Reviewing Packaging Legislation Minister for the Environment, Community and Local Government, Phil Hogan TD, discusses the review of the producer responsibility initiative and his decision not to introduce a packaging levy.

I am delighted to be introducing the Irish Packaging & Print Yearbook and Directory 2014, as I have done since 2011. My Department is responsible for the implementation of the EC Directive on Packaging and Packaging Waste in Ireland via the Waste Management (Packaging) Regulations 2007. The purpose of the Regulations is to ensure that packaging is managed in an environmentally friendly manner by minimising the production of packaging waste and ensuring that as much as possible is recovered, recycled and reused. Ireland continues to exceed our EU targets thanks to the help of industry. In 2011, a recovery rate of 79% was achieved, 19% above the 60% EU target due by 2011 and up 5% on 2010. Review of the Producer Responsibility Initiative for Packaging On June 29, 2012, I launched a comprehensive review of the Producer Responsibility Initiative Model in Ireland. The fundamental function of the review is to provide me with the information necessary to make an informed decision on how to introduce a long-lasting and robust regulatory structure for each of the PRIs in Ireland.

Any new regulatory structure will continue to assist businesses in complying with the Regulations; minimising the amount of packaging waste produced and lowering production and administrative costs. I would like to place on record my deep appreciation to everyone who took the time to meet with and contact RPS to highlight issues of concern. The review included a consultation process where industry stakeholders had an opportunity to present their views. I am certain the final review will enable me to make timely and well informed decisions when determining the most appropriate option for the regulation of each sector. I expect to be in a position to determine the best option for the packaging sector’s regulatory structure in the coming months. Already, I have approved and published two elements of the review. Facing the Future for Print and Packaging David Little, Chair of The Irish Packaging Society, assesses the Irish print and packaging sectors and looks to the future in terms of NPD, sustainability and the importance of investing in people.

T

he print sector has undergone significant change in recent years. Long gone are the days of the heady profits, when people had to come to the local printer for everything from raffle tickets to business cards to newsletters. Gone are the days when your printer had to be just down the road. Add to this the technology changes, the economic crisis, the reducing and split marketing budgets between traditional and on-line marketing and you can see the challenges of the sector. What we have now is a tougher, faster, more competitive, open market, where customers can really choose from cheap and cheerful to high-end, to wide ranging personalisation. They can buy on the web or on-line with web2print systems or even go for clever novelty or personalised products. As we have seen with some European players, to make it big on-line you really need a big marketing budget and a really novel idea or ‘on the floor pricing’ and go for volume, making money from delivery and additional spec upgrades etc. This is when the headline cost and the ‘hidden’ actual cost start to diverge. Very often, the perceived bargain turns out to be much closer to the local cost than was first imagined,

particularly when you add delivery time, possible quality disappointment and limited customer service. A lot of print leaves the country and the industry is fighting back to encourage print to stay local. The Print Irish campaign, www.printpackforum. com/print-irish-campaign, is designed to promote buying print and packaging locally. Member printer firms commit to producing and sourcing inputs for the job in Ireland, thereby protecting and growing Irish jobs, the industry and the economy. The campaign is promoted by the Print & Packaging Forum, an industry body made up of the constituent parts of the sector, including the Unions, Employer bodies, DIT, Irish Packaging Society and government bodies such as EI and Solas. Developments in print are really about automation, reduced makeready times, improved quality control with cameras etc. and of course digital. Digital with its improving print quality and increasing format size and ability to run even one-offs, will continue to grow its market share. The innovative firms are growing this side as a new profit centre for fast turnaround, while maintaining and growing their traditional litho, with top quality customer service. Turnkey fulfilment projects and sorties into packaging are also areas of growth for many hitherto traditional commercial printers. Changing Face of Packaging Packaging is quite different to commercial print, although there can be an overlap with some companies. Packaging typically has bigger customers and bigger volumes, perhaps contract based and longer relationships, but here too things are changing. There is a growing trend for relatively shorter runs, more variations across a range and ever shortening lead-times. This brings its own challenges to what traditionally is a bulk supply sector. 4

Digital print is starting to make inroads in some key areas such as labels and with developments in substrates, processes (nanography) and inks (electrochromic and thermochromic) and RFID coming on, packaging will continue to evolve and change, allowing for more pack customer personalisation and interactions with intelligent packs. There are some digital cartons on the market, while digital flexible films are probably not too far away.

