A Call To Action
Between 1971 and 1991, the population in eastern Massachusetts increased 15%, yet the area of developed land increased 35%. By 2020, the population is projected to increase by 8%, but another 23% of land is expected to be consumed by development. According to the Rehoboth Housing Production Plan completed in 2015, “From 1990 to 2010, Rehoboth grew at a rate of 34%, from approximately 8,700 residents to approximately 11,600 residents. This growth rate is approximately four (4) times higher than that of both Bristol County and the Commonwealth during the same period. Rehoboth also grew faster than all neighboring communities during these 20 years.” As new residents are drawn to the character and beauty of our Rehoboth community, more homes and subdivisions are being built to accommodate them, and more open space is being lost. Local regulations requiring new homes to be built on lots of one acre or more were originally intended to discourage development but are now actually contributing to sprawl by consuming large tracts of land with each new subdivision. Through collaboration, we can work together as town residents to proactively manage growth in a manner that protects open spaces, local property values while also being equitable to developers. There are many strategies that we can look to from surrounding towns and municipalities to create a thoughtful and intentional planning process while we still have an opportunity to preserve what open spaces remain. One example is Open Space Residential Design (OSD), a technique to maximize the amount of open space preserved in subdivisions without reducing the number of homes built. With OSD, at least as many houses as a conventional subdivision are located on approximately half of the property, while the remaining land is conserved as open space for the community to enjoy. Priority for open space protection are identified ahead of time by community residents and the planning board based on community and environmental values. Homes are then carefully situated to maximize their views, protect land and water resources, and provide common spaces. The result is a subdivision that protects and connects the most important conservation interests rather than just setting aside an arbitrary percentage of land. Open Space Residential Design is a sensible approach that helps to protect the value of real estate property, our community water supplies, and streamlines site plan review process for developers- reducing time and costs and decreasing site development costs by designing with the terrain. Since OSD can provide both economic and environmental benefits (a study in Amherst, Massachusetts showed homes in an open space development appreciated 12.7% faster over 20 years than homes in a conventional subdivision of the same overall density ; additionally Seekonk and Westport have utilized this model successfully), the question is-why aren’t we offering this type of development when it will preserve natural landscape and natural watershed? Many local bylaws and regulations are not set up for developers to easily pursue this option without associated high costs and lengthy reviews. For this reason, it is necessary for our town to take intentional regulatory steps if we want to incorporate an OSD subdivision bylaw and special permit process into our planning board review policies. This will require collective action on our part to educate about the benefits and build support for this policy to petition on town council to put the initiative before town residents for a vote. Another policy approach is to increase the Community Preservation Fund. The fund was established through the Community Preservation Act (CPA) adopted by Rehoboth in the 90’s. This fund is supported through a real estate tax surcharge of 1.5% and can only to be used for affordable housing, parks and open space, and historic preservation. The Community Preservation Committee reviews proposals for expenditure through Town Meeting and funds can only be appropriated based on our votes as tax payers (recently used to save Frances Farm). The CPA surcharge does not raise the tax rate for the adopting community; it assesses a surcharge on property tax bills after they have been calculated based on the community’s current tax rate. Additionally, a community can adopt low and moderate-income exemptions for eligible residents. Continued on next page...

The maximum appropriation set forth by this act is 3%, so we are only at half of maximum allotment. It is important to know that our town receives annual matching of these funds, from a statewide CPA Trust Fund created by the Act. Only communities that have adopted CPA are eligible to receive these matching funds each year. Last year Rehoboth received, a total of $55,902, with $23,034 in matched funds coming from the state. Several cities and towns in Massachusetts are seeking to raise conservation trust funds by assessing a onetime real estate transfer fee of up to 2% on investors and developers for projects over a certain dollar amount. The revenue generated is paid into a trust fund and dedicated to support affordable housing and improving the quality of life for the community. This type of innovation would require collective action on our part to advance state and local policies and to develop by laws modeled after other local municipalities such as Martha’s Vineyard, Nantucket, Sommerville, and Arlington, just to name a few. These are just some of the policy ideas that Rehoboth residents are sharing and discussing. I’m writing this letter as a call to action for those among us who are feeling frustrated by increased development in our town and are not sure how to get involved. Hurricanes Be Gone: It’s two days after Henri and I’m enjoying the AC during yet another miserable heat wave, grateful and relieved that the storm fizzled out around here. No real damage, no power failure this far from the shore. Coastal communities took more of a hit, bad enough but not as bad as it could have been. Call them what you will, in my book if a tropical storm does a lot of damage, I call it a hurricane, and that includes Irene and Sandy. And as for complaints that meteorologists overdramatized the situation, first, any weather system is never 100% predictable. Secondly, it’s better to be safe than sorry. I always think of those poor people who drowned in the 1938 hurricane and how they might have been saved if more advanced weather forecasting like we have today had been possible 80 some years ago. One positive note: we’re not having a drought this summer! Unfortunately, all the bugs are out enjoying the heat and humidity. I have never seen gnats as bad as they are this year. It’s impossible to walk anywhere without a swarm of bugs around your head. And all the rain has given us a bumper crop of mosquitoes, coming after you in the bright mid-day sun, never mind at dusk and dawn! Nature walks in the woods will have to wait till fall. Yet the weather has been so much worse elsewhere with violent flash floods, relentless wildfires, depending where you are, and terrible loss of life and property. What is in a name? Late summer used to be called the silly season in the news biz, but would that it were so this year, with each piece of bad news apparently trying to outdo the other. One silly piece of news was the name chosen for the Pfizer Covid-19 vaccine (I have to look it up to be able to spell it) Comirnaty. One doctor said the name sounded to him like a small village in Ireland; I had the same thought. I wasn’t aware that the vaccine had to have a special name, but is this the best name they could come up with? I imagine everyone will just continue to call it the Pfizer vaccine and I’m just glad I got it a few months ago, whatever you want to call it. It’s so discouraging to see the wretched virus making a comeback. A recent article in The Boston Globe quotes a psychologist who refers to people possibly feeling emotions like despair, anger, or a deep sense of weariness. One of her suggestions is to practice acceptance, which is much easier for those like me who are not in the thick of things. It’s very alarming to read about how many doctors and nurses, especially in the South where hospitals are overwhelmed, are leaving medicine entirely due to burnout. Things didn’t have to get this bad. Flight attendants too are reaching their limit with bad behavior among their customers. I never remotely wanted to be a flight attendant (they still called them stewardess when I was young), which is good because I’m too short anyway. But with each passing year, I wonder how they can stand it. Now they are actually being physically assaulted by belligerent (and usually drunk) passengers who are throwing temper tantrums like two-year-olds. Yes, by all means stop selling alcohol on flights. Would you give alcohol to a fractious toddler? Flying coach is a miserable experience even without a pandemic, made worse by the way the airlines have crammed too many seats into too small a space in recent years. Many travelers must have been gloating at the video of the drunk and abusive young man who got taped to his seat to control his outrageous behavior on a recent Frontier flight. I’m sure prospective flyers were making a mental note to pack duct tape into their carry-on bags next time. You never know when it will come in handy. Another piece of coping advice from the psychologist mentioned above is to take brief mental vacations. With worries about flying and the pandemic, a mental vacation sounds pretty good, if somewhat more disappointing than a real one. The last piece of advice was “remember that this too shall pass”. Yes, eventually. But when?

