The Department of Communications, Climate Action & Environment is responsible for the implementation of the EC Directive on Packaging in Ireland via the European Union (Packaging) Regulations 2014. The purpose of the Regulations is to ensure that packaging is managed in an environmentally sound manner by minimising the production of packaging waste and ensuring that as much as possible is recovered, recycled and reused.
Discussions are ongoing in the European Union with a view to improving waste management in Member States and as a consequence, protecting, preserving and improving the quality of the environment, protecting human health, ensuring prudent and rational utilisation of natural resources and promoting a more circular economy.
Packaging and the Circular Economy The European Commission has adopted an ambitious Circular Economy Package, which includes revised legislative proposals on waste to stimulate Europe’s transition towards a circular economy, which will boost global competitiveness, foster sustainable economic growth and generate new jobs. The Package consists of an EU Action Plan for the Circular Economy that establishes a concrete and ambitious programme of action, with measures from production and consumption to waste management and the market for secondary raw
Proposals to Amend the EU Directive on Packaging and Packaging Waste
The targets in the Packaging Directive for the recovery and recycling of packaging and packaging waste are likely to be amended to reflect preparing for reuse and recycling of packaging waste in order to better reflect the Union’s ambition to move towards a circular economy. I know that, as always, the Irish Packaging & Print Yearbook and Directory will be a much sought after reference guide in the packaging sector and I wish all subscribers/readers success in the future.

Leaders of the Pack? David Little, Chair of the Irish Packaging Society, explains how expertise in packaging technology can save you time and money and drive efficiencies in your business.
A
re you a medium to large user of packaging? Are you spending many thousands of euros a year on packaging? Do you have a Packaging Technology Department or do you have an in-house trained specialist in packaging? If not, I argue you really should have one, or at least a resource to turn to. If you’re in the FMCG food & beverage, medical device or pharma sectors, not to mention horticulture, hardware, pet care or other industrial sectors, chances are a lot of packaging is being used to contain, pro-

mote and transport your products. Not to mention the other ‘small’ matters of legally required information, brand recognition, protection etc. I don’t think print and packaging gets the respect it deserves and as a result, things are often not planned properly and forgotten about until the last minute: “Did anyone order the boxes for the new product…?” The same focus, feasibility assessment and planning that goes into the availability of the production equipment for a new product or the bill of materials or the mar-
ket analysis, should go into the planning for pack change, specification development and procurement RFQ’s for the supply of new packaging.
Comparing Supplier Specifications I believe it is a tall order to expect someone in procurement or supply chain, not to mention the guy in the stores, with no special packaging training, to become expert enough to argue or compare supplier specifications. Or how about to negotiate technically the benefits of one lacquer over another, or to understand the necessity of corona treatment or the benefits of specifying a certain UV inhibitor or coefficient of friction? At the beginning, they will certainly be over-reliant on the reps from the various suppliers, probably too dependent on personality or helpfulness, rather than on performance and technical detail. They may also make buying decisions based on price, not thinking nor appreciating the impact on performance, nor the difference in one spec over another. Of course, they will eventually pick-up good knowledge in their narrow field of involvement. I ask, though, at what cost? I hear you say, “Ah yes, but to err is human”, I say, “yes, it is,…. but it is usually a very expensive lesson and a time consuming one, with packaging lead-times….”

Speaking of lead-times, are all your new product launches smooth sailing and on-time? Why does it take so long? Well let’s look at the stages to the right as to what’s involved… How many amendment loops are involved in approving your new artwork? Does the final print match your proof, or was it a bit of a surprise or even a disappointment? Does your brand colour on one substrate match the colour on another substrate? What does L*a*b* mean anyway (GPS for colour)? Does one supplier always seem to cause more trouble than another, with poor packaging or delivery performance or say, colour consistency? What’s your pack change or trial process for developing new packs or testing new specifications? How do you analyse or follow up on the outcomes?
Opportunities to Save Money I believe, in most small and medium size companies (and some big ones as well), there are opportunities to save money on packaging, to buy better, to drive efficiencies with your suppliers; to standardise specs, labelling or palletisation or even, for instance, to utilise warehousing better. If you do not specify sufficiently and manage your suppliers, they will slowly evolve the spec, to supply what suits them best; their optimum core size or material spec or pallet size, etc. It’s only natural, but this just works for them and causes your company inefficiencies. You need to
proactively manage your suppliers, audit them, access their weaknesses, give them a chance to improve, decide to grow with them (or not) and keep a process driven approach to packaging change and the supply process. See figure below, PDCA a process driven approach. I hear you ask, “What’s one to do? How can I remedy the situation and get serious about print & packaging?”