Sector Overview

One of the most exciting advances in recent years is the amazing quality gains now possible with HD Flexo. Who would have thought that Flexo would start competing against Gravure for high-end flexible film work? It is now possible to achieve Gravure quality Flexo at 150/175dpi and even up to 220dpi for flexo labels, with laser engraved plates. This brings big benefits in reduced origination costs, allowing companies to rebrand or launch new products more often and grow market share as a result. New Product Development Managing the new product development process is now also easier for brand owners and retailers. Why would you carry on the traditional job bag approach to NPD, when you can now manage the creative design to print ready files project, with PLM (product lifecycle management) software? This CBM (Centralised Brand Management) approach allows you to create a brief, monitor critical paths, view proofs, edit approvals with annotations and see KPI’s on performance areas, such as amendment loops. There is also the added benefit of marketing collateral asset management, ensuring you, the brand owner, remain in control of the latest version of your approved print files. This is particularly important in the fast moving food & drink sector. I believe there will continue to be great opportunities for the packaging sector in Ireland in the food & drink sector. Competitive as it is, there is a growth strategy for Ireland inc., with the Food Harvest 2020 report highlighting the potential. The Irish drinks sector is also showing phenomenal growth, particularly with Irish Whiskey. This coming year will also be busy with preparations for the Food Information Regulation Directive, which is set to come into force in December 2014 and is intended to make nutritional information bigger and therefore, easier for the consumer to understand. The Directive is designed to simplify current rules with a single set of regulations to make it easier for consumers to understand labels. It covers mandatory labelling obligations, a minimum font size for all mandatory text, a mandatory nutrition declaration, a clearer indication of allergens and country of origin labelling. This will have an impact on pack design and require changes to virtually all backs of

packs. Marketing departments, agencies, repro houses and printers will all be busy, driving these changes through, so best to plan it and not leave it to the last minute. It’ll make for an interesting year, with hard to predict volumes, as people run down old stock and hold off ordering new until the changes have been made. Another good reason for implementing a CBM strategy!

Pharmaceutical Packaging The area of some concern will be the pharmaceutical sector, where as we have seen recently, the market is changing, with established high value products coming off patent and the market opening up to generics. While volumes will change, but hopefully remain good, the pharma companies’ profitability will come under pressure. It will be very important for them to maintain good R&D for the products of the future. But here there are also complications, as the products of the future will have different delivery methods than the traditional pill. They will be more specific to individual medicinal needs, fine tuned to suit the exact symptoms, the result being again, smaller volumes but increased variations. There are signs of this happening but generally it’s some years off. This will require innovation from the industry to develop potentially different

packaging, with an emphasis on fast make-ready and quick changeovers. Therefore, the key is for the packaging industry to invest in R&D, invest in their staff and have an awareness of technology changes and improvements. Of course, the availability of funding and grants for this investment in R&D and new equipment will be crucial to our success, as will the availability of high calibre packaging professionals. Investment in People People are the most valuable asset of a company and they need investment and updating, just as much as a piece of capital equipment: after all, they are also revenue generators. Many companies have experienced the benefits of highly trained and motivated staff, but enlightened companies encourage their staff to carry on with CPD (Continuous Professional Development) training. We take this seriously at The Irish Packaging Society, where we offer training for packaging professionals, people involved in specifying, buying or developing the packaging function in their organisation. We have further developed the Diploma in Packaging Technology, which is administered by the Design, Print & Packaging Skillnet, http://dppskillnet.ie/index.php/training/ diploma-in-packaging-technology/, and is now accredited by the DIT as a Level 7 CPD Diploma. The new course is a huge success with students from the converter, design and packer filler sides of the industry.

