live music by the Meadow-Larks and there will be a cash bar. An extensive silent auction and raffle will offer dozens of prize packages donated by local merchants. Silver Sponsor for the event is Teamsters Local #251.

Local Family Finds Their Contractor For Life Last year, East Providence homeowners Katie and Manny Santos found themselves with the difficult task of hiring the right contractor for their much-needed roofing, siding, window, and deck renovation. They set out to get a few estimates and gather some information, but quickly learned that it can be difficult navigating through the false deals and high-pressured sales tactics out there. The Santos family is thrilled that their path ultimately lead to Marshall Building & Remodeling, who completed their project in April.

Here, Mrs. Santos shares her experience: - What made you call Marshall Building & Remodeling?

We actually were working with another company and just did not feel comfortable with them or their contract. After speaking to a couple of people who mentioned Marshall Building, we gave them a call to get a comparison quote and ask questions about the process.

- What was your experience working the Marshalls?

From the moment I called the office I felt comfortable. I explained our situation to Anne Marshall and she immediately put us in touch with owner, Dave Marshall.

Dave provided us with great guidance on how to navigate the entire process. He gave his opinion on design and always considered our budget as well as what would “make sense” for our house. We never felt like he was trying to “sell” us anything or steer us in a direction we were not looking to go in. Dave listened to our needs and wishes, and was able to help us not only replace the windows (which was the original plan), but to also get vinyl siding, a new deck, front landing, roof and doors.

“My brother Dave and I founded our company in 1983 with the promise of providing the best work and service at an honest price. And even today, you just can’t find another company with our kind of work and service at our kind of price.”

- What did you think about the crews who worked on your home?

We felt like Shawn, Danny and Taylor became part of the family. They were always polite and respectful. My kids loved having them around and watching the work get done. They encountered a couple of problems but always worked through them and never complained. I work from home, but never was made to feel like I was a nuisance or bother… although at times I probably was!!

-How do you think Marshall differs from other contractors you may have worked with?

This was the first major project we did to the house so our experience was limited and unfortunately, not always great. When we were initially working with another company, we quickly realized they were only there to sell and to move on to the next sale. From the beginning of working with Marshall, we never felt as though we were just another customer. We felt valued and important. Even when I called Dave with a question about an ice dam, he came right over and helped us out.

It had nothing to do with the contract or the work being done. We are younger homeowners who do not always know what is the best decision to make when it comes to the house. However, we truly feel like we can trust Marshall to help us make decisions when it comes to our home and do not feel like they are focusing on the sale or the dollar. Customer service always appeared to be the top priority, from everyone we encountered. The finance process was also super easy and very affordable.

If we did have strong opinions about anything, it was being able to afford the work being done. We received a great interest rate and payment plan.

-Please share anything else you’d like about your story.

I know moving forward Marshall will always be the first call we make when it comes to the house. Even if it is not a project they can do, I trust their guidance and opinions to point us in the right direction. I would 100% recommend them to friends and family and have no doubt they will have as good of an experience as we did!!

Fall Book Sale At Weaver Library

Weaver Library will host the annual Fall Book Sale sponsored by the Friends of the East Providence Library on Friday, October 2 and Saturday, October 3 from 9 a.m. to 5 p.m. and on Sunday, October 4 from 1-5 p.m. The sale will take place in the Champlin Program Room. Proceeds will benefit a wide range of library programs, including museum passes and special concerts and events 6/3/2015 11:30:39 AM throughout the year.

To kick off the fundraiser, a Members Only Preview Sale for Friends of the East Providence Public Library will be held on Thursday, October 1 from 6:00 to 8:00 p.m. Individuals who are not Friends can join for a $5 per person annual membership fee, payable at the door. All paid members are welcome to purchase books at this advance sale.

Thousands of items will be available at very reasonable prices.

Hard cover and soft cover books are $1, children’s and young adult books are 50¢, pocket-sized paperbacks are 25¢, CDs, DVDs and audio books are $1, and VHS tapes are 50¢. A special selection of books, including vintage editions will be priced as marked.

