Facing the Challenges Ahead Through Enterprise Ireland, the Department of Business, Enterprise & Innovation is helping the print and packaging sector to face the challenges ahead, writes Minister Heather Humphreys TD.

I

am delighted to have been asked to introduce this Directory for a second year running. The print and packaging sector is a significant employer on a national level. Throughout the country, the sector employs more than 10,500 people across 1,500 companies. It is diverse, with companies ranging from large multinationals to micro-sized print houses serving their local communities. My Department’s agency for developing Irish businesses and helping them to succeed in international markets is Enterprise Ireland (EI). EI has 151 client companies in this sector which Heather Humphreys TD, generate annual sales of €738 million and support Minister for Business, 4,767 jobs across the country. More than 60% of Enterprise and Innovation. these jobs are located outside of Dublin, which is significant as my Department has been working to promote balanced regional growth across the country. Additionally, it is believed that the sector indirectly supports a further 4,500 jobs, generating a spend within the Irish economy of €424 million.

Support Measures Ireland is facing into a period of economic uncertainty. This is especially the case for the print and packaging sectors, which are known for working within tight margins. EI client companies in the area exported €159 million worth of sales, 69% of which went to the UK. This goes to show just how exposed the sector is to Brexit. In order to help companies protect themselves from the adverse effects of Brexit, my Department has introduced a range of measures through EI such as: • Operational Excellence Offer, which aims to increase manufacturing efficiency and productivity through increased automation, employee training and business innovation; • R&D supports looking at cross supply chain innovations in the development of new sustainable packaging designs and materials, creating value added products and advanced production technologies; • Increased exports through market diversification in new EU markets and tools to assist our clients with Brexit such as Brexit SME Scorecard, €5k Be Prepared Grant, information seminars and its new Customs Insights course.

Over the past number of years, the print industry has had to adapt rapidly to a changing market driven by the transition to web and digital print technologies. While this has created a challenging environment for the sector, it has also led to opportunities. New business model innovations have developed through servitisation, with shorter production runs, just in time delivery, personalisation and customisation for customers and specific markets.

SUSTAINABLE PACKAGING Another emerging challenge for the industry is the move towards sustainable packaging. This is being driven in part by EU legislation, but also by increased consumer demand. The EU is committed to ensuring that all packaging is to be recyclable, reusable or compostable by 2030. In October 2018, the European Parliament voted to ban single-use plastics such as cutlery and straws, a move which will be implemented in each Member State by July 2020. Domestically, we are also pushing an environmentally strong agenda. The 2017 Waste Reduction Bill, which proposes an Irish ban on single-use plastics, and a deposit and return scheme on plastic bottles and aluminium cans, has passed initial stages in the Oireachtas. The development of sustainable packaging solutions is important for us as a society if we are to meet our obligations to the wider environment. While this doubtless poses challenges for the print and packaging industry, it also offers significant commercial opportunities for innovative companies who can bring sustainable packaging solutions to market.

Conclusion The print and packaging industry is a vital part of our economy, and while it faces many challenges, I am confident that it will continue to provide vital jobs and value for the economy. Information is key, as is making plans to diversify into new markets and new technologies. I have every confidence that with preparation and innovative thinking, the sector will continue to prosper and play a significant role in the Irish economy. Where Do We Go From Here?

I

n my opinion, current food packaging specifications are as good as they have ever been for the protection, preservation, containment, information, legal requirements, filling, use, transport and sale of the products, at the lowest possible unit price! However, the problem is that one important part of the ‘Definition of Packaging’ is often missing – “To have consideration for environmental matters”. Are all our packaging choices sustainable? This has, in many cases, been forgotten or judged to be less important than commercial considerations. In fairness, a large part of the world has been aware of climate change for over 40 years, thanks to the effects of increasing industrialisation, and has done nothing about it. In fact, we’ve all ignored the problem, while predominantly chasing convenience, variety, low prices, market share and above all, shareholder value. It is now time to get real and wake up to the necessary changes, in order to help slow down the effects of global warming and our impact on the ecology of our world. We all need to do our bit. Consumers will increasingly push and judge companies

David Little, Chair of the Irish Packaging Society, asks how everyone, from consumers to packaging designers, needs to change to ensure we leave a better world for our children. and corporations by their reaction to the sustainable challenges and the goals of the Circular Economy. Therefore, companies need to take this seriously… or take the risk of being called out! As consumers, we need to think more carefully about the products we are buying; where they are sourced, the perceived packaging benefit and necessity of that packaging, based on when and how we will use the product. For instance, why buy a packet of bacon /rashers in the clear formed tray with the (hard to open) film top (MAP packaging) if you are going to use them that day or the next. Fine if you intend to freeze them for a couple of weeks, but it is wasteful to buy in that format if they are to be used immediately. Better to buy loose bacon at the butcher

counter. The same thinking can be applied to many packaging formats and products. Our grandparents didn’t have strawberries available all year around. Should we go back to seasonal products? Think of the carbon footprint of flying some fruits halfway around the world. Is this sustainable?

Segregating/Recycling Packaging Another question we should ask is how easily can we segregate / recycle the packaging from the products we are buying? Is there an existing recycling waste stream and therefore, will the packaging have a second life? PET bottles, for instance, are made from

with local conversion capability, to reuse the waste and to ensure there is a real market for the potential products that can be produced from this waste. There’s no point trying to be super green and then shipping our beautifully segregated waste halfway around the world to a less developed economy, with a poorly developed waste handling infrastructure, while also adding hugely to the carbon footprint. Television programmes like David Attenborough’s Blue Planet II and others have done a lot to raise awareness of the problems that come from a poorly managed or under-developed waste management system. The serious issue of floating islands of packaging waste in our seas and water courses is abhorrent, but it is actually less of a packaging issue and more of a littering / waste management issue. Of course, better and more sustainable packaging and biodegradable film choices etc. would help, but only if there is proper waste management. There are, of course, other issues as well, such as micro and oxy plastics, but these are for another day. I believe we (multi-nationals / modern economies) are certainly guilty of introducing or promoting a modern retail environment and supply chain, without, it seems, a

