Inside This Issue Business Directory......................68 Church News..............................26 Classifieds...............................67 Christmas arrived early to our home, as eight great helpful Seekonk High School students and Lacrosse coach, Zach Giorgis appeared, rakes, barrels, tarps, leaf blowers in hand, they had all volunteered their beautiful Saturday morning to assist two Seekonk Senior residents in the clean-up of our leaf laden property. This was a fledgling volunteer program organized by Seekonk High School Assistant Principal, Matthew Bosh, who coordinated the process with Seekonk Veterans Agent, James LaFlame. Over two dozen student volunteers and several teachers, along with Mr. Bosh, offered their services to five homes in town. We were fortunate recipients of their generosity of time and energy, it felt like we won the lottery! Kudos to the Seekonk School Department for allowing this volunteer program, much appreciated! Robots are Watching So, I’m in the Wampanoag Mall Stop&Shop the other day, and I’m walking around, looking for a leash for my son’s dog and some treats for same. Minding my business, as they say. I get to that aisle in the middle of the store, which seems to be a little wider than the others. And there, I behold what for me is still a strange sight. You have to help me set the scene here: A guy is stocking shelves. Another guy is sort of doing the same thing, and nearby, a robot about the length and width of four vertical 4x4’s bundled together is videoing them. Let’s call him Borb. Borb doesn’t seem to mean any harm to anyone. Please. Just go on with your work. This is my second time of seeing Borb in action. The first time was maybe three weeks prior to this sighting. At that more distant point in time, I promised myself that I’d bring a camera, and, by luck and happenstance, I had one and took it out. As I’m photographing, I feel as if I have blundered on Stop & Shop Robot a hornet’s nest. All three turn around and look at me as if I’ve violated the integrity of their space. After all, what business of mine is it if “we” have a robot in our midst? He doesn’t eat much. Don’t make trouble. True. But, then again, “he” isn’t a he at all. Are you Borb? Borb is a camera on a moving platform, connected to some probably bored person, whose job it is to monitor it. And it is taking pictures, just like me. In this context, I am the intruder. And, this is the new American Way!! (Trumpet fanfare, please.) We want robots watching us. We want robots monitoring our trips down Forbes Street or Blackstone Boulevard. We want robots and their owners to be in the private sector and to have contracts with the city that will be honored, in order, the next time hard days come. Line up. Line up, please. It’s as simple as Borb’s your uncle. Arnie McConnell

Exciting News . . . We are moving from 148 Peck Street to our New Town Hall at 340 Anawan Street, which is the brick building located next to the Police, Fire and Ambulance stations on Route 118 and across from Highway and the large salt shed. The move is tentatively scheduled for the week between Christmas and New Year’s Eve (December 27-31, 2021). As a result, the Board of Selectmen will be closing Town Offices to the public the last week of December so we can move all offices into the new Town Hall. We will reopen on Tuesday, January 4th at 340 Anawan Street (Route 118). No town business will be conducted at Town Hall during the week of December 27-31. Please plan accordingly and thank you for your understanding during our move to our new Town Hall.

Annual Town Census
Our Annual Town Census Forms for year 2022 will be mailed to all households in Rehoboth during the last week of December/first week of January. The Board of Registrars is required to conduct an annual listing of residents as of the first of January each year. In addition to the name, address, telephone number, date of birth, occupation, veteran status, and number of dogs, the form includes a section for school information required by the school department. Please Note: a section for e-mail addresses and cell phone numbers is included on your 2022 Town Census form. If you no longer have a home phone and use a cell phone, please let us know your new number so we can update our records. Please also provide your e-mail address ~ thank you. As a reminder, failure to return the completed Town Census form may result in voters being placed on an “inactive” voting list or being removed from the voting list. Please do not let this happen to you; please return your census as soon as you receive it in January. Simply review the pre-printed Census Form, make corrections, sign it, and return it no later than January 31st. You may choose to return the Census Form via the U.S. Postal Service, or utilize the Census drop box at Town Hall. Additionally, you may scan your signed and completed census forms and email them to us at TownClerk@ RehobothMA.GOV. This year we will also be reestablishing the Census drop boxes around town now that the COVID-19 State of Emergency has been lifted. Look for a census box at the new Town Hall, Francis Farm COA Senior Center (when opened), Blanding Library and the Bristol Savings Bank lobby. The Clerk’s Office is looking forward to hearing from you in January. Continued on page 10...

10 The Reporter December 2021 PLEASE NOTE: This year’s census form will come with a return mailing envelope to the Clerk’s Office at 148 Peck Street. To save the Town of Rehoboth money, we had a surplus of return envelopes and large white mailing envelopes with the 148 Peck Street address preprinted. As a result, we chose to use the old stock envelopes, which will be forwarded to the new Town Hall at 340 Anawan Street. The census form itself will have both addresses this year as we were unsure of our “move date” when the documents went to print. New residents may receive blank forms, which they are asked to complete and return. If you do not receive a Census Form, please contact the Town Clerk’s Office 508-252-6502 X-3112, X-3109 or X-3110. Blank Census forms are also available on the town website @ http://www.town.rehoboth.ma.us/town-clerk/pages/censusinformation