Books are displayed on portable bookcases and are sorted in more than 50 clearly marked categories. Novels are sorted alphabetically, so it is easy for you to stock up on top-sellers by your favorite authors. Watchemoket Square (pronounced Watch-uh-Mocket or Watch-Moe-ket) began near Bold Point and was used by the Wampanoag Indians to cross the Seekonk River to what is now Providence. Watchemoket is an Indian word meaning the proximity of the river and the tidal marsh‌ with the feel and smell of the area.

In the early years of East Providence, which was then known as Rehoboth, Massachusetts, the site was the best place to cross the river. In 1793, John Brown of Providence built a bridge from Fox Point (Providence) to Bold Point. In 1885, an iron

By Bob Rodericks The 2015 East Providence Football season is underway. The Townies have been practicing hard this summer with coach Jay Monteiro and hope to improve in Division One play. Along with Monteiro in his second year as head coach are Kevin Corona, Offensive Coordinator and Quarterback coach; Luke Bahry, Defensive and Linebacker coach; Mark Janton OL/DL; Angelo Pizzi OL/DL and Head JV coach; Jay Ward Special teams and RB/OLB coach; James linear DB/WR coach and Frank Devall OL/ DL coach.

“We’re working hard, we’re young and still building. We have some good skill players and need to stay healthy,” said Monteiro.

The football team has been raising money to buy new uniform jerseys. Coach Monteiro is accepting donations: “The ‘Dress a Townie’ fundraising effort began in May, 2015.

Former athletes, their families, friends and fellow Townie supporters made donations in honor of/ in memory of former teammates, family members or themselves to show their “Townie Pride”.

Former Townies and supporters who wish to contribute to this fundraising effort may do so by sending their donation (earmarked EP Football Team) to: Friends of Townie Athletics Organization, PO Box 16521, Rumford, RI 02916. All donations are tax-deductible and greatly appreciated.

While the football team practiced on this hot August morning, the school marching band was rehearsing their moves nearby.

“It takes a lot of practice for these kids to perfect what people see at football games, especially at halftime,” said band teacher and director Marisa Martinez Silva. “We have been out here from early this morning and have had a busy summer band camp. We’ll be ready to support the fans and team,” Martinez Silva said.

Other teams are readying for Fall play also.

Hull Street Playground - Carnevale & Volunteers Roll On: In the last week of August, the John Carnevale juggernaut swept across the large Hull Street Playground area behind Whiteknact School. “It’s beautiful to see all these wonderful people from the neighborhood come out and paint and rebuild this place,” said Carnevale with his now famous wide eyes and smile. Indeed on this warm August night, scores of volunteers were painting, cleaning and rebuilding the park.

6th Annual Woony River Ride Bike-A-Thon

Presented by The Foundry Corporate Office Center and Promenade Apartments Providence -The 6th Annual Woony Ride will take place on Saturday, September 19th, 2015. The Woony Ride benefits youth and environmental programs along the Woonasquatucket River Greenway.

The Woony Ride begins and ends at Waterplace Park in downtown Providence. Five lengths of rides are offered, from 5 to 62.5 miles (metric century) in length along with a 5 mile walk. The ride spans city, town and rural routes. This year’s Woony Ride ends with a big after party held at Waterplace Park with live music, great food, local beer and awesome prizes for fundraisers.

This year’s Woony Ride will take riders through beautiful Scituate Reservoir country. 30, 40 and 62.5 mile riders will enjoy some of Rhode Island’s most gorgeous scenery.

The Woony Ride has doubled its number of participants each year. Last year, 300 riders took part and helped raise over $22,000 for the Woonasquatucket River Watershed Council (WRWC).

The 2015 Woony Ride is limited to 500 riders to ensure a great experience for everyone.

The WRWC works to preserve and restore the Woonasquatucket River region. The WRWC’s River Ranger and summer cycling programs involve youth from the Providence and Johnston. Working outside, the youth learn to protect wildlife and water quality of the river while mastering science concepts and practical skills. 4 Tips for Working Adults Going Back to School (BPT) - Do the back-to-school signs in the store have you itching to get back in a classroom? Backto-school season traditionally falls around August or September for students in kindergarten through 12th grade, but a working adult can enroll in a new or advanced degree program at any time of the year, including the fall months.

