The Three Sisters

In between sales for replacement windows and offers to buy my house, occasionally the mail yields something of interest. The past few weeks have brought the Rehoboth Town Calendar, and the announcement that we have grown to four precincts! What unprecedented times. The other piece of mail I found interesting was my seed catalog. I used to be an avid gardener until I moved to a place in the woods, a major sticking point between my husband and I. Now instead of growing my flowers I have towering oaks that provide fodder for the abundant amount of hairy woodpeckers that like to visit. Planning a garden is usually a winter activity, you plot your garden and order your seeds. Basic gardening teaches us things like to plant marigolds next to tomatoes, or to avoid nightshades near certain plants. Some plants like foliar feeds while others like ground feeding, some plants don’t like wet leaves and are prone to sun scorch or burns. The rules go on and on, and it’s been a while so I can’t quite remember all of them. At the same time, this New Years, I took a trip to the dump and unloaded boxes of papers my parents saved from my schoolwork. I asked my husband if he wanted anything, or if he thought the kids might, and he said “no, nobody wants paper”. It made me laugh to myself because my signature move in rock paper scissors is in fact paper. Everyone likes to use brute force, forgetting the simplest tactic is usually the best route. So where am I going with this? I found some of my papers from elementary school where we received quite a thorough education on local tradition and culture. Especially with respect to Native Americans and Wampanoag Culture. When I first got involved in politics, a teacher pointed out how Annawan was spelled wrong on our seal in front of the Selectmen’s meetings. I carried that with me for a while until I came across an actual history book and realized it was just another test. Anawan is the Americanized version of Annawan. Everyone needs some humble pie once and awhile. Anyway, back to gardening, coincidentally I found some early papers on the Three Sisters, the gift that the natives gave to the colonists and something that was spiritually very important in their culture. In case you didn’t know, three sisters is a form of planting that is called companion planting. Corn is planted and then squash and beans are allowed to trellis up the stalk of the corn, each reaching for the sun simultaneously. It’s the perfect symbiosis. It’s like a unit, or a squad, each plant having its own place in the situation, and duties and responsibilities to other members of the unit. The Natives also believed in circles, in terms of time, in terms of communication, and in times when we are trying to find our way. I’ve had a great deal of life experience that I don’t often share because sometimes it is uncomfortable, but I do share it when I feel like it is appropriate. I think people that struggle often have the tendency to cannibalize one another, and we could do better and accomplish more if we could support each other, much like the symbiosis of the Three Sisters. Each was an individual and respected for their own properties, and they could not succeed without one another. So as you get your seed catalogs I urge you to think of the Three Sisters and perhaps consider it on your planting schedule. Since I cannot grow anything myself I rely on our local farms, and I am looking forward to stopping by the Corn Crib this summer. I am in the process of cooking my way through Ruth Handy’s recipe book which is delicious! Like an ode to Julia Child, but more local and less butter. Which is a good thing for me. We are in hardiness zone 6A, so if you are starting your own plants keep this in mind. Simple shop lights, with a cool and warm bulb can mimic sunlight, though the plants get a little leggy, it’s a cheap way to start seeds. And remember to harden off your plants. I recommended Mother Earth News for guidance. John Scheepers is my favorite seed catalog. How fortunate we are to live in a place where we can garden, and not have to pay for water to irrigate! Cold Weather Reminder for Our Pets

Cold weather can pose serious problems for our pets. Our pets have many of the same needs as we do. Antifreeze is very poisonous to animals. The sweet odor and taste attracts both dogs and cats and even a few licks could be fatal. Be sure to properly dispose of empty containers and clean up spills immediately. Pay extra attention to your pet’s feet during the winter. Snow or ice can become packed between the pads. Wipe your pet’s paws after a jaunt outside and use sand on icy areas instead of salt or chemicals. Seeking warmth on a cold day, cats can crawl underneath your car and rest between the hood and engine. Remember to honk your horn or knock on the hood before starting your car. Older animals chill easily. They shouldn’t be left outside for long. If they have a coat or sweater, have them wear it when they go out to potty. If you see any animals that need help, call your animal control officer or police. Please take care of your pets. They depend on us to keep them warm and safe. Thank you, Karen Ahern-Rehoboth, MA

Running for School Committee in Seekonk

Over the past two years, we’ve all embraced the challenges of Covid-19, and the changes it has brought upon our lives. I can admit that during this time, I learned a valuable lesson; that I blindly entrusted our educational system to fulfill the needs of all of our children. This is not to say that our system does a bad job. On the contrary, overall we have a great structure of educators who work hard at teaching our children, and their hard work does not go un-noticed. During the spring of 2020, when in-school learning ended and our children were sent home for the remainder of the year, my wife worked diligently to find resources online to provide continuing education to our children. It was at this point where we observed our son struggling with the work we provided him. Without going too far into detail, he had fallen two grades behind in reading. While he had received interventions over the years, the depth of the problem was never really addressed to us. The interventions alone would not be enough. We sought private assistance outside the school system, which ultimately confirmed our beliefs; our son needed more help. I hadn’t realized the depth of this issue originally, and ultimately lay the blame on myself for not catching it sooner. I will no longer be blind to the problems we face as parents, the challenges our children face, and many other parents/children face here in our school system. Interventions are a great tool to help a child who has fallen slightly behind. The question becomes how long do we implement these lower level interventions before realizing there is a larger issue at hand, and an IEP may be necessary to help a child reach their full potential? This is a question I think plagues our current system, as there doesn’t seem to be a structure set to identify when a child has fallen too far behind. I believe this problem in our educational system revolves around “ No Child Left Behind “, and it’s irony. It’s become more of a “ kick the can down the road “, in many cases having the exact opposite of it’s original intention. And it leads me to wonder how many other parents/children find themselves in the same position. Our son has since been placed in an IEP, and has made outstanding progress. I cannot stress enough the value of our teachers on the front line, who work in these teams to help children who are struggling. Through his hard work and their excellent instruction, he is making great progress. Through attending School Committee meetings, I can say I have some grave concerns with our current educational system. There seems to be many gray areas we are entering in this system when it comes to our children, fear and control tactics being utilized regarding Covid-19, and new courses of instruction being added to our curriculum without further information as to what said instruction entails. This ultimately leads me to where I stand here today. My name is Kyle Juckett, and I’ve been a resident of Seekonk for the past 10 years. I’m a father of three children here in our school system, a husband to an amazing wife, and a police officer. Continued on page 8...