Hello All – Another month has quickly flown by. I hope you have been enjoying your summer and staying healthy and safe. As the summer draws to a close, I also hope you had an enjoyable Labor Day weekend!
Upcoming Fall Town Meeting Postponed to May of 2022
Preliminary 2020 U.S. Census Figures are In
On August 12, 2021 the preliminary 2020 U.S. Census figures were released for represcincting purposes. Working in conjunction with the Secretary of State’s Office, the Town Clerk, Assessors, Planning Department and Board of Selectmen are currently in the process of redefining the precinct lines in Rehoboth based on the release of the 2020 U.S. Census figures. The reprecincting process is mandated by law to be conducted every ten years. I will have more details on the reprecincting process next month.
As many of you already know, on Monday, August 23rd the Rehoboth Board of Selectmen Continued on next page... postponed the November Fall Special Town Meeting due to the extraordinary cost of holding the Fall meeting; cost estimates $120,000+. The significant expense is due primarily to two factors. First, with the lifting of the State of Emergency, municipalities lost the ability to schedule Town Meetings outside of the boundaries of the Town. Secondly, although the State of Emergency was lifted, a Public Health Emergency remains in place which necessitates specific guidance be followed when conducting Town Meetings. This guidance includes social distancing measures. The combination of these two factors severely limited the available options to consider for a venue to conduct the meeting. Federal funds are available to “offset unexpected and unbudgeted costs incurred” for a Town Meeting; however, the funds expended need to be reasonable and justified during periodic audits. A review of the STM Articles by the Board of Selectmen determined the proposed business could wait until next May; thus eliminating the need to incur the extraordinary expense. Per the preliminary release of the “2020” U.S. Census Bureau’s survey results, Rehoboth’s 2020 population is “officially” listed as 12,502, which is an increase from 11,608 reported on the 2010 decennial Census. The population of Rehoboth increased by 894 persons, or a 7.7 percent increase from the U.S. Census previous decade (2010). Comparatively, the Commonwealth of Massachusetts had an increased total population (2010-2020) of 7.4 percent or 482,288 residents. For those of you following the local Rehoboth yearly census figures, which are completed by residents as of January 1st each year, the 12,502 U.S. Census figure differs from the 12,922 Town population in 2020 by 420 residents. This difference of 420 residents is resultant of homeowners not responding to the 2020 U.S. Census and therefore not being counted. Unfortunately that also represents 420 individuals, which the Town of Rehoboth will not receive Federal and/or State funding, as those figures are based on the U.S. Census total population figures. With regard to the 2020 U.S. Census figures, total population figures, Rehoboth is ranked 158th out of 351 municipalities in Massachusetts. There are 9,969 Rehoboth residents over the age of 18 years old, or 79.7% of Rehoboth’s total population. The housing stock of Rehoboth increased by 331 units, or 7.7% from 2010 to 2020. That results in Rehoboth being listed as 176th of 351 municipalities in the Commonwealth with regard to its 4,611 “total housing units” in 2020. Have You Registered Your Dog This Year?
Thank you to the 2,044 dog owners who have licensed their dogs for 2021. As you know every dog in Rehoboth must be licensed each year and show proof of rabies vaccination. This is to keep our community safe from rabies being spread throughout the Town. Unfortunately, after monthly reminders in the Rehoboth Reporter since January 1st, two postcard mailings along with an additional two letters mailed to the delinquent dog owners, phone calls to the dog owners by the Animal Control Officers, and a $15 late fee on each dog being imposed in June, the Town is now forced, by law, to charge the remaining 154 Untagged Dogs (101 Dog Owners) an additional charge of $25.00 “non-criminal citation” from the Animal Control Officer plus certified mail fees for mailing their citation. As a result, a $10 dog license is now almost $70. Please license your dog as soon as possible to avoid further action involving the Animal Control Officer. The State authorizes all Animal Control Officers to fine delinquent dog owners $50/day until they renew their dog’s yearly licenses. Please do not let that happen to you. As of August 24th, 54% of Rehoboth residents have received at least one dose of the vaccine; 49% of residents are fully vaccinated. This compares to 74% of all Massachusetts residents receiving one dose and 65% being fully vaccinated. By Joe Siegel The fire department has been given $25,000 from the Bristol County Savings Bank. Michelle Roberts heads up the bank’s charitable foundation, which is 25 years old. Bristol County Savings Bank is marking its’ 175th anniversary. “We have 13 different communities where we have a branch, so we’ve made the commitment of $25,000 to those 13 communities to commemorate our 25th anniversary,” Roberts explained. “I lived in Rehoboth. It holds a dear place in my heart.” “It’s a huge influx of funds for us,” Fire Chief Frank Baressi said Monday. “This is going to go a long way for us with the new training center we’re building and the new truck coming in.” “We very much appreciate the work you do for us,” said Selectmen Chairman Skip Vadnais.