About the Author David Little is a Print and Packaging Technologist with over 25 years experience in the print/packaging sector, with experience in all substrates and print processes, including commercial print, repro and printing machinery. He lectures in packaging on the Diploma in Packaging Technology course. David is Chair of The Irish Packaging Society, a Board Member of The Packaging Society (UK – IOM3), Member of the Print & Packaging Forum and is Sales Manager Ireland for Miller Graphics, a pan-European repro and packaging brand management company.

The course gives the student a full understanding of the fundamentals of packaging, design, specifying, substrate manufacture and conversion, printing processes, packing and the legal, environmental and quality aspects of packaging. It is ideal for manufacturing companies involved with NPD, purchasing, packing, specifying or selling packaging including brand owners and retailers. Sustainability In regard to sustainability, I find a lot of people have a planographic understanding of sustainability: they know it’s something to do with recycling and using greener material, but it should be more encapsulating than that and should

have an impact on decisions made for the whole company and its approach to business. It is true these areas tend to lose popularity or focus in recessionary times, but if it makes sense and is a workable approach, there is no reason it can’t be seriously driven as an ethos of the organisation through good and bad times. After all, if the approach is right, it should save money, be good for the environment and feed into a positive customer image of your company. Sustainable packaging needs to contain and protect the product and be suitable for purpose. It should be efficient to use in the packing process and through the product life cycle and hopefully use materials that help to reduce the carbon footprint. The material should ideally have some recycled content and / or be easily recycled and of course be safe for the end users and for the environment. The actual product will dictate many of these requirements, depending on its nature, size, weight etc, but taking the above issues into account can impact greatly on the final decision and importantly, drive suppliers to push the envelope in R&D of new materials. Personally, I would recommend internal expertise to lead these decisions, in the form of an internal Packaging Technologist, but your suppliers can also be of great help in deciding on the specifications for the primary, secondary and tertiary packaging, to meet your sustainable packaging requirements and aspirations.



Labelling Legislation

How Will Labelling Laws Impact on You? Ita White, Food Industry Development, Teagasc, writes about how changes in EU food labelling legislation may impact on producers and suppliers of packaging to the food industry and the importance of allergen awareness.

C

hanges in consumer information requirements that will come into force in 2014 will have implications for packaging and packaging design for food businesses. Food producers will have to redesign their product information in order to comply with the new Food Information for Consumers Regulation (FIC)¹. For many, this will mean new labelling and/or new packaging where consumer information is pre-printed on the packaging. Some of the main changes of note include changes to the description of the food (to avoid misleading the consumer), how allergens must be declared, font size and format, origin or provenance of certain foods/ingredients and nutritional information. Most of the changes apply from December 13, 2014, with the requirement for compulsory nutritional labelling coming into force in December 2016 (unless there are claims made or voluntary information is given, in which case the earlier date applies). Further details are available from the Food Safety Authority of Ireland (FSAI)². Allergen Labelling One aspect of note is the topic of allergen labelling, as this has implications for manufacturing and supply of raw materials, including packaging. There are 14 allergens listed in European legislation that must be labelled if included in the ingredients (Table 1- first column). There are a number of exemptions for highly refined products. The full list of allergens and exceptions are listed in Annex II of the FIC1. In addition to this, food producers will need to carry out a risk assessment for potential accidental contamination of allergens and determine if precautionary labelling may be warranted. Food producers will need to communicate with suppliers of all raw materials, including

packaging materials, to check if any of these allergens may be present, even in small amounts. One aspect to watch out for is “hidden allergens” e.g. allergens that are not obvious as ingredients but may be compound ingredients i.e. part of another ingredient, such as sesame seeds in tahini, or where they are used as processing aids.

