He has performed drainage design and analyses since 1999. Specializing in coordinating complex projects with many stakeholders, Mr. Floyd has been responsible for over 50 commercial projects that range from small one-acre sites requiring site civil design to large master plans requiring extensive planning, zoning, and pro forma analysis. Mr. Greer evaluates each project and provides feedback to the client regarding approvals, infrastructure needs, earthwork balance concerns, and drainage problems/solutions so that the most effective approach is applied and the project is successful. As a principal consultant in his own company for over 23 years, he has been involved in project management, planning, design, and construction inspection for major drainage facilities, highways, underground utilities, and various land development projects with specializations in stormwater management, drainage master plans, open-channel design, and computer applications for hydrology and hydraulic analysis.

Project HIGHLIGHTS Lattitudes Grocery Store and Gas Station

Westside Boulevard and Pat D’ Arco Highway—Rio Rancho, New Mexico Mr. Floyd worked cooperatively with the site architect to evaluate the property with the gas station developer to determine site advantages and constraints and develop a project budget. Mr. Floyd performed the site civil design, including grading, drainage, utilities, and coordinated the placement of the dry utilities and underground gas storage tanks. He also oversaw the design and construction of the adjacent public infrastructure, including street modifications, water and sewer line extensions and a regional pond. Mr. Floyd coordinated with the City of Rio Rancho, Southern Sandoval County Flood Control Authority (SSCAFCA), Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA), the New Mexico Department of Transportation (NMDOT), and the dry utility providers for this project.

san pedro and paseo Del Norte Commercial Site Planning and Design Albuquerque, New Mexico

RESPEC provided civil engineering services associated with the Paseo Marketplace project located at the southeast corner of Paseo Del Norte and San Pedro. This effort included grading, drainage and utility plans, public infrastructure plans, and construction observation services. The project is a 6.7-acre development that consists of a Senior Adult Living Center and a Presbyterian Health Services Center. The original drainage requirement for the property was for all site runoff to be contained in on-site retention ponds. RESPEC staff provided the analysis that allowed the site free discharge into a storm drain adjacent to the site. This created significantly more usable space for the development at one of Albuquerque’s busiest intersections and significant cost savings for our client.

Project HIGHLIGHTS coors pavilion retail center Albuquerque, New Mexico

This 20-acre development site has been planned and partially occupied. The site includes a Panera Bread, Starbucks, and a Verizon Store. RESPEC staff has provided land planning, entitlement, and engineering services for various versions of the development for more than a decade. RESPEC staff has provided the site earthwork balance, drainage mitigation solutions, fire protection, and utility services. RESPEC is currently providing site civil design and coordination for a Bosque Brewing restaurant/brewery on this site.

The site accesses Coors Blvd., which is owned and maintained by NMDOT, and RESPEC staff coordinated with NMDOT for access and the required roadway improvements.

oxbow Retail Center Albuquerque, New Mexico

This 30-acre development site has been planned for development, and RESPEC staff has provided land planning, entitlement, and engineering services for various versions of the development for more than a decade. RESPEC is currently working with the development team to provide onsite and offsite infrastructure and site grading and drainage design. The site will access Coors Blvd., which is owned and maintained by NMDOT. RESPEC will be integral in providing the site earthwork balance, drainage mitigation solutions, fire protection, and utility services.

Project HIGHLIGHTS Huning Ranch Business Park West Master Plan Los Lunas, New Mexico

The Huning Ranch Business and Technology Park West will contain more than 900 acres of Industrial zoned land just west of Los Lunas New Mexico and adjacent to an existing Facebook Data Center in the Los Morros Business Park. RESPEC is currently providing land planning and entitlement services for the annexation of the property into the Village of Los Lunas and the establishment of zoning for the property. The site has many challenges, and the owner of the property wants to be ready for “that next big user�. They are relying on RESPEC to produce a clear development path for any potential user regarding land use, grading, drainage, wet and dry utilities, access, and governmental processes. RESPEC coordinated with the Village of Los Lunas, NMDOT, utility service providers, and adjacent property owners to facilitate the development plan for this property.

Project HIGHLIGHTS alameda and san pedro apartments Albuquerque, New Mexico

RESPEC is providing civil engineering services for the second phase of the apartment development at the northwest corner of Alameda and San Pedro. The complex included 135 apartment units with ramada and pool amenities on a 4.4acre property. This effort involved grading, drainage and utility plans, public infrastructure plans, and construction observation services. Because of site plan constraints, required onsite ponding needed to be provided in underground storage tanks. RESPEC’s analysis minimized the amount required and saved over $100,000 in construction costs.

Project HIGHLIGHTS Extra Space Self-Storage Facility Rio Rancho, New Mexico

RESPEC designed site and drainage features for a 9.5-acre site, including RV parking and two self-storage facilities (23,000 SF and 65,000 SF) with dual-level entry to reduce earthwork construction costs. This saving approximately $40,000 in earthwork import costs. The site was designed to maximize space, which eliminated the need for retaining walls. RESPEC’s creative solutions to solve the intricacies of the site eliminated required storm drains and minimized temporary ponding requirements. A drainage master plan, including hydrologic and hydraulic modeling for the site and adjacent lots, was created to demonstrate capacities of the existing and proposed infrastructure. RESPEC coordinated with the Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) to allow free discharge from the site into their facility, thereby reducing the detention pond area required. The project also included design of a public water line system per City of Rio Rancho (CORR) specifications and off-site traffic lanes and driveway access to the site following design criteria set forth by CORR and NMDOT. Construction management for this project included reviewing materials submittals, shop drawings, change orders, onsite inspections, and preparing a closeout package that certified that substantial compliance had been met in accordance with the design standards and specifications set forth by SSCAFCA, NMDOT, and CORR.