8 The Reporter February 2022 In addition to some of the issues stated above that I’d like to address if given the opportunity to serve this community, I hope that with my experience as a police officer, I can help assist with school safety, and assist in any way as a bridge between our wonderful Police Department and the School System. I wish to serve every parent and child here in our community, and will do everything in my power to fight for the best educational system and levels of support for our children here in this town. I will fight for curriculum that is well defined, within the scope of the educational system, and is in the best interest of our children’s futures. Running for Seekonk School Committee

Hi my name is Andrea Rosseter, and i’m running for school committee. This is my first time running for public service, and since I’ve lived here for only four years I thought I’d tell you a bit about myself, and my reasons for running. Professionally I have over two decades of experience in retail management from mom & pop to big box environments. I am well accustomed to multi-million dollar operational budgets, setting policies, and creating/performing evaluations. During my tenure I have worked with thousands of individuals to attain common goals, and welcome differing thoughts, and opinions. There are 2 major lessons I have learned throughout both involving information. The first is the need for Level of Service Analysis. It is a priority to learn the perceptions of not only the teachers, but the students, families, and our community. The second lesson is the dissemination, and context of information itself. Governmental agencies need transparency, but what is the use of a list of laws, numbers, anagrams, or initialisms without understanding them in context. I want everyone who desires to know the ins-and-outs of our school system to have a firm understanding. In short I not only want to hear what all of us have to say, I want us to be informed. Our system derives 75% of its operational budget from our municipal taxes, it is not only our money, but also our youth. On a personal level a number of years ago by living modestly I was able to switch from my chosen career to retail merchandising. This allowed me the time to care for not only my son, but also my parents and Uncle. I have since lost my Father and Uncle, but still care for my Mother presently. My Mother was an educator, it was her love and calling. During a discussion she talked about her dissatisfaction with the current state of our system. This began my examination, trying to figure out what could be so wrong. Clearly a gear is failing to turn for both teachers and students. I really did not know what went into it. My son who is in seventh now, has always had an IEP, and with great teams, his will, and my advocacy he has thrived. So 3 years ago I began to study laws, policies and budgets, and started attending SC meetings. I thought heavily on my son’s IEP, and how that has changed outcomes for him. I believe it has afforded him not a set of different expectations, but an opportunity to meet them as an individual. As the granddaughter of Portuguese immigrants I staunchly believe in the individual, and the promise of opportunity that America gives. I’d love to see that promise fulfilled for our youth, and mitigate Providing Orthodontic care in whatever is holding our educators back from fully enjoying their calling. Now would be a great time to hibernate, if only we could, though I would prefer something more comfy and cozy than a cave in the winter. I always feel sorry for the poor groundhogs that are dragged out of their burrows on February 2, blinking into the light and wondering what the heck is going on. Just leave the poor creatures alone. We all know there are six more weeks of winter in these northern regions. I’ve been good about going out for walks in the bitter cold (briefly) but tromping through deep snow is another matter. I usually take our dog Lucy out for 20 minutes or so, unless the weather is really bad, in which case she wants to go back inside as much as I do. I’ve become so used to dog-walking over the decades that during those times when we were without a dog, I felt funny walking by myself. I think of canine companions as fun and furry exercise machines, although when there is a blizzard you might wish your dog was a cat. Speaking of our dog, I’ve enjoyed seeing a Lucy-lookalike as a supporting actor in the new “The Gilded Age” series on HBO. I found at least the first episode in this latest Julian Fellowes series entertaining, though it’s received several really negative, even nasty, reviews, such as “Dime-Store Downton” (in the New York Times). Yes, this new series is pretty much Edith Wharton/Henry James very watered down for a wide audience, but it’s supposed to be just light entertainment about 19th century robber barons and their social-climbing wives, not great art. It’s more interesting if a viewer is familiar with the Newport of that era, though Newport isn’t really shown so much. Visitors to The Breakers might recognize its kitchen as the kitchen in the Russells’ new Manhattan mansion. A lot of the show was filmed on an elaborate sound stage on Long Island apparently, a far cry from Highclere Castle in “Downton Abbey”. You can tell when the streets in the background are computer-generated. Regardless of critical reviews, “The Gilded Age” is still a lavish (those costumes!) and amusing form of entertainment for these long, cold winter nights. A bit of escapism is called for in February. And sometimes bad shows can be entertaining in their own (unintentional) way. Obviously the Julian Fellowes’ franchise, so to speak, has priced itself way out of reach of PBS these days, regardless of the program. I feel sorry for PBS with the fierce competition from all the streaming services these days. But when I find a variety of interesting British shows on free streaming services, I wonder why PBS seems to concentrate so heavily on British crime shows. Maybe that’s all that many viewers are interested in, but I’ve always had off-beat tastes in entertainment. I do enjoy British programs like “Call the Midwife” and “All Creatures Great and Small” which are both entertaining and intelligent. I only wish there were more shows like these on PBS. We always joke about these cozy British mysteries where charming little towns in The Cotswolds have someone like Father Brown solving one murder a week, as if this bucolic countryside was a hotbed of violent crime. On the other hand, I prefer that to the more grim and grisly British police shows. Anyway, I’d like to tell GBH (I still don’t see why they dropped the “W”) that I enjoy British programs on houses and gardens, history, and travel more than cops/crime/corpses. And let’s not mention the interminable pledge breaks. Many people escape February (or part of it) by heading to warmer climates. Many others just stay up north and deal with it, one way or another. One of the most time-honored ways of winter escape is to stay cozy and warm with a thick comforter, a good book, and that cuddly little dog, of course.

February 2022 The Reporter census changes and preparing the documents for our Registrars. During the months of February/March, the Registrars will begin contacting those residents who have not returned their 2022 census forms. Please respond as soon as possible so we do not have to bother you with a phone call ~ thank you. As an added feature on the 2022 Census form, if you are a registered voter, you will note an (A) or (I) under the first column of the census “Voter Status”. Your political party is listed in the last column “Political Party”. Under Voter Status, “A” represents an active voter; “I” represents an inactive voter. Please contact our office as soon as possible if you have an “I” after your Voter Status. Also, many people seem to be confused with a political party of “U” by their name. The State considers all “Independent” voters as “Unenrolled”; therefore, the letter “U” appearing in the political party column. Independent is the same as Unenrolled. An Unenrolled or Independent voter has the opportunity to choose the Party ballot they wish to vote during a Primary Election. Just a reminder, the census form does not register you to vote or allow you to change your political designation. We’ve come across many census forms in the past with the party designations crossed out and replaced with something else or a designation added to individuals who are not currently registered to vote. If you would like to register to vote or make a change to party designation, you must complete the appropriate forms as we need your signature to either register you to vote, change your political party affiliation, or remove you from our voter rolls. Reprecincting – Rehoboth Moving from 3-4 Precincts

As discussed in the “Reprecincting” flyer included in your 2022 Census Mailer. Rehoboth is required by law to update its precinct lines, based on population, every 10-years after the Federal Census. Rehoboth’s Reprecincting lines were approved by the Board of Selectmen and State Elections during the Fall of 2021. We received final approval of the Reprecincting lines from the State on October 27, 2021; however, the new precinct lines did not become effective until 12-31-2021; therefore, the State was unable to update the precinct lines in the State database until that time. This delay in updating new precinct lines created an issue State-wide with the mailing of the 2022 Census forms. We could either wait until after State Elections updated the precinct information, sometime mid-late January or update our census/voter extract to reflect the changes manually (as suggested by State Elections) and send out our Census forms on time. The majority of towns and cities opted to mail their census forms after the State updated the database, sometime in January/February. This year, the Rehoboth Clerk’s Office, in an effort to mail the Census forms and 2022 Calendar during the first week of January, manually updated the “voter only” extract with the new precinct lines using the approved legal precinct line definitions and the Assessor’s map (MapGeo). Once the voter extract was updated it was submitted to the census vendor so you received your 2022 Census during the first week of January and were also notified if your voting precinct changed. Nomination papers are now available for any registered voter in Rehoboth wishing to run for election on the Town ballot and who chooses not to seek a nomination through their registered party’s caucus process. Nomination papers may be picked up by prospective candidates, at the Town Clerk’s office (340 Anawan Street/ Route 118) beginning January 4, 2022 and must be returned, signed by a minimum of 50 registered voters. The online activity this past year (2021) generated receipts of $13,526.54, which is an increase of $3,410.94 over 2020. The reported revenue for 2021 represents receipts for items such as genealogy fees, business certificates, raffle permits, dog licenses, birth/death/marriage certificates, street listings and various miscellaneous items related to the clerk’s office.