However, you can get there a few ways. You can advertise and hire a qualified Packaging Technologist. You could promote or hire a good interested person, willing to be trained and arrange in-house short courses for them or send them on the excellent DIT accredited Level 7- CPD Diploma in Packaging Technology. This is a one year program, designed to create a Packaging Technologist, where they cover the fundamentals, legal requirements, substrate manufacturing, printing processes and converting techniques for all packaging types, to name but a few of the modules. See Design, Print & Packaging Skillnet, http://dppskillnet.ie/index.php/training/ diploma-in-packaging-technology/ The other thing you could do is to bring in expertise; a packaging consultant. Get all the benefits and experience you need, but none of the long-term commitment, no additional costs of employing a full time person. This can work well for short projects or problem solving, training, auditing suppliers or press passes or even to evaluate your position, in advance of a decision to hire someone full time. Either way, if the volume is there, a trained packaging specialist will be a boon to your business. Having an experienced and competent technologist running pack change projects, coordinating NPD, setting up specs, briefing repro and printers and supporting marketing, procurement, supply chain and production departments, will definitely save time, money and drive efficiencies…..QED.

Sustainability S in Packaging and the Circular Economy A new study commissioned by Pro Carton reveals the importance of sustainability in packaging, with a resounding 96% of major brand owners and retailers across Europe admitting that the use of sustainable packaging was important to their business.

ustainability is a topic on everybody’s lips at the moment. The adverse publicity regarding plastic packaging polluting the oceans has heightened awareness of the sustainability and recycling issues amongst the general public, as well as politicians and packaging specifiers. Similarly, the relatively new term ‘Circular Economy’ is being used more widely, even if the concept is not yet fully understood by everyone, to encourage a move towards a society that creates less, or even no, waste and uses materials that can be regenerated. A new independent study from Smithers Pira, commissioned by Pro Carton, amongst major brand owners and retailers across Europe has shown resounding evidence of the importance of sustainability in packaging. Folding cartons were perceived as the most sustainable packagingw but the report revealed that there is still some confusion about what makes packaging sustainable. “It is interesting to see how the environmental benefits of cartonboard packaging have been perceived by our target audiences and I am delighted to note that our strengths of renewability and recyclability are now well appreciated,” explains Tony Hitchin, General Manager of Pro Carton. The research was aimed at investigating views and attitudes amongst major European brand owners and retailers on sustainability in packaging and its importance to the retail business. The main fieldwork for this project consisted of a series of 100 in-depth telephone interviews with leading decision makers. 96% of respondents said that the use of sustainable packaging was important to their business, with just over half (52%) saying this was either ‘very important’ or ‘critical’. The top criteria for packaging to be considered ‘sustainable’ were that: (i) It is a recyclable material: 29.2% felt this was the most important criteria; (ii) It uses renewable & abundant materials (19.6%); (iii) It uses minimal lightweight materials (15.5%); (iv) It has a low environmental footprint (8.2%); (v) It is biodegradable or compostable (5.1%).