More sustainable options, particularly in plastics, will inevitably cost more, as Bio-inks and films are considerably more expensive, certainly until volumes grow.

plastic, but they are widely recycled and what is the alternative? Realistically, glass or aluminium are the only alternatives, but glass is much heavier, so will have a greater carbon footprint in regard to transport costs. Increased usage of aluminium cans would require more mining of Bauxite etc, which could bring its own difficulties; although aluminium is excellent to recycle, I’m sure the market couldn’t cope if everything switched from PET. PET and other plastics are also making great progress with higher recycled contents or Bio-plastic offerings. We should realise that not all plastics are inherently bad and that they are often needed, to contain, preserve etc. In some cases, there is no alternative (yet) and in others, the plastic can go on to have a second life after recycling. We should think of good segregated recycled waste as a resource. After all, a lot of resources have been used to make the original pack and therefore, if it has a second life, it has an inherent ‘raw material’ value, and can help to reduce the need for high levels of virgin materials, again benefiting the environment.

In regard to brand definition and market share, we have endless levels of print techniques and packaging innovations being applied to packs, particularly in the FMCG sector: foil blocking, matt lacquers, spot UV, laminates with long shelf lives, Haptic (soft touch/tactile) varnishes. We see changes such as foil and paper wrappers being replaced by flow wraps, stand-up pouches replacing tin cans, injection moulded tubs replacing tins for sweets or biscuits etc. It is amazing what’s possible nowadays, but it is also ironic to me that many of these changes could be seen as less environmentally friendly and actually make some packaging harder to recycle or reuse. Will the marketers be soon forced to consider more carefully the environmental impact of their latest designs? Customers are fickle and it’s hard to know how they will react to a simpler pack format and design? Will big brands take the first step or will it be left up to the smaller, more agile, possibly braver new brands to lead the way?

care for advising or training people on how to manage sustainably the inherent waste stream that goes along with this economic profile.

Analysing Your Packaging Retailers, packers/fillers and manufacturing companies have a tough job ahead of them. They need to analyse all their current packaging and categorise it into different groupings of sustainable and unsustainable packaging and then look to available packaging alternatives. In some cases, there may not be alternatives as yet. It can take technology some time to catch up with a new demand. The unsustainable packaging groups should be further split into those that can be ‘quick fixes’ and those planned for medium term and long-term changes. Don’t forget that to change a packaging substrate or format inevitably requires a great deal of work and trialling to ensure it meets as many of the required functions of the packaging as possible. More sustainable options, particularly in plastics, will inevitably cost more, as Bio-inks and films are considerably more expensive, certainly until volumes grow. Another issue is that Bio-films, for instance, may need an entirely separate supply chain, as they will perform differently and have different

shelf lives etc. These changes will impact on costs, on perhaps filling speeds and distribution networks etc., but we need to be determined to drive change and make progress. This is a mine-field and I have raised more questions than answers. Any media based, glib, knee-jerk reactions or supposed quick fixes are inevitably understating the problem. Sensationalist headlines and politicians coming out with unfounded packaging solutions are also unhelpful.

A New Approach is Needed We need all stakeholders - the consumers, the producers, the multi-nationals, the politicians and governments - to agree a goal: to create a new approach, based on technical expertise, supported by legislation, that trains and educates people, that creates markets for waste and that supports recycling and reuse. We need action and buy-in from ordinary people. We need education and a clear plan, so people can feel progress is being made and that their small contributions matter. As recent activism shows - led by the very impressive 16-year-old Swede, Greta Thunberg - our children are starting to realise the state of the world we are likely to leave them…. and they are not impressed.

I was recently reminded by my 16-yearold son, of an old Native American proverb, that said “The world was not given to us, by our parents…..it was lent to us, by our children”. We need all stakeholders to create a new approach, based on technical expertise, supported by legislation, that trains and educates people, that creates markets for waste and that supports recycling and reuse.

Closing the L An update on the EU’s Circular Economy Action Plan reveals that all 54 actions highlighted in the 2015 plan are now being implemented.

M

arch 2019 saw the European Commission publishing a comprehensive report on the implementation of its Circular Economy Action Plan, which it adopted in December 2015. That ambitious plan to stimulate Europe’s transition towards a circular economy would boost global competitiveness, foster sustainable economic growth and generate new jobs. It was foreseen that the proposed actions would contribute to “closing the loop” of product lifecycles through greater recycling and re-use, and bring benefits for both the environment and the economy. The plans would help extract the maximum value and use from all raw materials, products and waste, fostering energy savings and reducing greenhouse gas emissions and would be supported financially by ESIF funding, Horizon 2020, the EU structural funds and investments in the circular economy at national level. The 2019 report presents the main results of implementing the action plan and IRISH PACKAGING & PRINT

sketches out open challenges to paving the way towards a climate-neutral, competitive circular economy where pressure on natural and freshwater resources as well as ecosystems is minimised. Essentially, all 54 actions under the plan launched in 2015 have now been delivered or are being implemented. This will contribute to boost Europe’s competitiveness, modernise its economy and industry to create jobs, protect the environment and generate sustainable growth. At the same time, more remains to

be done to ensure that we increase our prosperity within the limits of our planet and close the loop so that there is no waste of our precious resources.”

From a Linear to a Circular Economy Three years after adoption, the Circular Economy Action Plan can be considered fully completed, according to the report. According to the findings of the report, implementing the Circular Economy Action Plan has accelerated the transition towards a circular economy in Europe, which in turn has helped putting the EU back on a path of job creation. In 2016, sectors relevant to the circular economy employed more than four million workers, a 6% increase compared to 2012. Circularity has also opened up new business opportunities, given rise to new business models and developed new markets, domestically and outside the EU. In 2016, circular activities such as repair, reuse or recycling generated almost €147

billion in value added, while accounting for around €17.5 billion worth of investments.