Dog Licenses for 2022

2022 Dog Licenses are now available and may be obtained in-person, by mail, online at https://permiteyes.us/rehoboth/publichome.php for renewal licenses OR for a new dog, which we do not have on file, you may register online at https://permiteyes.us/ rehoboth/applyforlicense.php . You may also drop off your dog licensing documents at the Town Hall drop box (340 Anawan Street). An application for dog license renewal was included in your 2022 Census mailer and directions for using the new Online Dog License program was also included in the census mailer. If you need help with the online dog licensing, please view the directions online @ https://www.rehobothma.gov/town-clerk/pages/dog-licenses or contact our office – 508-252-6502 X-3109 or X-3112. The licensing fees are as follows: Male or female dog $20.00, female-spayed or male-neutered $10.00. If paying by check, please make sure it is made payable to “Town of Rehoboth”. Dog licenses are due annually by April 1st. Whether renewing online, via mail, drop box, or in person, dog license applications must be accompanied by a current year rabies certificate (with a vaccination date covering the current licensing year-May 1st or later) and proof of spay or neuter [if applying for the $10 licensing fee] unless we already have your documentation on file in the Clerk’s Office. If you are unsure, please give the office a call, and we can tell you how up-to-date our information is. Dog owners should note that the license(s) will not be returned unless a stamped, self-addressed envelope is included with postage (the current postage is 71¢ for one dog tag, 93¢ for two dog tags and 1.15¢ for three tags). As of this writing, we have processed 438 of the 2,000+ dog licenses, which is more than last year at this time ~ thank you all for submitting so quickly. Reminder, all residents 70-years old or over do not need to pay the $10 or $20 yearly dog licensing fee. As I’m sure you remember, I submitted an article at the May 8, 2017 Annual Town Meeting (Article 15) requesting Town Meeting vote to accept MGL CHAPTER 140 SECTION 139(c), which states “No fee shall be charged for a license issued under this section for a service animal as defined by the Americans with Disabilities Act or regulations promulgated thereunder. No fee shall be charged for a license for a dog owned by a person aged 70 years or over in a city or town that accepts this provision”. Town meeting did approve the acceptance of MGL Chapter 140 Section 139 (c), which permits the Town Clerk’s Office to waive dog licensing fees for service animals and for dogs owned by any Rehoboth resident 70 years of age and older. Proof of rabies vaccinations for each dog and proof of the dog owner’s age (70 or older) is required. As per Town Counsel, this does not include Kennel Fees.

May 2022 Rehoboth Annual Town Meeting Warrant

Public Hearing

The Rehoboth Preservation Committee will hold a public hearing to solicit proposals for projects utilizing CPC funds to benefit the Town of Rehoboth. The meeting will be held February 23 as a Zoom meeting beginning at 7:00 pm. Please consult the posting notice on the Town website in midFebruary to get the link to join the meeting. We welcome your ideas and input.

Rehoboth Animal Shelter News

Nearly all the animals at the Rehoboth Animal Shelter have been adopted in recent months. This is wonderful but does make for a shortage of creatures to feature this month. There is our crotchety cat Callie, who prefers people who ignore her, and there is a newly arrived grey tabby picked up as a stray. If he isn’t claimed, you’ll find him on Petfinder soon. Historic House Signs

The Rehoboth Historical Commission strives to preserve the wonderful history of Rehoboth, and to help bring awareness of the history to its citizens. Rehoboth is filled with old homes, some dating back to the 1600s. Some have preserved their originality, while others have been updated to more modern times. No matter the condition of the home, the history provides the house with personality, and makes for a meaningful property. In order to celebrate these homes, The Rehoboth Historical Commission has created an application for homeowners whose homes date prior to 1901 and would like to have a historic structure marker for their home. The 9x12 inch marker will contain the name assigned to the property, the date built, and the seal of the Rehoboth Historical Commission. The sign and application will not put the house on any historical register, or affect it in any way. It is simply a way to recognize and celebrate the old home. A model of the marker, along with applications, will be available at the Blanding Library located at 124 Bay State Road in Rehoboth, MA. The application can also be found on the town website located under the “Historical Commission” tab followed by the “Boards & Committees” tab. RIGHT OF WAY MAINTENANCE As required by Massachusetts General Law Chapter 132B, National Grid (New England Power and/or Massachusetts Electric Company) hereby gives notice that it intends to selectively apply herbicides along specific transmission line rights-of-way in 2022. The selective use of herbicides to manage vegetation along rights-of-way is done within the context of an Integrated Vegetation Management (IVM) program consisting of mechanical, chemical, natural and cultural components. In right-of-way vegetation management the pest or target is vegetation (primarily tall growing) that will cause outages and safety issues. National Grid’s IVM program encourages natural controls by promoting low growing plant communities that resist invasion by target vegetation. The selective use of herbicides and mechanical controls are the direct techniques used to control target vegetation and help establish and maintain natural controls. Rodeo, and possibly one of the following herbicides, Arsenal or Arsenal Powerline, will be applied directly to the surface of stumps immediately after target vegetation is cut (Cut Stump Treatment). Garlon 4 or Garlon 4 Ultra will be applied selectively to the stems of target vegetation using hand-held equipment (Basal Treatment and Dormant stem treatment). Krenite S or Rodeo, mixed with Escort XP, and one of the following herbicides, Arsenal or Arsenal Powerline, or Milestone will be applied selectively to the foliage of target vegetation using hand-held equipment (Foliar Treatment). Applications shall not commence more than ten days before nor conclude more than ten days after the following treatment periods. Selectmen Approve New Public Records Policy

By Joe Siegel Due to the backlog of requests for public records, the Rehoboth Board of Selectmen have approved a new policy which will include charging fees. Selectman Michael Deignan said the high volume of requests was causing a “significant drain” on personnel resources. “In some instances we’re being asked to do research that takes dozens of hours, produce hundreds of pages of documents, and the town has not been charging for much of this work,” Deignan continued. To help expedite the requests, there will be four designated records officers including Town Administrator Deb Arruda, Town Clerk Laura Schwall, Police Chief James Trombetta, and Fire Chief Frank Barresi. Deignan said the Public Records Law allows the town to charge certain types of fees associated with public records requests. “We would come up with an estimate of what the charge is and that would be supplied to the individual making the request and they can opt to pay for the charge and receive the records, or they can decide not to,” Deignan added.

Rehoboth Selectmen Keep Covid Policies

By Joe Siegel The Board of Selectmen have decided to make no changes to the current Covid policies. Unvaccinated town employees are still required to wear masks, but vaccinated employees can work without them if they choose. Chairman Skip Vadnais noted vaccines are not mandated for town employees or for visitors to town buildings. “We do not mandate that visitors wear masks when they are in the buildings,” Vadnais said, adding: “I strongly suggest that they do.” “If you want to wear a mask, wear a mask. We’re not going to force you to do anything,” said Selectman Dave Perry. “It’s a personal choice.” “This board is well aware that some folks in this room have had both of their (vaccinations) and still have gotten Covid,” said Selectman Michael Deignan. “The People’s Republic of New York City has some of the most draconian policies in place and their numbers are absolutely skyhigh,” Deignan added. “Viruses will find a way to survive just like any other life form. We’ve allowed our town residents to be treated as adults. We don’t treat them like children. We give them information. They make their own choices based upon their personal circumstances, same with our employees. I think (our policy) has worked exceptionally well for the eight months that I have (been a member of the board).” Selectmen believe the pandemic may be subsiding, based on various reports from medical researchers. “I think the peak is behind us,” said Selectman Jim Muri, noting within a few weeks the rate of new infections should decrease sharply. Muri noted even if all town employees were vaccinated, “it wouldn’t really have a significant effect on the spread of the disease.” According to data provided by the Massachusetts Department of Health, Rehoboth’s daily positivity rate was 26.69 percent for the 14 day testing period which concluded on January 8. In comparison, the statewide daily positivity rate was 21.52 percent.