Hidden Allergens Suppliers of packaging to food businesses should also examine their manufacturing processes for any “hidden allergens”. For example: are there any lubricants used for equipment maintenance that might be based on nut oils (e.g. peanut), or any releasing agents used on packaging that could contain allergens? Some packaging materials contain release agents that are wheat based (containing gluten) and can transfer to the food product packaged inside. An example of a wheat-based release agent is wheat starch that may be used to keep paperboard or foil from sticking together during processing. Exporters of packaging to customers outside of the EU should familiarise themselves with the allergen rules in the market they are targeting, as requirements can vary, depending on the population profile. Ideally, the approach to take would involve a risk analysis (Figure 1). 1. Firstly, the risk of allergens being present should be assessed. This would involve identifying any allergens on-site by looking at the products produced, the processes, processing aids etc. Map where

these occur on-site to identify ‘hot-spots’ for contamination risk. 2. If allergens are used onsite, the producer should review their good manufacturing practices (GMP) to ensure allergens are effectively managed and to see if risks can be reduced. The GMP requirements for packaging producers³ should encompass allergen control if appropriate. 3. The final step is to communicate any residual risk to customers who are food producers. One of the most effective ways of doing this is in a product specification. Table 1 provides an example of how this information might be included in a specification. As you will see in the example, each of the 14 allergen categories are listed and there is an indication as to whether the allergens are included in the product (or on packaging) or not, or if they are used on the same production line or on-site. There is also an indication as to whether the customer needs to label for the presence of these allergens or not. The decision as to whether this is necessary or not should be based on the results of the risk assessment. This type of approach would help customers determine if an allergen declaration is required or if precautionary labelling might be necessary. The Importance of GMP Remember that GMP is vital to reducing the risk of a number of potential food safety hazards, including allergens, being present on packaging. Packaging producers should adopt a suitable standard or code of practice for GMP. For those supplying the food industry the BRC/IOP global standard for packaging and packaging materials, Issue 4, is one such standard⁴. This standard requires a formal hazard and risk management system to be

in place, which would include allergens. Another option for packaging producers is to have an exclusion policy i.e. to exclude known food allergens from the site in order to provide assurances for customers. This may involve redesign of product or processes to remove allergens that have been identified. If this option is chosen, then it is important when developing new products or introducing new materials on-site to include a check that allergens are not being introduced. Product development procedures need to include this allergen check and there should be a change notification procedure for cus-

tomers. The customer-supplier relationship is important for food safety assurance and good communication is crucial. Best practice in product development and supply chain management recommends that there should be a change notification procedure. Customers and suppliers should agree what changes/substitutions are permitted, if any, and how these should be notified. When introducing any new materials, products or processes, a food safety risk assessment should be performed, and allergens considered as part of this assessment.

Innovations in Aluminium We examine the latest trends in aluminium foil and aluminium closures, highlighting innovations from the Alufoil Trophy 2013.

T

he aluminium foil industry has been vigorous in promoting the benefits of alufoil products in terms of their sustainability and recyclability, as well as performance. A highlight of the year was the launch of the ‘Aluminium Closures - Turn 360°’ campaign, with a new website dedicated to the excellent characteristics of aluminium closures for spirits, wine, water and oils, while the Alufoil Trophy continued to attract entries at the ‘cutting edge’ of design and technology. Aluminium Closures – Turn 360° The launch of the multilingual website www.aluminium-closures.org marked the start of the pan-European promotional campaign titled ‘Aluminium Closures – Turn 360˚’, specially designed to enhance general awareness of the benefits of aluminium closures. It was complemented by an extensive media package. The campaign, by the leading manufacturers of aluminium closures and organised through the European Aluminium Foil Association (EAFA), presents closures made of aluminium as an intelligent and economic alternative to other closure systems, offering many benefits in areas like taste and quality, sustainability and recycling, convenience, technology, cost efficiency and design. Providing straightforward factual information, the campaign clearly demonstrates the products’ superior characteristics and positions aluminium closures as a ‘seal of quality’. It has laid the foundations for an objective reappraisal of this closure form, one that is truly sustainable in all respects. An advantage of aluminium closures is, despite their small size, that they can be collected either within the mixed packaging fraction or through the glass collection stream, using eddy-current systems. The value of the recycled aluminium supports the economics of the

recycling rates for closures vary from over 80% in Germany to about 40-50% in the UK and Italy. Even countries where collection systems are not yet fully developed might already recycle 20-30% of all aluminium closures. Every additional increase in the recycling rate makes aluminium closures highly attractive for winemakers and aluminium can be recycled endlessly, with up to 95% energy saving compared to its primary production, with corresponding savings in greenhouse gas emissions. As there is no loss of quality, the recycled metal can be used to make all kinds of valuable new products.

