East Providence News Briefs By Bob Rodericks

Ward 4 Councilman Faria Saga Continues

The East Providence City Council meeting of June 20th produced gasps and outrage from many in the city when a scathing police report was issued on the behavior of Ward 4 councilman Brian Faria. Damaging disclosures at the special City Council meeting were described by Police Chief Christopher Parella and Acting City HR Director, Police Captain Michael David. The council, minus Brian Faria who did not attend, was given a litany of egregious activities by Faria. “On Saturday, April 27th at 7:30 pm Faria convinced a city hall custodian to let him into City Hall after hours. He convinced another custodian to let him into the locked office of the Law Department,” said Chief Parella The police and HR investigation went on to describe how Faria copied and/or removed up to 300 documents from the city legal office. While in the law office anyone would have access to financial, banking, social security numbers, etc., of city residents. “Faria copied so many documents that he told nervous custodians he needed more paper because the copier ran out. Faria then left City Hall some ten hours later at 5:30 Saturday morning with a large file full of papers that he did not have upon entering the building the night before. The Attorney General called your actions “alarming,” the report continued. At least two residents feared that their personal information has been compromised. One resident said that his credit report took a 75 point hit and had undisclosed inquiries. This person has contacted a lawyer and may file fraud charges against Faria and/or the city. More than 20 city employees told police and investigators that Faria harassed and frightened them. Two union leaders representing city workers told Police Captain Michael David, that Faria was “creating a hostile work environment at City Hall.” The police chief also said that employees reported that Faria interfered with their jobs and was demeaning and vulgar to workers, often times swearing at female employees.” Employees in the City Clerk’s office reported that Faria made the City Clerk’s job difficult and would monopolize her time. “After the City Clerk went home on one occasion Faria sat at her private desk in her private office. Our investigation found that he entered three worker’s offices without permission. Workers asked him to leave and he refused.” Captain David said that his investigation sustained accusations that

Faria frequently yelled, swore and banged on the desk of city clerk Kin Casci-Palangio. “An understanding existed with staff in the clerk’s office that Casci-Palangio would not be left alone with Faria in the office,” said David. The investigation also disclosed what many had posted on social media. Complaints were received by information technology workers who were made to post proFaria stories on the city’s facebook page. “Faria told these workers what and when to post items, much of it late evenings on Saturdays and Sundays,” said Captain David. Earlier this year Ward One councilman Bob Britto confronted Faria at a council meeting about having the city facebook password. “This is a nightmare for workers here. They had to deal with this day in and day out. These are women we re talking about here. I see a pattern of going to department heads with women and intimidating them. It must be frustrating for employees to have to put up with that behavior. I find it appalling,” Britto said. At least one IT employee was known to have quit a job because of Faria’s interference. Captain David also confirmed that Faria gave police officers a hard time when pulling him over for violations. “Don’t you know who I am, I sit on your pension board!” Faria would tell the police. He would often flash his city council issued ID badge. On April 8, 2018, the police report being called to a local bar for a late closing. Bars are to close at 1:00 am but about 20 patrons were still there at 1:30. They left when asked by police but one of them, Brian Faria, “was agitated and told police officers, “Who do you think you’re talking to?” said Captain David. There were several other disturbing disclosures made by the police investigative command staff. As of this writing at the end of last month, city council action included a unanimous vote to file a counter-suit against Faria. Faria, acting as his own lawyer, is suing the city to quash a subpoena which seeks the return of city hall records and other legal requests. Special attorney William Dolan cites a charter provision preventing city council members from directly getting involved with city employees. They must first go through a City Manager. Dolan advised that Faria may yet face misdemeanor charges. The council is next set to meet on July 24th and they seemed anxious to see that Brian Faria not be allowed to attend. Faria called his own news conference on Friday June 22nd which he held at City Hall. Faria told the one press member who

appeared that he was denying all charges of employee harassment and defended his actions in spending an overnight in the City Hall Law Department. “This is a witch hunt. When I was in City Hall (10 hours overnight) I was working on legislative duties and my research,” Faria said.

Skills USA and the United States Air Force, Cyber-Patriot student competition teams over the past five years. His level of expertise and patience with students has allowed him to successfully train students in the areas of crime scene investigation and cyber security. His experience and knowledge in both areas has produced state and regional winners. In his capacity as forensic instructor, students learn all aspects of crime scene investigation. Students actively learn how to perform electrophoresis, fingerprint analysis and much more. His students are challenged academically every day and they truly enjoy their time in the program. Mr. Martinous seeks out the very best for his students. He attends numerous conferences and workshops to increase his skills and to improve instruction. As an adjunct for Syracuse University, Mr Martinous offers a dual enrollment course to his senior class. Upon successful completion of the course, the students are eligible to receive four chemistry credits from Syracuse University which are transferable. Mr. Martinous has a wonderful rapport with his students. His ability to motivate them, utilizing his depth of knowledge and skill-set, has created a dynamic culture for student success. His hands-on approach offers students ample time to learn complex skills. Instead of managing the class as a whole, Mr. Martinous encourages students’ work together to experiment, troubleshoot and solve problems. Recently, Rhode Island PBS showcased his program in their “Classroom" series.

Mrs. Coughlin’s organizational skills, content and technological knowledge, demeanor, and helpfulness help make Heather Coughlin a perfect choice for East Providence High School’s teacher of the year. She has been active in creating a 21st century classroom. She consistently shares lessons and activities with her colleagues on Google Classroom. Mrs. Coughlin attends many out of school teacher events that enable a teacher to grow as a professional. She is a dedicated learner, a member of the FUSE cohort 4 group and consistently attends all training and PD provided by Highlander. Mrs. Coughlin coaches other teachers in the state in technology use in the classroom as a FUSE fellow. She is very active as a PLC member for many on Twitter. She works well with URI and has embraced their new curriculum as well in her writing class. Mrs. Coughlin’s lessons are dynamic, engaging, and designed to provide her students with choice in how they pave their learning path and show what they know. She uses technology seamlessly to differentiate and provide students with multiple resources and avenues for making progress and demonstrating mastery. Mrs. Coughlin’s students state: “English is boring but not in Mrs. Coughlin’s room. It is never dull!” Students respect her and want to do well because it means something to her and the kids work their best to deliver. She is the beacon of light in the English wing and is constantly working with others both in her department and outside of her department to find new and innovative ways to challenge and support the students.

