State Board of Elections Question EP on Elections Complaint RI Attorney General Also Investigating
Based on a written complaint from East Providence City Council-at-Large candidate, Bob Rodericks, the RI Attorney General and the RI Board of Elections (BOE) are investigating why the East Providence City Council has seemingly stopped a 2018 local election. The RI Board of Elections held a quickly scheduled meeting on Thursday, April 26, 2018 to set up a hearing schedule. “As of April 9, 2018, the Board received a petition by Robert Rodericks which seeks a review of the actions of the East Providence Board of Canvassers, and has scheduled a hearing for Thursday, April 26, 2018 to begin expedited resolution of this matter,” writes a Board of Elections attorney, Raymond A. Marcaccio to the Rhode Island Supreme Court. At the April 26th hearing the BOE unanimously agreed that this matter is requiring urgent attention. “The East Providence Canvassing Board has no quorum. We (BOE) are the agency charged with election supervision over local canvassing boards,” said Judge Stephen Erickson, a member of the BOE. The BOE has scheduled a meeting for May 14, 2018 to hear the merits of the complaints and promised to render a timely decision. “You may not have to get involved,” said City of East Providence special counsel Lauren Jones. “The city council will be appointing two new members of the East Providence Canvassing Authority on May 1, 2018.” There is no guarantee that they (city council) will do so. We will keep our scheduled hearing date just in case,” said Judge Erickson. In his petition to the Rhode Island Supreme Court, RI Attorney General Peter Kilmartin wrote, in part; “ ... upon information and belief, the City of East Providence and/or its City Council has decided not to hold elections for City Council positions in November 2018. The issue presented by this Petition concerns whether on November 8, 2016, Respondents were elected to a four (4) year term consistent with the City Charter, which would not necessitate elections; or whether, on November 8, 2016, Respondents were elected to a two (2) year term, consistent with the language of the November 8, 2016 Ballot, which would
necessitate an election in November 2018. The deadline for candidates to declare their candidacy is June 25, 26, and 27, 2018, and primary elections are scheduled for September 12, 2018. The deadline for cities and towns to certify their ballots to the Secretary of State’s Office for the primary is July 20, 2018. Because of these deadlines, time is of the essence, and the Attorney General requests a conference with the duty justice to establish an expedited briefing and hearing schedule so that all interested parties may be heard with ample time for this Court to render a decision consistent with the deadlines set forth above in order to conduct an orderly election.” In receiving Rodericks’ complaint, attorney for the Attorney General, Michael Field, wrote; “Mr. Rodericks, Thank you for bringing this to the Attorney General's attention and your interest in keeping government open and accountable to the public.”
Tom Riley Removed from City Canvassing Board
Thomas Riley, the long time member and a former Chairperson of the East Providence Canvassing Authority, has been disqualified from holding membership on that board. This action was taken due to a decision Riley made on March 29, 2018. The disqualification became effective as of that March 29th date. East Providence City Solicitor, Gregory Dias, informed Riley in a certified letter, dated April 5th, 2018, that “due to your decision and action to change your party affiliation on March 29, 2018, you are disqualified from holding a membership upon the East Providence Canvassing Authority effective March 29, 2018 when you filed your change of affiliation.” Dias sent the letter because of a recent resignation of one of the three Canvassing Board members. Dias’ letter to Riley stated, in part: “Based upon the recent Canvassing Authority letter of resignation received by the City (Kimberly Bass resigned), I inquired of the Canvassing Authority regarding the political affiliation of the remaining members of the Board. The Authority provided me with Elizabeth Pegg’s affiliation (Democrat) and your recent change of party affiliation dated March 29, 2018 from Republican to Democrat,” wrote Solicitor Dias. The City is bound by State Law and Board of Election regulations to appoint members to a canvassing board according to party affiliation. With the earlier board resignation, the Mayor would have been
compelled to pick a replacement with a Democratic affiliation. The party chair is required to submit a list of names. The Dias letter to Riley also stated that, “Based upon that change, the City reached out to the Board of Elections for a clarification. The Executive Director of the Board referred the City to Rule 5 of the Board of Elections Rules and Regulations for Local Canvassing Authorities-Party Affiliation which reads as follows: ‘Members of the Local Canvassing Authority must maintain their party affiliation for the duration of their membership. If a member changes party affiliation during his or her tenure, he or she shall be disqualified from holding membership upon the authority and his or her successor shall be immediately elected. The disqualification of the member shall take effect immediately, upon the filing of the papers changing his or her party affiliation. No further action is required to effectuate the disqualification from holding membership upon the authority.’ continued on next page...