If you're considering enrolling in a new or advanced degree program as a working adult, here are some factors to consider as you make this big decision: 1. Schedules Balancing school, work and families might take a bit of planning and organizational skills. "According to the National Center for Education Statistics, nearly 39 percent of the estimated 21 million students heading back to school this fall will be over the age of 25," says Tracy Lorenz, president of Western International University (West). "These are individuals with families, jobs, household duties and community obligations, which can often mean that making time to return to school is a challenge."

Thanks to online delivery and flexibility in scheduling, students can start a class at West at the beginning of any month. So once the back-to-school chaos has settled at home and the fall workload has smoothed out, students are able to sign up for that class they've been thinking of taking. Students should keep in mind the time they need for each class, not just for catching up on course materials and projects, but also for homework and online discussions with classmates.

2. Affordability Financial planning is just as important when starting out on a new degree program as it is when managing one's household budget. Before starting a program, students should create a list of the expenses they'll face for tuition and supplies, as well as financial aid opportunities and the potential for reimbursement from an employer. Doing so will help students understand their net investment and how it can be aligned with their other financial responsibilities.

Ultimately this exercise allows students to select both the right degree program as well as the one that best fit their budget.

3. Support Working adults need support in their college endeavors as much as students continuing directly from high school. Students should let their employer know about their schooling plans, as well as friends and family who can help encourage them through each step

4. Emergency planning A kid catches the flu or the office schedules a business trip that conflicts with the course schedule. Having a backup plan can help students stick with their education plans and graduate on time.

Taking classes online is a big help as it makes education fully accessible at home or even while traveling by finding a Wi-Fi hotspot to catch up on classwork over breakfast at a coffee shop or hotel.

Students that make sure they have the time to complete course work, select a degree program they can afford, develop a support system of family and friends, and make sure they can continue their studies when life's other challenges arise can help make their back-to-school experience a successful one, any time of the year.

Throughout the event there were stories of families who were unable to purchase the needed school supplies for the year. Financial hardship has struck many households in East Providence and the Back to School Fair enabled students and teachers to receive supplies that will help them to succeed.

Elder Information Specialist

Our Elder Information Specialist assists the elderly and their families in providing information /referral and assistance with accessing services and programs.

Nutrition Program

The center provides a nutritional meal to approximately 125 seniors per day. The Cranston Senior Center provides the meals.

Case Management / Senior Services

The center coordinates with East Bay Community Action Program Inc., for all casework and follow-ups. Protective Services Council, made up of city departments and mental health/social service agencies, meets monthly to discuss problems concerning the elderly.

Transportation

The center has two buses that are used daily for door-to-door transportation to and from the center.

Notary

This service is available in the Administration Office at no charge.

Seminars

Monthly social, educational, and financial seminars on topics relating to seniors.

RI Division of Motor Vehicles: State Photo ID Cards For Seniors

At the Cranston office of the RI Division of Motor Vehicles (DMV), seniors who need a state photo identification card can go to the Blue Return Ticket Line to receive an express ticket. If the customer does not get in that line but ends up in the normal line, the clerks have been instructed to give the elderly customer an express ticket. In the branches, the customer can take a Blue Return Ticket number from the self-serve ticket machines.

ATM Skimming Scam Alert

Police are issuing a warning that skimmers are being attached to ATMs at an alarming rate nationwide, allowing thieves to download users’ bank information.

The problem with skimming devices is that they look like they actually belong on ATMs, and it tricks thousands of people into unknowingly swiping their debit cards. “Unless you know what you’re looking for, you may not even know it’s there,” said Det. Sam Clemens.

The most common card skimmers fit over an existing card reader. Most of the time, the crooks will also place a hidden camera somewhere in the vicinity with a view of the number pad.

Police say the best way to protect your account is to shield your pin number. “Even if there’s nobody around, it’s still a good idea to place a hand above the keypad when you enter your pin number,” said Clemens.

Thieves often like to put skimmers on gas pumps and ATMs, since there’s usually a lot of traffic and they can easily be retrieved.

It’s a good idea to look at other nearby card readers to see if they match the one you’re using. Also, trust your instincts. If you get a sense that something looks off about the card reader, don’t use it. If you’re using your debit card at a gas pump, avoid using your PIN number by pressing the credit button.

Most customers have no idea they were victimized by skimming until their accounts were cleaned out. Many banks will help to reimburse customers as fast as possible.