For your information, results of the Town Census are used to prove residency for a variety of reasons. The data is also used for state college entrance applications, veterans’ benefits, amending and establishing birth records, locating missing persons, establishing precinct lines, predicting future school enrollment, state and federal funding to the town, police and fire protection, updating the voting list, and other legal purposes. Please return your town census as soon as possible, but no later than January 31, 2022 ~ thank you. For the convenience of dog owners, we will again include with the 2022 Census, an application for the 2022 Dog License(s). This gives dog owners the opportunity to license their dogs well before the annual April 1st due date should they want to license their dogs early. Dog license applications must be accompanied by a current rabies certificate (with a vaccination date of May 1, 2022 or later) and proof of spay or neuter, unless we already have it on file in the Clerk’s Office (if applying for the $10 licensing fee). If you are unsure, please give the office a call and we can let you know what we have in our database. Dog owners should note that the license(s) will not be returned unless a stamped, self-addressed envelope is included (the current postage will be printed on the dog license application). For your information, we are hopeful that we will be able to hold our Annual Rabies Vaccination Clinic again this year; however, we are awaiting direction from the State and local veterinarians to see when and where the rabies vaccination clinic can be conducted. For scheduling purposes, we hope the Rabies Clinic date will be Saturday, March 12th, 2022; however, that is dependent on the current pandemic situation and veterinarian availability. We will let you know once the date, location and time is set. Details will hopefully be printed in the 2022 Town Census mailer. If not, we will send out a mailer to all registered dog owners informing them of the 2022 Rabies Clinic date and location once determined. Reminder, all residents 70-years old or over do not need to pay the $10 or $20 yearly dog licensing fee. As I’m sure you remember, I submitted an article at the May 8, 2017 Annual Town Meeting (Article 15) requesting Town Meeting vote to accept MGL CHAPTER 140 SECTION 139(c), which states “No fee shall be charged for a license issued under this section for a service animal as defined by the Americans with Disabilities Act or regulations promulgated thereunder. No fee shall be charged for a license for a dog owned by a person aged 70 years or over in a city or town that accepts this provision”. Town meeting did approve the acceptance of MGL Chapter 140 Section 139 (c), which permits the Town Clerk’s Office to waive dog licensing fees for service animals and for dogs owned by any Rehoboth resident 70 years of age and older. Proof of rabies vaccinations for each dog and proof of the dog owner’s age (70 or older) is required. As per Town Counsel, this does not include Kennel Fees. If you are returning your dog tag application, as well as your census forms, residents are asked to return their completed forms via mail, e-mail, drop off in census bins around town or place their form in the Town Hall drop box at 148 Peck Street (soon to be 340 Anawan Street). PLEASE NOTE: In 2022, we are moving our dog licensing program to an online database program, similar to the Building Permitting process, which can be accessed from the comfort of your home computer, tablet or smartphone. Complete details of the Dog Licensing Program were not available from the vendor at the time of the 2022 Census; therefore, we will update all dog owners on

SCOTT PETERS, PROPRIETOR
Every ten years, after each federal census, State law (MGL 54 § 2) requires each city and town to create new precinct boundaries. The law requires that voting precincts established by a city or town must meet the following requirements: • Each new precinct must be “composed of compact and contiguous territory”. • Precincts must be bounded by the center-line of streets or other well-defined boundaries such as streams or other bodies of water, railroad tracks, power lines or other clearly visible geographic figures. • No precinct may contain more than 4,000 residents (not voters). • Every precinct’s population must be within five percent of the average precinct population for that town. After the 2020 US Census we learned

December 2021 The Reporter that Rehoboth would need to move from three to four precincts as all three precincts were over the 4,000-maximum allowed (Precinct 1=4,155; Precinct 2=4,136 and Precinct 3=4,678). Precincts can only be changed every ten years and must incorporate future growth projections for the next ten years. Linda Greaves (Assessors) along with Daniel Roach (Planning Board) worked with the Clerk’s Office to update our 2022 precinct lines incorporating future growth. I would personally like to thank both Linda and Daniel along with Lynn and Odete for their help with this tedious, timeconsuming process. On October 12, 2021 the Board of Selectmen voted to approve the Reprecincting lines and on October 27, 2021 the State also approved our new Precinct 4 Map and Legal Descriptions. Therefore, Rehoboth’s Precincts and Precinct Lines have changed, effective December 31, 2021. The precincts have been manually updated by the Clerk’s Office for the printing of the 2022 Census documents. During the first two weeks of January 2022 State Elections will be updating our State database with the precinct changes and all voters effected by the reprecincting changes will be sent a postcard mailer sometime mid-late January. When you receive your 2022 Census forms and calendar, please check your Precinct number on the top right of the form to see which precinct you are now assigned to. If you are interested in reviewing the new precinct lines and legal descriptions we submitted, they can be found on the Town Clerk’s website at: https://www.rehobothma.gov/ town-clerk/pages/reprecincting-2021-2022 To avoid any “precinct” confusion on Election Day, the Board of Selectmen voted on November 1, 2021 to designate the Francis Farm Museum (27 Francis Farm Road Rehoboth) as Rehoboth’s Centralized Voting Location. All four precincts will be voting at the same location. The new precinct alignment will be in effect for the next ten years.
Annual Town Election April 5, 2022
The Annual Town Election for the Town of Rehoboth is scheduled to be held on Tuesday, April 5, 2022 at the Francis Farm Museum (27 Francis Farm Road). For those who do not participate in a political party’s caucus process, nomination papers will be available as of January 4, 2022 for any registered voter in Rehoboth wishing to run for election on the Town ballot. The nomination papers may be picked up by prospective candidates, at the Town Clerk’s office. All nomination papers must be returned, signed by a minimum of 50* registered Rehoboth voters, to the Board of Registrars at the Town Clerk’s Office (148 Peck Street-soon to be 340 Anawan Street) by 5 p.m. on Tuesday, February 15th. * The signature minimum changes after each gubernatorial election as per MGL continued on next page...

Rehoboth Park Commission First Annual Christmas Tree Lighting
We are here to let the public know that letters were mailed to local businesses in the town and we received an overwhelming response for the plans that the park commission has for the holidays. The Parks Commission along with some local businesses will be decorating ten trees that go along the Veteran’s memorial walkway. We have two 4 x 8 two sided signs for the grass area facing route 44. One will say Merry Christmas and Happy Holidays and the other will say Happy New Years. We, the Park Commission, are hoping to keep this as an annual event at Redway Plain and hope to continue to get support from the local businesses in Town. Our official day is planned for Saturday, December 11th at 3:00 p.m. Hopefully lights on the trees will come on as they are solar. We may even have a surprise visitor. We also will have tickets for people to fill out and we will draw 10 lucky winners to receive a $50.00 gift card to Walmart. Only one winner per family and must be a Rehoboth resident. We will have a board with all the names who helped us make this event possible. The Park Commission want to THANK everyone who donated.
Hope to see you all on the 11th.

