Facing Up to Brexit Heather Humphreys TD, Minister for Business, Enterprise and Innovation, introduces the 2018 Irish Packaging & Print Directory, highlighting the importance of the print and packaging industry and the supports the Government has in place for dealing with Brexit.

I

am delighted to be introducing the 2018 Directory. My Department’s mission is to lead on the creation and maintenance of high quality and sustainable full employment across all regions of the country by championing enterprise across government. Enterprise Ireland (EI) is my Department’s main agency for developing Irish business and it delivers a range of supports across key sectors. The 157 Enterprise Ireland (EI) print and packaging clients account for circa 4,500 jobs across the country. The fact that 60% of these jobs are outside of Dublin is important, particularly in the context of the challenging years ahead with uncertainty created by Brexit. It is estimated that the sector contributes toward another 4,500 jobs indirectly across Ireland because of the €424m spend in the Irish economy. Clearly, print and packaging companies are a fundamental part of the Irish industrial environment at regional level. Protecting jobs and driving more job creation at a regional level is a key focus of mine. Enterprise Ireland clients in the print and packaging sector had total sales of €702m in 2016, with exports accounting for €166m. So, 22% of the sector’s output is exported, with 69% of those exports dependent on the UK market.

Brexit: A Significant Threat

Brexit is a significant threat. Both the print and packaging sectors are facing major challenges, which include: • domestic focused sector with tight margins, • competitiveness, • innovation, and • convergence of digital and manufacturing trends. Another continuing challenge for

large packaging companies is food and pharma packaging and the EU guidelines that will require all packaging to be recyclable or compostable by 2030. That said, there are also opportunities. Disruptive technologies and servicisation are enabling companies to offer economical, shorter production runs and faster delivery. Service and personalisation is becoming a greater part of their offer, resulting in new revenue streams; new export market opportunities; and a reversal of the trend of outsourcing to low cost locations.

Enterprise Ireland Supports

Enterprise Ireland has ramped up its supports to drive exports, productivity, innovation, management capability and leadership skills, and is supporting companies to research supply chain solutions, including: • recycling infrastructure best practice, • investigating sustainable packag-

The Government, through Enterprise Ireland, also rolled out; • A Brexit SME Scorecard, a new interactive online platform which can be used by all Irish compa- nies to self-assess their exposure to Brexit under six business pillars. • A €5k “Be Prepared Grant” that supports the costs of SME clients in preparing a plan to mitigate risks and optimise opportunities arising from Brexit; Further information is available on www.enterprise-ireland.com. The 31 Local Enterprise Offices, which come under the remit of my Department, are also providing information, training and mentoring on Brexit related issues as well as advice on other sources of support. My Department recently launched a €300m Brexit Loan Scheme to provide affordable working capital financing to Irish businesses that are either currently impacted by Brexit, or will be in the future. It will be delivered by SBCI through commercial lenders to get much needed working capital into Irish businesses. I wish all readers success in the future.

Plastics: What’s all the EPPIC FUCSEL about?

David Little, packaging expert, lecturer and Chair of The Irish Packaging Society, examines the current plastics debate and explains how proper training can shed some light on the dark art of packaging.

I

f you thought packaging was complex up to now, it is about to get much more so, due to the impending pressures and possible law changes, around driving sustainability in packaging for our planet. In some companies, packaging is a dark art, often misunderstood, known only to a few. In others, it is a forgotten entity, only remembered too late in the process and then, it becomes a necessary nuisance. In a growing contingent, it’s more like a sports team; given a IRISH PACKAGING & PRINT

clear framework of expectation and is monitored and managed and therefore, it generally performs quite well. Which one of these approaches represents your company? Packaging needs a champion in your organisation, someone who understands the complexity, terminology and the manufacturing process of the types of packaging you use. In my opinion, this is not just Procurement, Marketing or Production, but someone who can support these departments, to help make the

best decisions for your company. A good Packaging Technologist will add value and save you money. The title of this piece, is an acronym, an aide memoir for Packaging Technologists and the packaging development process. A Definition of Packaging: “An Economic means providing a product with Protection, Preservation, Information, and Containment, during Filling, Use, Carriage and Sale, with consideration for Environmental and Legal matters.”


OVERVIEW

Plastics in the Waste Stream We are starting to see more and more articles looking at the impact of plastics in the waste stream. The difficulties in recycling and segregation and the impact on the environment and possible health implication of micro plastics getting into the food chain. We mustn’t forget the huge benefits that various plastics and film laminates have contributed to food containment, preservation and lower food costs over the years. However, I agree, it is definitely time for us to rethink our packaging substrates and focus more on sustainability and the environment and a little less on shareholder value! I am not suggesting we go back to the packaging of the ’40’s, ’50’s and ’60’s, but there is good learning looking back. I am reliably informed by my Chairman, Leonard Little, that we used to have closed loop milk deliveries to our door (I do remember this), where the milk bottle was used on average seven times. Biscuits were sold loose, usually by the pound, and bagged in a white sulphite paper bag. Sausages and rashers were also loose and wrapped in greaseproof paper, as was butter and cheese (cut from 20”x 20” blocks) and fresh fish was wrapped in vegetable parchment (for better wet strength). In my opinion, retail and food companies need to think a little more sustainably, looking not just at price, but at environmental impact, carbon footprint and sustainability of their packaging choices. Wikipedia define sustainable packaging as “the development and use of packaging which results in improved sustainability. This involves increased use of life cycle inventory (LCI) and life cycle assessment (LCA) to help guide the use of packaging which reduces the environmental impact and ecological footprint.”