Before March 29, 2018, the local canvassing board had one Democrat (Elizabeth Pegg) and one Republican (Thomas Riley). On March 29, 2018, Thomas Riley officially changed his party affiliation from Republican to Democrat. With the local canvassing authority now down to just one member, Elizabeth Pegg, there are two seats that need filling, a Democrat and a Republican. Questions came up almost immediately upon Riley changing his affiliation from Republican to Democrat. Ward Four City Councilman, Brian Faria posted a social media “screen shot” copy of the actual form submitted by Riley in which he changed his party affiliation. Riley was first appointed to the canvassing board in 1991. Riley has been on and off the board at different times. Riley did not return telephone and email requests to comment for this story.
Mayor James Briden on City Finances
At-large Councilman and Mayor James Briden issued a statement regarding the future of East Providence’s financial picture. Briden and state appointed financial adviser Paul Luba told the council in April that the city is in good financial shape but needs to be aware of potential pitfalls. “What will empower us as a city in the future is maintaining our financial strength. This requires careful decision making within the framework of continuously refined multiyear budget plans. This was the method used recently to evaluate the tax/fiscal impact of the possible school bond issue scenarios,” said Briden. “At our last meeting, we examined the Charter Amendment concerning reserve funds and the potential uses of restricted and unrestricted fund accounts. Given that we have decided not to synchronize our tax year, we are now focusing on the necessary amount to have in a reserve fund to safeguard our ability to procure TANS (Tax Anticipation Notes) in the future when the economy changes,” he added. “You as a city have a $35M reserve and are in good shape, but the high school bond issue, while doable, may limit your ability to bond for other projects,” said Paul Luba, “We currently have approximately this $35M in cash, an investment grade bond rating and are in an overall strong position financially. During this transitional term to our new form of government, we established what proved to be a very successful Charter Review Commission and worked well and constructively with our School Committee. Notwithstanding the challenges which exist now and lie ahead, I am optimistic about our City's future,” stated Briden.
State and City Plan to Fix Pawtucket Ave Nixed
A plan to have the city repair the much talked about, pot-hole and decrepit laced Pawtucket Avenue is off for the time being. Ward Three councilman Joe Botelho announced in April that he received a letter from the Rhode Island Department of Transportation (RIDOT) that the plan was still being reviewed and is on hold. The plan was to speed up the project by having East Providence pay for the work now and then be reimbursed by the state RIDOT over time. Former city manager Tim Chapman told the council that an agreement had been worked out and the city would begin work this summer. The bulk of the work would be between the intersection of Route 44 and Pawtucket Avenue past the high school, southerly to near the Silver Spring golf course. Work would also be done on Warren Avenue. These roadways have been rippled and uneven for many years. “I don’t understand how we had a signed agreement to do this and now the state sends me an email and says that they’re not going to go along with this anymore,” said Botelho. “I thought we could help out the state and get this done quicker, but I guess we can’t even do that,” he added.
Local Democratic City Committee Makes Endorsements
The East Providence Democratic City Committee met on Monday, April 23, 2018 to hold their annual Candidate Night for the purpose of endorsing candidates for office. “Candidates running for State & Local office were given an opportunity to give a presentation and answer questions from committee members,” said city democratic chairperson John Faria. “Tough but fair questions were asked of all candidates and we were impressed with the quality of candidates. Together, we look forward to having a very productive election year with strong quality Democratic candidates that have great visions on how to move our state and city in the correct direction,” said the long time party chairman. The committee endorsed the following slate of candidates: • Lt. Faria Speaks Much Progress, More Politics and a Strong Future
I will never stop fighting for the residents of my Ward and for the betterment of City of East Providence. Never. The only way some could achieve their ground level smearing on me, that was intended to begin with, was to tie together into a state-interested issue, such as the two to four year terms, which was not an issue that I championed for to begin with. Who will hold them 100% accountable for reporting any misinformation or half-truths? Sadly, The intent was to gain ground for their smears in the press. Fortunately for the residents of East Providence, I do not give up easy or turn from a fight that is worth fighting. Progress. The fiscal health of the city of East Providence is stronger now than in any other period in recent memory as the city continues to progressively move forward in almost every direction allowing us to now place the necessary funding into our roads and other capital improvements throughout the city. The confidence of this Council lies in the fact that we have done our very best, to bring our City forward with numerous accomplishments and we will continue to focus on future accomplishments together that will lift the morale despite recent attacks of political opposition. I am proud of the many accomplishments myself and this Council have achieved to date and would like to highlight just some of my personal accomplishments which directly affect the residents of Ward 4. I’ve introduced 23 acts of legislation since I first took office 16 months ago sponsoring such legislation as a property tax grace period ordinance allowing residents a seven day interest free grace period and removing past previous penalties, I’ve also enacted an ordinance creating an appellate process on water bills and relief to all those facing medical and other financial hardships or in any matter where a resident cannot find resolve on an administrative level. To assist the most vulnerable in our Ward, I introduced an ordinance which creates a safe but business friendly door to door
May 2018 The Reporter solicitors license requiring police approval and a license badge to be worn by those canvassing from house to house. I’ve sponsored resolutions that have provided up to $150,000 in loans to homeowners, assisting those living near the water in Riverside to tie into the sewer line, as well a resolution requesting the RI House and Senate delegation to obtain grants and projects to assist with the restoration and reclamation of our city’s beautiful shoreline to directly assist those residents living along the water in Riverside. I’ve recently created senior citizen and disability hotline at City Hall to help those in need reach assistance in an expeditious manner as well as recently introducing a Senior Citizen Advisory Board to establish better communication of the needs of our elderly and disabled citizens to the City Council. To Simplify and further dignify the positions held on City boards and commissions I’ve enacted a Board and Commission reform Act Ordinance where we opened up the process to all residents dismissing all the politics associated with previous practices. In an effort to create additional transparency and access during the job application process, I introduced an ordinance adding electronic advertisements for the posting of city employment positions. One of the greatest commitments I have is to provide good constituent service to the residents of Ward 4. I’ve worked my hardest to form relationships and live up to the title of Councilman by responding to all of their needs and bring them to resolve, including some that have sat dormant for years. I’ve also worked hard alongside The Police and Fire Pension Board enacting updated ordinances and ensuring all language conforms with State Law. I’ve championed for reform , transparency and I will continue to bring my constituents tangible results and sponsor meaningful legislation.

I also feel that an election should never be stolen from the people. We simply can’t pick and choose when to respect the will of the people. The attachment of this issue to my name personally is simply a political smear at its best. I have ran in the last three elections on my own merit and efforts. I would only continue to do the same moving forward since it is my character and in my nature to do so. In closing, I feel that my father, John Faria, the head chairman of the City Democratic Committee has continued to fractionalize the party. While I love my father, he has alienated myself and my family once again to regain political power in City Hall. Unfortunately, politics and power have always been front and center in his life. I will always acknowledge the loving guidance that I received from my grandparents. If they were alive today, I know they would be extremely proud of our achievements. I could have easily remedied this divide between myself and my father, and this Council and the Democratic Committee (and like friends), If I simply just consented to their agendas and appointments. But with good conscience and a strong resolve, I could not sell out or allow that to stop me from my original promises to the voters, taxpayers and residents. I was elected to do the people’s business, not theirs. Joseph “Joe”Medeiros, the heart and soul of Pierce Stadium in East Providence retired at the end of April after a near three decade career. A three-year baseball player and track athlete while at East Providence High School, Medeiros attended Rhode Island College and then began a career of public service and dedication concentrated on providing city residents with a high quality of recreational activities. After being widely recognized for Joe Medeiros maintaining quality local golf course greens, etc., he was hired by the City of East Providence. Joe has maintained the 26 acre Pierce complex which houses a baseball and football stadium often considered the class of New England. The stadium also has several little league fields and recently renovated basketball, tennis courts and walking trails. During years of economic difficulty, Joe often maintained a quality complex with next to zero funding. Joe is a volunteer with many organizations. He has been a 30 year member of the Heritage Days committee, the Dolly Searle Golf Tourney, Relay For Life, Eagle Scouts, and many more. Joe’s talents have been recognized by the Pawtucket Red Sox as he has been asked to be part of their ground crew. Additionally Joe has lead an effort to maintain high school and middle school athletic fields. Joe is responsible for 4th of July fireworks and Loof Carousel events. “It’s just time for me to go,” said Joe Medeiros during 2018 little league opening day festivities. “Lots of reasons, but mostly it is time to move on. I’m certainly not as young as I used to be,” he laughed. Medeiros was honored during East Providence Central Little League ceremonies by the league. “Joe has been an invaluable member of this league and all youth leagues in East Providence,” said Chuck Michael, a league official. The league honored Medeiros with a plaque presentation and he was asked to throw out the first pitch. “Despite its long and rich history, Pierce field’s reputation as one of the best outdoor facilities in the state really took off when Joe Medeiros was hired in the early 90’s as the facility manager. It’s not only Joe’s expertise in field maintenance that has elevated Pierce to a premier venue but his friendly and accommodating style. It’s that dedication and personal service that sets Pierce Field apart from the rest of the state’s athletic complexes,” said Diane Sullivan, Director of Recreation in a recent interview about Medeiros. “I have too many memories of Pierce to name just one,” said the popular Pierce facility manager. Medeiros has been in charge of everything at the sprawling athletic complex since 1991. “When I think back about the history of Pierce Field, I think of more than local sports or football. Pierce has featured some very big events. In 1959, Harold Gomes of Providence fought and won the World Junior Lightweight boxing championship, in a national match set up in the field,” recalled Medeiros. “We have also witnessed some major soccer events through the years with world class athletes like Portugal’s Eusébio who played in a soccer game before 12,000 fans in 1980.” Medeiros went on to point out other major events through the years. There were many concerts featuring national acts like America, Three Dog Night, The Guess Who, and Bonnie Raitt to mention some. A stone memorial inside the gates commemorates the time when both Babe Ruth and Ted Williams put on separate hitting exhibitions inside Pierce. In September 1941, Ruth put on a hitting exhibition which was followed the next day by Red Sox Great Ted Williams,” continued Medeiros.