New Credit Card Scam: Stealing Security Codes

The three- or four-digit security codes printed on credit and debit cards are meant to protect you from criminals who want to charge purchases to your account. But criminals—who already have their hands on millions of stolen card account numbers—are tricking card holders into revealing the codes as well.

The scam works like this: You receive a phone call from someone who claims to work in your card issuer’s fraud—prevention department. The caller reads your credit card account number to you and says that suspicious transactions have been identified on the account, then asks you to confirm whether you made a particular purchase. When you say you did not, the caller tells you not to worry because a new account number will be issued and you won’t be responsible for any fraudulent charges. But first you have to provide the security code to prove that the card still is in your possession. If it is not, you might be responsible for some of the fraudulent charges, the caller claims.

Even savvy consumers fall for this scam because the caller already knows the card account number, making it easier to convince you that it is the card issuer calling.

What to do: If a caller claims to be from your card issuer’s fraudprevention department, ask for the caller’s name and/or employee ID, hang up, then call the 800-number on the back of your card and ask to speak to the fraud-prevention department or that particular employee. If the call was not from the card issuer, explain that your account number likely has been stolen. The issuer will give you a new card with a new number.

Don’t be a victim!

And if you think you have been, REPORT IT. REMEMBER: You should never give out personal information toSomeone who calls.

Group readings as well as one-on-one sessions are utilized in an effort to improve childhood literacy, enhance test scores, and increase graduation rates within the City of East Providence. Volunteers from the business community are encouraged to participate in The E.P Reads Power Lunch Program.

Need a Side Income

Dear Dave, My wife and I are thinking about selling our home. I was recently let go from the military due to downsizing, and I’ve begun a job in real estate but things are starting slowly. My wife brings home about $3,500 a month as a teacher, and the only debt we have is our house payment of $1,616 a month. I was given a $35,000 severance package, but we need some advice to help bridge the financial gap. Any ideas?

Erik Dear Erik, Having little or no income is a lot harder than a variable income situation. Your wife is bringing home good money, but at the moment your house payment is almost half that amount. Are there some things you can do on the side while you’re getting your real estate business going that will create income? If you could make even $1,000 to $2,000 a month, it would change the picture entirely. You guys would be able to keep your home and have a little breathing room while you get your real estate career off the ground.

Looking at it from a long-term perspective, if you’re selling a bunch of houses a year or two from now, you’re in the clear. You could easily stay in the house. But if you don’t find extra income while you build your business, if you’re not willing to work extra hard and sacrifice in the meantime — even if it means just delivering pizzas — then you probably need to sell the house.

It takes about six to nine months to start making a living in the residential real estate business. So look at it this way: the more houses you sell, the less time you spend delivering pizzas. All this really hinges on is how badly you want a career in real estate and how much you guys want to keep your home. If you want it enough, you’ll do what it takes to get there. And for the time being that’s going to mean supplementing your income with something on the side while you grow your real estate business!

Dear Dave, Why do you say that personal finance is 80 percent behavior? I thought money was more about math and keeping track of things.

Gerald Dear Gerald, Keeping your checkbook balanced and things like that are an important part of what I teach. However, behavior plays an even bigger role for several reasons. You can add, subtract, multiply and divide all day. That stuff’s easy. But until you learn to control your behavior, stick to a budget and spend less than you make, you’re always going to have problems with money.

One of the keys to being a success in personal finance is realizing work comes before play. This is a behavior issue. Let’s say your car needs new brakes. You know this, and you know you have a limited amount of cash, but you still walk into a store and buy a big, fancy television instead. That is not mature behavior. As long as you behave that way, your money will always slide right out of your hands.

And this means you’ll never have enough for important things like saving, investing and giving.

Craig Dear Craig, I wouldn’t go through with the deal. I advise people to be debt-free before buying a home, because you want a home to be a blessing, not a curse.

Homeownership when you’re broke is never a good idea. And basically, that’s the situation you’re describing. You have debt, and you’re trying to squeak into something with a first-time buyers plan. The translation? You have no money. Everything that can go wrong will go wrong. That’s Murphy’s Law, and he’ll move into your spare bedroom along with his three cousins — Broke, Desperate and Stupid.