The Iceland Effect? I was impressed to see Iceland’s recent commitment “to become the first major

retailer to eliminate plastic packaging from all of its own brand products by the end of 2023” (Source: FlexoTech Magazine Jan/ Feb 2018). I know many of the other retailers are also concerned and in the middle of generating strategies and projects to reduce their plastics use. This is a tall order, when you look at the great benefits of plastics in terms of filling, preservation, presentation and packaging cost. It is an ideal product in many ways, but not sustainable in its present form and widespread use. There will of course, be situations and some products where for now, there is no realistic alternative; but where there is, we must start to focus on the environment and seriously consider those possibly poorer performing and probably more costly substitutes for the sake of all our futures. Richard Walker, Iceland MD, and Ian Schofield, Iceland’s Own Label & Packaging Manager, should be commended, for a least drawing a line in the sand and creating focus. It may be a tall order to complete in five years, given the scale of the challenge. There may not be a good enough range of alternatives, but this sort of commitment will drive change. It will encourage their suppliers into more R&D and push their buyers and technical people to consider other substrates rather than stay fixed on the same tried and tested, cheapest pack. What we need now is more of this type of commitment from other retailers and food manufacturers, which will of course, help to speed up the process still further and with higher volumes of alternatives being used, the prices will hopefully start to come down.

It is definitely time for us to rethink our packaging substrates and focus more on sustainability and the environment and a little less on shareholder value!”.

All conversations and decisions around Primary, Secondary and Transport (Tertiary) packaging should take this definition into account. The chosen packaging itself should be visually and structurally designed and specified to fulfil these various requirements. Not an easy job, but one that brings increased sales and adds brand equity, if carried out properly.

Single use plastic items are a huge cause for concern.

This all begs the question, how can you have a meaningful conversation and make big decisions about packaging, if you do not have the expertise in-house? To understand the alternatives, you really need to understand the fundamentals of packaging. Do you just rely on your suppliers for packaging advice? Who do you depend on to find alternative packaging substrates and styles? Do you have good people that you could develop and train to add value to your organisation? Why not help them formalise and get credit for their expertise? I think it’s time for the food sector to be more proactive with packaging training and get ahead of the pack IRISH PACKAGING&&PRINT PRINT IRISH PACKAGING

(excuse the pun) before the retailers or the Government start laying down the law on what they expect and how they see packaging changing. In my experience, food sector companies (apart from some of the multinationals) are generally poor at sending their people on elective training, compared to other sectors. I hear you thinking of the cost of training and the low margins and…. “What if we pay for all this training, and they leave?” “What if we don’t….. and they stay?” (I’m not certain of the origin of the quote, but Martin Risgaard, tweeted something similar back in 2012, on funding developer training).

There are various courses available, some on-line and others classroom based, in Ireland and the UK for the Certificate and Diploma in Packaging Technology and in-house bespoke training courses - while not accredited - can also help to raise the level of understanding and preparedness. I believe training staff develops loyalty, motivates employees and helps grow your business. Plastic Lose It or Re-Use It?

Plastic, an influential part of modern society, is under scrutiny for its polluting presence in the global environment. There are visible and invisible pollutants. Greater awareness and growing ethical concerns about plastic waste are evident, with circular thinking initiatives to design out surplus plastics, improve recovery and re-use apparent. Current pressures represent an opportunity to tackle plastic waste and advance towards zero-litter.

PLASTIC’S INFLUENCE IN SHAPING MODERN SOCIETY The global plastics industry has expanded at a phenomenal rate since its commercial inception in 1940s, bringing rapid innovation to modernise society and public health, from uses in medicine (from prosthetics to IV bags to syringes and much more), construction, transportation, to consumer goods, including provision of safe drinking water to the developing world. More than 300m metric tonnes of plastics were produced in the world in 2015, with China the largest producer (accounting for over a quarter of global production). Aligned with its leading place in

production of plastic, Asia Pacific is also the world-leading regional consumer of plastic. Asia Pacific’s demand for products packed in plastic surpassed one billion packs in 2017. The largest onward gains for plastics are set to be derived from consumers’ purchases in Asia Pacific, the Middle East and Africa, supported by a growing, organised retail infrastructure enabling consumers to buy packaged goods. This is alongside a broader global trend of consumers opting to buy smaller packs for health (for example, chocolate portioning), on-the-go (soft drinks) and affordability (staples like noodles, bread, rice) needs.

global greenhouse gas emissions, which is of wide concern, a problem notable in developing countries where, for example, there is inadequate processing/ packaging of seasonal produce. The rise in use of packaging, including plastic, is widely recognised as a remedy to tackle the problem of food waste by providing product protection and shelf life. Furthermore, lightweighting has long been and remains a tool of efficiency used in the packaging industry, such as in neck, bottle and closure re-designs. New designing-out innovations push the bar on what can be achieved. Lighter weight packaging proffers an additional benefit when it comes to ageing popula-

tions. Japan, for example, is witnessing growing demand for lighter packaging types, such as refill plastic pouches. Shiseido, the second largest beauty and personal care company in Japan and within the top 10 players globally, changed the packaging of its well-established Auslese brand of men’s grooming products in 2017 from a 200ml glass bottle to 220ml PET bottle, taking this opportunity to also slightly change the bottle’s shape for better grip, keeping its older customers in mind.

The importance of plastic to packaging and closures is vast with its myriad of applications across the consumer goods marketplace. From food to soft drinks to beauty and home care products, the rise of plastics over competing pack types is largely thanks to its resource-efficiency. Within the global packaging industry, flexible plastics, PET bottles and thin wall plastic containers rank among the top five most common pack types for retail grocery purchases. Packaging holds a valuable and sustainable role in guarding against waste, especially important for the food industry where plastic holds strongest presence. The United Nations estimates that food waste represents about a third of all food produced for human consumption (1.3 billion tonnes) and amounts to 8% of

Concerns about plastic’s sustainability credentials have shot into sharp public focus since the end of 2017, elevated by learnings and concern that more than eight million tonnes of plastics end up as marine waste and the detrimental impact of such pollution. Visible, commonly single-use, plastic waste polluting the global environment ranges from plastic beverage bottles and closures to food wrappers, grocery bags and straws to coffee cups/lids and take-away containers. There are also invisible plastic pollutants including microbeads and microfibres. The issue of plastic waste, particularly single-use plastic, is being addressed in a number of ways, including via 2018-launched strategies, as governments look to re-think design to avoid waste at the outset and maximise recovery for re-use, to minimise its environmental and economic impact. In January 2018, the European Commission, in the release of its Plastic Strategy, indicated that the potential annual energy savings that could be achieved by recycling all global plastic waste equates to 3.5 billion barrels of oil per year - that would be surely no small gain for society. The UK government’s environment strategy similarly aims to reduce waste, with a 2042 target for plastic packaging. Its strategy seeks to reduce the number of types of plastics in circulation. It will be important in the review of alternatives for difficult-to-recycle plastics to consider the whole lifecycle for sustainability and so ensure that neither product safety nor environmental impact is compromised.