My phone hasn’t stopped ringing with field requests, etc.” “Tony will do a great job. He is the best person for the job,” offered Medeiros. As the April 14, 2018 little league opening day festivities continued, players, parents and officials made a point to stop by and congratulate Medeiros. True to his character, Medeiros remained humbled throughout the accolades. “This has been a labor of love, I will miss the families and the kids and the work I’ve done. But it is time.” Indeed, the families of East Providence owe a debt of gratitude for Townie high school hall of famer, Joe Medeiros for all he has done to enrich the recreational needs of the community.

38th Annual HeritageFest Scheduled for July 13-15, 2018 “A Townie Homecoming Weekend” Featuring 3 Days of Non-Stop Music
East Providence Heritage Days has designated July 13, 14, & 15, 2018 for the 38th Annual HeritageFest. The festival is free to the public with three days of non-stop music, food and fun for the whole family. HeritageFest is a regional destination event featuring some of the top local and regional musical acts. The festival will take place at Pierce Memorial Field, 201 Mercer St., East Providence. The festival kicks off on Friday, July 13, 2018 with East Providence’s local rap star Brendan Rush followed by KISSNATION, the nationally acclaimed Kiss tribute. KISSNATION will perform an entire 2-hour Kiss concert. Performances will follow throughout the weekend, from 3pm to 11 pm on Saturday and from 1 to 10pm on Sunday. Terry Sylvester, Rock & Roll Hall of Fame inductee and former member of The Hollies will headline Saturday, July 14 with a concert at 9pm. Saturday’s lineup also includes performances by Bard The Band, renown slide guitarist Jon Emil, 8 Track Classics with The David Tessier All-Star Stars and The Pete Silva Project. Musicians featured at HeritageFest 2018 pull from a wide range of influences, including blues, soul, bluegrass, country, jazz, pop, classic rock, Americana and more. On July 15 in collaboration with Eat Drink RI the festival will open with a “Sunday Jazz Brunch” from 1-2:30pm
with the 17-member New Providence Big Band featuring Miss Katie Kleyla followed by The School of Rock-Seekonk House Band, The Legacy Band and Show, and Whole Lotta Heart. Headlining Sunday is the regionally acclaimed Beatles tribute, the Penny Lane Band. The HeARTspot Art Center and Gallery will showcase the works of area fine artists throughout Saturday and Sunday. The Ten Mile River Watershed Council (TMRWC) will host our annual cleanup of the Ten Mile River Greenway on Saturday May 5, 2018 from 10 am to 2 pm. The TMRWC will supply trash bags and work gloves. We suggest volunteers wear clothes they don’t mind getting dirty, long pants, socks that cover your ankles, and sturdy closed-toe shoes. To do our part for the environment, the TMRWC is moving away from the use of single-use disposable plastic water bottles. While we will have a limited number of water bottles on-site, we encourage volunteers to bring their own reusable bottles filled with water. Volunteers are asked to meet at Kimberly Ann Rock Memorial Athletic Complex on Ferris Avenue in East Providence, RI. All ages are welcome. After 14 years of loving, historic restoration, members of Friends of Pomham Rocks Lighthouse are ready to celebrate the completion of that long-awaited goal with a real bang. And the public is invited to join in. On June 10th, a fun-filled day is planned at the Squantum Association in East Providence. Dignitaries will conduct a ribbon cutting ceremony on the island and take a tour of the restored lighthouse and grounds, and its newly refurbished seven-room interior. Arriving at noon, guests will be able to view the ribbon cutting via live streaming at the Squantum Association. The afternoon’s activities include a buffet lunch, a silent auction, a raffle and boat trips to the island. A special raffle will also be available to win one of three unique cruises - Pomham Rocks by Moonlight, by Sunset, and by Day. The speaking program will feature state and local dignitaries and individuals who were instrumental in the restoration. Following the speaking program, the Kentish Guards will fire a Civil War cannon to mark the start of boat trips to the Lighthouse. Save the Bay tour boats will shuttle guests back and forth all afternoon. Also throughout the afternoon, activities at Squantum will include raffles, a silent auction, lighthouse displays and merchandise, refreshments, and an opportunity to socialize amid beautiful views of the Providence River. Of special interest will be two interactive speaker stations. Keith Lescarbeau and his nephew Everett Lescarbeau of Abcore Restoration will host one station to discuss how this amazing historic restoration was carried out, and will show samples of restored objects. People in the News Dr. Heather I.H. Washington Dos Santos Earns Doctorate Dr. Heather I.H. Washington Dos Santos, daughter of Onna Moniz-John and the late Marvin B. Washington is an East Providence High School graduate from the Class of 1994. As an East Providence High School graduate with highest honors and perfect attendance for her final 6 years of school, she was a member of the National Honor Society, The Portuguese Club, The Multicultural Club and upon graduation, she was voted Most Likely to Succeed! Heather went on to attain her Bachelor of Arts Degree (B.A.) in both Elementary and Special Education in 1998 on a full academic scholarship from Providence College, and then started a successful teaching career in urban education beginning in North Carolina in 1998, where she was named Sallie Mae Teacher of The Year in 1999; going on to compete on the national level. In 2002, Heather earned a Master of Arts Degree (M.A.) in Special Education from the University of Connecticut and then continued her career in urban education in Hartford Public Schools in The State of Connecticut for 5 years prior to relocating to The State of Rhode Island.