Project HIGHLIGHTS gateway south pond removal and water quality design Rio Rancho, New Mexico

RESPEC staff performed a hydrologic study to show that the regional pond at the northwest corner of Westside Boulevard and NM 528 no longer affected the peak rate of flow in the overall drainage system. The lot that contained the pond was privately owned with a drainage easement in place over the pond. Mr. Floyd coordinated with AMAFCA, NMDOT, and CORR to come to a consensus that the pond could be removed and replaced with a water quality structure. Mr. Floyd coordinated the design of a structure to remove oils and other floatables and to re-plat the property. Currently, a new storm drain system with a water quality weir inlet has been designed and approved by AMAFCA and NMDOT. This work allowed what is likely the most valuable property in Rio Rancho to become available for development, while adding a new water quality feature to the existing storm drain system capable of removing floatables for storms up to the 100-year event.

Project HIGHLIGHTS sunset hills pavement and subsurface drainage improvements Gallup, New Mexico

RESPEC provided construction management and oversight of paving and subsurface drainage improvements, including piping, asphalt, and concrete paving for YES Housing’s assisted

care facility in Gallup, New Mexico. The project included federal funding and was subject to the US Department of Agriculture (USDA) construction project documentation standards. Services included conducting pre-construction meeting(s) and project final walk-through(s), reviewing of material submittals, providing daily construction observation and associated documentation, reviewing wage rate contractor submittals, reviewing and coordinating of material testing, and preparing documentation for final project acceptance.

carlsbad Commercial site development Albuquerque, New Mexico

RESPEC is providing civil engineering associated with this project located south of US Highway 285 between N Thomas Street and N Edwards Street in Carlsbad, New Mexico. This effort includes grading, drainage and utility plans. The project is a 0.6-acre property, single retail building with two users, T-Mobile and Weinerschnitzel. RESPEC provided a more detailed drainage analysis of the area that minimized the drainage impacts to the site and created a more usable space for the parking lot that serves these two users.

Project HIGHLIGHTS Albuquerque International Balloon Fiesta (AIBF) Albuquerque, New Mexico

RESPEC has performed several design and construction management services for AIBF, including grading and drainage design of an approximately 19-acre parking lot for Balloon Fiesta events and management to construct a 97 foot long, two-lane bridge crossing the North Diversion Channel (NDC). The bridge connects the Balloon Fiesta Park to the 19-acre parking lot on the other side of the channel. RESPEC worked diligently to provide a successful project on a strict timeline and allow the parking lot to be open for the annual Balloon Fiesta in October. The project began in June 2017 and was completed by the end of September 2017. The designed parking lot contained 45 RV parking spaces with individual water and sanitary sewer connections. The storm drain system implemented for the site was designed with an eventual outfall into the NDC, which is one of the largest channels in Albuquerque (21 foot depth by 70 foot width), and required coordination with Bernalillo County, Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA), and the United States Army Corps of Engineers (USACE). RESPEC managed the construction operations on behalf of AIBF and coordinated with over 25 contractors and government entities to grade the parking lot, install pertinent utilities (water, sanitary sewer, storm drain, and electric), and construct maintenance roads and the bridge. RESPEC has also worked on several other AIBF projects, such as performing a feasibility study on an 11-acre site for use of park-and-ride shuttle bus pick-up and drop-off zones, providing conceptual grading and preliminary site analysis on an 80-acre site for use as a landing site for hot air balloons, and designing approximately 2,500 feet of domestic water line to upgrade the existing system for use by vendors at the Balloon Fiesta.

Project HIGHLIGHTS wendy’s

Los Alamos, New Mexico RESPEC coordinated with the County of Los Alamos and various design team entities to complete design grading, drainage, and utilities for a proposed Wendy’s in Los Alamos. Hydrologic and hydraulic analyses were completed to design the stormwater runoff conveyance for the site. Because the site was already developed and contained a large portion of impervious area with no ponding, returning the discharge conditions to historic would create a large burden on the site. RESPEC coordinated with the county to allow for a reasonable reduction of flow that did not reduce the discharge conditions to historic, eliminating the need for additional ponding and potential retaining walls, saving the client in construction costs.

alamogordo commercial site design Alamogordo, New Mexico

RESPEC provided civil engineering services for this project located west of S White Sands Boulevard between Mercury Avenue and Panorama Boulevard. The development is for a Starbucks on a 1.5-acre site. This effort included grading, drainage, and utility plans. The owner had previously constructed a Starbucks adjacent to this development; however, after that project was unsuccessful, RESPEC was hired to perform the design for the new Starbucks. Furthermore, the existing site had previously served as a borrow site requiring dirt import. RESPEC was able to provide a unique design to help the cost impacts of the import.