EU Strategy for Plastics One of the most important parts of the circular economy strategy for the packaging industry is the EU Strategy for Plastics in a Circular Economy, the first EU-wide policy framework adopting a material-specific lifecycle approach to integrate circular design, use, reuse and recycling activities into plastics value chains. This strategy sets out a clear vision with quantified objectives at EU level, so that inter alia by 2030, all plastic packaging placed on the EU market is reusable or recyclable. To boost the market for recycled plastics, the Commission launched a voluntary pledging campaign on recycled plastics. 70 companies have already made pledges, which will increase the market for recycled plastics by at least 60% by 2025. However, a gap remains between between supply and demand for recycled plastics. To close this gap, the

Addressing the Plastic Challenge THE EU Strategy for Plastics in a Circular Economy is the first EU-wide policy ramework adopting a material-specific lifecycle approach to integrate circular design, use, reuse and recycling activities into plastics value chains. As such, it is a catalyser for action. The Strategy sets out a clear vision with quantified objectives at EU level, so that inter alia by 2030, all plastic packaging placed on the EU market is reusable or recyclable. The recently established Circular Plastics Alliance will facilitate next steps by businesses to bridge the current gap between the supply and demand for recycled plastics, improve the quality and economics of plastics recycling and thus achieve the EU target that 10 million tonnes of recycled plastics find their way into products in Europe by 2025. In response to the call from the Commission, 70 companies and business organisations submitted voluntary pledges to produce or use more recycled plastics by 2025. The pledges submitted by industry so far will increase the market for recycled plastics by at least 60% by 2025, but further efforts are necessary to ensure the 10 million tonnes target is reached. Key milestones were already delivered to achieve higher quality recycling of plastics. These include the new recycling target for plastic packaging, set at 55% in 2030, obligations for separate collection and improvements in Extended Producer Responsibility (EPR) schemes. The latter are expected to facilitate design for recyclability through ‘eco-modulation’ of producers’ fees. Evidence of potential health and environmental risks of microplastic

pollution justifies restricting the use of intentionally added microplastics. The Commission has requested ECHA to prepare an opinion on microplastics intentionally added to products, which once ready, the Commission will analyse. The rules on Single-Use Plastics items and fishing gear, addressing the ten most found items in EU beaches, on port reception facilities, and the Commission’s proposals on fisheries control, place the EU at the forefront of the global fight against marine litter - one of the major concerns of EU citizens when it comes to plastic pollution. These sets of tailored measures, undergoing final steps of the legislative procedure, include: • A ban on selected single-use products made of plastic (cotton bud sticks, cutlery, plates, straws, stirrers, sticks for balloons), cups, food and beverage containers made of expanded polystyrene and on all products made of oxo-degradable plastic. • Measures to reduce consumption of food containers and beverage cups made of plastic and specific marking and labelling of certain products. • A target to incorporate 25% of recycled plastic in PET bottles as from 2025 and 30% in all plastic bottles as from 2030, as well as a 90% separate collection target for plastic bottles by 2029 (77% bottles by 2025) and the introduction of design requirements to connect caps to bottles. • Extended Producer Responsibility schemes covering the cost to clean-up litter, applied to products such as tobacco filters and fishing gear.

Commission launched the Circular Plastics Alliance of key industry stakeholders supplying and using recycled plastics. The rules on Single-Use Plastics items and fishing gear, addressing the 10 most found items on EU beaches, place the EU at the forefront of the global fight against marine litter. The measures include a ban of certain single-use products made of plastic (such as straws and cutlery) when alternatives are available and of oxodegradable plastic, and propose actions for others such as consumption reduction targets, product design requirements

and Extended Producers Responsibility schemes.

Innovation and Investments To accelerate the transition to a circular economy, it is essential to invest in innovation and to provide support for adapting Europe’s industrial base. Over the period 2016-2020, the Commission has stepped up efforts in both directions, totalling more than €10 billion in public funding to the transition. To stimulate further investments, the Circular Economy Finance Support

Platform has produced recommendations to improve the bankability of circular economy projects, co-ordinate funding activities and share good practices. The platform will work with the European Investment Bank on providing financial assistance and exploiting synergies with the action plan on financing sustainable growth.

Turning Waste into Resources Sound and efficient waste management systems are an essential building block of a circular economy. To modernise waste management systems in the Union, a revised waste legislative framework entered into force in July 2018. This includes new ambitious recycling rates, clarified legal status of recycled materials, strengthened waste prevention and waste management measures, including for marine litter, food waste, and products containing critical raw materials.

Circular Design and Production Processes Smart design at the beginning of a product’s lifecycle is essential for ensuring circularity. With the implementation of the Ecodesign Working Plan 2016-2019, the Commission has further promoted the circular design of products, together with energy efficiency objectives. Ecodesign and Energy Labelling measures for several products now include rules on material efficiency requirements, such as availability of spare parts, ease of repair, and facilitating end-of-life treatment. The Commission has also analysed, in a dedicated Staff Working Document, its policies for products, with the intention to support circular, sustainable products.

Empowering Consumers & Involving Stakeholders The transition towards a more circular economy requires an active engagement of citizens in changing consumption patterns. The Product Environmental Footprint (PEF) and Organisation Environmental Footprint (OEF) methods developed by the Commission can enable companies to make environmental claims that are trustworthy and comparable and consumers to make informed choices. Stakeholder engagement too is vital for the transition. The systemic approach of the action plan has given public authorities, economic and social players and civil society a framework to replicate in order to IRISH PACKAGING & PRINT

foster partnerships across sectors and along value chains. The role of the Commission in speeding up the transition and leading international efforts for circularity was recognised at the World Economic Forum 2019 where the Commission received the Circulars Award in the Public Sector Category.