A Literacy teacher and MTSS Chairperson, Alissa has gained the respect of her colleagues and she has developed lasting relationships with her students. She has helped students to improve their English language skills and she has used contemporary educational tools to close gaps in student learning. Her skills in this area have facilitated her work in MTSS this year as the school coordinator, a position in which she


July 2018 The Reporter has collaborated with school level and district level colleagues to provide personalized learning opportunities for students. Alissa somehow manages to find the time serve as the RMS Yearbook Advisor as well as co-coordinating a trip to Washington D.C with fifty RMS eighth graders. The opportunity to experience their nation’s capital is an experience that serves as the highlight of many an RMS student. Her efforts for her students and her professionalism are impressive, but her warm personality and demeanor make her stand out among her peers.

Suzanne has been selected to travel to Tanzania with a group of educators from the states to help build an elementary school and advise with respect to the new school’s library. Suzanne Jordan was selected by her colleagues as the MJF Teacher of the Year because she is an amazing teacher. Denise Swan is a first grade teacher at Silver Spring Elementary School who collaborates with colleagues, is willing to take risks incorporating challenging learning experiences that engage students and, provides students with opportunities to be self-directed with a positive and nurturing manner. Watching her work unfold is a precious treasure to behold! It is not unusual to see her with a large pad with lists neatly written in cursive to keep track of every detail of whatever project she is working on; and she works on a lot of projects] During meetings she takes copious notes and puts checkmarks or lines through things so we will have a record to refer back to. While her lists are never messy, she takes special care to have her husband, Mr. Lewis, make Xcel sheets of important data for future use. At a moment’s notice, she is literally able to turn around and grab needed history to shed light on a subject so we can make the best decision. She has the amazing ability to work through information systematically so that no important thing is left undone. Mrs. Lewis also acts as a liaison to families and the community. She assists with our Foster Grandparents Program, coordinates our RSVP Reads volunteers, facilitates the summer reading take home kits and presents parent workshops whenever called upon. Our annual Reading Week Celebration would not happen without her as she is the one that recruits and energizes a committee, guides discussion and delegates responsibilities so that students are immersed in creative, delightful activities year after year.

Murphy is a teacher in the State PreK Program at Martin Middle School. Throughout her years in the district she has served on many different committees including, but not limited to PBIS, RTI and most recently Family Engagement, and Curriculum Development. Retired Teacher Karen Oliveira to Seek Ward 3 School Committee Seat

Karen Oliveira, a retired East Providence public school teacher, has announced that she is seeking the Ward Three School Committee seat in the upcoming November election. The Ward Three seat is currently held by Nate Cahoon who is running for the Ward Three City Council seat held now by Joe Botelho. Oliveira has taught at Kent Heights and Whiteknact elementary schools and retired as the Math Department Coordinator for Riverside Middle School. She has taught for thirty-three years. “I’ve been a proud educator in East Providence and thoroughly enjoyed working with children and families in this community,” said Oliveira in her announcement. “I believed in staying active beyond the basic classroom as I was glad to volunteer time on PTA boards, School Improvement Teams, several curriculum writing committees and anything that would help our students learn,” Oliveira added. “I hope to offer our School Committee a well-rounded experience as I’ve not only been in the classroom for thirty-three years, but I am a proud parent, wife, grandparent and community member. City Water System Improvements Continue

One of the final stages of the water system improvement project is underway. In a regular June council meeting the go-ahead was given for the city looking to receive up to $2M in Rhode Island Infrastructure Bank funding. The city would have 15 years to repay the loan. No rate increase is called for due to prior budget planning for this project. Involved is an aeration system which filters out disinfection residue which has caused warning letters to be mailed to residents. Once again officials described that Federal EPA mandates are the reason for the upsetting warnings, not any real health threats. New storage tanks have been built at the Kent Heights site and this step of filtration will eventually eliminate the warnings that have been issued. The overall $18M effort should be completed by August.

Car Tax Waiver Denied City by State

The city council was told in June that its request to the state legislature for a car tax refund, of sorts, is denied this year. As East Providence continues to have a different fiscal year than the rest of Rhode Island, the budget year timing does not give rise to the reimbursement. Acting City Manager Malcolm Moore said he will try again this fall. Te changing of the city tax year would be a costly item to initiate. The city is grappling with ways in which to gradually implement the change.

The East Providence Arts Council is accepting submissions for The Looff 2018-East Providence Arts Festival, winner of the 2018 ProJo Reader’s Choice Award for Best Festival and Best Local Event. An Open Letter to the Editor of the East Providence Reporter

I was deeply disturbed by June’s issue of the East Providence Reporter and its decision to run Tim Fratelo’s letter to the editor. While I appreciate that his views do not necessarily reflect those Stop in and stay awhile! of the publication and that the Letters to the Editor section is designed “to present all arguments from all points of view,” there is a difference between publishing a point of view and proliferating harmful, offensive rhetoric in a publication meant to “serve the community.” The Reporter has long served East Providence as a family-oriented publication, carrying articles on local library events, Little League, school sports, etc. Growing up my siblings and I rev82 Hillside Ave, Rehoboth ~ 508-252-9761 eled in seeing pictures of ourselves published in this publication, and having those pictures cut out and proudly displayed on our grandparents’ refrigerators. I like to imagine the joy young children download “hillside cc” app to stay up to date still feel today as they see their community celebrating their accomplishments and encouraging their goodwill. I can’t imagine, therefore, what Payton and Sofia, the 10 year old girls featured on the cover of the June publication for their beautiful charitable work, must have felt. For, as they eagerly turned the pages to see the story of how their bake sale raised enough money to fill bags with toiletries for the RI Coalition against Domestic Violence, they would have had to pass Mr. Fratelo’s letter. This letter, ostensibly a commentary of The Friedman Real Estate Group has been selling residential real estate for more than the experience of riding the RIPTA, quickly 20 years in the East Bay. In 2017, our team sold 45 homes with more than $20 million devolved into a highly offensive rant, conin sales. July 2018 The Reporter the people you are trying to help as “infantile” and putting their humanity and personhood into question by adding scare quotes around the word men, as if humans who do not dress according to Mr. Fratelo’s standards are not, in fact, human. As someone who has regularly commuted on the RIPTA, I can attest that it is not a perfect system, and open discussion about its flaws is certainly an important way that we can improve transportation for our city and our state. But that is not what Mr. Fratelo’s letter was about. His point of view was that there are groups of people who are not human, and that one of those groups is made up of women. To publish this letter is an offense to the ethos of East Providence and everything the East Providence Reporter claims to stand for. I can’t control how you, the Editor of the Reporter, respond to this letter. I, however, wish to apologize to Payton and Sophia, and to every other young woman mentioned in the June publication for her academic, athletic, or community success. I am sorry that your achievements were undermined by one divisive voice. And I want to assure you that you do matter. Your efforts do count. Your dreams for a better East Providence and a better world are worth pursuing. Your efforts for equality are not comical. They are powerful and important. Response to “On Riding RIPTA”