There are a number of cats and kittens at the Rehoboth Animal Shelter. Lee is a very friendly long-haired black cat; her four kittens who were born at the end of July and will be eligible for adoption in late September. Lee will be spayed and adoptable then as well, and interested adopters may submit their applications any time. Another mother cat has a slightly younger litter, and there are also some newly-arrived kittens about three months old who are being scheduled for vaccinations and altering. Grand Opening Set For Council on Aging

by Joe Siegel The Rehoboth Council on Aging will soon be moving into their new facilities at Francis Farm and a grand opening event is being planned for September 12. Francis Hall will be used for the COA and the “white building” will serve as the home for the town nurse and Veterans Service Officer. Counseling and health services will also be provided in the building. Selectman Jim Muri said Monday the parking area around the building is being expanded, along with accessibility for disabled individuals. The COA staff have been working out of offices on Winthrop Street following last September’s devastating fire at the former facility at 55 Bay State Road. The 7200 square foot building was a total loss and the insurance proceeds are being used to purchase materials and equipment for the new COA. Voters at the May town meeting approved the purchase of the 47 acre property at a cost of $2.8 million.

Schwall Appointed to Town Position
By Joe Siegel Former Rehoboth Selectman Gerry Schwall has been tapped to serve as the town’s Director of Finance until July 2022. The position is part-time, Selectman Michael Deignan said Monday. Schwall will manage the town’s $500,000 in CARES money which needs to be spent before the end of the year. Some of those funds could be used to offset the cost of renovations at Francis Farm, which will serve as the home for the Council on Aging. “Gerry is a real subject matter expert on this,” Deignan added. “He is respected by his peers here in Massachusetts. He has other town administrators calling him for advice on how to do things. That’s how well he understands this.” “There’s no learning curve here,” said Selectman Dave Perry. “(Schwall) has his finger on the pulse of the town.” Schwall had previously served as Coordinator for Special Projects, which included the development of the town’s Covid-19 vaccination clinic.

The Fate of Anawan School
By Joe Siegel The Anawan School’s days might be numbered, unless the Community Preservation Committee can come up with the funds to save it. Last June, William McDonough, the town’s Building Commissioner, said the building at 53 Bay State Road was “unsafe” and ordered it to be demolished within 90 days. The CPC will be meeting with the Rehoboth Board of Selectmen on September 7 to discuss their plans. CPC Chair Carol Williams had submitted a town warrant article calling for the appropriation of $400,000 for the removal of hazardous materials from the interior of the Anawan School and to stabilize the structure. Selectmen voted recently to cancel the November Fall Town Meeting due to the high costs of staging the event at Francis Farm. The need to keep attendees socially distanced due to Covid-19 was also a factor. “The matter should’ve been put before the people to decide whether or The old Anawan School not (Anawan School) is saved,” Williams told the Reporter. “There was no meat to it,” Selectman Michael Deignan said of the warrant article. “I don’t know what that $400,000 was for or even how that number was arrived at. We don’t have $400,000 to give to (the CPC).” Williams hired a structural engineer to DR. FRANK CASARELLA & DR. LURI LEE inspect the facility. “He said (the building) has a 25 to 50 year usefulness if it were taken care of,” Williams noted. “In the meantime, it’s just deteriorating further. We can’t do anything, we can’t put a roof on, we can’t do anything because (selectmen) don’t want it done.” “The immediate need is that the building has to be secured in a manner that is deemed acceptable by (William McDonough),” Deignan said, noting the CPC needs to be more detailed with their plans. The CPC and the Historical Commission want to preserve what they believe to be an important part of the town’s history. “It’s going to cost millions of dollars to renovate that building,” Deignan said. “We’re going to put a new roof on the building and then what? It’s going to sit for another 25 years? The town wouldn’t even pass an override to fund a new Town Hall so they’re going to pass an override to fix the Anawan school which we OUR NAME HAS CHANGED – BUT IT’S STILL US! don’t have a use for at the moment?” McDonough, Fire Chief Frank Barresi, DR. McDonough spotted “multiple holes on the roof” and multiple broken windows. “There is not a stable piece of wood in that building,” Selectman Dave Perry said at a June meeting. “The building is ready to collapse. Nothing is salvageable.” “The Board of Selectmen are operating under the letter sent to us by the Building DR. FRANK CASARELLA DR. LURI LEE Commissioner and we have a requirement to act based upon that letter,” Deignan added. September has arrived bringing with it school commencement, cooler weather, apple picking and getting ready for Halloween. I hope everyone enjoys this time of year with family and friends. The Clerk’s Office will be busy with completing the August special election results and preparing for the November Town Meeting. The results for the special election held on August 30th will be posted on the Town Florice Craig Clerk’s website. Town meeting date has been set for November 8, 2021. It will be held at the High School auditorium. The warrant is now open and will close on September 24th. The September 11th - 20-year remembrance will be held, Saturday September 11, 2021 at 11:00am at the Public Safety Complex. No matter how many years go by it’s important that we never forget. It’s been advertised, but worth mentioning again, on September 18th Seekonk will have its own day. “Celebrate Seekonk (Seaconcke) Day”. It will be held rain, or shine at the Seekonk Library from 11:00am – 4:00pm. The day will celebrate the history, culture and creative spirit of its citizens. There will be food, live music, art, storytelling and plenty of activities for kids and seniors. The 34th Annual Charity for the Save A Pet Society Auction will be an online event with a little twist this year. Since many businesses had a difficult year, they will not be asking them to donate products or services. Instead, Save A Pet wants to support local businesses, by asking friends, supporters and social media followers to consider purchasing a gift card or item from them and

The Kennel Worker will work under the general direction of the Animal Control Officers. The position is responsible for providing food and water, medications, minimal grooming, and exercise to various types of animals, including cleaning of the facility, while maintaining proper disease control protocols. Duties also include but are not limited to the assistance with animal adoptions, basic janitorial and some clerical duties. The position also performs all other related work as required by the Animal Control Officers. This position functions as a part of the overall Animal Control team to ensure effective and efficient operations and wellbeing of animals in the care, custody, and control of the Town. Jinx is a 3-year-old, light brown and white, male Pitbull who was surrendered due to a change in his owners living arrangements. Jinx loves playing with other dogs and is fine with the cats he has met at the shelter. He enjoys visits to a staff members home where he can play with her dog and lounge in the pool. Jinx is friendly but can be mouthy, so we are looking for an adopter with Pitbull/large breed experience and a home with no children. He likes to go for walks and does well on a leash, enjoys playing in water, floating on pool rafts, and loves Kongs filled with peanut butter! Jinx knows his basic commands such as sit, lie down, paw, etc.… but he needs to continue with ongoing training as he is easily distracted. Seekonk Looks for New Fire Chief