PLASTICS’ RECOVERY AND RECYCLING RATES ARE IMPROVING BUT MORE TO DO Globally, plastic recycling is increasing but tends to lag behind other materials. In part, the ability to produce virgin plastic so economically has thwarted the development of recycled plastics. However, with a growing sense of environmental stewardship, creating capacity of recycled plastics and brands’ uses of them looks set to rise. Currently, around 30% of plastics in Europe, 25% in China and 9% in the US are recycled. Recycling varies considerably by polymer and country. Germany, Japan and South Korea are among the IRISH PACKAGING & PRINT

best recyclers in the world. PlasticsEurope announced that, in 2016, plastic waste recycled surpassed volumes sent to landfill for the first time in Europe, further indication of the positive moves that are taking place. In October 2017, a consortium of packaging associations petitioned the European Commission and Council of the EU in October 2017 for separate collection of all used packaging, showing there is will on behalf of the packaging industry to further improve on collection and recycling across materials.

WASTE CONCERN LENDS GRAVITAS TO THE CIRCULAR ECONOMY MODEL There are signs of a shift in the plastics industry from a linear model to one that is more circular. Innovation in plastics, following circular economy principles, is one that reduces reliance on the finite supply of petroleum-based plastics by optimising plastics through responsible design and sourcing to ensure complete recovery and zero litter and re-use or through alternative renewable materials to minimise environmental footprint. This design optimisation helps address material scarcity and environmental impact, can deliver cost savings for manufacturers and taps into consumer demand for ethically-sourced products and services. Innovative, ethical re-thinking of design is in practice within the plastics industry and will continue to rise in importance

across all materials and industries as the importance of sustainability grows. Altering consumer behaviour with regard to littering to one of waste recovery via recycling or return post-use, such as via a deposit system, will aid plastics recovery and reduce waste. The voluminous sources of plastic pollution in developing countries further require a globally-supported recovery action plan. Mindful consumption is a global duty of all; consumers have their part to play to help realise a zero-litter society, as do corporate players in their use and handling and governments in providing the necessary infrastructure.

Cartons Go from Strength to Strength

Tony Hitchin, General Manager, Pro Carton, talks us through the benefits of cartonboard as a sustainable packaging material, and highlights the innovations in the industry, as evidenced by the European Carton Excellence Award.

2017 was an eventful year for the packaging industry. The backlash against plastic waste continued unabated and, as a consequence, seems to be have had a positive effect on the carton market as brand owners and retailers looked to review their packaging choices. Of course, we’ve seen a variety of statements and policy decisions being made by both governments and retailers with perhaps the UK retailer, Iceland Frozen Foods’ vow to remove plastic completely from their own label range being the most dramatic. This was followed by the likes of Lidl Germany, who announced plans to review their complete own label range and reduce their overall plastic packaging by 20% by 2025, looking at “where we do not have to use plastic and where we can resort to alternative packaging options”. We’ve also seen the implementation of the first plastic free aisle in The Netherlands and surely there’s more to come over the next 12 months. “It’s important for the carton industry to continue to promote the positive advantages of cartonboard,” notes Tony Hitchin, General Manager at Pro Carton. “The primary raw material for paper and board is, of course, cellulose fibre, which can either be virgin fibre from trees or recovered fibre

obtained from recycling paper products. The European paper industry as a whole uses 86% renewable raw materials – about 46% is fibre from paper for recycling and 40% is virgin woodpulp – plus about 14% non-fibrous material such as calcium carbonate. 90% of the wood used by the European industry comes from within the European Union and 60% of it is third-party certified as coming from well-managed forests. In Europe, 83% of paper and board packaging (including cartons) is recycled (more than double the figure for plastics), with a further 7% collected for recovery of some of its value through other means.” Hitchin maintains that there is, however, “still some ignorance amongst groups of consumers about the whole sustainability issue”. He cites one particular study, admittedly in the UK where understanding about sustainability is probably lower than in some other countries, which showed “a worryingly high number of people still thought that paper-based packaging caused a reduction in forests. In fact, European forests are growing by the equivalent of 1,500 soccer pitches every day!” Pro Carton initiated a bold ‘Cartons don’t create plastic waste’ public relations campaign in Germany a couple of years ago, which really grabbed the attention of brand owners and retailers alike, Hitchin maintains. “Due to more than 20 years’

experience of the Green Dot recycling scheme, this resonated with the German marketing trade. Part of Pro Carton’s role is, therefore, to try and spread that message across the rest of Europe.”

The Debate Around Plastic It’s always helpful when well-known figures join in the debate, which is exactly what started to happen in 2017. Sir David Attenborough’s Blue Planet II showed many disturbing images of marine life harmed by plastic waste. Similarly, we had the likes of the fashion designer Stella McCartney shunning non-recycled man-made fibres and launching her sustainable high-end

clothing collection, as well as NGOs including Zero Waste Europe, The Plastic Planet, The Rethink Plastic Alliance and Greenpeace all gaining substantial media coverage. Andy Clarke, former CEO of Asda, called for strong measures, saying that “the only solution was for retailers to reject plastic entirely in favour of more sustainable alternatives like paper, steel, glass and aluminium”. Similarly, Greenpeace’s Louise Edge said that Government could “innovate out of this mess by incentivising sustainable alternatives to plastics”. “Governments and the EU Commission talked about potential tax on plastics,” notes Tony Hitchin, “and these may yet still come, while the EU published their long awaited Strategy for Plastics in a Circular Economy early in 2018. Plastic was certainly in the news, and whilst we fully support the move to increase plastic recycling, we need to highlight that there are some viable alternatives, such as cartonboard, already available. standpoint. So, quite simply, Pro Carton believe that whenever possible, you should choose a sustainable material rather than a non-sustainable one and we see plenty of opportunities for that to happen.”