Selectmen Withdraw Water Permit at Old Town Hall

By Joe Siegel Following the recent opening of the new Town Hall at 340 Anawan Street, the Rehoboth Board of Selectmen have withdrawn the public water supply permit at 100 Peck Street. “It’s a benefit that we’re paying for but there’s no real benefit because (the town employees are ) at 340 Anawan,” Selectman Jim Muri said Monday. As a result of the board’s vote, the building’s water supply will no longer be tested by the state. Muri said signs would be posted in areas where water is used, including the bathrooms. The water will be available for washing hands and flushing toilets only. Selectmen and other town boards are continuing to meet in the building. The Board is waiting until their new location at Francis Farm is available for use. Selectman Michael Deignan expressed concern about not being able to drink water in the building. “We could be stuck here for six months,” Deignan said. “I hope not.” “It will effectively be the same quality of water, it’s just that you can’t certify it,” Muri added.

Break-In at Anawan School

By Joe Siegel A recent break-in at the Anawan School has prompted the Board of Selectmen to order the first floor windows and entrances to be boarded up. Rehoboth Police arrested Ryan Bouffard, from Johnston, Rhode Island. Bouffard was charged with vandalism and breaking and entering. Bouffard had posted several photos of the building’s interior on his Facebook page, which were shared on the Rehoboth Talk page on January 23. A GoFundMe account has been launched to raise money for Bouffard’s legal expenses. “Someone illegally entered the building, they went through a fence and smashed a window to get in,” Selectmen Chairman Skip Vadnais said Wednesday. Vadnais was baffled as to the reason why anyone would need to enter the building to take photographs. “We went through (the building) with the (Community Preservation Committee) and we allowed them to take all the pictures they wanted,” Vadnais noted. “We have these buildings checked every single day. That window wasn’t broken long.” After an inspection of the building last June, William McDonough, the town’s Building Commissioner, said the facility at 53 Bay State Road was “unsafe” and ordered it to be demolished within 90 days. McDonough reported 90 percent of the ceilings had collapsed and all of the hardwood floors were “completely buckled and rotted.” The building was also impacted by extensive water damage. McDonough spotted “multiple holes on the roof” and multiple broken windows. Selectmen considered the building a danger to the public and declared the property off-limits. No Trespassing signs and protective fencing were put up to deter people from going inside. “Originally we didn’t know the structural integrity of the walls, that’s why we put the fence (around the building) in case it caved in,” Vadnais said. “It’s been determined that the walls are not going to cave in. We never dreamt that this was like inner city stuff where somebody would smash the windows to get in. We never dreamt that would happen.” Vadnais explained the demolition is on hold right now because the CPC and the Housing Authority may want to do something with the building.

Dog Licenses

We are also up and running with the 2022 dog licenses. Thanks to all that have sent in or dropped off forms, rabies information and checks. We are getting them out as quickly as we can. If you have not sent in your dog license information please remember dog tags expire on March 31, 2022. When sending in we need: dog form filled out, a copy of the dog’s current rabies information, a check and a self-addressed envelope. As Town Hall is closed to the public, please mail in or use the drop box outside Town Hall. It is a Massachusetts general law that dogs be licensed annually, with proof of a current rabies vaccination. Failure to comply may result in a by-law citation fee. If you are seventy years or older you do not need to pay the license fee but you must get your dog licensed. If you have any questions please do not hesitate to call our office.

Rabies Clinic

The rabies clinic has been set for Saturday March 12, 2022. Hours 9AM – 12PM. It will be held at the Public Safety Building Fire Division. The attending veterinarian will be Dr. Truesdale. The vaccination cost will be $15.00 cash only. If you bring proof of a current rabies vaccine your animal will be eligible for a 3-year rabies vaccine. If you do not have proof of a current rabies vaccine your animal will be eligible for a 1-year vaccine. You will also be able to drop off your dog license form with proof of rabies and payment. Your dog’s license will be processed the following week and mailed back to you. Seekonk Schools Updates Covid-19 Testing

By Joe Siegel The Seekonk Public Schools is making some major changes to its Covid-19 testing protocols in accordance with DESE (Department of Elementary and Secondary Education) and the Department of Public Health. The school district is launching an at-home testing program beginning in February. Superintendent Rich Drolet said the district would continue with symptomatic testing only in the schools. The “Test and Stay” program and contract tracing for in-school close contacts will be discontinued. “This means that regardless of whether you are a school-based close contact or not, you may continue to come to school, not have to take a rapid test to stay in school, and not have to quarantine,” Drolet noted, adding it was a “positive game changer” for school nurses and administrators who have been working with teachers and staff to identify close contacts and contact tracing for the last 18 months. This new at-home testing opportunity is voluntary and only those who opt-in will receive tests.” The school district strongly encourages parents to fill out the form by Friday, January 28, to opt-in. School Committee Responds to OML Complaints

By Joe Siegel The Seekonk School Committee maintains they did not violate the state’s Open Meeting Law. The district has 10 business days to respond to each complaint filed with the Attorney General’s office. In her December 14 complaint, resident Doreen Taylor wrote she “personally witnessed” Chair Kim Sluter alter a published agenda by eliminating a section of Public Speaks at the committee’s December 6 meeting. Sluter noted the committee did properly issue notice of the meeting, properly and timely provided the committee’s agenda to the Town of Seekonk, “and the allegation that the committee eliminated public comments is inaccurate.” Sluter also said the reposting of the agenda with the same content but arranged in different order was permissible under Open Meeting Law. The School Committee met in an executive session on December 22 to address the complaint, which prompted Taylor to file another OML complaint with the state. It costs the district between $1,500 to $2,000 in legal expenses per response. “Chairman Sluter did not share with the general public the information of the Open Meeting Law complaint and she did not allow the School Committee to opine in open session their views or votes on a summary response,” Taylor wrote in her December 22 complaint. Sluter said Taylor did not to be notified that her OML complaint was to be discussed at the meeting. Taylor filed a third complaint on January 11. Sluter said the committee did not need to notify Taylor the OML complaint was to be discussed at the January 24 meeting. “In all three cases we responded in detail whereas we indicate that the AG should decline to review (the complaints)” Sluter added. The AG’s office will not issue a formal response for several weeks. Taylor responded to Sluter’s comments via e-mail: “It is quite clear that Ms. Sluter has zero concept of her authority limits. Clearly, telling the public that (3) Open Meeting Law complaints filed against her as Chairman of the School Committee are “closed matters” is such a fabrication. It is not her decision to make. She is so far out of bounds that it proves the incompetence of her leadership.”