Americana
By Laura Dias Samsel What is Americana? Merriam Webster defines it as “materials concerning or characteristic of America, its civilization, or its culture.” But what is Americana? Plenty of musicians spanning the decades have written about it, from Gutherie to Cash to The Boss and Mellencamp. One common theme: small towns. Or at least the things that normally accompany small towns, like hay, family events and Co-Ops. Small towns are important because they contain icons of our past culture. Looking around Rehoboth you can see pieces of our history that tell a story. With the word being out about what a great place Rehoboth is to live, it’s our responsibility to pass on that history so that the things that make Rehoboth what it is are not lost. I truly believe wrapped up in this community is the heart of America just waiting to express itself under the right conditions. While we feel bogged down by the polarity of politics on the national level, I urge you to take stock of what is around you; understand that the most important changes are grass- roots. One way citizens can revive their community on a practical level is through the Community Preservation Fund. Used previously on the purchase of the Grear and Pemmerl properties; these projects focused on preserving open space and recreation. As we look to the future, we are finding more and more potential projects that fall under other eligible categories within the fund, such as historical restoration. One such project possibility is the restoration of the Perry General Store located at 5 Reservoir Ave in Rehoboth. The store was established around 1910 by Mr. Ralph Perry and his wife Sadie Horton. It was originally located across the street, but Perry moved it by Oxen and timber to its current location in the early 1900s. Upon setting roots, Perry and his store quickly became the hub of the community; selling hay, grain and sundries. Claudia Mahoney (Backlund), who grew up in the neighborhood, wrote in to describe what is was like having the store around: “Besides groceries, Perry’s Store provided hay and grain to the local farmers. The barn attached to the store was full of bales of hay and burlap bags with grain piled high. Ralph Senior let us play in the barn and we would climb up on the grain bags and bales and play “cowgirl” and ride our hay bale horses for hours. The Perrys lived in the adjacent house on Reservoir Ave. Sadie Perry, Ralph’s wife, would often bake cream puffs and eclairs, and we kids knew which day was “baking day” — and if we hung around her back door, we’d be rewarded with fresh pastries.”

Another interview with Reservoir Ave. resident, John Medeiros, yielded some interesting accounts of what life was like back then. Medeiros, who is in his 90s, recalled one trip with his Dad, Frank, which resulted in a minor accident backing into the store. He recalled Ralph Sr.’s goodwill and personality. It was apparent in my conversation with Mr. Medeiros that Mr. Ralph Perry was a very good businessman. The store was open 7 days a week with no fee for delivery. “He sold in bulk” said Medeiros, “big bags of sugar and flour”. Ice sold in the store was harvested from the local Reservoir and transported by horse and sleigh. The horses were outfitted with cleated shoes to traverse the ice. Medeiros recalled being a child and playing in their wake, collecting the shredded remnants of ice with the other local kids and eating them like popsicles. I asked Mr. Medeiros if the store was limited to gentry, but he told me it was just regular folk getting their groceries, and most of the time delivery came with it. He also said that sometimes Ralph [Perry] “would go all the way to Providence Market just to make sure that they had good food”. Eggs, meat and produce were supplied by some of the local farms. Asked why he stopped, Medeiros said, “he got old”. The store then passed onto Ralph Jr. and since that transaction it has been a memory of its original self. Over the course of the next half century, after the Perry’s were gone, the store would change hands many times. Many local residents have been stewards of the store, and many are still in the community today. Kathy and Jim Amaral operated the store for 7 years. One of those years happened to fall on the infamous blizzard of ’78. when groceries had to be delivered by snowmobile. The store proved itself as the lifeblood of the neighborhood during that storm. With outages widespread and roads obstructed, people rationed and worked together.
December 2021 The Reporter I was fortunate to speak with Todd Johnson, a local carpenter, whose father, William Johnson, was an owner during the 70 and 80s. Johnson said he remembers when there was grain service, and working at the store for his father shuffling around 100 Ilb bags of grain. As someone so close to the store and the neighborhood, I had to ask Johnson what he wanted to see come of it. His answer: “I would love to see it come back as a corner store”. Eventually the place landed in the hands of Craig Erickson, who purchased it with the intention of running it as a store. Erickson operated it for a few years, and then the property was rented for various purposes. Erickson since passed, and the property is now in the hands of his sister, Metta Travis, a life-long Rehoboth resident. Travis has expressed interest in working with the CPC and the Town to ensure that this piece of property is preserved for the Town’s benefit. It is at the stage in its life where if you make an effort to restore and utilize it, it would add to the value of the neighborhood. Arthur Pierce, Chairman of the Town of Rehoboth’s Historical Commission says of the store “it’s just as important today [to the community] as it was then”. It is important for long-time and new residents to understand that conservation and preservation takes commitment, and work, and the understanding that time is transient and development is inevitable. But what is in your control? Taking action by calling or writing to our Board of Selectman about this issue. Tell them you would like to see this at the upcoming Town Meeting related to our Community Preservation Fund!. Be active in ensuring that the Town of Rehoboth lives up to its historic character. If restored, the Perry General Store space could be used as a CO-OP of sorts selling local food, a place for adult educational classes in the evening, painting, artisan displays, coffee the list could go on. Perhaps even a working relationship with other general stores in the area. In the meantime, this Holiday season, take a drive by the store, you might just feel like you are in a Norman Rockwell painting. Thanks to the hard work of John Masse and others, lights and evergreens adorn this beacon of the community. Town of Rehoboth, Board of Selectmen: (508) 252-3758 Ext.1

Rehoboth Town Hall Move Set for December
By Joe Siegel The move for employees to the new Town Hall at 340 Anawan Street is set for the end of December. “During the week of December 27, the Town Hall will be closed to all public activity,” Chairman Skip Vadnais said. “The Board of Selectmen will coordinate with department heads and, as necessary, the Commonwealth, to ensure the process of moving into the new building minimizes interruption to provided services,” said Selectman Dave Perry. The Town Clerk and the Tax Collector offices were determined to be the “highest traffic” areas in the building, so those departments will be in service first. The Board of Assessors and the Planning and Conservation offices will also be located on the first floor. The Selectmen and Town Administrator’s office will be located on the building’s second floor. The land and building at 340 Anawan Street was purchased for $995,000 after voters approved a warrant article at the May Town Meeting.
Rehoboth Council on Aging Move Set for December
by Joe Siegel The Rehoboth Board of Selectmen have set mid-December as the target date for the relocation of the Council on Aging to their new home at Francis Farm. Voters at last May’s town meeting approved the purchase of the 47 acre property at a cost of $2.8 million. “We had hoped to be done (with the renovations) before Thanksgiving,” Selectman Michael Deignan said. Deignan noted the delay was due to supply issues and “not being able to get the materials we need to finish.” Francis Hall will be used for the COA. The kitchen has been upgraded and new woodwork and doors were installed. Chairman Skip Vadnais said when the building does open, it would be a “soft opening” because the kitchen will not be functional. The state has to transfer public water licenses first. The COA staff have been working out of offices on Winthrop Street following a devastating fire last year at the former facility at 55 Bay State Road. The 7200 square foot building was a total loss and
December 2021 The Reporter the insurance proceeds are being used to purchase materials and equipment for the new COA. The town is in the process of finalizing a settlement with the insurance carrier, Vadnais explained. “We’re having an ongoing discussion with them. I was told two weeks ago that we should have the answer soon.” The “white building” will be designated for “community health.” It will serve as the home for the Public Health Nurse, the SHINE coordinator, and Jake Kramer, the Veterans Service Officer.