Open Challenges The circular economy is now an irreversible, global trend. Yet, much is still needed to scale-up action at EU level and globally, to fully close the loop and secure the competitive advantage it brings to EU businesses. Increased efforts will be needed to implement the revised waste legislation and develop markets for secondary raw materials. Also, the work started at EU level on some issues (like chemicals, the non-toxic environment, eco-labelling and eco-innovation, critical raw materials and fertilisers) needs to be accelerated if Europe wants to reap the full benefit of a transition to a circular economy. Interaction with stakeholders suggests that some areas not yet covered by the action plan could be investigated to complete the circular agenda. Building on the example of the European Strategy for Plastics in a Circular Economy, many other sectors with high environmental impact and potential for circularity such as IT, electronics, mobility, the built environment, mining, furniture, food and drinks or textiles could benefit from a similar holistic approach to become more circular. Summing up the report, European Commission Vice-President Jyrki Katainen, responsible for jobs, growth, investment and competitiveness, said: ”This report is very encouraging. It shows that Europe is on the right track in creating investment, jobs and new businesses. The future potential for sustainable growth is huge and Europe is indeed the best place for an environmentally-friendly industry to grow. This success is the result of European stakeholders and decision-makers acting together.”

Circular Plastics Alliance Making plastics more circular to avoid plastic littering into the environment is a priority for the European Union. Recycling more plastics is a key solution. The Circular Plastics Alliance gathers key stakeholders in the plastics value chains to promote new voluntary action by industry for more recycled plastics. The Circular Plastics Alliance wants to ensure that 10 million tons of recycled plastics find their way into new European products by 2025. The Commission launched the Circular Plastics Alliance on December 11, 2018. So far, 30 stakeholder organisations have already joined the Alliance and

gathered for the first meeting of the Circular Plastics Alliance on February 5, 2019, in Brussels, where participants confirmed their strong will to work together along the plastics value chains and ensure that 10million tons of recycled plastics are sold in the EU by 2025. They agreed to work in priority on 5 topics: • Collection and sorting of plastic waste; • Product design for recycling; • Recycled plastic content in products; • R&D and investments, including chemical recycling; • Monitoring of recycled plastics sold in the EU.

Packaging Test Laboratory One of the most recent areas of investment has been in an ISTA certified laboratory. The new additions to the equipment are three top-of-the-range environmental chambers, which can test for the impact of varying climates on the packaging whilst in transit or the ability

to do accelerated age testing. They also installed a large random/sine wave vibration tester. Other tests available include free fall drop testing and compression testing. “Investing in our packaging test laboratory has been a very positive step,” noted Finnegan. In fact, UN1F1ED2 is the only packaging company in Ireland that can design, manufacture and test product on-site. The dedicated design and test engineers are on hand to discuss all aspects of testing directly with the client. The testing is conducted at the Carrigtwohill facility, ensuring short lead times and local service. Another positive new development will be accreditation to ISO17025, which is in the process of being finalised. “The merger has brought with it an increased global presence and this is a major step forward for our business,” concluded O’Donovan. “It further illustrates that we are a strong, reliable, long-term proposition for our clients and a global player that can service clients’ operations not only here but abroad. We embrace our new beginnings and look forward to the future.”

Consumers Want Carton Packaging

Consumer pressure is mounting on brands and retailers to ditch environmentally-harmful packaging in favour of sustainable, recyclable formats. Tony Hitchin, General Manager at Pro Carton, talks us through the latest research findings that prove attitudes are changing in Ireland - and across Europe.

L

ast year, Irish consumers told industry in no uncertain terms that they wanted brands and retailers to step up to embrace sustainable, environmentally-friendly packaging. In fact, business consultancy Nielsen’s Irish Consumers & Sustainability Study, published in November last year, underlined that 78% of Irish consumers say they worry about the effect grocery packaging has on the environment, with three in four (75%) agreeing that the Government should introduce fees or restrictions on the use of plastic packaging. Pro Carton encourage this positive shift in consumer sentiment towards sustainable packaging – plus it echoes another major, Europe-wide survey that also records a sea-change in consumer intentions.

Pro Carton Consumer Study Pro Carton’s independent European Consumer Packaging Perceptions Study, which surveyed 7,000 consumers across seven European countries, was commissioned to gauge consumer views on different packaging formats. It also probed attitudes to packaging sustainability, investigated shopper views on the importance of leading an environment-friendly lifestyle, plus asked if shoppers were prepared to pay more for brands in sustainable packaging and their thoughts on government, retail and brand accountability. The results are heartening and enlightening: Just over two thirds (68%) of Europeans say being environmentally-friendly is now more, or very, important to them, with consumer views, in the main, driven by a greater awareness, prompted by high-profile media coverage: 74% of Europeans say the media focus on the issue has influenced their purchasing habits. And it’s no surprise that younger consumers are putting the environment IRISH PACKAGING & PRINT

higher up their agenda. A resounding 80% of all 19-29-year-olds across Europe say that being environmentally-friendly is now more important to them and their families than it was five years ago.

More Work to Be Done The research also reveals that Europeans have a good working understanding of different packaging forms. This is highlighted by the fact that 52% of all Europeans believe cartonboard/cardboard to be the most environmentally-friendly packaging, followed by glass at 32%. Some 9% of Europeans believe plastic is the most environmentally-friendly form of packaging and just 5% chose tin, which suggests there’s still an education job to be done. When it comes to what consumers believe to be the most recyclable form of packaging, again cartonboard wins out. 45% of Europeans point to cartonboard/

cardboard, while 32% selected glass. Tin/ can is surprisingly believed to be the least recyclable, scoring slightly lower than plastic. The arguments for cartonboard/ cardboard are compelling. It is the most sustainable packaging alternative; it comes from trees grown in sustainably managed forests. So is not only renewable and fully recyclable, but also biodegradable, making it the perfect example of the circular economy. The market for carton packaging has grown in recent years and it is expected to accelerate as negative media coverage intensifies over more harmful, non-sustainable materials. The survey results further add weight to Pro Carton’s call last year for expansion of the ‘3 Rs of Recycling’ – reduce, reuse and recycle, to the ‘5 Rs of Responsibility’, with the addition of renew and replace. This would mean choosing packaging materials that are truly renewable and