Seekonk Zoning Board Member Requests Apology from Selectmen
By Joe Siegel Gary Sagar, who was recently reappointed to the Seekonk Zoning Board of Appeals, demanded an apology from Selectmen Chairman Justin Sullivan at an August meeting. Sagar vented his frustrations over the delay in his reappointment, noting Sullivan had deliberated the subject with other selectmen privately, in violation of the Open Meeting Law. “You broke the law, you broke the oath of office, so I’m here to request an apology,” Sagar said. When Sullivan declined to apologize, Sagar vowed to contact the state Attorney General’s office to file a complaint. “Fair enough, good luck,” Sullivan responded. “You demonstrated the residents’ complaints about small-town politics being played by the stunt that you pulled by having half your board willing to come in here and resign.” Two members of the Zoning Board had threatened to resign if Sagar was not reappointed. Sagar insisted the members came to Town Hall on their own initiative to lobby for his reappointment. “I was extremely upset,” said Selectman David Andrade, “because it was almost like a move to take the town hostage because if (the ZBA) doesn’t get their way, ‘we’re all going to resign.’”

Doorways Food Pantry Re-Opens to Inside Shopping

The volunteers and clients of Doorways Food Pantry were excited when the pantry recently reopened to in-person shopping for the first time since March of 2020. “It’s so much nicer for the clients to be able to pick and choose their groceries’ said Diane Fox of Doorways. “Unlike the prepackaged bags of groceries, clients can choose the kind of soup they like, the vegetables and fruit that they prefer, even what sort of cereal will end up on the breakfast table. It’s been long-anticipated by our shoppers.” Mrs. Fox went on to note that in-person shopping conserves the pantry’s food supply, because most clients actually take less food than is loaded into the prepackaged bags. “The pre-packs are basically a case of loading “two of everything” into the bags, and when clients shop they are more selective and take less food, but it’s the food they enjoy. It’s a much better situation.” For the safety of our volunteers, clients must be vaccinated to be eligible to shop inside, and both clients and volunteers are masked. Non-vaccinated clients are still eligible to receive food from the contactless curbside operation that has been in effect for over a year. “No one will be denied food because of their vaccination status” said Gerry McCabe of Doorways. “We will continue to offer prepacks for those who are reluctant to come inside, or who are unvaccinated. Our drive-through food distribution will continue as long as necessary.” Doorways is still hampered by a restricted ordering capacity from the Boston Food Bank which is limiting their food supply, and have continued to distribute prepaid grocery cards on weeks when they do not distribute food. “There’s a limit to that, obviously” said McCabe. “We hope to resume weekly food shopping in the near future. In the meantime, we are starting to slowly reassemble our volunteer base which was disrupted by the virus. Food donations are gratefully accepted and may be dropped off Saturday mornings between 8:00 and 10:00 am at the North School, 2 North Street in Seekonk. The people of Seekonk have championed our food pantry over the past year and a half - we are humbled by your support, awed by your generosity, and made hopeful for the future. scouting Around Such a Busy Summer for Troop 13 Rehoboth! Troop 13 has not stopped at all this summer. Last year we missed out on the fun of summer camp, so this year we made up for lost time with two trips. In July our Troop left New England to go down south to North Carolina in the Great Smoky Mountains to participate in a program called High Adventure. High Adventure is