Cases among school staff also increased from 381 to 558 over the same period. “Covid-19 cases, until completely mitigated will be a concern,” Azar explained. “So far we have not been impacted to a large extent. However, with the colder weather soon to appear, and a typical flu season right around the corner the concern of Covid-19 rears its’ ugly head.”

Selectmen Approve Contract for Schwall
By Joe Siegel The Rehoboth Board of Selectmen have approved a new employment contract for Gerry Schwall. Schwall, a former board member, has served as the town’s Director of Finance and Compliance since October 1. The contract extends until June 30, 2025. Schwall’s annual salary is $98,500. Funding for the position is contingent upon annual renewal of federal grants and appropriation by the Board of Selectmen. The contract also states: “In the first quarter of each year, the Board of Selectmen shall review and evaluate the performance of the Director of Finance and Compliance in accordance with mutually acceptable goals and objectives defined below.” Selectman Michael Deignan explained Schwall’s responsibilities had expanded. Deignan said Schwall has served as a Project Manager and has overseen implementation of special duties that various members of the board have assigned to him. Selectman Jim Muri said Schwall had done a “fantastic job” acquiring federal grants. “I view this as a win-win scenario,” Muri added.
No Covid Vaccine Clinics for DR Schools
By Joe Siegel Although the Covid vaccine is now available for children ages 5 through 11, Dighton-Rehoboth schools have no plans to hold vaccination clinics. “We have not had that discussion with our school committee,” Superintendent Anthony Azar said. “We have not planned a clinic due to the fact that public awareness of the vaccine for students between the ages of 5 and 11 and its’ availability is extremely high. At this time we continue to encourage families to vaccinate their child(ren). However, knowing that it’s a family decision we can only encourage and not mandate.” Data from the Department of Elementary and Secondary Education (DESE) said the number of positive cases among students was 3,257 from November 11 through 17. That’s an increase from 2,640 cases reported the previous week.

~HAPPY HOLIDAYS ~ from the Town Clerk’s office. December is here and with that comes the hustle and bustle of the season. We hope everyone can take the time to slow down and enjoy those special holiday moments, with family and friends. The Annual Fall Town meeting was held on November 8, 2021. The 2021 edition of Scouting for Food was an enormous success. The Scouts from BSA Troops 1 and 9, and the Cub Scouts from Pack 88, collected a record haul of over 1,300 pounds of food donations from the people of Seekonk, whose contributions will bolster the flagging inventory of food at the Doorways Food Pantry. “The donations filled 29 shopping carts to overflowing with canned goods” said Diane Fox of Doorways. “We had boxes and bags filling every available surface, with boxes piled two, three, and even four high, lining up and down the hallways. And, you know, it’s not just the quantity of food – it’s also the variety gathered by a big food drive. People often donate the food items they love best, and so you get a lovely selection for our clients to choose from. It’s very heartwarming.” The residents of Seekonk donated generously in support of their neighbors, and the food you gifted will grace the dinner tables of homes throughout our community for many weeks to come. It is the truest expression of love and concern for the wellbeing of those among us in need of a helping hand. Most of Doorways clients are seniors on fixed incomes, or people with disabilities who cannot work. Others are young families struggling with low incomes. Regardless of the age or the reason, the assistance provided by a food pantry is more important than ever, as the cost of gasoline, fuel oil, and groceries continues to increase. Over seventy families rely on Doorways on a regular basis, and Doorways, in turn, relies on people like you. God bless you for sharing.

Americana Auction The team from East Commerce Solutions delivers a load of turkeys to Doorways food pantry. For many years, East Commerce Solutions, and the Ed and Lisa Medeiros family, have quietly donated thousands of turkeys every Thanksgiving to food pantries and social services agencies throughout southeast New England to make sure that no dinner table would go without. And not only turkeys; the Medeiros family also donates baskets containing all the necessary elements of a traditional Thanksgiving feast to make the meal complete. The Doorways food pantry has been a grateful beneficiary of this philanthropy for many years. This year, Doorways received 48 large Butterball turkeys from East Commerce Solutions. “This was especially important this year” said Diane Fox of Doorways. “The Boston Food Bank was not able to supply as many turkeys as they have in the past, and this donation from Ed and Lisa Medeiros filled the gap and allowed us to present every household with the makings of a full Thanksgiving dinner.” Thank you to the Medeiros family for your love and support for our neighbors.

Seekonk Bans Asphalt Plants
By Joe Siegel Voters at a November Town Meeting approved a zoning bylaw amendment which prohibits asphalt plants from operating in the town of Seekonk. The tally was 131 residents in favor, with 35 opposed. There were 5 abstentions. The meeting was the first to feature the use of hand-held electronic devices to tabulate voting. Last January, the Planning Board voted to allow International Paving Corporation to redevelop a warehouse/garage site at 45 Industrial Court for the project. The plant, which would be located in an Industrial Zoning District just a few hundred feet from a residential neighborhood, has drawn concerns over the potential health impact from emissions. On April 21, the Board of Health said the plant would be “noisome trade” and therefore, hazardous to public safety. The plant, which would be located in an Industrial Zoning District just a few hundred feet from a residential neighborhood, had drawn concerns over the potential health impact from emissions. The bylaw change also prohibits: • asbestos and asbestos product manufacturing • extraction of underground water resources for wholesale, bottling, and/or retail distribution purposes • Nuclear industries and explosives • Petroleum/LNG products (bulk storage for wholesale distribution) – bulk storage or petroleum products, propane storage; bulk storage of liquified petroleum gas, liquified nitrogen gas for wholesale distribution purposes are not permitted: • Tobacco processing • Power plant, incinerator and waste facility – steam or electricity gathering facility powered by natural gas or oil; power plant powered by solid wastes, or other power generating incinerator Also approved was the appropriation of $220,000 for the engineering, septic design, and replacement of the failed system at Seekonk Town Hall. Voters rejected an article calling for the appropriation of $93,000 from the Special Education Stabilization Fund to support the construction expense of the school department’s Age 18 to 22 Transition program. “We’re not asking for additional money,” explained School Superintendent Rich Drolet. “This is money that was a surplus about 10 years ago and that’s in the Special Education Stabilization account to be used for something just like this.” Residents who voiced their opposition to the article stated the school department should use the money they have already been given from the town instead of drawing from the Special Education Stabilization account. “If the school committee is planning an influx of students to utilize the 18 to 22 age program, we may need that $93,000 for transportation or other capital needs for the young adults we’re planning to serve,” said Doreen Taylor. “As of this date and this request for more money, we don’t even have a confirmed enrollment in that program.”