Renewable Vs Sustainable It is clear, however, that not everyone has the same level of understanding as to what makes packaging sustainable. Recycling is rated to be more important than using renewable material but you can’t have truly sustainable packaging unless it comes from a renewable source, Hitchin argues. Clearly, paper based packaging is renewable and recyclable and is one of the best examples of a packaging material that fulfils the requirements of a circular economy. Almost all the respondents felt sustainable packaging was important to their business. However, it was interesting to see that a lot of emphasis is put on reducing packaging weight. This, of course, makes good sense, especially when talking about a non-sustainable packaging material but there are times when a sustainable material could be used instead. Trying to use less of a non-sustainable is still a bad choice for the environment if an alternative sustainable material could be used instead, according to Pro Carton. “Cartons really are an example of ‘cradle to cradle’ packaging. You can never say that about crude oil based packaging,” argued Hitchin. “If packaging specifiers are serious about wanting to have more sustainable packaging, then they need to start by using a sustainable material whenever possible. It would be a good to think that cartonboard will, therefore, always be brand owners’ first choice as a packaging medium.” You can find a summary of the study
Whilst carton makers are inherently fortunate in having a renewable resource as their raw material, they are also leading the way in terms of recycling levels, outperforming virtually all other forms of packaging. Of course, consumers are well aware that cartons can be recycled several times over. What they may not be aware of are some of the impressive manufacturing statistics that the industry has recently released. At European board mills, typically 96% of electricity is produced on site using the energy efficient combined heat and power method. The installation of bio-mass boilers, which use waste material from the pulping process, has increased the industry’s use of bioenergy to 56%, making the pulp and paper industry the largest producer of bio-energy in Europe. As an industry based on the renewable resource of the forest, cartonboard has a unique advantage as a packaging material. It can claim that the raw material derived from sustainably managed forests captures and stores carbon; that cartons in use continue to store carbon; and that recycling cartons keeps the carbon locked up and prevents it from returning to the atmosphere. practices sustainable forest management as it ensures a growing forest in Europe. Sustainable forestry is conducted according to clear guidelines, which means that the raw material can be utilised, while still nurturing the forest’s biodiversity. Latest figures from CEPI (Confederation of European Paper Industries) show that European forests are actually growing by an average of 1,500 football pitches a day! Water is fundamental to paper and board making but 92% of water used in board production is returned to the environment and, due to the use of efficient waste water treatment, it’s cleaner when it goes back than when it came in. Tony Hitchin concluded: “We all know that cartons are one of the most sustainable forms of packaging but we need to spread the message even wider, to make people act differently, and this includes brand owners, so that they actively disfavour materials that are less sustainable. We also still need to clarify some misconceptions. Sustainability is much more than just recycling or lightweighting. Sustainabilty must consider the whole environmental impact that a product has from source to the end of life, as well as social and economic factors. In this way, I hope that packaging specifiers and legislators will positively discriminate in favour of materials that abide by the principle of the circular economy and against materials that harm our world.”

cartonboard packaging once again demonstrated lots of innovation and creative thinking. The 2016 winners were announced at a spectacular Gala event at The Casino in Cannes, known of course for its annual film festival and awards. The Carton of the Year went to My. Von Erl, an e-cigarette pack, produced by AR Packaging Group on material provided by A&R Carton Graz. The jury commented: “The carton looks like a refined, premium pack with lovely embossing, hot foil and varnishes. However, it is not until you open it that the My. Von Erl pack really creates that ‘wow’ moment. Without the use of any other material other than cartonboard, the pack holds together, and presents beautifully, all of the elements and extras needed for this eCigarette product. The carton engineering is truly impressive.”
Packaging Stars of the Future The stars of the future made the Pro Carton Young Designers Award the most successful running of the students Award ever. The highlight was public voting for the first time, with over 13,000 votes being cast. The quality of all entries, coming from 11 countries, was highly professional and creative. Due to this unprecedented popularity, this Award will now take place every year rather than every two years, as in the past. The winning entry of the Young Designers Award was ‘I Have Nuts‘, an organic

and balanced mix for athletes, packed into two separate compartments with pre- and post-workout blends. The judges felt that “it was a very attractive pack, structurally and graphically. But coupled to that is the marketing concept of nutrition for athletes, where balanced nutrition is provided in each half the pack to be consumed pre and post activity.” The nutritrion mix helps to sustain consumers throughout and after their work-out. Clearly, sustainability is about more than
just the packaging! The issue of sustainability is here to stay. Whilst the packaging industry, as a whole, is taking a positive and responsible attitude to sustainability, could more be done, more quickly and should some of the current thinking and behaviour be changed? Tony Hitchin believes so: “To achieve sustainable packaging you simply have to start with a sustainable material. Otherwise it’s just not sustainable.”