Seekonk Selectmen Discuss Solar Project

By Joe Siegel The Seekonk Board of Selectmen discussed a proposed solar project for Fall River Avenue. The site will be located on a landfill behind the American Legion. “I’m confident that this can be done,” said Energy Committee chairman Charles Beauchamp, noting the project would be a source of revenue for the town. The board voted Wednesday to begin the RFP (request for proposals) process. Chairman Justin Sullivan noted the board had to prioritize the projects to work on, which include construction of a new Department of Public Works building at 351 Fall River Avenue. The $1.5 million in funding was approved at last spring’s Town Meeting. Sullivan said the Energy Committee need to provide input regarding the lease agreement and the cost of purchasing the solar panels. “There are details that need to be worked out as far as access but you’re never going to get it worked out until you initiate the process,” said Selectman David Andrade.

Selectmen Approve Request for Opioid Grant Funding

By Joe Siegel The Seekonk Board of Selectmen have approved Police Chief Dean Isabella’s request for a federal opioid program grant. The Department of Justice’s Office of Justice Programs (OJP) announced grant awards totaling more than $300 million to help combat America’s substance use crisis, which has worsened during the coronavirus pandemic. In addition to these grants, OJP is awarding $34 million to help communities respond to public safety and public health emergencies, including crises that result from substance use disorders. Isabella is seeking a $798,156 grant for a Comprehensive Opioid, Stimulant and Substance Abuse Site-Based Program which will last through September 2024. There was a 300 percent increase in fatal overdoses in Bristol County between 2010 and 2020. In 2010, 70 overdoses were reported. That number jumped to 232 in 2020. The epidemic of overdoses and mental health problems have been a drain on law enforcement. “It’s a challenge for us,” Isabella said at Wednesday’s meeting. “The people that we’re dealing with, a large portion of them have issues related either to drug abuse or mental health crisis.” In Seekonk, there were 40 opioid incidents reported in 2020. In 2021, there were 26 opioid incidents. That’s the third highest in the proposed Bristol County coalition. In 2020, there were 119 police department responses related to some form of mental health crisis. In 2021, there were 84 responses. Many of those were reports of a threat of someone to do self-harm, attempted suicide, or actual suicide. The grant will fund the development of a regional co-responding program for eight towns in Bristol County, including Somerset, Swansea, Rehoboth, Mansfield, Dighton, Easton, and Fairhaven. The program will allow for better access to treatment for substance abuse disorders and for those dealing with mental health problems. An Outreach team will conduct post-overdose home visits with a 72 hour period. The grant will also allow for training for police officers as well as for overtime pay related to participation in the training program. Plymouth County has had an outreach program in effect since 2019. Isabella said the county reported a 22 percent decline in fatal overdoses and an 11 percent decreased in non-fatal overdoses. continued on next page...

Isabella said the town of Seekonk will not incur any additional expenses by implementing the program. “Everything is covered through the grant,” Isabella said. “This is about saving lives.” “This will help the police department in so many ways,” said Selectman Michael Healy, who voted no on the grant request because he said Isabella presented it to the board without giving them sufficient time to discuss it. “We’re finding out at the last minute,” Healy noted. Isabella apologized for not informing the board about the grant sooner. “The process just broke down for this grant, that’s all,” said Town Administrator Shawn Cadime. Selectman David Andrade also voted against the grant, while Chairman Justin Sullivan, Adam Petronio, and Chris Zorra voted in favor. Andrade explained he couldn’t vote for the grant because he had questions about the additional work police officers would be required to do when the program is implemented. “I just didn’t have the information so that’s why I was a no,” Andrade added.

By Joe Siegel The Town of Seekonk extended its closure of all municipal buildings through February 11. A message posted Thursday on the town website read: Due to COVID related staffing shortages, it is necessary to extend the closure of all municipal buildings until Friday, February 11, 2022. We anticipate opening our buildings to the public on Monday, February 14, 2022. Those needing to do business with town offices should contact the appropriate office by phone or email. For high priority and emergency business with the Town, in-person visits will be accommodated via appointments. On January 4, all town offices were closed to the public. The Seekonk Public Library is also closed. Town Administrator Shawn Cadime said 26 town employees were absent either because they tested positive for Covid or were in quarantine after receiving a positive test result. Cadime insisted town officials have remained “proactive” and have worked “diligently” during the pandemic. The department contact information is available on the Town’s website Seekonkma.gov. For those concerned about tax payments or dropping off documents, a drop box is located at the front door to Town Hall.

We are very happy to announce that Sydney Hussey has been chosen as the recipient of the Rehoboth Garden Club’s 2021 Pat Knowles Memorial Scholarship. Sydney is a Swansea resident and a graduate of Bristol Agricultural High School. She earned an associate’s degree in floral design from Bristol Community College. She currently is a junior at the University of Massachusetts Amherst where she is majoring in horticulture and floral design. Our Garden Club annually awards a $2,000 scholarship to a local student. Scholarship Committee Chair Barbara Beals, and Committee Member Mary Louise Pacheco presented the award to Sydney in December. We wish her success in her studies. “Tips and Tools” is the topic of our next meeting. Members will share their gardening experiences, new tools, and new ideas. There will be a seed swap as well. Rehoboth Antiquarian Society Awards Scholarships

The Rehoboth Antiquarian Society recently presented $1,000 scholarships to two worthy students. Madison Khan, a Seekonk resident, and Tulane University sophomore is majoring in history with a minor in archaeology. Vanessa Calouro, a Swansea resident, is enrolled in a graduate program at San Jose State University. Vanessa’s field of study is Library and Information Science. She is currently employed by the Bridgewater Public Library and has also worked part time at Rehoboth’s Blanding Library. Both young women have demonstrated outstanding scholarship in their respective fields of study. This year the RAS received an anonymous donation which allowed us to offer two $1,000 scholarships. The RAS annually awards a second semester scholarship to one or more students accepted by, or enrolled in, a post-secondary or graduate program related to museum or library studies. History, archeology, anthropology, conservation, restoration, preservation, library science, and related fields are eligible for consideration. The award of up to $1,000 is a one-time commitment by the RAS. Applications must be received by Wednesday, June 15, 2022. Candidates will be interviewed during the last two weeks of June. The successful candidate or candidates will be announced in August. We encourage all eligible students who live in the greater Rehoboth area to apply. Girl Scouts of Southeastern New England Partners with Mystic Aquarium for Girl Scout Aquarium Takeover!

Girl Scouts of Southeastern New England (GSSNE) is excited to partner with Mystic Aquarium for a Girl Scout Aquarium Takeover on Sunday, March 6th from 10:00 AM-3:00 PM (last admission is at 2:00 PM). GSSNE welcomes families, friends, and Girl Scouts of all ages to attend! Girls and their families will be able to explore the aquarium, enjoy the sea lion show, and visit the program table to participate in fun badge earning activities for all age levels. These badge earning activities will focus on learning about species within the aquarium, marine environmental issues, and how to become an eco-advocate. There will also be a GSSNE recruitment table for more information on joining Girl Scouts or to sign-up the day of the event! Participants are required to pre-register for a time slot, the last admission time is 2:00 PM. The cost is $20.00 per person. Masks are required for entry to the facility for everyone over the age of two, both indoors and outdoors. Mystic can host hundreds of people per time slot for the Girl Scout takeover event, and GSSNE would love to see you there! Current Girl Scouts who are attending are encouraged to wear their uniform! Presented By The Seekonk Lions Club For 24 years the Kiwanis Club of Greater Seekonk hosted the Taste of the Town. The Kiwanis have decided to stop promoting this event, allowing us the Seekonk Lions Club, through our Seekonk Lions Charitable Trust, a 501(c) organization, to continue this community event. We thank the Kiwanis for this opportunity and the great work they do. The Seekonk Lions Club is the oldest Philanthropic organization in Seekonk, originally chartered in June 1958. Genevieve was raised in Rehoboth by father Kenneth Parisi, native of Rehoboth, and mother Anne Parisi. Genevieve has one sister, 24-year-old Nicole Parisi, who current works as a Marketing Manager in New York City. Genevieve adores her 2-year-old shih-tzu Ellie and Facetimes home to see Ellie often (and her parents, Genevieve Parisi of course). Genevieve graduated from Bishop Feehan High School in 2013 and The University of Massachusetts Amherst in 2017 with degrees in Public Health and Psychology. She now lives in Los Angeles, where she works as a bartender and model. Boston Bruins Annual PJ Drive February 15 - March 30