The vaccination clinic will be held at the Hurley Middle School gymnasium and will take place on Thursday, December 2nd with the second dosage being administered on Thursday, December 23rd. Superintendent Rich Drolet noted the schools held a vaccination clinic last September for students 12 years and up. Drolet told the school committee Monday that the Department of Elementary and Secondary Education (DESE) and the Department of Public Health had sent a letter to school and district leaders to encourage them to actively promote COVID-19 vaccinations for children ages 5-11 when such vaccinations become available. Drolet said about 50 to 55 percent of high school students (as well as eligible middle school students aged 12+) are fully vaccinated in Seekonk. “When you add in staff to that 50 to 55 percent of fully vaccinated students (a higher percentage of staff are fully vaccinated), that gets us to about 60 percent of individuals fully vaccinated in the high school building,” Drolet added.
December 2021 The Reporter Students participating in the vaccination clinic must have a parent or legal guardian with them at the clinic, and the parent or legal guardian must sign the two attached consent forms from Brewster Ambulance and the Commonwealth of Massachusetts. Students participating in the vaccination clinic must bring both consent forms to the clinic on December 2.

Seekonk Selectmen Frustrated By Town Charter Vote
By Joe Siegel The Board of Selectmen expressed their frustration with the November 8 town meeting vote regarding proposed changes to the town’s Home Rule Charter. After much debate, the motion was made to indefinitely postpone a vote on the amendments. Selectman Michael Healy said the vote was “very disappointing, very disheartening.” “It was very disappointing to me that all this work was put into a document and then when it comes time to debate it, line by line, ‘we don’t want to do it’, ‘we want to make excuses, point the finger at everybody and throw it out the door,” Healy continued. “It was a vote of no confidence,” said Selectman Adam Petronio, noting voters may have been hesitant to make radical changes in the way town government operates. One of the changes read: “The town meeting may by by-law reorganize, create, consolidate or abolish departments, boards, commissions, and offices, in whole or in part; may establish new departments, boards, commissions, or offices as deemed necessary; and may transfer powers, duties and responsibilities of one department, board, commission or office, to another.” Michael Brady, a member of the Finance Committee, expressed reservations about the amendment: “It could change the entire form of government of the town. We could do anything by by-law. 51 percent of the people could change our form of government. 51 percent of the people could eliminate the School Committee, the Finance Committee, the Board of Health, the Conservation Commission, come up with a new board or commission, or transfer those powers to someone who may not be qualified or capable. In my opinion, this entire change needs to be eliminated.” New language was proposed for Article 5, section 5: Appointment of Board and Committee Members - “The Board of Selectmen shall be responsible to provide the charge, duties, and responsibilities of the committee or board appointed. The Board of Selectmen must inform all members appointed of their duty to be sworn in by the Town Clerk prior to participation.” “They were minor changes,” said Selectman David Andrade. “There was nothing sweeping in there.” The Seekonk Charter Commission was elected at the annual town election in April 1994 under the provisions of the Home Rule Amendment to the Massachusetts Constitution. The Charter was adopted in April 1995 and was amended on May 14, 2018. A statement from the original Charter Commission reads: “The proposed charter will allow for flexibility, while providing for adequate checks and balances in the administration of the town’s government. As a result of this proposed design, we would anticipate this charter should serve the town well into the twenty-first century.” Chairman Justin Sullivan proposed scheduling a special town meeting in order to make the charter changes. A date will be decided upon at a future meeting.
Seekonk Pays Tribute to Veterans
By Joe Siegel Town and state officials honored the members of America’s armed forces at a ceremony held Thursday at the Seekonk Veterans Memorial Park. Speakers included Veterans Service Officer James LaFlame, poet Margie Rieske, and State Rep. Steven Howitt, R- Seekonk. “Approximately 20 veterans per day take their own lives,” Howitt said. “It’s so important that the benefits and the VA bring these veterans in and let them know we care about them and that it’s so important that we appreciate what they do.” Howitt noted there were three World War 2 veterans in attendance, as well as veterans of the Korean and Vietnam Wars. Pastor John Amaral delivered the invocation. Music was provided by the Seekonk High School Band. A rolling parade of cars, motorcycles, and military vehicles preceded the ceremony.

News from the Friends of the Library
The Friends of the Blanding Library board is getting a head start on plans for 2022. Membership renewal forms were mailed to current members in November; this will cover dues through 2022. The Friends thank everyone for their prompt response. The first program on the Friends’ calendar for next year is “At-risk Amphibians of Rehoboth” on Feb. 23, presented by Carol Entin. Looking ahead, a Friends’ book exchange is planned for March 11, a paperback book sale on May 21, with the annual used book sale scheduled for Oct. 7 and 8. More details to follow on these events. For those not familiar with this organization, the Friends of the Library is an all-volunteer 501c(3) group which helps support the library by purchasing much needed items that are not in the library’s budget and by funding a number of programs. One example of the Friends’ support can be found in the gingerbread house programs mentioned above, as well as many summer programs for children. Through the financial support of the Friends, the Blanding is able to offer a variety of programs for free to local children and adults, a great resource to the community. The annual dues for belonging to the Friends are: $10 per household. Contributing membership is $25 and sponsoring membership is $50. Monetary donations are always appreciated. Used books in good condition may be donated to the library anytime the library is open. Just ask at the front desk. The Friends mailing address is: PO Box 464, Rehoboth, MA 02769. The Blanding Public Library (www.blandinglibrary.net) is located in Goff Hall, 124 Bay State Rd., (phone: 508-252-4236). It is open Monday through Thursday from 10 until 8, and on Friday and Saturday from 10 to 4. Closed Sundays and holidays. The library will close at 2 p.m. on Dec. 24 and be closed on Dec. 25 and on Jan. 1 for the holidays. Happy Holidays!