Heather has since spent more than a decade in education in The State of Rhode Island; with ten years having been invested to date in the urban core School District of Central Falls. In her initial years in Central Falls, Heather served as an educator, Dean of Students, and as Assistant Director of Special Education. In 2013, she graduated from the Principal’s Residency Network of Rhode Island (PRN) and moved into a role as Assistant Principal, and then Principal of Calcutt Middle School in Central Falls. She has been a member of The New York City Leadership Academy Advisory Committee, The Rhode Island Association of School Principals, and is a current member of the Working Cities Challenge Steering Committee of Central Falls, Rhode Island and The Central Park Neighborhood Day Coalition of East Providence. Heather was awarded a Certificate of Advanced Graduate Studies (C.A.G.S.) from Johnson & Wales University in May of 2017, and has earned her Doctorate in Educational Leadership from Johnson & Wales University as part of the Class of 2018; graduating with Highest Distinction. East Providence Actor Robert Grady Featured in Lucky Stiff Nebbishy British shoe store clerk Harry Witherspoon’s life is going nowhere until he learns that an American uncle he’s never met has left him $6,000,000 worth of diamonds. There’s only one catch – the terms of Tony Hendon’s will require Harry to take his uncle’s corpse to Monte Carlo for a weekend Robert Grady and show him the town before collecting the inheritance. If Harry doesn’t get the job done, the diamonds will go to Uncle Tony’s favorite charity, the Universal Dog Home of Brooklyn. As if maneuvering a corpse through Monte Carlo and passing it off as his living uncle isn’t hard enough, Harry’s weekend is made more complicated by Annabel Glick of the Universal Dog Home. She’s dogging Harry’s every step to claim the diamonds if he messes up. And of course, Uncle Tony’s mistress Rita La Porta is also hounding Harry, claiming Uncle Tony promised her the diamonds, and she’s got a gun to back up her claim. Add in mistaken identities, snooty French waiters, drunken hotel maids, some singing and dancing, and you’ve got the musical farce Lucky Stiff, the Walpole Footlighters final production of their 2017-2018 season. East Providence actor Robert Grady plays the role of Luigi Guidi, a Monte Carlo local who befriends Harry and tries to help him out. This is the Auburn, MA native’s first time working with the Walpole Footlighters, but he’s been a star in community theaters all over eastern Massachusetts and Rhode Island. Robert’s previous roles include the title role in Sweeney Todd, Jean Valjean in Les Miserables, and Tevye in Fiddler on the Roof. Aside from getting to hear Robert’s operatic singing voice, he promises patrons will laugh their heads off at the craziness in Lucky Stiff. Performances of Lucky Stiff will be given at the Footlighters Playhouse, 2 Scout Road, Walpole on May 4, 5, 11, 12, 18, and 19 at 8:00 PM. There will also be matinee performances on May 6 and 20 at 2:00 PM. There is free parking at the theater. Club News & Announcements Chorus of East Providence Selected to Perform at Carnegie Hall
Members of the chorus of East Providence with director, Beth Armstrong were chosen to perform with the Kings Singers for their fiftieth anniversary reunion concert on Sunday, April 22 at Carnegie Hall by Distinguished Concerts International New York City (DCINY). Together with members of twenty two other choral groups from around the US and the world, they performed some original selections written by Bob Chilcott, a former member of the Kings Singers who also conducted this “choir of distinction “along with founding member, Simon Carrington. Dr. Jonathan Griffith, Artistic Director and Principal Conductor for DCINY stated, “The Chorus of East Providence received this invitation because of the quality and high level of musicianship demonstrated by the singers as well as the exceptional quality of their audition recording. It is quite an honor just to be invited to sing in New York. These wonderful musicians not only represent a high quality of music and education, but they also become ambassadors for the entire community. This is an event of extreme pride for everybody and deserving of the community’s recognition and support.” “Acclaimed worldwide for their virtuosity, life- affirming energy and charm, the six members of the male King’s Singers originating from Kings College in England, are in global demand. Grange Donates 396 Dictionaries
Roger Williams-Rumford Grange recently distributed 396 dictionaries to all of the third graders in the city of East Providence as part of the national “Words for Thirds” Dictionary Project. The goal of this program is to assist all students in completing the school year as good writers, active readers and creative thinkers by providing students with their own personal dictionary. The dictionaries are a gift to each student to use at school and at home for years to come. This is the fifteenth year that the third graders of East Providence have received dictionaries from the local Grange. John A. Lawson, Jr., Master and Community Service Chairman of the Grange, visited all eight elementary schools to make the presentations. Participation in the Dictionary Project is just one of the many community service projects undertaken by Roger Williams-Rumford Grange members. General Mills “Box Tops for Education” are donated to the R.I. Local residents and businesses may donate upwards of $150 apiece towards the purchase of the signs, which will be installed by the East Providence Public Works Department. The group is also adopting a large traffic island near the intersection of Forbes Street and Willett Avenue. Two prominent flower gardens will adorn the tips of the island. Over 60 perennial flowers and evergreen shrubs will be added.

The Lighthouse is a New England landmark and a symbol of East Providence’s maritime heritage.

From the State House Sen. Felag Bill to Name Veterans Home Recreation Room after Fallen RI Veteran Passes Senate
Sen. Walter S. Felag’s (D-Dist. 10, Warren, Bristol, Tiverton) legislation (2018-S 2106) to name the recreation room in the new Rhode Island Veterans Home after Army Specialist Michael Andrade passed the Senate last week. The legislation now heads to the House Committee on Veterans Affairs. “The sacrifices made by Specialist Andrade and those like him are shining examples of how to selflessly serve our country and protect our American way of life that we hold so dear,” said Senator Felag. “Anyone who now uses this recreation room will understand and value the ultimate price that is often paid when ensuring freedom and democracy for our country.” Army Specialist Michael Andrade, a National Guardsman from Bristol County, died on Sept. 24, 2003 serving during Operation Iraqi Freedom when the Humvee he was in was struck by a fuel vehicle north of Baghdad. He was also volunteer firefighter with the Bristol Fire Department. Rep. Kenneth A. Marshall (D-Dist. 68, Bristol, Warren) has sponsored the companion legislation (2018-H 7292) in the House of Representatives.
Luso-American Partnership Keeps RI-Portugal Ties Strong

Cunha I recently had the wonderful, educational and productive opportunity to join several of my fellow legislators on a good-will trip to Portugal sponsored by the Luso-American Foundation. The purpose of the trip was to keep the strong bonds between Portugal and Rhode Island healthy and vibrant, while we explored the economic, scientific, and developmental partnership that Rhode Island and Portugal have long profited from and shared. As we met with numerous Portuguese officials, including the United States Ambassador to Portugal, George Glass, we discussed several important topics that affect both the people of Portugal and Rhode Island. One topic that everyone in attendance was particularly excited about was the continuing inter-exchange of students between our state and the country of Portugal. Students from both countries are afforded invaluable life experiences by choosing to study abroad and we as a group discussed how we can not only continue this program, but also how to expand and strengthen this incredible educational opportunity for our young students. We also discussed how our respective governments can support and help our Portuguese communities on either side of the Atlantic Ocean. Portuguese people are strong and industrious, but like every community, we need support as well, and this open-line of communication with our Portuguese counterparts will serve our communities well for many generations into the future. It is no secret that Rhode Island’s Portuguese community has a rich and historical tradition and the contributions Portuguese Rhode Islanders have made to our state over generations are vital and too numerous to list. Rep. Amore Bill to Allow 17 Year Olds to Vote in Primary Elections Heard by House Committee
State House – Rep. Gregg Amore’s (D-Dist. 65, East Providence) legislation (2018-H 7526) that would allow 17 year olds to vote in primary elections as long as the individual will be 18 years old by the date of the general or special election was heard by the House Committee on Judiciary last night. “I have introduced this legislation due to my role as an educator, as I have witnessed first-hand the level of engagement and knowledge that politically active high school students can possess. These students deserve to have their voices heard in the electoral process because it is their futures that will be affected by these elections. This legislation is especially pertinent today with the country witnessing so many young people actively involving themselves in the political discussion regarding school safety. I firmly believe that if a young adult will turn 18 years old by the time of a general election, they should be able to vote in the primary election, thereby participating in the entire election cycle,” said Representative Amore. The bill was held for further study by the House Committee on Judiciary.

East Providence Democratic City Committee Endorses Aaron Regunberg for Lt. Governor
East Providence - This week, State Representative Aaron Regunberg’s campaign for Lieutenant Governor earned the endorsement of the East Providence Democratic City Committee. Local Alzheimer’s Association to Host Advocacy Day at the State Capitol
(Providence, RI), April, 2018 - Alongside advocates, the Alzheimer’s Association, Rhode Island Chapter will host an Advocacy Day at the state capitol on Tuesday, May 8, 2018, to discuss Alzheimer’s disease and its impact on Rhode Island. According to the Alzheimer’s Association 2017 Alzheimer’s Disease Facts & Figures report, there are 23,000 people living with Alzheimer’s and 53,000 Alzheimer’s caregivers in Rhode Island. The Alzheimer’s Association Advocacy Day will provide opportunities for advocates to meet face-to-face with their state elected officials. Advocates will share their personal stories of how Alzheimer’s has impacted their lives with state policymakers. Advocates will also have a chance to hear and update on Rhode Island’s State Plan to address Alzheimer’s disease from Lieutenant Governor Daniel McKee. “Our federal legislators are increasingly making research, care and support for Alzheimer’s disease a priority; from the development of the National Alzheimer’s Plan in 2012 to the passage of a $400 million increase in research funding through the passage of the 2017 federal budget,” said Donna McGowan, Executive Director of the Alzheimer’s Association, Rhode Island Chapter. “We are confident our state legislators will see the significance of maintaining and improving fundamental services for our most vulnerable population in Rhode Island as well. State Advocacy Days are critical opportunities for individuals and families to share their stories of how this disease affects them. These personal testimonies allow law makers to see firsthand the need for ongoing supports and services in Rhode Island.” In addition to the human toll of the disease, care for Alzheimer’s - the country’s most expensive condition - costs the nation $259 billion in 2017 with projections to reach $1.1 trillion by 2050. Smithfield, R.I. (April 2, 2018) – Birders throughout New England are eagerly pulling out their binoculars, hitting the trails and keeping daily records of what birds they spot. Why all the excitement? This is peak time for spring migration in New England and those brightly colored Yellow Warblers, Baltimore Orioles, Scarlet Tanagers, Rose-breasted Grosbeaks and other avian beauties are arriving daily. North America has over 650 species of breeding birds and more than half migrate each year. That’s a lot of birds!