Celebrating Innovation Van Genechten Packaging was the winner of the 2018 Carton of the Year award for its Moët 6 Mini Moët at the prestigious European Carton Excellence Awards. The Belgium-based company took both the top title,

and also the Save the Planet award for its innovative FlatSkin fresh food packaging at Europe’s most respected annual awards, organised by Pro Carton and the European Carton Makers Associations (ECMA). The Mini Moët pack that took top prize contains six mini bottles of Moet Imperial and six mini golden flutes. The boldly-branded ‘party box’ pack keeps bottles perfectly positioned and protected when in transit, while the insert can be removed to turn the pack into an ice-bucket. Made from cartonboard manufactured by BillerudKorsnäs, the judges described it as “like opening a box of treasure”. For more than 20 years, the awards have recognised the best of cartonboard packaging, and reward true sustainability in design, thanks to the material’s renewable, compostable and recyclable qualities. The awards ceremony took place in Riga at the ECMA Congress in September 2018, alongside the Pro Carton Young Designers Award, the European design student competition.

act responsibly to replace non-sustainable materials with sustainable ones, such as cartonboard. More new trees are planted each year than are used to ensure the expansion of European forests. In fact, European forests are expanding by the equivalent of 45,000 tennis courts every day!

Consumers Value Sustainability One of the most encouraging things to come out of the Pro Carton survey was the

fact that consumers say they are willing to shun items they believe are not packaged in sustainable materials: 75% of European consumers say the environmental impact of a product’s packaging affects their purchasing decision. Even better is the fact that so many shoppers are militant when it comes to product packaging choice. Across all countries, more than half (52%) of consumers say that environmental concerns have prompted a switch. Younger shoppers are more militant than most, with 62% of

19-29-year-olds saying they have switched brands because of packaging concerns, compared to only 35% of over-60s. Drilling down to the reasons that shoppers choose to switch brand or products, the study underlines that 52% of all respondents say it is because packaging is non-recyclable. The research is also proof that shoppers expect brands and retailers to do more to help the environment. Despite the strides forward that brands and retailers are making, only a third (36%) of Europeans believe they are doing enough. This also mirrors Nielsen’s research, which found that the vast majority of Irish shoppers (88%) believe there is too much unnecessary plastic packaging. Retailers across Europe need to take note: a resounding 91% of European consumers say they’d choose to spend their money with a supermarket or shop that was proactively encouraging suppliers to adopt more environmentally-friendly forms of packaging and policies.

Educating Tomorrow’s Consumers Helping the next generation of consumers to understand the importance of sustainability is vital, so Pro Carton is supporting a new primary school initiative - Trees into Cartons, Cartons into Trees (TICCIT). The TICCIT (pronounced ‘ticket’) programme, already highly successful in the US, aims to teach children aged 8-11 years old about the importance of trees, sustainability and the environment and highlight the benefits of sustainable packaging. It also teaches children about how European forests provide wood for making paper and packaging materials. It’s clear that there’s a huge appetite for this kind of hands-on, experiential initiative that inspires children to become environmental ambassadors themselves. The programme is aimed at Irish companies involved in or related to the carton industry and needs them to lead the teaching programme. There’s a wealth of resources for companies to use, including presentations and activities to engage children and their teachers. One of the great things about TICCIT is that it teaches children about the circular economy but without them even knowing it. It’s a lot of fun and helps educate the next generation of shoppers about the benefits of cartons, whilst building the company’s standing in the local community. 5,000 people in the 7,000-strong survey, say they are willing to pay extra for packaging that has less impact on the environment. Some claim that they are prepared to pay significantly more: 20% of all respondents believe an increase of in excess of 10% is acceptable, and 5% are not put off by a rise of 20% or more. Whilst attitude and behaviour may differ, this underlines the strength of feeling on the issue. Shoppers are even broadly enthusiastic for a government ‘tax’ or ‘levy’ to force companies to adopt more sustainable forms of packaging. In fact, 58% of all survey respondents agree or strongly agree with this statement, with 28% not sure. Overall, just 17% of consumers were against the idea. The survey results speak for themselves. Consumer attitudes are changing and there is a growing consensus that brands and retailers need to act and make the necessary changes. There are plenty of opportunities for the industry to challenge the status quo, to replace non-sustainable packaging with paper-based materials and in doing so make the changes necessary to future-proof their products to the benefit of the environment – and their profits.

3. Nude Palettes and pastel palettes. This trend is all about being soft and playful. 2019 brings an abundance of nude palettes, including warm browns, creamy whites, pinks and beiges. They’re often combined with pops of candy coloured pastels to make them stand out, as well as simple, clean white labels that don’t steal the spotlight from these unique colour combinations and shapes.

Nude is not just one colour, but a complex mixture of peach, rosy or ochre undertones, with cream or chocolate hues. Shifting towards an all-encompassing palette of nudes and neutrals has more and more appeal in various areas of design, packaging design above all. We’re seeing packaging designers embrace natural shades to ground their designs and play with combinations of nude, sepia

The focus that they have on simple design, colour, typography and the overall minimalist approach they require, make flat illustrations ideal for almost any printed material. Often we see flat illustration appear

as simplified shapes that make blobs of colour stand out, while text becomes more readable. These designs gain a crispness and clearness obtained by stripping away three-dimensional effects. The best thing about this trend is that it has enough flexibility to evolve freely. Designers can use parts of it and fuse them into almost any composition they like. 5. Vintage-inspired Packaging The retro aesthetic of packaging design is more popular than ever, especially for food and drink products. Wherever you are on the planet, vintage labelling or packaging is present in every store. Vintage sells first of all because it conveys authenticity. This is reflected in the look but also the feel of the products. Besides the use of vintage-looking fonts, we are seeing more and more illustrations, manuscript lettering or retro colour patterns being used

to convey the feeling of age and pedigree. Designers return to the old as the new “new” because they simply can’t bring themselves to add any more bling to packaging. In today’s market, where new, improved packaging keeps coming out at a rapid pace, creating the most advanced packaging simply does not cut it anymore. Returning to the roots of packaging design is a timeless classic that will never lose its appeal.