Alufoil Trophy 2013 The Alufoil Trophy 2013 saw a range of practical and stylish products highlighting alufoil’s versatility and originality. Great ingenuity to create innovative products, some with the potential to take alufoil into new markets, underlined the entries for the Alufoil Trophy 2013. Practicality was combined with style and creativity across all sectors, from consumer convenience through to product preservation. Some of the highlights are included below.


Alufoil

Consumer Convenience The three-ply Capsteril® alufoil laminate closure from Vaassen Flexible Packaging, in combination with the Sensocap® screw cap from Ampack, improves shelf life of aseptic products, without requiring a separate peeling process for the foil membrane, which is retained as a cushion in the screw cap to aid resealing. The presence of alufoil in the laminate enables pre-heating of the capping foil required to kill any bacteria present. Additionally, research shows that consumers would rather have only one closure and do not like a sealing membrane having to be removed as additional step. An integrated closure system in an aseptic environment, has not been successful until now, say the companies. Marketing & Design Constantia Flexibles has designed a striking new single serve capsule containing a range of coffee liqueur flavours. Made for Koninklijke De Kuyper, the Cafétique capsule provides a 30ml serving. The alufoil lids are printed with high quality graphics and the capsules come in a presentation box to reinforce the luxury image. Aimed at the European market, it is believed to be the first convenience coffee product of its kind to offer an alcohol content. The barrier properties of the aluminium capsules and lids ensure the flavour is maintained throughout the shelf life of the product. Resource Efficiency Amcor Flexibles Advanced Blister Design is based on its existing Formpack® blister pack, but re-engineered so that the material consumption has been reduced by more than 30% in volume, while improving the moisture protection of the drug by over 40%. The base foil is a multiple layer laminate with a core of 45µm thick alufoil. The lid foil is made from 25µm alufoil, lacquered on both sides. In the new design, the perforations between the single cavities have been removed, improving the resistance to moisture diffusion considerably and enabling six tablets, rather than four, to be packed in a blister with identical dimensions. is formed to a rectangle shape, or ‘Philly Brick’, using a machine specially designed by Alpma. Constantia says the laminate has very good foldable characteristics, is stable enough for filling, is tear-resistant and can be rotogravure printed and embossed. The new design means the pack is completely sealed, allowing the alufoil to improve the overall barrier performance. Product Preservation Guala Closures picked up two awards for the Viiva™ screw cap, an aluminium closure specifically designed for high pressure sparkling wines. The closure guarantees pressure retention before and after the first opening. It will keep a sparkling wine’s correct level of carbonation (or fizz) for weeks. The screw cap offers much improved security against spillage or leaking during transportation or storage once the bottle has been re-closed. Being just one component, Viiva™ has clear advantages over traditional closures for sparkling wines, yet looks and performs like a regular screw cap. It is easy to apply, using the same equipment as for still wines. Discretionary Awards The Rescuetec pack, made by Protective Packaging, is capable of regenerating mobile phones or other electronic devices which have been damaged by immersion in water or other aqueous liquids, is a highly novel application of alufoil’s barrier properties. The pack contains an indicator plus a unique desiccant sachet. The desiccant is

During the pack assembly, the desiccant sachet and indicator are rapidly inserted through the open end of the pouch, which is then hermetically sealed. uilding on the success of previous years, the entries in the 2013 Pro Carton/ECMA Carton Awards competition pushed the boundaries of inventiveness and ingenuity in carton design for brands. Once again, the panel of expert judges from the retailer, brand owner and designer sectors found their task to be challenging and fascinating. In addition to the design and marketing aspects, the judging panel was also keen to understand the “behind the pack/ product” stories, which revealed sometimes hidden but clever manufacturing and production innovation. The judges had to make some hard decisions to select category winners and the prized special awards, but the overriding feeling was that cartonboard packaging continues to produce and demonstrate the highest quality of innovative, sustainable and consumer

compelling packaging. The awards were presented at a ceremony at the ECMA Congress in September, starting with the highly sought-after special awards:

Carton Of The Year The coveted Carton of the Year was awarded to a pack which showed astonishing production qualities and huge impact at point of sale: the Moët & Chandon Twinkle Box champagne carton. This carton breaks the traditional mould as it is much shorter than conventional champagne packs and the neck of the bottle is on display whilst the carton encloses the lower half of the bottle to provide security and shelf appeal. When using the same basis to compare the data from 2011 with data collected in 2008, improvements were found in major environmental impact categories. Many of the improvements are due to more efficient use of electricity, increasing use of bio-energy and more focus on measurement and control of water use.

The winner of the Volume market cartons category, Kleenex’s Slim pack for Facial Tissues, perfectly illustrates how more can be got from less. The carton provides a way to reduce the size of the tissue box whilst still containing the same number of tissues and incorporating a new anti-snag opening to avoid tissues sticking. Moreover, whilst managing to reduce the pack size by 30%, savings were also found throughout the supply chain in such areas as outer packaging, shipping costs and shelf utilisation. The conclusion was that Pro Carton’s methodology closely follows the quantification part of the Technical Specification, but does not include certain considerations, such as allocation for recycling and land use change. Major Reform of Public Procurement Policy A major restructuring of public procurement policy, strategy and sourcing will see the establishment of a new Office of Government Procurement.

R

eform of public procurement is one of the major projects of key strategic importance in the Government’s Public Service Reform Plan. The State spends around €9 billion on goods and services each year. This represents a very significant portion of overall spending and it is, therefore, essential that the public service achieves maximum value for money and operational efficiency in its approach to public procurement. The Government has set the procurement reform programme a cash savings target of up to €500m over three years. While the savings target is significant, it is achievable but requires restructuring and reform to achieve it. Office of Government Procurement This restructuring will see procurement policy, strategy and sourcing integrated into one office - the Office of Government Procurement. Through the Office of Government Procurement, when it is fully established, the public service will speak with one ‘voice’ to the market, eliminating duplication and taking advantage of the scale of public procurement to best effect. Common goods and services (such as utilities, professional services and marketing, print and stationery) account for approximately 60% of our

public procurement spend. Instead of public bodies each tendering separately for these common goods and services, the Office of Government Procurement will put in place contracts for these categories that all public bodies will buy from. Four large sectors (Health, Education, Local Government and Defence) will each retain sector procurement functions for predominately sector-specific goods and services, which they will buy on behalf of the whole public service. By organising procurement under a unified structure, the Office of Government Procurement will ensure that the procurement expertise and experience that exists in the public service is harnessed and applied consistently to all procurement activities. Full Engagement of SMEs The Office of Government Procurement is committed to ensuring that SMEs are fully engaged in the new procurement model. The Office recognises that public procurement can be an important source of business for SMEs and is committed to encouraging SMEs through the use of lots to match tender requirements to market structures, and by encouraging collaboration between SMEs to ensure that they can tender on a competitive basis for public procurement contracts. The Office will also bring consistency to how the public service procures. There will be greater standardisation tendering documentation and contractual terms, which will reduce the administrative costs and risks involved in

tendering and, therefore, facilitate easier access to public procurement by SMEs. Transforming the way the public sector does business is complex and the target is to have the majority of the key Office of Government Procurement organisational structures in place by the end of Q1 of 2014. The National Public Procurement Policy Unit, which is responsible for national public procurement policy, legislation and construction procurement reform, is now integrated into the Office of Government Procurement. Waste disposal

Wrapping Up the Problem of Waste A new European Commission Directive, which came into force in September 2013, will help to deal with waste disposal across the EU.