I am writing to respond to the letter titled “On Riding RIPTA” in your June 2018 edition. The writer, Tim Fratelo, used this as his personal diatribe to spew out his classist, sexist, and overall insane views on the world. Calling riders of the bus “infantile” and “ignorant” is ridiculous and saying women’s “comical quest for equality” is just a dangerous viewpoint. It doesn’t take a Ph.D. to understand that Tim is not a fan of less fortunate people. I can imagine him yelling at fellow riders on the bus and telling kids to stay off his lawn. Instead of passing judgment on his fellow townies, maybe a way to release everyone’s stress would be to have some compassion. Treating others as humans and not referring to them as animalistic caricatures of whatever preconceived notions that you’ve cemented in your head would be a better tactic than writing a letter. There are spelling errors, grammatical errors, and there is a capitalized letter that shows up in the middle of a sentence. The writing and viewpoints are of the same quality. City of East Providence Annual Day of Portugal Flag Raising and Celebration

The City of East Providence held its Annual Day of Portugal Flag Raising and Celebration on June 5, 2018 at the East Providence City Hall. The event was a great success and was well attended by members of the RI Day of Portugal Committee, as well as local members of the community and dignitaries. We were honored to have both National Anthems song by Alan Costa and Andrea Vargas, and poetry read by Rachel Pereira an EPHS junior in Mrs. Ana Melo’s Portuguese class. Special thanks to those businesses who donations contributed to the festivities, Dunkin Donuts on John Street, Madeira Restaurant, Phillips Street Hall Restaurant, Taunton Avenue Bakery, Riviera Restaurant and the participation of the Portu-Galo Food Truck. In addition, I’d like to acknowledge the East Providence Chief of Police, Police Department and Honor Guard for their participation both at the city’s event and on Sunday downtown at the RI Day of Portugal parade. East Providence Recreation Department to Offer Summer Sewing Workshops for Children Ages 7-12

The East Providence Recreation Department will offer weekly sewing workshops for children ages 7-12, beginning June 19, 2018 on Tuesday & Thursday, 4-6pm at the Recreation Center, located at 100 Bullocks Point Ave. Workshop fee is $45 per week / 2 class session. All materials are included! Participants will work on a different sewing project each session. Each workshop includes easy sewing patterns, individual use of a sewing machine, access to all tools in the sewing class, a full two hours of instruction per class and guaranteed fun while creating one of a kind pieces! By Bob Rodericks Giving back to the community in which they went to school and now serve is a passion for Townies Crystal Monteiro, Stacey Messier, Christine Alves and Jaren Alves. Crystal Monteiro a former teacher of the year in East Providence, along with other colleagues and Townie alumni have recently completed a mentorship program for young East Providence students. The program called, “Townie 2 Townie” (T2T) provides mentors to all of the city’s eight elementary schools. “Our group served as mentors, role models and friends to our elementary students,” said Crystal Monteiro. The group enlisted top students at East Providence High School to mentor their younger peers. “Our mentors must be in good academic standing, a model of outstanding behavior in school, have exceptional attendance and be recommended and approved by a teacher and school administration,” said organizer Christine Alves. “Twice a month high school students visited their mentor for 1 hour, working on academic and social skills. Our mentors received community service hours for their efforts,” added Monteiro. On Thursday May 31,2018, this program had an end of the year celebration at the high school where they participated in a group art activity with art teachers and enjoyed a barbecue lunch prepared by our very own Career & Tech Center Culinary Students. “We are very proud that high school students and the T2T program gave this effort to help our younger students with their academics and social nurturing,” said Monteiro, Alves and Messier. “T2T appreciates the support of High School Principal, Shani Wallace and all of the elementary school principals and building staff. Townie Pride works in many ways.”

Roger Williams-Rumford Grange No. 52 2018 Community Citizen Award now named ExxonMobil resulted in a historically accurate restoration of the lighthouse. In 2010 ExxonMobil donated the lighthouse and island to the American Lighthouse Foundation. On June 10, 2018, Pomham Rocks Lighthouse will officially open, fully restored inside and out. Longtime elementary school principal David J. Kelleher’s own preservation education began with a Riverside history slideshow he presented at Oldham School in 1975. Presentations on additional neighborhoods soon followed, and preservation causes became school projects. Mr. Kelleher’s Kent Heights’ students raised $5000 towards saving the Crescent Park Carousel in Riverside. When Union Primary School in Rumford closed, Dave ensured that the historic building would be preserved. As a board member of the East Providence Historical Society, he organized field trips to the John Hunt House and Bridgham Farm for fourth and fifth graders. Dave took on extracurricular preservation projects, working with the Historical Society to preserve a historic amusement park building and the pumping station at Hunt’s Mills. With the East Providence Land Conservation Trust, Mr. Kelleher helped to save historic Bridgham Farm. His skills as an educator made him an ideal choice for the city’s Historic Properties Commission, and he emerged as the historic preservation liaison to the City Council. Initiatives included a demolition delay ordinance, saving historic Weaver House, and establishing the new Historic District Commission. The East Providence Chamber of Commerce has engaged him to give citywide tours. After he retired in 2002, Mr. Kelleher turned his focus to historic Pomham Rocks Lighthouse. Built in 1871, it is the last surviving lighthouse in upper Narragansett Bay. It is located just 200 yards from the East Providence (Riverside) shoreline and is listed in the National Register of Historic Places. The Pomham Rocks Lighthouse is a New England landmark and a symbol of East Providence maritime heritage. Mr. Kelleher and Don Doucette established the Friends of Pomham Rocks Lighthouse in 2004 to restore the endangered building. Under the ownership of the Exxon Corporation, which has a terminal just north of the island, the lighthouse remained dark and vacant from 1986 until 2006 when, thanks to this group of dedicated, local volunteers, under the guidance and leadership of Mr. Kelleher, the site was recommissioned with a beacon returned to the lighthouse and the skeleton tower removed. Many fundraisers were held to help finance the restoration. A partnership between the Friends of Pomham Rocks Lighthouse, its parent organization, American Lighthouse Foundation, and the

