A Persevering

President Ruben C. Sevilleja was born to Jorge Sevilleja and Generosa Cadiente on March 18, 1951 in Narvacan, Ilocos Sur. He completed his elementary and secondary schooling in the public system. He wanted to study in any university in Manila but with the constant prodding of his parents and his Manang Amelia who was working then at the CLSU Infirmary as a nurse, he gave in to their request cum order that I enroll in CLSU, It was on their knees where he first learned his early lessons in reading, arithmetic and character education. Being the youngest in a brood of four, he was taught not only by his parents but his older siblings as well. These, coupled with required attendance to a Sunday school, were instrumental to developing in him the virtues of respect, love and devoutness.

choices and decisions I made have steered me to this course. One thing I have noticed with my years of teaching is that the effectiveness may vary from teacher to teacher, class to class, school to school, and year to year. However, becoming a successful teacher is not a destination. It is a continuous, wonderful journey. Successful teachers continually reflect on their classroom experiences along the way, and what better way to reflect than to commence at the thought that started it all: why they chose to become a teacher. ne of the most fascinating things about effective educators is that they never cease to learn. They take everything in stride by learning from their past mistakes and constantly trying to be better. Even if the journey towards becoming a successful teacher is often demanding, ideal teachers try to look back and think about their real purpose on why they chose this discipline. I believe that more than anything, purpose gives one the drive in order to see things until the end. It is therefore enlivening to see the various reasons and thoughts that these authors had prior to the making of such decision that led them to this field. Personally, I never thought that I would be a teacher, but I sure am grateful that the

Ruben learned to love CLSU during the course of his studies. He was able to balance his academics and his penchant for sports. After receiving his diploma for a bachelor’s degree in agriculture major in Agricultural Economics in 1973, he had wanted to look for a job. However, his father had pushed him to enroll for a master’s degree. The untimely demise of his father made him abide by his wish. As he returned to CLSU in 1974 to get his academic credentials relative his application for enrolment in a master’s degree program, he met some friends who encouraged him to apply for a job at CLSU. He then applied and got hired as an instructor in July 1974. However, he was not confined to teaching. Armed with his academic preparation in agricultural economics, he was also tapped to participate in extension works in nearby barangays. The multi-dimensionality of his assignments might have probably brought out his potentials. Two years after he was hired at CLSU, he was awarded with a technical scholarship grant from the US Agency for International Development. With the commencement of the grant in September 1976, he flew to Alabama, USA to enroll in a master’s degree program in aquaculture at Auburn University.

For almost two years, he devoted his time to his studies and completed his program in August 1978. His experiences in the US opened his mind to a wider perspective. His stay in Alabama rubbing elbows with international students challenged him to compete with himself for him to become better. Never did he expect that these experiences would be the antecedents of greater things to come. Upon his return to CLSU, he was able to share the knowledge, skills and experiences he got from the US. He handled highly-specialized courses for undergraduate and graduate students. In addition, he was involved in research projects in integrated livestock-fish farming, fishpond engineering and economic analysis of freshwater fish production. The year 1983 ushered in another milestone in his career. The University administration might have seen his leadership potentials which prompted them to give him administrative positions. He was designated as the assistant dean of the College of Fisheries from November 1983 to June 1988 while serving as the chair of the Department of Inland Fisheries Management, College of Fisheries from October 1984 to June 1991. His intensive involvement in research projects on integrated agri-aquaculture farming systems, membership in technical committees commissioned by various government agencies, and publications in international and national reputable journals were instrumental to my subsequent appointment as the dean of the College of Fisheries on June 3, 1991 and director of the Freshwater Aquaculture Center (FAC) on November 18, 1991.

Being assigned with the full stewardship of the College of Fisheries was challenging because of the demands inherent to the position. He, together with my colleagues, established and nurtured a productive network among state universities and colleges offering undergraduate program in fisheries. The BS Fisheries program major in Inland Fisheries and minor in Marine Fisheries was offered in consortium with Don Mariano Marcos Memorial State University in Sto. Tomas, La Union and Pangasinan State University in Binmaley, Pangasinan so as to attend to the marine fisheries component of the curriculum. After serving the University as a dean and director for more than two years, he had to relinquish these administrative duties. Another great opportunity came knocking at his door; so important that he could not let it slip within his grasp. In recognition of my prolificacy as a researcher and extension worker, he was granted a scholarship by the British Council-Overseas Development Administration for a doctorate degree in the United Kingdom. In January 1994, he was admitted to the University of Wales at Swansea for a doctorate degree in development economics. His skills and experiences in

knowledge generation and technotransfer were further enhanced during the course of this scholarship. With the completion of his doctorate degree program in December 1996, he returned to the Philippines with a stronger desire and a burning commitment to help in countryside development by sharing the new insights he has gained. He was reinstated as the FAC director in January 1997 and faithfully held the position until December 2001. As the director of this research and development center, he, together with his team instituted a more aggressive campaign towards establishing partnerships with national and international research agencies. Most notable of the many bilateral projects were the CLSU/FAC-University of Wales ODA/UK Tilapia Genetic Improvement, CLSU/FAC-University of Hawaii USAID/ CRSP Project on Pond Dynamics and CLSU/ FAC-University of Wales DFID/UK Project on the Socio-Economics of the Dissemination of the Products of the YY Tilapia Technology. Because of the ingenuity of CLSU-FAC researchers as reflected by their cutting-edge technologies in aquaculture, the University of Hawaii recognized the Philippines through the Center as a prime research and development site for Asia. With

Ecolé National Superiere Agronomique de Toulouse of France, an educational and scientific partnership was also established. With the cooperation and commitment of the CLSU administration and the FAC personnel, the Center was bestowed with numerous awards during his stint. In 1998, FAC received the Centennial Fisheries Award for Most Outstanding Fisheries Research from PCAMRD and the Outstanding Scientific Partnership Award from the Consultative Group for International Agricultural Research. While serving as the FAC director, he was designated to be at the helm of the academic affairs program of the University. He was appointed as the vice president for academic affairs from September 1998 until April 2007. During his stint as vice president, he spearheaded the preparation of the strategic plan for the academic affairs programs. That plan was reflective of my thrusts of reviewing and reengineering the different curricular programs so as to be responsive to the needs of the changing milieu and evolving landscape of education in the global arena. He was compelled and challenged yet inspired by my predecessors’ accomplishments in terms of solidifying the University’s reputation as a leading higher education institution Shortly after Dr. Rodolfo C. Undan’s retirement, he was installed as the new University president. He pushed for the reengineering and accreditation of curricular programs. He also encouraged the University community to map out a more intensive and aggressive research, extension and production programs. In 2008, he was chosen by PRC as the recipient of the Outstanding Professional of the Year Award in the field of Fishery. In 2013, he received the PCAARRD Pantas Award as the Most Outstanding Research Administrator.

President Dr. Ruben C. Sevilleja is married to former Gisela Alvaro. They were blessed with three children Norman (USHS 1996, BSFT 2004), Nelson (USHS 2000, BSBA 2004) and Nerwin Ace (USHS 2003)

evelopment is a fruition of research. But for development to happen, results of any scientific undertaking should be disseminated to various stakeholders most especially the target users. By having access to technological information, the intended beneficiary could appraise the information as to its relevance and appropriateness for eventual adoption or use to improve their current status. Researchers are potential science information communicators. They are thus expected to make available the results of their research and development (R&D) undertaking in various media forms like technical report and articles, and popularized versions in either print, audio and/ or visual modalities. Hence, it is important that their knowledge and skills in technical writing are honed so that they could become effective communicators.