Seekonk Library has teamed up with the Boston Bruins to participate in the Bruins’ annual pajama drive to benefit DCF Kids and Cradles to Crayons. Our goal is to collect 130 pairs of pajamas for children and teens in need between February 15 - March 30. All donations of new pajamas are gratefully accepted but there is a particular need for pajamas for older children (sizes 6+) and teens. Donations may be left in the collection box in the Children's Room at Seekonk Library.

Blanding PJ Drive

The Blanding Library will be collecting new pajamas from now through March for children living in low-income and homeless situations. This project is in partnership with the Boston Bruins, Cradles to Crayons, the Mass. Board of Library Commissioners and Wonderfund. There is a basket in the foyer of the library for your PJ donations, in sizes from 2T to Adult Med. Please, no donations that include family or holiday references. Each donation will give you a chance to win a signed Boston Bruins hockey puck at the end of the drive. Let’s work together to keep children and teens who are in need warm this winter.

Nature Talk on Amphibians Feb. 23

The Friends of the Blanding Library will present a talk by Rehoboth resident Carol Entin on “At-Risk Amphibians of Rehoboth” on Wed. Feb. 23 at 7 p.m. (Snow date will be March 2.) Using photos acquired from the last six seasons of her citizen scientist field work for MassWildlife, our speaker will introduce you to amphibian behaviors, life cycles, habitats and challenges. Carol says, “Learn about captive-rearing efforts and habitat restoration work happening right here in Rehoboth. Amphibians become active as early as the last week of February, so get to know these fascinating animals, and if you spot some in Rehoboth, you can contribute your data to our survey work!”

You can check out more than books at the library. These are some of the objects that the Blanding has available to check out: a ukulele, jigsaw puzzles, a microscope, a telescope, a chess set with a strategy guide, a balloon twisting kit for making balloon animals, and comfort kits for families facing major life challenges, such as moving, divorce, and death. Going somewhere that has spotty internet access? The Blanding has portable WiFi hotspots that can be checked out for one week. A hotspot can be used for job searches, telehealth appointments, online classes and more.

Are you looking to read and discuss books with others? We have a book club that meets on the first Wednesday of the month at 7 p.m. Both fiction and nonfiction are read and we are always open to title suggestions from members. The Friends of the Blanding Library will hold a book exchange for its members on Friday, Mar. 11 from 10:30 to noon. This is not a book sale, but an informal social, offering Friends members a chance to get together and swap a book or two. New members of the Friends are always welcome. Jewelry Donations Needed

On Sat. March 19, from 11 to 3, the Blanding will hold a jewelry sale with all proceeds to benefit programming at the library. We need donations for this event. All types of jewelry are welcome, so now is good time to clean out your jewelry box and donate unused items. Native American Art on Display The Blanding is pleased to exhibit two paintings by Wampanoag artist Ruth Major, now on loan to the library. One is a painting of Ousamequin, entitled “Gifts for Massasoit, c.1621.” The other oil painting is “A Visit to Massasoit’s Winter Village, Pokanoket in Sowams, c. Fall, 1620”. The paintings belong to the Warren Preservation Society and will be on temporary display in Rehoboth and other towns that were originally part of Sowams, Massasoit’s territory.

School News Dr. Azar Announces Superintendent Award Dr. Anthony Azar, Superintendent of Schools in the DightonRehoboth Regional School District, recently announced this year’s recipient of the 2021-22 Superintendent’s Award, Mr. Alexander Tomellini. Dr. Azar said, “The award is to recognize senior students who have selected the most rigorous course of study in their high school and have succeeded in that course of study because of hard work and through the support of their teachers and family.” The awards are given to high school students who have distinguished themselves in the pursuit of excellence during their high school careers. Dr. John Gould, D-R Regional High School Principal said, “Alex stands out amongst his peers as an athlete, as a participant with various activities, as an academic scholar, and as a person who truly values his time within the Dighton-Rehoboth Community. Alex’s participation in athletics includes three years on the wrestling team and the volleyball team where he served as captain for both squads. Alex is a coach of youth wrestling, a member of the cross country team, and participant on our Best Buddies Program as well as an umpire in youth baseball. His activities include the Robotics Club, the Chemistry Club, and community service through his church. Further, he is the co-founder of DRRHS’s chess club.

Once I left the building and heard his usual call from across the lawn, “Hello, Mr. Morrison.” He waved to me across the green while leading other athletes in stretches. He is unabashed in his friendliness. While Alex stands out as an athlete, a leader as well as a student – he is an excellent, humanistic person. He is a friend to everyone and an old school gentleman who has a firm work ethic tied to informed goals. One of his goals is to major in Computer Science. His schools of interest include Carnegie Mellon University, Cornell University, Dartmouth College, Duke University, Georgia Institute of Technology, and Worcester Polytechnic Institute. Dr. Azar continued, “I am confident that the school he decides to attend will become a better community because of his many valuable qualities but most of all because he is a kind person. Two Seekonk Schools Team up to Support Angels’ Care Closet, Inc. Two Seekonk schools coming together to help the less fortunate - that’s the Warrior Way!! Before the Holidays, the Martin Elementary PTO arranged a HUGE winter wear drive with the school’s students and collected bags upon bags of new socks, and gently used winter wear and warm clothes. We are forever grateful for this support, and it’s only half of the story! We then took the clothing to Seekonk High School, Folding donated clothing and with student and faculty volunteers of the STARS program, the donated clothing was inspected, sorted, washed, dried, folded, and returned to us so we may share it with those in need during these cold months. This not only saved Angels Care Closet many hours, but the students were also able to log volunteer hours and get hands-on experience. Thank you to everyone who helped make this possible and participated in getting essential items to those in need. Snapshots of Palmer River: Working Together and Reaching Higher

Never Enough Reading! – Mrs. Horowitz works with two of her very talented and enthusiastic readers, Caidan B. and Oliver D., to practice their skills. Reading and writing are two the most important skills; try and practice both every day!

Helping our “Furry Friends” - Students in fourth grade with Ms. Gridley set their sights on helping animals this winter. Each year, students in this classroom research “Holidays Around the World” and create crafts for each country. This year, with COVID safety measures in place, the students set up their “storefronts at home” to collect donations for the animal shelter. In addition to their ornament sales, the students also donated items (new and recycled) to help the animals at the shelter. In total, they raised a $375.03 and many, many, worthwhile donated pet supplies. We are so proud of them all!