Mr. Kelleher developed a program on lighthouses for Rhode Island’s fourth grade history curriculum, and he guides tours for Save the Bay and Providence River Boat Company in exchange for donations to Pomham Rocks. Dave shines as an interpreter of the light’s history as he mentors a new generation of lighthouse preservationists. In appreciation for his efforts, Mr. Kelleher was presented the Antoinette F. Downing Volunteer Service Award from the Rhode Island Historical Preservation and Heritage Commission in 2016. The relentless dedication of Mr. David Kelleher and the Friends of the Pomham Rocks Lighthouse is not only ensuring the restoration and ongoing maintenance of the 1871 Pomham Rocks Lighthouse, they also remain steadfast in their efforts to share the history and importance of this majestic beacon with the young and old alike through educational outreach, events and programs.

Recently an open meeting was held of Roger Williams-Rumford Grange on North Broadway in East Providence. It was the 10th Anniversary of the two Granges that existed in East Providence before their consolidation. The program was presentation by historian David Kelleher on the restoration and preservation of the Pomham Rocks Lighthouse, which is situated off of Riverside, Rhode Island. As a surprise the same evening, Mr. Kelleher was presented with the Community Citizen Award for 2018 by the Grange for his efforts for the Pomham Lighthouse restoration and the many other community service projects he has been involved with over many years. Friends Celebrate Pomham Rocks Lighthouse Restoration

What does it take to restore a lighthouse? A lot of dedication, time, hard work, money and love. Friends of Pomham Rocks Lighthouse in East Providence has recently completed a 14-year effort to completely renovate this historic New England landmark. The official opening was held June 10 at Squantum Association with a “Celebration on the Rocks.” Pomham Rocks Lighthouse is the only surviving lighthouse of the five that once guided commercial and recreational vessels on the Providence River along the coast of Riverside. Built in 1871 on an island, it has been listed on the National Register of Historic Places since 1979. Thanks to the concern and dedication of a local group, Friends of Pomham Rocks Lighthouse, the exterior has been completely restored, electricity has been once again connected and interior renovations have just been completed. The lighthouse will serve as a museum to preserve the rich maritime history of East Providence. Many individuals helped to make the dream of restoration a reality. Current Friends Board Chair Joseph Estrella watched over the interior renovation process. With a background in construction management, he monitored the day-to-day progress of contractors and directed the hands-on work of Friends’ members in the building and on the grounds, logging in more than 150 work trips to the island lighthouse in this final phase of restoration. “It’s been a long journey made possible by so many people, companies and organizations, not the least of which is our membership, Board and committees,” he noted.

Mr. Chace thanked Squantum Association for waiving their rental fee and Save The Bay for providing boat transportation at the Celebration for guests to visit the newly restored lighthouse. “Anyone who has not been involved in the restoration effort will be very impressed,” he said,” with what a determined group of volunteers can do to bring an iconic piece of Rhode Island history - a working Lighthouse on the National Register of Historic Places - back to life.” More than 200 guests gathered at Squantum Association to help celebrate the opening day of the lighthouse. They included Donald Doucette, the first Board Chair of Friends of Pomham Rocks

Lighthouse and other former Chairs David Kelleher and Jean Zunda. Dennis Tardiff, Board member and the last Coast Guard member to serve as a keeper at the lighthouse, shared stories of his experience at Pomham Rocks with guests. Keith Lescarbeau, President of Abcore Restoration Company, Inc., showed wood samples and before and after photos of the restoration. A canon firing of the Civil War canon on the grounds of Squantum Association marked the start of boat tours to the lighthouse, conducted by Save The Bay. Lighthouse Lantern Sponsors of the event included Save The Bay and Specialty Diving Services, Inc. Public boat trips to the island lighthouse this summer are being planned by Friends of Pomham Rocks Lighthouse. Dates will be announced when the schedule is completed. EPHS Athletic Director Gregg Amore and Assistant Director Nick Shattuck The annual East Providence High School Athletic Awards banquet was held at the Metacomet Country Club on June 6, 2018. The annual event brought together student-athletes, parents, coaches, alumni and families as senior awards were handed out. “Thank you for a great job representing our school in and out of the classroom,” said Athletic Director Gregg Amore. “Our studentathletes have received thousands of dollars in scholarship help and will be once again attending the best colleges and universities in the country,” added the A.D. The event is sponsored by the volunteer alumni group, ‘Friends of Townie Athletic Organization’ (FTAO). “The FTAO is pleased to provide this dinner and award plaques to the student-athletes as well as providing other donations of equipment and services throughout the year,” said longtime FTAO chairman Clarence “Junior” Butler. “The FTAO has distributed over $400,000 in awards and scholarships to students at East Providence High,” said Butler. A highlight of the evening was the presentation of the Arthur Elmasian Award. Named after the school’s former principal, the award is given to the senior athlete who exemplifies a combination of Townie Pride, Sportsmanship, Leadership and Athletic Ability. “Arthur Elmasian knew every student’s name in the high school when he was principal. He was a leader in the Rhode Island Interscholastic League and his legacy continues on. We had a very difficult decision this year and have decided to select two Elmasian winners,” said Amore. Elmasian’s daughter Catherine Elmasian Croke and long time FTAO member Millie Morris presented the awards to Hasna Badji and Alyssa Guarino. “My father is smiling from Heaven,” Catherine Elmasian said after the event. Another significant award was the Alice Sullivan Award which is presented to the senior female Student- Athlete of the Year. Alice Sullivan was a physical-education teacher and former vice principal of East Providence High School. She was the first director of girls sports for the Rhode Island Interscholastic League, a position she held for 24 years. “She was a true pioneer in girls athletics and the main reason that Rhode Island has a vibrant girls athletic program,” said Amore. On the weekend of June 1st thru June 3rd, the Special Olympics team from East Providence competed in the Special Olympics of Rhode Island’s 2018 State Summer Games, held on the campus of URI. Over 2,000 Athletes from all over the state (including 21 from East Providence) gather together for a weekend of competition including Aquatics, Bowling, Bicycling, Power lifting, Soccer, and Track & Field. The weather for the weekend, which is always important, worked out. We just had a little rain during Saturday afternoon, but all of the outdoor competitions went on without any issues. This was also a very special year as Special Olympics celebrated its 50th Anniversary. Friday evening they had Opening Ceremonies, where they have the Parade of Athletes. This year all of the teams marched into the Ryan Center and are cheered on by their friends and family. We were unbelievably fortunate to have Dr. Timothy Shriver, chairman of Special Olympics International and the son of Eunice Kennedy Shriver, who is the founder of Special Olympics, speak to the gathering. Then they have the