Close to Home: Hybrid Worship in the Season of Advent
November 28 through January 9 10:00am in-person and via live stream
When something hits close to home, it affects us deeply. During the Advent and Christmas season, Newman UCC invites the wider community to join with us in journeying through scriptures and rituals that are tender, heavy with emotion, and vulnerable. We each carry the memories and truths of this season close to our hearts. And the “Close to Home” Advent theme an “already but not yet” tension within our Christian faith. Emmanuel is with us, and yet, God’s promised day — our everlasting home — is not yet fully realized. This Advent, we seek to name together the deep longing we embody for God to come close to us once again. Make plans to join us for worship on Sunday mornings throughout Advent, Christmas and beyond. CHRISTMAS MASS SCHEDULE CHRISTMAS EVE 4:00pm Christmas Day No Mass
Tuesday, December 21st at 7:00pm in-person or online via our live stream.
For those who have experienced loss, the holidays can be a particularly painful time, stirring up grief in acute ways. As a result, churches around the world have adopted the practice of having a “Blue Christmas” or a “Longest Night” service during the Advent season. In the Northern hemisphere, this service is often observed on December 21st, the Winter Solstice, which is the longest night of the year. The live stream for worship may be accessed at YouTube.com/ newmanucc or newmanucc.org/worship. This service is designed to provide space for prayer, reflection, and remembrance amidst the holiday hustle and bustle. In this pandemic season of life, we imagine that grief and loss will be magnified and nearly universal, and a service like this may be needed now more than ever.

And yet, the time comes to give birth where they are, and so a humble home is found. A place is made, among the feeding trough, in a cramped room abounding with chaos. In many ways, Jesus is born without an invitation, and yet, he devoted his life to inviting people who are cast out. In the same way, we might imagine the story of Christmas as God’s invitation to be welcomed home despite all barriers. This Christmas Eve, Newman UCC shares a message with the wider community that you, too are “Invited Home.” Please plan to join us for worship on December 24, in-person or via our live stream. The live stream for worship may be accessed at YouTube.com/ newmanucc or newmanucc.org/worship

Used Clothing Collections
Newman Congregational Church, UCC in Rumford continues in its relationship with St. Pauly Textile Inc., a used clothing collection company that was founded 20 years ago in Rochester NY and is an A+ rated member of the Better Business Bureau. The company works with non-profit organizations to set up used clothing drop off sheds designed to give community members a clean, attractive, and well-monitored place to donate gently used textile items, which are then distributed both here in the U.S. and worldwide to people who need them. Accepted items include clothing, shoes, sneakers, belts, purses, blankets, sheets, drapes, linens, pillowcases and stuffed animals. Donors are asked to donate items in a plastic bag to protect against dirt and the elements. There is a small box on the shed that contains receipts to help donors take a tax deduction. The church receives funding for clothing collected, and additionally has the option to use any of this clothing to serve community needs. St. Pauly Textile, Inc. collects over 80,000 pounds of clothing every day and estimates that this clothing ends up in 44 different countries (including the United States) yearly. In 2015, the company was able to help keep over 15 million articles of clothing out of landfills. For more information, visit www.stpaulytextile.com The donation shed is located in the parking lot of Newman UCC, 100 Newman Avenue in Rumford.

Oh Tannenbaum, Oh Christmas Tree
41
But to return to the Christmas tree: “Oh Tannenbaum, Oh Christmas tree, how lovely are thy branches”. This equally lovely old German carol sure captures the beauty of the season better than, say, “Rockin’ around the Christmas Tree.”
Will finding the perfect live Christmas tree be a problem this year? (I am writing this before Thanksgiving so I can’t comment from personal experience just yet.) Last year we ended up with a Charlie Brown Christmas tree at our house so I suppose we could settle for another one this year. With all we have been through the past couple of years, individually and as a society, finding the perfect tree for the holidays seems like a minor problem to me. Interior and Exterior Driving around after dark in mid-November, I saw a number Painting - Wall covering of Christmas trees glowing in living room windows already. This Powerwashing seemed early to me; I presume these must be artificial trees. I haven’t really looked for any of these either, but the Christmas Quality Materials, Reasonable Prices catalogs are full of them. For a while there, we seemed to be off Full Insurance Coverage everyone’s mailing list but now it’s obvious with our over-stuffed Family Business for 87 years mailbox that we’re back to where we were a few years ago. This 14 Jones Avenue, Pawtucket, RI 02861 is especially aggravating now that paper recycling is not as easy as it once was. 401-722-4174 Lic # 7657 The Hammacher Schlemmer catalog has several types of prelit (the word artificial is not used) Christmas trees for sale in sizes from 4 to 12 feet, from $300 to $2000. In the Vermont Country Store holiday catalog, those nostalgic for a mid-century modern (aka the early 1960’s) holiday look can find a “feathery silver tinsel tree” (I believe we used to call them aluminum trees) with a lighted color wheel extra. Or you can get one in pink for that Southern California look. Yesterday’s latest trend is today’s nostalgia. We always had a live Christmas tree back when I was young and still do today. Decorating trees has gotten a lot easier over the past 60-plus years. All of us of a certain age can remember our fathers struggling with the Christmas lights many years ago. If one bulb was out so was every bulb on the string. You had to check them all to find out which one it was. Then there was the tinsel or icicles, as we referred to the shiny foil strips that were the final touch to our decorating. Be careful not to clump them all together! Putting these on/taking them off the tree was a bit of a chore. No wonder icicles fell out of favor. Note the appearance of Christmas trees in so many old movies; they are all so covered with tinsel you can hardly see the tree underneath. Hollywood really loved a Christmas scene in the movies in those days. Today there are more holiday movies than you can count, most of them not worth watching. A New Year’s Eve party was always a popular theme in the movies too. Fond as I am of Christmas, I can ignore New Year’s entirely and usually do. Maybe this dates back to my childhood when January 1 was always the day to take the tree down. Besides, who needs to rejoice over the passage of time? Speaking of an old-timey look for Christmas, my husband has a sentimental attachment to those bubble lights from the 1950’s so we still use a few of those on the tree along with regular colored lights. The only color I’m not crazy about in holiday lights is blue because it seems too cold to me, but to each his/her own. I like to think of our Christmas decorations as having a retro or vintage holiday look. Just the right way to display treasured ornaments of days gone by. At the holidays, we always get a chuckle Artist Materials looking back at the time our daughter (then Complete Line of Woodcarving Supplies about 6) apparently heard “Oh Tannenbaum” as “oh time bomb”. Well, yes, she Hours: M-F 9-5 Sat 9-12 did think that was an odd and scary thing to sing about at Christmas. And every time the holidays start to seem like too much, we jokingly threaten to celebrate a real, 1063 Oakhill Ave. Attleboro, MA 02703-7318 • 508-222-6255 old-fashioned New England Christmas (like the Puritans, who did not celebrate it at all).