It certainly continues to be a challenging stretch for all of us to stay focused, healthy and complete our responsibilities of our “normal” lives. From my perspective, I see your child(ren) working very hard and having fun each day in school. Our staff continues to work tirelessly to teach and support students as we navigate the start of 2022. This week we had Monday off to recognize the Reverend Doctor Martin Luther King Jr.’s life, work and impact. I hope you all had a chance to enjoy this special day in comfort with family or friends. A reminder that the term is coming to an end shortly and that students should be checking in with their teachers to make sure they have their work completed. While the current ACE and winter sports programs are still in process, we are working on another set of offerings for ACE and will also soon be communicating with students about our upcoming Unified Sports and Spring Sports offerings. Stay tuned! We recently completed another round of our Positive Behavior Incentive System (PBIS) red tickets gift raffles during each grade level’s lunch times. It is exciting to see students recognized for their hard work and positive actions! We are working on developing some additional opportunities to expand our PBIS offerings in the second half of this school year. It is certainly a challenging time and I want to thank all of you for your continued collaboration and support. Beckwith Middle School participates in the Betty White Challenge

The Betty White Challenge was a social-media-driven encouragement to donate to a local animal shelter and/or charity. Ms. White was well known for her charitable work involving animals and her animal rights advocacy. Students and faculty of Beckwith Middle School were asked to take part in the Betty White Challenge to honor Ms. White on what would have been her 100th birthday. We are happy to announce that through the Betty White Challenge, faculty and students at Beckwith raised $330.06 for the Rehoboth Animal Shelter.

Dighton Rehoboth Superintendent Search - Announcement of Finalists

A Screening Committee, made up of representatives of parents, teachers, students, administrators, and Board members, met on several occasions in January 2022 to review applications and to interview candidates for the position of Superintendent of Schools. Applicants represented a range of experiences and backgrounds and were all very interested in joining the Dighton Rehoboth team. The Screening Committee reviewed the applications and subsequently selected a number of candidates who were invited to meet with the Committee for a preliminary interview. Following the preliminary interviews, the Screening Committee, during its meeting on January 24th recommended the candidates below for further consideration by the School Committee. The Dighton-Rehoboth Superintendent Search Screening Committee is pleased to announce three finalists for the position of Superintendent. The 3 finalists in alphabetical order are: Craig J. Levis, Superintendent Coventry Public Schools Craig Levis has served the Coventry Public Schools in Coventry, RI since 2015 – first as Assistant Superintendent and then transitioning to Superintendent in 2016. Prior to his post in Coventry, Craig was the Director of Special Education for Smithfield Public Schools in Smithfield, RI from 2003-2015. William M. Runey, Jr., Principal Attleboro High School Bill Runey is the current Principal at Attleboro High School in Attleboro, MA and has been in that role since 2012. Before coming to Attleboro High School, Bill was the Principal at Bishop Feehan High School in Attleboro, from 2006-2012. Dr. Andrea B. Schwamb, Assistant Superintendent Wareham Public Schools Dr. Andrea Schwamb is the current Assistant Superintendent at Wareham Public Schools in Wareham, MA where she has served in that role since 2014. Prior to that, Andrea worked as a Teacher, Assistant Principal and Principal in Falmouth Public Schools in Falmouth, MA from 1998-2014 with a brief 1 year post as Assistant Principal in Duxbury, MA in 2005-06. The School Committee will conduct interviews with the 3 finalists in February and determine next steps which, in addition to extensive reference checks, may include inviting the candidates to visit Dighton-Rehoboth and a School Committee visit to the candidates’ districts.

Rotary Club of East Providence/Seekonk Announces Scholarship Program For High School Seniors $1,000 application deadline is March 9, 2022

The Rotary Club of East Providence, RI /Seekonk, MA announces the deadline for its annual scholarship program for 2022. Each year, the Rotary Club awards $1,000 scholarships each to three graduating seniors from the following schools: East Providence High School, East Providence Career & Technical Center and Seekonk High School. Deadline for the application is March 9, 2022. “The purpose of the scholarship is to reward a local high school student who best exemplifies the criteria of service, leadership and academic achievement,” states William Francis, 2021-2022 president of The Rotary Club of East Providence/Seekonk, MA. “Consideration is also given to need, and applicants must be a resident of East Providence or Seekonk.” Interested students should obtain the official application form from their school guidance counselor. The student would complete the application form and return it to their guidance counselor directly on or before the deadline. The Rotary Club’s Educational Trust Scholarship Committee then selects the recipients from a pool of the most deserving applicants submitted by each school’s guidance department.

Representative Steven Howitt Supports $55M Supplemental Budget to Fund Covid-19 Testing and School Masks Boston – State Representative Steven S. Howitt (R-Seekonk) recently supported a $55 million supplemental budget that provides funding for expanded COVID-19 testing and the distribution of masks for public school districts, while also setting a date for the 2022 state primary election. House Bill 4340, An Act relative to immediate COVID recovery needs, was engrossed on a vote of 159-0 in the House of Representatives on January 19. The Senate is expected to take up the bill the week of January 23. Representative Howitt said the spending proposal earmarks $25 million to help establish and expand COVID-19 testing sites across Massachusetts and to purchase tests. Funding will be made available for on-site testing locations such as community health centers, urgent care centers and non-profit organizations, which will be required to provide walk-up appointments. An additional $25 million will be used to acquire N95 and KN95 masks for distribution to students, staff and faculty at elementary and secondary public schools no later than February 28. The remaining $5 million is being set aside to help increase vaccination rates for children between the ages of 5 and 11 living in communities that have been disproportionately impacted by the coronavirus. Representative Howitt noted that House Bill 4340 requires the Baker-Polito Administration to seek federal reimbursement at the highest allowable rate for all eligible expenditures contained in the bill. The supplemental budget also establishes the 2022 state primary date for Tuesday, September 6. This authorization is needed to ensure that Massachusetts is in compliance with the federal Uniformed and Overseas Citizens Absentee Voting Act, which requires absentee ballots to be mailed to qualifying military and overseas voters who apply for a ballot at least 45 days before the November 8 state election. House Bill 4340 also temporarily extends certain pandemic emergency provisions that had expired in December. According to Representative Howitt, municipalities will be allowed to continue holding remote public meetings until July 15, 2022 to help mitigate the transmission of the coronavirus, and remote notarization using electronic video conferencing will continue to be authorized through the same date. House Bill 4340 contains an additional provision allowing certain retired state, county and municipal employees to continue working during the pandemic as a consultant or an independent contractor without impacting their pension. This provision does not apply to individuals who were retired under a general or special disability law. Before the final vote on the bill, additional language was adopted via a consolidated amendment that would: • allow funding to be used for the COVID-19 Vaccine Equity Initiative to increase booster shot rates in disproportionately impacted communities; • allow for Town Meetings to meet remotely until July 15, 2022 and to be conducted with a reduced quorum requirement equal to not less than 10 percent of the normal quorum requirement; • provide health care professionals and health care facilities with immunity from liability in the course of providing health care services during the

COVID-19 emergency – retroactive to November 22, 2021 and effective until February 28, 2022 – provided they acted in good faith and in accordance with emergency rules and applicable laws; • extend the period for which a public corporation may conduct an annual or special meeting of the shareholders from December 15, 2021, to July 15, 2022; and • extends period for which directors of charitable corporations may hold remote meetings and other modifications from December 15, 2021 to July 15, 2022.