A design choice that is uncommon can surprise your customer and communicate in an unconventional and fun way.

6. Black & White Packaging Stripping down your palette to just two elements might seem restrictive at first but as far as black and white are concerned, it always turns out to be a powerful and incredibly versatile dialogue. The dynamic that they offer in a design is impossible for the observer to ignore. It is an incredibly effective way to create separation between the elements of the design and to establish the relationship, or lack

thereof, between them. Black and white is clean, simple and it balances itself out in a satisfying way. On the other hand, the combination of black and white can create complexity while maintaining the same minimalistic traits. It may represent a challenge at first, but with the right intent and application, a black and white only design can really pack a punch. The final result might surprise you.

7. Atypical Packaging Design Given the choice between two products with the same price, we will almost always choose the one with the more attractive packaging. So why not stand out by surprising your customer with a design choice that is uncommon and can communicate in an unconventional and fun way? For example, you might not expect to find white activated charcoal in a domino piece-shaped box. But Lesha Limonov found a great way to translate the domino principle to human health and convey it in an unusual yet premium package.

Another pleasantly surprising and unconventional work is the moving packaging for Nord Stream Seafood by Loco Studio. Based on interference patterns (moirĂŠ pattern), the picture which is on top of the package starts moving when opening it, both impressing and involving the customer. As 2019 continues, expect to see lots of unusual and original approaches to packaging design, the most memorable being the ones that can be used for purposes other than packaging itself.

Every year we see more and more advances being made in the science behind the materials that are being used for packaging, from algae based plastics to see-through hemp wrap and mushroom Styrofoam.

8. 8-bit Packaging Design

8-bit design is simultaneously out-of-date and timeless.

Retro is back in, and one of the most retro things of all is the classic pixelated game console look. It’s a trend that remains strong, far past its expiration date. The art form of making digital art with raster graphics software, where images are edited on the pixel level, lives on. It has a unique place in our collective cultural consciousness both because video games are popular as ever and because it is simultaneously out-of-date and timeless. The constraints of 8-bit design are at

the same time its strengths. The strippeddown images full of pure colour fields, hard edges and straight lines are both commanding and accessible to customers. It’s a simple way to communicate an idea that might be complicated to illustrate through other art forms, or to add an ironic nod to the past to a product. Although it is the product of a bygone era, 8-bit design is rooted so deep in our memory that it is sure to extend its lifespan for years to come.

9. Plastic-Free Packaging Going plastic free is a growing trend that should be embraced by each and every one of us. Paper and cardboard materials are the main contributors to packaging waste, followed by plastic and glass, a significant percentage coming from food packaging. As a response, every year we see more and more advances being made in the science behind the materials that are being used for packaging. From algae based plastics to see-through hemp wrap and mushroom styrofoam, we are seeing real alternatives to plastic being created that should lead to a more efficient and sustainable future. A good example for this is the collaboration between L’Oreal and Ecologic

Brands with their product Seed Phytonutrients: a recycled, recyclable, compostable, paper-based pump bottle made for shower use. And of course there’s microbial cellulose packaging ingeniously showcased in the From Peel to Peel project by Emma Sicher, an initiative with huge potential. In 2018, we also saw the first plastic free aisle in a shop in the Netherlands, a great testing ground for compostable biomaterials. The choice between plastic and plastic-free products starts to become a real option for consumers: hopefully on an increasingly large scale as we continue through 2019.

2019 is an exciting year for packaging designers. Aluminium Hits Record High Aluminium foil deliveries from Europe hit record levels again in 2018, while more and more winemakers are turning to aluminium closures, and a new toolkit from Flexible Packaging Europe explains the connection between flexible packaging and sustainability.

018 saw aluminium foil deliveries from European rollers reaching a new record for the third year in a row, with an uplift overall of 3% compared to 2017. This was due largely to sustained demand from overseas markets, as well as steady consumption in domestic markets, particularly for thinner gauges, according to figures released by the European Aluminium Foil Association (EAFA). Overall deliveries were 942,500 tonnes against just over 915,000 tonnes the year before. Thinner gauge foils, used mainly for flexible packaging and household foils, added 4.1% year on year, while thicker gauges, used typically for semi-rigid containers and technical applications, rose by 1.1% annually. Total domestic deliveries were stable in this period, while exports continued the trend seen throughout 2018 with an increase of more than 25% overall. “Consumption in all markets has improved, although domestic demand is more sluggish than we hoped for. By contrast, exports have powered ahead in the last 12 months,” said Bruno Rea, President of EAFA. “But this is due to exceptional influences on supply and demand overseas. While we remain

optimistic about the year ahead, the situation remains volatile and difficult to predict. “European foil rollers continue to see more upside influences in the market and maintain a positive outlook,” Rea continued. “The USA trade actions do have a direct influence on the foil sector, so any changes in that situation will have a bearing on the year ahead. The current debate about circular economy can create opportunities for our sector, given that aluminium is a fully recyclable material.”