Packaging For a Better World Pro Carton’s marketing activity started this year with a minor but important change. They added the strapline ‘Packaging for a Better World’ to their logo, which neatly sums up their proposition. “Our PR and social media activity has intensified, with our ‘followers’ on Face-

book increasing 20-fold, admittedly from a relatively small base, whilst our website now gets over 100,000 visits per annum,” Hitchin explains. “All the infographics, articles and reports that were published during the year can be found on the website.” The celebration of the two Award schemes in Salzburg in September was one of the highlights of the social calendar for the cartonboard industry. The main Award scheme was rebranded this year to more aptly describe what it is, the European Carton Excellence Award, a move from its previous incarnation as the Pro Carton ECMA Award. The new name

was welcomed by all – the industry, the entrants, the supply chain partners and importantly, the media – who recognise that the new name clearly communicates the message. For the first time, they ran a public vote for the professional awards as well as the student awards, which proved to be extremely popular. There were many contenders for Carton of the Year but the judges decided it should go to Lucaprint from Italy for their striking pack for Geometrie Cividât gin, produced on board from BillerudKorsnas.

The winning entries came from students in Sweden, Austria and Turkey. “It’s good to see so many young people with such enthusiasm for working with cartonboard and we hope many of them will be encouraged to take up careers in the industry,” concludes Hitchin.

Growing with Your Business Since its formation in 1987, Belfast-based Alphagraphics has grown from an ink supplier to become a one-stop-shop for print and packaging consumables.

eptember 2017 saw Alphagraphics celebrate its 30th anniversary of supplying the packaging and printing industries in Ireland, north and south, with a host of industry-leading consumables. Originally conceived as an ink supplier to the trade, the range of products and services available from Alphagraphics has mushroomed in recent years to provide a one-stopshop for its traditional customer base and provided an entry for the company into many new markets. “We’ve come a long way in the last 10 years or so,” explains Wesley Moody, Managing Director. “When my father, Wesley Snr, started the business in 1987, we were known for ink and that was pretty much it. But diversification has been the key to survival and growth in recent years and we aim to ensure that there are very few products required in the industry on a daily basis that we are not in a position to supply and to supply quickly.”

Relationships with Leading Manufacturers Key to Alphagraphics’ success has been its relationship with some of the leading manufacturers in the marketplace, all of whom regard the Belfast-based company as an important route to market for their products. If suppliers such as Flint Group, whose inks and flexographic plates they distribute in the Irish market, have been the foundations on which Alphagraphics was built, it is the products added in recent years that are the key to growth going forward.

“A good example of this is our relationship with Pafra Adhesives,” reveals Moody. “We work hand in glove with Pafra and approach our customers together so that they know that local supply and manufacturer’s technical support are both a given. When a bespoke product is required for a specific application, we are more often than not able to come up with a high-performance solution and invest in stock here in Belfast for easy distribution to our Irish customers.” The 30th Anniversary celebrations also marked the launch of a showroom dedicated to the Fujifilm Acuity 1600ii LED UV printer, a roll-fed and flatbed model that has proved popular amongst their carton-printing customers for its ability to produce high-end prototypes that go hand-in-hand with a colour proof.

Advances in Colour Management The advances made in colour management in recent years have added an additional string to Alphagraphics’ bow as they have seen a significant increase in investment

by their customers in spectrophotometers, densitometers and light boxes. Whilst the company was always known for its long association with Pantone and the distribution of their formula guides, the addition of the X-Rite portfolio of colour management devices and software means they are able to join the dots between their traditional customers, designers, specifiers and end-users. “Colour management is almost a language in itself”, says Moody’s co-Director, David Phillips. “The right investment in the right kit makes it so much easier for our customers to communicate with their customers and for anyone at an operational level to know that what they are printing is within spec. This is becoming the norm and the quality and ease-of-use of X-Rite’s range make it an often-straightforward investment decision on the part of our customers.” So what of the future? “We’ll happily embrace whatever changes come along in the industry,” says Moody, “but good stock, good service and good advice will never go out of fashion.”

Strong demand from outside Europe saw aluminium foil deliveries reach record volumes, while aluminium closures are becoming more and more popular in the wine sector.

trong demand from overseas aluminium foil markets in the final quarter of 2017 saw aluminium foil deliveries from European foil rollers reach a new record tonnage for the full year, according to figures released by the European Aluminium Foil Association (EAFA). Overall deliveries for the full 12-month period were at 886,300t (2016: 874,900t), even higher than pre-crisis levels for the second year running. Thinner gauges, used mainly for flexible packaging and household foils, added 1.8% year on year, while thicker gauges, used typically for semi-rigid containers and technical applications, slightly increased by 0.3%. Total domestic deliveries were ahead by 0.6% in the period, while exports improved strongly, by 5.7%. The final three months of 2017 saw deliveries to non-European markets increase by 37.2%, with domestic deliveries going down by 2.2%. After a buoyant 2016, demand for thicker gauges has climbed by 1%, whereas deliveries of thinner gauges have risen by 2.8%. At 214,800t in total, Q4 deliveries were 2.2% ahead. “These results indicate a satisfying full year 2017,” noted Bruno Rea, EAFA President and Roller Group Chairman. “High demand seems set to continue, both at home and abroad, meaning our members

carefully forecast a positive outlook for 2018. “We are seeing an improvement in domestic markets, as well as some local structural supply issues in key overseas markets. These offer good opportunities for increasing output and sales from European suppliers,” he added.

Europe still represents the largest market for bottled still wines, with volumes of more than 17 billion in 2016, according to other research by IWSR, which looked at 0.75L equivalent bottle measurement units. Both reports show a decline in bottled still wine volumes in Europe of between 5.3% and 6.4% in the five years under study. But aluminium closures made significant progress in the same period, growing by 14.5%, with a CAGR of 5.2% from 2012-2016. Commenting on the figures, Guido Aufdemkamp, representing the Aluminium Closures Group said, “These reports show that aluminium closures are continuing to show strong advantages over other wine closure types. Their convenience and increasingly strong branding and decoration enhancements mean more and more winemakers are turning to aluminium closures.” The United States of America continues

Sales reached over 3.8 billion bottles. Euromonitor confirms that aluminium closures accounted for 44.9% of all sales of bottled wine in the US in that year. The CAGR for aluminium closures in the US for the five-year period was 6%. Expressing his delight at the continued growth of the aluminium screwcap market, Guido Aufdemkamp continued, “There is a truly global acceptance of aluminium closures, particularly with younger consumers and those new to wine, who show a real preference for screwcaps. Consumers are convinced by their ease of use, as surveys of our Turn 360° campaign have demonstrated. In addition, these closures are completely recyclable, so fit completely with the current demands for more sustainable performance of packaging.”