T

he end of September 2013 saw a new EU Commission Directive on packaging and packaging waste coming into force. Commission Directive 2013/2/EU of 7 February 2013, which amends Annex I to Directive 94/62/EC of the European Parliament and of the Council on packaging and packaging waste, provides clarity to the interpretation and the definition of packaging. The generic definition and criteria for interpreting what is packaging is given in the 2004 Directive (Article 3). The 2013 Directive replaces Annex I of the 2004 Directive and adds a number of new items to types and examples of packaging in the original list in the 2004 Directive. Waste and its disposal is a huge problem. As we have grown wealthier as a society, we have created more and more rubbish. Each year in the European Union alone, we throw away three billion tonnes of waste, about six tonnes for every man, woman and child, according to Eurostat statistics (http:// epp.eurostat.ec.europa.eu/portal/page/ portal/waste/introduction/). Some of this is recyclable, so it gets used again but if the amount of packaging used was reduced in the first instance and the packaging that was used didn’t contain harmful substances and was bio-degradable, then a lot of problems would be avoided. Packaging is not all bad; in fact, a certain amount is necessary. It protects products during transit, can be used for preservation, is needed to contain certain foodstuffs and goods and provides product information.

Striking The Right Balance The challenge is to strike a balance between what is necessary and what is just creating rubbish. Both consumers and industry have a part to play to stop us all disappearing in a sea of waste. Consumers must be more aware that their choices do make a difference. For example, if products are locally sourced, they are less likely to have needed extensive packaging to protect them during their journey from their origin to the local shop. Pre-packed food, for example in the case of fruit and veg, might seem like an easy way to buy but it also means that a lot more packaging will end up in bins. According to Eurostat figures from April 2013, in 2010, Ireland was the third highest producer of packaging waste per head in the EU, after Luxembourg and Denmark. 66% of this waste was however, recycled, which is also the third highest rate in the EU. In 2010, 78.4m tonnes of total packaging waste was generated in the EU. Paper and board was the main material of packaging waste, with 31m tonnes, followed by glass, plastics, wood and metal. Waste Management Strategy The European Union’s waste management strategy is based on three principles: Waste Prevention: This is the most important part of the strategy. Simply put, if there is less waste, the headaches associated with treating and disposing of it without harming the environment will be automatically lessened. Recycling and Reuse: If waste cannot be prevented, as many of the materials as possible should be recyclable or reusable. The recycling sector plays a huge role in waste management, in the reduction of waste and the reduction of consumption of natural resources. Increased recycling would also help Ireland and Europe to be less dependent on raw material imports and could make

huge contributions to the economy and to employment. Improving the Monitoring of Final Disposal: Only waste which cannot be recycled or reused should be safely incinerated and landfill should only be used as a last resort. Both these methods have huge environmental and health consequences and need to be monitored closely. Eurostat figures from March 2011 show that at the moment in Ireland, around 60% of overall waste ends up in landfill, compared to the EU27 percentage of under 40%. The ‘polluter pays’ principle, which is set out in the Treaty on the Functioning of the European Union (Article 191(2) TFEU) means that the generator of the waste is obliged to ensure that the waste is properly managed and does not cause environmental damage. In pursuit of the ‘polluter pays’ principle, the Irish government has imposed producer responsibility obligations on several sectors and waste streams, most notably packaging. Substantial Savings in Packaging Cost Reduction Companies looking to reduce their cost base can benefit greatly from Repak’s Prevent & Save service, which can help them to reduce the costs associated with packaging.

L

ast year’s Repak Member’s Conference saw the launch of an in-depth report by Dr Pat McCloughan of PMCA Economic Consulting, which estimates for the first time in Ireland the monetary savings resulting from the packaging prevention activities of Repak’s member firms. Making use of data from Repak, the Central Statistics Office, the Environmental Protection Agency and other sources, the main findings of the study are as follows: •

Cumulatively during 2005-2011, almost €211m has been saved and 350,000 tonnes of packaging have been prevented, including an estimated 86,000 tonnes of packaging prevented in 2011 alone; Repak members are able to achieve appreciable cost savings by not having to purchase packaging materials

(procurement savings) and supply chain savings; •

The estimated procurement savings made by Repak members have risen from €9.4m in 2006 to €35m in 2011 or amount to a cumulative total of almost €143m over this time;

The estimated supply chain savings from the packaging prevention activities of Repak members have grown from €4.8m in 2006 to €16.5m in 2011 or by €68m cumulatively during the period;

In 2011, the €52m in combined procurement and supply chain savings associated with the packaging prevention activities of Repak members equate to an average of approximately €22,400 in packaging savings per member.