More Winemakers Turn to Aluminium Closures One are where aluminium foil is making real inroads is in bottled wine. Aluminium closures now account for just under 30% of the total global bottled still wine market, according to research recently conducted by Euromonitor. With 30 billion bottles sold worldwide in 2016, the aluminium closure market size is now around 9 billion units annually. This shift towards aluminium screwcaps is particularly evident for the largest still wine markets, Europe and USA. Europe still represents the largest market for bottled still wines, with volumes

of more than 17 billion in 2016, according to other research by IWSR, which looked at 0.75L equivalent bottle measurement units. Both reports show a decline in bottled still wine volumes in Europe of between 5.3% and 6.4% in the five years under study. But aluminium closures made significant progress in the same period, growing by 14.5% with a CAGR of

5.2% from 2012-2016. “These reports show that aluminium closures are continuing to show strong advantages over other wine closure types,“ noted Guido Aufdemkamp, representing the Aluminium Closures Group. “Their convenience and increasingly strong branding and decoration enhancements mean more and more winemakers are turning to aluminium closures.” While the global volume of bottled still wine measured in 0.75L equivalent bottles by IWSR decreased by 2.8% in the period 2012-2016 to 28.3 billion bottles, Euromonitor shows the total number of wine bottles sold worldwide was stable. These figures rely on a more differentiated research method, which results in higher numbers than many other sources forecasts in the media and elsewhere, according to Aufdemkamp. The situation in the United States of America continues to show a strong market for wine with aluminium closures. The number of 0.75L bottled wines of all varieties sold in 2016 increased by 4.4% versus 2015, according to the study by IWSR. Sales reached over 3.8 billion bottles. Euromonitor confirms that aluminium closures accounted for 44.9% of all sales of bottled wine in the US in that

year. The CAGR for aluminium closures in the US for the five-year period was 6%. Expressing his delight at the continued growth of the aluminium screwcap market, Aufdemkamp continued, “There is a truly global acceptance of aluminium closures, particularly with younger consumers and those new to wine, who show a real preference for screwcaps. Consumers are convinced by their ease of use, as surveys of our Turn 36° campaign have demonstrated. In addition, these closures are completely recyclable, so fit completely with the current demands for more sustainable performance of packaging.” The Aluminium Closures Group consists of the leading manufacturers of aluminium closures, aluminium strips and sheets for closures and is part of the European Aluminium Foil Association (EAFA), representing about 75% of global aluminium closure production. Meanwhile, a new toolkit has been created by Flexible Packaging Europe (FPE), who have put together and created visual formats to explain about flexible packaging and sustainability. It is available free of charge to anyone interested in the subject, from the association’s website (https://www.flexpack-europe.org/en/). “With our comprehensive information package, we want to highlight how flexible packaging supports sustainable consumption and production of food,” explained Jean-Paul Duquet, Director of Sustainability, FPE. “Flexible Packaging actually offers many advantages when it comes to sustainability, especially when looking at the big picture – this is backed by scientific facts. “Still, sustainability in packaging remains a complex matter and we have tried to reduce complexity by providing a practical overview with facts and figures at European level over much-debated key issues like circular economy or food waste,” he continued. “Easy-to-understand infographics, for example, explain that flexible packaging is designed to actually minimise the use of packaging materials and how it how it helps preserve valuable goods and reduce risks of food waste.” FPE’s Director of Sustainability believes that very often, flexible packaging is more resource efficient than alternative packaging solutions – serving the same purpose while consuming less material and energy resources throughout the entire lifecycle. “We have created a useful tool for the different audiences, helping them to better understand and further explain the role of flexible packaging in sustainability,” he said. The toolkit comprises downloadable infographics, posters, a fact sheet and a useful pocket guide, making it a very comprehensive and accessible source of information about the sustainability of flexible packaging.

epak is a not-for-profit organisation set up by industry in 1997. As a packaging compliance scheme, Repak helps its 3,000 members to comply with EU packaging waste legislation. Plastics and The EU’s Circular Economy Package Plastics have been receiving a lot of media attention in recent times, predominantly driven by ocean pollution concerns and their potential impacts on marine life and human health when discarded irresponsibly. As a result, our relationship with plastics is now changing, with some consumers reducing their use of single use plastics. The EU’s Circular Economy Package will also impact on plastic packaging choices in the near future and will have significant implications for how we design packaging in the future. A key part of the EU’s Circular Economy Package is the first ever Europe-wide strategy on plastics. This strategy aims to ensure that all plastic packaging on the EU market will be recyclable by 2030.

the recyclability and to incentivise the eco design of packaging products by linking producer responsibility fees to the recyclability of packaging. The EU commission plans to develop and publish guidelines on the eco modulation of fees in 2019.

The Single Use Plastic Directive The Single Use Plastics (SUP) Directive also forms part of the EU’s Plastic strategy and will restrict certain plastic items from being placed on the market where there is an alternative material available. Items subject to a ban will include plastic straws (often provided with beverage cartons), plastic cutlery (provided with on-the-go salad or fruit bowls), and certain packaging items made from expanded polystyrene. In addition, the legislation will also include consumption reduction targets for certain SUP items, such as food containers made from other plastics, binding targets for recycled content in plastic bottles of up to 30% by 2030 and design restrictions that mean that caps must be tethered to plastic bottles when discarded. There will also be increased collection targets set for plastic bottles of 77% by 2025 and 90% by 2030 and the possibility of extended producer responsibility schemes for certain SUP items, which could mean that producers placing single use plastics on the market pay towards litter clean-up costs. It is expected that the SUP Directive will become EU law during 2019 and therefore Irish law by 2021 at the latest.

Packaging & Packaging Waste Directive The EU’s circular economy package also includes new legislation. The Packaging & Packaging Waste Directive has already been amended and approved by the EU and will become Irish law in May 2020. Ireland already exceeds all of the packaging recycling targets originally set out in the previous version of this legislation and has even achieved many of the 2025 targets set out for materials such as glass and wood. However, despite exceeding the previous target for plastic packaging recycling of 22.5%, our greatest challenge now is to improve the current

plastic packaging recycling rate of 36% to meet new EU targets of 50% by 2025 and 55% by 2030.