for those older scouts looking for a little more fun and adventure in a week of camp. Camp Daniel Boone in Canton, NC offered “Zip ‘N Splash High Adventure program spending 2 days in the air ziplining and 3 days rafting down rivers. For the first 2 days, the troop stayed at the Nantahala Outdoor Center, or the NOC, and spent the aerial time on the COPE course, an alpine tower, and a 2.5-hour zipline tour with breathtaking views of the Great Smoky Mountains. On the third day, we took an 8-mile trip down the Nantahala River in 8 person rafts. On Day 4, it was time to leave the NOC to go to another river in Tennessee. However, COVID always has different plans and canceled the rest of the planned trek. Back at Camp Daniel Boone there were a few cases of COVID reported, resulting in the Camp closing, and requiring the Daniel Boone Staff and other Scouts that were on the trek to go home with their troops. Luckily Troop 13 was isolated from Camp Daniel Boone because we were at the NOC the entire week. Our Troop was able to keep going with our adventure thankfully because the NOC hosted us and kept us going. Day 4 we had a blast as we were able to go down the Nantahala again on smaller 2 person rafts. Day 5 we did a White-Water Kayaking trip with guides from the NOC. We couldn’t have asked for a better week, and we can’t wait to do it again! Our second week of summer camp was held in August at a more traditional camp with merit badges and fun activities. This year we found a summer camp in Ashford, CT called June Webster Norcross (JWN). The camp was enjoyed by all. Older Scouts were able to do merit badges like welding, shotgun, and even had ATV riding lessons all week. The younger scouts were able to get merit badges like swimming, rifle shooting, and completed a lot of requirements towards their ranks. The week also included a day of Lumberjack games with log throwing, hatchet throwing, chain pulls, and log cutting. Troop 13 has been to many different summer camps and this one was special because the staff at JWN made the difference. Our Troop will definitely be going back next summer. Troop 13 has had a lot of fun over the summer and the fun will continue with the Scouting year starting again after Labor Day. We meet every Tuesday night from 7pm - 8:30pm and camp one weekend a month. Participants will learn ways to keep their children safe on the internet and the importance of monitoring youth when using technology in an effort to reduce dangers to youth online. We are younger homeowners who do not always know what is the best decision to make when it comes to the house. However, we truly feel like we can trust Marshall and do not feel like they are focusing on the sale or the dollar. Customer service always appeared to be the top priority, from everyone we encountered. The finance process was also super easy and very affordable. If we did have strong opinions about anything, it was being able to afford the work being done. We received a great interest rate and payment plan. Anything else you’d like to share? As a full-time realtor, I hear this often from homeowners: “We want to sell, but we just want to wait a year or two”. It’s a completely understandable intention and is sometimes the best option depending on the homeowner’s situation. However, if you’re a couple of years away from retirement and are looking to downsize, or if you’re beginning to look for the home you’ll upgrade to and stay in until retirement; and if I told you that there is a chance that you’d be leaving tens and potentially hundreds of thousands of dollars on the table by waiting to sell for another 1-3 years, how would you feel? The reality is that we have not seen a more competitive housing market since 2005. You’ve probably heard from family, friends or neighbors who have listed their homes for sale in the past year, that they had 50 buyers come to the open house, received 10-20 offers and accepted one for $50,000 over asking with inspections waived, appraisal waived if possible, and the buyers were pretty much willing to do whatever it would take to get their offer accepted. Being a home buyer is incredibly tough right now. On one hand, interest rates are at record lows and it’s very attractive to purchase a home, but on the other hand, housing inventory has also been at record lows, making it harder to secure a property. Young families are out there searchingfor months, making great offers to only be rejected multiple times. The desperation is real for these buyers. So, with all of this going on, why should you be afraid of missing out? Well, in the last two months local and national data has shown us that the housing market is peaking. We are seeing houses begin to stay on the market for longer, we are seeing sellers receive less offers on their homes than they were a few months ago, and we’re even starting to see price reductions after homes have been sitting on the market for 20 days or longer. Buyers are still out there aggressively looking for homes, but because the market is so competitive, and because prices are increasing by as high as 20% year over year, many buyers are simply being priced out of the market and are forced to quit or take a break and try to rent for the time being. So why should you act NOW and not wait? These prices are not going to appreciate so furiously for much longer. If my analysis is correct, you are risking leaving a lot of money on the table - money that could make a difference in your retirement, or in your ability to put a great down-payment on the purchase of your forever home. If you’re afraid to sell because you think you won’t find something or will have to pay top dollar for your new home, you don’t have the wrong idea. Buyers in this market must know that it may take time to find the right property (or it may not – we’ve had many buyers have their offers accepted on the first try, and we’ve had many who have had to look for a few months before finding the right home – it varies). However, it’s clear that this market is treating homeowners best – whether they are selling or buying. You have a clear advantage over the many first-time homebuyers out there right now because you’re able to use stronger financing, make higher cash deposits and down-payments, and you are in a winning position as someone who already owns a highly appreciated home. You also have a
great advantage right now because buyers are desperate and willing to let you stay in your house until you can find your next home, so you won’t be rushed to find the right property. Lastly, interest rates are just too low not to take advantage of them. Josh Luzzi, one of our lender partners at Northpointe Bank, thinks there is a high chance that the FED will be forced to raise interest rates soon. He says, “Mortgage rates rely heavily on two factors: the federal reserve keeping rates low to continue to stimulate the economy, and investors in mortgage backed securities who invest based on how well the economy is going to be in the near future. We are seeing businesses eager to hire more employees, the real estate market is doing well, retail and online vendors are still growing, etc. These are very good indicators that our economy is strengthening as we progress with vaccinations and loosening Covid-19 precautions. When our economy is doing well, investors tend not to buy mortgage-backed securities, the federal reserve increases rates, and increased mortgage rates follow. We saw record low rates for a couple of months and then as cities and businesses started to reopen, we saw those rates jump a bit to follow the economic growth. That said, it’s my opinion that we should see significant rate increases toward the end of this year and into next year. The rate increases should and will reduce affordability of home prices, causing estimated payments to be significantly higher than they are now. However, right now we are still near all-time lows, so now is the time to buy or refinance if you haven’t already.” For those who are thinking to sell in the near future, I believe it would be a big mistake not to take advantage of all of the opportunities presented right now. People In The News Seekonk and Rehoboth Residents to Participate in Boston Marathon® Jimmy Fund Walk: Your Way