The Benefits Of Prevention Prevention is not only beneficial for the environment but is also good for the economy because it means lower costs for businesses, thereby improving their operating performance (other things being equal) and in turn helping to sustain and create employment, the number one public policy priority at present. The analysis presented suggests that Repak’s members are responsible for significant monetary savings arising from their packaging prevention activities. Members’ activities have been supported by packaging prevention and minimisation initiatives developed by Repak, including the Prevent and Save website and the employment of two packaging technologists dedicated to working with Repak members in optimising the vol-

Repak’s ‘Prevent & Save’ service can help in this regard. Waste prevention methods help create less waste in the first place. These methods include prevention (removal or avoidance of certain packaging) and minimisation (lightweighting of packaging). This ‘stop waste before it happens’ strategy is an integral part of how industry now approaches packaging decisions, avoiding overpackaged, disposable, and non-reusable or non-

recyclable products where possible. The challenge now facing business is to achieve a balance between reducing the volume of packaging used, while still serving customers’ needs. There are already economic incentives to reduce excess packaging. Businesses are constantly looking to reduce their product costs while Repak’s ‘pay by weight’ fee structure is designed to discourage companies from producing excess packaging. Less packaging is not necessarily more environmentally friendly though. Products need to be protected at various stages of the production supply chain, particularly during storage and shipping. The shelf life of perishable products is also highly important, as many products have a limited shelf life. If poor packaging results in a product becoming unusable, the overall impact on the environment can be much more negative. On-Site Visit The ‘Prevent & Save’ service is designed to help companies reduce the amount of packaging they use by analysing existing practices and making recommendations on possible improvements and efficiency increases. This usually leads to: • Reduced materials procurement bill, through less packaging being required. • Savings in producer responsibility fees, by reducing the amount of packaging being placed on the market. Confidential Summary Report The service itself consists of a site visit, lasting 1-2 hours, followed up by a detailed confidential report, outlining the steps required to realise a reduction in packaging costs. Typical recommendations include: • Removal of non-essential packaging; • Lightweighting of material; • Introduction of closed-loop packaging returns systems; • Pallet layout redesign to maximise load efficiencies. Innovation From Festo Festo’s new VZWF valve gives customers a one-stop-shop for Festo high productivity and quality automated systems.

F

or water, air and neutral media, VZWF valves can operate in closed media circuits. The valve VZWF is one of a number of new Festo process solutions that now gives customers a one-stop-shop for Festo high productivity and quality automated systems. Festo’s process offerings also include ball, butterfly, and gate valves, and associated automated controls. Festo has introduced the VZWF valve, a force pilot operated solenoid valve that can be used with water, air, and neutral media. This new valve utilises relatively small solenoids to control high pressures with large nominal diameters. The units can switch at pressures as low as zero bar and close automatically in the case of a pressure loss in the circuit. These valves can be applied in closed media circuits. The VZWF series is suitable for applications in which the medium can be vented downstream of the valve into the atmosphere or a tank. The VZWF is used for gaseous and liquid material flows up to a maximum viscosity of 22mm²/s. Actuation is supported by the pressure of the medium, which enables smaller coils to be used with lower power requirements to open the valve.

Wide Range of Applications Applications for the VZWF valve include: filling systems (secondary circuit), water treatment, pipeline construction, steam boiler construction, liquid gas installations, hot water applications, heating circuits, power plant systems, petrochemical industry, pump systems, storage tank installations and pneumatic automation systems. “Gas and liquid valve solutions expand Festo’s process offering that already include lines of ball, butterfly, and gate gas only valves and automated