lighting of the Olympic Torch. This is always an inspirational moment. Then to complete the evening, we were all treated to a concert by Rhode Island resident and runner up on The Voice, Billy Gillman. Saturday was the second day of competition and there was also some additional outside activities provided by Special Olympics of Rhode Island. They had music, Zumba lessons, Yoga lessons, craft making activities, massage booths, and even a Llama petting Zoo. Then later that evening they have Closing ceremonies which was highlighted by the parade of over 550 motorcycles and an outdoor dance party. The motorcycle riders even joined the athletes as they took pictures, listened to the music, and even danced. Then the evening was topped off by a Fireworks display. It is so enjoyable to see the athletes dance and celebrate with the same athletes that they competed so hard against during the day’s competition. The amount of sportsmanship, effort, and courage that is on display during the weekend is truly inspirational. Seeing the look on the athlete’s faces, as family and friends cheer them on, is one you will not soon forget. The 38th Annual East Providence Heritage Festival July 13-15th at Pierce Field

The 38th annual East Providence HeritageFest will take place July 13-15 this year at Pierce Memorial Field. This free-for-all event will have live music, a midway, food, craft and business vendors plus nonprofit exhibits, and other family fun. It will run from 6-11 on Friday, 3-11 on Saturday, and 1-10:30 on Sunday. Some new additions to this year’s festival are a jazz brunch on Sunday and The HeARTspot Art Tent. The brunch is presented in part by Eat Drink RI. It starts at 1:00 and there will be specialty food and drinks available for purchase. Food and beverage offerings include mimosas, beer and wine, Borealis Coffee, The Burgundian (gourmet waffles), Gotta Q (bbq), Gastros Craft Meats, SoulFull (organic Southern fried chicken), Incred-A-Bowl (Asian rice bowl) and desserts from Sarcastic Sweets and Strawberry Shortcake. The New Providence Big Band featuring Miss Katie Kleyla will perform during the brunch. The HeARTspot Art Center and Gallery will host the heritage Art Tent, showcasing work by a number of local artists. The tent will be open Saturday and Sunday from 3-11. They will also be offering Angel Card Readings and Reiki services. HeritageFest is organized by East Providence Heritage Days Inc., a 501(c)(3) nonprofit organization. The organization’s mission is to show the importance of the arts and how they can better the community. The organization’s all-volunteer Board of Directors work hard to raise funds in order to make this event possible. Heritage Days Secretary and Treasurer, Alba Curti, says that the organization sees the festival “as a valuable service to [the] community which enhances the quality of life for [its] residents.”

Brendan Rush Friday, July 13th at 7:30pm

Townie Brendan Rush will kick off this year’s HeritageFest. The 18-year-old rapper has gained thousands of views on his YouTube channel and thousands of plays on his Sound Cloud. He started gaining attention in 2016 and was flown out to Atlanta to meet with producers and Record labels. Last year, he was the first rapper to ever perform at HeritageFest.

The festival is known to be a “Townie Homecoming Weekend,” bringing members of the community together. You won’t want to miss this weekend full of good music, good food, art and fun!

World-renowned KISS tribute band, KISSNATION, will be headlining the festival on Friday night. KISSNATION was formed in New York City, just like KISS. They have been performing for over 15 years throughout the country, and internationally as well. They have performed for KISS and have also officially worked with them for multiple events. Bard the Band is a New England-based band who made their debut in Providence in 2016. Fascinated by the use of music in Shakespeare’s plays, Julia Bartoletti created this concept band. He recently became the first American musician to be published by London’s KPM/EMI, one of the world’s largest libraries.

Photo Credit: Chestnut Hill Studios On the evening of Monday, June 4th, 2018, the 104 members of St. Mary Academy Bay View’s Class of 2018 donned white robes, gloves and caps, and were awarded their diplomas at the Cathedral of Saints Peter and Paul in Providence, RI. This marks the 142nd commencement ceremony since the Academy opened in 1874. Members of the Class of 2018 have enrolled in an impressive array of colleges and universities in the United States, Canada and Australia, including Cornell University, Baylor University, New York University, Syracuse University, Berklee College of Music, Boston University, University of Southern California, Villanova University, University of Wisconsin, Tulane University, Providence College and Salve Regina University. This year the class earned a total of $11,019,136.00 in merit scholarships for colleges and universities (for four years). The following list represents local members of St. Mary Academy - Bay View’s graduating Class of 2018, including the academic and character awards bestowed at the Senior Awards Ceremony, “Parents Night,” and at the Athletic Banquet. Bay View Announces 2017-2018 Underclassmen Awards

As a key contributor to the project, leaders from PCD will work with four other schools to develop and test strategic planning frameworks and processes. “Opportunities and challenges exist for every school,” notes NAIS president Donna Orem. “The Lab Schools Project will help independent schools identify how they can thrive in a changing landscape. This is not a one-size-fits-all approach. We selected schools that are willing to be bold in the creation and implementation of strategy.” Providence Country Day Head of School, Vince Watchorn, is excited to advance PCD’s program by collaborating with the thinkers and practitioners at the forefront of educational innovation. “Whenever we have the opportunity to step outside our immediate environment and learn from others’ experiences, we position ourselves to examine how we do things and do them better.” In addition to Providence Country Day, four other schools will participate in the first cohort of the NAIS Lab Schools: Allendale Columbia School (New York), The Darrow School (New York), Grace Episcopal Day School (Maryland), and Grosse Pointe Academy (Michigan.)