Why do birds migrate?
Migrating birds are primarily looking for food and nesting locations. In spring, birds that nest in the Northern Hemisphere tend to migrate north for the abundance of emerging insects, budding plants, seeds and the availability of nesting habitat. As the populations of insects and other food sources drops off in the fall, many species turn around and move south again. Although many believe that cold temperatures are what drive the birds to migrate, more often they are in need of food sources. If you only eat bugs, New England is not the place to be in December! Here in Rhode Island, not only are we welcoming many migrating birds this time of year, but we are also watching others depart for their far northern nesting habitats, such as Harlequin Ducks, Common Goldeneyes, Bufflehead and Snowy Owls. By Bob Rodericks Although no longer a city councilwoman, Tracy Capobianco continues her effort to keep the annual Memorial Day parade route in Riverside festooned with American flags. After a family trip through Agawam, Massachusetts, the rural patriotic New England town, she crafted the idea to mirror Main Street in Agawam which was lined with flags. “It looked fabulous and I thought it would look terrific in East Providence,” Capobianco said back in 2014. “I met with folks at a Riverside Renaissance movement meeting. We had discussed sprucing up the square and I shared my idea of flags with them in hopes we could put them in Riverside Square.” Her patriotic notion was well received and American flags began popping up all over Riverside. The tradition continues today. Capobianco credits others with helping and in particular, resident and city employee Jim Miller. This year Capobianco and Miller met and were glad that donated flags from last year remain in good shape. “I’m glad that the donations last year allowed us to purchase high quality flags and we won’t have to raise funds this year. It’s a go, we’re ready,” she said. Capobianco wants to remind everyone to put up their own home flags in conjunction with the Memorial Day season. Miller donates his time to attach the donated American flags on poles along the parade route and the idea has spread a bit throughout the city as more American flags are visible from Riverside through Rumford. “I’m just glad that this tradition can continue. I think it adds pomp and circumstance to the annual parade. Thanks to all who take part,” she added. The parade generally steps off from the grounds of the closed Oldham School on Bullocks Point and continues to Turner Avenue to Willett Avenue ending at the American Legion Post.

The 2018 East Providence Recreation Department Summer Day Camp for East Providence youth ages 6-12 (age as of September 1, 2018) runs from June 25 – August 3 at Pierce Field playground, 201 Mercer St. East Providence, RI 02914 Recreation Counselors will lead children through a fun-filled day of camp activities that include sports, arts & crafts, special events and much more! Hennessey Scholar Camp 2nd Annual Spring Carnival
On Saturday June 2, Hennessey Scholar Camp will be holding their second annual Spring Carnival. All proceeds will benefit the Hennessey Scholar Camp, a before and after school program run by the East Providence Boys & Girls club. The fun-filled carnival will feature seven booths with a variety of games for prizes including ring toss, mystery box, basket toss, carnival can baseball toss, mini-golf challenge, water gun shoot out, aquarium penny drop, and plinko. In addition there will be raffles, cake walks, student performances, face painting, pie-in-the-face booth, balloon animals, hot dogs and hamburgers, cotton candy and a dunking tank. Silent auction prizes include autographed sports items; bed & breakfast stays; condo stay in Hilton Head, South Carolina; free week of School of Rock Summer Camp; hosting a chef for a day; restaurant gift certificates, and so much more. Hennessey School Scholar Camp began in the fall of 2014 and currently enrolls over 180 Agnes B. Hennessey School students – well over half the school’s population. From homework help to music lessons, science club to Lego Robotics, students have an opportunity to learn and grow into productive, responsible, caring citizens. Proceeds from the fundraiser will help keep this program affordable for Agnes B Hennessey School students next year. The event will run from 1 PM to 4 PM at Agnes B. The East Providence Career and Technical Center serves students from East Providence, Barrington, and Bristol/Warren. In addition, students from outside the region are eligible to apply to the EPCTC if their program of choice is not offered at their regional career and technical center. The East Providence Career & Technical Center at East Providence High School has recently received several accolades for student performance. On April 6th, members of the NSMH (National Society of Minorities in Hospitality) organization from Johnson & Wales University met with a Cosmetology and Graphics juniors. The focus of the presentation was resume and interviewing skills. Students took part in mini-workshops where they practiced asking and answering common interview questions. The students were able to receive feedback regarding how they answered the interview questions and what they could say to better represent themselves in an interview. continued on next page...

On Wednesday, March 28th the 42nd Annual SkillsUSA Rhode Island Awards and Recognition Ceremony took place at the Veterans Memorial Auditorium in Providence. East Providence students that competed in various state competitions were present in large numbers. “East Providence had a wonderful turnout,” said automotive instructor Joseph Barroso. “Kyle Andrade made East Providence proud as our 2017-2018 State Officer,” added Barroso. Among the school accomplishments were: Ethan Lopes, who was awarded the Gold Medal in Automotive Service Technology. Ethan Lopes will be representing Rhode Island in the Automotive Service Technology Competition at the SkillsUSA National Competition in Louisville, Kentucky in June. Silver Medal in Job Interview went to Christopher Concepción and the Silver Medal in Customer Service was won by Justin Wood. The Bronze Medal in Architectural Drafting went to Shawn
Couto, a Bronze Medal in Crime Scene Investigation went to the team of Kristy Sittinger, Kianna Hepburn & Thalia Pinto. Also winning a Bronze Medal in Photography was Lilliana Cornier. “Earlier in the school year, for the first time ever, the East Providence Career and Technical Center brought competitors to the RI ProStart Invitational. Chef Bill Walker coached two teams from the EPCTC in the ProStart Management competition against 7 other teams from CTCs across the state,” said school Director/ Principal Karen Mellen. The Krazy Kabob team planned, practiced and prepared for three and a half months for the competition. All of their hard work paid off, as they left the competition in the dust and brought home the Gold Medal and qualified to compete in the National Competition. The Krazy Kabob team Members are Sidney Robertson, Luana Rodrigues, Nayelle Viera & Shelby Wilkerson. “The Global Grill team was short-handed due to illness and made our school proud by competing hard and showing great attitude and Townie Pride throughout. Ian Ferriera & Kyle Xavier fell just short of a victory but earned the respect and admiration of the judges as well as their peers.”