School News SHS Students Help With Leaf Clean-Up
By Joe Siegel A group of students from Seekonk High School participated in the first annual “Seekonk Community Leaf Clean-up Day” on November 13. The volunteers, under the direction of Assistant Principal Matthew Bosh, visited homes of Seekonk Veterans and elderly who couldn’t clean up the leaves that fell in their yards because of a physical or medical condition, or lack of resources. Each house was assigned to a group of students and one adult who picked up the leaves in the yards. Each house had leaf bags dropped off to bundle the leaves. For houses that had woods adjacent to their yards, tarps were provided to drag the leaves to the wooded area. Seekonk High School teachers Taylor Brillon, Ben Gibbons, Zach Giorgis, and Peter Hoogerzeil, and also baseball coach Joe Demelo and girl’s basketball coach Bill Paulo supervised the cleanup at each house. “I would like to thank and acknowledge Mr. Bosh for organizing this inaugural event, with the help from our Seekonk Veterans Agent, James LaFlame, who identified senior residents or Veterans in need,” Superintendent Rich Drolet said at Monday’s school committee meeting. 38 students from Grades 9 through 12 participated, along with a few student volunteers that were not affiliated with any organization but just wanted to pitch in to help. “We also had six staff volunteers that also served as site supervisors at the houses,” Bosh noted. Students who committed to help this day received time toward their community service hours, which is a graduation requirement. “The students shared with me that they really enjoyed the experience because it was a true sense of giving back to their community, especially to those who have given so much to Seekonk over the years,” Bosh said. “The adults supervising told me they didn’t have to motivate the kids at all, that they in fact dove right in at each house cleaning up leaves, debris and anything else to make the yards look as nice as possible.” “The home owners and a few of their surrounding neighbors commented how thankful they were for the offering of this service, and they were so impressed at how hard and fast the kids worked. Very complimentary towards their efforts, it was such an awesome day,” Bosh added.
Martin Elementary School, Seekonk - Child Find
Seekonk Child Find As part of the Child Find process, the Seekonk Public Schools will be conducting preschool screening for 3 and 4 year old children, or children who will turn 3 years of age by August 31, 2022, and are residents of Seekonk. Screenings are scheduled during the week of March 21-25, 2022, and take approximately one half hour. Children will be screened across developmental (visual motor, adaptive, language and cognition, gross motor skills), social-emotional (self-regulation, compliance, communication, adaptive functioning, autonomy, affect, interaction with people), and speech (articulation) skill areas. The primary purpose of the screenings is to identify children with developmental delays in need of special education services. In addition, we identify students demonstrating overall typical development who may qualify for a non-IEP/peer partner slot. Peer partner slots are limited, therefore participants are drawn by lottery for placement for the 2022-2023 school year. The Seekonk Public Schools currently offer preschool programming at both Martin and Aitken Elementary Schools serving 3 and 4 year-old students who are residents of Seekonk. Our preschool
classes serve both students with Individualized Education Plans (IEPs), and non-IEP students/peer partners (tuitioned) from the Seekonk community. If you are interested in having your preschool-aged child screened as part of Child Find, please follow this process: 1. Register your child. Registration and Residency information and documents can be accessed from the Seekonk Public Schools’ website (under “Students and Families” and “New Student Registration”).You register online, and provide residency paperwork and required documents either through uploading, or in person at either elementary school from 10 am until 2 pm daily beginning January 3, 2022. 2. Respond to the Sign-Up Genius link to reserve your child’s screening appointment. The link will be sent to you within a week of receipt of completed registration and residency documents. If you would like more information about the Seekonk Public Schools preschool, visit the Seekonk Public Schools website, under the Students and Families dropdown. You will find a Preschool icon toward the bottom of the page. Feel free to call Aitken School at (508) 336-5230 or Martin School at (508) 336-7558 if you have any questions.
Tri-County Students Work to Prevent Elder Fraud
Students from the class of 2023, including Samantha Bourque of Seekonk, in the Legal and Protective Services Career Program at Tri-County RVTHS are bringing important public safety presentations to several local area senior citizen centers. The presentations are focused on how to prevent scams and fraudulent practices that target the elderly and become more prevalent during the holiday season. These presentations will help seniors learn how to identify and respond to scammers. The students aim to prevent the elderly community members from falling victim to illegal practices that could drain their savings, endanger, or frighten them. The students enrolled in the Legal and Protective Services Program independently researched the information in their presentations, including interviewing local law enforcement officers. Topics include Phishing & Identity Theft, IRS, romantic/companionship, sweepstakes, charity, funeral, and grandparent scams. According to the local law enforcement agencies, scams like this are prevalent, and residents of the immediate communities have been scammed out of tens of thousands of dollars. Through research, the students recognized that scammers rely on strong emotions to catch their victims off guard. They will emotionally manipulate their victims through fear, intimidation, excitement, exhaustion, sympathy, guilt, grief, embarrassment, and love. This manipulation keeps intelligent, rational people from making sound financial decisions. Victims of financial scams rarely recover the money they lose and it can take years for victims of identity theft to undo the damage. After the first presentation in Franklin, an attendee expressed how grateful she was that these presentations were being provided to the community. After losing her husband several years ago, she fell victim to a scam and understands first-hand how real and cruel these scammers are. Elder Fraud Presentations will be held at the following locations: Walpole COA on 12/2 at 1pm, Attleboro COA on 12/14 at 12:30pm, and Wrentham COA on 12/16 at 9:30am. If you would like to have an elder fraud presentation in your area, please contact Brenna Ferrick.