Alufoil & Food Alufoil’s versatility is remarkable, making it an ideal material for many forms of packaging, across all product ranges, but particularly food. Its strength, malleability, formability, barrier properties, deadfold characteristics and the ability to stand extremes of heat and cold are unique amongst packaging materials. Foil’s decorative qualities and the fact it can be printed on, lacquered, embossed and laminated with other materials means it is the most multi-faceted and ubiquitous material available. For technical applications, it adds lightness, reflective ability, conductivity and robustness to the properties listed above. This has helped to revolutionise some ‘under bonnet’ transport components, combining safety as well as comfort to users. In construction, its strength to weight ratio and insulation features helps save resources and speed up the whole building process. Add to this the fact that aluminium foil saves more resources than are consumed in its production, through the complete value and supply chain, it can truly claim to be the perfect material for many applications.

Alufoil’s excellent barrier properties totally exclude moisture, oxygen and other gases, micro-organisms and light, maintaining degradable products in peak condition over long periods. Alufoil is also used extensively in the packaging of many cosmetics and personal care products, although often hidden from sight. Foil comes in a completely sterile condition due to the annealing temperature and final conditioning processes. It is not hazardous to health, and many suppliers offer dedicated ‘clean-room’ printing and laminating or printing and packing facilities to ensure medical standards of sterility. Its unique combination of properties makes alufoil an indispensable material in vehicle components - for ducting,

energy absorption, noise attenuation, heat exchange, insulation and decorative trims. An outstanding example is the replacement of copper by aluminium foil in heat exchange components, such as engine coolers (orradiators) and vehicle air conditioning units. Used in hoses and tubes, alufoil helps to protect cables and electrical circuits from heat and contamination, to deliver warm or cool ventilation and reduce noise levels. In ‘honeycomb’ and composite tube forms, aluminium foil plays an important role in vehicle safety. As part of internal linings and vehicle ‘fire walls’, alufoil is used in insulation composites, adding only minimally to weight. It is also present in ‘sandwich construction’ under body heat shields on most cars and trucks as well as the engine bay environment, especially adjacent to exhausts, catalysts and DPF systems. Sustainable Packaging Design Companies today are under increasing pressure from consumers and government to reduce the amount of packaging they use, particularly when those products are packed in plastics. Although the misuse of plastics is undoubtedly a major concern, it is important to recognise that calls for reductions in packaging can conflict with calls for manufacturers and retailers to reduce food waste. Globally, we throw away around a third of the food we produce and recently many of Ireland’s retailers signed a Food Waste Charter which aims by 2030 to ‘halve per capita global food waste at the retail and consumer levels and reduce food losses along production and supply chains, including post-harvest losses’. Less packaging is not always more environmentally friendly and if packaging is not fit for purpose, its use risks not only creating product losses but can even increase packaging waste overall when your package and product both end up in the bin.

Plastics and the Circular Economy The European Commission published its long awaited Strategy for Plastics in a Circular Economy early in 2018, predicting massive changes in the European plastics industry between now and 2030.

N

obody who saw David Attenborough’s Blue Planet II could help but be moved by its depiction of the negative effects of plastic waste on marine life. The series and the presenter’s heartfelt call to action put plastics centre stage and opened up a serious international debate, which is as it should be. After all, an estimated eight million tonnes of plastic litter end up in the oceans every year and the public (and the legendary TV presenter) are justified in their concern. But demonising all plastic is not really helpful. Plastic is everywhere, from ensuring the food we buy is safe and lasts longer, to creating high performance insulation materials or forming innovative materials in cars and planes. So how do we create a future that is cognisant of our need for plastics yet protects our planet? January 2018 saw the European Commission finally publish its long awaited Strategy for Plastics in a Circular Economy, addressing the challenges posed by plastics throughout the value chain and taking into account their entire life-cycle. Admitting that “there is an urgent need to tackle the environmental problems that today cast a long shadow over the production, use and consumption of plastics”, the EU document calls for greater cooperation by all its key play-

ers, from plastics producers to recyclers, retailers and consumers. Acknowledging that the plastics industry is very important to the European economy, where it employs 1.5m people and generated a turnover of €340 billion in 2015, it argues that increasing its sustainability can bring new opportunities for innovation, competitiveness and job creation.

Turning Challenges Into Opportunities The EC strategy sets out a vision for the new plastics economy of the future: a smart, innovative and sustainable plastics industry, where design and production fully respects the needs of reuse, repair, and recycling, brings growth and jobs to Europe and helps cut EU’s greenhouse gas emissions and dependence on imported fossil fuels. In this vision: − Plastics and products containing plastics are designed to allow for greater durability, reuse and high-quality recycling. By 2030, all plastics packaging placed on the EU market is either reusable or can be recycled in a cost-effective manner. − Changes in production and design enable higher plastics recycling rates for all key applications. By 2030, more

The Trouble with Plastics ● Global production of plastics has increased twentyfold since the 1960s, reaching 322m tonnes in 2015. It is expected to double again over the next 20 years. ● Around 25.8m tonnes of plastic waste are generated in Europe every year. Less than 30% of such waste is collected for recycling. Of this amount, a significant share leaves the EU to be treated in third countries, where different environmental standards may apply. ● Landfilling (31%) and incineration (39%) rates of plastic waste remain high: while landfill has decreased over the past decade, incineration has grown. According to estimates, 95% of the value of plastic packaging material (€70-105 billion annually) is lost to the economy after a very short first-use cycle. ● Demand for recycled plastics today accounts for only around 6% of plastics demand in Europe. ● It is estimated that plastic accounts for over 80% of marine litter. Plastic debris is then transported by marine currents, sometimes over very long distances. It can be washed up on land, degrade into microplastics or form dense areas of marine litter trapped in ocean gyres. UNEP estimates that damage to marine environments is at least USD $8 billion per year globally.