On May 16th, 2018, St. Mary Academy - Bay View held its annual Underclassmen Awards Day, honoring the academic achievements of the members of the freshman, sophomore and junior classes. The awards are based on academic and personal achievement and are given out in three categories: Junior Book Awards - given out by colleges and universities, Academic Awards and Special Recognition Awards - given out by St. Mary Academy - Bay View faculty. On Thursday night, May 31, 2018, Bishop Feehan High School will graduate its 54th class of seniors, as 254 students receive their diplomas from the Most Reverend Bishop Edgar da Cunha S.D.V., Bishop of the Diocese of Fall River. Feehan President Tim Sullivan and Principal Sean Kane will address the graduates along with Feehan senior Christine Schremp, from Attleboro, who will deliver her valedictorian remarks. The Bishop Feehan Class of 1968 will also be honored and receive their Golden Diplomas to mark the 50th anniversary of their own graduation. This year’s 254 graduates hail from 33 towns across Massachusetts and Rhode Island. Whiteknact PTA Appreciation

On June 15th, I had the privilege of celebrating with our Emma G. Whiteknact Elementary School families at the School’s fifth grade celebration and had a blast running the grill for the celebration’s cook out. It was an honor to be able to participate in the fifth graders’ send off by acknowledging their accomplishments and wishing them well, as they embark on the next chapter of their lives this Fall in middle school. I felt most honored in having had the opportunity to work with a group of parents and staff like those at Whiteknact Elementary. As the reality of this past school year rushes to mind, while realizing that it is come to an end, I feel so blessed! Together, we have accomplished some huge tasks throughout the year. Namely, we succeeded in giving our students what we hope to have been a memorable year with some fun dances; various extracurricular events, such as parties, a wellness event, extra field trips, guest speakers; and having raised over $50,000 for our playground initiative. This year, my role was facilitated by working shoulder to shoulder with such an AWESOME team comprised of PTA Parents and Whiteknact Staff. They are the reason we have been able to accomplish some amazing things. Together we share a love for our kids and community. As this school year concludes, I am overwhelmed with sincere gratitude for the opportunity to serve as the PTA President over

Bocce Ball

Tuesdays, 9am

Bocce is traditionally played on natural soil and asphalt courts. Bocce balls can be made of metal or various kinds of plastic. Unlike lawn bowls, bocce balls are spherical and have no inbuilt bias. A game can be conducted between two players, or two teams of two, three, or four. A match is started by a randomly chosen side being given the opportunity to throw a smaller ball, the jack from one end of the court into a zone from the far end of the court. Bocce is a calming, competitive way to spend a few hours outdoors.

One out of three Americans adults has pre-diabetes, and most of them do not know it. Pre-diabetes can lead to Type 2 diabetes. Having pre-diabetes means that your blood sugar is higher than normal but not high enough to be diagnosed with diabetes.

Studies have shown that with a small amount of weight loss and some moderate activity most people with pre-diabetes can avoid developing diabetes. If you have pre-diabetes and do nothing, statistics show that in 3 years or less, you are likely to develop Type 2 diabetes. Type 2 diabetes is a serious condition that can lead to many devastating health issues. Fortunately, there are things you can do to prevent this from happening. A successful program has been developed by the Centers for Disease Control (CDC) to help people with pre-diabetes prevent it from turning into Type 2 diabetes. It is called the Diabetes Prevention Program. This program teaches one make lifestyle changes which can prevent or delay Type 2 diabetes. You will learn how to fit exercise into your daily routine in order to lose weight. You will also learn ways you can eat a well by selecting delicious and

healthy food choices in once a week sessions (16 weeks) with a trained professional and lifestyle coach to guide and encourage you. Then you’ll have follow-up sessions and your lifestyle coach can help you maintain your healthy lifestyle changes and have fun. Our Program will begin just after Labor Day. The Orientation is on September 11th at 10:00 – 11:30 am. Classes kick off on September 25th and meet on Tuesdays for 16 weeks in the first 6 months and then move to meeting once or twice a month for the next 6 months. Understand what you are purchasing

In recent weeks we have heard from several people regarding so called scams. Ufortunately, we have found people have been purchasing items, mostly from TV ads or on-line where the company is legitimate but the purchaser does not understand the terms of purchase. For example: you purchase a product and you pay by credit card; in the fine print it states this is a one month trial period and if you do not opt-out or cancel they will send another product and you now must pay full price and your credit card is charged. This is not illegal so one must be aware of such terms when making a purchase.

The Offer: Bogus Check Scams

Offer may be mailed to you, including an official-looking check. The offer will urge you to cash the check right away. Red Flags: You're asked to deposit the check immediately and then wire a percentage back via Western Union or Money Gram. Offer may come from a person claiming to be in another country. Source: National Consumers League's Internet Fraud Watch Take Action: DON’T Cash the check. Even if the bank makes the funds available for withdrawal, it does not mean the check has cleared. Any money withdrawn on a bogus check will be taken out of your account.