ALUFOIL: AT THE HEART OF THE PACKAGING INDUSTRY Cédric Rauhaus, Communications Manager of the European Aluminium Foil Association (EAFA), reports on the latest trends and innovations in aluminium foil and closures.
A
strong performance from European aluminium foil rollers in the last half of 2016 lifted deliveries above pre-economic crisis levels for the first time in a decade and to an all-time high. Domestic
deliveries showed a marked improvement over the previous year and exports performed better than expected. Thinner gauges remained stable, showing a slight improvement, while thicker gauges saw an increase in demand. Throughout the year, the industry vigorously promoted the benefits of alufoil products in terms of sustainability, performance and recyclability. Of particular note was a ‘feast in foil’ in Brussels, aluminium closure recycling reaching new levels, and the Alufoil Trophy, which continues to show just how innovative and creative the aluminium foil sector can be.

2016 saw the successful launch of an initiative organised EAFA to demonstrate the value of aluminium closures and indeed the entire aluminium range in an interesting and amusing way. Every Thursday throughout April and May, the many international young men and women living, working and studying in Brussels, the heart of Europe, were

invited to join ALUNCH for a ‘feast in foil’, at the prestigious Grapevine restaurant, near the European Parliament. To ‘pay’ for their meals, the lunchers simply needed to bring along some aluminium bottle closures, which enabled them to feast on a variety of delicious food, all served in aluminium foil or containers, of course! Throughout the event, all the closures were collected in a large transparent tube and then sent for recycling; showing the value of aluminium closures does not stop when the bottle is empty. Plans are now under way for ALUNCH 2017, which will be hosted in Berlin, Germany.

Aluminium closures, mainly used on bottles of wine, spirits, water and olive oil, can be collected either with the mixed packaging fraction or together with the glass collection stream. Thanks to modern processes the aluminium is easily extracted and recycled, from both material streams.

A strong set of entries for the Alufoil Trophy 2017, the sector’s leading awards competition, showed once again the strength of product development programs and creative thinking in the aluminium foil industry. There were nine winners across five specific categories, plus a Trophy given for Innovation in Application for the first time.

Consumer Health, Bayer, itself a previous winner of a Trophy for its Shamrock aspirin pack. He was full of praise for both the standard and ingenuity of entries. “We can only recognise the very best of the products entered and the judging proved very close in several categories,” he said. “We were impressed with packs which showed real technical advances to create better sustainability, improved quality, more convenient or flexible solutions. Particularly, one or two winners offer the aluminium foil sector a real opportunity to jump into new market segments or enable customers to put their products in places they could not reach before. That marked them out as very special and it fully justified their award.”
Consumer Convenience An aluminium combination closure for premium oil in glass bottles, developed by closurelogic, called Olio Premium, featuring a patented HDPE pourer, impressed the judges as it greatly improves the overall consumer experience. An integrated ‘No-Touch’ system enables hygienic opening and handling, while the flow control within the insert allows for precise pouring. The drop-cut system means both the bottle and label stay clean, as the excess liquid is captured and returned to the bottle. Also the combination cap incorporates an anti-refill device within the HDPE system, while the aluminium element includes a tamper-evident band. Other consumer friendly features include the ergonomic shape for easy opening and 100% recyclability. The lightweight empty trays are easy to stack and transport too. Using this packaging system means no cold chain is required, so no freezer in the outlets or defrosting by the consumer. The cake is immediately ready to serve, as it is always at ambient temperature and so contains no artificial preservatives. There is an excellent combination of traditional recipes, modern food technology and high performance packaging.

Resource Efficiency A semi–smoothwall container range, branded as Happy Day by makers Contital, is round, rigid, reusable and recyclable; and is made using a cold moulding process instead of the traditional turning technique. This offers resource savings on several fronts, the judges decided. Using a new, patented manufacturing process, the containers have perfectly smooth sides and base, resulting in higher non-stick properties. This allows the manufacture of containers from lower thicknesses, without losing the rigidity and resistance. Also there is a reduction of carbon emissions. By lubricating the rolled aluminium before drawing deformation with food grade oil, there is no need for additional lubrication or later

The Frangible Formpack Blister is an aluminium foil blister pack, with several chambers, made of Amcor Flexibles’ Formpack bottom web and a lidding foil.
Called Straight‘n’Easy, the concept has big resource saving potential in both packaging and logistics, according to the judges. The film used has a multilayer design with an aluminium barrier and patented Huhtamaki Terolen film. It is characterised by excellent processing properties on conventional pouch machines and guarantees that the packaging can be torn open cleanly, easily and in a straight line.