Recycling of plastics packaging waste achieves levels comparable with those of other packaging materials. − EU plastics recycling capacity is significantly extended and modernised. By 2030, sorting and recycling capacity has increased fourfold since 2015, leading to the creation of 200 000 new jobs, spread all across Europe. − Thanks to improved separate collection and investment in innovation, skills and capacity upscaling, export of poorly sorted plastics waste has been phased out. Recycled plastics have become an increasingly valuable feedstock for industries, both at home and abroad. − The plastics value chain is far more integrated, and the chemical industry works closely with plastics recyclers to help them find wider and higher value applications for their output. Substances hampering recycling processes have been replaced or phased out. − The market for recycled and innovative plastics is successfully established, with clear growth perspectives as more products incorporate some recycled content. Demand for recycled plastics in Europe has grown four-fold, providing a stable flow of revenues for the recycling sector and job security for its growing workforce. − More plastic recycling helps reduce Europe’s dependence on imported fossil fuel and cut CO2 emissions, in line with commitments under the Paris Agreement. − Innovative materials and alternative

feedstocks for plastic production are developed and used where evidence clearly shows that they are more sustainable compared to the non-renewable alternatives. This supports efforts on decarbonisation and creating additional opportunities for growth. − Europe confirms its leadership in sorting and recycling equipment and technologies. Exports rise in lockstep with global demand for more sustainable ways of processing end-of-life plastics. In order for this strategy to become a reality, it needs buy-in from Europe’s citizens, its governments and the plastics industry itself to support more sustainable and safer consumption and production patterns for plastics. Consumers, for example, are key and it argues must be incentivised, made aware of key benefits and thus enabled to contribute actively to the transition, while entrepreneurs can see the need for more resolute action on plastics waste prevention as a business opportunity. In order to move towards making the vision a reality, the strategy proposes a set of measures in key areas.

Improving the economics and quality of plastics recycling Stepping up the recycling of plastics can bring significant environmental and economic benefits. Higher levels of plastic recycling, comparable with those of other materials, will only be achieved by improving the way plastics and plastics articles are produced and designed. It will also require increased cooperation across the value chain: from industry, plastics manufacturers and converters

to public and private waste management companies. Specifically, key players should work together to: − improve design and support innovation to make plastics and plastic products easier to recycle; − expand and improve the separate collection of plastic waste, to ensure quality inputs to the recycling industry; − expand and modernise the EU’s sorting and recycling capacity.

Design for recyclability Today, producers of plastic articles and packaging have little or no incentive to take into account the needs of recycling or reuse when they design their products. Plastics are made from a range of polymers and are highly customised, with specific additives to meet each manufacturer’s functional and/or aesthetic requirements. This diversity can complicate the recycling process, make it more costly, and affect the quality and value of recycled plastic. Specific design choices, some of which are driven by marketing considerations (e.g. the use of very dark colours) can also negatively affect the value of recyclates. Plastics packaging is a priority area when it comes to design for recyclability. Today it accounts for about 60% of post-consumer plastic waste in the EU, and product design is one of the keys to improve recycling levels. It has been calculated that design improvements could halve the cost of recycling plastic packaging waste. If greater levels of high-quality recycling are to be reached, design issues must be addressed far more systematically. To support improved design while pre-

Where does all the plastic waste go?

serving the internal market, EU action is essential. The Commission has committed to work on a revision of the essential requirements for placing packaging on the market to ensure that by 2030, all plastics packaging placed on the EU market is reusable or easily recycled. In this context, the Commission will also look into ways of maximising the impact of new rules on Extended Producers Responsibility (EPR), and support the development of economic incentives to reward the most sustainable design choices. It will also assess the potential for setting a new recycling target for plastic packaging, similar to those put forward in 2015 for other packaging materials.

Boosting demand for recycled plastics Weak demand for recycled plastics is another major obstacle to transforming the plastics value chain. In the EU, uptake of recycled plastics in new products is low and often remains limited to low-value or niche applications. Uncertainties concerning market outlets and profitability are holding back the investment necessary to scale up

and modernise EU plastics recycling capacity and boost innovation. Recent developments in international trade, restricting key export routes for plastics waste collected for recycling, make it more urgent to develop a European market for recycled plastics. One of the reasons for the low use of recycled plastics is the misgivings of many product brands and manufacturers, who fear that recycled plastics will not meet their needs for a reliable, high-volume supply of materials with constant quality specifications. Plastics are often recycled by small and predominately regional facilities, and more scale and standardisation would support smoother market operation. With this in mind, the Commission is committed to working with the European Committee for Standardisation and the industry to develop quality standards for sorted plastic waste and recycled plastics. A greater integration of recycling activities into the plastics value chain is essential and could be facilitated by plastics producers in the chemical sector. Their experience and technological expertise could help reach higher quality

standards (e.g. for food grade applications) and aggregate offer for recycled feedstock. The strategy document acknowledges that chemical composition of recycled plastics and their suitability for the intended uses can also act as a barrier in some instances. Incidental contamination or lack of information about the possible presence of chemicals of concern is a problem for various streams of plastics waste. These uncertainties can also discourage demand for recycled plastics in a number of new products with specific safety requirements. The Commission’s work on the interface between chemicals, waste and product policy is set to address some of these issues and will therefore contribute directly to increased uptake of recycled plastics. The EU will also finance research and innovation projects on better identification of contaminants and on decontamination of plastic waste through Horizon 2020. As regards the use of recycled plastics in food-contact applications (e.g. beverage bottles), the objective is to prioritise high food safety standards,

while also providing a clear and reliable framework for investment and innovation in circular economy solutions. With this in mind, the Commission is committed to swiftly finalise the authorisation procedures for over a hundred safe recycling processes. In cooperation with the European Food Safety Agency, the Commission will also assess whether safe use of other recycled plastic materials could be envisaged, for instance through better characterisation of contaminants. The strategy document also cites resistance to change among product manufacturers and a lack of knowledge of the additional benefits of closed-loop recycled plastics as barriers to the higher uptake of recycled content. National governments have a role to play here, through economic incentives and public procurement. The EC cite the French system ‘ORPLAST’33 or Italy’s new rules on public procurement as two good examples of what could be done at national level, while local authorities can support the objective of this strategy when purchasing work, goods or services.