Three Seekonk residents, Sherry DaRocha, William Dench, and Julie Robinson and five Rehoboth residents, Ryan Furtado, Timothy Furtado, Regan Furtado, Sophie Furtado, and Austin Gouveia, along with thousands of other walkers, will choose their own route on October 3 for the Boston Marathon® Jimmy Fund Walk: Your Way presented by Hyundai. Participants are encouraged to “Walk Your Way” from wherever they are most comfortable—whether that be from their neighborhood, favorite trail, or from a treadmill in their own home. While the event will not physically bring walkers together along the famed Boston Marathon® course, it will unite the community to raise funds to support all forms of adult and pediatric care and cancer research at the nation’s premier cancer center, Dana-Farber Cancer Institute. The event has raised more than $150 million for Dana-Farber Cancer Institute in its 30+ year history. “While we can’t see everyone in person this year, we are excited for the virtual programing which will give participants the opportunity to support breakthroughs in cancer care and research at Dana-Farber Cancer Institute,” said Zack Blackburn, Director of the Boston Marathon Jimmy Fund Walk. “Together, from a safe distance, we will take critical strides in the journey to defy cancer.” This year’s event will have a lower fundraising requirement, $100 for adults and $25 for those under 18, with a $5 registration fee. All registered walkers will receive a bib and medal and the first 5,000 to register will receive a Jimmy Fund Walk T-shirt. The Rehoboth Garden Club will host an Open House & Membership Drive at Goff Hall on Wednesday, September 22, 2021 from 6:30-8:00PM. We are a friendly, socially conscious club with diverse interests including vegetable and flower gardening, flower arranging, bee keeping, civic beautification and so much more. We invite you to come and meet us. Guests will be eligible to win a beautiful floral arrangement created by one of our members. Our October meeting features Sharon D’Amore, aka The Garlic Mistress. She has been growing gourmet garlic in her home garden for many years. Sharon will speak about the different varieties she grows and sells, as well as planting techniques and harvesting. The public is invited to this special presentation. It will be held on Monday, October 4, 2021 at 12:30PM, at Brilliant Dahlia Farm, 14 Chestnut Street, Rehoboth. Minutemen attended a colonial event on August 21st at the Nathan Hale homestead in Coventry Ct. On the 18th of Sept. they will march in A Halfway to St. Patrick Day Parade in Providence, R.I. A ladies sewing bee in also in the works for Sept. The unit will be setting up at camp at the Carpenter Museum on October10th. Come and visit us. Please see the flyer in this paper. October 16th will find us at the Old Colony Museum in Taunton for Liberty and Union celebration. The next day we will be at Waters Farm in Sutton Ma for a Fall Festival. Rehoboth Lions Golf Tournament is BACK!
We took a “mulligan” for the 2020 golf tournament, but we are back for 2021. This will be the 32nd annual tournament with all proceeds going to Massachusetts Lions Eye Research. This year’s tournament will be on Saturday, October 23 at Swansea CC. It will be an 11AM shotgun start with a “Bramble” format. In this format you take the best drive of your foursome then every player plays their own ball to the end of the hold. Best wo scores on each hole are counted. Lots of cash prizes, a hole in one car, special cash drawing, and a super BarBQ pork and chicken dinner to conclude. The upcoming Rehoboth Lions golf tournament will be held at Swansea CC in late October. We certainly hope that issues with the COVID virus will have lessened by then, but we are definitely prepared for any eventuality. After play has completed our wonderful pulled pork and chicken BarBQ will be served outdoors in a covered facility. In addition, we are limiting our tournament to no more than 18 foursomes which will allow each group to have plenty of room in the dining area, and which will allow for play to move along in a speedier way. The usual format of having raffle prizes at the conclusion will not be taking place. There will be a few premium silent auction golf foursomes offered. The only raffle will be a 50/50 raffle with cash prizes. All of this will be in addition to prizes for our top four teams, long drive, closest to the pin, and putting contest. We are looking froward to a fantastic day of golf and to making a great contribution to Massachusetts Lions Eye Research. As we have noted previously, our first Clam Boil Fund Raiser will be on September 23rd for the low introductory price of $30. Seafood prices have been high this summer and clams are no exception. However, we here at the Seekonk Lions want to have a throwback price to welcome our old friends in this new season. Join Beverly Baker for a lecture at the Carpenter Museum and learn about finding a grave in Rehoboth and beyond. Beverly Baker has lived in Rehoboth since 1989, raising her family and enjoying their 100-year-old homestead, a former chicken farm. In 2012, she was appointed to the Cemetery Commission. Since then, the Cem Com has sponsored Cemetery Clean Ups and workshops to help teach the community how to care for historic gravestones. Beverly conducts tours of Rehoboth cemeteries to teach the history of the amazing people who used to live in this historic town. Through her work with The Cemetery Commission she assists the Veterans’ Services Officer in the placement of American Flags in all of the cemeteries and is a volunteer for Find a Grave. Beverly was elected Vice-President of the Rehoboth Antiquarian Society in 2020. She is a volunteer at the E. Otis Dyer Research room at the Carpenter Museum, helping people with their genealogy. The Carpenter Museum, 4 Locust Ave., Rehoboth Join genealogy DNA expert Kelly Wheaton, for a lecture at the Carpenter Museum and learn about finding a grave in Rehoboth and beyond. Kelly is descended from 20 early Rehoboth families. She has 50 years of genealogy experience and 10 years with DNA. She is the author of the free online course, “Beginner’s Guide to Genetic Genealogy.” She manages 7 projects at Family Tree DNA including the first town specific project on Rehoboth. She is an avid gardener and traveler. In her lecture Kelly will talk about the origins of the Rehoboth DNA project and why the DNA of our town’s Progenitors matters. Crafters’ Marketplace Planned for October 23 in Rehoboth Village
Rehoboth’s Carpenter Museum is hosting a Crafters’ Marketplace on Saturday, October 23 in historic Rehoboth Village from 9 a.m. to 4 p.m. at three locations. The event will feature more than 40 artisans selling their unique hand-made goods. All vendors are required to be vaccinated against Covid-19. Shoppers are asked to wear a mask indoors while shopping. Vendors will be located in Goff Memorial Hall, adjacent to Blanding Public Library; downstairs in the Tilton Room at Carpenter Museum with additional vendors outdoors; and in the church hall auditorium at Rehoboth Congregational church. Parking will be available at Goff Memorial Hall (Blanding Library) at 124 Bay State Road, and behind the Carpenter Museum. Entrance to museum parking is next to Rehoboth Congregational Church at 139 Bay State Road. All three venues are within walking distance. Dighton-Rehoboth Gets Advanced Manufacturing Grant
By Joe Siegel Dighton-Rehoboth Regional High School has been awarded a $214,000 grant for Advanced Manufacturing. The high school will update equipment and technology in the Advanced Manufacturing program. The grant will expand training for students and adults in the community to meet workforce gaps in the manufacturing sector. The school will purchase CNC lathes, CNC milling machines, 3-D printers, a laser machine. On Monday, the Baker-Polito Administration announced $9.7 million in grants from the Skills Capital Grant Program to 47 educational organizations across the Commonwealth to update equipment and expand student enrollment in programs that provide career education. The awards mark $102 million in total funding provided to high schools, colleges and other educational organizations since the program’s inception in 2015. The Skills Capital Grant Program was originally launched in 2015 with the goal of replacing outdated equipment and technology, mainly at vocational technical high schools and community colleges.