On March 9th and 10th, the St. Mary Academy - Bay View Acting and Improvisation Troupe proudly presented “Korczak’s Children” to a crowd of over 600 people inside of Mercy Hall Auditorium. Directed by Bay View Alumna Nancy Peters ‘04, The Acting & Improv Troupe is comprised of 35 girls in grades 6-12. The cast captivated audiences with their dramatic re-telling of this true story about an orphanage in Poland during the Holocaust that, under the loving leadership of Dr. Janusz Korczak, kept hope and love alive even in the face of despair.

JMW to Perform ‘Seussical: the Musical’
This May, students at the Jacqueline M. Walsh School for the Arts will take the stage to perform “Seussical: the Musical,” a show that incorporates Dr. Seuss literature, music and dance. May 11 through May 13, students will perform at the school’s campus, located at 350 Division St., and for the second major musical production at JMW. The cast, which includes more than 25 students, a tech crew and orchestra group, is directed by Miriam Scheff, an individual experienced in both musical theater and choreography, Patrick Dow, musical educator at Francis J. Varieur Elementary and Cassandra Menard, who serves as the student stage manager for the production. Dow, Menard and Scheff previously led the production team for JMW’s first musical performance, “Beauty and the Beast.” The student performance, which incorporates music by Stephen Flaherty, lyrics by Lynn Aherns and a book by the two artists, includes “The Cat in the Hat” main character, played by Elimelec Aponte, “Horton” the elephant from “Horton Hears a Who,” played by Zachary Garcia, and characters Jojo, played by Sophia Lemoie, Mazie, played by Cassandra Cutelo and Gertrude, played by Alyssa Forget. Ricardo Pimentel, director of JMW, said, “This is a perfect musical for theatergoers of all ages and for family entertainment ...These characters come to life right out the pages of Dr. Seuss that we all grew up to love.” He said, “Songs are catchy and will leave you humming the tunes for weeks.” He said he aims to host an annual musical at the school, as well as create a musical pathway for students passionate about musical theater. “What started as an after school extracurricular activity has blossomed into an artistic form that students were longing for,” Pimentel said. “The focus of a project like this is that it is student-centered, and students learn through workshops and hands-on experiences,” he continued.
Scheff, along with Christopher Kane, visual arts teacher at JMW, Leigh Murphy, English Language Arts teacher at JMW and Adam Ramsey, lighting and audio technician with Advanced Production Design, have led workshops in set and prop design, costume plotting and audio and lighting. The show on Friday, May 11, begins at 7 p.m., and the shows on Saturday, May 12 and Sunday, May 13, begin at 1 p.m. Regular admission tickets are $10, and students and seniors can purchase tickets for $8. Project Playground for Whiteknact School
By Bob Rodericks The Whiteknact School community held a pasta dinner and fundraiser in April to raise money to build a playground for the school. The school is the last one in East Providence without a school playground. “We just want to thank all who donated, baked, supported and donated their time for our Fundraiser “Operation Whiteknact Playground”, said Principal Teresa Gingrave. The school volunteers raised a little over $14,000.00. “Thank you to the community for your support,” said PTA President Josh Pereira. Hundreds of supporters dined on a home cooked pasta dinner and took chances on many donated raffle items as well as a silent auction. “With the generous donation and support from the school committee we are a third of the way to our goal,” added one of the event organizers, school secretary Susan Allienello. “We are still accepting donations. Please contact the school 435-7828 for more information,” Allienello added. The effort received widespread support from the community. City council and school committee members attended as well as supporters from other schools in the city. “It is an example of how we best serve our families and show our Townie Pride,” said Principal Gingrave. “We want to sincerely thank the many sponsors who donated to this cause. The Builders Club sent flyers home and set up collection boxes in each homeroom to create a friendly competition between the classes. They promoted the cause with posters and announcements stressing that efforts in collecting spare change will change the lives of children who have blood Pennies for Patients Collection Box cancers. Many of the teachers motivated the kids in their homerooms to bring in change. The top three collectors were 6th grade teacher Mrs. Jessica Downing in 3rd place with $183, 7th grade teacher Mr. Matthew Mare in second with $197, and finally 6th grade teacher Mr. Neil Knowlton-Randall in first place with an astounding total of $266! The Builders Club is thankful and appreciative of all of the support they received from friends, family, and the local community! “No act of kindness, no matter how small is ever wasted.” ~Aesop

Townies bop Toll Gate 21-0 in a shortened game on Saturday April 7th. at Warwick. The Townies Emma DaSilva drove in four runs including a homerun. Rebecca Landry chipped in three hits and two RBI’s. EP scored 8 runs in the first inning and then crossed the plate eleven times in the third inning. The game was called after five innings. The Townies amassed 20 hits in five innings. EP defeated Bay View 2-0 in an April game which saw Tanya Cooper and Taylor Babcock pitch well for the Townies. Ep scored when Sadie Patterson got a double and came home after Tanya Cooper bunted and was hit by a fielder thrown ball on her way to first base. The Townies shutout Tolman in a 10-0 win with Taylor Babcock going 2 for 3 including a home run. Emma DaSilva also hit a homer for the Townies win. The Townies Cooper pitched a great game allowing only one hit. However EP ran into an explosive Chariho team in an 11-2 loss. The Townies only runs came on home run blasts. Amaya Dacier hit one out of the park in the fifth and team mate Alyssa Guarino blasted one out in the 6th inning. EP scored a one run win in a 14-13 game against Coventry. In a strange offensive game, Coventry scored 5 runs in the first inning only to see EP come back to grab the lead with 9 runs in the 4th inning. going into the game’s 7th inning, EP led Coventry 14-5.
The Oakers crossed home plate 8 times in the 7th inning giving the townies a scare but EP held on for the win. EP was outhit 16-13. “It certainly was a wild one but our team never gave up and we did get timely hitting from Emma DaSilva, Tanya Cooper and Taylor Babcock,” said veteran Townie coach Rob Traverse. The Lady Townies are 4-1 at press time with games scheduled against Cranston East and Cranston West at the end of April.
EPHS Baseball
The Townies varsity baseball team started the season with a bang by defeating Toll Gate High 9-2 on Thursday, April 5th. The Townies Julian Reis had two hits and drove in four runs. Toll Gate jumped out to a 1-0 lead in the second inning but EP tied the game in its half of the second on a Clayton Cook RBI. The Townies widened the gap with another run in the fourth and four more in the sixth inning, with Reis, Alvin Cajigas, and Keegan Seagrave each knocking in runs for EP. The Townies Ben Sears pitched into the sixth inning. Sears was impressive with eleven strikouts while giving up just four hits. Seth Daly pitched one inning of relief to help cement the Townies win. “It was a great start to our season,” said Townie coach Bobby Rodericks. “We hit the ball well with 12 hits. Ben (Sears) not only pitched well but had three hits himself,” added the Townie coach. The Townies will host Moses Brown at Pierce Stadium on Friday, April 13th. Next the Townies defeated Pilgrim High 6-1. Seth Daly doubled with two strikes on him and knocked in the Townies first run. He would go 2 for 4 at the plate for EP. Daly also pitched 7 innings allowing only one hit and one run for the victory. Daly also struck out 11 batters while giving up just one walk. The Townies played errorless ball. Although Ben Sears pitched a great game, the Townies lost a 1-0 game to Moses Brown. Sears recorded 24 outs for EP but Moses Brown scored what would be the winning run in the 8th inning on a ground ball error in the infield. “Sears was great on the mound for us,” said EP coach Bobby Rodericks. “Ben had a no hitter through five and struck out 12 for us.” Zach Fanara went 2 for 3 for the Townies in the tough loss. Next EP got wins over Middletown 5-2, Lincoln 8-3 and South Kingstown 3-1. The Townies lost a 3-1 game to North Providence despite outhitting their opponent 4-3. Seth Daly pitched well striking out 9 and Ben Sears went 2-3 on the day. EP was scheduled to play North Kingstown and Hendricken to round out the month. Bay View softball rallied against Bishop Feehan in a March 31st game but fell just short in an 8-7 loss. Bay View scored three runs in the 7th and last inning but ran out of time. Bay View out hit Bishop Feehan eleven to ten in the game. On Saturday, April 7th, Bay View won an Injury fund contest, 7-1. In an April 9th game, Bay View shut out Lincoln 19-0 as Madison Castigliego had a grand slam, and Kendall Duprey slugged three hits. Bay View had 15 hits to just 1 hit for Lincoln. Bay View scored 8 runs in the first inning. Bay View lost a 1-0 game to East Providence and a 12-0 loss to Moses Brown. The Bengals bested North Kingstown 8-4 with two hits by Katrina Kazen and also two hits from Katie Heenan. In a late April game Bay View was thumped 23-11 by North Providence.