Dear Beckwith families: I hope that this November Chronicle finds you and your child(ren) doing well. November surely is a short and fast month in schools. While I am greatly looking forward to Thanksgiving, I am also honestly shocked that we are already at this point in the school year! Snapshots of Palmer River: Working Together and Reaching Higher A Literacy Center with Principal Miguel
Taking a break from her administrative responsibilities, special guest, Mrs. Miguel read a holiday book to the students in Mrs. Mello’s second grade. With her strong background in reading and literacy, it was great fun for Mrs. Miguel to get back to her roots and enjoy a book with the students. They appeared to have a great time too!
A Blast From The PTSA Past
What’s Your Plan?
Clive T. and Jackson R. demonstrated teamwork, perseverance, and determination when it came to saving a witch who fell deep into her cauldron! These bright scholars are having some spirited fun whilst learning the foundations of engineering in our STEAM class.

Recently, Palmer River was sent an unusual email depicting a paper school announcement. Mike DuPont, who is employed at an aircraft maintenance company at Taunton Airport, reached out to share his “treasure”. While removing the interior from a 1960’s vintage aircraft, he found this movie slip! It was kind of Mike to reach out to us and pass it along. Bravo to the Rehoboth PTSA who has been supporting our students for MANY years!

2022 Medicare Premiums Part A Premium
Individuals who did not work 40 credits will pay a monthly Part A premium based on the amount of credits they worked. 0-29 credits $499/ month 30-39 credits $274/ month
Part B Premium
The monthly standard Medicare Part B premium in 2022 for Medicare beneficiaries will be $170.10 It may be a little less for those protected under the hold harmless provision. The Part B premium a beneficiary pays each month is based on his or her an-
nual income. Specifically, if a beneficiary’s “modified adjusted gross in-come” (MAGI) is greater than the legislated thresh-old amounts the beneficiary is responsible for a larger portion of the estimated total cost of Part B benefits. This larger portion is called IRMAA (Income Related Monthly Adjustment Amount). The Affordable Care Act requires Part D enrollees whose incomes exceed the same thresholds pay a monthly adjustment amount. The monthly Part D adjustment will be taken out of a beneficiary’s Social Security check and paid to Medicare. These enrollees will pay the regular plan premium to their Part D plan. Social Security will inform beneficiaries of their adjustment. Appeals procedures will be included. The 2022Part B monthly premium and Part D adjustment amount are based on one’s 2020 tax return.

’Tis the Holiday Baking Season
(Family Features) One of the best parts of the holidays is the aromas and flavors of the season, from walnuts and cinnamon to peppermint and nutmeg. Sweet treats and mouthwatering desserts can bring family and friends around the table to celebrate the season together, one bite at a time. During your festive gatherings this year, choose walnuts as the star baking ingredient. As many home cooks turn to wholesome ingredients that offer health benefits this holiday baking season, California walnuts make for a perfect addition to almost any dish and are an excellent source of omega-3 ALA (2.5g/oz). With a buttery flavor that elevates traditional and modern recipes, home bakers can do more with walnuts in the kitchen. Part pumpkin, part cheesecake, this Walnut Pumpkin Cream Cheese Tart spices up the classic pumpkin pie recipe. Top it, or other favorite desserts, with light and airy Vanilla Walnut Whipped Cream flavored with honey and vanilla to complement festive dishes. This holiday season, pick up a bag of walnuts for all your baking needs. To discover more festive dessert ideas, visit walnuts.org.

Anthony Ferreira; her brother and sisterin law, Stephen and Errin Ferreira, and their daughter Amelia; her sister Kristen Ferreira; her grandmother Ruth Connors; her mother-in-law Christine Amis and her wife Marie; her father-in-law Jim Amis and his wife Kathy; cat overlords Pickles and Peanut; and a multitude of loving aunts, uncles, cousins, in-laws, and friends. Karen called many places home in her life. She was born in Providence, R.I., and grew up in Dighton, Mass. She later lived in Connecticut, California, and New Mexico before returning to Massachusetts. She loved her time at Wesleyan University, where she studied the classics and made scores of lifelong friends, including her partner in love and life, Greg. Karen gravitated toward jobs where she could professionally care for people: serving in a homeless shelter in New Mexico; becoming certified in Zen shiatsu massage; working as an ESL teacher and running the after-school program at her taekwondo dojang; and finally, mothering her treasured children, Margot (age 5) and Leo (age 7). For Karen, cancer was a distraction from living, and boy, was she great at life. She was as nurturing with people as she was with her beloved garden, scattering joy like seeds. Karen lived each day to the fullest and made friends like most people make lunch. Her wit was legendary, her laughter immediate and infectious, and she adored a good (or bad) pun. Everyone felt welcome and valued in Karen’s presence; this was her superpower. She was an unmatched wife, mother, sister, daughter, and friend. As a mother, Karen’s warmth, calmness, and sense of humor were unparalleled. Even at her sickest, she would muster the strength to take care of her children, and made sure they would always feel loved and cared for, no matter what. Her bold spirit brought her on many adventures, including her travels to Greece and other parts of the world. She was a woman of serial passions, from taekwondo to musical theater and dance, gardening and cooking, connecting with others at her cherished Unitarian Universalist church, and of course, raising her brood of pandemic chickens. Karen had a thirst for knowledge and typically had several books out from the library at once. Curious and fun loving, Karen lived fearlessly and free, always making time for a dance break set to K Pop. Her humor, charm, generosity, and kindness have brought so many people together, and her loss has broken the heart of her community. She is a shining example of how one life can touch so many others. And while it is tempting to dwell on how unfair cancer is, Karen lived her life as a testament to love. May Karen always be remembered as light and joy and may she be dancing with Prince in sweet purple rain. We will miss her forever. Family and friends gathered to honor and remember Karen on Monday November 29, 2021 in the First Parish Church, 1 Powderhouse Road, Groton. Face masks respectfully required. Her graveside service was held on Tuesday November 30, 2021 at 12:00 pm in the Groton Cemetery, 242 Hollis Street, Groton. A memorial service is planned for the Spring. In lieu of flowers, donations in Karen’s memory may be made to: The Dana-Farber Cancer Institute online at dana-farber.org or Jhamtse International, which supports a school for Tibetan orphans in India, online at jhamtseinternational.org.