From the State House Assembly Passes Bill Distinguishing Petsitters from Kennels

The General Assembly today approved legislation sponsored by Sen. Cynthia A. Coyne and Rep. Dennis M. Canario to establish laws distinguishing those who petsit in their own homes from professionally operated kennels. The legislation (2018-S 2510Aaa, 2018H 7409A), which now heads to the governor, exempts people who petsit up to four pets belonging to someone else in exchange for a fee from the regulations governing kennels, but does make them subject to limited inspections by the Department of Environmental Management if it receives any complaints about them related to animal welfare. Petsitters remain subject to all municipal ordinances. The sponsors say the bill protects pets and their owners, while also establishing safeguards for the many Rhode Islanders who supplement their families’ income by petsitting. “Petsitters provide an important service to so many families who want their pets to be comfortable while they’re away, while also providing income to many Rhode Islanders who love animals. Our legislation strikes a balance that ensures that pets are well-cared for, and carefully protects against overregulation of a cottage industry that helps support Rhode Islanders,” said Senator Coyne (D-Dist. 32, Barrington, Bristol, East Providence). “Petsitting is a valuable service, but petsitters are just ordinary people who aren’t doing this on a large scale, so they shouldn’t have to jump through hoops to keep doing it.” “In many cases, particularly with older pets or those that might be skittish, people are more comfortable leaving their pet with a petsitter than in a kennel. Our bill recognizes that petsitting is a legitimate option, providing important protections against animal abuse and neglect, and setting reasonable limits to keep people from running unlicensed kennels that bring large numbers of animals into a residential setting,” said Representative Canario (D-Dist. 71, Portsmouth, Little Compton, Tiverton). The bill establishes that if DEM receives a complaint related to animal health, welfare or health, it could inspect only the areas of a petsitter’s home to which the pets have access. All petsitters would be required to comply with very basic state animal care regulations that apply to kennels. Inspections could only occur between the hours of 8 a.m. and 5 p.m. unless other arrangements are made with the petsitter. Refusal to grant access to the inspection would be punishable by a civil fine of up to $350 per day.

The bill has the support of the Rhode Island Society for the Prevention of Cruelty to Animals, the Potter League for Animals, DEM and the State Veterinarian.

Rep. Kazarian’s ‘RI School Social Workers Quality Assessment Act’ Passes the House

Rep. Katherine S. Kazarian’s (D-Dist. 63, East Providence) legislation (2018-H 7685) that creates a process for the Department of Education to collect and organize information concerning the workload and scope of the duties and responsibilities performed by school social workers passed the House of Representatives tonight. “We need to invest more in our children. This bill would work to make sure our children are receiving the help that they need in order to develop and learn properly,” said Representative Kazarian. “This legislation specifically answers the question of how many social workers do we need in our schools and their role with children, families, schools and medical professionals. They are a crucial line of defense in preventing tragic events from taking place within our schools and we need to make sure we are utilizing their services properly and adequately for our kids.” The legislation calls for the Department of Education to develop a standard measure which will identify the number of school social workers in the state and the nature and scope of the work and services they provide. More specifically, the department shall collect information regarding prevention and intervention services; counselor services assessments; consultation; parent and community liaison; attempts to reduce violence, referrals and collaboration; and promoting adherence to federal mandates, involvement in school activities and training. Municipalities would be required to compile and forward information to the Department of Education concerning the number of social assessments completed; the number of family contacts, the number of staff meetings attended; the number of community contacts; the number of teacher consultation contacts; the number of functional behavioral assessments completed; the number of individualized educational plan meetings attended; the number of individual counseling sessions; and the number of group counseling sessions. The legislation calls on the Department of Education to compile a report on the matter that shall be delivered to the General Assembly by January of 2020.

Rep. Kazarian Bill that Safeguards Access to Contraception in RI Passes The House

Rep. Katherine S. Kazarian’s (D-Dist. 63, East Providence) legislation (2018-H 7625A) that would require health insurance plans to provide coverage for a 12-month supply of birth control to all those who are insured was passed by the House of Representatives tonight. “This act will allow up to a full year of prescribing and dispensing of contraception when prescribed. With constant threats and attempts from Washington to restrict women’s choices concerning their own reproductive health, it is imperative that we ensure Rhode Island’s women have open and reliable access to birth control,” said Representative Kazarian. If passed by the full General Assembly, health care providers would be able to prescribe birth control up to a full year at a time and health insurance providers would be unable to restrict reimbursement for dispensing a covered prescription contraceptive. The bill now heads to the Senate for consideration.

Senate OKs Coyne Bill Prohibiting Fees for Credit Freezes

The Senate today approved legislation sponsored by Sen. Cynthia A. Coyne to prohibit consumer reporting agencies from charging consumers a fee for a credit freeze. The legislation (2018-S 2562) eliminates a provision of existing law that allows reporting agencies to charge up to $10 to consumers who ask for a credit freeze, also known as a security freeze, that prohibits a reporting agency from giving their personal credit information to any third-party creditor. Current law prohibits the fee only when the consumer has been a victim of identity fraud or is over 65. The legislation, which Senator Coyne introduced on behalf of Attorney General Peter F. Kilmartin, stems from the Equifax security breach last year during which the credit info of 143 million Americans was exposed. Initially, Equifax was charging consumers who asked for a credit freeze to protect themselves from its own security breach, although it stopped after public outcry and pressure from numerous attorneys general. “Your credit information belongs to you, not the credit reporting agencies. When you ask them to stop giving it out to other parties because of a security concern like identity theft or a data breach, you shouldn’t have to pay them. doesn’t mean you owe them anything if you tell them to stop because their providing it would put you at risk for fraud,” said Senator Coyne (D-Dist. 32, Barrington, Bristol, East Providence). “Consumers should have the right to take control of their credit information, without a fee, when they are concerned about security.” Said Attorney General Peter F. Kilmartin, “It’s safe to assume that at some point or another, every person’s information has been compromised through a data breach or something more criminal, making it more important than ever for consumers to exert greater control over their own personal information. Credit bureaus make money from selling our personal information to third parties. They should not be able to profit off consumers who decide to take control over who has access to their personal data. This is an important consumer protection measure, and I applaud the Senate for taking action to further protect the privacy of Rhode Islanders.” The bill now heads to the House of Representatives, which has passed similar legislation (2018-H 7604) sponsored by Rep. Rep. Amore Bills Addressing School Resource Officers and Security Upgrades Included in State Budget