Bay View Unified Plunge Team Successfully Raises $1,335 in Salty Brine Beach in Galilee, RI. The event was part of the 6th Annual Unified Champion Schools Plunge which is open to middle and high schools throughout the state of Rhode Island. The Bay View Plunge team comprised of senior Anna Beaulieu (Warwick), juniors Casey David (Rehoboth), Isabelle Ae Jee Booth (Rumford), Hannah Nadeau (Rehoboth), and sophomore Grace Pelletier (Warwick). Of the total amount of money raised by Bay View, 50% will go towards our unified sports program, and 50% will go to Special Olympics Rhode Island.

EPYSA Finishes 2nd after OT Penalty Kick
The U14 Boys coached by Bob DaSilva, Chris Kudarauskas, and Scott Peters culminated their indoor season today with exciting playoff performances. They finished 2nd to a tough Noreaster team in a final game that ended 0-0 after two halves and extra time. “The decision came down to penalty kicks in a great game,” said coach Bob DaSilva. “Our boys fell short on one of the kicks but it was a great season. In the end they are all champions to us.” The East Providence Youth Soccer Association was founded in 2016 to offer the children of East Providence and surrounding communities the opportunity to participate in a soccer program where youth development will be a priority.

The Dighton-Rehoboth boys volleyball is in its 1st varsity season since about 2003. Their program is being built by former Townie volleyball coach and current East Providence High teacher, Keith Martinous. “We play in the South Alliance conference, which consists of DR, Greater New Bedford Vocational Technical, North Quincy, Quincy, Taunton, and Barnstable. In addition we also play the Big 3 conference (Durfee, New Bedford and Brockton),” said Martinous. “It is getting back to popularity in the Rehoboth area,” he added. Martinous was a successful volleyball coach in East Providence. Martinous and his current Assistant Coach Ron Enos, helped to start the volleyball program while students at East Providence HIgh School. Martinous and Enos now live in Rehoboth, Massachusetts. “Ron was the starting setter our senior year at EP and I was a middle hitter. Now our sons (both juniors) are part of the group that has brought back boys volleyball to Dighton-Rehoboth. My son is the starting setter and Ron’s son is one of the starting outside hitters,” explained Martinous. This year’s DR team consists of 15 players (5 players who are just varsity, 5 swing players, and 5 JV). The team is made up of athletes from both towns, Dighton and Rehoboth. “Team captains are Nolan Martinous and Matt Herman. The starting varsity players are juniors: Setter #8 Nolan Martinous , #17 Outside hitter Jake Enos, #15 outside hitter Colin Gleason, #12 opposite Jared Correia, #4 middle hitter Max Kimber, #3 middle hitter Savion Bellamy, and #23 libero Matt Herman. The remaining varsity members are junior setter #2 Ben Herman, sophomore middle hitter #11 Aidan Botelho, and sophomore outside #5 Evan Gleason,” said the coach in naming his squad. The revitalized DR boys volleyball team has been building excitement in the two Massachusetts towns. Martinous and Enos bring a wealth of playing and coaching experience to the DR team. In addition to his DR coaching duties, Martinous is the current Bryant University Women’s Assistant coach. From 2002-2016 he was the EP boys volleyball head coach. Martinous’ East Providence team won the Division 1 State Championship in 2008. He was named the Rhode Island Division 1 Coach of the Year in 2007, 2008 and 2009. His Townie teams made the Division 1 playoffs in 12 of his 14 years and EP had over 100 wins. “I’m proud of my Townie experience and it certainly helps me now at DR,” said Martinous. He was also an assistant coach for the EP Division 1 State Champions in 2000 and 2001. From 1999-2003 he was the EP girls assistant coach for the Division 1 State Champion Townies of 2000, 2002 and 2003. Martinous also excelled as a player being named RI All-State in 1989 & 1990 for EP. He was the 1992 Roger Williams College Rookie of the Year and in 1992 ranked 9th in blocks per set in NCAA Men’s Volleyball.