WHAT DO WE USE PLASTICS IN EUROPE FOR?

Better and more harmonised separate collection and sorting More and better plastic recycling is also held back by insufficient volumes and quality of separate collection and sorting. The latter is also essential to avoid introducing contaminants in the recycling streams and retain high safety standards for recycled materials. National, regional and local authorities, in cooperation with waste management operators, have a key role to play in raising public awareness and ensure high-quality separate collection. Financial resources collected through the Extended Producer Responsibility schemes can do much to boost such efforts.

Curbing plastic waste and littering The European Commission admit that growing plastic waste generation and its leakage into our environment must be tackled if we are to achieve a truly circular lifecycle for plastics. It is particularly critical of single-use plastic items, which are a major source of plastic leakage into the environment, as they can be difficult to recycle, are often used away from home and littered, noting now additional measures at EU and national levels can be developed to reduce the unnecessary generation of plastic waste, especially waste from single-use items IRISH PACKAGING & PRINT

or over-packaging, and to encourage the reuse of packaging.

Establishing a clear regulatory framework for plastics with biodegradable properties In response to the high level of plastic leakage into our environment and its harmful effects, solutions have been sought to design biodegradable and compostable plastics. Targeted applications, such as using compostable plastic bags to collect organic waste separately, have shown positive results; and standards exist or are being developed for specific applications. However, most currently available plastics labelled as biodegradable generally degrade under specific conditions which may not always be easy to find in the natural environment, and can thus still cause harm to ecosystems. Biodegradation in the marine environment is particularly challenging. In addition, plastics that are labelled ‘compostable’ are not necessarily suitable for home composting. If compostable and conventional plastics are mixed in the recycling process, it may affect the

quality of the resulting recyclates. For consumer applications, the existence of a well-functioning separate collection system for organic waste is essential. The document also warns that some alternative materials claiming biodegradability properties, such as ‘oxo-degradable plastics’, have been found to offer no proven environmental advantage over conventional plastics, while their rapid fragmentation into microplastics cause concerns. Therefore, the Commission has started work with the intention to restrict the use of oxo-plastics in the EU.

The rising problem of microplastics Microplastics intentionally added to products represent a relatively small proportion of all those in the sea. However, since they are relatively easy to prevent and in response to public concern, several countries have already taken action to restrict their use, while the cosmetic industry has also taken voluntary action. Bans are under consideration or planned in several Member States and this may lead to fragmentation in the single market. In line with the REACH procedures for restricting substances that pose a risk to the environment or health, the Commission has therefore started the process to restrict the use of intentionally added microplastics, by requesting the European Chemicals

Agency to review the scientific basis for taking regulatory action at EU level.

Driving innovation and investment towards circular solutions Achieving the objectives laid out in the ambitious strategy will require major investments in both infrastructure and innovation, with the Commission estimating that meeting their goals on plastics recycling alone will require an estimated additional investment of between €8.4-16.6 billion. Innovation is a key enabler for the transformation of the plastics value chain: it can help reduce the costs of existing solutions, provide new ones and amplify potential benefits beyond Europe’s borders. While the EU can play an enabling role, European businesses need to invest in the future and affirm their leadership in the modernisation of the plastics value chain. Innovative solutions for advanced sorting, chemical recycling and improved polymer design can have a powerful effect. For instance, scaling up new technological solutions such as digital watermarking could allow much better sorting and traceability of materials, with few retrofitting costs. Research and innovation can also make a difference in preventing plastic waste and microplastics pollution. The Commission is particularly attentive

to innovation on materials that fully biodegrade in seawater and freshwater and are harmless for the environment and ecosystems. New approaches - developing innovative business models, reverse logistics or designing for sustainability, for instance - can do much to help minimise plastic waste at source, while achieving further economic, environmental and social benefits. Alternative feedstocks, including biobased feedstocks and gaseous effluents (e.g. carbon dioxide or methane) can also be developed to avoid using fossil resources. Currently, these feedstocks represent a small but growing share of the market. Their cost can be an obstacle to wider use; in the case of bio-based plastics, it is also important to ensure that they result in genuine environmental benefits compared to the non-renewable alternatives. To that effect, the Commission has started work on understanding the lifecycle impacts of alternative feedstock used in plastics production, including biomass. EU research funding will support all these efforts. So far, Horizon 2020 has provided over €250m to finance R&D in areas of direct relevance to the strategy, roughly half of which has been used to help develop alternative feedstocks. This has been complemented by support under the EU cohesion policy, in the context of smart specialisation strategies. In the run-up to 2020, an additional €100m will be devoted to financing priority measures, including developing smarter and more recyclable plastics materials, making recycling processes more efficient, and tracing and removing hazardous substances and contaminants from recycled plastics. The Commission will also develop a Strategic Research and Innovation Agenda on plastics to provide guidance for future research and innovation funding after 2020, admitting that if the objectives of the strategy are realistic, the scale of private and public investment must significantly increase. The EU already has the world’s highest rate of plastic recycling. With its objectives on improved recyclability of packaging and increased recycling rates, it is well placed to lead new developments by supporting, in particular, investment in modern recycling technologies, new materials better suited to recycling, and solutions to curb marine litter. It can also reaffirm European leadership in global solutions and help us make the transition towards a low-carbon and circular economy, while providing citizens with a cleaner, safer environment.

Generation Apprentice: A New Era for a Noble Tradition?

The Irish Printing Federation issued a passionate plea to its members in the printing industry to support the ongoing curriculum review of the Printing Apprenticeship, which will ensure the apprenticeship is fit for purpose now and in the future.

The Government’s Generation Apprenticeship programme could mean the end of an era or the dawning of a new age for the print and packaging industry, writes Declan Allen, Assistant Head, School of Management, College of Business, Dublin Institute of Technology.