Azar told the Reporter he was “looking forward to spending more time with my family while keeping my options open as well to the next chapter of my life.” The last few years have been tumultuous for the district. National & International Ribbon Cutting Ceremony On Saturday, Aitken Elementary School held an Open House to allow parents and students to tour the new wing, which features 10 classrooms and seven bathrooms. There is also a new preschool playground outside, along with an outdoor classroom, and a maker space inside as one of the ten classrooms (a modern-day computer learning lab). Seekonk School Superintendent Rich Drolet said the additional classrooms were needed to decrease class sizes. State Rep. Steven Howitt, R-Seekonk, spoke at the ceremony, along with Drolet, school committee chair Kim Sluter, Aitken Elementary School Principal John Haidemenos, and Jackie Proulx, chair of the Aitken Expansion Building Committee. “This is a celebration for the entire community and really an example of what community support looks like,” Sluter said. Voters approved $10.5 million at a 2019 town meeting for the project, which was completed last June.

Getting Ready for 2021 Medicare Open Enrollment
The annual Medicare Open Enrollment Period (OEP) begins October 15. You’ll have the opportunity to sign up for Medicare or change the plan you already have. As you prepare to take advantage of the OEP, information is your most valuable resource. Here’s a look at what’s changing and where you can turn for guidance.
What’s different this year:
The biggest difference in Medicare this year is the Medicare Part D coverage gap—also known as the “donut hole”—has been closed. Sort of. The gap refers to the out-of-pocket costs incurred by reaching a certain benefit threshold on medications. While that has been addressed recently, it doesn’t mean your medications will be free. Instead, Part D beneficiaries can expect a 25% copayment/coinsurance for drugs from the beginning of your plan year after meeting any plan deductible until you reach the 2022 outof-pocket spending limit of about $7,050 (est). After that, you’ll pay 5% of your drug costs. This limit is significantly higher than it used to be, and provides even more reason to shop around and compare prices. Of course, this depends on wither or not Congress gives Medicare the power to negotiate prices, which bill is pending in the House. Switching plans can save you a lot of money on out-of-pocket drug costs so it might be even more important to have a SHINE person review with your options Another drug-related change is the approved list of drugs your plan may cover. Both Medicare Advantage (MA) and Medicare Part D prescription drug plans may restrict coverage in very specific ways. For example, a prescription drug used to treat two conditions may be approved for only one condition under Part D. Make sure you understand what your plan will do. If you have a chronic condition, there is a new category of supplemental benefit offered in Medicare Advantage plans. This new benefit can include anything the Centers for Medicare & Medicaid Services deems to have a reasonable expectation of improving or maintaining the overall health or function of enrollees with chronic diseases. Since this is a new feature and the benefit is not required to be offered uniformly to all chronically ill enrollees, you’ll want to ask about it before deciding on a Medicare Advantage Plan.

Celebrate Seekonk Day Needs Help From Seniors:
Celebrate Seekonk Day is scheduled for Saturday, September 18th from 11:00 to 4:00 at the Seekonk Public Library. A day filled with walks and talks, displays, music, entertainment, education, food, and fun! It will be a free event with the general public invited. A day designed for every age group to take part in, and to Celebrate Seekonk! Sponsored by the Seekonk Cultural Council. To foster a sense of town pride we have a vision of handing out about 250 free heart shaped “locket” necklaces punched out of blue and white paper. On one side will be printed the words “Why I love Seekonk.” And on the other side visitors will be asked to write the reason they love Seekonk! We are envisioning our library filled with citizens wearing the heart necklaces as they enjoy the day’s activities. We are hoping that we could find two to four creative people that would be interested in participating in the day with this special activity. The Cultural Council will provide volunteers with printed white and blue paper heart shapes. We would need a few people to glue the smaller blue heart to the larger white heart, punch a hole in the glued hearts, and attach a string or piece of yarn to make the necklace. We were also hoping that volunteers would be available to hand the heart necklace out on the day of the event. Seekonk Fall Leaf Clean-Up for Seekonk Veterans We are teaming up with Seekonk Assistant Principal Matt Bosh to offer a service to Seekonk veterans and their spouses; students volunteering to clean up leaves in the fall, with a projected follow up in the spring. WHAT: Sport teams, clubs and organizations from Seekonk High School will be assigned a house or houses of Seekonk veterans to clean up, bag and haul away leaves from their properties. WHO: Seekonk veterans and their spouses who no longer have the physical ability or resources to clean up their yards of fall leaves. WHEN: First or second Saturday in November (13th or 20th). WHERE: Houses selected in conjunction with Seekonk Veterans’ Services (Veterans’ Services Officer Jim LaFlame) and Seekonk High School Administration (Assistant Principal Matt Bosh). Tails & Tales Summer Reading Challenge Wrap-Up
Congratulations to all of the children who participated in Seekonk Library’s Tails & Tales Summer Reading Challenge. By reading 15-20 minutes per day, the children collectively read more than 219,000 minutes during the two-month program. Well done! Combined with the minutes read by teens and adults, the grand total of minutes was over 305,000! Since the community goal of reading for 250,000 minutes was met, a goat will be purchased through Heifer International and given to support a family or village in another country. Boston – State Representative Steven Howitt, R-Seekonk, recently supported Governor Charlie Baker’s proposal to reinstate the state’s charitable tax deduction Residential and Commercial beginning on January 1, 2022, saying it will fulfill a promise to the state’s voters who Free estimates, no job too small overwhelmingly approved the creation of the deduction more than two decades ago. On July 27, Representative Howitt voted to sustain the Governor’s veto of language Representative in the Fiscal Year 2022 budget that calls for Licensed & Insured Steven Howitt delaying the charitable deduction. The effort fell short, however, as the Governor’s veto was overridden by the House of Representatives on a vote of 124-35. A two-thirds vote in the Senate is also required for the override to be successful. Representative Howitt said it is long past time to heed the will of the state’s voters, who approved the creation of the charitable tax deduction by a more than 2-1 margin on the November 2000 state ballot. The ballot question was passed with over 1.8 million voters in favor and just 714,884 opposed, representing a margin of 67.1%-26.15%. Although the charitable tax deduction was implemented for the tax year beginning on January 1, 2001, Massachusetts taxpayers were only able to claim the deduction for one year before the Get Honest, Experienced Help Buying or Selling Your Home Legislature voted to suspend it in 2002. Representative Howitt noted that a recent survey conducted by Philanthropy Massachusetts and the Massachusetts Nonprofit Network found that more than 60% of nonprofits reported revenue loss during the pandemic, with an average revenue loss of 34% over the previous year. According to the survey, the greatest reported unmet need of the populations served by nonprofits is mental health (48%), followed by food (33%) and housing assistance (32%). The Department of Revenue has estimated that implementing SUPERVISED BY OWNER the charitable tax deduction would cost the state $64 million in the current fiscal year, and up to $300 million annually on a full-year basis moving forward.