Rep. Gregg Amore’s (D-Dist. 65, East Providence) legislation aimed at preventing violence in Rhode Island’s schools was included in the FY 2019 budget (2018-H 7200Aaa) passed by the House of Representatives. “Simply put, too many of our children are dying in our schools. And while the debate over access to guns continues to wage on a national level, these budget items will protect our children while we fight for a solution to our national gun violence epidemic,” said Representative Amore. The budget item in Article 9 establishes a voluntary three-year pilot program to fund school resource officers at half the costs associated with employing new officers at public middle and high schools. Municipalities would share the cost with the state. “This item is necessary because some of our schools already have a resource officer, but, others do not. Having a trained police officer in our schools is the first line of defense in stopping a potentially deadly and tragic situation from unfolding in Rhode Island’s schools,” added Representative Amore. “But also, school resource officers

are more than just lines of defense against unthinkable tragedies. They are trusted confidants, counselors, and serve as valuable resources to the student body. During my decades of teaching experience, I have seen them in some cases be the most popular and trusted authority figure in a school’s hallways and I am pleased that their positive presence will be available to all of our schools,” said Representative Amore. The second budget item creates a permanent additional reimbursement to municipalities for school safety projects that follows national school security best practices. “The amount of upgrades and new school construction that is needed in our state is not a secret. But, along with making our schools into acceptable teaching facilities for our students, we cannot ignore security updates that will protect our kids from acts of violence as well. Our schools need to be safe, dry, healthy, and most importantly, secure, and this budget item will accomplish that,” concluded Representative Amore. Representative Amore is also pleased with inclusion of the $250 million school construction bond in the state budget. He has been a longtime advocate for the school construction bond since he was first elected in 2012 and he was recently the point person for the issue within the House Fair Shot Agenda.

Sen. Daniel DaPonte (D-Dist. 14, East Providence) and Rep. Helder J. Cunha’s (DDist. 64, East Providence) legislation (2018S 2485A / 2018-H 7865aa) that creates a Day of Portugal and Portuguese Heritage in RI, Inc. vehicle license plate was signed into law by Governor Gina M. Raimondo yesterday. “I look forward to celebrating the Day of Portugal every year and this license plate will help to ensure that this wonderful celebration of Portuguese culture and historical contributions continues for generations to come. This year’s event is even more special with the inclusion of the President and Prime Minister of Portugal joining the festivities and I urge everyone to come to Providence this weekend to partake in the celebration,” said Senator DaPonte. “The Day of Portugal is an event that I have been participating in my entire life and I have to thank the fine people who plan and operate the celebration every year. This license plate will help them continue to honor and celebrate the vast history, customs and way of life shared by Portuguese people around the globe. I am also quite excited to welcome the President and Prime Minister of Portugal to this year’s very special Day

of Portugal,” said Representative Cunha. The Day of Portugal is a holiday celebrated every year on June 10th in every corner of the Portuguese-speaking world. Day of Portugal and Portuguese Heritage in RI, Inc.’s mission is to celebrate the Day of Portugal, to preserve the traditions of the Portuguese culture for future generations, and to promote the contribution of the Portuguese people, language and culture to the rich fabric of the State of Rhode Island. As with other specialty plates, Day of Portugal plate will include a $40 issuance surcharge for those individuals ordering them, with $20 of that going to the Day of Portugal and Portuguese Heritage in RI, Inc. to assist in fundraising and furthering of its mission and the other $20 going to the state’s general fund. A $10 surcharge for annual renewal of the plates would go directly to the foundation. A minimum pre-paid order of 900 sets of plates is required before the Division of Motor Vehicles will begin issuing them. Both Senator DaPonte and Representative Cunha also sponsored resolutions (2018-S 2961 / 2018-H 8302) welcoming the President of Portugal, Marcello Rebelo De Sousa, and the Prime Minister of Portugal, António Costa, to the state of Rhode Island. The President and the Prime Minister are coming to Rhode Island to take part in the Day of Portugal celebration happening in Providence this weekend. Governor Signs Mcnamara, Coyne Bill to Require Hospitals to Address Ventilation of Surgical Smoke

Gov. Gina Raimondo has signed legislation introduced by Rep. Joseph M. McNamara (D-Dist. 19, Warwick, Cranston) and Sen. Cynthia A. Coyne (D-Dist. 32, Barrington, Bristol, East Providence) that will require hospitals to adopt policies relating to surgical smoke. The law (2018-H 7082, 2018-S 2238) requires all hospitals and freestanding ambulatory surgical facilities licensed in Rhode Island to adopt policies to use a smoke evacuation system for surgical procedures that generate surgical smoke. Surgical smoke is the by-product of use of energy-generating devices including surgical plume, smoke plume, bio-aerosols, laser-generated airborne contaminants, and lung-damaging dust. Hospitals are required to report to the Department of Health within 90 days that policies regarding surgical smoke ventilation have been adopted.

Sandra E. (King) Andrews, 80, of Riverside, passed away Saturday, June 9, 2018 at Orchard View Manor Nursing Home. She was the companion of the late Edward Andrade. Born in Providence, RI she was the daughter of the late Leslie E. and Enid F. (Cofran) King. Sandra was an insurance manager for Liberty Mutual Insurance Company for 42 years. She leaves one daughter, Leslie Costa of East Providence, one brother, James King and his wife Gladys of Lakewood, CA, one sister in law, Sandra E. (King) Rosaleen King, one granddaughter Christy Andrews Silva and her husband Emerson, two great grandchildren, Logan and Maddox and five nieces and nephews. She was the sister of the late David and Richard King. A funeral service will be held on Tuesday June 19, 2018 at 10:00 AM in the Smith-Mason Funeral Home, 398 Willett Ave, Riverside. Cherry Lavender Spritzer Servings: 6

4 cups pitted and halved Northwest sweet cherries 2 cups water 3 tablespoons lavender 2 tablespoons sugar 6 Northwest sweet cherries with stems 6 sprigs lavender blossoms In small saucepan, combine cherries, water, lavender and sugar. Heat mixture until it begins to boil. Remove from heat and allow mixture to cool completely. Strain and reserve liquid. For each drink, combine 4 ounces cherry-lavender mixture and 4 ounces crushed ice in tall 12-ounce cocktail glass; top each with club soda. Garnish each drink with one cherry with stem and one sprig lavender blossoms. Variation: To make alcoholic version, shake or stir strained cherry-lavender mixture and ice with 9 ounces vodka.