That said, combining two households can take considerable planning and preparation, especially if both parties own troves of treasured possessions. As you are getting ready to make the transition into a single house or apartment, consider how the following suggestions may make your move easier.
* Pare down possessions. After unwrapping your wedding gifts, take an objective look at your collective furniture, household goods, clothing and other items. Where do you see duplicates? Whose décor are you more likely to use? Are those old clothes you’ve had since high school really worth keeping? Now is the time to be generous in donating unneeded items to a local charity (or selling them on Craigslist). * Nix the shopping blitz. Although those wedding checks and gift cards are burning a hole in your pocket, postpone your purchases until after you move so you don’t end up needlessly hauling them to your next locale. * DIY on the moving. Rather than shelling out a small fortune hiring a moving company, simply rent a truck that you can drive without a commercial license. As a rule of thumb, seek 150 cubic feet of space for the furnishings of each room in your present house; that means a 12- or 16-foot Penske rental truck should accommodate the contents of a small apartment or condo. Remember to reserve your truck at least two weeks ahead, and ask for the discounts provided to AAA members and military personnel. * Invest in packing supplies. This is not the time to skimp by using flimsy containers, newspapers and cheap tape to pack up your treasured belongings. Save yourself time and frustration later by picking up sturdy boxes, labels, tape and bubble wrap from your truck rental store so you can ensure everything arrives at its destination safe, unbroken and easy to unpack. * Party on. Inviting friends and family to help you with your move can be a win-win for all; many hands make light work when it comes to loading and unloading your truck, and you can offer incentives by springing for pizza and beverages at your new home afterward. * Learn how to load. Apply logistical strategy to filling up your moving truck, perhaps by following the guidelines offered by Penske’s Truck Wizard. In general, heavier items should go in the back of the truck, with lighter items in front and on top. * Practice makes perfect. Driving a moving truck isn’t difficult, but it’s definitely different from driving a car or pick-up. Take time to familiarize yourself with those differences; for example, you must use your mirrors to navigate turns, you should avoid sudden stops or lane changes and give yourself extra time. East Providence Senior Center Happy 20th Anniversary East Providence Senior Center
Many of you have been on this journey with me for many years now. It is because of you that we have grown to heights that no one imagined back in 1998. From a membership of 310 mature adults to now over 2,000. The first combined newsletter was published, June & July, 1998. We offered Light Aerobics, Tai Chi, Line Dance, and Chair Dance. I really don’t remember what Chair Dance was, if anyone remembers let me know. Socially we had bingo (of course) cribbage and a daily meal. My message in the first newsletter was “our objective was to develop programs and activities that will make your time spent at the center enjoyable.” I also mentioned the new center was a work in progress so we would all learn together.” Because of your input, patience and understanding we have achieved these goals. Over the years we have not done everything right but we have listened and learned. We found the facility too small and worked on expanding with a new addition. We also attempted to achieve what the needs of our more mature seniors are and hopefully adapted to the changing needs and times. Our offerings now are light years away from those early days and we are still learning and adapting to changing times. There is an old saying “if you build it they will come.” You have and for that I am thankful and certainly proud of what we have accomplished. Together everyone achieves more. May the next twenty years be as enjoyable as the first 20 years!
“Engage as We Age: The New Mantra for Older Adults" by Jacquelyn James, PHD
For many years, popular thinking about older adults has centered on this simple mantra. The most important thing retired adults can do, the thinking goes, is find ways to stay involved. Don’t just sit there—do something! Perhaps this is in response to a time when later life was seen as a time of complete leisure or a time with little role definition, or few obligations to others. But is keeping busy enough? Perhaps not. Recent observations at the Sloan Center on Aging and Work indicate that this focus on activity and involvement may be misguided. Activity is important, and certainly an improvement over the idea of retirement as a time to “sit on the porch,” but it’s not everything. For today’s generation of retirees, involvement is just the beginning. Increasingly, older adults are living and working in a way that demands a new mantra: it’s not just about staying involved as we age, but staying engaged. Most crucially, the study shows that this high level of engagement is directly linked to overall well-being among older adults. Those who reported being highly engaged in one of these activities also had significantly higher well-being scores than those who were relatively unengaged. Notably, those who reported being merely involved, but not engaged in these activities, had well-being scores no higher than those who were uninvolved. Involvement, it seems, is not the key to mental health in later life; engagement is. This difference was widest in the 65-and-older age group, suggesting that the quality of one’s experience with paid work, caregiving, education and volunteering may be particularly consequential for the well-being of older adults.

Using the array of machines, equipment and accessories, members 55 years and up will be able to maintain and and improve their physical fitness levels while enhancing their quality of life.

The Stroke Club meets on the first Wednesday of each month and provides entertainment, education, support, socialization, refreshments, and transportation for stroke survivors and their caregivers.
Registered Dieticians, Ann Marie Sabula and Mary Proietta are available for appointments in the health office. They will counsel you, in private about your personal needs and insurance covers these visits. They are also certified diabetes educators. East Bay Foster Grandparent Program
The East Bay Foster Grandparent Program is actively recruiting community members 55 years of age or older to serve as volunteer Foster Grandparents in their communities. The heart of the program is the one-on-one daily attention that FGP’s provide. This special relationship helps young people grow, gain confidence and become more productive caring members of society. Foster Grandparents assist in schools, Head Start sites, YMCAs and local libraries throughout the East Bay. Foster Grandparents receive a tax free stipend which will not affect any federal, state or local benefit or entitlement. Tax free stipend amounts range from $210.00 - $420.00 per month. Foster Grandparents also receive a transportation allowance, meals during service, paid holidays and accident and liability insurance while serving. The mission of the program is to support positive outcomes for children by providing volunteer opportunities to income eligible individuals. Scams Related to the Issuance of the New Medicare Card
The Rhode Island Senior Medicare Patrol received two calls regarding scams related to the issuance of the new Medicare card. Both complainants said they were contacted by telephone and the caller asked for their Medicare number, saying this information was needed in order for the beneficiaries to receive their new Medicare card. Scammers are trying to capitalize upon the issuance of new cards and take advantage of Rhode Island's older adults.

Cast from The Rumford Towers Variety Show 4-22-2018 Rumford, R.I. – On Sunday, April 22, 2018, The Rumford Towers Variety Show was put on by the Rumford Towers Residents Association with members of the Association participating. They began practicing for this in May of 2017 and have enjoyed the fun in the planning and rehearsing for it. It is truly amazing the talents that were found within our Towers. There were 20 different acts ranging from singing, dancing, skits and piano playing. A previous Talent show was held in 1999 and four residents from that show were here to perform again. Rumford Towers Residents Association is a residential community of elderly and disabled adults located on Newman Avenue in Rumford, RI.

Dear Dave, I bring home $4,100 a month in military disability pay and Social Security combined. My wife brings home an additional $2,000 each month. Should we base our emergency fund level on her income only, since mine is guaranteed? —Lewis Dear Lewis, Your emergency fund shouldn’t be based on income. I recommend folks have three to six months of household expenses set aside in an emergency fund. What would it take to operate your household for that length of time if one or both of your incomes disappeared? I don’t anticipate your income stopping, Lewis. But income loss isn’t the only thing you’re guarding against with an emergency fund. You’re also guarding against things like an illness in the family, if the transmission in the car goes out, or your home’s heating and cooling unit needs to be replaced. There are many more crises that can come upon a family other than a loss of income. I don’t mind if you two lean toward the three-month side of expenses, since your income is pretty stable. But always remember, an emergency fund should contain three to six months of expenses, not income. Thank you for your service, sir. —Dave

Explain that you made a big mistake, and just be honest about why you can’t provide the laptops. If you make $200,000 a year, but you’ve just been incredibly silly and lazy with your money, you should buy the laptops and then get serious about growing up and getting control of your finances. Don’t make promises, financial or otherwise, you can’t keep. I know this is a tough, embarrassing situation, but it’s what I would do if I were in your shoes. —Dave

What Happens to the Debt?
Dear Dave, I’ve started your personal finance course in high school, so I’m asking this for the entire class. What happens to your debt if you pass away with no relatives or heirs to take responsibility for what you owed? —Elizabeth Dear Elizabeth, In many cases it simply does not get paid. Relatives or heirs of the deceased are not responsible for a friend or family member’s debt, except in cases where they have been a co-signer on that debt. Let’s say someone’s parents died, and at the time of their death they had $100,000 in debt in their names only. The only way that debt will be paid is if they owned enough stuff — if they had enough in the way of assets — to pay the debt. If they owned a $200,000 home, the house would have to be sold in order to pay the debts. Their estate would be the only thing standing good for the debt. If they owned nothing, and had no co-signers on any of the debt, the creditor would not get paid. The bank lost that money. Elizabeth, I hope that helped. Since April 19, the Weaver Library has been incubating a clutch of Dominique and Rhode Island Red eggs in the Children’s Room. Around May 9-10, the eggs will hatch at the library. We will keep the chicks in a coop in the Children’s Room for about a week and then return them to the farm. Children and adults are welcome to visit the chicks while they are at the Weaver Library. As part of their service learning curriculum, Gordon School 8th graders will be providing the following programs for preschoolers at all East Providence Libraries during the month of May:

Todd McLeish traveled the Pacific Coast from California to Alaska to track the status, health, habits, personality, and viability of sea otters—the appealing species unique to the Pacific coastline that was hunted to near extinction in the 18th and 19th centuries. Learn how these adorable, furry marine mammals—often seen floating on their backs holding hands—reveal the health of the coastal ecosystem. Books will be available for sale and signing.