One chamber is filled with a dry powder incorporating the active ingredient (highly moisture-sensitive), the other one with a liquid. A range of aluminium closures, 3D Embossing for the Salute, made by Guala Closures for Salute’s range of liqueurs, can be customised with special metallised printing decoration to give a tactile effect, and allows the application of any pattern, with details much finer than mechanical embossing. It has been recognised by the trophy judges for technical excellence. This is a standard aluminium closure which, for the first time, can be
decorated with digital printing technology and then metallised with ‘sputtering’ technology. This technique allows closures to be decorated by a thin pure metal coating in a specific colour. Different technologies are merged in one production line to achieve a completely new decoration process.
Application Innovation ‘Capsule for beer flavour dispenser’ is a clever aluminium capsule system, containing liquid flavour syrup, specially designed for a unique beer dispensing technology. The system, which allows serving multiple drink options from a single beer keg in pubs, is a joint development by ABInBev and Constantia Flexibles. The judges felt it reflected a strong all-round innovative performance. The fully recyclable capsule offers beer flavouring at the point of dispensing, with high barrier qualities, to avoid the scalping/ degradation of sensitive and concentrated flavours in individual syrups over the whole shelf life. A major consideration was the piercing performance of the aluminium foil lids in the new dispensing system. reen logistics and sustainable Supply Chain Management as concepts have been the subject of growing discourse since Toyota Motor Corporation first introduced the concept of lean production in the 1980s. Today, all players in logistics and supply chain management have a collective responsibility for the environmental practices in their respective supply chains. We are all aware that the logistics, Supply Chain Management and packaging industry contributes to global warming
as a result of greenhouse gases such as carbon dioxide and nitrous oxide released during the combustion of fossil fuels. Sustainability is defined as using resources to meet the needs of the present without compromising the ability of future generations to meet their own needs (Brundtland Commission - World Commission on Environment and Development, 1987, p. 8) Starik and Rands (1995, p. 909) define sustainability as: “[. . .] the ability of one or more entities, either individually or collectively, to exist and flourish (either
unchanged or in evolved terms) for lengthy timeframes, in such a manner that the existence and flourishing of other collectives of entities is permitted at related levels and in related systems”. Sustainability in engineering literature has been more encompassing, and has explicitly incorporated the social, environmental, and economic dimensions of the macro-viewpoint by defining organisational sustainability as, “a wise balance among economic development, environmental stewardship, and social equity,” (Sikdar, 2003, p. 1928). Green + Lean = Green Logistics and Sustainable Supply Chain Management Due to the commitment to lean production, most players in the logistics and supply chain management industry have the natural tendency to gear towards green practices. King and Lenox (2001) describe green as “the good public spill-over of lean” and explain these positive side-effects in the efforts towards waste reduction and the cutting back of pollution. The primary purpose of lean thinking is to maximise profits through cost reduction and as a direct result, a reduction in environmental risks and impacts, while improving ecological efficiency of organisations. Lean thinking focuses on cost reduction and increased flexibility through continuous elimination of waste, while green
thinking on sustainable development and the reduction of ecological impact of industrial activities through elimination of resource waste and pollution. The principle tool use in lean is value stream mapping: i.e. a deep understanding of all the processes required to bring a product to market, while in green thinking the principle tool used is life-cycle assessment: i.e. deep understanding of all the processes required to bring a product to market, considering product design, product use and end-of-life management As can be seen above, logistics and supply chain management players following lean and green are striving for sustainable Supply Chain Management as defined by (Seuring and Müller, 2008) “the management of material, information and capital flows as well as cooperation among companies along the supply chain, while taking goals from all three dimensions of sustainable development,

i.e., economic, environmental and social, into account which are derived from customer and stakeholder requirements.” Seuring and Müller’s definition underscores the three-way balance among economics, environment, and society required for any human enterprise to survive and prosper indefinitely. As stated above, green logistics and sustainable Supply Chain Management have three dimensions also known as the Triple Bottom Line or The three Ps:

I am old enough to remember a time when we drank our water from the tap or a glass and the very idea of paying for bottled water was beyond belief. The shop assistant did the wrapping, bagging and packaging. While we might look back with rose tinted glasses, we cannot not keep our heads in the sand about the quantity of plastic bottles ending up in landfill or worse in our seas and eventually the stomach of a whale. The Circular Economy Package adopted by the European Commission in March 2017 has put the cat among the pigeons with the European plastics re-claimers. The recycling industry must now consider how it will adapt to attain the legislation’s call for a 55% recycling rate. Currently, about 49 million metric tons of plastics are generated annually in the European Union (EU), of which just 16% is recycled. One solution to the plastics bottle issue may well be the Ooho Edible Water Bubble, which aims to eliminate the need

by focusing on the triple bottom line, they can ensure the sustainability of the three Ps; People, Planet and Profit.
for plastic bottles entirely. Rodrigo García González, Pierre Paslier, and Guillaume Couche from the Imperial College London have developed a water bubble, named “Ooho”, which is a biodegradable and natural membrane that can be fully swallowed and digested, as well as hydrating people in the same way as drinking water. The product is made from a seaweed extract and is tasteless, although flavours can be added to it. The Ooho balls will be trialled later this year and introduced at major events such as marathons and music festivals. The material is cheaper than producing a plastic water bottle. To create the balls, a block of ice is dipped in a solution of calcium chloride and brown algae, and the membrane forms around it. A layer can be peeled off to keep the exterior clean for consumption. While some may believe the Ooho Bubble has a long way to go before it eliminates the plastic bottle, many of the key players in the packaging industry
are currently working on one or more of the following sustainable developments/ initiatives: • Shrinking carbon footprints; • 100% bio-based PET; • Downstream supply chain players measuring upstream suppliers; • Novel bioplastics; • Edible packaging; • Waste reduction/zero waste.
Conclusion There is no doubt that sustainability and environmental friendliness are growing in importance. Today’s consumers are increasingly very well informed on sustainability and environmental matters. The logistics, Supply Chain Management and packaging industry, through innovation and collaboration, needs to take back ownership of the word sustainability. By embracing lean and green concepts and

Circle of Trust? An update on the implementation of the EU’s Circular Economy Action Plan.
D
ecember 2015 saw the European Commission adopting an ambitious new Circular Economy Package to stimulate Europe’s transition towards a circular economy, the aim of which is to boost global competitiveness, foster sustainable economic growth and generate new jobs. In a circular economy, the value of products and materials is maintained for as long as possible; waste and resource use are minimised, and resources are kept within the economy when a product has reached the end of its life, to be used again and again to create further value. The package includes legislative proposals on waste, with long-term targets to reduce landfilling and increase recycling and reuse. In order to close the loop of product lifecycles, it also included an Action Plan to support the circular economy in each step of the value chain – from production to consumption, repair and manufacturing, waste management and secondary raw materials that are fed back into the economy. The revised legislative proposals on waste set clear targets for reduction of waste and establish an ambitious and credible long-term path for waste management and recycling. Key elements of the revised waste proposal include: • A common EU target for recycling 65% of municipal waste by 2030; • A common EU target for recycling 75% of packaging waste by 2030; • A binding landfill target to reduce landfill to maximum of 10% of municipal waste by 2030; • A ban on landfilling of separately collected waste; • Promotion of economic instruments to discourage landfilling ; • Simplified and improved definitions and harmonised calculation methods for recycling rates throughout the EU; • Concrete measures to promote re-use and stimulate industrial symbiosis - turning one industry’s by-product into another industry’s raw material; • Economic incentives for producers to put greener products on the market
and support recovery and recycling schemes (eg for packaging, batteries, electric and electronic equipments, vehicles). Earlier this year, the Commission issued a report to the European Parliament and Council on the implementation of the Circular Economy Action Plan in 2016 and its plans for 2017. The Commission argued that there is a strong business case behind the plan, which enables companies to make substantial economic gains and become more competitive. It delivers important energy savings and environmental benefits. It creates local jobs and opportunities for social integration. It is closely interlinked with key EU priorities on jobs and growth, investments, the social agenda and industrial innovation. The wider benefits of the circular economy also include lowering energy consumption and carbon dioxide emissions levels. Hence, the circular economy has strong synergies with the EU’s objectives on climate and energy and with the Commission’s recently adopted package