She was the wife of forty-nine years to Joseph “Smokey” P. Saleeba. Cynthia was born in Newport the daughter of Henry Sidok of Providence and the late Barbara (Brown) Sidok. Cindy was a graduate of Dighton Rehoboth High School class of 1971. Mrs. Saleeba raised her family and was the owner of a generational family business Home and Commercial Security Inc. in Rehoboth. She was a communicant of Saint Mary’s Cynthia “Cindy” M. Church in Norton. Cindy (Sidok) Saleeba cherished the time she spent with her family and friends especially her grandchildren. She loved to travel, was an avid card player who enjoyed a good game of Uno and scrabble. Survivors besides her husband and father are two daughters: Danielle M. Meghan Virginia Ruane Meghan Virginia Ruane, age 65 of Dunlap, TN passed away suddenly in Chattanooga on August 23, 2021. Meghan, the third of seven children, was born on December 16, 1955 to Terry and Jim Ruane in Uniontown, Pennsylvania. Meghan was a great academic setting the bar high for her siblings that followed. She graduated from St. John’s Roman Catholic High School where she enjoyed a classic and story-filled Catholic School Experience. She graduated Cum Laude with a Bachelor of Science Meghan Virginia Ruane Degree from Boston University and earned an MBA from University of Rhode Island. Her professional career was spent in various leadership positions including director and chief operating officer within the health insurance industry. Meghan had the heart of a serving leader dedicated to the success of those she had the privilege to lead. She “walked the talk” and lead by example! Since a young girl, Meghan was an avid equestrian. Towering at a whopping 5’2” tall, her bravery was inspirational. Despite being thrown and sustaining multiple injuries, she always got back on the horse. This determination and persistence served her well throughout her life as Meghan never ever quit or backed down from a personal or professional challenge. Meghan was very kind and a great pet parent. She loved her various animals and will be missed by Gabriel, her miniature horse, Indie, her Tennessee Walker and Macey their Jack Russell Terrier. Meghan was preceded in death by her brother Billy, sister Terry and her parents. Beverly A. Hart Beverly A. Hart, 90, of Seekonk, passed peacefully at home on Thursday, August 26, 2021. She was the wife of Russell J. Hart to whom she was married 66 years. Born in Providence, she was a daughter of the late George and Edith (Hesketh) Calderwood. Beverly was a school teacher in Rehoboth for 20 years and in Warwick for 3 years. She graduated from Gorton High School in Warwick in 1948 and was also the Class Valedictorian. Beverly A. Hart She received her Bachelor’s Degree from Brown University (Pembroke College) in 1952 , served as the class President and was also a member of Phi Beta Kappa. During the summers she worked at the Camp Fire Girls Camp, the Automobile Mutual Insurance Company and the Manufacturers Mutual Insurance Company. She was very involved in many civic organizations in Seekonk and was a member of several organizations including: Planning Board, Board of Selectman, Finance Committee, Capital Improvement Committee, Charter Commission, RTM and the By-Law Study Committee. Beverly was a member of the Friends of Friends and the Friends of the Seekonk Senior Center, served as Seekonk Massachusetts Unsung Heroines of 2007 and was liaison to the Key Club at Seekonk High School. She was on the original Cable Access TV9 Board of Directors. She was an original member of Kiwanis of Greater Seekonk when it was founded in 1994 and served as Vice-President, Secretary and President. She was Kiwanis of the Year in 1996. After retiring Beverly enjoyed traveling. She and Russ would travel to Colorado to visit their son in the Air Force Academy. They purchased a trailer to camp in all parts of the United States and most of the national parks including Alaska. For 40 years they enjoyed skiing with their family in Maine. She leaves two children, Susan J. Chaisty and Russell J. Hart, Jr.(Ret. Colonel USAF) and four grandchildren, Russell J. $ Hart, III, Dalton Hart, Paige Hart and Connor Hart. (Richmond) DiFruscio of Seekonk. She was the adored granddaughter of the late Edward and Blanche Richmond and Joseph and Pasqualina DiFruscio. Laura was a graduate of South Coast Educational Collaborative. She was active with Cooperative Productions of Norton for 16 years and participated in swimming Laura N. Diane Marguerite Pelletier Diane Marguerite Pelletier, age 60, passed away peacefully on August 18, 2020. The daughter of John M. Pelletier and the late Estelle (Papineau) Pelletier, Diane grew up in Rehoboth, Massachusetts where she enjoyed country life, working on cars, good music and good times with family and friends. She spent her summers at her family’s beloved cottage in Jamestown which she would eventually get to make her home. Diane graduated from Dighton Rehoboth High School and went on to take courses in business. After the birth of her daughter she spent time in Vermont before Diane Marguerite starting her own business and attending Pelletier New England Institute of Technology where she earned a degree in Electronics technology. She then married and moved to her beloved South County where she worked as a bookkeeper in Galilee, a position Diane loved, where she enjoyed the camaraderie of her coworkers and friends on the docks. Diane loved being near the ocean whether here in the north or visiting her beloved Florida Keys. She was an avid collector of mermaids tears, shells, stones and driftwood as she walked her favorite beaches which she then used in her art pieces. Her love for creating was prolific but she found her most loved artistic medium in stained glass which she loved to work on in her studio. She was a fountain of ideas and knowledge with skills from woodworking and jewelry making, right down to her everyday handy woman skills that always saved the day. When she wasn’t by the sea, Diane loved to enjoy the snow and time with family up in the mountains of New Hampshire. She always added life to the party with her bright smile, generous spirit and love for music. Whether it was around the bonfire or by the hearth, she loved to expand her mind with good conversation and time with family, friends and kindred spirits. Diane also enjoyed researching her ancestry and spent many hours compiling an extensive family tree. Her other great love was animals which were always a part of her family, especially cats. She leaves her three
beloved cats, who remain in the loving care of family, and memories of all the animals she loved. A loving mother, sister and friend, and much loved cousin and niece, Diane will be dearly missed. Diane is survived by her beloved daughter Danielle (and Joshua), her step sons Brandon (and Allison), Garrett (and Helen Rose) and beloved grandchildren Faith, Isaiah, Jeremiah, and Esther who brought her so much love and joy. Diane is also survived by her sisters Suzanne and Cheryl and her two brothers Mark and James. She was preceded in death by her brother John “Chip” Pelletier. Diane also leaves her nieces Ami and Cailyn and nephews Tyler, James and Andrew along with her beloved cousins, aunts, uncles and friends whom she loved very much and with whom she shared many treasured memories. John «Jean Marie» Pelletier of Rehoboth, Massachusetts and Key Largo, Florida passed away peacefully at home on May 19, 2021 at the age of 93. He was born and raised in Pawtucket by his parents Aime and Felixiene (Boutin) Pelletier. John joined the Navy at age 16 and proudly served on the destroyer escort ship U.S.S Wyman in the Pacific Rim during World War II where he was known by his shipmates as Frenchie. After returning from the war, he became a successful small business owner, utilizing his many skills running a laundromat, bakery and the Anawan Heating and Oil Company. Retiring to the Florida Keys, he was a volunteer for Reef and the Salvation Army where he was always ready with a helping hand and a kind smile. Johnny loved tending to his tomato garden, long bike rides and visits from his family in his beloved Florida keys. He enjoyed fixing anything and everything, reading the newspaper daily and spending time with his many pets over the years, most recently his cat Penny. John›s energy and sense of humor will be fondly remembered.