Get your debts paid off, build up an emergency fund, and save up a good down payment before buying a home. I know that’s not the popular answer, but it’s the smart one!

While you may spend winter longing for the return of 80-degree days and sunny skies, you don't have to miss out on your favorite fruits and veggies. Many

"The seasonal nature of farmers markets doesn't have to keep you from reaping the benefits of fresh and locally grown produce," says registered dietitian Paul Kriegler, assistant program manager for nutrition and weight loss, Life Time - The Healthy Way of Life Company. "The average store carries more than 45,000 different foods, so it's important to know what to buy and what to avoid."

To eat as if the farmers market is still in session, keep these tips in mind on your next visit to the grocery store: * Plan meals and menus for the week and make your shopping list accordingly. If you stick to your list, it will help you avoid impulse purchases. * Keep kids involved. If your children loved visiting the farmers market and learning how to eat healthy, there's no reason you can't continue their education in the grocery store. Take them shopping with you and give them a small budget so they can pick their own produce. Encourage them to pick fruits and vegetables from every color of the rainbow. * It's not just folklore - if you shop while hungry, you're more likely to make poor choices. "When you're hungry, anything looks good, and junk looks even more appealing," Kriegler cautions.

"Have a healthful snack like a handful of nuts or a piece of fruit before you shop." * Your diet should consist of mostly fruits and vegetables, so make the produce aisle the first stop when you visit the grocery store. If you fill your cart with more produce, you'll have less room for less healthful choices. * Shop from the outer aisles, where you're most likely to find whole, unprocessed foods - like fresh produce. Inner aisle have more processed foods. * Don't be afraid to try new things. As the seasons turn, new and unexpected items may appear in produce aisles. Varieties of squash begin appearing in September and staying through March, as well as turnips, rutabagas, carrots and other cool weather favorites. An online search can help you find new recipes for virtually any type of unfamiliar produce. Experimenting with new veggies and fruits can be exciting and nutritious! * Take advantage of store resources. Many grocery stores now include signage in the produce aisle that tells you where different items originated, how you might use them, flavor and nutrition even recipes. If your grocery store offers free recipe cards beside a new vegetable, give both a try. * Whenever possible, buy organic. "I commonly hear the question, is organic really necessary," Kriegler says. "Your first goal is to increase the amount of fruits and vegetables your family eats, but once you're doing that it's important to choose organic produce. It will help you avoid toxins, herbicides and pesticides in your food that could affect your metabolism and cause other health problems." * If you must buy prepackaged and labeled foods, read the ingredient list first. If it's full of unrecognizable or unhealthy ingredients, put it back on the shelf and look for a better alternative.

What You Need

16 oz box of elbow macaroni, cooked al dente 1 large onion, finely chopped 1 green pepper, chopped 2 stalks of celery, chopped 1 small can of green chilis, drained 1 stick butter • Combine all ingredients 6 tbsp all-purpose flour and put into a greased cas2 c heavy whipping cream serole dish.

• Cut the butter into small 1 c sour cream pieces and stir with warm 4 c shredded cheddar (can macaroni to melt. use a combo of different cheese) • Bake at 350 for 1 hour.

1 1/2 tsp dry mustard • You might have to cover 1/2 tsp salt with foil if it starts to get too 1/2 tsp white pepper brown.

Directions • This dish makes its own sauce while baking.

2 sticks butter 2 c sugar 4 eggs 1 c milk

What You Need 3 c flour 3 tsp baking powder 1 tsp Mexican vanilla

Directions

• Preheat over to 350 F. • Cream butter and sugar. Add eggs; mix well. Add milk; mix well.

• Add flour and baking powder; mix well. Finally, add Mexican vanilla; mix well.

• Grease and flour two 9-inch round cake pans.

• Bake for 30 to 35 minutes. Cool on wire racks.

• While cake is baking, combine sugar and water in a medium saucepan.

• Heat until syrupy, then add lemon; allow to cool.

• Place one cake on a cake platter and prick holes in it with a fork.

• Place half of the sliced bananas on the 1st layer and pour 1/2 of syrup over the bananas and cake.

• Place 2nd cake layer on top of the 1st. Prick holes, layer bananas, then use the last of the syrup.