F

rom their very noble beginnings in the Middle Ages, Apprenticeships were closely related to the medieval crafts where a Master craftsman would train up to three apprentices in his particular craft or skill. The duration of the apprentice apprenticeship ranged from between two and seven years. Not only did the Master craftsman ensure the apprentice was trained in his particular craft, he also looked after the welfare and in many cases provided accommodation. The apprentice was basically a journeyman learning by doing and on completion of his contractual time served, he generally submitted a piece of his best work to the relevant craft guild and if this ‘masterpiece’ was of the appropriate standard, the apprentice could become a Master craftsman, open his open workshop and begin training his own apprentices. Over the centuries, apprenticeships grew in number and in craft and skills, yet while many of the Guilds are still present today, in many countries Governments became responsible for the regulation of apprenticeships. In Ireland, the Government agency for apprenticeships went through various transformations and name changes from AnCo, FÁS to SOLAS.

formed career guidance; a misconception that the apprenticeship model was for the academically challenged i.e. “good with their hands” students. In more recent years, due to the economic downturn in many cases, it was easier to get into college than it was to get an apprenticeship.

Traditional Craft Apprenticeships

The traditional craft based apprenticeship training generally consists of seven phases over four years. Phases 1, 3 and 5 take place in the workplace. Phase 2 takes place in an ETB centre (formerly FÁS centre) and Phases 4 and 6 take place in an ETB centre or one of the Institutes of Technologies.

Generation Apprenticeship All this may be about to change, however. Following a global tend, the Government is engaged in a major expansion of its apprenticeship system in a project called Generation Apprenticeship. The Government’s first call in January 2015 for proposals for new apprenticeships produced the following new apprenticeships: Polymer Processing Technology; Accounting Technician; IFS Associate; IFS Specialist; Insurance Practice; Commis Chef; ICT Associate Professional Network

The Decline of the Apprenticeship In recent decades the apprenticeship model has to become a less attractive option to school-leavers and their parents. There are many reasons for this decline, including; the growth in access to Higher Education from Elite to Mass to Universal; the proliferation of degree programmes, particularly at level 7; poor and misin-

Engineering; ICT Associate Professional Software Development. The 2017 Call for Apprenticeship Proposals was launched on May 4, 2017, and closed on September 1, with 73 proposals submitted. On December 8, 2017, 26 successful proposals were approved for further development. The new apprenticeships announced on December 8 of last year span a wide range of skills and sectors and will be developed in response to identified skill needs in the economy. The number of apprenticeships in existing industry sectors such as construction, engineering, hospitality and ICT were expanded upon. In addition, we will very shortly see apprenticeships for the first time in a number of new areas such as Logistics, Healthcare, Equine Science and Agriculture. All of the new apprenticeships are flexible, ranging in duration from two years to four years and will be offered at levels 5 to 10 on the National Framework of Qualifications.

Is There a Future for the Printing Apprenticeship?

Apprenticeships can trace their origins right back to the middle ages, when master craftsmen took on apprentices to learn their skills.

In recent years, Ireland’s Printing Apprenticeship has suffered more than most and has come close to losing this statutory apprenticeship status. However, in January 2017, The Irish Printing Federation (IPF) issued a passionate plea to its members in the printing industry to support the ongoing curriculum review of the Printing Apprenticeship, which will ensure the apprenticeship is fit for purpose now and in the future. IPF is looking for a commitment from industry to engage once the new apprenticeship is relaunched in the near future. They are looking for members to commit to recruiting one apprentice per organisation between 2019 and 2021. Without this commitment, IPF fear it will lose the statutory apprenticeship forever and there will be no apprenticeship to train new entrants in the print or related industries in the future. As a former apprentice motor mechanic, having served my apprenticeship in the early 1980s, I fully support and applaud the IPF plea to its members to embrace the relaunch of the new printing apprenticeship. Just as the concept of apprenticeship is perhaps entering into a new dawn, it would be a real shame and a remiss of an entire industry to lose its statutory apprenticeship. However, there is bigger picture here, as Professor John Hegarty of the Royal Irish

Academy pointed out when he recently informed an Oireachtas education committee: “There is definitely, among parents, a snob value in the sense that university and higher education are better and the place to go, even if the student is totally unsuited.” Ireland as a society needs to revise and update its collective view of vocation education and training and embrace the Government’s Generation Apprenticeship Project. The Generation Apprenticeship project is hoping to increase the number of apprenticeships available (from levels 6 to 10) and double the number of candidates opting for the apprenticeship route. Interestingly many of the Colleges of Further Education are now considering converting their PLC programmes into pre-apprenticeship programmes. We could soon see a very real alternative to traditional third level study, with the development of wide range apprenticeships whereby apprentices could gain a level 5 to 10 qualification, learn professional skills and earn a wage. If we are ever going to restore apprenticeship to the high esteem of its very noble beginnings, there needs to be a real shift in attitude when it comes to apprenticeships and vocational education and training.

Declan Allen BA (Hons), MBS, AAE, MIMI, FCILT, has a long association with the Irish Motor Industry, having served an apprenticeship to the trade of motor mechanic in the 1980s and then worked as service manager in a busy Dublin franchised dealer. As an apprentice motor mechanic, he attended Bolton College of Technology on day release where he attended evening classes three nights a week. In 1990, he began part time lecturing in Bolton Street, became a full-time lecturer in 1998. He was also Assistant Head, and Head of Department of Transport Engineering, Dublin Institute of Technology (2005-2015). Since completing his apprenticeship, he has graduated with a BA (Hons) Degree in Business Studies from the University of Glamorgan and a Masters of Business Studies Degree from University College Dublin. He is currently a registered DBA student with the Grenoble Ecole de Management, France. He is a Fellow of the Chartered Institute of Logistics and Transport (CILT), having served as Chair of the CILT Education Committee and as Council Member from 1996-2006, and he currently sits on the Education Committee. Declan is currently the Assistant Head of School in the School of Management, College of Business, DIT, where he is Programme Chair of the BSc in Logistics and Supply Chain Management and the MSc in Technology & Innovation Management degree programmes.