on ‘Clean Energy for all Europeans’, while it’s also instrumental in supporting the EU’s commitments on sustainability. Delivering on the EU Action Plan for the circular economy is, therefore, a clear priority for the Commission.
Key Actions To Date Key actions have been undertaken in areas such as food waste, ecodesign, organic fertilisers, guarantees for consumer goods, and innovation and investments. Circular economy principles have also been gradually integrated in industrial best practices, green public procurement, the use of cohesion policy funds, and through new initiatives in the construction and water sectors. Several legislative proposals cover the issue of waste, setting clear targets for waste recycling and establishing an ambitious long-term path leading towards waste prevention and recycling. Calling for, a swift adoption this year of the legislative package on waste, which it described as “crucial to kick-start investments into more and better recycling across the EU”, the Commission urged both the European Parliament and Council to reach an agreement by the end of 2017.
Ecodesign The idea of eco-design is enshrined in the circular economy. The possibility to repair or recycle a product and reuse its components and materials depends largely on the initial design of the product. Following political discussions on ecodesign in April and October 2016, the Commission confirmed the importance of smart product design and decided to focus efforts on the product groups with the highest potential in terms of energy and resource savings and further reinforce the evidence base for regulatory action. This resulted in the adoption on November 30, 2016 of the Ecodesign Working Plan 2016-2019 as part of the Clean Energy for All Europeans package. While ecodesign measures have so far mainly focused on energy efficiency, in this working plan, the Commission undertook to also explore more systematically the possibility to establish product requirements relevant for the circular economy such as durability, reparability, upgradeability, design for disassembly, information, and ease of reuse and recycling. This will be undertaken both for new product groups and for reviews of existing product-specific measures, and will bring benefits throughout the value chain.
Generic Standards Immediately after it adopted the Circular Economy Action Plan, the Commission also asked the European standardisation organisations to develop generic standards on the durability, reusability and recyclability of certain products. Many consumer and industrial products could be made more durable, reusable and recyclable if appropriate metrics and standards were in place. The three European standardisation organisations have accepted the Commission’s request and have submitted a joint working plan. They have also set up a joint working group that will be developing around 20 generic standards. This will make it easier to decide which compulsory requirements should be developed to increasing the resource efficiency of products and to reduce waste.
Food Waste Food waste is a key area in the circular economy and should be addressed at many levels along the value chain. The Commission has delivered on a number of actions supporting the fight against food waste and the achievement of the related Sustainable Development Goal in this area. It launched a stakeholder’s platform on food waste prevention, made progress in developing an EU methodology to measure food waste, and prepared EU guidelines to facilitate food donations and the use former foodstuff as feed.

The Commission is also adopting a Communication on waste-to-energy processes and their role in the circular economy. The primary objective of the communication is to ensure that the recovery of energy from waste in the EU supports the objectives of the circular economy action plan and is firmly guided by the EU waste hierarchy. The communication also examines the role of waste-to-energy processes.
Making The Business Case The EU also launched a platform bringing together the Commission, the European Investment Bank (EIB), financial market participants and businesses to increase awareness of the circular economy business logic and improve the uptake of circular economy projects by investors. While the business case for the circular economy is clear, this message still has to reach a good part of businesses in the EU and of the financial and banking sector. The platform will have a three-pillar structure: coordination and awareness raising, which will share best practices amongst potential project promoters and other stakeholders. It will analyse the characteristics of circular economy projects and their particular financing needs, advice on improving their bankability, as well as coordinate activities regarding financing of the circular economy; the advisory pillar will be used to develop circular economy projects and to improve their bankability prospects;