Under Chapter 115 of Massachusetts General Laws (M.G.L. ch.115), the Commonwealth provides a uniform program of financial and medical assistance for indigent

veterans and their dependents. This is a program that is unique to Massachusetts. Qualifying veterans and their dependents receive necessary financial assistance for food, shelter, clothing, housing supplies, and medical care in accordance with a formula, which takes into the account the number of dependents and income from all sources. Eligible dependents of deceased veterans are provided with the same benefits as they would were the veteran still living. Note: many benefits are not available to the spouse once the veterans passes. This benefit is available to the surviving spouse, unless they remarry. Income limits for Chapter 115 are currently $2,147 for single applicants and $2,904 if married. The liquid asset limit is $8,400 for single applications and $16,600 if married. If you were previously denied benefits for being over assets, you may now qualify, because the asset limit has almost doubled over the last couple of years. For retired veterans, social security and pensions are counted as income. Any income received from the V.A. is also counted as both income and an asset. The stimulus money received for COVID-19 is not included as income or an asset. Please contact me with any questions you may have pertaining to Chapter 115 benefits. Visit one of these restaurants today! Or try a recipe at home... Preheat oven to 350 F. Pound veal cutlets to 1/8-inch thickness. In small bowl, toss tomatoes and pesto to mix well; set aside. Place flour in shallow dish. In second shallow dish, beat eggs, milk, salt and pepper, to taste, until blended. Place breadcrumbs in third shallow dish. Dip each cutlet into flour then egg mixture then breadcrumbs to coat both sides. In large nonstick skillet over medium heat, heat 1 tablespoon butter until hot. Place half of cutlets in skillet; cook 3-5 minutes, or until golden brown and veal is cooked through, turning once. Remove cutlets; place on baking sheet. Wipe out skillet with paper towel. Repeat with remaining butter and cutlets. Place one slice cheese on each cutlet. Bake 3-5 minutes until cheese is melted. Transfer cutlets to plate and evenly top with tomato mixture; sprinkle with pine nuts, if desired.

Chocolate Coated Strawberry Treats

Servings: 5 • 1 1/4 baking chocolate chips • 1 lb fresh strawberries • 1/2 baking peanut butter chips • shredded coconut • 3 tablespoons coconut oil, divided • crushed almonds In saucepan, add baking chocolate chips and two tablespoons of coconut oil. Melt on low to medium heat and whisk until smooth. In a small bowl, add baking peanut butter chips and 1 tablespoon of coconut oil. Microwave in 30 second intervals until melted. Whisk together until smooth. Line a baking sheet with parchment paper. Dip all strawberries into melted chocolate. Then, dip 1/3 in coconut, 1/3 in almonds and 1/3 just chocolate and lay on tray. Drizzle the melted peanut butter over the plain chocolate strawberries. Put in the fridge for at least 30 minutes or until strawberry treats are chilled.

Better Oral Health May Help Protect Your Heart

IN MEMORIAM Arthur Francis Tobin Arthur Francis Tobin, 87, of Rehoboth, passed away at home surrounded by his loving family on Sunday, January 30, 2022, after a long illness. He was the beloved husband of Mary Frances (Lawrence) Tobin to whom he was married for 66 years. Born in Boston, he was the son of the late William E. and Theresa A. (Gadoury) Tobin. He was a 1952 graduate of Rogers High School in Newport, RI. He earned a Bachelor’s degree in education from Rhode Island College and a Master’s degree in occupational education from Northeastern University. He was an Industrial Arts teacher at Dighton-Rehoboth Regional High School for 21 years until he retired. He also taught Driver’s Education, and served as the high school’s drama coach for many years. After his teaching career, Arthur Francis Tobin he went on to found and run Tobin Machine and Tool, in Seekonk. Arthur was committed to public service and served as a Selectman and Town Moderator, as well as other boards and commissions in the town of Rehoboth, including the Rehoboth Cemetery Association and the Rehoboth Senior Center Building Committee. He also served in the Rhode Island National Guard as a young man, and on the Bristol County Mosquito Control Board. He was a member of the Rehoboth Lions Club for many years, and was involved with the Boy Scouts and 4-H Clubs when his children were members. He was a life-long Red Sox, Bruins, and Patriots fan, and he took pride in celebrating their many championships. Arthur elevated the art of the southeastern New England Portuguese clamboil to new heights. Besides his wife, he leaves five children, Michael Tobin of Apollo Beach, FL, Matthew Tobin and his wife Kristin of Lakeville, MA, Brian Tobin and his husband Bill Short of Mount Washington, MA, Laura Mercer of Rehoboth, and Jason Tobin and his partner Lynne Sabourin Chernasky of Burrillville. He also leaves three grandchildren, Abigail Tobin, Drury Mercer, and Lily Mercer. He was the brother of the late Paul and Roland Tobin. In addition to his parents, he was predeceased by his beloved son-in-law David Mercer. His funeral service will be private. The family will plan a memorial service to celebrate his life at a later date, once conditions make it safe to do so.

Rehoboth Mourns Arthur Tobin

By Joe Siegel The town is mourning Arthur Tobin, a former member of the Board of Selectmen as well as several other committees. Tobin, 87, passed away at home on January 30 after a long illness. He was the beloved husband of Mary Frances (Lawrence) Tobin to whom he was married for 66 years. Tobin was an Industrial Arts teacher at Dighton-Rehoboth Regional High School for 21 years until he retired. In addition, he also taught Driver’s Education, and served as the high school’s drama coach for many years. After his teaching career, he went on to found and run Tobin Machine and Tool, in Seekonk. Tobin served as a Town Moderator and was a member of the Lions Club for many years. He was involved with the Boy Scouts and 4-H Clubs when his children were members. He served in the Rhode Island National Guard as a young man, as well as the Rehoboth Cemetery Association and on the Bristol County Mosquito Control Board. “He was a good man,” said Police Chief James Trombetta. “He served the town well. It’s a sad day.” Selectman Jim Muri said although he did not always see eye to eye with Tobin on some issues, Tobin offered up “spirited debate which was intellectually challenging” and a joy.” “He was a fine man,” Selectmen Chairman Skip Vadnais said Tuesday. “He worked very hard for the town. He’s going to be truly missed. He was definitely one of a kind.” Dick Georgia, Publisher of the Reporter, said Tobin was “very good for the town.” Georgia, who considered Tobin a friend, recalled asking him to chair the town’s 350th Anniversary Celebration committee. “He really took an interest in everything and he got involved with a lot of things like (being chairman of the senior center building committee),” Georgia noted. “He was one of the best, he really was. He did a great job for all of Rehoboth.”

Gregory “Greg” D. Abrams Gregory “Greg” D. Abrams, 60, passed away peacefully at home after a long illness on December 12, 2021. He was born January 13, 1961 in Fall River, Mass and lived most of his life in Rehoboth, Mass. Greg graduated from Bristol Agricultural School in 1979 where his natural love for farming and mechanics was nurtured and developed. He served in the Air Force from 19821986 and subsequently used his mechanical abilities to serve his community over the years, with his most recent position working for the Town of Rehoboth in the forestry department from 2013-2020. His love for farming and antique farming equipment led him to be one of the founders of the Rehoboth Chapter of the New England Antique Tractor and Truck Association in 2006. He really enjoyed tractor pulls and cutting and baling hay for local people over the years. His other interests included attending Nascar races, Seekonk Speedway and more recently bowling on a league at Lang’s Bowlarama. He is survived by his significant other, Lorraine Tessier, his brother Roger H. Proulx of California, his sister Stephanie Renda and her husband Matthew of New Hampshire, 2 nephews, 4 nieces and 2 great nieces. He is predeceased by his mother Bette Jean Dyer and father William Abrams Jr. He will be missed by his loved one’s and remembered for his sense of humor, patriotism, and care for those he loved, young and old and his love of laughter.