Repak’s Plastic Pledge In 2018, Repak launched its ‘Plastic Packaging Recycling Strategy 2018-2030’, which sets out the actions required to achieve these challenging targets. One of these actions includes the development of Repak’s Plastic Pledge. Achieving its aims will require Repak and all of its stakeholders to work together. As a result, the organisation has developed the ‘Repak Member’s Pledge on Plastic Packaging Waste’. The pledge states: “As a member of Repak, we are committed to reducing plastic packaging waste and helping Ireland to play its part in achieving the key goals set out within the EU Circular Economy Package. “We continue to work with our suppliers, customers and the public to achieve the following objectives:

1. Prioritise the prevention of plastic pack aging waste by minimising avoidable single use packaging and promoting packaging reuse where possible. 2. Support Ireland to deliver the Circular Economy Package plastic recycling targets of 50% of all plastics by 2025 and 55% of all plastic packaging by 2030, as set by the European Commission. 3. Reduce complexity within the plastic packaging supply chain by simplifying polymer usage and eliminating non-recyclable components in all plastic packaging by 2030. 4. Help to build a circular economy for used plastic packaging in Ireland and Europe by increasing the use of plastic packaging with a recycled content. 5. Ensure our approach to plastic packaging reduction is aligned to Ireland‘s goal of a 50% reduction in food waste by 2030, as set out in Ireland’s Food Waste Charter. The Rise of Nude Food Declan Allen, Assistant Head of School of Management, Technological University Dublin, asks is ‘nude food’ the answer to the global single-use plastic packaging challenge?

D

espite all the recent bad press with regard to single use plastic packaging, plastic packaging is an important innovation to keep food fresh and reduce food waste in the home. Plastic packaging makes our global supply chains function and enables us to have a variety and quality of food throughout the year that would otherwise be impossible. If we look at the food chain as a whole, there is no doubt unnecessary packaging is indeed a problem, but on the other hand food waste is also a major problem. In Ireland, there is over one million tonnes of food waste disposed of each year. Awareness on the issue of food wastage is increasing i.e. food waste is basically food destined for human consumption that is eventually discarded after the use-by date. Much of the recent research focuses on the effects of this wastage on the environment. Around a third of food waste comes from households. Every household in Ireland is responsible for one tonne of food waste per year. The cost per household is between €400 and €1,000 per year. Generally, there are types of food waste

being disposed of in Ireland; 1. 60% is avoidable food waste: plate scrapings, leftovers, gone-off fruit and veg and past its use by date; 2. 20% is potentially avoidable food waste: things like bread crusts, potato skins; 3. 20% is unavoidable food waste – general rubbish such as nature packaging i.e. orange peel and banana skins, meat bones.

Increasing Food Waste? This is a huge environmental footprint in CO2, water and land use. If we reduce necessary food packaging, will we considerably increase food waste? Reducing plastic packaging alone will not solve the problem of food waste but it may get us thinking more amount what we eat and how we buy it! Recent studies on retail food wastage provide a better understanding of waste patterns in retail stores by analysing pre-store waste, recorded in-store waste and unrecorded in-store waste. Even with the excessive amount of single used plastic that is widely used at the moment, we are still wasting vast amount of foods every year. If we were to

wave a magic wand and remove or place a ban on single-use plastic today, there is no doubt that level of food waste would multiply. So what is the solution? I believe we need to change how we think about food consumption and how we purchase our food: maybe nude food is the answer

What is Nude Food? The term nude food refers to food without unnecessary packaging. If reading this, you are under a certain age, then this is a totally new concept and one worthy of great debate on social media. If, on the other hand, you are over a certain age, nude food is not a new concept but rather a return to a bygone age of how we bought our vegetables and most of our food in the past. Of course, if you are a fan of farmers’ markets, this is the only way to buy food! Across the world, the concept of nude food is being viewed as a great way to eat healthily and reduce the amount of plastic packaging damaging the environment. On the retail and supermarket front, New Zealand is certainly leading the charge with regard to nude food, with one supermarket group, New World, abandoning plastic packaging for nearly all of

its fruits and vegetables as part of a nude food project and seeing an incredible increase in sales of its fresh vegetable across many of its outlets. Aside from the ever-increasing popularity of farmers’ markets and the relatively few remaining local green grocers, the main retailers and supermarkets in Ireland have as yet to embrace the concept of nude food. The modern Irish supermarket is like an Aladdin’s cave, with brightly coloured perfectly-ripe avocados, juicy strawberries, perfect blueberries and firm cucumbers, no matter what the season. Without mentioning the huge amount of food miles these fruits and vegetables have travelled (a topic for another day), many are encased in unnecessary plastics. Sadly, Ireland is one of the largest per capita users of plastics in the European Union. Much of it we take home from the supermarkets.

Government Leading by Example? In January 2019, Environment Minister Richard Bruton TD announced that government departments and public bodies will “lead the way” in waging war on plastic pollution. A number of measures have been announced, including no longer purchasing single-use plastic cups, cutlery and straws for use in government offices. “If we’re to change and meet our goals head-on, Government must show that we take that seriously,” he noted, going on to say, “We banned single-use plastics; that

will come in straight away for government departments… the sort of objects that end up polluting our rivers and seas. Around 350,000 tonnes of plastic are getting into our oceans; this is something we need to stop and lead by example.” Responding to the announcement, the Green Party is calling on the Government to support a wider ban on single-use plastics which would have a substantially greater impact. The party feels that this initiative to ban disposable plastic in government departments and agencies is designed to maximise media impact rather than real world impact. They maintain that the best way for the Government to tackle the problem of

plastic pollution would be to support the single-use plastics ban. While many of Ireland’s leading retailers and supermarkets have lofty aspirations of reducing plastics and only using true recyclables that help maximise the use of recycled content, UK and Ireland supermarket group Iceland has stolen a march on rivals by announcing that by 2023 it aims to have eliminated all plastic packaging from its own-brand products.

Conclusion There is no doubt that sustainability and environmental friendliness is growing in importance. Today’s consumers are increasingly very well informed on sustainability and environmental matters. However, many seem to be somewhat desensitised and a little blindsided when it comes to purchasing food and more importantly wasting food. While the debate about single-use plastic will continue until a more innovation bio-degradable alternative replacement is found, perhaps we need to look again at nude food. Who knows: maybe our grandchildren will purchase and think about their food in a similar fashion to how our grandparents did the very same thing?