the financing pillar will explore whether a dedicated financing instrument for circular economy projects is needed.
Other initiatives delivered in 2016 In addition to the key initiatives listed above, a number of other important actions by the Commission have helped to mainstream the circular economy into the full lifecycle of products, with tools such as best practices, procurement, information to consumers, guidance, funding and support schemes. These tools are essential to ensure that the circular economy is taken up by all relevant actors in the economy and gradually becomes the standard practice.
Key initiatives for 2017 The 2017 Commission Work Programme continues apace, with some proposals hugely relevant to the packaging sector, including a Plastic Strategy to improve the economics, quality and uptake of plastic recycling and reuse, to reduce plastic leakage in the environment and to decouple plastics production from fossil fuels. The Commission will also put forward a detailed analysis of the legal, technical or practical problems at the interface of chemical, product and waste legislation that may hinder the transition of recycled materials into the productive economy. In particular, they will consider options to improve information about substances of concern IRISH PACKAGING & PRINT
in products and waste, and options to facilitate the management of substances of concern found in recycled materials. The objective is not only to promote non-toxic material cycles, but also to enhance the uptake of secondary raw materials. The monitoring framework assessing the progress of the circular economy in the EU and its Member States will also be presented in 2017, while the implementation
of the Ecodesign working plan will have an increased focus on circular economy and resource efficiency beyond energy efficiency. “In the coming years,” concluded the EU document, “it will be essential to keep the momentum created by the adoption of the circular economy package and by actions at all levels, to make the circular economy a reality with benefits for all Europeans.”
The Circular Economy and SMEs
On November 8, 2016, under Horizon 2020, the Commission published a call to establish a one-stop shop access for SMEs to access technology services and/or facilities in the field of advanced manufacturing for clean production. Despite Europe’s good patenting and trade performance, the uptake of advanced manufacturing solutions by European companies remains a challenge. Many SMEs lack the resources or competence to integrate innovative advanced manufacturing technologies related to clean production. The aim of the call is to provide access to this one-stop shop to a critical mass of manufacturing SMEs, over a period of three years, to enable them to integrate innovative advanced manufacturing technologies into their production process and make informed decision for further investment. Traditionally, the Commission has
supported SMEs in their transition to the circular economy through the continued implementation of the Green Action Plan for SMEs. EU funds have also supported thousands of SMEs in the past decades, boosting resource efficiency, energy efficiency and innovation in manufacturing and production. This support to SMEs continues from the cohesion policy funds in the 2014-2020 period. A European Resource Efficiency Excellence Centre for SMEs started operating in January 2017, including a self-assessment tool and providing networking opportunities and support activities to SMEs and their support organisations. A pilot project financed by the European Parliament and executed by the Commission, which started in February, will provide practical capacity building to SMEs in the area of circular economy and eco-innovation.

The Five ‘Easies’ According to Mike, to be successful in the supply of Retail-Ready/Shelf-Ready packs, you must understand the five E’s of Retail-Ready packaging, also known as the five easies. Easy to Identify This is particularly important for goods arriving at the store in bulk. Although retailers receive a whole range of products in bulk, their staff must be able to find the products quickly and not waste time searching in the back of the store. This also reduces the risk of placement errors in storage. To achieve this, a Retail-Ready pack must have information printed on the outside, such as the brand, product name,

barcode and other information. Pictures of the products printed on the packaging are also very helpful. Easy to Open In order to make shelf replenishment easy and fast for retail staff, the packaging must be easy to open. Clear graphic instructions are necessary and the actual opening should be efficient. The pack must be designed in such a way that knives are not required to open it. Easy to Replenish This condition is closely related to ‘Easy to Open’ and again applies to putting products on the shelf. It implies that, once opened, the Retail-Ready pack should still be transportable and not lose its structural integrity. More importantly for retailers, the secondary packaging should be stackable and make the most use of precious shelf space. Easy to Shop ‘Easy to Shop’ takes the focus away from retailers and concerns the shopper. This implies that shoppers must be able to quickly find the product they seek from the branding printed on the Retail-Ready packs. This is a critical requirement. In addition, once they have found what they want, shoppers should be able to remove it from the shelf without difficulty. The inside should be white, as shoppers don’t like placing their hand into a dark area, particularly when the Retail-Ready pack is close to empty. Once empty, a window on the back should allow the shopper to see the full Retail-Ready pack behind.
